Carnival Cruise Line will continue sailing from Jacksonville into 2026 after deal with JAXPORT

C arnival Cruise Line and JAXPORT have reached a new contract to continue Carnival's cruise service from Jacksonville into 2026, a news release shared with First Coast News on Monday states.

The 2,697-passenger Carnival Elation will continue offering year-round trips to the Bahamas from JAXPORT's North Jacksonville Cruise Terminal, the release states, as the new contract also comes with four one-year renewal options.

"The continued growth of our cruise program is another way we create jobs and [an] economic impact for our region and state," JAXPORT CEO Eric Green said in the release. "JAXPORT has a longstanding partnership with Carnival, and we are grateful for their commitment to serving Jacksonville and providing even more reasons for tourists to visit our great city."

More than 3 million passengers have sailed from Jacksonville throughout the 20 years Carnival has been at JAXPORT, the release states.

The port has completed a series of upgrades to the cruise terminal to enhance the passenger experience, including a new parking area with easier access to the terminal, an upgraded VIP Lounge and an improved boarding platform allowing passengers to enter the ship on the Promenade level.

Jacksonville chef's Mini Korean Biscuit Dogs a finalist in Pillsbury recipe contest

A Jacksonville chef who created a sweet and savory appetizer showcasing a Southern staple on a cocktail skewer is a finalist in a national recipe contest where the grand prize is $20,000 cash.

Chef Matthew Eng of Blue Bamboo Canton Bistro , who developed a recipe for Mini Korean Biscuit Dogs, is among four chefs in the running for the top prize in the 2024 Biskies Recipe Contest by General Mills Foodservice.

He's worked with Chef Dennis Chan, founder and owner of Blue Bamboo, for 17 years. Eng launched his culinary career at the popular upscale Chinese restaurant at 101110 San Jose Blvd. as a dishwasher, working his way up to become its kitchen manager.

Blue Bamboo recently added the Mini Korean Biscuit Dogs to its menu, Chan told the Times-Union.

The public has an opportunity to decide whether Eng's appetizer could become a recipe mainstay for home cooks as well as restaurants by voting among the four final contest entries through April 30 at the General Mills Foodservice website . The grand prize winner will be announced in mid-May.

What are The Biskies?

General Mills Foodservice launched the Biskies last year "to celebrate biscuits in all their flavors and forms."

The contest is intended to shine a spotlight on "the best biscuit creations on restaurant menus nationwide," according to a recent news release announcing the finalists.

“The 2024 finalists truly showcase how biscuits play a starring role on menus. We were wowed by their creativity and use of Pillsbury biscuits to create unique menu items that shine as entrees, appetizers and desserts,” chef Kevin Relf, a member of The Chefs of the Mills, who helped judge the entries.

What did the finalists make with biscuits?

The Mini Korean Biscuit Dogs are a half biscuit wrapped around a mini hot dog, dusted with Pillsbury or Gold Medal flour then buttermilk and coated with Panko before being fried until golden brown.

The biscuit dogs are finished with a sprinkling of granulated sugar and then garnished with drizzles of mustard and ketchup. They are served on a cocktail skewer, according to Eng's recipe.

Eng already has won a $5,000 cash prize as a Biskies finalist.

He is joined in the Biskies final four by:

• Kristi Sanders of Rustic Saloon in Montello, Wis., for BisGrit Shrimp

In 2018, Chan won a separate but similar General Mills recipe contest. Chan won a grand prize package including $30,000 cash and $5,000 going to a local charity in the company's Neighborhood to Nation Recipe Contest with his Sunshine State Orange Crunch Cake recipe.

Cruising the Moskva River: A short guide to boat trips in Russia’s capital

There’s hardly a better way to absorb Moscow’s atmosphere than on a ship sailing up and down the Moskva River. While complicated ticketing, loud music and chilling winds might dampen the anticipated fun, this checklist will help you to enjoy the scenic views and not fall into common tourist traps.

How to find the right boat?

There are plenty of boats and selecting the right one might be challenging. The size of the boat should be your main criteria.

Plenty of small boats cruise the Moskva River, and the most vivid one is this yellow Lay’s-branded boat. Everyone who has ever visited Moscow probably has seen it.

This option might leave a passenger disembarking partially deaf as the merciless Russian pop music blasts onboard. A free spirit, however, will find partying on such a vessel to be an unforgettable and authentic experience that’s almost a metaphor for life in modern Russia: too loud, and sometimes too welcoming. Tickets start at $13 (800 rubles) per person.

Bigger boats offer smoother sailing and tend to attract foreign visitors because of their distinct Soviet aura. Indeed, many of the older vessels must have seen better days. They are still afloat, however, and getting aboard is a unique ‘cultural’ experience. Sometimes the crew might offer lunch or dinner to passengers, but this option must be purchased with the ticket. Here is one such  option  offering dinner for $24 (1,490 rubles).

If you want to travel in style, consider Flotilla Radisson. These large, modern vessels are quite posh, with a cozy restaurant and an attentive crew at your service. Even though the selection of wines and food is modest, these vessels are still much better than other boats.

Surprisingly, the luxurious boats are priced rather modestly, and a single ticket goes for $17-$32 (1,100-2,000 rubles); also expect a reasonable restaurant bill on top.

How to buy tickets?

Women holding photos of ships promise huge discounts to “the young and beautiful,” and give personal invitations for river tours. They sound and look nice, but there’s a small catch: their ticket prices are usually more than those purchased online.

“We bought tickets from street hawkers for 900 rubles each, only to later discover that the other passengers bought their tickets twice as cheap!”  wrote  (in Russian) a disappointed Rostislav on a travel company website.

Nevertheless, buying from street hawkers has one considerable advantage: they personally escort you to the vessel so that you don’t waste time looking for the boat on your own.

Prices start at $13 (800 rubles) for one ride, and for an additional $6.5 (400 rubles) you can purchase an unlimited number of tours on the same boat on any given day.

Flotilla Radisson has official ticket offices at Gorky Park and Hotel Ukraine, but they’re often sold out.

Buying online is an option that might save some cash. Websites such as  this   offer considerable discounts for tickets sold online. On a busy Friday night an online purchase might be the only chance to get a ticket on a Flotilla Radisson boat.

This  website  (in Russian) offers multiple options for short river cruises in and around the city center, including offbeat options such as ‘disco cruises’ and ‘children cruises.’ This other  website  sells tickets online, but doesn’t have an English version. The interface is intuitive, however.

Buying tickets online has its bad points, however. The most common is confusing which pier you should go to and missing your river tour.

“I once bought tickets online to save with the discount that the website offered,” said Igor Shvarkin from Moscow. “The pier was initially marked as ‘Park Kultury,’ but when I arrived it wasn’t easy to find my boat because there were too many there. My guests had to walk a considerable distance before I finally found the vessel that accepted my tickets purchased online,” said the man.

There are two main boarding piers in the city center:  Hotel Ukraine  and  Park Kultury . Always take note of your particular berth when buying tickets online.

Where to sit onboard?

Even on a warm day, the headwind might be chilly for passengers on deck. Make sure you have warm clothes, or that the crew has blankets ready upon request.

The glass-encased hold makes the tour much more comfortable, but not at the expense of having an enjoyable experience.

Getting off the boat requires preparation as well. Ideally, you should be able to disembark on any pier along the way. In reality, passengers never know where the boat’s captain will make the next stop. Street hawkers often tell passengers in advance where they’ll be able to disembark. If you buy tickets online then you’ll have to research it yourself.

There’s a chance that the captain won’t make any stops at all and will take you back to where the tour began, which is the case with Flotilla Radisson. The safest option is to automatically expect that you’ll return to the pier where you started.

The National Highway Traffic Safety Administration is investigating the adequacy of Tesla's December 2023 recall of more than 2 million vehicles to update its autopilot features after numerous crashes.

NHTSA's Office of Defects Investigation is opening the investigation after it identified 20 crashes involving Tesla vehicles with updated software, the agency said in documents filed Friday .

After the software updates were deployed, "ODI identified concerns due to post-remedy crash events and results from preliminary NHTSA tests of remedied vehicles," the agency said in the filing.

The agency also closed a nearly three-year investigation analyzing 956 crashes involving Tesla vehicles up to Aug. 30, 2023. Nearly half of the accidents (467) could have been avoidable, ODI said, but happened because "Tesla’s weak driver engagement system was not appropriate for Autopilot’s permissive operating capabilities."

In that investigation, the agency found at least 13 crashes "involving one or more fatalities and many more involving serious injuries in which foreseeable driver misuse of the system played an apparent role," it said.

Last week, a Tesla driven by someone with Tesla's Full Self-Driving beta feature reportedly engaged hit and killed a motorcyclist in Washington state. That feature isn't a total self-driving mode, but does more than autopilot – navigating turns and stopping at lights and signs – and still requires drivers to pay attention. 

NHTSA: Tesla autopilot system has 'critical safety gap'

While often referred to as self-driving cars, Teslas actually have driver support features that make driving easier, but not totally automatic. Autopilot involves using Tesla's Traffic-Aware Cruise Control, which matches the speed of other traffic, and Autosteer, which helps keep the vehicle within a lane but drivers are supposed to have their hands on the wheel .

But drivers may be expecting their Tesla to do too much, federal regulators say.

A "critical safety gap between drivers’ expectations of (Tesla's drivers' assistance system's) operating capabilities and the system’s true capabilities … led to foreseeable misuse and avoidable crashes," the agency said in its closed investigation report.

In those 467 accidents, ODI said attentive drivers should have been able "to respond or mitigate the crash" in many cases. Other times, cars went off the road when Autosteer – Tesla's hands-on steering assist feature – "was inadvertently disengaged by the driver's inputs," or the features were being used in "low traction conditions such as wet roadways," the agency said.

The new investigation will "evaluate the adequacy of (the December 2023 recall), including the prominence and scope of Autopilot controls to address misuse, mode confusion, or usage in environments the system is not designed for," the agency said.

What Tesla vehicles were recalled?

When announced in December, the recall involved 2,031,220 vehicles: the 2012-2023  Model S , 2016-2023  Model X , 2017-2023  Model 3  and 2020-2023  Model Y  vehicles, all equipped with Tesla's Autosteer driver-assistance feature.

In its issuance of the December 2023 recall, Tesla noted that, "In certain circumstances when the Autosteer feature is engaged, and the driver does not maintain personal responsibility for vehicle operation and is unprepared to intervene as necessary or fails to recognize when Autosteer is canceled or not engaged, there may be an increased risk of a crash."

The ODI investigation includes newer models and the Tesla Cybertruck , too.

The new investigation lands as Tesla recently announced a decline in first quarter revenue and layoffs in Austin and the Bay Area. CEO Elon Musk , however, remained bullish on the company's self-driving technology and electric cars. And the company is expected to unveil its robotaxi on Aug. 8.

Reuters reported  in October 2022 that Tesla was under criminal investigation over its self-driving claims. Tesla said in October 2023 that the Justice Department had issued subpoenas related to its self-driving and autopilot technology.
