This implies that visitors departing or passing through Dubai must simply meet the transit and travel criteria of their intended destination.

Nationals of Gulf Cooperation Council (GCC) nations, including Bahrain, Kuwait, Oman, Qatar, and Saudi Arabia, can use their National Identity Card to travel inside the GCC and visit Dubai (ID Card). Furthermore, the UAE government has selected specialized laboratories for COVID-19 testing at each destination. These include a list of COVID-19 test laboratories in Dubai, and tourists may get their COVID-19 RT PCR test from any trustworthy and certified laboratory in their country of origin.

As you plan your business or pleasure trip to Dubai, there are a few things you’ll need to take into consideration. In this article, we will outline the Dubai travel requirements for foreigners and provide information on the COVID restrictions that are currently in place. Here is a checklist of what you’ll need to do in order to make your trip go as smoothly as possible.

Dubai Travel Requirements per Philippine Airlines Advisory

Allowed travelers.

• All UAE residents, visitors and tourists can travel to Dubai without an approval from GDRFA or ICP
• Visitors and tourists have to meet the visa requirements before travel, if they are not eligible for visa on arrival.
• Transit passengers are allowed and are not required to present a COVID 19‑PCR test certificate unless it is mandated by their final destination.

Dubai Travel Requirements: Medical Documents

Passengers traveling to Dubai from all countries (GCC included) must fulfill  one of the below requirements

• Valid/ recognized  Vaccination Certificate  that reflects the completion of doses of vaccine approved by the WHO or the United Arab Emirates (UAE), provided with QR code System; or 
• Children below 16 years old
• Passengers with moderate to severe disabilities
• Moderate or severe disability includes neurological disorders and intellectual or developmental disabilities. For example: Acute spinal cord injury. Alzheimer’s disease, Amyotrophic lateral sclerosis (ALS), Ataxia, Autism spectrum, Bell’s palsy, Brain tumors, Cerebral aneurysm, Cerebral palsy, Down Syndrome, Epilepsy and seizures. (All other passengers, including those who are visually impaired, hearing impaired or physical challenged must hold a negative COVID-19 RT PCR test certificate as per the requirements)
• UAE Nationals
• Inbound passengers escorting a 1st degree UAE nationals’ relative, given that they are traveling together
• Domestic workers escorting a UAE national sponsor during travel, given that they are traveling together 
• Transit Passengers (unless mandated by their final destination)    
• It is mandatory that the negative test report includes a QR code linked to the original report for verification purposes by the airlines. 
• RT-PCR test results must be in English or Arabic languages only.
• Children under twelve (12) and passengers with moderate to severe disabilities are exempt from PCR.
• Or; Valid  Medical Certificate  issued by the relevant authorities that the passenger has recovered from Coronavirus SARS Cov-19 within a period of one (1) month (the date of recovery and the date of arrival) provided with QR code System

If requested, passengers must undergo a PCR test on arrival in Dubai and self‑quarantine until they receive a negative result. If the passenger tests positive, they should follow the guidelines issued by the relevant Health Authority in the Emirate of Dubai.

Updated Dubai Travel Requirements as of March 2, 2022

As per Government regulations, Dubai-bound guests must present the following to be accepted for flight:

Dubai Travel Requirements For UAE Passport Holders

• Valid Passport upon arrival
• valid Vaccination Certificate(s) (in Arabic or in English) that reflects the completion of doses of vaccine approved by the WHO or the United Arab Emirates (UAE), provided with QR code; or
• valid Negative Covid-19 Test certificate (in Arabic or in English) based on a molecular diagnostic test issued within 48 hours from the time of collecting the sample and from an approved health service provider, with a QR code; or
• valid Medical Certificate (in Arabic or in English) issued by the relevant authorities that the passenger has recovered from COVID-19 within a period of one (1) month (the date of recovery and the date of arrival) provided with a QR code System.

Dubai Travel Requirements For First-Time Resident Visa Holders

• Passport valid for three (3) months upon arrival
• OEC or applicable PH Travel Tax

Dubai Travel Requirements For Returning Resident Visa Holder issued by Dubai

• Valid Residence Visa upon arrival
• Applicable Philippine Travel Tax Certificate (PH Tax)

Dubai Travel Requirements For Returning Resident Visa Holder issued by other UAE

• valid Medical Certificate (in Arabic or in English) issued by the relevant authorities that the passenger has recovered from COVID-19 within a period of one (1) month (the date of recovery and the date of arrival) provided with QR code System.

Dubai Travel Requirements For Tourist Visa Holders

• Passport valid for six (6) months upon arrival

Dubai Travel Requirements For Transiting Passengers

• Valid documents up to the final destination
• Onward flight with a minimum of three (3) hours transiting time, but not more than twenty-four (24) hours
• The negative RT-PCR test result, if needed by onward destination/s
• Marhaba Baggage Transfer Service (if with baggage)

Dubai Travel Requirements For those securing a Visa on Arrival

• Health Insurance

Guests may also undergo a PCR test upon arrival in Dubai if requested and self-quarantine until a negative test result is released to the passenger. In the event the passenger is tested positive, then such passenger shall follow the guidelines issued by the relevant Health Authority in the Emirate of Dubai.

Note that the following are exempted from the COVID-19 test requirement:

• Non-UAE national accompanying the first degree UAE national family member
• Domestic workers accompanying a UAE national sponsor
• Children below 12 years old

Please make sure that you have valid health insurance that can be used in the United Arab Emirates, as required by the Dubai Civil Aviation Authority.

Is Dubai open to tourists?

Yes, Dubai is open to tourists. In fact, the city has been open to visitors since July 2020 .

Who can travel to Dubai from the Philippines?

Dubai is open to all travelers: UAE residents and citizens, GCC citizens, and residents, tourists and visitors, and transit passengers.

Do you need a visa to enter Dubai?

Yes, Filipinos need a visa to enter Dubai.

Dubai visa requirements

A Dubai tourist visa is valid for 30 days for a single or multiple entry trip. The following are the documents you need to prepare:

• Passport with at least six months of validity prior to the date of travel to Dubai
• Colored photos
• Confirmed airline booking
• Application form and/or additional documents

The following individuals or establishments can also apply for a tourist visa on your behalf:

• Airlines such as Emirates, FlyDubai, Air Arabia, and Etihad Airways
• Five, four, and three-star hotels where you’re staying
• Licensed travel agents or tour operators
• Relatives or friends residing in the UAE
• Organizations or companies

Note: Tourist visas are valid for entry to the UAE for up to 60 days from the date of issue.

Requirements for travel from the Philippines to Dubai

These are the important documents to prepare for before traveling to Dubai:

• A valid COVID-19 vaccination certificate, showing the traveler is fully vaccinated with a vaccine approved by the World Health Organization (WHO). The certificate must contain a QR code.
• A valid negative COVID-19 test certificate taken at an accredited laboratory and issued within 48 hours before departure. The certificate must also contain a QR code linking to the original test results; it will be scanned upon arrival at the airport.
• For passengers who recovered from COVID-19: a valid medical certificate verifying that the traveler recovered from COVID-19 must be issued within one month before the date of arrival. A QR code is also mandatory for this document.
• Install COVID-19 DXB Smart App available on iOS and Android

Dubai quarantine rules

Inbound travelers to Dubai are required to undergo an RT-PCR test upon arrival and self-quarantine until a negative result is released. Travelers must also download the COVID-19 DXB Smart App available on iOS and Android .

The following are exempted from COVID-19 testing:

• Travelers with moderate to severe disabilities
• Children below 12 years of age

Wearing masks is required in indoor public spaces and optional in outdoor venues.

Are you planning an overseas trip from the Philippines? If so, it’s essential to stay up to date with the latest travel guidelines. An updated list of travel requirements for outbound travelers, including OFWs , has been announced, set to take effect from September 3, 2023 . These new regulations aim to enhance the travel process and ensure a smoother experience for all travelers and avoid getting offloaded by the Bureau of Immigration .

According to the updated guidelines shared by the PIA , self-financed travelers now need to provide additional documents to support their travel plans. These documents encompass a confirmed return or roundtrip ticket, proof of hotel reservation or lodging arrangements, proof of financial capability or a reliable source of income, and verification of employment. These supplementary requirements are in addition to the standard travel prerequisites.

If you are sponsored by a relative abroad within the 1st civil degree:

If your sponsor is a relative abroad up to the 4th civil degree of consanguinity or affinity:, tourists: sponsored by non-relative or legal entity, tourists: traveling with a local sponsor, overseas filipino workers (ofws), 2023 travel requirements for tourists and ofws.

To prepare effectively, let’s review the basic documents necessary for overseas travel:

• Ensure that your passport remains valid for at least six months from your intended departure date.
• Verify whether you require an appropriate visa for your destination.
• Keep your boarding pass accessible for a seamless check-in process.
• If necessary, secure a confirmed return or roundtrip ticket .

For different traveler categories, there are specific supporting documents required:

Tourists: Self-Funded Travelers

• Present proof of your confirmed accommodation arrangements .
• Showcase your financial capacity or the source of your income .
• Provide evidence of your current employment .
• Present original birth or marriage certificates issued by PSA.
• Provide copies of your sponsor’s passport and valid work visa/residence permit .
• OFW sponsors must possess an Overseas Employment Certificate .
• Furnish a notarized Original Affidavit of Support and Guarantee .
• Include a confirmed return or roundtrip ticket .
• Provide birth or marriage certificates/records that establish your relationship with the sponsor.

• Obtain a Notarized Original Affidavit of Support and Guarantee .
• Present substantial proof that supports your relationship with the sponsor .
• Secure a confirmed return or roundtrip ticket .
• If the sponsor is a legal/juridical entity, provide registration papers .
• Obtain a duly notarized affidavit executed by your local sponsor.
• Provide substantial evidence that establishes your relationship .
• Include a copy of your sponsor’s return ticket , matching your travel itinerary.

• First-time OFWs must have an OEC or OFW clearance issued by DMW.
• Possess a valid employment visa or work permit .
• Carry an employment contract and visa usage undertaking or manpower request.
• BM (Balik-Manggagawa) OFWs require a valid employment visa or work permit .
• Secure an OEC or OFW clearance issued on-site or BM OEC Exemption .

Direct-hire OFWs need an OEC, E-receipt, or OFW Clearance, along with a valid employment visa or work permit.

• OFWs requiring Special Travel Exit Clearance include locally employed seafarers on a Philippine Registered Ship’s conduction from a foreign port to the Philippines.

The guidelines also address scenarios in which immigration officers may delay a passenger’s departure.

These instances encompass refusal to undergo secondary inspection, doubts about the purpose of travel, discrepancies in travel documents, presentation of fraudulent materials, non-compliance with earlier requirements, and suspicions of human trafficking or illegal recruitment.

It is crucial to adhere to these guidelines for the benefit of all fellow Filipinos’ welfare and rights.
