Some weeks ago I learned that my insurance would not cover any costs in a country with a current state of war, whether declared or undeclared. When Israel officially declared the state of war, and the German authorities issued a travel warning to Israel, my insurance would not cover any costs while in Israel, whether related to war or civil unrest or not.

So I shopped around and, while many other private health insurers in Germany would have the same "war clause", excluding ANY health cost coverage for traveling to IL at all during times of travel warning, at least one insurer (HanseMerkur) offers to cover health costs, as long they are not caused by war-related events or civil unrests e.g.

I'm about to travel to Israel from 28th Dec 2023 to 10th Jan 2024. Everything is booked already before Oct 7th, and I have no plans to change my plans for personal reasons beyond the scope of the forum.

Searching the web I found this page of Harel Yedim in Israel that seems to insure also tourists (I'm not an Israeli passport holder nor resident in IL)

In my opinion, using an Israeli insurer would be a wise choice now. Harel is a large and dependable Israeli insurance company.

I was asking because you can't fill in Hatel Yedidims application form online, just DL from their homepage, and fax or email the scan to Harel. While it is absolutely fine to provide my credit card details, although written in paper, they also ask for the credit cards CVV (card verification code) from the back side. Without providing CVV you can't buy nearly anything anymore nowadays, which is ok, when they ask for online via encrypted transaction handlers. But I was never asked to provide the CVV written in paper along with all other CC details.

I have to think about it a few days before sending. Never was asked such during my entire life.

Regarding the credit card information on the Harel-Yedidim application...a prepaid debit card should work and would cap your risk. MasterCard has the Travelex Money Card program.

I investigated the Har'el policy. In fact there are a number of large insurers in IL who offer such an insurance for incoming tourists. The polcies can ve bought from many insurance agents e.g. Yedidim and your can discuss your needs on email and whatsup (i have done that). These policies are often used by visiting researchers who arrive for long stays. Important points to know are: (1) Road accidents are excluded (2) there is also an exclusion on war/hostilities but this may be a partial exclusion the language they use is a bit convoluted.

Just coming back for a second to report about the solution. Just in case, it might be helpful to others in the same situation.

Rob, it was to late this time to get xour Travelex Card, but I might consider it for one of my next trips.

What I did, was contacting Harel by email and telling them about my concerns. The next day already I received their reply, that it would be no problem, to just provide the credit card number at the form, and 000 or XXX the rest. And then to send them a seperate mail to contact me on the phone, which I did.

It was a pleasure to deal with Harel, since every of the staff I had contact so far, was very friendly, understanding and competent.

Finally, yesterday morning, at my travel day, I received the insurance policy doc early enough to print it out at home and take it with me.

Based on my experience, I can definitely recommend Harel to others.

My El Al flight arrived after midnight, immigration was smooth as always for me, zero questions asked :-)

Like so many things about Israel, the process of getting health insurance coverage is unique. The tiny Middle Eastern nation offers universal healthcare to all its residents. But it also has one of the highest private healthcare expenditures in the world. Also unlike many healthcare systems, there is little difference in quality of care between public and private coverage. Israel has a universal healthcare system, which offers and requires public insurance for all of its residents. State healthcare covers basic and emergency medical needs at a high level of quality. It includes mental and reproductive health services, prescriptions, chronic illness care and physical therapy. If you’re a foreigner working for an Israeli company, you’ll be enrolled in state healthcare automatically. If you are self-employed or retired, you’ll need to apply for coverage directly, whether public or private. Israel’s public system doesn’t cover tourists or non-permanent residents, however. So if you’re not making a permanent move, you’ll also need to seek private insurance options.

Private Medical Insurance Options in Israel

Israelis have one of the highest rates of private health insurance enrollment in the world. While the public system offers access to high-quality facilities, it doesn’t cover everything and suffers from long wait times and staff shortages. Many residents obtain “supplementary insurance” provided by the four non-profit funds that run the state healthcare system. You can also buy from private local insurance companies outside of that system, but they typically do not cover pre-existing conditions. They also can refuse coverage to anyone based on their state of health, and require a 90-day waiting period to start.

For all of these reasons, it’s a good idea to buy international health insurance for foreigners in Israel. Especially if you are relocating temporarily, are self-employed, are retired or aren’t sure about your employment in Israel, you won’t be able to enroll in the state program right away — or possibly at all. Even if you gain permanent residency — whether through Israel’s Law of Return program or in some other way — you’ll have a wait before you can enroll in the state health plan.

International health insurance policies will cover you wherever in the world you live or travel to, and can be as bare-bones or as comprehensive as you need. If you are not relocating permanently, or think you’ll be able to get on the state plan in less than a year, you should consider travel medical insurance . The Cost of Health Insurance in Israel for Foreigners

Israel’s public healthcare system is funded by taxpayers, who pay 3.1% of their income. Supplemental insurance involves paying further premiums to the public funds, while private insurers collect premiums based on factors including your age and state of health.

What type of health insurance is right for you depends on your circumstances — how and why you’re becoming an expatriate.

  • If you move to Israel to work at an Israeli employer, you’ll be automatically enrolled in state insurance, and your employer will be required to enroll you in private insurance as well.

Residents of northern Israel brace for possible all-out war with Hezbollah

HAIFA, Israel (Reuters) -Eli Harel was an Israeli soldier in his early thirties when he was sent into Lebanon in 2006 to battle fighters from the Iranian-backed group Hezbollah in a bloody, largely inconclusive month-long war.

Now 50, Harel is ready to rejoin the army to fight the same group if shelling along Israel's northern border turns into a full-blown war with Iran's most powerful regional proxy. This time Israeli forces would face some of the most challenging fighting conditions imaginable, he said.

"There are booby traps everywhere," he told Reuters. "People are popping up from tunnels. You have to be constantly on alert otherwise you will be dead."

Harel lives in Haifa, Israel's third biggest city, well within range of Hezbollah's weapons. Haifa's mayor recently urged residents to stockpile food and medicine because of the growing risk of all-out war.

Israel and Hezbollah have been engaged in escalating daily cross-border strikes over the past six months - in parallel with the war in Gaza - and their increasing range and sophistication has spurred fears of a wider regional conflict.

Hezbollah has amassed a formidable arsenal since 2006.

Like Hamas, the militant Palestinian group battling Israel in Gaza, Hezbollah has a network of tunnels to move fighters and weapons around. Its fighters have also been training for more than a decade with Syrian President Bashar al-Assad's forces.

Hezbollah has so far restricted its attacks to a strip of northern Israel, seeking to draw Israeli forces away from Gaza. Israel has said it is ready to push Hezbollah back from the border, but it is unclear how.

EXILES IN THEIR OWN COUNTRY

Some 60,000 residents have had to leave their homes, in the first mass evacuation of northern Israel, and cannot safely return, prompting increased calls within Israel for firmer military action against Hezbollah. Across the border in Lebanon, some 90,000 people have also been displaced by Israeli strikes.

Eyal Hulata, a former Israeli national security adviser, said Israel should announce a date in the next few months when displaced Israeli civilians can return, effectively challenging Hezbollah to scale back its shelling or face all-out war.

"Israelis cannot be in exile in their own country. This cannot happen. It is the responsibility of the IDF (Israel Defense Forces) to defend civilians. It is what we failed to do on Oct. 7," he said, referring to the Hamas attack on southern Israel that prompted the current war in Gaza

Hezbollah did not respond to a request for comment. The group's leader Sayyed Hassan Nasrallah said in February that residents of northern Israel "will not return" to their homes.

The Israeli military said this month it had completed another step in preparing for possible war with Hezbollah that centred on logistics, including preparations for a "broad mobilisation" of reservists.

A conflict between Israel and Hezbollah would probably result in massive destruction in both countries. In the 2006 war, 1,200 people in Lebanon were killed and 158 in Israel.

Since October, more than 300 people have died in fighting in the border area, mainly Hezbollah fighters.

If war did break out, Israel would probably bomb targets in southern Lebanon before soldiers tried to push at least 10 kilometres across the border. Hezbollah would likely use its estimated arsenal of over 150,000 rockets to target Israeli cities. In 2006 the group fired about 4,000 missiles at Israel.

'IMMENSE' DAMAGE LIKELY

Assaf Orion, a retired Israeli brigadier general, told Reuters there was a growing likelihood of war erupting between Israel and Hezbollah, caused either by an unplanned escalation in clashes or by Israel losing patience with people being unable to return home.

Orion said the intensity of bombing in any war could be 10 times greater than in Gaza.

"The damage will be immense," he said. "Gaza will look like a walk in the park compared to that level of fighting."

Haifa, a port city built on the slope of a mountain from where it is possible to see the Lebanon border on a clear day, was targeted in 2006. Eight people were killed in the worst attack.

Nasrallah said in 2016 Hezbollah could hit ammonia storage tanks in Haifa, saying the result would be "like a nuclear bomb".

The mood in Haifa is a mixture of anxiety and fatalism.

Hundreds of evacuated Israelis have moved to the city and many said another war may be the only way to return home.

Assaf Hessed, 35, who lived in a kibbutz two kilometres from the border, said the military has until September to force Hezbollah back or residents will move elsewhere.

"We have to make a decision soon about where we live, we cannot go on like this much longer," he said.

Israel Military Purge Escalating, Will Topple More Major Officials

A major purge of senior Israeli military and intelligence officials is underway over their failure to prevent the devastating Oct. 7 Hamas attack.

On Monday, Maj. Gen. Aharon Haliva , the head of the Israel Defense Forces (IDF) intelligence branch, resigned. He’s the first senior Israeli official to step down for failing to prevent the assault, in which Hamas militants killed some 1,200 Israelis and took more than 250 others hostage in the worst terrorist attack in Israel’s history.

But he won’t be the last. As military investigators deepen their internal probe into the events surrounding the Oct. 7 attack, many others in the IDF’s intelligence branch, as well as Israel’s Shin Bet domestic intelligence agency, are expected to leave their posts in disgrace, knowledgeable Israeli sources told SpyTalk.

“The intelligence directorate under my command did not live up to the task we were entrusted with,” Haliva wrote in his anguished resignation letter. “I carry that black day with me ever since, day after day, night after night. I will carry the horrible pain of the war with me forever.”

Haliva’s resignation is expected to set off an avalanche of departures from the top echelons of Israel’s military and intelligence establishments, these sources say. Others who are expected to resign in the following months include Defense Minister Yoav Gallant; Chief of Staff Lt. Gen. Herzl Halevi, the IDF’s top commanding officer; and Shin Bet chief Ronen Bar. All have publicly accepted responsibility for the Oct. 7 failure. But have continued to serve amid the demands of Israel’s war against Hamas, now in its sixth month.

“It’s not clear how quickly it will happen, but I’m sure more resignations will come,” Yossi Kucik, who served as chief of staff for former Prime Minister Ehud Barak, said in a telephone interview.

According to Amos Harel, the military correspondent for the daily Ha’aretz, others who played a role in the failures of Oct. 7 are poised to leave their posts, including several senior Shin Bet officials, the current and previous commander of IDF’s Southern command, the head of the IDF’s Operations Division, and the commander of the Gaza Division

But a former senior government official says that lawyers for these officers are urging them to remain in their posts until the current ruling rightwing coalition leaves office and a new, more moderate government takes office.

“The problem is that if these people resign now, Bibi will replace them with radical rightwing ass-kissers,” the former senior official told SpyTalk, using Prime Minister Benjamin Netanyahu’s nickname. The former official asked to remain anonymous to discuss sensitive matters.

Israel’s next elections are in 2026, but many expect Netanyahu’s government will fall before then, forcing a new vote.

Eavesdropping Unit Purge

Earlier this month, the commander of Israel’s vaunted Unit 8200, the IDF’s powerful electronic and cyber surveillance agency, comparable to the U.S. National Security Agency, was forced to step down.

The resignation of Brig. Gen. Yossi Sariel, whose identity had been a closely guarded secret, followed an April 5 report in Britain’s Guardian newsp aper, which revealed that a book about the military uses of artificial intelligence that Sariel published on Amazon in 2021, using only the author’s initials “Y.S.”, had left a digital trail that led to a private Google account created in his name. The paper said the trail also revealed Sariel’s “unique ID and links to the account's maps and calendar profiles.”

An IDF spokesman confirmed the unmasking of Sariel, describing the book’s exposure of the spy chief’s identity as “a mistake.” But even before this security lapse, Unit 8200 under Sariel’s command had come under fire for its failure to foresee and prevent the Oct. 7 Hamas attack.

Also on Monday, Maj. Gen. Yehuda Fox, the commander of Israel’s central command, which includes the occupied West Bank, notified his superiors that he would step down at the end of his three-year term in August. According to Israeli press reports, Fox said he told close associates that he saw himself as part of the IDF General Staff’s failures on Oct. 7 and was therefore honor-bound to step down.

Fox’s command has come under scrutiny by IDF investigators probing the events surrounding the Hamas attack. These included several instances in which IDF soldiers under Fox stood by or participated in violent attacks on West Bank Palestinian civilians.

Such human rights violations by Israeli forces in the West Bank, as well as others in Gaza, where Israel’s war against Hamas has killed some 34,000 Palestinians, according to the enclave’s Hamas-run Health Ministry, were included in the State Department’s annual human rights report , which was released on Monday.

In what would be an unprecedented move, the Biden administration is expected to slap sanctions on a special IDF unit for human rights violations in the West Bank, Axios reported last week. The sanctions would prohibit the unit from receiving any kind of U.S. military assistance or training under a 1997 law that prohibits U.S. foreign and military aid to foreign military, security and police units that have committed human rights violations.

The unit, called Netzah Yehuda , is a battalion made up of ultra-orthodox men and radical right wing settlers who were deemed unacceptable by all other IDF combat units.

The State Department began its investigation of Netzah Yehuda in 2022 after its soldiers were involved in numerous violent incidents against Palestinian civilians in the West Bank. In one incident, Netzah Yehuda soldiers arrested Omar Assad, an 80-year-old Palestinian American, at a checkpoint near his village, claiming he refused to be searched. In response, the soldiers handcuffed and gagged him, then left him on the ground in the cold. He was found dead a few hours later.

Months ago, a State Department team investigating alleged foreign human rights violations based on the 1997 law recommended that Secretary of State Antony Blinken sanction several Israel military and police units that operate in the West Bank. Asked about the team's recommendations at a news conference in Italy last Friday, Blinken said he had reached determinations based on the team’s investigation and that they would be made public “in the days ahead.”
