Allgemeines: Das Travel Management beim BVA

Das Travel Management beim Bundesverwaltungsamt ( BVA ) unterstützt zahlreiche Einrichtungen des Bundes - darunter viele Ministerien, Verfassungsorgane, Behörden, Stiftungen und Zuwendungsempfänger – bei der effizienten Vorbereitung und Abwicklung ihrer Dienstreisen. Der Service umfasst die Reiseplanung, Buchung und Reisekostenabrechnung und schließt die Be­ar­bei­tung von Tren­nungs­geld- und Um­zugs­kos­ten­an­trä­gen mit ein. Zur Unterstützung des Travel Management s des Bundes ( TM ) hat das Bundesverwaltungsamt gemeinsam mit dem Bundesinnenministerium ein Travel Management System ( TMS ) entwickelt. Das TMS reduziert Kosten und Aufwände an verschiedenen Stellen im Gesamtprozess Dienstreise und besteht aus mehreren Komponenten, den TM -Systemmodulen. Online-Dienste wie der TMS -Workflow und die Online Booking Engine Bund- OBE verschlanken die Prozesse und verkürzen die Arbeitszeiten. Zentrale IT - und Kommunikationsplattform ist das TMS -Portal. Weitere Komponenten, wie beispielsweise der zentrale Einkauf von Reisemitteln (Flug, Bahn, Hotel, Mietwagen), der Kreditkartenservice und der Reisebüroservice ergänzen das Angebot. Im Auftrag der Geschäftsstelle TM des Bundes betreut das BVA die TM -Systemmodule und entwickelt sie weiter.

Situation im Travel Management (TM)

Das Travel Management der Bundeswehr (TMBw) ist Dienstleister für alle Dienstreisen, für Trennungsgeld- und Umzugsangelegenheiten sowie für besondere Nebengebührnisse, die im Zusammenhang mit Auslandsverwendungen stehen.

Dabei erledigt das Kompetenzzentrum Travel Management der Bundeswehr (KompZ TM Bw) an verschiedenen Standorten zentral die Reiseplanung, Reiseabrechnung, Trennungsgeld- und Umzugsbearbeitung für das Bundesministerium der Verteidigung und für die Bundeswehr.

Die angespannte Situation im Travel-Management ist auch dem Verband der Beamten der Bundeswehr e.V. (VBB) nicht verborgen geblieben. So sind sowohl die Kolleginnen und Kollegen aus den Kompetenzzentren an uns herangetreten, als eben auch die Kolleginnen und Kollegen, die aufgrund einer Dienstreise auf die Leistungen der Kompetenzzentren angewiesen sind. Hier kommt es seit einiger Zeit zu massiven Rückständen, so dass teilweise nur einen Tag vorher mitgeteilt werden kann, wie und ob die Dienstreise stattfindet. Ein Zustand, der für beide Seiten nicht zufriedenstellend ist. Die Insolvenz der AirBerlin-Fluglinie und der damit wegfallende Bonn-Berlin-Shuttle hat die Situation noch einmal mehr verschärft.

Auch wenn es eigentlich „nur“ um so unspektakuläre Arbeitsprozesse wie etwa die Vorbereitung einer Dienstreise, die Erstattung von Reisekosten, die Abrechnung eines Umzuges oder die Trennungsgeldbearbeitung geht, so benötigen auch diese Aufgaben Zeit. Zeit, welche unsere Kolleginnen und Kollegen in den Kompetenzzentren derzeit aufgrund der Fülle von Anträgen nicht haben.

Dass das Problem erkannt ist und auch bereits erste Maßnahmen zur Entspannung eingeleitet wurden, zeigen unsere Gespräche mit den verschiedensten Stellen. So wurde in einem ersten Schritt Mehrarbeit angeordnet, sich jedoch gleichzeitig auch um weitere Personalverstärkung gekümmert. Diese soll durch Abordnungen, aber auch durch eine offizielle Ausschreibung erreicht werden. An dieser Stelle unterstützen wir diese Maßnahme in Sinne der kurzfristigen Entspannung, haben jedoch gleichzeitig auch unsere Bedenken geäußert. Zielsetzung muss eine langfristige ausreichende Personalausstattung sein. Darüber hinaus wurde die Hotline und die IT-Ausstattung verstärkt und die Reisestelle USA/CAN in die Bearbeitung mit eingebunden.

Zu guter Letzt hat die Fluglinie Lufthansa gegenüber dem Verteidigungsressort erklärt, ab November 2017 größere Maschinen auf der Strecke Bonn-Berlin einsetzen zu wollen. Es konnte zudem eine „Bundrate“ mit den Fluglinien vereinbart werden, die ab sofort wieder beitragsfreie Umbuchungen und Namensänderungen zulässt und preislich attraktiv ist.

Auch die Präsidentin des Bundesamt für Infrastruktur, Umweltschutz und Dienstleistungen der Bundeswehr (BAIUDBw), Frau Hauröder-Strüning hat sich der Problematik angenommen und das Ganze zur Chefsache erklärt.

Der Verband der Beamten der Bundeswehr e.V. (VBB) war die Interessenvertretung, die sich ab 2012 dafür eingesetzt hat, dass der Bereich Travel Management im Bereich des Verteidigungsressorts verbleibt und nicht – wie nach der ursprünglichen Planung und der am 2. November 2012 getroffenen Ressortvereinbarung zwischen dem Bundesministerium der Verteidigung (BMVg), dem Bundesministerium der Finanzen (BMF) und dem Bundesministerium des lnnern (BMI) zum Bundesverwaltungsamt verlagert wird.

Zu dieser Entscheidung stehen wir auch noch heute! Das Verteidigungsressort verfügt im Vergleich zu den anderen Ressorts über etliche Besonderheiten, angefangen mit 2 Dienstsitzen und zahlreichen Dienststellen, über die besonderen Dienstreisen, siehe hier beispielweise die Marine, bis hin zur Problematik komplexer datenschutzrechtlicher Regelungen.

Damals gelangte schließlich auch die Verteidigungsministerin, Frau Dr. Ursula von der Leyen zur der Auffassung, eine Aufgabenverlagerung erziele nicht den erwarteten Mehrwert für die Bundeswehr. Wichtige positive Effekte können nur bei einem vollständigen Verbleib der Aufgaben in der Bundeswehr erreicht werden. Es wurde daher im Juli 2014 beschlossen, dass die Bundeswehr den bisher eingeschlagenen Weg der Zentralisierung der Aufgaben im Travel Management fortsetzen und aus den zuvor genannten Gründen die Abrechnungsaufgaben bei der Bundeswehr belassen will.

Diese Entscheidung befürworten wir auch heute noch, haben jedoch bereits damals auf die Gefahr hingewiesen, dass es nicht gut gehen kann, wenn die Arbeit, die ehemals in mehr als 80 Bundeswehrdienststellen mit über 1.200 Dienstposten bundesweit erledigt worden ist, nunmehr in der Zielstruktur mit nur 700 Dienstposten ausgeführt werden soll.

Unsere Kolleginnen und Kollegen tun ihr Bestes, aber die derzeitigen Probleme zeigen, dass es auch im Bereich Travel Management an der Zeit ist, für eine angemessene Dienstpostenausstattung zu sorgen und zwar dauerhaft.

Mission  

The Defense Travel Management Office (DTMO) serves as the single focal point for commercial travel within the Department of Defense; establishes strategic direction, sets policy, and centrally manages commercial travel programs and station/housing allowances.

DTMO provides central oversight for: 

• Commercial travel management • Travel policy and implementation • Travel card program management • Customer support and training • Functional oversight of the Defense Travel System • Station and housing allowances program management

DTMO is operationally and administratively aligned to the Defense Human Resources Activity. DTMO’s functional areas related to travel policy and station/housing allowance programs directly support the Office of the Under Secretary for Personnel and Readiness, Manpower and Reserve Affairs, Military Personnel Policy. The Deputy Assistant Secretary of Defense for Military Personnel Policy chairs the Per Diem, Travel and Transportation Allowance Committee (PDTATAC) and provides policy oversight and supervision of travel and transportation allowances for uniformed service members and DoD civilian employees, station allowances for uniformed service members, and housing allowances for uniformed service members.

DTMO is focused on Travel Management Reform with a strategy to maximize policy understanding, improve delivery of travel services, and optimize cost-effective travel. Travel Management Reform will streamline processes, simplify policy, improve compliance, and leverage current technologies. Bringing this business reform to DoD will make travel operations more efficient, freeing up funds to redirect to increasing the lethality of the warfighter.

The Bonn-based Federal Office of Bundeswehr Infrastructure, Environmental Protection and Services ( BAIUDBw Bundesamt für Infrastruktur, Umweltschutz und Dienstleistungen der Bundeswehr ) is tasked with the nationwide coordination and central provision of services for the armed forces. To this end, this higher federal authority exercises general administrative and functional supervision of all its subordinate agencies in Germany and abroad. It is organised into an Executive Staff and six directorates and is responsible for all central tasks relating to finances, controlling, infrastructure, services as well as statutory protective tasks (environmental protection, fire prevention, occupational safety and health, hazardous cargo transportation). The subordinate agencies of the BAIUDBw Bundesamt für Infrastruktur, Umweltschutz und Dienstleistungen der Bundeswehr include the Bundeswehr Subsistence Office in Oldenburg, the Bundeswehr Firefighting and Fire Protection Centre in Sonthofen, and 42 Bundeswehr Service Centres spread across the country. Furthermore, the BAIUDBw Bundesamt für Infrastruktur, Umweltschutz und Dienstleistungen der Bundeswehr supervises the Federal Republic of Germany Offices of Defence Administration in Belgium, France, Italy, the Netherlands, Poland, the United Kingdom, and the U.S.A. and Canada, including their branch offices.

The Centres of Expertise for Construction Management ( KompZ Kompetenzzentrum BauMgmt Baumanagement ) are not independent agencies but form part of the Infrastructure Directorate of the Federal Office of Bundeswehr Infrastructure, Environmental Protection and Services. They are located in Düsseldorf, Hanover, Kiel, Munich, Strausberg, Stuttgart and Wiesbaden.They carry out infrastructure measures in their regional area of responsibility, assume the role of the awarding authority vis-à-vis the competent construction authorities of the federal states (“Länder”) and act as a point of contact for the local users. All KompZ Kompetenzzentrum BauMgmt Baumanagement have the same structure, but their construction projects differ depending on the specific location and region. In addition to the various infrastructure tasks handled, the KompZ Kompetenzzentrum BauMgmt Baumanagement also ensure the monitoring of statutory protective tasks such as occupational safety and health, fire prevention and environmental protection as well as the contact with public authorities. They are made up of six branches in which both civilian and military personnel work, and an Immediate Action Team (“Team Sofortprogramm”).
