As I drift off to sleep I begin to dream of the amazing experiences that I couldn't even have imagined only seven days ago. I dream of diving with manta rays, of Pele, the goddess of fire, of paddle boarding at Shark's Fin Cove and swimming in the cool water under the cascading falls of Moâ'oula.

This is a well tuned adventure. The staff are very experienced with the itinerary, the excursions and activities, the ship, and seemed to really enjoy working with each other. The itinerary is busy if you participate in everything, but allows opting out choices for people who want to relax. The route is a slow pace, and flexible to allow for sudden changes in weather or whale sightings. The weather was perfect, and we got up close and personal with whales, dolphins, green sea turtles and many fish while snorkeling. We also got insights into life in the less visited islands of Lana'i and Moloka'i.

The rooms are pleasant, simple and functional. There was plenty of hot and fresh water. The beds are very comfortable.

The food was excellent - local, varied, and very flexible. The pastry chef was even more amazing. For this particular chef, he seemed to love garlic and salt. I would recommend easing up on both.

Simply fantastic. We loved the luxury of the cruise, combined with the various active adventures. Perfect!

We had wanted to see Hawaii, but are not overly enthusiastic about crowds and commercialism. We wanted to see multiple islands, but did not know which ones to pick. This cruise was perfect, since they took us to 4 different islands and arranged lots of great activities. It was especially great because everything (including the alcohol) was included in one price.

Amazingly good food!

Maria and Jess did great jobs as our expedition leader/guide. We thoroughly enjoyed the activities and their enthusiasm.

We appreciated the advance information. And my questions were promptly and accurately answered.

There was one hike that was a bit grueling for me, but they were up front about it at the beginning. In spite of that, it was good to be out in the forest in Hawaii and see some things we don't see at home.

This was an ideal trip -- so many fun activities in a beautiful variety of Hawaiian locations, and yet without crowds and hustle-bustle. We loved the snorkeling and whale watching most. Both gave us a sense of awe at nature's variety and beauty, and the small groups with expert guides provided a rare atmosphere of intimacy. Everyone in our group of 25 was good-natured and enthusiastic. The night snorkel with manta rays was a disappointment because only one ray appeared that evening, but there were dozens of unruly tourists.

This trip was a blissful contrast to the "touristy" experience one often finds elsewhere in Hawaii. We've always wanted to see Hawaii but didn't want resorts or large cruise ships.  This trip was very active, yet relaxed and intimate -- perfect for us.

The ship was comfortable and welcoming.  Our cabin, while not large, had plenty of storage and was well appointed.

We thought the food was superb.  Both the chef and pastry chef offered a wonderful variety of delights at every meal, and we were always given choices.  The service was always capable and gracious

Our leaders (Jill Q. and Jill B) couldn't have been better.  They were highly knowledgeable, obviously loved nature and Hawaii, always positive and helpful -- they had that elusive balance of energy and even temper.  They went out of their way to give us a beautiful experience!

The information provided and Aaron's helpfulness were great.

Try to plan some time in Hawaii before and after the cruise.  The "before" allowed us to explore another part of the islands -- and gave the airline time to get our luggage to us two days late!  The "after" gives a chance to transition from the relaxation of the cruise to the hassle of the flight home.

This trip exceeded our expectations! We wanted to experience the different islands of Hawaii, and we love water adventures, so this was a perfect fit! We enjoyed all the water activities the most...mostly because that’s what we enjoy, and they were worth the effort. We saw lots of great fish, coral and other wildlife. We loved the whales, they put on quite a show! The group seemed to connect fairly quickly. Some great new friends!

The room on Safari Explorer was very nice. Bed was very comfortable!

All the meals were excellent!

We had everything we needed, and everything was well prepared for our travel and reservation.  

The entire crew was amazing. They got to know us within minutes of our first encounter, and always seemed to have a genuine concern for us. Jessica and Lauren were amazing. Both we well informed and found the best opportunities for us in every situation. Always very concerned and watching out for our safety. Both had a great sense of humor, Lauren tells some pretty good jokes! Jessica was always very positive and optimistic, and authentically sincere! They were an absolute delight! I don’t remember the name of the boat driver in Kona, he drove the Black Pearl. He was very informative and a lot of fun.

South pacific travel faqs, do i need a covid-19 vaccine to join an intrepid trip.

Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travelers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travelers and leaders get vaccinated to protect themselves and others.

Specific proof of testing or vaccination may still be required by your destination or airline. Please ensure you check travel and entry requirements carefully.

What’s the weather like in the South Pacific?

The South Pacific islands have a tropical climate with only two seasons: a wet season from November to April and a dry season from May to October.

The weather is hot all year round, though it's hotter and stickier in the wet season and tropical cyclones and typhoons can occur.

The dry season sees clearer skies and cooler temperatures, though daytime highs rarely dip below the low 60s (F).

The water temperatures don't fluctuate much, with average temperatures lingering between a pleasant 81°F and 84°F.

When is the best time to visit the South Pacific?

The most popular time to visit the South Pacific is in the dry season from May to October when skies are clear and humidity is low.

However, these months also see the biggest influx of tourists so expect busier beaches and higher prices for things like accommodation.

The wet season is the quietest time in the South Pacific and if you don't mind hotter, stickier and wetter weather, it can be a great time to enjoy the islands in their most idyllic state.

What do I pack for the South Pacific?

The South Pacific region experiences tropical weather, so packing sandals, sunscreen and plenty of swimwear is a must. Because of the high temperatures and often humid conditions (depending on the time of year), packing lightweight, breathable clothing (think linen or cotton) is also a good idea. You might also want to consider packing comfortable walking shoes for exploring the islands and insect repellant for those pesky tropical bugs. 

What is the internet access like in the South Pacific?

While the South Pacific is largely remote as a region (the only way to get there from neighboring countries is to fly), it's fairly connected with great internet access across Samoa, the Cook Islands, New Caledonia, Vanuatu, Papua New Guinea and Fiji. However, there are some exceptions as each island boasts lush tropical rainforests that can interfere with your mobile coverage. Having said that, if you stick to the populated areas, most hotels and restaurants should have wifi for you to connect to. 

Do I need to purchase travel insurance before traveling?

You may have to trek a bit to reach the thousands of islands that comprise the South Pacific, but the journey is well worth the effort. In this vast area, you'll discover unspoiled beaches, impressive historical sites and a laid-back atmosphere ideal for a relaxing getaway. But with so many islands within Melanesia, Micronesia and Polynesia to choose from, deciding which remote paradise to prioritize may be a challenge – that's where we come in. For a dreamy vacation set amid turquoise waters, lush jungle and extensive coral reefs, book your ticket to Palau. This tiny country in the western Pacific Ocean is known for its premier scuba diving sites and incredible scenery. Get a taste of local culture in Koror, Palau's capital, where you'll find an assortment of craft shops, restaurants, bars and small museums. Other must-do activities include swimming with thousands of non-stinging jellyfish, kayaking Nikko Bay and taking a boat or flight tour of the breathtaking Rock Islands Southern Lagoon, a UNESCO World Heritage Site.

Head to one of Fiji's 330-plus islands if you appreciate cultural activities and attractions as much as you enjoy spending time outdoors. In Suva, Fiji's capital city, you can participate in a traditional kava ceremony (which involves drinking yaqona, a root-based drink with mild sedative properties), watch a firewalking festival at Mariamma Temple and explore the Fiji Museum. Meanwhile, Fiji's smaller destinations – including the Yasawa Islands and Taveuni – feature incredible coral gardens, stunning rainforests and some of the world's best beaches . When you tire of sunbathing, snorkeling and hiking, retreat to a rustic bungalow, a trendy boutique hotel or a luxe five-star resort.

One of the smallest countries in the world, Tuvalu is comprised of nine low-lying islands featuring unspoiled white sand beaches, abundant marine life and a laid-back atmosphere. Most of your days here will be spent snorkeling, scuba diving or simply lounging on the beach. However, remember to save time for visiting the Tuvalu Post, which is home to a wide collection of rare decades-old stamps, and checking out the destination's World War II wreckage sites. Despite its beauty, Tuvalu is off many travelers' radars, meaning you won't have to fight hordes of tourists for a spot on the sand.

Newlyweds who want to see a lesser-known side of French Polynesia should consider honeymooning on Moorea. This awe-inspiring island features the same kind of striking natural wonders and romantic accommodations couples will find on Bora Bora, but with a more relaxed atmosphere and lower price tags. What's more, Moorea only sits 10 miles away from Tahiti, making it easy to reach from French Polynesia's main international airport or by ferry. Once travelers arrive on the island, they'll discover eight towering mountains and two beautiful bays, plus several noteworthy attractions, including the Moorea Dolphin Center and Temae Beach.

This string of more than 80 volcanic islands in the southwestern Pacific Ocean is a picture-perfect getaway that is well off the beaten path. Port Vila, the country's capital located on the island of Efate, is where you'll find many of Vanuatu's tourism facilities, including a selection of restaurants, shops and accommodations. Top activities in Vanuatu include hiking to the summit of Mount Yasur (an active volcano), swimming in the Blue Lagoon and snorkeling Mystery Island's crystal-clear waters.

Despite its small size, this group of 15 islands midway between New Zealand and Hawaii offers something for everyone. Popular activities range from snorkeling excursions and hikes to waterfalls to village tours. The striking white sand beaches on Rarotonga and Aitutaki also can't be missed. After exploring, savor local staples like ika mata (marinated raw fish) and poke (a pudding-like dish made with tropical fruit) at a market. Meanwhile, make sure to attend an island night celebration, which combines traditional dancing with an umukai (a feast prepared in an underground oven). Because the Cook Islands are associated with New Zealand, visitors can easily fly here from Auckland.

This French Polynesian island is the perfect place to go if you're looking to reconnect with nature, dial up the romance and pamper yourself while on vacation. In Bora Bora, you'll find overwater bungalows and luxurious spas made for honeymooners , plus a beautiful turquoise lagoon and lush Mount Otemanu to explore. For an overview of the island and an adrenaline rush, sign up for a four-wheel-drive excursion or a boat tour that includes a shark and stingray feeding. Then, head to Matira Beach or your resort's private stretch of sand to relax as you watch the sun set.

Tahiti's international airport and variety of big-city amenities (think: diverse restaurants, exciting cultural events and abundant five-star resorts) make it a natural choice for a South Pacific vacation. But don't let the French Polynesian island's hustle and bustle fool you: Tahiti also boasts plenty of rushing waterfalls, towering mountains and pristine beaches to set the scene for your relaxing island getaway. Start your visit by checking out the markets, boutiques and nightlife venues in Papeete (Tahiti's capital city) before escaping to one of the island's jaw-dropping natural wonders. Can't-miss spots include Fautaua Waterfall, the Water Gardens of Vaipahi and Papenoo Beach.

Home to about 170 islands, Tonga is known as the last Polynesian monarchy. Tonga vacationers can spend time relaxing on crowd-free beaches, touring the Mapu'a 'a Vaca blowholes and enjoying a traditional Tongan feast. For a truly once-in-a-lifetime experience, don't miss an opportunity to swim with Tonga's graceful humpback whales, an activity that is possible between July and October. Other adventurous travelers will want to go for a dip in the 'Anahulu Cave, an underground freshwater pool surrounded by ancient stalactites and stalagmites.

Water lovers, eco-tourists and culture hounds will all love visiting tranquil Samoa. Here, you'll find breathtaking natural wonders like the To Sua ocean trench (a giant swimming hole), the Alofaaga Blowholes and the Sopoaga and Papapapaitai waterfalls. Additionally, Samoa offers an array of cultural attractions, including the Samoa Cultural Village (with traditional tattooing and tapa cloth-making demonstrations) and the Robert Louis Stevenson Museum. Once you've gotten your fill of sightseeing, head to a local market for fresh produce or seafood before retiring to a fale (a rustic beachfront accommodation) for the night.

Thanks to its abundance of untouched natural wonders and lack of traditional accommodations, the Solomon Islands are an ideal destination for eco-tourists. Visitors can explore dense jungles, surf uncrowded waves and even climb a dormant volcano. The country was also a battle site during World War II, so history buffs can find historic relics like abandoned tanks and amphibious vehicles scattered throughout the islands. But perhaps the most unique sights are those found in the islands' surrounding waters. Divers from around the world flock here to see the Solomon Islands' sunken WWII seaplanes, submarines and oil tankers.

Galápagos Multisport

Overall I had a great time, but there were certain aspects that kept it from being exceptional. A big one was the overpriced optional snorkeling tour. It was marked up $30 over normal ($110 vs. $80). The tour is on Isabela Island. On arrival after check in there will be free time before dinner. I recommend taking this time to shop around the tour operators and book on your own. Separately, I recommend bringing your own snorkel equipment. There are a few opportunities to snorkel right off the beach apart from the group, and also the contracted snorkel companies could not be relied upon to have the appropriate size fins, especially for women.

Highly recommended! We had a fantastic group leader Katty, she was keeping us informed about all the activities and extra things to do all the times as well as had a great enthusiasm with regards to animals and uniqueness of Galapagos islands. Program was great and time was just right! All meals were also really good.

The travel to the destination islands in Galapagos was great. Tour leader was very knowledgeable but pre and post Galapagos was not good.

Ultimate Galapagos Islands Adventure

The guides were terrific, very educational and entertaining. We loved the ability to stay at 4 of the different islands, and have an ocean view from every room! We got to see and do so much! I was never board, snorkeling, biking, watching and learning about the animals and environment, hiking, kayaking, etc…. It was great that the agenda was flexible. Having the agenda changed to enable us to be able to participate in all activities instead of having to pick and choose was fantastic! We were excited to find out we could snorkel the tuneles and hike the volcano. The food was fantastic, they were able to accommodate my gluten allergy every we went. All the local restaurants we very good at accommodating allergies as well as giving us a fantastic variety of local delicious foods. All in all it was an amazing trip that I definitely recommend!

Affordable Galapagos 8 Days Tour

The tour started very badly when no guide arrived for the first evening orientation and no-one was at the hotel the next morning as promised to take us to the airport. Once in the Galapagos most activities went very well. One tour contact did not speak English but otherwise the guides were very good. We have not had any contact with GuideEcuador since the beginning.and no follow up as to a promise of making amends for the frustration felt when we were very concerned that maybe there was no trip to be had. Jose and Sofia in San Cristobal, Dario in Santa Cruz and Paola on Isabella were excellent. The snorkelling guide on Isabella was very poor in organization and instruction. We had expected a follow up from Guide Ecuador

Magical Galapagos (5 Days)

Great tour! Highly recommend to anyone looking for a short trip to the Galapagos. Our activities included snorkeling multiples times with sea lions, sea turtles, sharks and many different exotic schools of fish. We also went to two different tortoise sanctuaries, a flamingo watering hole and even saw a few penguins! The food included in the tour was also great.

Galapagos Multisport

I wish they had asked us beforehand what wildlife we wanted to see. I had chosen this time of year specifically to see the boobies and frigates mating and chicks hatching. We realized at the end of the tour that we could have seen them on the islands that we were visiting as others we met had pictures and videos from few days prior but no one had told us. We also could have booked an excursion to Seymor Norte on our free day from Santa Cruz to guarantee sightings of all of those but by the time we got to the island and asked around all the bookings were full. We should have been offered to book it back in January when the itinerary had already been set and we were told we had a free day. I was very disappointed that the one thing I wanted to see specifically, I could not.

I had an absolutely amazing 10 days trip in Fiji. The tour was perfectly organised, with a lot of activities. Everything was perfect. I had such a great full immersion in the Fijian culture. Highly recommended a tour with them.

Highlights Of Quito and Galapagos Islands

The tour organized by Indus Travels was flawless. Hotels, tours, and transportation all impressed me. We had a very relaxing time knowing what was happening at each stage. The scenery and activities were fantastic and did not disappoint. The highlight of the trip was definitely Galapagos Islands.

What people love about Pacific Tours

This tour is intended for people who are physically fit,able to walk 6 kilometers a day, love to kayak/snorkel/swim/bike, and still have plenty of energy to enjoy the wildlife. I cannot cope up with the group, but luckily our CEO offered me options like museum visit, tour to Tntoreras. I still was able yo see all the wildlife I need to see exvept the cormorant. I did not expect to stay in a 5 star hotel. I find the accommodation suitable enough for my needs: comfortable bed, air condition, water, electricity, wifi. Special thanks to Sandra, CEO. She is one of the best tour guides I met in my years of travel. She is a great listener and teacher. She was born in Santa Cruz. She knows Galapagos like the palm of her hand.

This was a great tour, the galápagos is amazing! G-adventure has a well organized tour. There are some early morning days but they don't matter because you are in the Galápagos! The rooms are basic but have air conditioning which is good since it is very hot there. José was a fantastic guide and had so much knowledge about the islands. Definitely choose the add-on snorkeling trips they are worth it. I think the Galápagos needs to be on everyone's list.

Amazing experience, and our guide was so knowledgeable and resourceful.

A Biden Envoy to the Pacific Had Major Conflicts of Interest

When joseph yun was the chief us negotiator in the pacific, he also led talks that are likely to deliver a lucrative advantage to the consulting firm where he currently works and the powerful defense contractor it represents in the region..

When Biden’s presidential envoy Joseph Yun landed in the Marshall Islands in June 2022, he took every precaution.

Everyone involved wore teal N95 masks. Yun kept his distance from his Marshallese hosts, who exchanged handmade gifts without physical contact, the US military base’s newspaper Kwajalein Hourglass reported . Concerns around COVID-19 had delayed Yun’s trip and related negotiations over pacts with the Marshall Islands, the Federated States of Micronesia, and Palau — strategic islands in the Pacific where the United States and China are vying for military dominance.

But the Biden administration has been less cautious about the ethical quandary presented by Yun’s role. At the same time that Yun was the United States’ chief negotiator in the Pacific, he was also listed as a senior adviser to the Asia Group, an ultraconnected Washington consulting firm composed of former government leaders who advise major corporations and military contractors. He led talks that are likely to deliver a lucrative advantage to the consulting firm where he currently works and the powerful defense contractor it represents in the Pacific.

Yun’s efforts, and his potential conflicts of interest, could have a wide-scale impact on the 2.3 million who call the region home, not to mention the world at large. As Washington and Beijing ratchet up tensions in the region that resemble a new Cold War, these Pacific island nations may be small in size, but have massively outsized consequences for US power.

Just last week, President Joe Biden announced a new defense partnership with Japan and the Philippines in response to China’s interests in the Indo-Pacific, and a top Australian official called the region the site of the “ biggest arms race ” since World War II.

The Asia Group engages in influence-peddling, and several top Biden appointees come from the firm. But since it’s not technically a lobbying firm, it manages to evade scrutiny — and lobbying disclosure laws — by design. The firm mostly keeps its clients secret, even as it advocates on their behalf in backrooms with policymakers in Washington and world capitals. And they’re not required to divulge anything. A former employee told me that the work that the Asia Group does for clients is “innately corrupt.”

The Biden administration sees the Pacific through the lens of American military power, much like his predecessors. From 1946 to 1958, the United States tested sixty-seven nuclear weapons in the Marshall Islands, and the area has continued to be the site of US weapons testing ever since.

The agreements Yun negotiated, which were just signed into law, give the US military continued exclusive access to the Marshall Islands, Micronesia, and Palau in exchange for billions in US aid going to the independent nations. These accords may significantly benefit one of the Asia Group’s major recent clients, Lockheed Martin. The military contracting giant operates the Ronald Reagan Ballistic Missile Defense Test Site in the Marshall Islands, and another US base on the islands is home to what Lockheed calls “ the world’s most advanced radar .”

Just under half of the gargantuan $850 billion US military budget goes to military contractors, and companies like Lockheed are some of the biggest beneficiaries of hawkish American policies in the Pacific.

Backroom Deals

Unlike what is federally mandated for most political appointees, Yun held a special designation as a presidential envoy and was not required to publicly disclose his clients, income, and investments. The potential appearances of a conflict alone were plentiful, as Yun continued to hold meetings at the Asia Group’s office.

Yun wrote by email that his government role “was reviewed by State Legal/Ethics and approved, because there was no conflict of interest or any overlap, and I agreed to recusal if we came across any such overlap.” He added that his advisory work for the Asia Group “involved no defense sector work” and “involved no Pacific islands.”

The State Department defended the arrangement. “There is no legal prohibition on Department of State employees holding outside employment in most circumstances,” a spokesperson wrote in an email to us.

But ethics lawyers still have concerns. Yun, listed throughout as a member of the Asia Group’s “team,” has kept his clients secret, and the terms of his government service did not require public disclosure.

“If I were the ethics adviser at the State Department . . . I would tell him he can’t have anything to do with those areas of the world where the firm is doing consulting business,” Richard Painter, the chief White House ethics lawyer from 2005 to 2007, told me. “I just don’t like it. I wouldn’t allow it.”

Yun’s employer, the Asia Group, is no ordinary Washington firm. Its cofounder, Kurt Campbell , is the long-standing Asia czar of the Democratic establishment. After three years in the White House directing China policy, Campbell moved to the State Department in January and is now one of its two deputy secretaries, its number-two position. The other deputy secretary, Richard Verma, was previously vice chairman of the Asia Group, where he led the firm’s South Asia business , advising Facebook, the Pharmaceutical Research and Manufacturers of America lobbying group, and Walmart.

Campbell’s network of diplomats blurs the line between official and private life. On a 2018 episode of the firm’s podcast, Tea Leaves , Campbell warmly introduced Yun as a friend and traced his decades-long path, including serving as ambassador to Malaysia and holding one of the toughest diplomatic jobs imaginable, negotiating with North Korea.

Campbell paused for effect. “Joe’s most extraordinary career accomplishment — joining us at the Asia Group,” he said, “bringing his expertise and knowledge to help our clients further their interests.”

The Asia Group has since removed the episode from its website.

In a statement sent to us, the Asia Group noted, “Amb. Yun assists on TAG’s [the Asia Group’s] Korea and Southeast Asia work, helping clients better understand risks and opportunities in those regions.”

The firm did not respond to detailed follow-up questions.

“Innately Corrupt”

Call it a Rolodex firm. The Asia Group is one of a handful of influential Washington consulting outfits for out-of-office government appointees going through the revolving door. Before becoming secretary of state, Antony Blinken cofounded the firm WestExec Advisors , sustaining a tradition of corporate work pioneered by Henry Kissinger and continued by Madeleine Albright and Condoleezza Rice.

National security officials make millions advising the world’s most recognizable companies. In the last several decades it’s become normal for former government leaders to do this and then return to government.

The Asia Group promises access: the national security adviser will return your calls and take the meeting, according to the former Asia Group employee. And some of that door-opening is for foreign dignitaries. Campbell himself has ferried the former prime minister of Thailand to meetings around Washington.

The firm’s focus is on the military and aerospace sectors, and they’ve worked for General Electric, Northrop Grumman, and Raytheon . In 2020, the Asia Group advertised that it helped “a leading U.S. defense company in Australia for a multi-billion dollar contract,” and ethics disclosures filed by Campbell and his colleagues who have gone into government show that it also works for automakers, Big Banks, and Big Tech. The firm has expanded far beyond Washington to offices in China, India, Japan, and Vietnam — and later this year it will open an outpost in Hong Kong.

Since the firm doesn’t technically lobby, no federal or state disclosures are required. The Asia Group does not share its client list, creating a shield of secrecy that allows Campbell’s team to quietly work for individuals like billionaire casino magnate Steve Wynn and businessman Philip Falcone , who was convicted of securities fraud.

The Asia Group is an egregious example of the ethical gray zone posed by officials revolving to and fro, but it’s not the only one. More than thirty top national security officials in the Biden administration hail from Blinken’s firm , and dozens of senior national security officials have revolved in and out of Albright’s consulting operation, the Albright Stonebridge Group.

Consultants are so ubiquitous in Washington that when Yun testified to Congress about the Pacific island agreements in October, he sat next to Asia Group alum Siddharth Mohandas, who was then the Pentagon’s top Asia official. Biden also appointed the firm’s president, Rexon Ryu, to the Defense Policy Board , a group of influential outside advisers to the secretary of defense.

“As a patriot, I find what I witnessed there to be terribly corrupt and untoward, and I cannot believe my country is going to put someone like that into a position of immense power,” the former Asia Group employee told me.

“We Live in Fear, Fear of the Bombs”

With the United States and China engaged in hostile competition, Pacific island nations are caught in between, their very sovereignty a contested arena between the two superpowers.

The combined population of the Marshall Islands, Micronesia, and Palau is less than two hundred thousand , and their hundreds of islands cover more than the length of the continental United States. Soviet-era US bases have taken on increased significance as the United States monitors China’s maritime activities.

“The most important thing we get out of them is, of course, access to their land, their air, and their water,” Yun told the Heritage Foundation last year. “It’s crucially important.”

Threat-mongering around war with China drives a lot of business for firms like the Asia Group. In Campbell’s nomination hearing in December for the deputy secretary role, he pushed for the compact.

“I will simply say to the Senate that literally China is waiting at the moment that we are unable to fulfill our commitment,” he said. The agreement “keeps these countries in our purview,” Campbell continued, and the United States needs it for its security or, “you can expect literally the next day that Chinese diplomats, military, and other folks on the plane, landing in each of these states trying to secure a better deal for China.”

In March, Congress passed the agreements, and Biden signed them into law as part of the omnibus spending bill. The accords lock in the US military’s exclusive presence in the three Pacific Island nations over the next twenty years in exchange for more than $7 billion in US aid.

The US military applauded the passing of the agreements, and senior defense official Ely Ratner told the Senate that the military, beyond the existing missile and space testing sites, is “ exploring opportunities for new cooperation .”

For Van Jackson, a former defense strategy adviser in the Obama Pentagon, the compacts are modern-day imperialism. Since these island nations are by and large poor — with low gross domestic product and few options for trade except for with China — they are dependent on the US government for investment, services, and all matters of national security.

“It is a vestige of the musty imperial days,” he told me. “America has full veto control over them.”

The United States notoriously tested dozens of nuclear weapons on the Marshall Islands in the 1940s and ’50s, poisoning a generation and making whole areas unlivable . In 1954, the United States used the area to conduct the largest nuclear test in history, Castle Bravo . Since the 1980s, the United States has provided about $2 billion in compensation to the Marshallese as well as related development assistance.

In the Marshall Islands, the nuclear legacy remains visceral. In 2022, Yun visited Runit Dome , where the United States dumped thirty thousand tons of nuclear waste in the late 1970s. A school choir welcomed the US delegation and sang, “We live in fear, fear of the bombs, guns, and nuclear.”

Nuclear reparations, climate change, and the environment were sticking points in the negotiations Yun oversaw, and the Marshallese nearly walked out. But the much smaller country didn’t have leverage or an alternative.

“Part of Joe Yun’s job was to play hardball with them, effectively treat them like North Korea on this issue,” Jackson, now a professor at Victoria University of Wellington in New Zealand, explained.

The compact agreements are important to clients of the Asia Group. There’s a strong chance that Lockheed Martin will land a resulting contract for an over-the-horizon radar system in Palau, whose construction experts say will cause serious environmental damage . Lockheed already operates a missile defense system with advanced radar in Guam as part of a $528 million contract .

It’s a criminal offense, under federal law , for government employees to knowingly participate “personally and substantially in a particular Government matter” that has a direct and predictable economic effect on their employer’s financial employer.

“We would never let someone come into a government job and keep a job with a law firm or a consulting firm,” Painter, who now teaches at the University of Minnesota, told me. “If you come into government, you quit your day job,” Painter said. “Otherwise, all the firm’s conflicts become yours.”

The fact that there are serious ethical concerns about foreign-policy leaders in the Biden administration reveals the limitations of current government ethics rules. It also reveals the limits of those officials’ foreign-policy thinking. The United States has a troubling legacy in the Pacific islands region, and it keeps testing new missiles in the Marshall Islands and expanding its military footprint — ultimately enriching the very corporations drawn to the Asia Group’s services.

“You’re advocating for and implementing a foreign policy that generates military requirements that benefit the clients of your firm,” Jackson told me. “The conflict of interest is very in your face.”
