Quarantine-free Travel requirements to Singapore

We’ve been eagerly anticipating your arrival to our sunny shores! Singapore is open to all travellers without quarantine or testing requirements, regardless of their COVID-19 vaccination status.

You will receive your SG Arrival Card in the form of a PDF document (applicable for web service only, see below for a specimen) or email once ICA has successfully processed your submission. Please note that the SG Arrival Card comes with a unique DE Number that accompanies your passport number.

You must present yourself for immigration clearance at a point of entry into Singapore. You must satisfy the basic entry requirements before you can be considered for entry. The grant of an immigration pass will be determined by the ICA officers at the point of entry.

From 11 March 2022 , all foreign visitors arriving in Singapore will be notified digitally of their Visit Pass (e-Pass) through email. There will not be any endorsement on your passport. The e-Pass notification will indicate the period of stay granted and last day of stay allowed. Please ensure that you provide a valid email address when submitting the SG Arrival Card .

If you hold a travel document issued by one of the listed countries or places, you will require a valid Singapore visa to travel to, and seek entry, into Singapore. Please refer to  visa requirements  if you require a Singapore visa and for more information.

Upon successful processing of your visa application, you will be issued an e-visa in the form of a PDF document.

Please note that possession of a valid visa does not guarantee entry into Singapore . The grant of an immigration pass will be determined by the ICA officers at the point of entry. The period of stay granted is not tied to the validity of your visa.

SINGAPORE - The Immigration and Checkpoints Authority (ICA) has encouraged returning Singaporeans, permanent residents and long-term pass holders who have been vaccinated overseas to upload their vaccination certificate to their electronic Health Declaration Card before arrival here.

This came just before Australia and Switzerland joined the list of countries on Singapore's Vaccinated Travel Lane scheme at 11.59pm on Sunday (Nov 7).

ICA said in a statement on Sunday that the declaration card is part of the electronic SG Arrival Card.

Q: What is the SG Arrival Card?

A: The SG Arrival Card is an electronic arrival card containing the personal information, trip details and health declaration of travellers seeking entry into Singapore.

It is not a visa into the Republic.

Q: Who should submit the SG Arrival Card?

A: All travellers seeking entry into Singapore should submit the SG Arrival Card, including Singapore citizens, permanent residents, long-term pass holders, those with in-principle approval (IPA) letters, and travellers under the Frequent Traveller Programme.

Those transiting or transferring through Singapore without seeking immigration clearance need not submit the SG Arrival Card.

Q: Why do I have to submit the health declaration card in the SG Arrival Card?

A: This requirement is part of ICA's border control measures in response to the Covid-19 pandemic.

Q: How do I submit the SG Arrival card?

A: Travellers can submit their SG Arrival Card online via ICA's Web portal or through the official SG Arrival Card mobile app. The app can be downloaded for free from the Apple App Store or Google Play store.

There are two different online forms on the website. One is for Singapore citizens, permanent residents and long-term pass holders - such as work pass, student pass and dependant's pass holders. The other is for other travellers, including IPA letter holders and those enrolled in the Frequent Traveller Programme.

Submission via ICA's website or the official app is free. ICA does not support or endorse services offered by commercial entities that provide assistance in submitting the SG Arrival Card for a fee.

Q: When should I submit the SG Arrival Card?

A: Travellers should submit their SG Arrival Card within three days prior to their arrival in Singapore. This is to avoid unnecessary delays during immigration clearance.

Q: Am I required to upload my Covid-19 digital vaccination certificate via the SG Arrival Card if I was vaccinated in Singapore?

A: Singapore residents and long-term pass holders vaccinated against Covid-19 in Singapore are not required to upload their vaccination certificate via the SG Arrival Card, as their vaccination record would have been automatically transmitted to ICA's immigration system.

They can use the automated lanes for immigration clearance upon arrival.

Q: Am I required to upload my Covid-19 digital vaccination certificate via the SG Arrival Card if I was vaccinated overseas?

A: Singapore residents and long-term pass holders vaccinated against Covid-19 overseas are not required to upload their vaccination certificate via the SG Arrival Card prior to returning to Singapore.

But they are encouraged to do so as it will enable their vaccination record to be reflected in the Ministry of Health's HealthHub or TraceTogether apps. It will also allow them to use the automated lanes upon arrival for faster immigration clearance.

They only need to scan or upload the QR code in their vaccination certificate if they choose to provide their vaccination record via the SG Arrival Card.

Singapore residents and long-term pass holders who do not upload their foreign digital vaccination certificate before their arrival can still present their vaccination certificates - whether physical or digital - to the authorities upon their arrival in Singapore.

But they will have to clear immigration at the manual counters.

Q: What happens if I don't submit the SG Arrival Card, or make a false health declaration?

A: Failure to complete or submit the SG Arrival Card, as well as providing false information in the card, is an offence under the Infectious Diseases Act.

First-time offenders may be jailed for up to six months, fined up to $10,000, or both.

Those who commit a subsequent offence may be jailed for up to a year, fined up to $20,000, or both.

Travellers should submit their SG Arrival Card again if there is any change in their health status prior to arrival in Singapore.

SINGAPORE: All travellers entering or leaving Singapore with more than S$20,000 (US$14,700) in cash must declare them online from May 13.

How to submit an electronic declaration.

The new online declaration form will be on the Immigration and Checkpoints Authority’s (ICA) website or the MyICA application from May 10.

Travellers will be required to provide their particulars, the country or region the money is being moved from or being moved to, as well as their reasons for moving it. 

They will also have to include the types and amount of cash and bearable negotiable instruments and, where relevant, the sources and recipients of them. 

Travellers arriving in Singapore can select "submit cash declaration" after filling up the Singapore Arrival Card online.

Once the declaration is submitted successfully, travellers will receive an acknowledgement email which can be provided as proof to ICA officers when required at checkpoints.

Travellers can make their submissions up to three days before their arrival or departure from Singapore. They must complete their declaration before reaching Singapore’s checkpoints.

Anyone who makes a mistake in their declaration must void it and submit a new one online. If their travel plans have changed, they should also void the declaration.

IMMIGRATION PROCEDURES

All passengers (Singapore Citizens, Permanent Residents, Long-term Pass Holders and Foreign Visitors) who will like to enter Singapore are required to submit the  electronic Health Declaration Card (eHDC) via the SG Arrival Card (SGAC) e-Service   before clearing immigration. 

Please note that the paper-based disembarkation and embarkation card for arriving foreign visitors has been discontinued with effect from 27 March 2020. Foreign visitors will instead provide their arrival information via the SGAC e-Service instead. 

In addition to the submission of the eHDC, Long-term Pass Holders and Foreign Visitors are also required to have their passports and Permits / Entry Visas (if applicable) ready as well . If you are arriving within six days of passing through areas endemic for Yellow Fever, you may need to present a Fever Vaccination Certificate.

Note to  transiting passengers : If your airline does not provide a baggage transfer service, you are required to clear Arrival Immigration and claim your baggage before checking in for your next flight.

AUTOMATED CLEARANCE SYSTEM

Automated Clearance System

Eligible travellers can now enjoy automated clearance when arriving at Changi Airport. You will be informed of your eligibility when you scan your passport at the automated lanes, no pre-registration is required.

The section below outlines the eligibility requirements for automated clearance upon arrival. Please note that if you are ineligible for automated clearance, you can still enjoy contactless clearance at the immigration counters.

Travellers eligible for Automated Immigration at Arrival

Automated clearance is extended to the following categories of travellers automatically, as long as they hold valid International Civil Aviation Organisation (ICAO)-compliant, machine-readable passports which have been updated with ICA or Ministry of Manpower (MOM): 

  • Singapore Citizens and Permanent Residents aged 6 and above, whose fingerprints have been enrolled with ICA
  • Travellers aged 6 and above from eligible countries, places or groups under ICA’s Automated Clearance Initiative -  List of Eligible Countries
  • Long-Term Pass Holders aged 6 and above, whose fingerprints have been enrolled with ICA
  • Work Pass Holders (i.e. Work Permit, S-Pass, Employment Pass, Dependent Pass) whose fingerprints have been enrolled with MOM
  • Travellers who are registered under ICA's Frequent Traveller Programme

TIPS FOR A SMOOTH ARRIVAL

  • Pass through the Green Channel if you have no goods to declare.

You can fill out the Singapore Arrival Card up to three days before your arrival date. For example, if you are arriving in Singapore on October 10th, you can submit your form from October 7th onwards.

Vaccinated Travel Framework: Fully-vaccinated travellers or aged 12 and below regardless of vaccination status 

Singapore has reopened its borders to all fully vaccinated travellers and removed all existing vaccinated travel lanes (VTL) and unilateral opening arrangements from 31 March 2022, 2359 hrs (SG time). The border measures for fully vaccinated travellers or travellers aged 12 and below (regardless of vaccination status) arriving via air or sea checkpoints from countries/regions in the General Travel Category / Australia are as follows: 

Vaccinated Travel Framework: Non-vaccinated travellers who are aged 13 and above or certified medically ineligible for COVID-19 vaccinations

1. Qualifying as a transit traveller

Transit travellers refer to those who depart for a third country via Singapore  without clearing arrival immigration . Singapore does not require COVID-19 tests, travel visas or entry approvals for transit travellers.  However, travellers who transit in Changi must have their flights booked on the same itinerary, in order to ensure that their checked-in luggage can be tagged-through from the origin airport to their final destination. Travelling with flights operated by different airlines on the same journey is allowed, if the flights are made under the same booking. Travellers interested in connecting through Changi Airport should consult their airline on the options available.

Travellers who intend to clear arrival immigration to enter Singapore, or booked separate flights under different itineraries, which requires them to enter Singapore to collect baggage and check-in again for the connecting flight, are not considered transit travellers.  They are responsible for ensuring that they fulfill all requirements for entry into Singapore, and should refer to the “ Travelling to Singapore ” page for more information on entry requirements.

2. Transit travellers must fulfil destination country requirements

Please note that the authorities of the destination country may impose requirements on travellers transiting in Singapore, which travellers also have to comply with.  As an illustration, if travellers intend to depart from  Country X , transit in Singapore, and fly to destination  Country Y , they are strongly advised to check the requirements of  Country Y , such as:

  • Acceptance of transit travellers:  Whether the authorities of destination  Country Y  accept travellers transiting through Singapore, including whether they impose requirements on using certain flights for transit.
  • Entry requirements:  Whether the authorities of destination  Country Y  impose conditions of entry such as visas, entry approvals, vaccinations or other documentation. The airline will check upon boarding if you have the relevant documentation on hand.
  • Pre-departure testing (PDT) requirements:  If  Country Y  requires travellers to take a COVID-19 test for entry into  Country Y . Such COVID-19 tests are  not  available in the transit area of Changi Airport and travellers should take their PDT in  Country X , if  Country Y  requires them to do so.

Uploading of Overseas COVID-19 Vaccination Records to Singapore's National Immunisation Registry (NIR) 

Singapore Citizens, Permanent Residents and Long-Term Pass Holders who have been partially/fully vaccinated overseas can update your vaccination records to Singapore's National Immunisation Registry (NIR) when they next return to Singapore. Currently, COVID-19 vaccines authorised by the Health Sciences Authority under the Pandemic Special Access Route (such as Moderna or Pfizer-BioNTech) or listed on the World Health Organisation's Emergency Use Listing (WHO EUL) [such as AstraZenca and Sinovac vaccines] will be accepted. 

Updating of your vaccination record in Singapore can be done in 3 simple steps: 

  • Visit any of the participating clinics in Singapore. Details on the providers can be found here ; 
  • Show them your overseas vaccination documentation - document must be in English;
  • Go through a serology test 

Your certificate will be reflected in your HealthHub App a few days later.

From 6 July 2022, all travellers to Australia will  no longer  need to:

  • Provide evidence of vaccination status
  • Complete the Digital Passenger Declaration or Maritime Travel Declaration
  • Provide evidence of their vaccination status
  • Apply for travel exemption to travel if they are unvaccinated

Masks are still required while in flights.

Entry & Visa Requirements

Travellers are required to hold a valid Australian visa. Short-term tourism or business visitors should apply for an Electronic Travel Authority (ETA) through the mobile app,  AustralianETA  (available on Apple and Android). ETA applications through the Australian Department of Home Affairs’ (DHA) website are currently not available. Please refer to DHA’s  website  for the full list of visa options.

Customs & Biosecurity

Australia has strict customs and biosecurity laws. Hefty penalties may apply. Please refer to the Australian Border Force’s website for information on prohibited goods before travelling.

If you are carrying food, plant material or animal products, you must mark ‘YES’ on your Incoming Passenger Card. If you are unsure, just declare it. You will not be penalised if you declare all your goods, even if they are not permitted in Australia.

If you fail to declare or make a misleading/false declaration, your item may be seized and you may be subject to penalties such as fines of up to A$2,664 or even imprisonment up to 10 years for criminal offences.

General Safety

  • Always take care of your personal safety and keep your family/friends informed of your whereabouts and activities.
  • Never leave your passports or valuables unattended e.g. in vehicles as vehicle break-ins can be common at tourist spots.

On-arrival measures for fully vaccinated travellers

Testing positive for COVID-19 in Australia 

Overseas Singaporeans must comply with the advice of the local health authorities if they test positive for COVID-19.

If you develop severe symptoms and require emergency medical assistance while in isolation, call  Triple Zero (000)  straightaway and inform the ambulance staff that you have been diagnosed with COVID-19.

The states/territories' guidelines on testing positive for COVID-19 are as follows: 

Uploading of Overseas COVID-19 Vaccination Records to Australian Immunisation Registry (AIR) 

Long-term visitors who received their COVID-19 vaccinations overseas can have it uploaded on the Australian Immunisation Registry (AIR), if both of the conditions below apply. It will then appear on your COVID-19 digital certificate, International COVID-19 vaccination certificate and immunisation history statement.

  • The vaccine is approved for use in Australia - The following vaccines are currently approved in Australia: 
  • Pfizer COMIRNATY
  • VACZEVRIA (previously known as AstraZenca)
  • COVID-19 Vaccine Janssen
  • Moderna COVID-19 vaccine 
  • You received it on or after the date it was approved. 

You will need to provide documentation (in English) that shows the vaccination that you have received. 

The  Services Australia website  provides information on having a recognised vaccination provider (this includes doctors such as GPs or a community health centre) to enter your immunisation in the AIR. You will first need to have a MyGov account and an Individual Healthcare Identifier (IHI) (you would already have an IHI if you are enrolled in Medicare). You can then approach your GP or a local community health centre to assist you to upload your records to AIR. Most GPs would upload the vaccination records for their existing patients free-of-charge. If you do not have a regular GP, you may be charged with an admin or consultation fee by the clinic to upload the vaccine record for you.

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in Singapore set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Singapore High Commission in the UK .

COVID-19 rules

There are no COVID-19 testing or vaccination requirements for travellers entering Singapore.

Passport validity requirements

To enter Singapore, your passport must have an ‘expiry date’ 6 months after the date you arrive.

If you are a resident in Singapore there is no minimum passport validity required. Apply for a renewal before your passport expires.

Singapore does not recognise dual nationality beyond the age of 21. A citizen of Singapore is required by Singapore law to renounce any other nationalities they hold before the age of 22 in order to retain their Singaporean citizenship.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Checks at border control

All arrivals in Singapore must complete an electronic SG Arrival Card in the 3 days before they enter Singapore. This online form asks for travel details and a health declaration. It is illegal to submit a false declaration. Biometric information is also recorded and scanned when you enter and depart Singapore (iris, facial and fingerprints).

Screening for drugs

You can be screened for drugs in your system on arrival in Singapore, including if you’re travelling through. You can be charged with drug consumption even if the drugs were taken in another country, including countries where the use of that particular drug is legal.

You could be detained without trial and, if convicted, you could be imprisoned, caned or executed .

Ship’s crew

There are different entry requirements if you are crew working on ships, small vessels, or pleasure crafts arriving at one of Singapore’s ports or marinas.

Visa requirements

You do not need a visa to enter Singapore. The Immigration and Checkpoints Authority decides who can enter Singapore and how long they can stay.

Penalties for overstaying

Penalties for overstaying the time allowed include fines, imprisonment, caning and deportation depending on how long you have overstayed. When you leave Singapore, officials can take your fingerprints if they suspect you are involved in any crime.

Vaccination requirements

If you are arriving from certain countries in Africa and Latin America,  you will need to show a yellow fever certificate to enter Singapore . Failure to do so may result in mandatory quarantine or being refused entry to Singapore.

Accommodation 

There are strict laws preventing accommodation being let out for short term rental, such as for tourists.

Customs rules

There are strict rules about goods you can take into or out of Singapore. You must declare anything that may be prohibited or subject to tax or duty.

It’s illegal to import controlled drugs into Singapore. If convicted, you could be imprisoned, caned or executed .

The following items are also illegal to bring into Singapore:

  • vaporisers and e-cigarettes
  • tobacco products that are chewed or injected
  • chewing gum to sell
  • weapons and ammunition (including empty cartridge cases and air guns)
  • replica guns, including lighters shaped like a pistol or revolver
  • radio communications equipment

What to declare?

Under Singapore’s laws, arriving travellers are required to declare and pay the duty and Goods and Services Tax (GST) to bring in dutiable and taxable goods exceeding their duty-free concession and GST relief . This is applicable whether the goods were purchased overseas or in Singapore.

GST is a tax on the taxable supply of goods and services in Singapore and on the importation of goods into Singapore (other than an exempt import). This means that GST is levied on all goods brought into Singapore or purchased locally.

The imposition of GST on goods imported into Singapore has been in force since 1 April 1994 when GST was implemented in Singapore. The practice is consistent with countries that levy GST (also known as Value-Added Tax in some countries).

Please note that GST is payable whether or not foreign sales taxes were paid.

Dutiable Goods and GST Taxable Goods

There are four categories of dutiable goods in Singapore:

  • Beverages and liquors consumed for health reasons and used for cooking are dutiable if the alcoholic strength by volume exceeds 0.5% (eg shandy, bottled alcoholic cocktail drinks, D.O.M., Yomeishu, samsu and rice wine)
  • With effect from 1 July 2020, all cigarettes and other tobacco products imported into, sold, offered for sale or distributed in Singapore must comply with the new Standardised Packaging (SP) requirements. For further information, you may refer to Health Sciences Authority (HSA)’s website or contact Ministry of Health (MOH) through email at [email protected] .
  • Importation of cigarettes and / or tobacco products that do not comply with the SP requirements is not allowed, and these cigarettes and / or tobacco products will be disposed of at the checkpoints.
  • Travellers have to ensure that their cigarettes and / or tobacco products comply with the SP requirements before making a declaration and payment via the Customs@SG web application . Do note that no refund will be given for duty and Goods and Services Tax (GST) already prepaid via the Customs@SG web application for cigarettes and / or tobacco products that do not comply with the SP requirements.
  • Motor vehicles , including motorised bicycles
  • Motor fuel , including motor spirits, diesel products and compressed natural gas (CNG)

All goods imported into Singapore are subject to GST.

Payment of Taxes

Payment of Duties and GST can be made via the following payment modes:

  • All major credit cards (Mastercard, Visa and American Express), mobile wallets, NETS and Cashcard at the Singapore Customs Tax Payment Office
  • Visa, Mastercard or American Express on the Customs@SG Web Application

How to declare?

Major traveller entry checkpoints in Singapore operate the Red and Green Channels system. The Red and Green Channel signs are above the examination counters in the arrival hall after immigration clearance. At certain checkpoints, forward security checks are conducted before immigration clearance . If you are carrying any dutiable, taxable, controlled or prohibited goods, please declare them to the checking officer at the Red Channel or at the Customs Examination Area before immigration clearance.

When To Use The Red Channel

Proceed to the Red Channel if you are carrying:

  • Dutiable goods exceeding your duty-free concession or Goods exceeding your GST relief ;
  • Controlled or restricted goods or Prohibited goods

The Red Channel and the examination counters are manned by the Immigration & Checkpoints Authority (ICA) . Checks on persons, baggage and vehicles entering Singapore are conducted by ICA.

What to do at the Red Channel

At the Red Channel , please:

  • Inform the checking officer of any declarable goods you are carrying; and
  • Produce the controlled goods, if any, together with the relevant permit or authorisation form from the relevant authorities, if any.

You need to present a valid Customs import permit for clearance if you are carrying (but not limited to):

  • More than 0.4 kilogrammes of cigarettes or other tobacco products;
  • More than 10 litres of liquor products;
  • More than 10 litres of motor fuel in a spare container of a motor vehicle;
  • More than 0.5 kilogrammes of investment precious metals for personal use;
  • Goods for trade, commercial or business purposes, in which the GST payable exceeds S$300 ; or
  • Goods clearly marked as trade samples (excluding liquor and tobacco products) the value on which exceeds S$400
  • An Individual/ traveller may engage a local freight forwarding agent/ TradeNet Service Centre to appoint a TradeNet Declaring Agent to assist you with the permit application. You may refer to the list of local forwarding agents .
  • The Declaring Agent may declare using the Miscellaneous Unique Entity Number (UEN), 99999990000C, in the permit application for individuals importing goods (including goods subject to control of Competent Authorities) for non-commercial purposes only. For more information on the correct usage of the generic UEN in permit applications, please refer to Customs Circular No. 11/2014 .

When to use the Green Channel

Proceed to the Green Channel if you are not carrying any declarable goods stated above. ICA officers will conduct selective checks at the Green Channel.

If in doubt, always ask the checking officers at the Red Channel/Customs Examination Area or approach the Singapore Customs Tax Payment Office.

It is the responsibility of travellers to make an accurate and complete declaration of all goods exceeding their duty-free concession and GST relief in their possession, including goods carried for or on behalf of other persons.
