  • The pandemic generated a loss of 2.6 billion international arrivals in 2020, 2021 and 2022 combined
  • Export revenues from international tourism dropped 62% in 2020 and 59% in 2021, versus 2019 (real terms) and then rebounded in 2022, remaining 34% below pre-pandemic levels.
  • The total loss in export revenues from tourism amounts to USD 2.6 trillion for that three-year period.

International tourism showed robust performance in January-September 2022, with arrivals reaching 63% of pre-pandemic levels in the first nine months of 2022. The results were driven by strong pent-up demand, lifting of travel restrictions of more destinations, as well as improvement of confidence levels.

Asia and the Pacific saw arrivals more than triple (+230%) from January to September 2022 compared to same period last year, reflecting the opening of many destinations in the region, including Japan.

Aside from increasing tourist arrivals, other industry indicators such as air capacity and hotel metrics are showing robust recovery for tourism. Air seat capacity on international routes (measured in available seat-kilometres or ASKs) in January-August reached 62% of 2019 levels, with Europe (78%) and the Americas (76%) posting the strongest results. Meanwhile, according to STR, global hotel occupancy rates reached 66% in September 2022, from 43% in January.

Industry metrics can be viewed collectively in UNWTO’s Tourism Recovery Tracker . The UNWTO Tourism Recovery Tracker is available for free and is a collaborative effort by a group of partners including the International Civil Aviation Organisation (ICAO), ForwardKeys, STR, Sojern, TCI Research and AIRDNA.

In terms of tourist numbers, the year 2022 is expected to close with over 900 million international arrivals, despite growing challenges pointing to a softening of the recovery pace.

International arrivals up 225% through May 2022

  • Driven by strong consumer spending in key sending markets, travel volumes are surging in the first half of this year
  • The total number of arrivals in the first five months of 2022 equates to roughly half of pre-COVID travel volumes
  • International travel is still expected to recover up to 70% of 2019 levels overall this year

International travel volumes are surging this year. The latest data from the UNWTO World Tourism Barometer reports just under 250 million international arrivals for the first five months of 2022. This represents a nearly 225% increase over the 77 million arrivals reported for January–May 2021. A better benchmark, however, might be that that year-to-date volume for 2022 represents roughly half (46%) of pre-pandemic travel numbers from 2019.

“The recovery of tourism has gathered pace in many parts of the world, weathering the challenges standing in its way”, said UNWTO Secretary-General Zurab Pololikashvili.

The UN World Tourism Organization (UNWTO) reports that Europe and America are driving much of the recovery so far this year. "Europe welcomed more than four times as many international arrivals as in the first five months of 2021 (+350%), boosted by strong intra-regional demand and the removal of all travel restrictions in a growing number of countries," explains a UNWTO release. International arrivals in the Americas were up 112% through May 2022, but still remain 40% below pre-pandemic levels.

Lying behind that destination performance is strong growth this year in tourism spending from key source markets, including France, Germany, Italy, and the United States, where total spending now ranges from 70-85% of pre-pandemic levels. In other notable cases, such as India, Saudi Arabia, and Qatar, spending is already up above pre-COVID volumes.

Looking ahead, the UNWTO expects international travel to reach between 55–70% of pre-pandemic levels in 2020, with the caution that actual industry performance will depend on, "evolving circumstances, mostly changing travel restrictions, ongoing inflation, including high energy prices, and overall economic conditions, the evolution of the war in Ukraine, as well as the health situation related to the pandemic. More recent challenges such as staff shortages, severe airport congestion and flight delays and cancellations could also impact international tourism numbers."

July 2022 Total International Travel Volume

Total non-u.s. resident international visitor volume to the united states of 5,210,752 increased 160.8% compared to july 2021 international outbound travel volume (u.s. citizen visitor departures) from the united states totaled 9,177,301 — a year-over-year increase of 63%, and reaching 85% of july 2019 departures.

Data recently released by the National Travel and Tourism Office (NTTO) show that in July 2022 :

International Arrivals to the United States

  • Total non-U.S. resident international visitor volume to the United States of 5,210,752 increased 160.8% compared to July 2021 and rose to 67.6% of the pre-COVID total visitor volume reported for July 2019, up from the prior month’s 64.2%.    
  • Overseas visitor volume to the United States of 2,589,898 increased 199.7% from July 2021.  
  • July 2022 was the sixteenth consecutive month that total non-U.S. resident international arrivals to the United States increased on a year-over-year (YOY) basis.  
  • Of the top 20 tourist-generating countries to the United States, Colombia (with 89,385 visitors) and the Dominican Republic (with 45,460 visitors) were the only countries that reported a decrease in visitor volume in July 2022 compared to July 2021, with a -30.7% and -0.1% change respectively.  
  • The largest number of international visitor arrivals were from Canada (1,467,348), Mexico (1,153,506), the United Kingdom (361,313), France (169,994) and Germany (163,675). Combined, these top 5 source markets accounted for 63.6% of total international arrivals.  

International Departures from the United States

  • Total U.S. citizen international visitor departures from the United States of 9,177,301 increased 63% compared to July 2021 and were 85% of total departures in pre-pandemic July 2019.  
  • July 2022 was the sixteenth consecutive month that total U.S. citizen international visitor departures from the United States increased on a year-over-year basis.  
  • Mexico recorded the largest outbound visitor volume of 3,270,261 (35.6% of total departures for July and 42.8% year-to-date (YTD). Canada recorded a significant year-over-year increase of 1,263%.  
  • Combined YTD, Mexico (19,228,305) and the Caribbean (5,578,944) accounted for 55.2% of total U.S. citizen international visitor departures, down 2.3 percentage points from June 2022 YTD.  
  • Europe YTD (8,570,790), the second largest outbound visitor volume, increased 375% YOY, accounting for 19.1% of all departures. This was up 0.8 percentage points from a 18.3% share in June 2022 YTD.

I-92/APIS International Air Passengers  

The ADIS/I-94 Visitor Arrivals Program, in cooperation with the Department of Homeland Security (DHS)/U.S. Customs and Border Protection (CBP), provides a count of visitor arrivals (Overseas+Canada+Mexico) to the United States (with stays of 1-night or more and visiting under certain visa types) and is used to calculate U.S. travel and tourism exports. Visit the ADIS/I-94 Visitor Arrivals Program home page for more information on U.S. visitor arrivals. The APIS/I-92 Program provides information on non-stop international air traffic between the United States and other countries. The data has been collected from the Department of Homeland Security - Customs and Border Protection’s Advance Passenger Information System (APIS) since July 2010. The APIS based “I-92” system provides air traffic data on the following parameters: number of passengers, by country, airport, scheduled or chartered, U.S. Flag, foreign flag, citizens and non-citizens. KABUL, Afghanistan (AP) — Around 30 men are crammed into a Kabul classroom, part of the debut student cohort at a Taliban-run institute training tourism and hospitality professionals.

It’s a motley crew. One student is a model. Another is 17 and has no job history.

The students vary in age, education level and professional experience. They’re all men — Afghan women are banned from studying beyond sixth grade — and they don’t know anything about tourism or hospitality. But they are all eager to promote a different side of Afghanistan. And the Taliban are happy to help.

Afghanistan’s rulers are pariahs on the global stage, largely because of their restrictions on women and girls . The economy is struggling, infrastructure is poor, and poverty is rife .

And yet, foreigners are visiting the country, encouraged by the sharp drop in violence, increased flight connections with hubs like Dubai , and the bragging rights that come with vacationing in an unusual destination. The numbers aren’t huge — they never were — but there’s a buzz around Afghan tourism.

In 2021, there were 691 foreign tourists. In 2022, that figure rose to 2,300. Last year, there were 7,000.

Mohammad Saeed, the head of the Tourism Directorate in Kabul, said the biggest foreign visitor market is China because of its proximity and large population. Afghanistan also has advantages over some of its neighbors.

“They’ve told me they don’t want to go to Pakistan because it’s dangerous and they get attacked . The Japanese have said this to me also,” Saeed said. “This is good for us.”

But there are disadvantages, too.

Visas are difficult and expensive to access. Many countries severed ties with Afghanistan after the Taliban returned to power , and no country recognizes them as the legitimate rulers of the country.

Afghan embassies either closed or suspended their operations. There’s an ongoing power struggle between Afghanistan’s embassies and consulates staffed by people from the former Western-backed administration, and those under the Taliban administration’s full control .

Saeed concedes there are obstacles for Afghan tourism to develop but said he was working with ministries to overcome them.

His ultimate aim is to have a visa on arrival for tourists, but that could be years away. There are problems with the road network, which is half-paved or non-existent in some parts of the country, and airlines largely avoid Afghan airspace .

The capital Kabul has the most international flights, but no Afghan airport has direct routes with major tourist markets like China, Europe, or India.

Despite the challenges, Saeed wants Afghanistan to become a tourism powerhouse, an ambition that appears to be backed by the Taliban’s top leaders.

“I have been sent to this department on the instructions of the elders (ministers). They must trust me because they’ve sent me to this important place.”

The students also have aspirations. The model, Ahmed Massoud Talash, wants to learn about Afghanistan’s picturesque spots for Instagram posts and its history for media appearances.

Business school graduate Samir Ahmadzai wants to open a hotel but thinks he should know more about tourism and hospitality first.

“They hear that Afghanistan is backwards, poverty and all about war,” said Ahmadzai. “We have 5,000 years of history. There should be a new page of Afghanistan.”

Classes include Afghan handicrafts and anthropology basics.

An unofficial subject is how to interact with foreign women and how their behavior or habits could clash with local customs and edicts. Examples might be women smoking or eating in public, to mixing freely with men who are not related to them by blood or marriage.

The Taliban have imposed a dress code for women and requirements for them to have a male guardian, or mahram, when they travel. Dining alone, traveling alone, and socializing with other women in public have become harder. With gyms closed to women and beauty salons banned , there are fewer places where they can meet outside the home.

In a sign that the country is preparing for more overseas visitors, the country’s only five-star hotel, the Serena, has reopened its women’s spa and salon for foreign females after a monthslong closure.

Foreigners must show their passport to access services. Women with “born in Afghanistan” on their ID are barred.

The restrictions on Afghan women and girls weigh on overseas travel companies, who say they try to focus on the positive aspect of cultural interactions by making donations, supporting local projects or only visiting family-run businesses.

Shane Horan, the founder of Rocky Road Travel, said visiting Afghanistan should not be seen as an endorsement of any particular government or political regime.

“Ultimately, the goal should be to support responsible tourism practices that contribute positively to the local economy and foster mutual respect and understanding, while also remaining cognizant of the broader political context in Afghanistan.”

He said there was no input from authorities about what tour groups saw or did, and that the company worked closely with a women’s rights organization in Afghanistan. A percentage of the tour cost went into supporting this organization’s programs, Horan added.

There are no women at the Institute of Tourism & Hotel Management. The students don’t mention it. But an official at the Tourism Directorate does.

“It’s a heartbreaking situation,” said the official, who wished to remain anonymous for fear of reprisals. “Even female family members ask if they can study here. But there was a change in policy with the change in government. The women who were studying before (the takeover) never came back. They never graduated.”

Recent tourism data indicates an annual growth of 305.4 per cent in foreign tourist arrivals (FTAs) in 2023. In 2023, 9.23 million foreign tourists visited India. Although the FTAs arrival number is still less than the pre-pandemic number of 10.93 million in 2019, experts believe in 2024 we might cross the FTAs arrival number of pre-pandemic days.

While post covid domestic travel has staged new highs, international inbound is yet to recover fully. Foreign tourist arrivals (FTA) in 2019 were about 1.1 crore. In 2022 that figure was 62 lakh and last year it rose to 92.4 lakh. The industry is deliberating how to get FTAs not just back to 2019 levels but exceed the same. Increased direct international connectivity; more new tourism circuits and ease of visas have been the steps suggested by the industry to improve India’s FTAs.
