Circle Line Harbor Lights (Night Time) Cruise Around New York City! [Review]

So many cities are breathtakingly beautiful at night — and New York City is no exception. But how can you enjoy the area’s brilliant lights in a short amount of time?

My late friend Richard Arnold and I took a daytime cruise around Manhattan about 11 years ago. I thought it was awesome then.

But how about nighttime?

Mrs. Carley and I decided to check it out a few weeks ago — and spent an evening on the Circle Line Harbor Lights tour at sunset.

Saving Money and Earning Points Buying Circle Line Harbor Cruise Tickets!

Our tickets cost $41 per person or $82 total. We bought them from Viator and paid with my Chase Sapphire Reserve® . The purchase coded as a “Travel,” so I received 3X Ultimate Rewards points per dollar spent. That came out to 246 points earned.

Plus, Viator is a DOSH participant! We earned $4.10 cashback because my Chase Sapphire Reserve® is linked to the account.

Where is the Circle Line Harbor Cruise?

You’ll find Circle Line at Pier 83 on the Hudson River. (This is the west “boundary” of Hell’s Kitchen neighborhood.)

We walked from our hotel in Times Square. It took us about 20 minutes. You’re close when you see the famous USS Intrepid aircraft carrier (which is now a museum).

Our tour departed at 7:00 PM. We originally planned to buy some cheese and meats from Murray’s Cheese shop in Greenwich Village that day. We figured that’d make for a light dinner during the cruise. (Because we needed to hit Joe’s Pizza later that night! 🙂 )

I contacted Circle Line ahead of time and was told, “No outside food or beverages allowed. We do have a concessions area with food and drinks available for purchase.”

Well, they do have a snack bar.

And a beverage bar. But the service — while friendly — was  very slow. Only one bartender worked that night. Plus, their credit card swipe/chip machine wasn’t working that night. So, he manually input card numbers into a POS machine (I mean that as point-of-sale and piece-of…well…) The line grew very long.

My wife had a bourbon and Coke. I opted for bourbon on the rocks. The drinks cost a total of $32. That was processed by Circle Line, not Viator — so, no cashback. But we did earn 3X Ultimate Rewards points for the “Dining” purchase.

My wife’s bag was not searched or screened. We easily could’ve brought a snack or drinks on board. No staff members patrolled our deck looking for guests bringing their own food and beverages aboard. Keep that in mind if you take the tour.

There are two decks. The lower deck is enclosed —

If you want a seat against the railing (trust me, you do), arrive early! Those are the first spots taken. I’d recommend being there about an hour prior to departure. You can also buy up for priority boarding.

There is plenty of legroom.

The Cruise Itself

The Harbor Lights cruise runs south down the Hudson River and winds around Lower Manhattan. Then it’s up the East River to just before Roosevelt Island. Then the boat turns around and traces the route in reverse. The Statue of Liberty was the grand finale before heading back to the pier.

Our tour guide, David, narrated the two-ish hour ride. He provided all sorts of interesting information about the city and Circle Line. For example, the company helped transport stranded airline passengers — after their “Miracle on the Hudson” flight splashed down. They also evacuated people during Superstorm Sandy and helped with transportation efforts after the September 11 terror attacks.

We pushed back and our captain took us a little up the Hudson before turning around.

There truly were some spectacular views of the city as we made our way around Manhattan.

David (our tour guide) took a quick and rather bizarre break. He decided to show off to the passengers.

David loved talking about New York. And himself. (He arrived in New York about 40 years ago. He studied performance in grad school. He worked at Ellis Island. He saw Al Pacino at a sandwich shop. He gave us his Al Pacino impression. He…)

New York started lighting up as dusk fell.

It was dark as we turned around — and more of the city’s lights were on display.

Then we paid a visit to Lady Liberty. Pictures do not do it justice.

See all those people blocking the shot? That’s why you want to sit along the railings.

We headed north up the Hudson. David brought up immigration — which was appropriate, given we passed by Ellis Island and the Statue. But then he discussed in great detail the  dark side of Ellis Island. Honestly, it was a depressing end to the ride.

While that history is important, I wish he would’ve maybe alluded to it and suggested where people could learn more. My wife and I were glad we didn’t have our daughter on the boat.

Most of our fellow passengers were friendly. It’s fun seeing each other’s reactions to various sites. There was a family behind us, though, who loudly insisted on FaceTiming the boat ride. That was obnoxious.

Would I take the Circle Line Harbor Lights Cruise again? Yes! It’s not something I’d do, like, each year. But every couple of years, it’s absolutely something to enjoy.

Getting In:  simply present your pass at any Circle Line ticket window to receive a boarding pass. Upon presentation, a time and date for the cruise must be selected.  Please allow yourself at least 45 minutes and up to 90 minutes in advance during the summer as cruises do sell out during busy periods and for ample ticketing and boarding time.

This cruise is available in Spanish, French and Portuguese via audio translation guides. The app is called "Circle Line Sightseeing" and it is free to download and use, available on iTunes and Google Play stores.

Please bring your own personal earbuds to listen to the audio on your devices. The onboard concessions will have wired headphones available for purchase if needed. You may not listen to the tour on speakerphone mode.

Cruise company backs Alaska Railroad’s plan to replace Seward dock

The Alaska Railroad Corp. is moving forward with plans to replace a nearly 60-year-old passenger dock in Seward. The $137 million project is for one of three docks in the city operated by the company and it handles all of Seward’s cruise ships.

Alaska Railroad Company external affairs director Meghan Clemens said putting in a new dock is overdue.

“We’re looking at this investment as a 50 year asset for Seward. And to that end, we want to be sure that this new dock is going to be able to accommodate growth into the future as that works for both the industry, and for Seward and the Kenai Peninsula,” she said.

The proposed project includes an almost 748-foot floating dock and 60,000-square-foot terminal building. While the planned dock is only slightly longer than the existing one, the new terminal would be more than double the size of the current building.

Local developer The Seward Company designed the space large enough to hold all cruise ships that sail the state now. Clemens said the terminal building — which also acts as a transition space for cruise passengers in the summer — will serve more than just tourists.

“We think it’s both going to serve customers as they’re embarking or disembarking on the cruise ship, as well as be a great asset for the community of Seward that holds a lot of community events at the terminal building during the offseason,” she said.

The project is being funded by revenue bonds, which must be approved by the state Legislature. The Legislature approved $60 million in bonds for the project in 2022, and the railroad company requested additional bonds worth $75 million this year.

House Bill 122 and Senate Bill 105 are currently in the House and Senate finance committees, respectively. Passing the bills will allow the company to take on the bonds to fund the project. No state funds will go towards the project.

To secure the debt from the bonds, the company signed a 30-year agreement with cruise ship company Royal Caribbean International. This commits the cruise line to using the dock throughout that time and guarantees the minimum amount of money needed each year to pay off the debt. Clemens says an agreement of this length is unprecedented in the state.

According to a port schedule from Cruise Lines International Association, a trade group for cruise lines that Royal Caribbean is a member of, Royal Caribbean cruise ship Radiance of the Seas is scheduled to stop in Seward 10 times this season. Last year, 87 cruise ships went through the docks, bringing nearly 200,000 people to the coastal community, according to a press release from the railroad company.

If the Legislature approves the additional bonds, construction is slated to begin in the fall of 2025, with the goal to open the following summer.

Ukraine aid in the light of history.

On Saturday the House of Representatives finally overcame MAGA opposition and approved a new aid package for Ukraine. The Biden administration presumably had matériel ready to ship , just waiting for congressional authorization, so the effects of this legislative breakthrough will be quick.

Like many observers, I’m simultaneously relieved, ashamed, angry and worried by what has happened. I’m relieved that a nation under siege will probably — probably — get aid in time to survive, at least for a while, something that was increasingly in doubt given overwhelming Russian artillery superiority. I’m ashamed that things got to this point — that America came so close to betraying a democracy in danger. I’m angry at the political faction that blocked aid for so many months, not, as I’ll explain below, because of reasonable concerns about the cost, but probably because they want Vladimir Putin to win. And I’m worried because that faction remains powerful — a majority of Republicans in the House voted against Ukraine aid — and could still doom Ukraine in the years ahead.

But let me set emotions aside and try to do some analysis. In particular, let me take on some myths about aid to Ukraine. No, spending on Ukraine isn’t a huge burden on America, coming at the expense of domestic priorities. No, America isn’t bearing this cost alone, without help from our European allies. Yes, U.S. aid is still crucial, in part because Europe can supply money but isn’t yet in a position to supply enough military hardware.

To understand these points, I find it useful to look back at the obvious historical parallel to current aid to Ukraine: Franklin Roosevelt’s Lend-Lease program, which began delivering aid to Britain and China in 1941, before Pearl Harbor brought America officially into World War II.

It is often forgotten how controversial that aid was at the time. Many people are probably aware that there was an America First movement that opposed any aid to embattled Britain, in part because some of its prominent leaders, notably Charles Lindbergh , were racist and openly sympathetic to the Nazis.

I suspect that fewer people are aware that even in Congress, Lend-Lease was a deeply partisan issue. The initial bill, enacted in early 1941, passed the House with very little Republican support. Even more strikingly, support for Lend-Lease (triangles pointing up in the chart below) was closely correlated with economic ideology (Dimension 1). Almost all liberals favored supporting Britain in its darkest hour; many conservatives didn’t:

Yet the aid passed. Congress appropriated $13 billion before the attack on Pearl Harbor. This was an immense sum at the time — about 10 percent of America’s annual gross domestic product . Somewhat surprisingly, however, not much of that total consisted of weaponry. As the American Historical Association noted: “Our munitions industry was still largely in the tooling up state. And the flow of finished weapons was at first only a trickle.”

Indeed. Europe had begun rearming years before World War II started, while an isolationist United States hadn’t developed much of a defense industry — to take a famous example, the Sherman tank didn’t go into production until 1942. As a result, most of America’s initial aid took the form of food — at first we were less the arsenal of democracy than its breadbasket.

How does aid to Ukraine compare with that experience?

First, it’s vastly smaller relative to the size of our economy. The just-passed package will roughly double the cumulative aid we’ve given Ukraine, but at about $60 billion it’s less than one-fourth of 1 percent of G.D.P. — around one-fortieth the size of the initial Lend-Lease appropriation. Anyone claiming that spending on this scale will break the budget, or that it will seriously interfere with other priorities, is innumerate, disingenuous or both.

What about claims that America is bearing too much of the burden? Last week Donald Trump accused Europe of failing to pay its share : “Why is it that the United States is over $100 Billion Dollars into the Ukraine War more than Europe, and we have an Ocean between us in separation? Why can’t Europe equalize or match the money put in by the United States of America in order to help a Country in desperate need?” (Eccentric, more or less Germanic capitalization in the actual post.)

The answer to his questions is that his assertions are false. As the Kiel Institute reports, “The data show that total European aid has long overtaken U.S. aid — not only in terms of commitments, but also in terms of specific aid allocations sent to Ukraine.” Notably, many though not all European nations are spending substantially more in support of Ukraine as a percentage of G.D.P. than we are:

What is true is that the United States has provided more military aid than Europe:

Why? Remember that in the first year of Lend-Lease, America couldn’t supply much in the way of weapons, despite the immense size of our economy, because years of low military spending had left us with an underdeveloped military-industrial base. It took a couple of years to translate America’s overall industrial might into comparable military might. Right now Europe is in a similar situation: It has the money to help Ukraine, and for the most part it has the will, but it doesn’t have the production capacity to meet Ukraine’s military needs.

Will this change? Europe is moving toward increased military capacity , but more slowly than it should, and American aid remains essential.

So as I said, I’m relieved that America has finally released essential aid, but still very worried about the future. For now, at least, U.S. support remains crucial to Ukraine’s survival.
