Trail confidence without breaking the bank

In 2014, Trek's X-Caliber (Skye for women) was re-born as a range of entry-level 29er hardtails. Just a year on, it's undergoing further changes, thanks to what Trek calls ‘Smart Wheel Sizes’ – that means smaller 650b hoops for the two smallest frame sizes, and 29in ones for every other size.

Given our near perfect experience with last year’s X-Caliber 7 , the sight of a RockShox branded fork on the new immediately had us smiling – although a corresponding price rise also has to be factored in. So is the new model worth the extra outlay?

Ride and handling: pro-level trail character with superb balance

The handling qualities of the last year’s X-Caliber 7 were a major factor in the praise we showered on it. Borrowing the geometry from Trek’s popular and World Cup-proven Superfly range, the 29in wheeled 7 rides like a performance bike, rather than the entry-level model that it is.

While smaller frame sizes will undoubtedly experience some difference in handling owing to their 650b wheels, our 17.5in-framed test bike immediately – and reassuringly – felt similar to the X-Caliber 7.

Out on the trail, the ride from the X-caliber's geometry shines

The spacious top tube, short stem combination means your weight sits evenly between the wheels, making for balanced handling. Factor in the relatively short rear end and you've got a comfortable riding position with easy manoeuvrability when the terrain requires. Meanwhile the wide, well-swept Bontrager handlebar offers plenty of leverage for confident control of the bike.

It’s worth noting that the X-Caliber's responsive handling and undeviating climbing ability is only fully unlocked once the stem is lowered from its stock position. The bike's short head tube and a large stack of headset spacers allow for plenty of handlebar height adjustment options.

Rolling freely and with authority, the 29er wheels and large volume rubber take charge on rock and root infested trails. Smaller rocks and ripples in the ground go past unnoticed, with the RockShox XC32 fork doing a decent job at absorbing bigger hits – though sharp square-edged bumps can overwhelm it.

Along with a crown-mounted lockout and coil spring preload, the XC32 fork offers rebound control – something that is missing from cheaper models.

Unlike pricier steeds, the X-Caliber sticks with a standard 1 1/8in steerer and quick release axle. But it's only when you really push it that flex is felt in the fork – for most trail conditions, and most riders, it’s a non-issue. (It’s certainly stiffer than the 2015 X-Caliber 7’s XC30 fork)

Trek has also done a respectable job in smoothing the X-Caliber’s ride quality. While little compliance is offered by the alloy frame or firm handlebar grips, large 2.2in tyres go a long way towards filtering trail buzz. Combine this with a generously padded saddle that sits atop a skinny 27.2mm seat post, and the ride is by no means harsh.

It's worth bearing in mind though that while the X-Caliber is capable and eager to go just about anywhere, it does so more slowly than a fancier machine will. Whether you're hauling in speed for a fast approaching corner, conquering the steepest hill in the area or pumping the bike into the air, you're regularly reminded of the weight compromises – especially where it's carried by the wheels – that must inevitably be made with entry-level bikes.

Frame and equipment: well rounded build that’s capable of real riding

As mentioned above, depending on your size the 2015 X-Caliber frame goes through significant changes, or none at all. In the case of our 29in sample it’s the latter, with one exception in the form of brighter paint.

The frame is a fairly no-nonsense build featuring wide tyre clearance, internal front derailleur cable routing, easily serviced threaded bottom bracket and cleanly guided full-length sealed cable housing. Showcasing the potential versatility of the X-Caliber for commuting or light touring, the frame features both fender and pannier rack mounts out the back.

A bit of additional weld at the rear brake mount is used to reinforce the frame. Although it isn't the prettiest...

The build quality is pretty great, however, our brake hoses arrived a little long and messy. Good bike mechanics will clean this up before it reaches your hands, but if not, don't accept giant unnecessary loops in the hoses.

A 2x10 gearing system isn't commonly seen at the X-Caliber 8's price. But is it a good thing?

Given that this is the model above the previously tested X-Caliber 7, it’s no surprise the components are better. Beyond the front fork, the drivetrain is the next most obvious point of upgrade, with this model featuring a SRAM 2X10 system, more commonly seen on higher-end bikes. With 10-speed at the back and just two chainrings on the front, the X-Caliber’s gearing has been optimised for off-road use.

As discussed in our mountain bike groupset buyer’s guide , SRAM is Shimano’s key competitor and a popular choice in mountain biking. The X5/X7 components are an approximate equivalent to Shimano Deore and once set up correctly offer crisp and reliable shifting. It's still not as fast as more expensive options, but it didn’t miss a beat while being tested.

Gearing wise, the small chain ring and largest cog on the cassette enable you to crawl up even the steepest of climbs without too much stress. On the reverse, the 36T big chaninring is well suited to fast off-road use, though it may prove under-gunned for those looking to put a skinnier tyre on and commute. For such usage, other brands that stick with a triple chainring setup may suit you best.

Quality components where it matters

Something we don’t often sing about on bikes at this price is tubeless tyres. A tubeless setup allows for lower tyre pressures without the risk of flatting, so providing a smoother ride quality and greater traction on the trail. Additional benefits include lower weight and reduced rolling resistance. While the X-Caliber isn’t set up tubeless, it does feature tubeless ready rims that proved nicely off-road worthy.

In order to ditch the tubes, you’ll still need to buy the appropriate rim strips, tubeless-ready tyres and sealant, but it’s the single biggest upgrade you can do to the bike (after decent pedals) and it’s not a huge expense either.

Although the supplied Bontrager tyres are durable and confident treads for many trail conditions, they carry plenty of weight. Upgrading to tubeless with a compatible tyre would see the bike drop half a kilogram (and probably more) in weight.

We're big fans of Shimano brakes – even the cheapest models

While SRAM takes care of the drivetrain, Shimano handles the braking duties. This is a common and popular choice, because Shimano's entry-level brakes set the benchmark with reliable function and solid performance. The basic model on the X-Caliber lacks the precise feel and bite of more expensive models, but newer riders will quickly gain complete confidence in the system.

So we’ve covered what you’re gaining over the cheaper X-Caliber 7 , but it's also worth considering what you get at the next pricepoint up.

In some countries (including the US and UK), the X-Caliber 9 is also available and provides an example of what to expect. It offers an air-sprung fork for greater suspension tuneability and substantial weight savings. Additionally, the drivetrain components see a further upgrade that should aid in long-term durability. Finally, the hubs move to a sealed bearing unit – effectively creating a lighter system that use replaceable cartridge bearings instead of the cup and cone loose ball-bearing system found on the X-Caliber 8 and below.

Common advice when buying a starter mountain bike is to spend as much as your budget allows. As we’ve seen in our testing of the X-Caliber 8, that advice rings true in the form of lower weight along with suspension, gearing and wheels that are better suited to the punishment meted out by off-road use. Whatever your budget, be sure to factor in the cost of pedals, as those included won’t let you see what this bike is capable of.

The Trek X-Caliber 8 is a sure-footed 29er hardtail mountain bike, with plenty of reliable elements that boost its score to impressive levels, but a few missteps that hold it back from quite making it as one of the best hardtail mountain bikes we’ve tested. There’s a whole lot to like though.

Twenty nine inch wheels have long been an integral part of Trek’s mountain bikes, especially the hardtails. And where initially there was uncertainty and hesitation in the industry, Trek pushed on with this larger wheel size and the persistence paid off: with 29in wheels now accepted globally and across all mountain bike categories, not just for the cross country crowd.

Trek’s early 29in wheel bikes were XC hardtails and since then, the X-Caliber has shifted upmarket and now sit between the entry-level Marlin and the carbon Pro-Caliber. All three platforms run 100mm travel forks.

We’ve pulled in the X-Caliber 8 for this review, which is just shy of the Scott Scale 965 in price and shares many of the same components. With all four bikes on test running Shimano brakes and 1×12 transmissions, we were keen to take this consistency a step further and chose models with regular seatposts, rather than droppers. Primarily for comparing the weight of the bikes, but riding dynamics and overall value played a part too as we felt it really levelled the playing field, and maintained the XC hardtail design ethos.

With a steeply sloping top tube and a super-low standover height the X-Caliber is a very striking bike. It’s a silhouette that’s mirrored through all the brand’s hardtails – with the notable exception of the carbon Pro-Caliber – as is the wide size range that Trek is well known for offering. Seven frame sizes are available (with the XS and S rolling on 27.5in wheels to keep proportions in check) with a useful M/L option that’s a great problem solver for riders stuck between the popular M and L options. So hats off to Trek for this level of commitment to getting a good fitting bike.

When it comes to new frame standards, Trek has always been an early adopter, so it’s no surprise to see a tapered head tube and Boost hub spacing on the X-Caliber frame. But it’s Boost with a twist… here, Trek using 141mm rear dropout spacing with a traditional Q/R hub, rather than a 148mm bolt-thru design.

It’s not a deal breaker though, as the fixed rear triangle of a hardtail doesn’t need stiffening up like a full suspension design, and a quick online search reveals plenty of wheel upgrade options from the likes of Hunt, Hope and Bontrager for the 141 standard.

A modern touch that hasn’t been executed as well as on other bikes in test, is the internal frame routing for the cable and rear brake hose – they’re not clamped where they enter the down tube and rattle noisily on rough terrain, just like on the Trek Roscoe in our Hardtail of the Year test.

Trek has equipped the X-Caliber 8 with a RockShox fork and it’s listed as a Judy SL, so we expected to see an upgrade or two. However, all the tech is identical to the regular Judy forks seen on the Cube and Scott – a tapered aluminium steerer, steel upper legs, a Solo Air spring and the brand’s basic TurnKey damper.

The Trek is the only bike in test that doesn’t have a remote lockout lever though, just a simple dial on the top of the fork leg, with an on/off function and no graded adjustment between those points. At least it’s one less cable to maintain and gives more handlebar space for a dropper post remote lever.

And while the X-Caliber frame does not use a bolt-thru rear axle, the 100mm travel Judy fork does have the 15x110mm Boost hub standard – although the website lists the lighter tooled axle as standard, our test bike had the same QR lever operated version as the Scott Scale.

Shimano was slow to filter its 1×12 transmissions down to the lower price points, but it’s there now and proving to be a very popular choice, all four bikes in this test using Shimano drivetrains. The X-Caliber’s specification lists a Shimano chainset, but our bike shipped with a model from FSA, and it’s the only deviation from a complete Shimano drivetrain.

Trek has also gone with a smaller 30t chainring and combined with the Deore 10-51t cassette you get a super-low gear, which is useful on the climbs because at 13.53kg (29.82lb) the Trek is the heaviest bike in test.

Another wise move is the genuine Shimano chain which performs faultlessly in wet filthy conditions and plays well with the steel FSA chainring. The benchmark XT rear mech is good to see, as is the rubber chainstay protector, which is a detail the other three brands seemed to have overlooked.

Performance

The dropped top tube, wider 750mm bar, long wheelbase and slackish 68º head angle (the slackest of the four bikes) give the X-Caliber the look and feel of a trail bike. However, the Trek’s geometry and attitude is not in the same league as the most progressive 100mm trail hardtails such as Kona’s test-winning Mahuna .

Even on this size XL, the frame’s front triangle is very compact, especially when compared to the Giant XTC, but it still sports two sets of bottle cage mounts – essential on an XC bike. In fact, Trek has added plenty of mounts to the X-Caliber, with fittings for a rack and kickstand making it a very capable all-terrain bike.

With one of the lightest wheelsets on test, we expected some zip and liveliness from the X-Caliber but it lacked the immediate urgency of the Scott and Giant and on longer non-stop cross country blasts, its weight was noticeable, certainly towards the end of the ride.

You can’t knock the Trek’s sure-footed nature though – the lengthy wheelbase (for an XC hardtail) and wide bar aid stability, and it was only the Judy fork’s lack of refinement that held us back from diving into more challenging terrain. A slightly shorter stem would no doubt help here too.

Although the compact front end still has a tall 525mm seat tube, the seat stays are dropped, giving a tighter rear triangle. This certainly gives the X-Caliber a chuckable hardtail vibe, but the ride quality was a touch less compliant than the other bikes here.

With that in mind, there’s plenty of frame and fork clearance for higher volume tyres to help smooth the ride further, and Trek helpfully supplies the X-Caliber 8 with rim strips, valves and sealant so you can go tubeless straight from the box and reap the benefits immediately.

With a sure-footed ride, reliable Shimano components and a sorted tubeless wheelset, it feels like there’s a trail bike hiding under the X-Caliber’s glossy frame finish just waiting to get out, but being held back by the fork and lack of a dropper post. Stepping up a model to the X-Caliber 9 would be our recommendation then, as it gets a dropper post and a more capable and refined fork. Ultimately, the Trek X-Caliber 8’s weight is noticeable and even with the same control tyres fitted to all of the test bikes, the Trek lacks the race-bike urgency of the Scott and Giant.

Bike Sizing Guide

Choosing the bike size depends on the type of bike, your height, your riding style, and your preference. A correct fitting bike will be more comfortable, more efficient and more fun to ride. This bike size guide gives our customers general advice on choosing the right size. It is a guide only and we always recommend visiting one of our stores or contacting one of our experts from our contact us page.

To get started, think about your style of riding, measure your height and use the links above for sizing on relevant bike types.

Measure your height

To find the correct sized bike you will need to measure your height and your inside leg. For your height, stand against a wall and mark the wall with a pencil so it's level with the top of your head. Then measure from the ground up to the mark (having someone to help might make this easier). For your inside leg measurement, stand against a wall and using a book hold it in between your legs into your groin and make sure it's flat against the wall. Measure the height from the book to the floor. (Again it might be easier to get a friend to help). If your height is on the cusp of the size range, your reach is often the deciding factor in which size to go for. To find out if you have short or long reach you will need to measure your ape index. This is your arm span minus your height. If you have a positive ape index then go for the larger size, or if you have a negative ape index go for a smaller size.

The type of bike

What type of bike you choose will affect the bike size you buy. The type or style of riding that you do will also affect which size you need. For example a mountain biker that wants to ride more aggressively and would like a more manoeuvrable bike may prefer a size smaller than they would normally take. Likewise a cross country racer that is looking for a flatter and speedier mountain bike may prefer a size larger than they would normally take. There is no definitive right or wrong size, it all comes down to personal preference and what feels comfortable. The different types of bikes are all explained within our buying guides.

How are bikes measured?

Bikes are measured by their seat tube length. This measurement is normally from the centre of the bottom bracket (BB) or the centre of the bolt that attached the crank arms. This differs by brand, some measure to the top of where the top tube meets the seat tube, or even the centre of the top tube. Mountain bikes are either measured in inches or descriptive sizes (small, medium etc). Road bikes are in centimetres or descriptive sizes where as Hybrid bikes can be any one of the three. Bikes also get longer as they go up in size (relative to the frame size) but different brands can be inherently longer or shorter than others.

Stand over height

Stand over height is how tall the frame is from the ground. Stand over height measurements are to the top of the top-tube. Ideally you want at least 2cm of clearance between you and the frame. In theory your stand over height is your leg measurement minus 2cm. It it worth measuring your inside leg with your shoes on so you can establish your stand over height. Should you need to jump off the saddle quickly, the clearance between you and the frame will prevent any injuries.

Trek X Caliber Size XL Mountain Bike

I’m selling my 2019 trek X caliber mountain bike. It is a size XL. I’ve had it for 5 years and it’s always been just a little too big for me. I’ve had it on alot of paved rides and 2x per year in the mountains. It’s a nice bike and retails new for $1200. There are a few scratches here and there but nothing major. The chain does slip when a lot of tension is on the pedals but only rarely. Enough to probably look at getting a new chain ($30) or casette($38). Those are the prices for the exact chain and cassette on Amazon just for reference. Ive dropped the price in order to account for these things. Other than mentioned all else is in good condition. I still ride it in the mountains and street. The components are excellent. If you would like a list I can provide them or they are available on the trek website. Accessories (kickstand, lights, aftermarket seat) will not be included as I will need them for my next bike. I will obviously include the original seat. Please let me know if you have any questions! Sad to see it go but I need a smaller bike. $500 obo

Russian opposition barred from Moscow elections, but still finds "victory" in the results

Moscow  — Kremlin-backed candidates lost almost half of their seats in the 45-member Moscow City Council on Sunday. The result was a blow for the Kremlin in a highly controversial election that sparked mass protests this summer as most opposition politicians were banned from even competing.

While still retaining a majority of 25 seats in the council, politicians allied with Russian President Vladimir Putin lost as many as 13 seats to members of the Communist Party, three to members of "A Just Russia" party and four to members of the liberal Yabloko party.

With many opposition candidates barred from running, opposition leader Alexei Navalny had urged his supporters to follow the Smart Voting strategy his team came up with earlier this year and vote for candidates with the best chance of beating their pro-Kremlin opponents.

Candidates for the Communist Party, A Just Russia, and Yabloko who won seats on Sunday were on the list of politicians endorsed under the opposition's Smart Voting initiative.

"This is a fantastic result," Navalny wrote on Facebook Monday morning. "We fought for it together. Thank you everyone!"

According to Navalny ally Lyubov Sobol, who was among the opposition members barred from even running , the sole purpose of the Smart Voting plan was to deprive the government-backed candidates of as many seats as possible.

Sobol told CBS News that some candidates endorsed by Smart Voting had said they were prepared to work with the opposition.

"Of course the authorities will try and do everything they can to prevent them from working with us, but there are candidates we're in touch with that are ready to work with us in the interests of Muscovites," she said.

Moscow authorities decided to ban opposition candidates from running in the election in the summer, for dubious reasons including claims that some had petitioned to run using signatures of people who didn't exist or had died. Many of the allegedly dead or non-existent individuals came forward to prove their signatures were legitimate. When Russia's national election commission signed off on the bans anyway, it triggered mass protests in late July.

Thousands of people took to the streets every Saturday for five weeks in a row.

Only two of five major rallies were authorized by Moscow city officials, and three were violently broken up by riot police. More than 2,500 people were arrested during the protests, and several dozen sustained injuries as the police used batons and, reportedly, tasers.

Sixteen protesters were charged with organizing mass riots and assaulting police officers, criminal offenses punishable by up to eight and five years in prison respectively. The charges against five of them were dropped, and two others were released under house arrest with charges against them amended. Four protesters have already been convicted to between two and three-and-a-half years in prison.

Political analysts called the protests and arrests an unprecedented political crisis. Defusing that crisis was largely expected to hinge on the results of the vote, which were announced on Monday morning - and how the opposition would interpret them.

"It is one thing if the dominating emotion is the joy of victory, and a completely different thing if it's the bitterness of losing," Abbas Gallyamov, a former Kremlin speechwriter-turned independent political strategist, told CBS News before the results were in.

"There won't be any more protests if it's the former, just celebrations," he predicted.

On Monday afternoon, Navalny published a post on his website titled "Victory," followed by several equally triumphant statements from his allies. He promised to work on improving the Smart Voting strategy for future campaigns. So while the protest season in Moscow may be over, the opposition appears to have a new, now-proven strategy.

Tens of thousands of people protested in Moscow on Saturday, marking the fifth weekend people have rallied in the Russian city to demand fair elections.

The demonstrations began in July after election officials barred opposition candidates from running for the Moscow city council, disqualifying their ballots because of what officials claimed were irregularities in the 5,000 signatures each had to gather to run.

That decision — to block the opposition from participating — turned a sleepy municipal election into a political controversy that intensified amid police crackdowns against demonstrators and opposition figures.

Saturday’s rally in Moscow was the largest yet, and one of the biggest political protests in Russia in years. Estimates put the crowds at about 50,000 , although authorities suggested the official number was closer to 20,000. The rally was sanctioned — meaning people had a permit to protest — although police reportedly arrested about 200 people . Russians in other cities, including St. Petersburg, also joined in on the demonstrations, a sign that the unrest and dissatisfaction may extend beyond Moscow.

Moscow’s municipal elections are very much the focus of these protests, but it’s hard to divorce it completely from larger political and economic issues within Russia, specifically President Vladimir Putin’s authoritarian regime.

“As with many other protests and uprisings all around the region, they’re much more fluid when it comes to reason, but they’re still emblematic of what is happening with the general dissatisfaction with the state of affairs, in this particular case, the policies of Putin’s administration at the moment,” Maksym Eristavi, a senior fellow at the Atlantic Council in Prague, told me.

The Moscow city council elections are expected to move ahead on September 8, and it seems extraordinarily unlikely that authorities will give in to protesters’ demands and let the opposition stand for the vote. But if the protests continue or continue to spread, the uproar over the municipal elections may be just the beginning.

Opposition leaders followed the onerous rules to get on Moscow’s city council ballot. Election officials still denied them the chance to run.

All 45 seats in the Moscow city council are up for reelection on September 8. The legislative body is controlled by the pro-Kremlin ruling United Russia party. But the party is pretty unpopular right now, so the Moscow United Russia candidates came up with an ingenious plan to run as independents in the city council instead.

A bunch of people actually wanted to run as legit independents — opposition candidates. To do so, they had to meet some pretty onerous requirements, specifically garnering 5,000 signatures each from voters.

But officials on Moscow’s electoral commission invalidated many of the signatures for these opposition candidates, claiming they were faked or had incorrect details; some opposition leaders accused election officials of altering the signatures themselves.

About 30 opposition candidates were initially disqualified from running, and many just happened to be outspoken critics of the Kremlin. In another funny coincidence, none of those United Russia-candidates-turned-independents were disqualified, although critics claimed they didn’t even bother to actually collect signatures or that their applications were barely verified by election officials.

On July 14, about 2,000 protesters — including opposition candidates — rallied outside Moscow’s election headquarters to protest the disqualification of the candidates and to demand a meeting with Moscow’s election commissioner . Dozens were arrested, including some opposition candidates.

The protests continued. On July 20, more than 20,000 protesters met in Moscow to demand the opposition candidates be included on the ballots.

Opposition leader and anti-corruption advocate Alexei Navalny — a major Putin critic who was blocked from running against him for the presidency in 2018 — had called for another protest on July 27 and was promptly arrested on July 24 and sentenced to 30 days in jail for organizing an unauthorized protest. While in prison, he was hospitalized with a severe allergic reaction, with some allies worrying that he might have been poisoned.

Other opposition candidates have since been arrested, including Dmitri Gudkov, who once served as an opposition voice in the state duma (legislature) and has now been sentenced to 30 days in jail for organizing an unauthorized election protest ; and Ilya Yashin, a prominent opposition figure arrested for organizing an unauthorized protest after the July 14 rally. Yashin is also calling for Moscow to cancel the September 8 elections.

But the demonstration still went ahead on July 27, where Russian police arrested nearly 1,300 people and reportedly beat back protesters with batons.

A fourth round of protests took place on August 3, with several hundred detained. And on August 10, 50,000 people gathered, including some high-profile Russian celebrities, even though many of the opposition leaders are now jailed. Lyubov Sobol, an opposition candidate who is now on a hunger strike in protest of her exclusion from the Moscow ballot, posted a video on Twitter that appeared to show police barging into her apartment ahead of the protest.

The protest on August 10 — like that on July 20, where 20,000 participated — was sanctioned, meaning protesters had a permit. Brian Taylor, a professor in the Maxwell School at Syracuse University, told me that might have made it more likely for people to come out and protest, as the risk of arrest is a bit lower than during those unauthorized protests.

“Even so,” Taylor said, “we do seem to be seeing a ramping up in tension around this rather than a successful repression of protest on the part of authorities so far.”

Eristavi, the senior fellow at the Atlantic Council, told me it’s important to keep in mind that people were still detained, but that authorities were careful to avoid arresting people in large numbers, and largely did so away from the cameras.

He described this as part of the Kremlin’s “larger disinformation narrative” to sow confusion. “You’re not acting out as completely authoritarian places like North Korea, or some places that just don’t care about the optics — you have to preserve some kind of a confusion,” Eristavi said. “If I’m abroad, or even I’m somewhere else in Russia, and I’m seeing this, I don’t know what to make of it; it could be worse.”

But beneath the optics, there’s corruption and a skewed justice system and media and internet restrictions. And these bigger issues are what the Moscow protestors may be demonstrating about going forward.

“It started off fairly small, but it’s obviously now mushroomed into something more than just can they stand for election to the municipal council,” Angela Stent, author of Putin’s World: Russia Against the West and with the Rest , told me. “But it’s a much broader issue of people’s rights, people’s right to vote, to choose who represents them.”

The protests are a powerful statement — but it’s hard to predict what comes next

What prompted the protests in Moscow is very much authoritarianism 101: the government using all the tools available to sideline and stamp out the opposition.

“Wherever the opposition goes right now, they’re meeting what we might consider soft repression, manipulation,” Taylor said. At first, election officials tried to ban the Moscow candidates from the local elections; when that didn’t work, authorities started arresting those opposition leaders and protesters.

The question is why they would go to such lengths. It would seem that letting a few opposition candidates into the Moscow city council to debate budgets and discuss trash pickup might not be much of a threat to Putin’s regime. Voter turnout tends to be pretty low for local elections, anyway.

But that’s not how the Kremlin is looking at it — or dealing with it.

“In the past, you might have expected, even this time, the Kremlin to say, ‘okay fine, a couple of people can run,’ and then just figure out a way to manipulate the ballot so that they don’t actually win, even if they do win — or if they win, then figure out some excuse to have them removed,” Evelyn Farkas, a senior fellow at the German Marshall Fund who served as Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia from 2012 to 2015, told me.

But instead, Moscow basically dug in. And the opposition, this time, responded in kind. “‘The Kremlin is digging in its heels, so let’s test it,’” Farkas said.

Moscow, of course, is a major city, with more than 12 million residents, so Putin’s regime is going to be particularly attuned to what’s going on in the city. And Putin may have particular reasons to be a little sensitive these days.

Putin and the ruling United Russia party have been slipping in popularity as more Russians become disillusioned with the state of the Russian economy, including rising inequality and falling incomes. Declining oil prices and sanctions have squeezed the Kremlin, and the government had to push through unpopular measures last year, including increasing the retirement age.

Though Russian media is tightly controlled, citizens are also starting to express frustration about Russian government corruption and mismanagement and the country’s increasing isolation in the world. And many, especially younger generations, have basically known no other leader but Putin. They’re beginning to wonder about Russia’s political future when Putin’s term is up in 2024 . Many are unsure about what will happen after —or if there will actually be an after.

“I think a lot of this is about the future of the country, and are these young people now, if you’re 30-years-old, are you going to continue to have to live under a system like this, where you really don’t have a lot of political choices and where the economy isn’t doing so well?” Stent said.

Stent and others pointed out that the protests are being led by young people, similar to the protests that have rocked Hong Kong for weeks . And while there are definitely visible opposition figures, they’re both largely leaderless and rely on grassroots organizing — making them more fluid and spontaneous, and maybe just a bit harder for authorities to squash fully.

Putin, meanwhile, has accused Western democracies, specifically the United States , of meddling and fomenting the unrest — a talking point that he’s famously used before .

Putin’s problems are likely closer to home, although it’s far too early to say what these protests will accomplish — and what it means for Russia. Experts pointed out that this weekend saw other cities join in protests, including St. Petersburg, where about 80 or so people were detained . If that continues, that’s a sign that discontent might be more widespread.

But few thought Moscow’s protests were a legitimate threat to Putin’s regime, at least in their current form. The government has been able to keep the opposition off the ballot and to largely deal with the protests through arrests. And Putin has faced politics protests in the past, notably in 2011, 2012, and 2013 over the electoral system, all of which faded without much changing.

“We shouldn’t assume the days of the Putin regime are numbered,” Stent said. “We’re not there yet.”

Russian President Vladimir Putin’s ruling party, United Russia, eked out a majority in the Moscow municipal legislature in elections on Sept. 8.

While Putin’s regime touted the outcome as a victory, the election posed a significant challenge to what is called Putinism , a system that emerged in Putin’s second term to reassert Kremlin control over Russian politics. It included the creation of a dominant party, United Russia , in 2001, and the centralization of political power in the Kremlin.

Putinism relies on the president’s popularity to ensure regime stability.

United Russia may have won, but the fact that the election was so close revealed the party’s weakness and challenged its absolute control over policy. As a scholar of Russian politics, I believe the result suggests a looming political crisis as Russia looks toward national elections in 2021 and 2024.

Unexpected power

President Putin’s 2014 annexation of the Crimean Peninsula and incursion into Eastern Ukraine generated a rally-around-the-flag effect , and revived his presidency.

But by 2017, normal politics returned. A protracted recession and declining wages created popular discontent. Trust in President Putin fell to its lowest level since 2006.

In Moscow, citizens contested dangerous pollution from trash incineration . A policy to tear down Moscow’s Soviet-era housing also produced large protests. Young supporters of opposition leader Alexey Navalny demonstrated to contest corruption. A year later, they protested when the Central Election Commission barred Navalny from running in presidential elections.

Rising protest and September’s close election demonstrated the opposition’s growing capacity to capitalize on discontent.

Since the nationwide protests demanding fair elections in 2011 and 2012, opposition leaders, including Navalny’s team, have continuously reinvented campaign models .

Activists meet voters in their neighborhoods and on public transport. They link online activism to off-line persuasion. Rather than preach regime change, the campaigns reflect citizens’ everyday concerns.

Linking protest and elections

Regime controls have meant that until the recent election, opposition victories have been few.

Yet, new strategies to foil the Putin machine’s election interference have built momentum. In 2017, Moscow’s opposition used new models of campaigning to score unexpected wins in neighborhood council elections. This summer a slate of young candidates employed a similar model, cooperating to collect signatures to surpass high ballot registration hurdles.

Their efforts made politics relevant for voters alienated by corrupt elections. The effect was strongest among young people .

Fearing loss, Russia’s Central Electoral Commission controlled by Putin and his party barred 30 opposition candidates from competing . Bureaucrats relied on outdated information and mistakes in the states’ lists to disallow valid signatures.

Handwriting experts identified signatures allegedly forged by a single person. Used against the entire opposition slate, these tactics raised alarms.

The opposition called supporters to the streets. Throughout Moscow’s hot summer, police repression escalated. On July 27, more than 1,300 demonstrators were arrested . Some detainees, charged with rioting, faced long prison sentences. Pollster Denis Volkov found that the level of police violence discouraged even regime supporters .

Support for the opposition grew. On Aug. 10, more than 60,000 Muscovites took to the streets to support fair elections. This was the largest protest since 2012.

Linking elections and protest is a crucial element of opposition strategy. Capitalizing on protest crowds and press attention, Navalny created a digital Smart Vote tool. Voters registered at the website and received a text identifying a candidate who could win against a United Russia rival. The system leveraged a common strategy in developed democracies: asking voters to support their second choice to prevent the victory of a less preferred candidate.

But Smart Vote also renewed conflict among opposition leaders . Many feared that popular support for candidates from nondemocratic organizations such as the Communist Party compromised opposition morality . Yet, for Muscovites wary of increased repression , Smart Vote provided a safe way to express opposition.

Citizens respond

While Smart Vote did not increase turnout, it influenced the election’s outcome. Putin’s party may still have won a majority, but it lost a lot of races.

Anticipating popular backlash against United Russia, party candidates threw off the label and ran as independents . Despite this ploy, the party lost 15 of its 40 seats. Voters ousted high-profile candidates such as Andrey Meletsky , the chairman of the Moscow United Russia Organization.

Opposition strategy created important longer-term dynamics. The opposition faction in the City Council rose from 12.5% to 44%, revealing Russians’ potential to make demands on government. Around the world, when biased elections become competitive, disengaged voters quickly reengage .

Controlled elections should not be assessed solely in terms of winners and losers. The contest was a battle of strategy won by the opposition. The regime was forced to create a legal way for state candidates to run as independents. The change provided an opportunity for opposition inroads.

The election also shaped national leadership battles. Moscow Mayor Sergei Sobyanin is seen as a potential successor to Vladimir Putin in 2024. His inability to stop protests or safeguard vote support led Kremlin rivals to attack him . The election also undermined Prime Minister and United Russia party leader Dmitry Medvedev, a close Putin ally.

Regime weakness

Moscow’s recent elections illustrate an inherent challenge in nondemocratic elections. Despite extensive advantages, autocrats’ electoral strategies can reveal new evidence of opposition strength. Banning opposition candidates demonstrates incumbents’ fears about their popularity.

Voters responded by protesting and voting against the regime’s candidates. This election revealed that the old system of electoral control is breaking down.

Yet, one election does not suggest imminent revolution. Russian voters remain wary of sudden change. The Kremlin has proven adept at strategic adaptation. Its challenges to Google and Facebook are one way to short-circuit Smart Vote copycats. The raids against Navalny allies across the country suggest a more aggressive tactic.

But increased repression makes Putinism appear brittle. Russian voters are looking beyond President Putin and Putinism for solutions to everyday problems. The opposition has given unexpected voice to their demands.

For the Kremlin, this challenge raised the cost of winning elections through manipulation.
