Travel Food Services (TFS), India’s leading Travel Food and Retail Company, recently won the entire F&B mandate for the Goa International Airport, at Dabolim.

TFS will now be the major concessionaire of the airport, wherein the brand will manage and operate over 25 outlets, including various Bars, Restaurants, QSRs, food court and other F&B formats, which sprawl over 1,100 sq. metres.

Some of the major brands that passengers can look forward to include KFC, Café Coffee Day, Cafeccino, Cookie Man, Idli.com, Curry Kitchen, and several other international and national brands. The airport is expected to get a makeover by Diwali 2018 which also coincides with Charter tourist season.

Goa being one of the largest tourist hubs in India, the makeover will go a long way in catering to the masses, and enhance the traveller’s experience at all levels. With Travel Food Services, both Indian as well as foreign travellers, will be offered a wide spread of cuisines and dishes, via a mix of international, national, local and in-house brands.

The mandate for Goa International Airport is another milestone in Travel Food Services’ journey towards transforming the travel experience in India. It is a step forward in TFS’s expansion plans to reach across the country. Travellers, both domestic and international, can look forward to a revamped Goa Airport with a plethora of F&B and Retail options to choose from.

TFS has just launched a typically diverse and vibrant F&B, lounge and news & books (Relay, through a partnership with Lagardère Travel Retail) offer at the new Manohar International Airport at Mopa in North Goa. The airport was inaugurated by Indian Prime Minister Narendra Modi on 11 December and became operational on 5 January.

GMR Goa International Airport Limited, a subsidiary of GMR Airports Limited, developed and is running the new Public Private Partnership (PPP) airport on a Design, Build, Finance, Operate and Transfer basis.

The full-service airport caters to domestic and international passengers besides freight services for Goa and the Konkan region of Maharashtra. We will bring you an on location report from the airport in coming weeks. ✈

If you’re hoping to get some sleep without leaving the airport, fellow travellers have reported that the landside Arrivals area provides passengers with a decent seating area to rest. Despite its small size, several police officers roam around the airport at night, adding an element of security for those who choose to sleep at Goa Airport. However, passengers have also claimed that some airport staff like to play music which makes it difficult to fall asleep, so bring some ear plugs! Goa Dabolim International Airport Guide

Goa International Airport

Goa International Airport is currently the state's only airport (a second airport is under construction in Mopa in North Goa). It's a government-run airport that operates out of a military base called INS Hansa. The airport handled about 8.5 million passengers in 2019, making it the 9th busiest airport in India.

Goa International Airport (GOI) is situated in Dabolim, between north and south Goa. It's approximately 27 kilometers (17 miles) from the state's capital city, Panjim.

Know Before You Go

Goa Airport has one integrated international and domestic terminal, which was inaugurated in Dec. 2013. The terminal is undergoing refurbishment and expansion. It has already exceeded its capacity, and gets overcrowded during peak times from 12.30 p.m. to 6 p.m. and early mornings when international flights arrive. The airport is closed from 8.30 a.m. to 12.30 p.m. five days a week, as military flight training is carried out there.

Although Goa Airport is an international airport, the bulk of flights are domestic flights from major Indian cities such as Mumbai , Delhi , Bangalore , Hyderabad , and Chennai. The international flights are mostly charter flights from Europe and the UK during the tourist season, from October to March. Air India, Air Arabia, and Qatar Airways have a few regular flights to and from Gulf countries as well.

Being a government-run airport on a military airbase, the airport has basic infrastructure and facilities (although these are being improved). Long, slow-moving lines are standard at security checks during peak times. Three new air bridges were commissioned in Jan. 2018 to reduce the use of shuttle buses to ferry passengers between the aircraft and terminals. As the security hold area for departing passengers is on the top floor of the terminal, you'll need to go back down to board a shuttle bus to your aircraft if it's not parked at an air bridge. A new parallel taxiway became operational in late 2019 to ease flight delays, and inline baggage scanners were finally installed in the airport terminal in early 2020 (this eliminates the need for the manual scanning of baggage before check-in). Kohler has installed state-of-the-art designer restrooms in the terminal as well.

Goa Airport has a couple of State Bank of India (SBI) ATMs. One is located inside the departures hall. The other is outside the arrivals hall.

There's no luggage storage facility.

Airport Parking

Limited parking is available at Goa Airport and is charged in two-hour slots. The cost is 20 rupees (around 25 cents) for motorcycles and 85 rupees ($1.20) for cars. There are no long-term parking rates. A new multi-level parking space was completed in 2015 but is yet to start operating due to management issues. However, most tourists take taxis and shouldn't require parking.

Driving Directions

Goa Airport is easily accessible without a lot of traffic. It's directly connected to the new, four-lane National Highway 566. This highway intersects with National Highway 66, which runs all the way from north to south Goa. If you're heading north, you can get onto National Highway 366 from National Highway 566, and then turn left onto National Highway 66. A new overpass in Panjim means you no longer have to go through the city. Travel time from the airport to Panjim is about 45 minutes to an hour. Travel time to Arambol beach, in the far north, is about two hours. Travel time to Palolem beach , in the far south, is about an hour and a half.

Transportation and Taxis

Prepaid taxi is the most convenient and common form of transportation at Goa Airport. You'll see a counter at the arrivals hall where you can book and pay. Unfortunately, the Goan taxi mafia keeps fares high and prevents app-based cabs such as Uber from operating. Expect the fare to be about 1,800 rupees ($25) to Arambol beach, 1,300 rupees ($18) to Baga beach, and 1,900 rupees ($27) to Palolem beach. There's an extra night charge of 35 percent from 11 p.m. to 5 a.m.

If you're traveling during peak season in December or January, you might not be able to get a prepaid taxi straight away. In this case, hiring a private taxi may be a better option. There is a state-run, app-based taxi service called GoaMiles . Alternatively, an inexpensive shuttle bus service runs from the airport to Panjim, Calangute, and Margao (the main city in South Goa). It can be booked online here or at the airport. The cost is 100 rupees ($1.41) one way. Cheaper and more frequent public buses go to Vasco da Gama near the airport. From there it's possible to take another public bus to Panjim, and then onward to north Goa's beaches.

Where to Eat and Drink

Goa Airport's dining facilities are being revamped as part of the renovation. The responsibility for food and beverages was outsourced to a private company in 2018, and various new outlets have since opened. These include Good Times Bar, KFC, Subway, Cafe Coffee Day, Wow Momos, and Goan culinary brand Mario’s Kitchen. There's also a restaurant called the Port Lounge.

Where to Shop

The responsibility for retail outlets at Goa Airport has also been outsourced. The newly expanded range of shops focuses on clothing and accessories brands, including Lee Cooper, Eske Paris , Ceriz , Da Milano , Sunglass Hut, Hidesign leather goods, John's Umbrellas, Biba , W for Women , Nirvana. There are also some handicraft shops such as Craftsvilla and the Mario Gallery (selling the works of Goan cartoonist and illustrator Mario Miranda ), and souvenir shops such as Goa Store. Plus, Bipha Ayurveda for wellness.

Airport Lounges

Goa Airport doesn't have any dedicated airport lounges. The new Good Times Bar, which opened in 2019 opposite gates D and E in the domestic departures area, serves as the lounge for selected card holders. The Port Lounge is now closed.

How to Spend Your Layover

There are no rest zones, showers, or accommodations at Goa Airport. If you have some spare time before your flight or want to stay close to the airport, your best bet is Bogmallo beach only 10 minutes away. Bogmallo Beach Resort is the closest luxury hotel to the airport, and it's situated right on the beach. Day packages (priced at 1,299 rupees per person, or 1,999 rupees for a couple) and airport transfers are available. Buffet lunch, one beer, Wireless Internet, and use of the swimming pool are part of the package. There are other guesthouses, beach shacks, and restaurants in the area. Joet's Bar and Restaurant is the best place to hang out on the beach (they have a few guest rooms as well). Claudi's Corner cafe, SWINg! By the Bay , and John Seagull are popular too.

Goa Airport has an O2 spa inside the terminal. It offers massages, facials, and nail treatments.

WiFi and Charging Stations

Wireless Internet is available at Goa Airport. It's free for the first 30 minutes. To use it, you'll need to register your cell phone number and receive a code. Don't rely on being able to use a charging station, as there are only a few, and they're not always working.

Goa International Airport - All Information on Goa International Airport (GOI)

Dabolim Airport is perhaps more well known as Goa International Airport as it is currently the only international airport in the Indian state of Goa. It is a civil enclave located in an Indian Navy air base called INS Hansa situated in the town of Dabolim, approximately 5/3.1 km from the city of Vasco Da Gama and about 30 km from the state capital of Panjim/Panaji.

The state of Goa is divided into North and South Goa and the airport is located on the coast side in South Goa, just south of North Goa.

The airport was built in 1955 by the Government of the Estado da India Portuguesa as the Aeroporto de Dabolim. In December of 1961, during the Annexation of Goa, the Indian Air Force bombarded the airport and parts of the infrastructure were destroyed and in April of 1962 it was occupied by the Indian Navy.

The airport is now owned by the Government of Goa and Indian Navy and it is operated by Airports Authority of India.

Eventually, once the runway was repaired and jet-enabled in 1966, the airport authorities invited the public airline sector to use the airport for civilian air travel.

A new domestic terminal was built in 1983 and an international terminal in 1996.

An upgrade plan was announced in 2006 involving the construction of a new internal passenger terminal, but was delayed due to the transfer of the required land needed from the Navy, and though it originally was scheduled to be completed by the end of 2007 it wasn’t inaugurated until December of 2013.

Because the airport is located on Navy grounds there are flight restrictions for the purpose of military flight training creating a large concentration of civilian traffic between 1.00 PM and 9.00 PM. Many of the flights here are charter flights during the high peak season stretching from November to May.

An upgraded taxiway was completed late 2019 raising the runway capacity from 15 to 18-20 air traffic movements per hour.

The airport has one single runway with asphalt surface measuring 3,430 m/11,253 ft in length.

The passenger terminal that opened in December of 2013 handles both domestic and international flights and is designed to cater to five million passengers annually. It has 75 check-in counters, 14 security check booths and eight customs counters as well as 22 immigration counters for departures and 18 for arrivals.

The airport served more than 8,000,000 passengers in 2019 and 2,890,545 in 2020. The decrease was due to the Covid-19 pandemic.

Because the space is limited at the airport and the demands for flights to and from Goa are in high-demand a new international airport located in Mopa, approximately 60 km/37 mi from Goa Airport, is under construction, planned to open in 2022.

Rental Cars – Rental car companies at Goa Airport are located in the domestic arrivals area. Customers can choose to drive the vehicle themselves, but it’s normal to also hire a driver. The price for a driver is approximately 250 INR per day, while a deposit is often requested when the customer chooses to drive themselves. This is because the Goan traffic is often chaotic and the conditions of the roads can be frustrating to those used to better organization and road maintenance.

Buses – Local buses from and to the nearby cities of Vasco Da Gama and Chicalim can be found 500 m/1,600 ft on road side off airport grounds.

Private companies and Goa Tourism offer bus or shuttle services to various destinations, but with irregular frequency. The airport does not have a display or visible information about departures, destinations or schedules so the best way is to ask bus drivers and other people which bus to take to get closer to the destination, as more transfer might be needed.

Taxis – A pre-paid taxi counter is located outside the terminal. It is recommended to only use these taxis to avoid scammers. This regards both tourists and locals alike. More about taxis at Goa Airport .

Hotel Shuttles – Many of the local hotels offer an airport shuttle service to their guests, usually at an additional cost. Check with the hotel of choice if they offer this service as the transfers are organized by the traveler directly with the hotel in question. Need to book a hotel? Trains – The closest railway station is located within a 20 minute walk from the terminal as it is in Dabolim, as is the airport. It is a small one-platform station. Vasco Da Gama Railway Station is only 5 km/3.1 mi from the airport and offers more departures and arrivals to various locations. A larger station can be found 30 km from the airport in Margao offering a larger number of destinations as well as high-speed trains. More information about train services near Goa Airport .

Cruise Terminal – The Cruise Terminal in Mormugao is most easily reached by taxi as it is 9 km/5.6 mi from the airport with no direct transfer route.

Ferries – A Ferry Terminal is located 5 km/3.1 mi from the airport and free shuttle buses transfer travelers from the airport to the Terminal. Available locations to transfer to from here are Panjim, Old Goa, Sinquerim and Baga, but more locations will be added according to plan. More information about ferry services near Goa Airport .

A multi-level parking garage is located opposite the terminal. It has room for around 550 vehicles. More details about parking at Goa Airport .

There are four dedicated smoking areas located within the airport terminal, all on airside. It is prohibited to smoke in other areas.

A free WiFi network called “FREE Wi-Fi @ AAI by Vodafone” is offered by the airport. After choosing the network simply click “Free Wi-Fi” on the login page that should open in the browser, enter the mobile number in use and a one-time password, OTP, will be generated. Enter the password, click submit and surf away.

The airport offers basic facilities for Persons with Reduced Mobility. These facilities include lifts and ramps for movement between levels, tactile floors, parking spaces as well as wheelchair assistance. Wheelchair assistance is requested through the airline.

Free luggage trolleys are available at the airport to make it easier for travelers to navigate with their luggage.

ATMs/cash machines can be found in several locations of the airport, available both on landside and airside.

A total of 75 check-in counters are found in the terminal, and there are also self-check-in-kiosks available provided that the airline offers it as a service.

Snack bars and shops are available for something to eat and drink while at the airport , mostly on airside, but there is a snack bar on City Side/landside as well.

Both the Domestic and the International airside areas have shops selling clothes, news, books and general goods and there are shops selling cigarettes, electronic items, liquor, perfumes, toiletries, watches and a wide variety of other gift items in the International airside areas.

The closest international airport to Dabolim Airport is Mangalore International Airport located approximately 350 km/217 mi further down the coast.

Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees

Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided  

WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.

“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”  

The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes. 

Under the rule, passengers are entitled to a refund for:

  • Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.  
  • Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.  
  • Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.

DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.  

The final rule improves the passenger experience by requiring refunds to be:

  • Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.   
  • Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.  
  • Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.    
  • Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.

The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.

In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.

The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration

Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

  • Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .  
  • Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.   
  • Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.  
  • DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.  
  • In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel.  
  • DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs.

In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:

  • Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.  
  • Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.   
  • Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.
