Fact sheet: 2022 national travel and tourism strategy, office of public affairs.

The 2022 National Travel and Tourism Strategy was released on June 6, 2022, by U.S. Secretary of Commerce Gina M. Raimondo on behalf of the Tourism Policy Council (TPC). The new strategy focuses the full efforts of the federal government to promote the United States as a premier destination grounded in the breadth and diversity of our communities, and to foster a sector that drives economic growth, creates good jobs, and bolsters conservation and sustainability. Drawing on engagement and capabilities from across the federal government, the strategy aims to support broad-based economic growth in travel and tourism across the United States, its territories, and the District of Columbia.

The federal government will work to implement the strategy under the leadership of the TPC and in partnership with the private sector, aiming toward an ambitious five-year goal of increasing American jobs by attracting and welcoming 90 million international visitors, who we estimate will spend $279 billion, annually by 2027.

The new National Travel and Tourism Strategy supports growth and competitiveness for an industry that, prior to the COVID-19 pandemic, generated $1.9 trillion in economic output and supported 9.5 million American jobs. Also, in 2019, nearly 80 million international travelers visited the United States and contributed nearly $240 billion to the U.S. economy, making the United States the global leader in revenue from international travel and tourism. As the top services export for the United States that year, travel and tourism generated a $53.4 billion trade surplus and supported 1 million jobs in the United States.

The strategy follows a four-point approach:

• Promoting the United States as a Travel Destination Goal : Leverage existing programs and assets to promote the United States to international visitors and broaden marketing efforts to encourage visitation to underserved communities.
• Facilitating Travel to and Within the United States Goal : Reduce barriers to trade in travel services and make it safer and more efficient for visitors to enter and travel within the United States.
• Ensuring Diverse, Inclusive, and Accessible Tourism Experiences Goal : Extend the benefits of travel and tourism by supporting the development of diverse tourism products, focusing on under-served communities and populations. Address the financial and workplace needs of travel and tourism businesses, supporting destination communities as they grow their tourism economies. Deliver world-class experiences and customer service at federal lands and waters that showcase the nation’s assets while protecting them for future generations.
• Fostering Resilient and Sustainable Travel and Tourism Goal : Reduce travel and tourism’s contributions to climate change and build a travel and tourism sector that is resilient to natural disasters, public health threats, and the impacts of climate change. Build a sustainable sector that integrates protecting natural resources, supporting the tourism economy, and ensuring equitable development.

Travel and Tourism Fast Facts

• The travel and tourism industry supported 9.5 million American jobs through $1.9 trillion of economic activity in 2019. In fact, 1 in every 20 jobs in the United States was either directly or indirectly supported by travel and tourism. These jobs can be found in industries like lodging, food services, arts, entertainment, recreation, transportation, and education.
• Travel and tourism was the top services export for the United States in 2019, generating a $53.4 billion trade surplus.
• The travel and tourism industry was one of the U.S. business sectors hardest hit by the COVID-19 pandemic and subsequent health and travel restrictions, with travel exports decreasing nearly 65% from 2019 to 2020. 
• The decline in travel and tourism contributed heavily to unemployment; leisure and hospitality lost 8.2 million jobs between February and April 2020 alone, accounting for 37% of the decline in overall nonfarm employment during that time. 
• By 2021, the rollout of vaccines and lifting of international and domestic restrictions allowed travel and tourism to begin its recovery. International arrivals to the United States grew to 22.1 million in 2021, up from 19.2 million in 2020. Spending by international visitors also grew, reaching $81.0 billion, or 34 percent of 2019’s total.

Created by Congress and chaired by Secretary Raimondo, the Tourism Policy Council (TPC) is the interagency council charged with coordinating national policies and programs relating to travel and tourism. At the direction of Secretary Raimondo, the TPC created a new five-year strategy to focus U.S. government efforts in support of the travel and tourism sector which has been deeply and disproportionately affected by the COVID-19 pandemic.

If U.S. domestic tourism businesses want to hold on to the post-pandemic gains with Americans, they better upgrade their marketing strategies and experience offerings.

U.S. tourism businesses surged after the pandemic. Now they’re giving back some of those gains as Americans have been traveling abroad. Skift spoke to several tourism companies and operators to assess domestic demand. It’s not a collapse, they say – but a clear softening.

“We feel like our bubble has burst and we’re getting back to normal, more like 2019 levels of visitation,” said Montana’s Discover Kalispell CEO Diane Medler, who pointed to international travel as one contributor.

Whidbey and Camano Islands has seen its short-term rentals bookings and lodging tax revenue drop due partly to international travel booming, said a spokesperson for Washington State’s Embrace Whidbey and Camano Islands .

“We’re seeing continued growth, but much slower growth than what we saw during the pandemic,” said Jon Gray, CEO of RVShare , an RV rental marketplace. Interest in longer outdoor domestic trip lengths is also weaker: Gray said seven day trips booked on RVShare have “seen more of a fall off” from last year.

Tour operators say there’s been a drop in domestic demand from U.S. clients. “What we’re hearing from our teams is that people are saying ‘I’m going to go international this year,’“ said Yves Marceau, vice president of product for G Adventures . “The U.S. to U.S. numbers are down,” he said. “We’ve seen it from hotels in Yellowstone, Jackson[,Wyoming], San Francisco and in a lot destinations in the U.S.”

Tour guide bookings at U.S. National Parks are down too. “Compared to the last two years, they were constantly fully booked. Now, there are spots of availability,” said Kelly Torrens, vice president of product for Kensington Tours .

Americans are traveling more than they did last year, that’s for sure. But the domestic U.S. businesses haven’t captured it. Between January and May, 36 million Americans traveled abroad , up 35% from the same period last year, according to the U.S. National Travel and Tourism Office. 

CEOs of large companies have sent a similar message on earnings calls. “Demand in the [U.S. and Canada] market has been stabilizing on a year-over-year basis with travelers from the region increasingly taking vacations overseas now that pandemic-related travel restrictions are behind us,” said Anthony Capuano , president and CEO of Marriott International, the largest hotel company in the world, after releasing quarterly earnings this month.

In early August, STR downgraded its growth forecast for the U.S. hotel industry due in part to more “ travelers opting for overseas trips .”

Airlines are seeing international demand chip away at domestic travel. “We’ve seen a greater-than-expected geographic shift in pent-up Covid demand as the strength in demand for long international travel this summer has pressured demand for shorter-haul travel,” said Robin Hayes, CEO and Director of JetBlue Airways this month. U.S. domestic fares have weakened in response to a surge in international travel, reported Skift’s Airline Weekly .

Normalization to the New Normal

All this is a shift from the years when borders were closed and domestic travel within the U.S. skyrocketed, especially to outdoor-centered activities like camping, a Megatrend Skift highlighted .

But getting back to around 2019 levels isn’t so bad, said Kalispell’s Medler. The town experienced a lot of stress on its communities and environment during the pandemic outdoor rush. “We feel like that’s much more manageable than it was in ’21 and ’22,” she said.

Kalispell isn’t alone. During the pandemic, many outdoor destinations experienced stress on their residents’ quality of life, housing and environment, frustrating locals. In some cases, communities got so frustrated they put the brakes on destination marketing or voted to redirect bed tax dollars to local needs like affordable housing.

“It’s a good thing to normalize,” Medler said.

Even though growth rates have slowed, Gray is hopeful for a boost from the remote work trend and investment in Wi-Fi in campgrounds, both of which will enable more travel. He’s also looking forward to the coming solar eclipse on April 8, 2024. The last solar eclipse was in 2017 and RVShare saw strong growth.

Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.

U.S. tourist faces 12 years in prison after taking ammunition to Turks and Caicos

An Oklahoma man faces up to 12 years in prison on a Caribbean island after customs officials found ammunition in his luggage.

Ryan Watson traveled to Turks and Caicos with his wife, Valerie, to celebrate his 40th birthday on April 7. They went with two friends who had also turned 40.

The vacation came to an abrupt end when airport staff members found a zip-close bag containing bullets in the couple's carry-on luggage. Watson said it was hunting ammunition he had accidentally brought with him — but under a strict law in Turks and Caicos, a court may still impose a mandatory 12-year sentence.

"They were hunting ammunition rounds that I use for whitetail deer," Watson told NBC Boston in an interview conducted last week that aired after their first court appearance Tuesday.

"I recognized them, and I thought, 'Oh, man, what a bonehead mistake that I had no idea that those were in there,'" he said.

The couple were arrested and charged with possession of ammunition. Authorities seized their passports and explained the penalties they faced.

Valerie Watson said in the interview: "When I heard that, I immediately was terrified, because I was like we can't both be in prison for 12 years. We have kids at home, and this is such an innocent mistake."

The charges against her were dropped, and she returned home to Oklahoma City on Tuesday after the court hearing to be reunited with her two young children.

"Our goal is to get Ryan home, because we can’t be a family without Dad," she said.

The couple also spoke about the financial burden of a much longer-than-planned trip. "This is something that we may never recover from," Ryan Watson said.

The U.S. Embassy in the Bahamas issued a warning to travelers in September about a law that strongly prohibits possession of firearms or ammunition in Turks and Caicos, an overseas British territory southeast of the Bahamas that is a popular vacation spot.

It said: "We wish to remind all travelers that declaring a weapon in your luggage with an airline carrier does not grant permission to bring the weapon into TCI [Turks and Caicos Islands] and will result in your arrest."

The embassy added: "If you bring a firearm or ammunition into TCI, we will not be able to secure your release from custody."

The embassy and the government in Turks and Caicos did not immediately respond to requests for comment.

The same thing happened to another American, Bryan Hagerich, of Pennsylvania, who was arrested after ammunition was found in his luggage before he tried to board a flight out of Turks and Caicos in February. He said he accidentally left it in his bag.

Hagerich was on a family vacation with his wife and two young children but has now been in the country for 70 days. He spent eight days in prison before he posted bail.

"It’s incredibly scary. You know, you just don’t know what the next day may bring — you know, what path this may take," Hagerich told NBC Boston.

"You know, it’s certainly a lot different than packing your bags and going away with your family for a few days. It’s been the worst 70 days of my life," he said.

Hagerich, once a professional baseball player, was drafted by the Florida Marlins in the MLB 2007 June amateur draft from the University of Delaware.

His case goes to trial May 3.

Miami pharmacist’s trafficking case casts spotlight on ‘horrific’ child sex tourism in colombia.

MIAMI – Experts say the arrest of a Miami pharmacist is bringing new attention to the prevalence of child sex tourism in Colombia.

Authorities said just as Stefan Andres Correa stepped onto a Miami International Airport jet bridge to board a flight to Bogotá Friday, an outbound border search revealed the 42-year-old — traveling alone — was carrying about nine cellphones.

On some of those devices, Homeland Security Investigations agents based out of MIA would discover photos and videos of Correa raping young girls and a conversation with a sex trafficker about his plans to victimize an 11-year-old girl, prosecutors allege.

Court documents state that in a graphic series of text messages, Correa promised that both the trafficker and the girl would get $300,000 Colombian pesos — about $75 — and the girl would receive an iPhone, as long as he was allowed to rape her in Medellín.

He had similar conversations and made similar promises about another girl of similar age, prosecutors allege.

“I don’t want her to say ‘no,’” they allege Correa texted the trafficker in Spanish, later telling him, “Please don’t interrupt, no matter what happens, OK?”

Investigators said Correa told them he flew to Colombia on numerous occasions to sexually abuse children. Prosecutors said that records show he traveled to Colombia roughly 45 times since 2022.

Medellín’s mayor sounded off on the platform X, formerly known as Twitter, after the arrest, posting in part: “These abuses against our children have been occurring with great intensity for years. We are not going to rest in this fight that has only just begun.”

Mayor Fico Gutiérrez added the English hashtag “#Don’tEvenTryIt.”

“Unfortunately since the ‘Cocaine Cowboy’ days back in the 80s there has been a war on children and that has led to the sexual exploitation of children,” attorney Kristen Reynoso Jackwin, who has represented clients in federal investigations, told Local 10 News. “It is children as young as 12 years old and they are finding U.S. citizens with children in hotel rooms and it is horrific.”

Gutiérrez recently announced new measures to combat child sex tourism, including seizing properties from owners that allow the sexual exploitation of minors.

Jackwin said while she commends the mayor, more needs to be done.

“Because simply shutting them down, there are always other ways that they can open up new locations to continue to do this exploitation of children,” she said.

Jackwin said prosecuting cases is not the only objective outlined in a partnership between the U.S. and Colombia, signed two years ago, but explained it is key to robustly combatting child sex tourism.

That partnership is called the U.S. – Colombia Child Protection Compact .

“You actually prosecute the offenders and that has been an issue, because a lot of these cases are not actually prosecuted,” Jackwin said. “There are 200,000 children in Colombia that are affected by sex crimes every single year and a mere couple of thousand are actually prosecuted, so making more strides that the prosecution happens and these children are treated as victims as opposed to perpetrators of crimes themselves.”

The U.S. Embassy in Colombia has promoted joint measures with officials in the country to combat sex trafficking.

Medellín: The sinister side of an increase in global tourism

Local 10 News spoke with an expert to explain why Medellín has developed a reputation for child sex trafficking.

Larry Gumbiner, a retired U.S. diplomat who spent two stints at America’s embassy in Bogotá, said Colombia is “opening up to the world and, with that, you are seeing a lot of the underbelly of international tourism, which is the international sex tourist trade.”

Gumbiner now works at consulting firm WestExec Advisors as its senior advisor for Latin America and the Caribbean. He said Colombia went through decades of low tourism owing to internal conflict between the country and guerilla groups.

Gumbiner said when that finally calmed down, “it kind of opened up a whole new country that had not been available to many tourists.”

“So you began to see, particularly in Medellín which was the epicenter of Pablo Escobar’s fiefdom — and it was a dangerous place to be for many years — finally became opened up to the world,” he said.

As the city has cleaned up its image, cracking down on the drug trade to attract tourists, with that has come child sex tourists, Gumbiner said.

“It is a wonderful city, lots of attractions, great weather, attracting tourists and along with that, what we have seen, prostitution is legal in Colombia for adults, but prostitution among minors began to explode and with it developed a reputation as a place you can go, because it’s inexpensive for Americans,” he said.

Gumbiner added that Gutiérrez is likely weighing in on the issue now because the recent high-profile arrests of U.S. citizens there has catapulted the issue into the court of public opinion.

“This has been building for many years in terms of Medellin and the growth of this industry,” Gumbiner said. “It built into a crescendo when they found an American citizen with two underage girls in his hotel room. I think, finally, for the political system, it reached a breaking point where the mayor felt he had to do something.”

As for Correa’s case, the pharmacist, facing federal charges of attempted sex trafficking of a minor and attempted travel to engage in illicit sex conduct, is scheduled to appear in Miami federal court Friday for a detention hearing.

If found guilty, he faces a mandatory minimum sentence of 15 years in prison with a maximum sentence of life in prison, as well as up to a lifetime of supervised release.

No booking photo was available for Correa; mug shots are not provided for suspects in federal custody.

In practice, however, booking photos are typically available in South Florida federal cases originating in Fort Lauderdale, since those suspects are generally jailed through the Broward Sheriff’s Office, rather than federally, while they await their court dates. Correa’s case, though, originates in Miami federal court.

County Road 26 to open Monday for local, critical trips

Limited travel for commuters using the lake city cutoff opens after state and county collaboration as bridge closure continues.

Montrose and Gunnison Counties — This weekend, CDOT and Gunnison County are working together to accelerate improvements to County Road 26 (Lake City Cutoff) so it can open Monday for local commuter travel between Montrose and Gunnison.  At the same time, engineers continue to conduct safety inspections of the US Highway 50 bridge crossing the Blue Mesa Reservoir at Dillon Pinnacles. This bridge, located west of Gunnison at Mile Point 136.3, closed Thursday in the interest of public safety after an inspection revealed a crack in one of the girders. The technical structure name for the bridge is K-07-B. 

Recognizing the US 50 closure creates a significant detour for commuters traveling between Montrose and Gunnison, CDOT and Gunnison County officials this weekend prioritized getting a shorter access route in place for local travel between the two communities. That collaboration will continue as officials work to further fortify the road with gravel and manage traffic to a level that the road can safely carry.

“We are starting slow in order to increase the chances we can go faster later. The impact on western Colorado cannot be understated and we are exhausting all opportunities and partnerships to mitigate the impacts of the bridge closure,” said Martin Schmidt, Assistant Gunnison County Manager for Public Works.

On Monday, April 22, pilot cars will lead  passenger vehicles through the access route two times a day in each direction. Because CR 26 is a high-mountain, unpaved road that is not intended to accommodate the traffic volumes of US 50, travel times will be limited and commercial vehicles exceeding a 16,001 gross vehicle weight rating are prohibited. The schedule for piloted travel is:

• 6 to 6:30 a.m. and 6 to 6:30 p.m. for westbound travel 
• 7 to 7:30 a.m. and 7 to 7:30 p.m. for eastbound travel 

The queue for westbound pilot car operations will start near the intersection of CO 149 and CR 26 and the queue for eastbound travel will start near the intersection of US 50 and CR 26. The travel time on the access route is expected to be 30 minutes or more.

County Road 26 will only be open for local, essential travel during these timeframes. The road will remain closed at all other times for the ongoing restoration work needed to ensure the road remains safe for travel.

“CDOT appreciates Gunnison county’s dedication and hard work as we cooperate to offer more options to help the western slope manage this safety closure.  CDOT will continue to support the county as we focus on the opening of County Road 26 to serve the critical needs of residents,” said CDOT Executive Director Shoshana Lew. “County Road 26 is an important local route that is up to five hours more efficient than detouring via state highways. However, this road currently has a natural roadbed and can only accommodate limited traffic - so it is important that we help Gunnison County focus this capacity on the needs of local communities most impacted by the closure.”

There are two recommended detours for through travel via Interstate 70 to the north or US 160 to the south and these detours add six to eight hours of travel time. CDOT is coordinating with emergency service providers to ensure emergency response is unaffected.

Oklahoma man facing 12 years in Turks & Caicos prison released on bond, banned from travel

An American man facing 12 years in prison in Turks & Caicos after airport security found ammunition in his duffel bag won’t have to spend one more night in jail . For now.

Ryan Watson, 40, appeared before a court on Wednesday, agreeing to pay $15,000 to secure his release, according to a news alert from The Royal Turks & Caicos Islands Police Force. 

The court granted Watson's release about two weeks after he was initially detained and arrested. He's being released with a slew of stipulations, including being prohibited from leaving the archipelago nation. He also had to surrender his passport and travel documents to the court, and needs to report to police twice a week as his case moves through the system.

His next court hearing is set for June 7.

Why were Ryan and Valerie Watson detained in the Turks and Caicos?

Ryan and Valerie Watson were in Turks & Caicos to celebrate the 40th birthdays of several friends in early April, USA TODAY reported.

The couple was trying to catch a flight back home on April 12, when airport security found four rounds of ammunition “unknowingly left in a duffel bag from a deer hunting trip,” according to a GoFundMe post made on behalf of the family. 

They were both questioned and subsequently charged with possession of ammunition, a charge that carries a minimum of 12 years in prison in Turks & Caicos.

The couple was stuck on the island without passports, unable to get back to their two young children, which left Valerie Watson “terrified.” 

“We can't both be in prison for 12 years. We have kids at home," she told WBTS-TV in Boston  "And this is such an innocent mistake that we ... didn't even know it was there. So yeah, my immediate thought was our kids and them being parentless for that long."

Ryan Watson maintains that it was a “bonehead mistake” on his part, not knowing that the ammunition rounds he typically uses to hunt whitetail deer were in his bag, the outlet reported.

Ultimately, the charges were dropped against Valerie Watson, who has returned to Oklahoma.

Oklahoma governor vouches for family: ‘Outstanding members of the community’ 

Days after the Watson family was detained, Republican Oklahoma Gov. Kevin Stitt sent a letter to the Turks & Caicos Islands government in an attempt to get the home sooner.

“The Watsons are upstanding members of their community and the State of Oklahoma, and I can assure you countless others stand willing to confirm their high moral characters,” Stitt said.

He continued to say that the couple would never “intentionally break the law,” emphasizing the importance of having them return to Oklahoma so they can continue to serve the community, Valerie as a school teacher and Ryan as a medical product salesman.

 And so that their children, Van and Ellie, don’t have to face another day without both parents, he said.

Family creates GoFundMe to bring Ryan Watson home 

Close friends have created a GoFundMe on behalf of the Watson family to cover the costs of “mounting legal fees, living expenses, and the overwhelming stress of their situation.” 

Valerie Watson said that the strain her family is under is tremendous, telling WBTS-TV that it could “ruin them.” 

“We've already talked, and we're like, what if we lose our house? Which, when we moved to Oklahoma, we built a home that we thought was our forever home,” she said. 

The sentiment was echoed by Ryan Watson, who says “this is something that we may never recover from.” 

“The emotional and financial toll is immense, and they are at risk of losing everything,” the fundraiser description reads. 

The GoFundMe had raised about $196,000 of the $250,000 goal by Friday night. 

What happens next?

Valerie Watson and her children are awaiting her husband’s next court appearance, set for June 7.

Even though Ryan Watson “forgot” about the ammunition in his bag, he may not be able to leave the Turks & Caicos Islands without serving time. The government prohibits anyone, of status or origin, to possess a firearm, ammunition, or any other weapon.

There are exceptions to this, of course, but the court is still required to issue “both a sentence of imprisonment and a fine” that are in line with what the court would consider an “exceptional circumstance,” USA TODAY reported. 

The Turks & Caicos government stiffened the penalties for firearm possession in February, noting that there were a handful of cases involving "exceptional circumstances" that allowed accused people to get away with paying a fine. “exceptional circumstances."
