Portugal tourism reaches a new record. 27 million visits in 2019!

Portugal tourism reaches 27 million tourists last year, 7.3% more than in 2018.

Last year was synonymous with one more record for Portugal tourism, being preferred destination of 27 million tourists. This number represents an increase of 7.3% compared to 2018 and a significant advance in the pace of growth, according to data from the National Statistics Institute (INE). Tourism revenues increased to 4.28 billion euros.

In terms of stay, both national and international guests spent fewer nights in tourist units, with the average being 2.59 nights. Hotels continue to lead the choice, concentrating around 58 million stays, ahead of local accommodation with 10 million stays. Rural tourism counted with 1.0 million overnight stays. When it comes to growth, hostels stood out with overnight stays skyrocketing 23.5%, says INE.

Most of the tourists keep coming from the United Kingdom, with a total of 9.38 million people, rising 1.5% compared to 2018. Following the Germans with 5.88 million guests and the Spanish with 5.22 million. In terms of growth, the highlight goes to the North American (29.2%), Canadian (27.6%) and Irish (26%) markets.

Overnight Stays

Tourism receipts, portugal tourism revenues reached 4.28 billion euros.

This record was followed by an expressive increase in revenues obtained in the sector. Last year the sector saw a total increase of 7.3% to 4.28 billion euros.

With tourism expanding more and more, Turismo de Portugal gives green light to the construction of 105 new hotels - 29 projects are set the Metropolitan Area of Lisbon, 23 in the Algarve and 21 in the Alentejo. Look at our available projects in Lisbon | Algarve .

If these projects move ahead, they will bring 12,404 more beds to the market, which should join the existing 340,349 - the majority will be hotels, but there are also registration of apartment hotels, tourist villages and tourist apartments.

It has beautiful beaches, traditional cuisine, soccer, lively people, an idyllic climate, affordable travel costs, and an exceptional landscape, and all these characteristics make it a perfect tourist spot, even a lot of people are thinking to move and settle in Portugal permanently. In short, Portugal is one of the finest places in Europe to both visit and settle in.

Covid-19 and Tourism Industry

The COVID-19 pandemic has strongly affected the travel and tourism sector in Portugal. The country has seen continuous growth in the tourism industry before this pandemic. But the sector declined sharply as most businesses had to stop their activities. Portugal has reached top positions in the world’s travel and tourism market before this global crisis. Between 2010 and 2019 , tourism almost doubled in the country .

The impact of COVID-19 on Portugal, and on the world was unpredictable. Throughout 2020 the advance of the pandemic was enormous, and the contraction of the number of arrivals amounted to between 70% and 80%. The scenario could have been worse, but during the beginning of 2021 , between January and February , and also during some periods between July and August , the borders were re-opened and the lockdowns were eased , which allowed tourists to travel. There are many other initiatives and tourism improvement plans that are being formed to overcome the impact of Covid-19 on the industry.

Pre- and Post-Pandemic Trends

  • Before the coronavirus (COVID-19) pandemic , the tourism sector represented almost one-fifth of Portugal’s economy.
  • Covid-19, the global crisis caused the tourism contribution to GDP to drop by more than half in 2020.
  • Portugal still remained among the top three most tourism-dependent countries in the European Union in 2020.
  • The number of international arrivals and overnight stays in Portugal decreased sharply in 2020 over the previous year, due to the impact of the coronavirus (COVID-19) pandemic.
  • In 2020 , roughly four million international travellers visited Portugal, whereas more than 16 million inbound tourists arrived in the country in 2019 .
  • The number of international overnight stays dropped from 49 million in 2019 to about 12 million in 2020 .

  • Tourism is now the biggest sector of the Portuguese economy , accounting for 8.2% of the national GDP in 2018 (2% higher than in 2014 ).
  • In 2018 , the country generated €16.6 billion in revenue a year , more than double the figure seven years previously.
  • Portugal has grown its visitor numbers – up to 27.4 million in 2018.
  • In 2019 , Portugal attracted 27.1 million guests and generated 70.2 million overnight stays .
  • According to the World Travel and Tourism Council (WTTC), direct, indirect, and induced impacts of tourism accounted for 19.8% of the GDP .

  • Portugal has emerged as a travel destination with record-breaking figures for overnight stays, visitor numbers, and revenue from being a frequent subject of woeful headlines in the financial press.
  • The country has embraced recent travel and tourism trends.
  • The country has combined its rich heritage and historical attractions with trailblazing innovation to attract more and more visitors.
  • Tourism 4.0  is an initiative developed by Turismo de Portugal that aims at promoting entrepreneurship, supporting travel, and tourism startups as well as fostering innovation in tourism in the country.
  • Tourism 4.0 is established to take advantage of hospitality trends, promote the founding of new companies and help existing companies (mainly SMEs) to modernize.
  • In 2019 , a budget of over €1.5 million was available to support 450 startups .
  • Tourism Innovation Centre (Centro de Inovação do Turismo), the Tourism Digital Forum, and the Fostering Innovation in Tourism program (FIT) are the main initiatives to promote tourism in the country.

  • The hotel chain has introduced paperless processes for everything from invoice approvals to leave rotas , and staff can now log maintenance issues (such as doors or rooms that need repairs) on their smartphones .

The number of non-resident tourist arrivals in Portugal reached 9.6 million in 2021, a 48.4% growth compared to 2020. However, this also reflects a 61% decrease compared to 2019, according to a study by the National Institute of Statistics (INE).

Most tourists traveling to Portugal in 2021 came from Spain (30%), France (16%), the United Kingdom (10%), and Germany (8%). Tourism from Spain saw the largest growth in 2021 at 57.3%, with France following at 46.2%. 

The number of guests in all kinds of tourist accommodations amounted to 16 million, and the number of overnight stays totaled 42,6 million. This actually amounts to a decrease compared to 2019, by 45.8% and 45.2%, respectively. 

However, the regions of Acores and Madeira saw an increase in the number of overnight stays compared to 2019.

There was also an increase in the resident population traveling within Portugal. In 2021, 44% of the resident population made at least one tourist trip in Portugal. 

The INE study also looked at the tourist accommodation capacity. In July of 2021, there were 1,829 hospitality properties, including hotels, guest houses, apartments, and more, a 16.6% increase since 2020. 

The areas with the most tourist accommodations were the Algarve (21%) and Lisbon (36%). The regions with the most growth in hospital properties were the Azores (+41%) and Madeira (37.6%).

Fundamental Principles of Official Statistics

The UNWTO Statistics Department is committed to developing tourism measurement for furthering knowledge of the sector, monitoring progress, evaluating impact, promoting results-focused management, and highlighting strategic issues for policy objectives. 

The department works towards advancing the methodological frameworks for measuring tourism and expanding its analytical potential, designs practical guidance for their implementation in countries, supports statistical strengthening in countries through capacity building, and compiles and disseminates tourism statistics of countries all over the world.

Tourism Statistics Database

UNWTO systematically gathers tourism statistics from countries and territories around the world into a vast database that constitutes the most comprehensive statistical information available on the tourism sector.
