Short Term Stay in Hungary (not exceeding the 90 days period)

C-type Schengen visa

We kindly inform all visitors that on the basic of bilateral agreements, the Hungarian Consular and Visa Section in Islamabad issues short term C-type Schengen visa representing Lithuania and Estonia , for citizens residing in Islamic Republic of Pakistan. Citizens of the Islamic Republic of Afghanistan holding an ordinary (non-diplomatic, non-service) passport may also apply for visa at theEmbassy of Hungary in Islamabad.

A visa is only a preliminary permission for entering the country, which does not authorize its bearer automatically to enter the country. The traveler may be requested to provide a proof of the existence of the conditions of his/her entry and stay in Hungary and, if he/she is not able to fulfil this, he may be returned from the border.

Schengen States issue uniform visa for short stay visit not exceeding 90 days in any 180-days period. The Schengen visa may be issued for:

  • single entry (as a rule for the 1st time visitors of the Schengen area)
  • two entries
  • multiple entry visa in case the applicant proves the need or justifies the intention to travel frequently to Hungary (or Lithuania/Estonia) as well as proves his/her integrity and reliability, in particular the lawful use of previous Schengen visas, etc. (as per Visa Code, Article 24).

The following criteria may help you to decide whether you should submit your visa application at the Hungarian Embassy or not:

  • Hungary (or Lithuania/Estonia) is the sole destination of your visit(s);
  • If the visit includes more than one destination, Hungary (or Lithuania or Estonia) whose territory constitutes the main destination of the visit(s) in terms of the length or purpose of stay;
  • If you cannot determine which is your main destination €“ same staying duration in each country - , but Hungary or Lithuania or Estonia is the first Schengen State you wish to enter.

The Visa application is admissible only if足:

  • the application is lodged within the period of six months from the intended visit.

b) the applicant presents a wholly and legibly completed, signed application form

c) the applicant shall present a valid travel document satisfying the following criteria:

- it shall contain at least two blank pages

- it shall have been issued within the previous 10 years

- its validity shall extend at least three months after the intended date of departure from the territory of the member States or, in the case of several visits, after the last intended date of departure from the territory of the Member States;

d) the applicant shall present passport-size colour photo (not older than 6 months);

e) biometric data have been collected (if applicable)

f) visa fee has been collected.

Consul may request for the presentation of further documents or certificates in addition to the ones already attached to the application. According to law decision upon the visa, application must not exceed 15 calendar days. In individual case, the period may extend up to the maximum of 45 calendar days.

The consul using the established refusal form notifies the reason for refusal. Notification on the reason for refusal can be obtained at the consulate only by the applicant in person.

In case of refusal, the consulate will not reimburse the visa fee.

Appeal procedure

  • Every applicant has the right to appeal.
  • The application must be submitted within the eight (8) calendar days from the date of receiving the refusal decision.
  • The appeal should be lodged in writing and it should be signed by the applicant or by the person who has a power of attorney.
  • Appeal fee in PKR must be paid only with a special deposit slip provided by the Visa Officer. Your appeal is accepted only if once you paid the fee. You will get the exact information about the payment if you appear at the embassy. Please acknowledge that the payment should be done within the mentioned time period (8 calendar days), otherwise your appeal won€™t be accepted.
  • The fee for the appeal procedure cannot be reimbursed, not even in case of a positive decision.
  • The processing appeal time in €˜C€™ (Schengen) visa case is 15 calendar days.
  • Previous refusal has no legal impact on your future visa applications!

Since 21 December 2007, Hungary has been a member of the Schengen Area , and applies the Schengen legislation in full. (At present, 26 states, 22 of the 28 member states of the European Union, as well as Norway, Iceland, Liechtenstein and Switzerland are part of the Schengen Area.)

Significant changes subsequent to Hungary’s Schengen membership are:

  • visas and residence permits issued by one of the Schengen States are valid for Hungary too,
  • visas issued by Hungarian representations abroad and residence permits issued by Hungarian national authorities are also valid for the entire Schengen Area. 

The visa sticker, designed with the same appearance for all Schengen States, bears the words “valid for Schengen States”. The Schengen visa and entry regulations are only applicable for a stay not exceeding 90 days within a 180 days period. Rules relating to stays exceeding 90 days are laid down in the national law of the member states concerned.

Right of entry and residence for a period not exceeding 90 days Citizens of the EEA ( EU + Norway, Iceland and Liechtenstein ) and Switzerland may enter the territory of Hungary with a valid travel document or personal identification document and have the right of residence for a period not exceeding 90 days from the date of entry. Family members of the above mentioned citizens who are not citizens of EEA states but are citizens of third countries and family members of a Hungarian citizen or an EEA citizen may enter the territory of Hungary with a valid travel document and – unless otherwise prescribed by any directly applicable EU legislation or an international agreement – with a valid visa.

Right of residence for a period exceeding three months

Students who are EEA citizens can reside in Hungary for more than three months if they are enrolled at an education institution offering accredited programmes. Within ninety-three days from the time of entry, such students have to register at the regional directorate of the National Directorate-General for Aliens Policing . At the time of registration, students should be able to present a certificate of admission issued by the education institution or any other document for the verification of their student status. The registration certificate has no expiry date, and is valid together with a valid travel document or personal identification document. Third Country Nationals (Non-EU & EEA citizens)  

Third country nationals are required to have a visa for entering the territory of Hungary and also for a stay of up to 90 days within a 180 days period if they come from a country that is under visa obligation according to the Schengen acquis. It is worth to check, if your country has a bilateral agreement with Hungary, because in this case there is no need of getting a visa. The visa application has to be submitted to the Hungarian Consulate in the country where the permanent or temporary residence of the applicant is located or in the country of the applicant’s nationality.

If third country nationals wish to stay longer than three months, they need to have a valid travel document, the necessary permits for return or continued travel and they should be able to verify the purpose of entry and stay. They should have both accommodation and enough financial resources to cover their costs plus a full healthcare insurance or sufficient financial resources necessary for taking out healthcare services. A residence permit authorizes third-country nationals to reside in Hungary for a period of minimum 90 days but not exceeding two years. The application for a residence permit should be submitted to the Hungarian Consulate in the country where the permanent or temporary residence of the applicant is located or in the country of the applicant’s nationality and will be judged by the competent Hungarian regional directorate. Those already residing in Hungary can submit their application directly to the competent regional directorate. Students who are third-country nationals can obtain a residence permit if they have full time legal student relationship with a registered Hungarian public educational institution working in line with the public education information system. The same rules are applied in the case when third country nationals wish to stay in Hungary in order to carry on full time studies organized by a state-recognized higher education institution, or to participate in a preparatory course for studies organized by a state-recognized higher education institution and can prove to meet the language skill requirements.

Researchers can get a residence permit when their purpose of stay is to carry out a research project under a hosting agreement concluded with a research organization accredited in line with specific legislation. For citizens of third countries , the Immigration Office issues a new biometric document, the EU Blue Card , a work permit and a residence permit enabling highly-skilled non-EU citizens to work and live EU-wide. The EU Blue Card is valid for a period of minimum 1 year and maximum 4 years. After 4 years, the card can be renewed for another 4 years. Blue Card holders are granted the same social and labour rights as the citizens of the receiving country. Since 1st January 2014 as a result of law changes a single application procedure aims the authorization of the establishment of a legal employment relationship of the third-country nationals with a specific employer in the territory of Hungary on the basis of his application for more than ninety days. The single permit is a residence permit, which entitles the third country national to establish residence and legal employment relationship with a specific employer in the territory of Hungary.

Cases of single application procedures:

  • In case the stay of the third country national submitting an application for residence permit for gainful activity aims the establishment of a legal employment relationship with a specific employer;
  • In case the third-country national intends to establish a legal employment relationship, and he/she submits a residence permit application for family reunification, or submits an application for EU Blue Card;
  • In case the third-country national intends to establish a legal employment relationship, and he/she is in possession of a residence permit issued for family reunification, or is in possession of an EU Blue Card.

Work permission for students from third countries:

Students from a third country carrying out regular studies in Hungary as part of a cooperation programme can pursue income earning activities full time in their term-time for a maximum of thirty hours weekly, and sixty-six working days beyond their term-time or during a period not exceeding ninety days.

To apply for a Hungary D visa, which is a long-term visa for stays exceeding 90 days, you need to follow these steps:

Schedule an appointment: You need to schedule an online appointment with the Hungarian embassy or consulate in Islamabad. You should book an appointment up to 3 months before travel to Hungary.

Appointment Confirmation: After online boking of appointment, embassy will send you a mail up to three days before your visit to them. You will get an option to confirm the appointment or cancel it. After confirming it you can visit the embassy.

1. Types of Hungary study visa for Pakistan

“VISA TYPE C” and “VISA TYPE D”. If the student is applying for a short course (less than 90 days), then they should apply for TYPE C. If their course is taking more 90 days, then they should apply for type D.

D Type Visa:

This type of visa is for those Pakistani applicants whose stay exceeds 90 days. When reaching Hungary, these students have to apply for a residence permit within 30 days.

NOTE: Besides students, the applicants who are looking for Employment, job or research also need to apply for D-type visa:

C Type Visa

This type of Hungary visa is for those Pakistani applicants whose stay doesn’t exceed 90 days.

Remember: The students of EU/EEA don’t need to apply for visas if the study programs end within 90 days of duration.

1) Passport

A: The passport must have at least one year of validity period after issuance of visa. B: Applicants will also provide visa copies (if they have any).

University admission letters, in general, must mention your

  • Course name
  • The Estimated duration of your course
  • Official Dates on which the course will begin
  • Tuition fee
  • It should state whether it’s a Full-time course or part-time , & Licensing information only in the case of private universities).
  • The letter must be signed by the institution head or the official representative.

In some cases, particularly at the time of admission, your academic history must be closely aligned with your future studies, so be careful while selecting your course, because you have to convince the visa officer about that relevant course.

6) Medical Insurance (Travel insurance)

Medical insurance is required by the Hungarian National Directorate-General for Aliens Policing. It is important otherwise the applicant could spend a lot of money in case of a medical emergency. Plus it is compulsory when the student later wants to apply for a residence permit.

Applicants must provide travel insurance which should cover all the medical expenses, & should be eligible for all Schengen countries.

If the university covers health insurance, it should mention in the letter.

If the university is providing accommodation, it should be mentioned in the acceptance letter.

In another case, students must provide Accommodation proof of their stay. It could be a rented house, hostel, or hotel accommodation.

8) Bank statement or Sponsor for Hungary study visa Pakistan:

Depends entirely on the individual cases. Official Bank statement of the last 3-6 months (Upto 10,000 $ ) is required.

It’s proof that you can support your duration and study financially. If you already got a scholarship, you may not need the bank statement.

If bank statements and work documents are not in English, translate them into English. It must contain a notary attestation.

If the students are receiving Stipendium Hungaricum Scholarship , they don’t need a bank statement.

Pakistani Students can also provide a sponsorship letter for a Hungary study visa If they have any issues with their personal bank statement.

Parents can also provide sponsorship letters. This letter will give details of living costs. Please attach the following documents with your sponsorship letter.

  • ID card of the sponsor
  • Work Document of the sponsor/Payment slips for the last three months
  • Bank Statement of the Sponsor 
  • Tax details from FBR   & signed Affidavit (As supporting document)

9) Flight Ticket

The booking confirms your date of arrival in the country and in the particular city.

The hotel reservation shows that the applicant has a place to stay.

10) Academic Documents

This includes all your certificates & academic record like

A: Bachelor’s transcript & certificate (If a student is applying for a master’s)

B: Master’s transcript & certificate (if the student is applying for Ph.D.)

C: Metric & FSC transcripts (10-12th Grade) (A level) (DMCs) and certificates (if the student is applying for a bachelor

D: English proficiency certificate from the university. E: Course summary (to explain your courses & how your previous courses & studies resemble your future studies in which you are applying)

F: Two Letters of recommendation from the university & also the detail of the Referees.

(It requires in case of university admission. It is, good to carry them along with your educational documents)

The above-mentioned documents must be attested by IBCC, HEC, and MOFA (Ministry of Foreign Affairs).

IBCC authority is only responsible for the attestation of metric and inter documents.

11. IELTS Requirement to Hungary study visa for Pakistan:

Interestingly for Pakistani students, there is no IELTS requirement for a Hungary study visa.

However, universities in Hungary define their own admission process, & may ask for IELTS or TOEFL during the admission process.

Applicant should attach an English proficiency certificate while applying for a Hungary study visa. This certificate is provided & issued by the university at the time of graduation.

This certificate basically mentions that the student can fluently write & speak English. And the course of conduct in university lessons/exams was in English.

15) Marriage Certificate (If Applicable)

The embassy will ask about marriage certificates and Childbirth Certificates. It is better to bring both marriage and childbirth certificates along with you.

These documents are necessary for family registration.

Pakistani Students are advised to carry all visa fee receipts to Hungary embassy interview.

The fee for a “D type Hungary study visa” is 23577 PKR.  

17) Receipt of University Tuition Fee Payment

Attach documented proof of tuition fee paid. This may be a bank deposit slip or ATM transfer slip.

18) FRC for Hungary study visa Pakistan

Family registration certificate (FRC) issued by NADRA offices in Pakistan.

A family registration certificate means that your record is related to the NADRA database. NADRA offices are present in all cities of Pakistan.

Please note that a family registration certificate is mostly required in embassies. The applicant can also apply for it online.

This document specifically contains the names & information of your siblings & parents. (or spouse in some cases).

This information is also needed sometimes in scholarships & visas, so it’s better to make the certificate.

19) Other Certificates

These certificates include internship certificates and experience letters. The embassy gives extra value to these certificates.

20) Polio & corona vaccination certificate:

(Entirely depend on individual cases) The polio vaccine certificate could be still important in cases of some specific countries like Pakistan & Afghanistan. 

There is no need to quarantine or do the PCR test anymore, but the vaccination record is important.

21) Police clearance certificate to Hungary study visa for Pakistan:

4.1 Acceptance Offer from a Hungary University:

  Pakistani Students need to get an acceptance letter from a Hungarian university before applying for a Hungarian student visa. Check the website of the university and fulfill their requirements.

Once you get confirmation from the university and pay the deposit fee, the next step is to fulfill the list of 21 documents discussed above.

4.2. Hungary study visa appointment booking in Pakistan

Book an appointment in Hungary embassy Islamabad for student visa through their new appointment booking system.

For C-type Schengen visas, Pakistani students can submit their applications six months before.

while for D-type residence permit visas, applications can be submitted three months before the planned date of travel.

Applications for residence permits and long-term study visas can take up to 30 days. Students will get visa collection notification after the consul’s decision. Applicants will receive a D-Type visa for a single entry. This visa is valid only for 30 days.

Can i apply to hungary university on 7th-semester transcript.

Yes, you can. By getting a “Hope certificate” from the university. Students from Pakistan can attach the “Hope certificate” along with all the academic documents & fill out the admission application.

What is Hope’s certificate? In simple words, It is a certificate based on the previous semester’s performance, that indicates that the candidate will pass the final exams with excellent results.

Most Hungarian universities give admission letters with a hope certificate. Student can send the 8th-semester transcript later.

Plus the admission process sometimes takes time due to a huge number of applicants from around the world. So students can get the 8th-semester transcript by then.

How can I appeal, if my Hungary study visa gets rejected in Pakistan?

The applicant can appeal within 8 calendar days by writing an A4 paper to the Ministry of Foreign Affairs of Hungary. The appeal must be in English or Hungarian language.

Yes, Pakistani Students can do part-time jobs in Hungary. After entering Hungary they need to apply for a residence permit which will allow them to work for 96 hours a month.
