General Description
Baguio VISITA (Visitor Information and Travel Assistance) is an online portal implemented by the City Government of Baguio aimed at jumpstarting tourism while also monitoring travel movement to ensure safety from COVID-19.
Background and Problem
A significant portion of Baguio City’s revenue comes from tourism, as evidenced by its moniker “the Summer Capital of the Philippines.” The outbreak of COVID-19 was thus a devastating blow to the LGU, affecting not just local business but also the city’s capacity to respond to the healthcare crisis caused by the pandemic.
Solution and Impact
To address the loss in tourism revenues and the negative effects to the tourism industry, the Baguio City Government crafted a recovery and resiliency plan to revive the local tourism economy, refreshed tourism products and services, and rejuvenate travel confidence through strategic innovations by utilizing digital platforms.
VISITA is an online registration system for Baguio tourists and travelers designed to regulate the entry and monitor the mobility of visitors through a ticketing system using a QR-coded Tourist Pass (QTP). It allows tourism to restart in the city while maintaining the city’s health and safety protocols, from the mandated triages up to digital check-ins for contact tracing.
The web application features online registration for auto-regulation and real-time data analytics, QR-coded e-tickets as electronic identification, health data for contact tracing and contactless processes, safe and compliant tourism establishments and services listings for travel confidence, tourism establishments dashboard for empowered marketing, and tourist sites and services directory with a feedback mechanism for an empowered tourist experience.
Visits to the city can be scheduled by filling up an online questionnaire at least one day before arrival. Additional requirements include a health declaration and a COVID-19 test which can be done before or upon arrival. After pre-registration and arrival at Baguio City, tourists pass through triage and are continuously monitored through VISITA.
Milestones
The VISITA web portal has allowed the Baguio City Government to reopen the city to tourism, even conducting the 2020 Ibagiw Creative Festival from 6 to 29 November 2020. The City Government has also garnered support from the Department of Tourism (DOT) and the Tourism Promotions Board (TPB).
The Philippine Chamber of Commerce and Industry (PCCI) conferred Baguio City with the 2020 Business Friendly Award in recognition of VISITA’s success in addressing the impact of the pandemic to the city’s business community. The platform was also a finalist in the 2020 Digital Governance Awards of the Department of Information and Communications Technology (DICT). It was also featured as an example of good practice in promoting creative economy and e-commerce for tourism recovery by the United Nations Office for South-South Cooperation.
Moving forward, VISITA will serve as the online portal for tourists even after the pandemic, serving as a personal guide and assistant when traveling to Baguio. It has been upgraded to include booking assistance, itinerary planning, payment of regulatory fees, and on-site assistance for events, services, connectivity, and emergencies.

Luzon’s First DOT Tourist Rest Area to Rise In Baguio City
BAGUIO CITY — The Department of Tourism (DOT) in partnership with the Tourism Infrastructure Enterprise Zone Authority (TIEZA) and the Baguio City local government broke ground on the first ever Tourist Rest Area (TRA) in Luzon today, 05 December (Monday). Tourism Secretary Christina Garcia Frasco led the signing of the provisional Memorandum of Agreement (MO A) held at the Baguio Country Club, which formalizes the establishment of the TRA in the country’s Summer Capital, to be constructed near the Lion’s Head, a favorite layover spot of tourists along Kennon Road. “Baguio is home to one of the most beautiful cultures that our country has; also, it has a very vibrant and dynamic local community that supports its own tourism initiatives. We’re very happy to help in their initiatives by adding a component to tourism that will make the travel experience of coming to Baguio even more convenient and stress-free, because we’re providing the Tourist Rest Area to have clean and decent restrooms, a pasalubong center, and a tourist information center. We foresee that this can add further to the already very vibrant and dynamic tourism scene here in Baguio” said Secretary Frasco, who was joined by TIEZA Chief Operations Officer Mark Lapid, Baguio City Mayor Benjamin Magalong, and Vice Mayor Faustino Olowan represented by City legal officer Richard Tayag during the MOA signing. Baguio City Congressman Marquez Go was also represented by his wife Soledad J. Go at the event. “We at the Department of Tourism recognize the value that Baguio City brings not only in terms of your physical destinations but more importantly the intangible cultural heritage that you have so very well preserved; hence, we are here to manifest our full support,” the Tourism Secretary added as she addressed the tourism stakeholders present at the event. Under the agreement, the TRAs will be constructed by TIEZA and upon completion, the Baguio local government unit (LGU) will then take charge of the operations and maintenance of the facility. The DOT will also approve any of the LGU’s requests relating to the financial sustainability of the TRA, such as the opening of pasalubong centers and other tourism-related businesses within the TRA. Visitor arrivals to Baguio City have since the relaxation of Covid-19 restrictions shown a consistently increasing trend. The pandemic hampered the usually vibrant tourism environment of Baguio, with the City only recording over 267,000 visitors in 2021 and 268,000 in 2020, as compared to the over 1.5 million in 2019. The first 10 months of 2022 posted a growing tourist traffic to the city, with more than 474,000 visitor arrivals recorded. Last October, the DOT broke ground on TRAs in four different locations in Visayas and Mindanao islands. Two TRAs were launched in the Visayas while the two others were in Mindanao in Bukidnon and in Samal Island in Davao. The Baguio TRA is the first ever in Luzon, with others scheduled to be put up soon in the provinces of Bohol, Ilocos Norte, and Palawan. “This year, the intention is to give our tourists convenience as they go along their journey understanding that the experience is not only at the destination itself but also the journey itself,” Secretary Frasco said. “We’re maximizing domestic tourism as well by having close coordination [and] collaboration with our local government units such as Baguio City to ensure that we get Filipinos that are from the South and Central Philippines here to Baguio, and from here in Baguio at the North to Central Philippines and the South,” she added. The TRAs are one of the landmark projects of Secretary Frasco in pursuit of President Ferdinand “Bongbong” Marcos Jr.’s vision to make travelling in the country more convenient for tourists and help in providing livelihood to local communities.

Three-year action plan for city’s sustainable tourism bared
City Tourism Officer Aloysius Mapalo presented to the city officials a three-year action plan that would help the city government achieve its targets on sustainable and responsible tourism. According to Mapalo, Baguio City as a tourist destination is envisioned to be a model mountain resort attraction. He said it aspires to be a model for other local government units advocating for responsible and sustainable tourism practices and programs, ensuring inclusive and equitable benefits for tourism stakeholders and the local community. The three-year action plan is anchored on a strategic framework that has three pillars namely environmental sustainability, socio-cultural sustainability, and economic sustainability. From this strategic framework, three major strategic goals have also been identified. The first strategic goal is the development of concerned organizations and institutions with defined regulations, procedures, and standards. This includes the restructuring of the City Tourism Office complemented with staff and frontliners capacity building and development. Under the proposed restructuring of the City Tourism Office, five divisions shall be created.These are a) Tourism Product Development, Promotions, and Marketing; b) Heritage, Culture, and Arts Preservation and Promotion; c) Tourism Statistics, Research, Planning, Regulations, and Standards; d) Administrative, International Affairs, and Protocols; and e) Baguio City Convention and Cultural Center Management, Operations, and Maintenance. Also included in this first strategic goal are the strengthening of the said office and the Baguio Tourism Council and the fortification of the city’s tourism regulations, procedures, and standards. Mapalo said the Baguio City Council can help achieve the fortification of these tourism regulations, procedures, and standards by reviewing and amending the 2009 Baguio Tourism Code and by enacting ordinances on the imposition of visitors fees, environmental fees, and congestion fees. More laws that need to be enacted, according to Mapalo, are on equity and standardization of tourism products and services; on the incentivization of tourism investments; and on the adherence to sustainable tourism practices. The second strategic goal is the enhancement of tourism products and experiences with targeted marketing promotions. This is to elevate the target market which is the lower income market. Mapalo said the focus now is to produce low-density but high-value marketing and promotion strategies. Under this goal, he highlighted six ethical considerations culled from the Tourism Guidebook for Local Government Units. These are a) festivals should be based on heritage e.g. historical facts, b) unique cultural features; c) souvenir products should not destroy the biodiversity and the geological features of the place; d) decent and sensitive portrayal of women and sensitive references to Indigenous Peoples traditions and cultures; e) historical buildings should be preserved, and restoration of buildings must be authentic; and f) food served must be sourced locally using local cuisine. The third strategic goal is the improvement of tourism services facilities driven by innovation and creativity. The City Tourism Office plans to offer complete visitors service centers and tools, effective tourist transport and mobility services and tools, and adaptive and integrated programs for tourism products and services focusing on health, sanitation, safety and security, and disaster risk reduction management. Expanding on the city’s new destination brand #BreatheBaguio, Mapalo introduced three product development thrusts that are also in hashtag format. These are #BreatheWellness, #BreatheCulture, and #BreatheNature. A tourism program will be developed promoting wellness, culture, and nature. One feature of this program is Educational Tourism and Meetings, Incentives, Conferences & Exhibitions (MICE). This will offer cultural orientation and education for all tourists and new students in the city as well as promote the Baguio City Convention and Cultural Center as a MICE facility and cultural/creative hub. Included in this feature is the provision of assistance in the development and promotion of cultural and historical museums and the development of an educational history tour circuit package. Another feature is Ecological and Agri Tourism. Among the proposed and ongoing projects under this are a) Pine Trees of the Word as a major ecopark attraction; b) Irisan Dumpsite as a model for converted ecopark; c) regreening and installations of flower gardens in parks, alleys, road center islands, overpasses, and in barangays; development of urban agricultural sites and farm circuit tours; and the Country Club, Happy Hollow, Atok Trail, Lucnab, Outlook, and Kias (CHALOK) Ecopark Communities. The third feature is Sports, Health, and Wellness Tourism with an end goal of developing and promoting attractions and activities for athletic run/walk trails, leisure and recreation parks facilities focused on wellness and rejuvenation, and forest bathing areas. With this feature, Baguio City shall be the venue of various sports conventions and tournaments with emphasis on sports events that can be unique to Baguio City. To make these plans possible, the city government shall fasttrack the completion of the improvement of the Baguio Athletic Bowl and other city sports facilities and shall create mobility provisions for cycling and walking. The last feature is Cultural, Religious, and Creative Tourism. Proposed projects to realize this action plan are the creation and promotion of Heritage and Cultural Circuit Tours; establishment and promotion of local crafts hubs as experiential and immersion attractions; rehabilitation of the Maharlika Livelihood Center as a creative crafts and folk arts center; rehabilitation of the Post Office Building as a media arts and cultural museum; development of the Dominican Heritage Hill as a heritage and creative showcase hub; and long-term planning for Session Road and peripherals as an urban heritage tourism zone. Mapalo said the three-year action plan shall help the city sustain Baguio’s reputation as “home to diverse and dynamic cultures, center for education, trade and tourism in harmony with nature managed by God-loving steadfast leaders in partnership with responsible and peace-loving citizenry.” **Jordan G. ADB sees Baguio tourism benefiting from skills dev’t, resiliency training
THE Asian Development Bank (ADB) said it is proposing the Baguio Resilient City Tourism Project to improve worker productivity and the resiliency of the city’s tourism industry.
Kyaw Thu, an urban development specialist with the ADB, said Baguio has natural hazards, traffic issues and a degraded environment, which all demand intervention.
“The city government recognizes the issues (that require) intervention in Baguio,” Mr. Kyaw said.
In the proposed project, Mr. Kyaw said that an enterprise-led-network skills-development funding model based on Ireland’s SkillNet program can help cultivate priority skill sets.
Piloted in the Philippines with the Department of Tourism (DoT), the funding model is expected to grant networks access to the funds and allow them to collectively nominate their workers and identify common priority training needs.
Worker categories include accommodation, food services, transport, farm tourism, tour operations, creative services and tour guiding, Mr. Kyaw said.
The project also calls for climate change, natural hazards, and overall resilience training which may include energy efficiency and water, waste, greenhouse gas, and carbon footprint reduction training.
The ADB is also looking at setting up training programs in health and safety protocols to complement the DoT’s objective of achieving a safe and resilient tourism rebound.
The project is also considering a digital skills enhancement component, which Mr. Kyaw said can be configured as an emergency response and business continuity planning course, to prepare small and medium enterprises (SMEs) in Baguio for all types of emergencies.
“Majority of tourism service providers in Baguio are SMEs and they will benefit from the proposed project through the networks and skill development which include resilience and business development,” Mr. Kyaw said. — Justine Irish D. Tabile

BAGUIO CITY – The Cordillera Regional Tourism Investment Forum 2024, held at the Cordillera Convention Hall in Baguio Country Club on April 02, 2024, marked a pivotal moment for stakeholders in the tourism industry. Organized by the Department of Tourism-Cordillera (DOT-CAR) under the theme “Elevating Opportunities: Sustainable Investments in Mountain Tourism,” the forum aimed to explore avenues for sustainable development and investment in the picturesque Cordillera region.
The National Tourism and Development Plan 2023-2028 was unveiled by Dr. Maria Cherry Lyn S. Rodolfo, representing OIC Assistant Secretary Warner M. Andrada. Dr. Rodolfo’s presentation shed light on the tourism industry’s performance from 2019 to 2022, emphasizing the remarkable recovery witnessed in 2021 and 2022, characterized by significant growth in international tourist arrivals and receipts. “Actually, in 2022, we witnessed a growth of 1,519% and recovery was almost 32% of the 2020 levels, so that was facilitated by actually the reopening of our borders in a very safe manner. And in terms of receipts, the country actually already generated about 214 billion international tourism receipts as a result of the entry of the international tourist arrivals, and a significant proportion of that number was accounted for by our very huge network of overseas Filipinos.”
Despite the challenges posed by the pandemic, the domestic tourism sector emerged as a crucial pillar of resilience, with domestic travelers contributing substantially to regional tourism distribution in 2022. Air connectivity and efforts to diversify transportation options were underscored as vital for international and domestic tourism, with a rapid interest in cruise tourism.

In 2023, the Philippines experienced a record-breaking year in international tourist arrivals, surpassing targets set by the National Tourism Development Plan. South Korea emerged as the top market, with overseas Filipinos playing a pivotal role in bolstering tourism. Economic impacts were discussed, highlighting tourism’s significant contribution to GDP and employment. However, despite evident recovery, the industry has yet to reach pre-pandemic levels.
The National Tourism Development Plan for 2023-2028 outlined seven strategic goals, prioritizing infrastructure development, digitalization, and diversification of tourism offerings to position the Philippines as a tourism powerhouse in Asia while ensuring sustainability and competitiveness.
Jovita A. Ganongan, Regional Director of the Department of Tourism, delved into the current tourism landscape and opportunities in the Cordillera Region. “The Cordillera Region, as we know, is a prime eco-tourist destination, and it prides itself on its natural beauty. We all know that the Cordillera is a beautiful region. I would know that for 30 years. I’ve been traveling around the Cordillera, every nook and cranny, the villages, all of those adventure areas in the Cordillera, and these endowments actually provide the region’s attractions such as lush forests and mountainous areas that are traversed by 13 major river systems.”
She emphasized the region’s natural beauty, rich biodiversity, and cultural heritage spanning its six provinces, with Baguio City as a prominent hub.
Ganongan highlighted diverse attractions in each province, ranging from adventure areas to historical and cultural sites. Noteworthy increases in tourist arrivals and accommodation establishments indicated growing interest and investment in the Cordillera tourism sector, promising economic opportunities and job creation.
She explained their vision in a regional tourism development plan: “We envision the Cordillera as a leader in eco-cultural tourism being sustainably managed by empowered and resilient communities.” This vision encapsulates a bold aspiration for the future of tourism in the region and this vision supports the region’s current tourism landscape and opportunities and ensures a sustainable tourism future for the Cordilleras.”
“By embracing this vision, the Cordillera can capitalize on its natural and cultural assets to attract conscientious travelers, foster community engagement, and ensure the long-term viability of its tourism industry,” she added.
The Regional Tourism Development Plan aims to position the Cordillera as a leader in eco-cultural tourism, emphasizing sustainability and community empowerment through thematic routes and infrastructure enhancement.
Investment opportunities in mountain tourism were brought to the forefront, including wellness tourism and adventure packages tailored to diverse interests. Sustainable practices and quality standards were essential for enhancing competitiveness and reputation.
Ganongan stressed the importance of investing in human resources through training and capacity-building programs to ensure professionalism and efficiency.
Additionally, strategies for minimizing social impacts, fostering community engagement, and ensuring resiliency and safety were discussed, underlining the collaborative efforts needed to propel Cordillera tourism forward.
“So the importance of cooperation, collaboration, and the shared commitment to make tourism an economic engine will undoubtedly propel the Cordillera region into a competitive and prime destination in the country, so with a collective commitment to fostering a vibrant and inclusive tourism industry, the cordillera region can truly shine as a top destination in the Philippines offering unforgettable experiences for all who visit.” she reiterated.
Sherida Mae M. Cachero, OIC Chief of the Investment Division at the National Economic Development Authority-CAR, provided insights into investment priorities and tourism investable areas in the Cordillera Region.
Despite being a significant driver of the service sector and employment, the tourism sector remains susceptible to external shocks. Development strategies for tourism included crafting new products, promoting community participation, improving provincial access roads, and strengthening opportunities in farming and agritourism.
The Investment Priorities Plan listed tourism among the top priorities, alongside the coffee industry, renewable energy development, and creative industries. Specific locations primed for tourism-related investments were identified, offering potential for tourism-oriented industries.
Dr. Maria Cherry Lyn S. Rodolfo, from the Board of Advisors, shared her insights into challenges and solutions regarding sustainable tourism investment. She emphasized the need for accurate measurement of tourism investments, financing for micro, small, and medium enterprises, and engagement of multiple stakeholders. Various investment opportunities, including product development, marketing, and non-traditional avenues like startups and tech applications, were highlighted.
Dr. Rodolfo underscored the importance of creating an enabling business environment through capacity development, infrastructure investment, and inclusive institutions.
She concluded her presentation by describing the inclusivity of sustainable tourism development: “We’re now seeing more inclusive institutions in the country, public-private partnerships, so I think we will have a discussion on PPP later and see how this kind of modality can be used more and more by our or local government units to address the infrastructure gaps in the area. And community engagement. When communities, community organizations, community cooperatives are able now to participate, let’s say, in operations and maintenance of facilities, of activities, of their communities, then that would be a way also to generate these investments for the destinations.”
The Cordillera Regional Tourism Investment Forum 2024 was a platform to chart a course towards sustainable development and investment in mountain tourism. With shared commitment and collaborative efforts, the Cordillera region is poised to emerge as a premier destination, offering unforgettable experiences while ensuring the preservation of its natural and cultural heritage for generations to come. Tourism to take community, heritage focused steps under new plan
THE Baguio City Tourism Office (CTO) is eyeing an ambitious new plan for the coming years with regards to the direction of the city’s tourism projects.
According to the CTO’s review of its proposed development plan, many key strategic programs and new legislation are being eyed as the solution to Baguio’s tourism-related woes while keeping the sector’s growth strong.
Two among the key programs under review from the CTO are the development and improvement of “tourism products,” which ties into the other program of developing a community-based “tourism product” and a heritage zone for Baguio which would showcase the best of the local cultural communities within the city, while simultaneously drawing attention away from current hotspots for congestion and populace.
Tourism products are at their core the mix of natural, cultural, and other man-made resources within a locale that tie together into an individual “packaged” experience that can draw tourists to visit.
A particular set of ecotourism products eyed by the CTO are the CHALOK Ecopark Communities, which consist of the areas of Country Club, Happy Hallow, Atok Trail, Lucnab, Outlook Drive, and Kias villages, with the general concept of “nature plus culture immersion,” with plans to redirect tourism interest into these areas to promote livelihood and employment options outside of the central business district, sustainable employment in ancestral domains, and push for environmental protection and cultural preservation.
As part of this promotion, the CTO eyes put-up of non-intrusive tourism facilities such as view decks, gardens, boardwalks, camping and bike trails, and places for local crafts and produce in these villages.
The plans of the CTO also include a “heritage zone” in the central business district, which would include Burnham Park and other conserved heritage buildings such as the Post Office and Maharlika Complex, and other art deco and American-era structures. This zone would then be revamped with walking and biking zones, disability-friendly mobility networks, open and green space, and would also be regulated and curated with regards to new development.
In addition to these plans, legislation is also pending review and approval to aid in the progression of the city’s tourism, including a pending proposal to upgrade the CTO to an entire department, require socio-cultural orientations for tourists and new student-residents, and the imposition of environmental and vehicle congestion fees.

DOT backs sustainable, safe tourism program of Baguio

Quality rather than quantity. Tourism Secretary Bernadette Romulo-Puyat has pitched support to the initiatives of Baguio City to revive and eventually reopen its tourism industry, taking into account safety and sustainability even with the Covid-19 crisis. In her keynote address as guest of honor of the city’s 111th Charter Day celebration on Sept. 1, Puyat said the DOT shall continue to work together with the city government and tourism stakeholders to sustainably and safely rebuild the industry and bring back jobs, livelihood, and security to the city. She said the Tourism Promotions Board, DOT’s attached corporation, has committed to fund programs that spur the recovery of the city’s tourism industry, through its collaboration with the city government and the Baguio City Tourism Council in the implementation of five major projects: the multi-platform digital monitoring application Baguio VIS.I.T.A., sponsorship of a photo contest, establishment of a Baguio rebranding marketing and promotional project, setting up of the Baguio Creativity City website, and reviving the city’s weaving and fashion industry. The DOT has put together a task force to focus on domestic tourism, which involves the identification of key indicators when the destination is ready, including the willingness or support of local leaders and communities and the capacity to handle health emergencies. Puyat said they will not force LGUs to reopen for tourism and will closely coordinate with residents and local tourism councils for such plans because health and safety is a priority. She said Baguio can anticipate reopening to tourists from its neighbors and visitors from Region 1, given how the city responded to the pandemic and put in place protocols and devised a contact tracing technique that has become a template for other regions and recognized by the World Health Organization. Puyat cited the city for being one of the first LGUs to respond to the Covid-19 crisis when as early as January Mayor Benjamin Magalong has suspended the 2020 edition of the Panagbenga – a swift action, along with strict compliance to lockdown measures, that averted what could have been a dire situation given the nature of the annual festival as a crowd drawer. She said the low number of Covid-19 cases in the city can also be attributed to the thorough process of testing, tracing, and isolating that continue to be implemented. The secretary lauded the city’s detailed guidelines when soon tourists will be allowed to enter the city, such as tourists will be regulated and monitored through the Baguio VIS.I.T.A., where anyone who wishes to enter Baguio must pre-register and pre-book accommodations and undergo mandatory triage and PCR test at their own expense. She also recognized the initiative of the city in preparing to enter into a Ridge to Reef tourism bubble with partner local government units with similarly low or zero risk areas, particularly Region 1. “As Baguio readies to open its doors, we are being given the opportunity now to refocus on sustainable and responsible tourism taking into account quality rather than the quantity of tourists entering this iconic and beloved destination. Baguio is more than just a place for visitors’ escape for its cool weather. It is an important and creative center whose rich religious, ethnic and artistic heritage brings deep pride to the Northerners who call this area home. DOT-CAR asks LGUs to create own tourism development plan
Baguio City, Philippines – While other provinces in the region have not yet accepted tourists amid the pandemic, the Department of Tourism (DOT) Cordillera will be working closely with the different Local Government Units (LGUs) in crafting their tourism development plans, said the Department of Tourism OIC Regional Director Jovy Ganongan.
In the whole Cordillera region, only Baguio, as of press time, is permitted to open its tourism business, accommodating two thousand tourists per day. However, DOTR-CAR is also expecting that the other provinces will be allowed to open their tourism towards the end of the fourth quarter of the year or during the first quarter of next year.
Ganongan said that the opening of tourism for the rest of the region depends on their status, which is based on the number of cases and the capability of the local government to provide the necessary healthcare.
She added that the DOT-CAR will help and guide the LGUs in planning and preparing for the safe re-opening of their tourism industry.
She also said that the agency will focus on developing different tourism circuits like new attractions and activities that they can offer to tourists. They will also conduct assessments of existing tourism sites.
Meanwhile, she said that the agency also encourages all tourism stakeholders to get vaccinated as preparation for the permanent re-opening of tourism in the region.
She emphasized that having tourism workers and tourist guides fully vaccinated will build the confidence of tourists coming in to visit their places.
