These Playing Cards Have an Extra Motive. Flushing Out Suspects.

The 2,500 decks being issued to correctional facilities in southern Mississippi seek clues on missing persons and unsolved murders. Cold case cards sometimes bring useful tips to dormant investigations.

People incarcerated in southern Mississippi have been receiving new sets of playing cards that they can use to pass the time, but the images on those cards are not of the typical jacks, queens and kings of other game sets. Instead, they feature people whose murders or disappearances have been unsolved for years.

The authorities hope that people awaiting trial or serving sentences will recognize someone while playing with the cards and offer information to help solve some of those crimes.

The Mississippi Coast Crime Stoppers , a nonprofit that helps law enforcement generate tips in unsolved cases, are distributing 2,500 decks. The card sets cost about $6,000 to make and were made possible by a grant from Season of Justice, a nonprofit that provides funding for investigative agencies and families looking to solve cold cases.

“We have nothing to lose,” said Lori Massey, the chief executive director of Mississippi Coast Crime Stoppers. “These cases are sitting on investigators’ desks. We feel like one lead is better than no leads at all.”

Each card has a photo and a name for a victim; the date when the person died or went missing; and contact information for the Crime Stoppers’ organization. For instance, the Ace of Diamonds shows Rebecca Reid, a woman from Lumberton, Miss., who was last seen in 2020 , and it provides her age, height and weight. The Ace of Spades depicts Kimberly Watts , from Long Beach, Miss. Underneath her name and photo, there is a brief description of what is known about her death: She was strangled and stabbed in her home.

Southern Mississippi isn’t the only place to have tried this approach. In Indiana, “cold case cards” are available for purchase in the state’s prison facilities, according to the Correction Department website. In Minnesota in 2008, the Bureau of Criminal Apprehension distributed its version of cold case cards to all 515 police departments and sheriff’s offices in the state, plus 75 county jail and annex facilities, according to the state Public Safety Department . Connecticut law enforcement agencies have issued five editions of a playing card deck featuring missing people, cases of unidentified remains and homicides; they have published a list of solved cases about people featured on the cards.

Although Ms. Massey thinks that the cards are a good idea, she doesn’t expect that they will yield a high volume of solved cases. For one victim’s family, however, they could make all the difference, she said.

“If one case is solved, it would be worth it,” she said.

There have been some success stories linked to the use of playing cards. In July 2007, about 100,000 decks of cold case playing cards were given to inmates in Florida state prisons. There were two editions that listed 104 unsolved cases from across the state. As a result of the effort, two of the cases were solved: the separate murders of James Foote and Ingrid Lugo , according to the Florida Department of Law Enforcement .

Some nonprofits and law enforcement agencies have decided not to make the cards, considering them not to be a good use of their funds, said Ryan Backmann, the founder and executive director of Project: Cold Case, an organization in Jacksonville, Fla., that provides resources to victims’ family members.

It costs thousands of dollars to print those decks, and they may result in only a few success stories, he said, adding: “but I think the families of those one or two cases would disagree that the return on investment wasn’t there.”

His organization printed 1,000 decks for cold cases across Florida for $5,000, Mr. Backmann said. It printed one edition in 2022 and another in 2023, which were made possible through grants, he said.

Typically, the cards are distributed in jails and prisons, said Joseph Giacalone, who is an adjunct professor at John Jay College of Criminal Justice in New York. The cards have been around for years, said Mr. Giacalone, who is also a former commanding officer of the Bronx Cold Case Squad of the New York Police Department.

“The idea behind them is: Get them in the jails and prisons because if someone’s got a long stretch they might look at them and say, ‘This is my get-out-of-jail free card or I could get a lighter sentence,’” he said.

Although jailhouse informants can be helpful, there is ethical concern around using them, said Camela Hughes, the director of the Cold Case Analysis Center at the College of St. Rose in Albany, N.Y.

“From a general standpoint, there is always a concern about jailhouse informants and any sort of veracity of their statements,” she said.

Often, informants receive better treatment from the authorities, earning transfers to other locations and even negotiating reductions in their sentences, so information from a jailhouse informant should be corroborated with someone else, Dr. Hughes said.

Dr. Hughes said she didn’t see an issue with employing the cards to seek tips as long as family members of the victims had given their permission to do so. (Both Mississippi Coast Crime Stoppers and Project: Cold Case said they had asked for permission from family members.)

There are some places where the cold case cards are available outside the criminal justice system. In addition to jails, Mr. Backmann said that Project: Cold Case gave the cards to halfway houses and any businesses with waiting rooms or foot traffic that wanted them.

Although the ultimate goal of the cards is to help solve cases, they have another purpose: to tell victims’ stories.

“In a world where there’s so much violence, death and trauma, everybody’s fighting for their loved ones to be seen and their story to be heard,” Mr. Backmann said. “This was something that a lot of these families never thought they would have the opportunity to be a part of.”

Syracuse, N.Y. – President Joe Biden’s visit Thursday to formally announce federal money for Micron Technology’s computer chip plant in Central New York is a quantum leap forward for the project.

Meta stock plummets after Zuckerberg touts money-losing projects

Mark Zuckerberg started Meta’s earnings call Wednesday by talking about artificial intelligence. Then he moved onto the metaverse, touting his company’s headsets, glasses and operating system. He spent almost the entirety of his opening remarks focused on the many ways Meta loses money.

Investors weren’t into it. Meta shares tumbled as much as 19% in extended trading on Wednesday, wiping out more than $200 billion in market cap. The drop came despite Meta  reporting better-than-expected profit and revenue for the first quarter. Shares opened more than 14% lower Thursday.

Zuckerberg appeared ready for the sell-off.

“I think it’s worth calling that out, that we’ve historically seen a lot of volatility in our stock during this phase of our product playbook where we’re investing in scaling a new product but aren’t yet monetizing it,” Zuckerberg said Wednesday. He cited past efforts like short-video service Reels, Stories and the transition to mobile.

Meta generates 98% of its revenue from digital advertising. But to the extent Zuckerberg talked about ads, he was looking to the future and the ways the company could potentially turn its current investments into ad dollars. In discussing Meta’s effort to build a “leading AI,” he said, “There are several ways to build a massive business here including scaling business messaging, introducing ads or paid content into AI interactions.”

He spent time talking about Meta Llama 3, the company’s newest large language model, and the  recent rollout  of Meta AI, the company’s answer to OpenAI’s ChatGPT. 

Zuckerberg then moved onto potential opportunities for expansion within the mixed reality headset market, like a headset for work or fitness. Meta  opened up access  to the operating system that powers its Quest headsets on Monday, which Zuckerberg said will help the mixed reality ecosystem grow faster.

He also talked up Meta’s AR glasses, which he called “the ideal device for an AI assistant because you can let them see what you see and hear what you hear.”

In the meantime, Meta’s  Reality Labs unit , which houses the company’s hardware and software for development of the nascent metaverse, continues to bleed cash. Reality Labs reported sales of $440 million for the first quarter and $3.85 billion in losses. The division’s cumulative losses since the end of 2020 have topped $45 billion.

Zuckerberg has bought himself some time. Meta’s stock price almost tripled last year and, as of Wednesday’s close, was up 40% in 2024. It reached a record $527.34 in early April.

After a  brutal 2022 , during which the company lost about two-thirds of its value, Zuckerberg appears to have regained the confidence of Wall Street.

The driver for the rally has been a cost-cutting plan that the Meta CEO put in place early last year, when he told investors that 2023 would be the  “year of efficiency.”  The company slashed headcount and eliminated unnecessary projects in an effort to become a “stronger and more nimble organization.”

Zuckerberg said Wednesday that Meta will continue to operate efficiently, but that shifting existing resources to investments in AI will “grow our investment envelope meaningfully.”

Capital expenditures for 2024 are anticipated to be in the $35 billion to $40 billion range, an increase from a prior forecast of $30 billion to $37 billion “as we continue to accelerate our infrastructure investments to support our artificial intelligence (AI) roadmap,” Meta said.

Zuckerberg said he expects to see a “multiyear investment cycle” before Meta’s AI products will scale into profitable services, but noted that the company has a “strong track record” in that department.

Meta finance chief Susan Li echoed Zuckerberg’s remarks, saying the company needs to develop advanced models and scale products before they will drive meaningful revenue.

“While there is tremendous long-term potential, we’re just much earlier on the return curve,” Li said.

Even before the call began, investors were trimming their holdings. That’s because Meta issued a light revenue forecast for the second quarter, overshadowing the first-quarter beat.

As the stock plunge intensified, Zuckerberg told investors that if they’re willing to come along for the ride, they may well be rewarded.

“Historically, investing to build these new scaled experiences in our apps has been a very good long-term investment for us and for investors who stuck with us and the initial signs are quite positive here too,” Zuckerberg said. “But building a leading AI will also be a larger undertaking than the other experiences we’ve added to our apps and this is likely going to take several years.”

Create and add an email signature in Outlook

In Outlook, you can create one or more personalized signatures for your email messages. Your signature can include text, links, pictures, and images (such as your handwritten signature or a logo).

Note:  If the steps under this New Outlook tab don't work, you may not be using new Outlook for Windows yet. Select Classic Outlook  and follow those steps instead.

Create and add an email signature

On the View tab, select   View Settings . 

Select Accounts > Signatures .

Select    New signature , then give it a distinct name.

In the editing box below the new name, type your signature, then format it with the font, color, and styles to get the appearance you want.

Select Save when you're done.

With your new signature selected from the list above the editing box, go to  Select default signatures and choose whether to apply the signature to new messages and to replies and forwards.

Select Save again.

Note:  If you have a Microsoft account, and you use Outlook and Outlook on the web or Outlook on the web for business, you need to create a signature in both products.

Open a new email message.

Under Select signature to edit , choose New , and in the New Signature dialog box, type a name for the signature.

Under Edit signature , compose your signature. You can change fonts, font colors, and sizes, as well as text alignment. If you want to create a more robust signature with bullets, tables, or borders, use Word to create and format your signature text, then copy and paste it into the Edit signature box. You can also use a pre-designed template  to create your signature. Download the templates in Word, customize with your personal information, and then copy and paste into the Edit signature box. 

You can add links and images to your email signature, change fonts and colors, and justify the text using the mini formatting bar under Edit signature .

You can also add social media icons and links in your signature or customize one of our pre-designed temlates. For more information, see Create a signature from a template .

To add images to your signature, see Add a logo or image to your signature .

Under Choose default signature , set the following options. 

In the E-mail account drop-down box, choose an email account to associate with the signature. You can have different signatures for each email account.

You can have a signature automatically added to all new messages. Go to in the New messages drop-down box and select one of your signatures. If you don't want to automatically add a signature to new messages, choose (none). This option does not add a signature to any messages you reply to or forward. 

You can select to have your signature automatically appear in reply and forward messages. In the  Replies/forwards drop-down, select one of your signatures. Otherwise, accept the default option of (none). 

Choose OK to save your new signature and return to your message. Outlook doesn't add your new signature to the message you opened in Step 1, even if you chose to apply the signature to all new messages. You'll have to add the signature manually to this one message. All future messages will have the signature added automatically. To add the signature manually, select Signature from the Message menu and then pick the signature you just created.

Add a logo or image to your signature

If you have a company logo or an image to add to your signature, use the following steps.

Open a new message and then select Signature > Signatures .

In the Select signature to edit box, choose the signature you want to add a logo or image to.

To resize your image, right-click the image, then choose Picture . Select the Size tab and use the options to resize your image. To keep the image proportions, make sure to keep the Lock aspect ratio checkbox checked.

When you're done, select OK , then select OK again to save the changes to your signature.

Insert a signature manually

If you don't choose to insert a signature for all new messages or replies and forwards, you can still insert a signature manually.

In your email message, on the Message tab, select Signature .

Choose your signature from the fly-out menu that appears. If you have more than one signature, you can select any of the signatures you've created.

Automatically add a signature to a message

You can create an email signature that you can add automatically to all outgoing messages or add manually to specific ones.

Select Settings   at the top of the page.

Select Mail >  Compose and reply .

Under Email signature , type your signature and use the available formatting options to change its appearance.

Select the default signature for new messages and replies.

Manually add your signature to a new message

If you've created a signature but didn't choose to automatically add it to all outgoing messages, you can add it later when you write an email message.

In a new message or reply, type your message.

If you created multiple signatures, choose the signature you want to use for your new message or reply.

When your email message is ready, choose Send .

Iran's Raisi says Israel must be brought to justice for 'usurpation' of Palestinian territories

COLOMBO, Sri Lanka — Iranian President Ebrahim Raisi said Israel must be brought to justice for “usurpation and oppression” of the Palestinian territories, if not there won’t be a guarantee that others would not do the same in other lands.

Raisi was delivering a statement during his one-day visit to Sri Lanka on Wednesday.

“When it come to the oppressor, when it come to the usurper, the Zionist Israeli regime has been committing oppression against the people of Palestine for 75 years, they have been usurping their territory,” Raisi said.

“First of all we have to expel the usurpers secondly we should make them pay the cost for all the damages they have created and thirdly we have to bring to justice the oppressor and usurper,” he said.

Earlier on Wednesday Raisi inaugurated a hydropower and irrigation project in Sri Lanka and said his country has proven the West doesn’t have a monopoly on technology.

Raisi is the first Iranian leader to visit Sri Lanka since former President Mahmoud Ahmedinejad visited the country in 2008.

“The Western countries tried to convince all others that knowledge and technology is exclusive to those countries,” Raisi said, addressing Sri Lanka’s President Ranil Wickremesinghe and other top officials. He said the “idea” was rooted in “colonialism and arrogance” and that Iran was now able to share its knowledge with others, currently having projects in 20 countries.

The Uma Oya project, in the central Badulla district, was constructed with Iranian technical assistance. Valued at $514 million, it was started in 2010 by Iran’s FARAB engineering group and Iran initially provided $50 million. But in 2013, funding could not be continued because of international sanctions against Iran. The Sri Lankan government then decided to complete the project with its own funds using the same Iranian contractor.

The project was scheduled for completion in 2015 but was delayed by international sanctions against Iran, technical issues and the COVID-19 pandemic, the government said in a statement ahead of Raisi’s visit.

The project will add 290 GWh of electricity annually to the national grid and irrigate 4,500 hectares (11,100 acres) of new land and 1,500 hectares (3,700 acres) of existing agricultural land.

Raisi and Wickremesinghe later Wednesday witnessed the signing of five memoranda of understanding covering areas including tourism, science, technical media, films and sports.

Raisi arrived in Sri Lanka from Pakistan, where the two countries agreed to strengthen economic and security cooperation.
