Omicron and Holiday Travel: 12 of the Most Pressing Questions

Vaccination requirements, testing rules, the new coronavirus variant and more: We answer your questions about traveling safely this holiday season.

Holiday travel suddenly feels more fraught as the world waits for emerging information on the transmissibility and virulence of the new coronavirus variant. Scientists are racing to see if the current vaccines offer protection against Omicron, but many families and other travelers may need to consider a variety of factors now before embarking to see relatives or to experience a change of scenery.

“Once again they will have to make informed decisions,” said Kathy Risse, a pediatrician in Seattle. But unlike last year’s holiday period, Dr. Risse said, “we know so much more about stopping transmission, and widespread testing is up and running.”

For those planning to travel, the basics for protection — vaccinations, masks and social distancing — will help make the trip safer. Here are answers to 12 of the most pressing travel questions for now.

What are the travel rules between U.S. states?

Currently there are no vaccine, testing or quarantine requirements to travel within the 50 United States, whether you fly, drive or go by rail — except Hawaii. Hawaii requires a 10-day quarantine for domestic travelers if they do not show proof of a full vaccination against the coronavirus or negative results from a test taken no more than 72 hours before their flight’s arrival.

Masks are still required by the Transportation Security Administration for passengers age 2 and up on planes, trains and buses . Different states, and even cities within states, may have their own mask, testing or vaccine requirements for activities such as indoor dining. Local health department sites or the AARP website are good starting places to research a state’s coronavirus rules.

Do you have to be vaccinated to fly domestically?

Again no, but C.D.C. guidelines recommend people delay travel until they are fully vaccinated .

Can we still go abroad?

Current C.D.C. guidance does not recommend international travel if you are not vaccinated. If you choose to travel overseas, it can be complicated: Your desired destination may have rules and guidelines that differ from those of the United States. Take Mexico , one of the most popular destinations for U.S. travelers. The country does not require vaccinations or testing for entry, regardless of the traveler’s nationality, while other countries, like Japan, Israel and Morocco , have recently closed their borders to noncitizens. To visit Canada , foreign visitors must show proof of vaccination and the negative results of a PCR or nucleic acid test. (Unvaccinated children can accompany vaccinated adults into Canada but must follow a specific set of protocols including health questionnaires and a virus test.)

Rules for these and other countries can change at any time, so it’s best to keep checking official government websites as your travel date approaches. The Times updates a list of countries open to U.S. citizens and the C.D.C. maintains a list of global Covid hot spots .

Do you have to be vaccinated to fly internationally?

Again, it’s complicated. For outbound travel from the United States, vaccination requirements depend on your destination. U.S. embassy sites are good sources of information, as are countries’ tourist and health sites for your desired destination. Age requirements can also vary by destination.

U.S. citizens do not have to be vaccinated to travel back to the United States, but most adult foreign travelers do. Exceptions can be found on the C.D.C. website. Children under 18 are exempted from the vaccination requirement.

What are the testing requirements for adults and children flying into the United States?

The United States recently changed the timing of its testing requirement to re-enter the country. Travelers must now submit a negative virus test result taken within one day of the flight’s departure, instead of the previous three-day requirement for vaccinated fliers. This applies to all travelers age 2 and up, regardless of nationality or vaccination status.

It is important to note that the requirement is “one day” rather than “24 hours.” For example, for a flight leaving on Sunday at 3 p.m., the test needs to be taken anytime on Saturday or anytime on Sunday. This gives fliers more flexibility in scheduling their test for any time the day before the flight, or the day of, rather than timing a nighttime test for a flight the next evening.

Should we bring some at-home test kits with us?

Not a bad idea. The Food and Drug Administration has approved 13 home-based Covid tests , and families may want to bring some on the trip to use if anyone comes down with the sniffles or a cough, or to take just before getting to Grandma’s. They may be hard to find in stores or limited to one or two per customer, so don’t leave this errand to the last minute.

Family members may have varying risk tolerances, and at-home tests can help people relax and enjoy each other’s company, Dr. Risse said, “because even though it is imperfect, it adds another layer of protection.”

The C.D.C. specifies which tests are allowed for entry into the United States. Self-tests for the virus are OK if there is an accompanying telehealth service providing “real-time supervision remotely through an audio and video connection.” Your hotel or local family members may be able to point you to other testing options in the country — like at medical clinics or pharmacies.

What are the vaccine rules on cruise ships?

Rules vary by cruise line. On Disney cruises , passengers 12 and up must be vaccinated, but that age is moving to 5 beginning Jan. 13. Children under 5 must have a negative virus test taken within three days of departure. Princess Cruise Line and Norwegian Cruise Line are only welcoming vaccinated travelers ages 5 and up. Currently, children under 5 are not allowed on board. Royal Caribbean requires guests age 12 and up to be vaccinated.

There may be additional requirements for cruises docking at other countries. Travelers boarding a cruise in Barbados, for example, need to download the BIMsafe app and follow its directions. It’s best to check with each cruise line for a specific sailing’s current rules and protocols.

Cruise lines have reason to worry, as “their whole image as a sector hangs in the balance,” said Lynn Minnaert, a clinical associate professor at the Jonathan M. Tisch Center of Hospitality at New York University . “They are taking vaccinations and testing seriously, so passengers who bear in mind the risks and take common sense precautions should have a safe experience.”

The C.D.C. still recommends that people who are unvaccinated or at risk of severe illness (regardless of vaccination status) avoid traveling on cruise ships worldwide, including river cruises.

Can we go to theme parks?

Theme parks are required to follow state rules. Disneyland in California and Disney World in Florida require guests 2 and older to wear masks in indoor locations, lines and enclosed transportation except when actively eating or drinking. Universal Studios in Florida recommends masking indoors but has no coronavirus-focused guest requirements.

Is my child fully protected if they have had two vaccine doses?

Fully vaccinated, as defined by the C.D.C. as two weeks after the second dose , is not the same as fully protected. Breakthrough cases occur but they are generally mild. Scientists are still examining incoming data to determine if the vaccines will protect against the Omicron variant. In the meantime, the advice from the C.D.C. still stands: children 5 and older should get the vaccine to protect them and those around them from getting Covid-19 disease.

How can I help my child wear their mask while traveling?

Keeping a mask on a young child while traveling can be challenging for children and parents. Here are some ideas to help your child comply with the rule: Practice wearing a mask together days or weeks before the flight so they get used to the feel. Go slow and don’t make it a fight. Try out different masks for comfort and fit. You may bring different ones to “change into” to make things fun or have a matching mask for a stuffed animal. If your child gets agitated on the flight stay as calm as you can because they will take their emotional cues from you. And consider resorting to bribery — more screen time, or bring small wrapped gifts they can open each time they have kept the mask on for some period of time.

Should we hunker down between when we get our tests and when we travel?

It couldn’t hurt, especially if you are traveling to see older or immune-compromised relatives, no matter their vaccination status.

Should we still go?

“Families come to me asking for a ‘Yes’ or ‘No’ answer on if they should travel, because they are so tired of making the day-to-day risk assessments,” said Dr. Risse, the pediatrician. But every family needs to make its own decision to travel, based on the importance of their trip, how protected family members are and how much they trust fellow travelers to abide by the masking and social distancing rules that keep people safer. They also need to be aware of the levels of cases at their destination and the level of exposure their potential activities present. That is, eating at a restaurant indoors or staying at a hotel instead of a private residence.

Vivek Garg , chief medical officer for the health insurer Humana’s senior-focused primary care business, encourages travel when C.D.C. guidelines are followed. “It’s important for everyone’s mental health, especially that of older adults, that we socialize with friends and family,” Dr. Garg said.

Outbound tourism is the act of travelling ‘out’ of your home country for the purposes of tourism.

Outbound tourism does not include the purchasing of good or services before or after the trip within the tourism generating country.

The terms outbound tourism and inbound tourism are often used interchangeably.

This is because a tourist who is travelling internationally is both an outbound tourist (because they travel OUT of their home country) and an inbound tourist (because they travel IN to another country).

The only exception to this would be if a person was travelling on a multi-centre trip, for example a backpacker. This is because they are not necessarily travelling from their home country.

The most widely utilised definition of tourism , proposed by the World Trade Organisation (WTO) and United States (UN) Nations Statistics Division (1994), prescribes that in order to qualify as a tourist one must travel and remain in a place outside of their usual residential environment for not more than one consecutive year for leisure, business or other purposes.

When considering outbound tourism, it therefore makes sense to simply add in the prerequisite of leaving your home country country…

Based on this commonly accepted definition (although this is not without its limits- see this post for more details ), therefore, outbound tourism can be defined as:

‘The act of leaving your home country to travel internationally for not more than one consecutive year for leisure, business or other purposes.’

Some other organisations have also offered definitions for the term outbound tourism.

The European Union define outbound tourism as:

‘Visits by residents of a country outside that country’.

Similarly, Visit Britain state that outbound tourism is:

‘The activities of a resident visitor outside of their country of residence’.

The growth of outbound tourism

The outbound tourism market has grown considerably throughout the years.

Of course, the outbound tourist market has grown at different rates in different parts of the world, but the reasons for this growth are largely the same.

Three of the biggest factors contributing to the growth of outbound tourism are: the advent of low cost travel, increases in disposable income and leisure time and globalisation.

The past two decades have seen significant developments in the history of tourism .

Increased competition within the marketplace and the introduction of low cost airlines has meant that more of us are able to travel more often.

In recent years the amount of disposable income that the average person has each year has increased. This means that people have more money to spend on international tourism .

People also have more leisure time than they used to. Paid holidays and increased flexibility as a result of flexi-time practices at work, means that people have more opportunities for international tourism than they did in the past.

Outbound tourism is hugely important to many countries around the world. The OECD have a handy tool on their website which demonstrates the value of this tourism in different parts of the world.

Outbound tourism has many positive economic impacts that reaches further than just the tourism industry. Outbound tourism can help to enhance the economies of many countries by providing economic boosts in a range of sectors such as retail, healthcare and education.

Many countries, however, rely too much on outbound tourism. Should there be a reason that tourism declines, for example during the 2020 Coronavirus pandemic, a country’s economy could face dire consequences if they do not diversify their income.

A major recent development in the tourism industry is the growth of Chinese outbound tourism.

Today, China is the largest outbound tourism market in the world.

Chinese tourists spent more than $288billion on international travel in 2018, which equates to a whooping 25% of global tourism spend . It is predicted that Chinese tourists will take 160 million overseas trips by 2020.

This growth is largely attributed to rising incomes amongst Chinese workers and new freedoms allowed to the population . Many countries around the world now offer simpler and easy to obtain visas for Chinese citizens than they did in previous years.

This has resulted in a boom in Chinese outbound tourism. Whilst Chinese tourists travel all over the world, markets in Asian countries such as Thailand and Bali have seen particular increases in overall tourism numbers as a result.

Chinese tourists typically spend significantly more money when they travel than tourists from other countries. This means that the Chinese outbound tourism market is particularly welcomes in many destinations around the world.

Outbound tourism can be beneficial for both the traveller generating region and the tourist destination region .

In the tourist’s home country, outbound tourism can help to boost the economy. If tourists use a local operator to organise their travel arrangements, such as the national airline or a domestic travel agent, then some of the profits made will be retained in the home country.

When the tourist reaches their holiday destination there are many economic advantages to the host destination. The graph below by the Office of National Statistics (ONS) outlines the areas that profit the most from outbound tourism.

Outbound tourism

Foreign exchange income can be particularly beneficial in destinations where the currency is weak. Many destinations focus their marketing efforts in countries that have strong currencies, such as the UK, USA or Europe.

Another positive impact of outbound tourism is that income from tourism can be used to help boost the wider economy. Money can be reinvested in areas such as healthcare and education.

There are two major economic impacts that can have a negative effect on the destination.

The first is economic leakage in tourism . Outbound tourists often seek the familiar and may choose to spend their money in large chain organisations such as a Hilton Hotel or a McDonalds fast food restaurant. This causes money to be taken out of the tourist destination region, thus limiting the positive impacts from tourism.

The second is over dependence. If a destination relies too heavily on their outbound tourism industry, they could come into trouble should this be disrupted.

Disruptions to the tourism industry occur frequently around the world. Reasons include natural disasters, political unrest, economic instability and pandemics.

According to the ONS, outbound tourism is a significant market in the UK, accounting for 1.8% of GDP.

The outbound tourism sector accounts for more than 221,000 jobs in the United Kingdom.

The economic contribution of UK outbound tourism equates to £37.1 billion.

International Tourism to Reach Pre-Pandemic Levels in 2024

Following a strong 2023, international tourism is well on track to return to pre-pandemic levels in 2024.

According to the first UNWTO World Tourism Barometer of the year, international tourism ended 2023 at 88% of pre-pandemic levels , with an estimated 1.3 billion international arrivals . The unleashing of remaining pent-up demand, increased air connectivity, and a stronger recovery of Asian markets and destinations, are expected to underpin a full recovery by the end of 2024.

Middle East, Europe and Africa performed strongest in 2023

The latest UNWTO World Tourism Barometer provides a comprehensive overview of the sector's performance in 2023, tracking recovery by global region, sub-region and destination. Key takeaways include:

  • The Middle East led recovery in relative terms as the only region to overcome pre-pandemic levels with arrivals 22% above 2019.
  • Europe , the world's most visited region, reached 94% of 2019 levels, supported by intra-regional demand and travel from the United States.
  • Africa recovered 96% of pre-pandemic visitors and Americas reached 90%.
  • Asia and the Pacific reached 65% of pre-pandemic levels following the reopening of several markets and destinations. However, performance is mixed, with South Asia already recovering 87% of 2019 levels and North-East Asia around 55%.

Available data shows several destinations, including both large, established destinations as well as small and emerging ones, reporting double-digit growth in international arrivals in 2023 when compared to 2019. Four sub-regions exceeded their 2019 arrival levels: Southern Mediterranean Europe, Caribbean, Central America and North Africa.

UNWTO Secretary-General Zurab Pololikashvili says: "The latest UNWTO data underscores tourism's resilience and rapid recovery, with pre-pandemic numbers expected by the end of 2024. The rebound is already having a significant impact on economies, jobs, growth and opportunities for communities everywhere. These numbers also recall the critical task of progressing sustainability and inclusion in tourism development"

International tourism hit US$1.4 trillion in 2023

The latest UNWTO data also highlights the economic impact of recovery.

  • International tourism receipts reached USD 1.4 trillion in 2023 according to preliminary estimates, about 93% of the USD 1.5 trillion earned by destinations in 2019.
  • Total export revenues from tourism (including passenger transport) are estimated at USD 1.6 trillion in 2023, almost 95% of the USD 1.7 trillion recorded in 2019.
  • Preliminary estimates on the economic contribution of tourism, measured in tourism direct gross domestic product (TDGDP) point to USD 3.3 trillion in 2023, or 3% of global GDP. This indicates a recovery of pre-pandemic TDGDP driven by strong domestic and international tourism.

Several destinations reported strong growth in international tourism receipts during the first ten to twelve months of 2023, exceeding in some cases growth in arrivals. Strong demand for outbound travel was also reported by several large source markets this period, with many exceeding 2019 levels.

The sustained recovery is also reflected in the performance of industry indicators. According to the UNWTO Tourism Recovery Tracker, both international air capacity and passenger demand recovered about 90% of pre-pandemic levels through October 2023 (IATA). Global occupancy rates in accommodation establishments reached 65% in November, slightly above 62% in November 2022 (based on STR data).

Looking Ahead to 2024

International tourism is expected to fully recover pre-pandemic levels in 2024, with initial estimates pointing to 2% growth above 2019 levels. This central forecast by UNWTO remains subject to the pace of recovery in Asia and to the evolution of existing economic and geopolitical downside risks.  

The positive outlook is reflected in the latest UNWTO Tourism Confidence Index survey, with 67% of tourism professionals indicating better or much better prospects for 2024 compared to 2023. Some 28% expect similar performance, while only 6% expect tourism performance in 2024 to be worse than last year. Key considerations include:

  • There is still significant room for recovery across Asia. The reopening of several source markets and destinations will boost recovery in the region and globally.
  • Chinese outbound and inbound tourism is expected to accelerate in 2024, due to visa facilitation and improved air capacity. China is applying visa-free travel for citizens of France, Germany, Italy, the Netherlands, Spain and Malaysia for a year to 30 November 2024.
  • Visa and travel facilitation measures will promote travel to and around the Middle East and Africa with the Gulf Cooperation Council (GCC) countries to implement a unified tourist visa, similar to the Schengen visa, and measures to facilitate intra-African travel in Kenya and Rwanda.
  • Europe is expected to drive results again in 2024. In March, Romania and Bulgaria will join the Schengen area of free movement, and Paris will host the Summer Olympics in July and August.
  • Strong travel from the United States, backed by a strong US dollar, will continue to benefit destinations in the Americas and beyond. As in 2023, robust source markets in Europe, the Americas and the Middle East, will continue to fuel tourism flows and spending around the world.
  • Economic and geopolitical headwinds continue to pose significant challenges to the sustained recovery of international tourism and confidence levels. Persisting inflation, high interest rates, volatile oil prices and disruptions to trade can continue to impact transport and accommodations costs in 2024.
  • Against this backdrop, tourists are expected to increasingly seek value for money and travel closer to home. Sustainable practices and adaptability will also play an increasing role in consumer choice. 
  • Staff shortages remain a critical issue, as tourism businesses face a shortfall in labor to cope with high demand.
  • The evolution of the Hamas-Israel conflict may disrupt travel in the Middle East and impact traveler confidence. Uncertainty derived from the Russian aggression against Ukraine as well as other mounting geopolitical tensions, continue to weigh on confidence.

Outbound Travel: Trending and Evolving

Outbound is trending yet it is evolving too in terms of products and preferences

Almost 20 million Indians have travelled overseas in 2022 in comparison to 7.72 million in 2021 or the pre-pandemic peak of outbound visits of over 26.91 million. According to the latest available outbound travel data for 2022 released by the Ministry of Home Affairs, Bureau of Immigration, over 18 million Indians have travelled outside the country between January-November 2022. This is about 68-69 percent recovery in 2022 when compared to the pre-pandemic peak of 2019 outbound visits, much better than inbound recovery that recorded just shy of 6.2 million FTA (Foreign Tourist Arrivals) visitors, around 56 percent recovery when compared with the peak FTA recorded in 2019 at over 10.93 million.

Beginning to Trend

TAAI President, Jyoti Mayal, says that the year 2022 was a year of rebound for outbound tourism. “Whichever countries are providing visa, people are going there. So 2023 is going to be good year for outbound. One thing that has come out strongly is that due to the Covid, we learned to explore our own country, but now are again ready to explore overseas destinations. Indians are looking for new destinations going beyond popular cities. There is huge growth looming in the air. People are willing to travel,” said Mayal.

According to Ajay Prakash, President, TAFI, “After about two years of the pandemic, Indian outbound travel is showing great resilience and recovery. As rule of thumb, the number of outbound travellers has always been three times than inbound travellers, and I don’t see this changing in near future.”

Praksah says that with China having been totally closed down, a lot of destinations started wooing Indian travellers going beyond their traditional approach. Some offering free-visa travel, some announced that Indians can visit them without visa or offered visa-on-arrivals. The world has realised that Indian travellers are big spenders. So, they are wooing them aggressively.” With regard to countries like the UK and the US, visa backlog, he pointed continues to be the issues. And if not addressed can have an impact in number of Indian tourists visiting such destinations this year.”

Offering a cruise liner’s perspective, Naresh Rawal, Vice President – Sales & Marketing, Resorts Word Cruises (India), said, “The launch of Resorts World Cruises from Singapore with the Genting Dream in mid-June 2022 was timely, as the cruise industry was gradually recovering in a post pandemic environment. As such, we observed strong demand for the Fly-Cruise outbound market in 2022 and we are optimistic that the momentum will continue in 2023 as the industry learns and adapts to it evolving environment.”

According to Lubaina Sheerazi, CEO & Co-Founder, BRANDit, “With the return of normalcy in 2022 and India becoming the world’s fastest-growing economy, the tourism sector has made a strong comeback. India is expected to become the world’s most profitable source market.”

New Trends in tTravel

On the question of new favourite destinations emerging in post-covid period, Prakash said, “World is discovering that there is more to tourism other than popular tourist destinations and that we Indian travellers are more sophisticated, more discerning, more demanding and choosier. I do see that there will be a difference in the kind of holidays people will take in post-covid times. Everybody wants something unique now. Of course, I agree that we have such as large and growing middle-class. Indians will continue to visit traditional destinations, but more people will be looking for newer, more unique experiences.”

Mayal points out “The only one drawback currently for outbound travel is visa. Many countries are still slow in offering visas; some are yet to open their borders. Obviously in the countries which have opened up their visa facilities like Dubai, Turkey, Egypt, Maldives, Mauritius, travel is booming. It goes without saying that whichever countries are opening their borders sooner, they will benefit from travel rebound.”

Expressing optimism that the Fly-Cruise segment will remain a popular choice of travel and vacation option throughout 2023, Rawal also observed, “At the initial stage, cruisers were very much focussed on safety and well-being as a result of the global pandemic. However, cruise lines had successfully demonstrated its high level of enhanced safety measures, which had resulted in a higher confidence level among travellers. Travellers in general are increasingly open to cruising as a choice vacation due to its convenience and value for money,” he added.

Sheerazi observed, “Many travel trends that we witnessed during the pandemic are here to stay. Eco-conscious and sustainable travel will be preferred. Slow travel is on the rise as people want to engage with local communities and give back to nature. With the return of MICE travel, we have been observing the emergence of a new crop of business travellers seeking leisure activities on their trips. Lately, talks around mental health and holistic approach towards health have intensified making wellness tourism popular.

NTOs have a Role to Play

As regards the roles that NTO will play in shaping and affecting new trends in the Indian outbound travel, Prakash said, “NTOs have to be more proactive, they have to raise better awareness, they have to look at introducing their attractions to Indian travel agents, which is the only way. They have to be more active in India in terms of investment, handholding agencies, associations; they have to make investment to make their presence felt here, they have to conduct roadshow, they need to organise fam trips, do launches, and B2B interactions.”

Furthermore, he added that the NTOs need to regularly come to India and engage with the trade and exhibit because every destination is competing for the Indian tourists. “They have to be on the top of Indians’ mind and come up with interesting, innovative products that will appeal to younger generation because younger generations are conscious of environmental impact of travel,” he added

Mayal is of the view that some of the destinations are not doing enough to revive their fortune in the India market. She said that NTOs play a role in affecting post-Covid new and emerging trends in the Indian outbound travel, Mayal said, emphasizing that she is saying this ‘as the head of an association,’ “I believe that the countries which are economically dependent on tourism should open their borders and welcome tourists with open arms because tourism is only thing that can overnight make economies bounce back to normal. The moment people start travelling, they start spending and money starts coming to city, states and countries.”

“So I would suggest that all the countries who want to boost tourism need to work more closely with associations. We are always there. Because in turn, it does benefit our members and that is what we are here for,” she further added.

According to Rawal, “Destinations and NTO will definitely have a significant impact on emerging trends in outbound travel, as the policies that are introduced or enforced will determine the viability to travel to these destinations. Hence, it’s important for cruise lines to continue to work closely with the respective authorities at the relevant destinations to ensure accessibility and provide input in the formulation of procedures and policies.

Sheerazi, a destination marketer herself, says, “They definitely play a big role when it comes to emerging trends. As the industry evolves, tourism boards not only anticipate the trends but also work towards keeping up with the pace. They consistently work around innovations and disruptions to offer the best to tourists. Even during the pandemic, they kept the interest alive by connecting digitally with travellers. NTOs are always on their feet, adapting to new trends, embracing change, and nudging travellers to newer experiences.”

Market Recovery

As for Indian outbound number reaching to the 2019 level this year, Prakash said, “If not this year, then the number will positively be back to 2019 level in 2024. Our outbound travel has already reached 70-75 percent of pre-Covid level.”

Rawal opined, “The landscape is continuously changing, which will impact the rate of growth for the outbound travel. It will take some time for it to reach the pre-COVID peak of 2019, but we are heading towards a positive and right direction.” Further adding on the outbound Indian cruise market, he said, “The outbound cruise market post COVID-19 has been very positive via the Fly-Cruise segment, branching out from personal travel to the MICE sector. We are optimistic that the Fly-Cruise segment will remain a popular choice of travel and vacation option throughout 2023.”

Sheerazi suggested that while 2022 was the year of recovery, 2023 is the year of cautious enthusiasm and stability. “We hope that the pre-Covid peak will be achieved by 2024 given the accelerated growth,” she added.

Reopening China: data indicates outbound travel rebound

Now that China has started to finally ease travel restrictions, Sabre has sifted through its extensive shopping and booking data to examine the impact of the reopening through February 9, 2023 on tourism in China, and globally. Key findings, following re-opening announcements on December 26, January 8, and January 20, include:

  • A significant spike in shopping queries and requests, particularly for the outbound tourism industry;
  • Strong demand among Chinese travelers for trips despite high air fares, with fares peaking at more than 2x in January, and 1.5x in February when compared to pre-pandemic prices;
  • Demand is outstripping supply with Chinese airlines leading capacity growth;
  • New booking habits suggest long-term travel confidence.

A surge in search and booking requests

Sabre’s shopping insights revealed that interest in inbound and outbound China routes surged in the week of 26 December, when China first announced plans to drop quarantine for overseas visitors, and again when mainland China reopened sea and land crossings with Hong Kong on 8 January.

Weekly searches for China-related routes (including the Special Administrative Regions of Hong Kong and Macau) have been increasing steadily after the announcements, and average weekly searches in the first 5 weeks of 2023 through to February 5, 2023 have been 78% higher compared to average weekly searches in Q4 2022.

Interest rose immediately after the announcement at the end of last year that China would re-open its borders. On January 8, China then opened sea and land crossings with Hong Kong, and ended a requirement for incoming travelers to quarantine, leading to another immediate increase in search and shopping requests, as travellers in China, many of whom hadn’t been able to visit family for years as a result of China’s previous zero-Covid policy, rushed to make bookings.

Another key factor, which has accelerated travel interest in the region, was the celebration of the first Chinese New Year without travel restrictions, with high levels of outbound, inbound, and domestic travel indicating strong travel demand and confidence in China.

On January 20, it was announced that the ban imposed on group travel would end on February 6. Bookings began to rise significantly, especially between January 30 – February 5, with bookings increasing 60% from average bookings in the previous 2 weeks.

Strong outbound bookings but inbound tourism remains stymied

The re-opening of China is already proving to be a key win for tourism recovery, and potentially providing economic growth, within the Asia Pacific region. In general, outbound travel has rebounded faster than inbound travel to the region, with Sabre data showing outbound bookings making up 43.5% of 2023 overall travel through February 9, compared to 37% for the same period in 2019.

As of February 9, Japan, Thailand and Korea are the top three destinations for Chinese outbound travel in 2023, with Korea rising to the 3 rd spot from 5 th in the same time in 2019. Bookings for the United Kingdom, Thailand and Philippines have bounced back the fastest versus bookings made in the same period in 2019. Indonesia, a top outbound destination in 2019, lost its spot in the top 10 to the Philippines.

It was reported that Indonesia slowed down on promoting their destination to China travelers during the pandemic, possibly impacting Indonesia’s position in the list.  Australia’s fall to 9 th place may have been impacted by measures implemented on travel inbound from China.

However, while outbound travel is enjoying a strong rebound, restrictions in place for inbound travel appear to be limiting inbound travel recovery.

Long-awaited reunions fueling inbound bookings

Sabre’s booking data shows that the largest sources of inbound travel for China so far in 2023 are Taiwan, the United States, Thailand, Korea, the United Kingdom and Canada, with Thailand, the United Kingdom, and Canada bouncing back fastest in terms of recovery, as of February 9.

Given that inbound travelers must be holding a valid permit for work, study or reunion, a diplomatic visa or valid business cards, it is possible that one of the main motivations for inbound travel is for long-awaited family reunions, following the lengthy lockdown period. This generally aligns with population figures released in 2021, which showed countries with the largest number of overseas nationals were based in Thailand, Canada, and the United Kingdom.

Outbound travelers are also opting for longer stays, with the share of trips longer than two weeks increasing from 14% to 21%, when comparing 2019 to 2023 (through February 9). This could be due to travelers visiting family opting to make the most out of their trip after lengthy periods apart.

Long-term travel confidence and new booking habits

Although there is still some way to go before all travel restrictions are lifted for travel to and from China, Sabre data indicates the potential for long-term travel confidence. Booking windows can be a key confidence metric, as travelers are often happier to book further out if they feel confident about their plans.

As of February 5, 33% of all inbound bookings and 43% of all outbound bookings were made more than two months in advance, showing that there was a likely expectation that travel restrictions may ease further in the next two months and beyond. There were only 21% of outbound and 14% of inbound bookings made for travel within 2 weeks, versus 37% and 30% in the same period in 2019.

Travelers appear to be planning further ahead now, when compared to 2019 where there were more last-minute bookings. This may be due to new booking habits learned from the Covid-19 pandemic, where travelers have gotten used to pre-planning instead of impromptu trips, or the fact that capacity for China routes have yet to recover to pre-pandemic levels and there are fewer available for last-minute bookings.

Bookings are also slowly recovering to what we saw pre-pandemic, with outbound travel bookings made by February 9 for travel in first week of April reaching 70% of passenger bookings made by February 9 in 2019.

Demand outstrips supply and fare prices remain high

As of February 6, airline capacity for international routes to and from China (including Hong Kong and Macau) has recovered to only around 27%, compared to Q1 2019, with capacities expected to increase from April onwards.

Currently, most of the scheduled capacity is coming from Greater China airlines, along with carriers in Japan, Korea and Taiwan. Chinese airlines hold more than two thirds (65%) of total international route capacity, versus 60% in 2019. Global (non-Chinese) airlines have yet to add significant capacity for China, and SEA airlines also hold only 12% of international capacity for China, compared to 16% in 2019.

With what appears to be a slow recovery for capacity, Sabre ticketing data indicates that ticket prices for top Greater China inbound and outbound routes are reported to be higher compared to prices in 2019, with ticket sales increasing since September 2022. As airlines have begun to add in capacity, prices have lowered slightly to around 1.5 times pre-pandemic prices in February versus 2 times in January. Prices are however expected to remain higher until supply has been fully restored on the capacity front.

As demand has outweighed supply, resulting in higher prices, passengers appear to remain keen to fly, and are proving to be less price sensitive, possibly due to the “revenge travel” phenomenon resulting from the long lockdown period.

“The speed with which Chinese tourism started to rebound as soon as the announcements were made that restrictions were to be lifted demonstrates how high travel demand is for both inbound and outbound trips,” said Darren Rickey, Senior Vice President, Airline Global Sales, Sabre. “We know that airlines in China have been preparing for re-opening by ensuring they have the support of Sabre’s advanced technology to quickly respond to evolving industry conditions, to capitalize on recovery trends, and create their own growth momentum. We’re now excited to see what the rest of the year holds for Chinese travel.”

Chinese tourists returned to outbound travel during the recent Year of the Dragon break as a range of data showed that the number of overseas transactions and tour bookings by Chinese citizens rebounded to the pre-pandemic levels seen in 2019. 

According to an Alipay email sent to TechNode, overseas transactions by users of the mobile payment platform from Feb. 9 to 12 were up 7% compared to 2019, with Hong Kong, Japan, and Macao being the top destinations for Chinese travelers based upon their Alipay spending.

Why it matters: By the numbers, China’s overseas tourism is making a solid recovery a year after the country’s authorities removed Covid-19 related restrictions on its citizens traveling abroad following more than three years of almost-closed borders. Major Southeast Asian countries loosening visa requirements for Chinese tourists has also had an impact.

Details: Chinese visitors could be spotted in more than 1,700 cities in 125 countries , said Beijing-headquartered online travel agency Qunar, ranging as far as Madagascar and Cuba. 

  • Flight bookings to Thailand, Malaysia, and Singapore – three Southeast Asian countries that have recently waived visas for Chinese passport holders – have seen a huge surge on Qunar. Singapore leads the rise with a year-on-year growth of 2,900%.
  • The return in popularity of overseas destinations comes as some domestic hotspots experienced travel issues. As the end of the national holiday loomed, a number of tourists found themselves “trapped” on Hainan island, one of China’s most popular tourist destinations, due to high-priced air tickets and congested roads during their return journeys. Many netizens joked, “Can’t afford to go to Hainan, but Southeast Asia is more cost-effective.” 
  • Despite the eight-day holiday fueling long-distance outbound trips, overseas consumer spending made through Alipay only recovered to 82% of its 2019 level. Meanwhile, the enthusiasm for using messaging app WeChat to send digital versions of the red envelopes traditionally gifted around Lunar New Year cooled on Chinese New Year’s Eve on Feb. 9, as users sent and grabbed 5.27 billion WeChat red packets, significantly lower than the 14.2 billion sent seven years ago, the last time the Tencent-owned superapp released such data.

Context: The China Tourism Academy predicted earlier this month that the number of outbound tourists from the country in 2024 will reach 130 million, 50% up from the previous year.

China’s Outbound Tourism Rebounds with Visa-Free Boom and Surge in Middle East Travel

2024 may be the first “back to normal" year for China's outbound travel since the pandemic, and Chinese tourists are leaning towards destinations with simpler visa processes.

Chinese outbound tourism is steadily rebounding from the effects of the pandemic, with projections indicating a return to pre-pandemic levels by the end of 2025.

Research conducted by Dragon Trail International suggests that China’s outbound tourism is expected to reach approximately 80% of pre-pandemic levels by the end of this year.

According to China’s Ministry of Culture and Tourism, there were 3.6 million outbound trips taken during the Chinese new year period, which is just 57% of 2019’s 6.3 million trips.

The United Arab Emirates (UAE) is emerging as a key destination for Chinese travelers, alongside traditionally popular outbound markets like Thailand and Malaysia, according to data from online travel agencies Ctrip, Tongcheng, Tuniu, Mafengwo, and Zuzuche.

“The UAE’s visa-free policy for Chinese visitors, coupled with robust flight connections, contributes to its appeal,” said Sienna Parulis-Cook, director of marketing and communications of Dragon Trail.

Chinese actress Liu Yifei was appointed as the tourism ambassador for UAE capital, Abu Dhabi, last year. The Abu Dhabi Department of Culture and Tourism showcased a promotional video featuring Liu on China’s equivalent of Twitter, Weibo. In a week, the video garnered 7.9 million views and was shared 32,000 times.

Mafengwo’s list of top 20 outbound destinations with increasing demand for Chinese New Year compared to one year earlier includes the UAE, Saudi Arabia, Qatar, Egypt, and Morocco. All of these five countries offer visa-free entry or visas on arrival to Chinese citizens.

Qunar reported that outbound orders for the UAE, Egypt, and Morocco were three times higher than the year before, with a 10-fold increase for Dubai.

Fliggy reported that travel orders for Egypt increased by 15 times year on year. And Zuzuche’s top 10 outbound destinations with the highest growth rates for car rentals included Abu Dhabi and Riyadh.

Research by Oxford Economics suggests that outbound travel from China will nearly double in 2024 compared to the previous year, with the Middle East expected to lead the global recovery in Chinese inbound tourism.

ForwardKeys’ data indicates that Chinese arrivals to the Middle East have already surpassed 2019 levels, with Cairo experiencing a notable increase in arrivals.

The Arabian Travel Market in Dubai taking place from May 6 anticipates twice the number of Chinese exhibitors and travel professionals, compared to its 2019 show.

Visa Relaxation

Furthermore, the relaxation of visa requirements in Singapore, Malaysia, and Thailand has also contributed to increased Chinese tourist arrivals during the Chinese New Year break, as noted by Dragon Trail.

“While 2023 was the year when China reopened following the Covid-19 pandemic lockdown, it was only in 2024 that the country celebrated its first Chinese New Year with no pandemic-related restrictions on outbound travel,” Cook said.

During the recent Chinese New Year period, data from Tourism Authority of Thailand showed that over 1 million international tourists visited Thailand, of which more than 200,000 were from China.

Average spending by Chinese tourists increased by 15% from 2019 and the top visited cities in Thailand were Bangkok, Phuket, Chonburi, Chiangmai and Krabi.

Similarly, Singapore and Malaysia saw a surge in travel bookings following the implementation of visa-free policies.

Online travel agency Qunar reported that bookings for travel to Singapore were 29 times greater than in 2023, with bookings to Malaysia up by 20 times.

Flight data reported by ForwardKeys showed a 24% year-on-year growth for Chinese arrivals to Kuala Lumpur.

The Next Big Holiday Season

While outbound trips taken during the new year period were just 57% of 2019 numbers, the domestic trips this year, surpassed pre-pandemic levels by 19%.

Looking ahead, the upcoming five-day Labor Day holiday that begins from May 1 and the summer travel season are expected to further drive Chinese outbound tourism, with summer being the most popular time for international travel, according to Tongcheng.

The joy of a summer vacation. But do you have protection for your trip?

Planning a vacation this summer? Yeah, you and just about everyone else.

More than 9 out of 10 Americans say they'll travel more this year, according to a recent Nationwide Travel Insurance survey . Most of those trips will happen in June, July and August.

Not just that, but 40 percent of the respondents say they'll spend more this year than last year. So how do you protect your vacation investment?

Travel insurance is the standard answer, but what kind of insurance — and how do you find it? That's the question many Americans are wrestling with as they make their travel plans.

Protecting your vacation is a serious concern this summer, experts say.

“Travelers are beefing up their trip protection with security advisory and extraction protection," notes Dan Richards, CEO of The Global Rescue Companies .

It's not just that they're spending more. It's that there's more to lose. The ongoing war in Ukraine, the Hamas attacks on Israel, and other violent conflicts have made travel insurance a key part of trip planning.

This summer may break travel records, experts say.

Overall policy sales for the 2024 summer travel season are up this year, but there's a spike in sales for policies in August, which is typically the busiest time of the summer. "Sales are up more than 25% over last year," says Stan Sandberg, co-founder of travel insurance site TravelInsurance.com .

Western Europe continues to be the most popular summer destination for Americans, with some notable hotspots. Travel insurance sales for Greece are up over 60% this year compared with 2023, followed by Norway and Portugal, which are up 57% and 52%, respectively, according to Sandberg.

Everyone's travel insurance needs are different, according to the pros.

What should you insure when you travel this summer?

Laura Heidt, the insurance desk manager for Brownell Travel in Birmingham, Ala., says there are some things every travel insurance policy should cover this summer.

"I always recommend people insure for the unexpected, such as flight delays, missed connections and medical coverage while out of the country," she says. "If you are willing to forgo the cancellation and delay coverages, which are typically the most expensive parts of a policy, you should still, absolutely, cover yourself with at least the medical component."

Heidt says she's seen a 10% boost in travel insurance sales for this summer compared with the same time last year, and many people are opting for the pricier "cancel for any reason" policies, which allow you to cancel your trip and receive a partial refund of your prepaid, nonrefundable travel expenses.

Travel insurance companies are seeing a similar trend.

"A majority of travelers choose a comprehensive travel insurance plan which includes coverage for trip cancellation, emergency medical, lost or delayed baggage and delay," explains Tim Dodge, vice president of marketing at Arch RoamRight .

He says this year, travelers are purchasing travel insurance on average within 11 days of their trip deposit to receive the additional benefit of the waiver exclusion for pre-existing conditions.

If you're traveling with kids, you'll need extra travel insurance protection.

Get a policy that's tailored to your needs

Travel insurance comes in all shapes and sizes. So you'll want to try a few on for size before you buy. You can actually do that, since most policies have a "free look" period that makes them fully refundable for the first week or two (depending on the policy).

"It's important to consider your specific travel plans and any potential disruptions in order to protect your investment," says Robert Gallagher, president of the US Travel Insurance Association (USTIA).

He says traditional plans offer coverage for unexpected cancellations, interruptions, delays, emergency medical expenses and lost or delayed baggage. For international travel, USTIA advises opting for a plan with emergency medical and medical evacuation coverage.

It also depends on who you're traveling with. For example, if you're traveling with your children, you'll want to consider a family-friendly priced travel insurance plan. But your destination also matters, says Carol Mueller, vice president at Berkshire Hathaway Travel Protection (BHTP).

"For young families, I typically recommend the ExactCare plan due to its pricing of two children at no additional cost for every one adult on the policy," she says. "However, for families venturing abroad, I’d suggest considering a plan like BHTP's LuxuryCare, which is designed to meet the distinctive needs of a high-investment vacation.”

You have choices when it comes to family coverage. For example, Allianz’s OneTrip Prime plan also includes coverage for kids 17 and younger when traveling with a parent or grandparent.

Medical evacuations can be expensive.

Look beyond travel insurance for extra protection

Mike Hallman, CEO of the air medical transport and travel security program Medjet , says MedjetHorizon memberships are selling briskly. They offer 24/7 security and crisis response, as well as transportation to a hospital at home if you're injured. Travelers are skittish even if they aren't going bungee-jumping.

"With geopolitical tensions still growing — all the riots in France, Italy, Ecuador and other tourist destinations over the last year — and crime causing the threat level to be raised for the Bahamas and Jamaica, it’s no wonder," he adds.

He makes a good point. Travel insurance can cover many of the events you're likely to encounter, such as a missed connection, lost luggage or a medical emergency. But it's also important to know what isn't covered — and to make plans accordingly.

Beware of travel insurance "overconfidence"

The summer travel season is still a few months away, but insurance experts are worried. Yes, they've seen a general uptick in insurance sales, but some travelers remain unprotected.

"We've started to see early signs that travelers are exercising less caution and are slightly less likely to sign up for travel insurance," says Joe Cronin, CEO of International Citizens Insurance .

By comparison, travelers purchased plenty of medical insurance in 2020 and 2021 because of the pandemic. Cronin believes travelers were terrified of getting stuck with COVID-19 in a foreign country without insurance.

"To those who are thinking about traveling internationally without travel insurance, my recommendation is to spend a few minutes looking deeper before deciding," he adds.

Some types of insurance, such as a standalone medical policy, cost just a few dollars a day. A medical evacuation membership is also affordable. And even full-featured travel insurance policies can be cost-effective when you consider the benefits.

"Don’t put your summer travel memories, or your investment, at risk by forgoing the right vacation coverage," says Daniel Durazo, director of communications at Allianz Partners USA . "With international travel peaking during the summer season, an unprotected trip can leave travelers on the hook for costs resulting from an unexpected trip delay or medical emergency abroad."

Bottom line: Seriously consider travel insurance to protect your trip — and don't be overconfident. You never know what might happen this summer.
