Brandon McGinley: It’ll always be Summer-time in Pittsburgh

I t was possible to believe the 2022 election was a fluke, and that Summer Lee, aspiring member of the left-wing Squad, could never hold Pittsburgh’s seat in Congress. This was the conventional wisdom, at least among the erstwhile Democratic establishment.

After all, that year’s party-endorsed candidate Steve Irwin and Pitt Law professor Jerry Dickinson, both virtually unknown outside insider circles, arguably split the establishment vote. Ms. Lee still didn’t even crack 50%. It appeared a single candidate could unite anti-Lee voters and end her brief run in Washington.

But the old guard was wrong. Again.

An exceptional talent

Barring a major scandal (or very clever redistricting), U.S. Rep. Summer Lee will represent Pittsburgh in Congress until she no longer desires to do so. It would be in her Democratic opponents’ best interests to come to peace with that reality sooner rather than later.

There are structural reasons for this, which I will get to, but the fundamental reason is that Ms. Lee is an exceptionally good politician. I’ve argued before that it is precisely her unwillingness to play by the usual rules of politics — her rejection of respectability and compromise, her horror at the notion of changing a single thing about herself to please anyone — that makes her so appealing.

But this time around, she combined that brash authenticity with just the right amount of classic politics. She won over or took over the Democratic committees that had long opposed her, denying her challenger, Edgewood Borough councilwoman Bhavini Patel, the imprimatur she needed.

As the officially endorsed Democratic candidate, Ms. Lee didn’t just improve on her 2022 performance in the swaths of suburbia that make up the majority of the 12th district: She won them. She won Upper St. Clair. She won nearly every precinct in Bethel Park. She won Plum and Monroeville. She even won the Westmoreland County portion of the district. By eight points.

Some will blame (and are blaming) Ms. Patel and her campaign. But that’s just another way of remaining willfully blind to reality: Ms. Lee is very talented, and the deck is stacked against anyone who runs against her.

Distinction without difference

My colleague Adriana E. Ramírez got it exactly right when she observed that the two candidates were “more alike than different.” This is the result of a structural problem that anyone seeking to unseat a progressive in a Democratic primary must confront: It’s very difficult to win over a majority of Democratic primary voters, whether in Bloomfield or Bethel, by positioning yourself to the right of the incumbent.

How, exactly, was Ms. Patel supposed to differentiate herself from Ms. Lee? By being less committed to abortion rights? By putting in a good word for fossil fuels? By suggesting the NRA might have a point?

The challenger settled on the only two options available: Israel and Joe Biden. But outside the 14th Ward, the conflict in the Levant simply is not top of mind — and to the extent it is, Democratic voters are trending toward Ms. Lee’s anti-Zionism. Ms. Lee’s lack of solicitude for her Jewish constituents after the Oct. 7 attacks was appalling, but the hard truth is that most primary voters either didn’t know or didn’t care.

And Ms. Lee was successfully cagey about Mr. Biden and the Uncommitted movement. Litigating that was undeniably tedious.

Successful campaigns, especially ones that challenge incumbents, must be able to answer the question, “Why me?” This was demonstrated in a different way in Tuesday’s undercard, in the 34th State House district between Rep. Abigail Salisbury and Ashley Comans.

Some media presented this race as the “progressive” Ms. Comans challenging the “moderate” Ms. Salisbury, but this was absurd: There was no daylight between the candidates on policy. Ms. Comans undoubtedly worked very hard, but her message consisted of merely asserting that she would represent the district better, and boasting of her endorsements from Ms. Lee, Mayor Ed Gainey and County Executive Sara Innamorato.

And the voters responded with a resounding, “Who cares?” The 27-point shellacking showed, just as Ms. Lee’s 21-point romp had, that candidates need a compelling alternative vision to motivate voters. That’s hard to pull off in a left-wing primary.

Lessons for next year

Undoubtedly this will bring to mind next year’s mayoral primary. Some will regard Ms. Lee’s triumph as demonstrating Mr. Gainey’s very good prospects for keeping his office. Not so fast.

Mayors have a record of three-plus years of executive leadership to defend, giving voters a more concrete way to judge them than they have with members of Congress. It’s much easier to articulate an alternative vision for a city than for congressional representation. And given Mr. Gainey’s paltry returns on his own progressive promises, it may even be possible to position oneself, at least on competent execution of a political vision, to his left.

It’s clear from the Comans defeat that simply being a member of the progressive cool kids club isn’t enough to win over voters. And that Summer Lee’s abilities, and popularity, are not transferrable.
