International Partnership Exchange Student Application

What is a Non-Matriculated Application?

A non-matriculating student (can also be referred to a non-degree seeking student or visiting student) is a student who wishes to take courses at Rowan University during the fall and/or spring semesters, but is NOT pursuing or seeking a degree at Rowan University.  As an International non-matriculated (non-degree) undergraduate student, you must register for a full-time course load (12 credits minimum and 15 credits maximum) to maintain your F-1 or J-1 status.  International graduate non-matriculated students must register for a minimum of 9 credits.

Non-Matriculated Application allows you to select and take courses from across the University in a wide range of subjects/courses to meet your individual goals. 

If you wish to become a matriculated student and pursue courses toward a degree, visit the  International Admissions Office homepage   for more information.

Who is an “international” applicant?

You are an international applicant if a visa is required to reside and study in the United States. Rowan considers international students/applicants who entered or plan to enter the United States on a non-immigrant visa (i.e., F-1 and J-1,) and maintain non-immigrant status throughout their study at Rowan University. This includes those who have submitted residency application documents to USCIS, but have not received formal approval verifying that you have become a permanent resident of the United States of America. 

You are considered a domestic student/applicant if you are a United States citizen, a permanent resident of the United States (“Green Card” holder), an asylee, a refugee, an undocumented student, or a DACA student. To submit the domestic application, please visit  https://admissions.rowan.edu/admissions-process/index.html

• I understand that as a non-matriculated undergraduate student I must take a minimum of 12 credits (no more than 15 credits) of undergraduate coursework per semester.
• I understand that registering for a course as a non-matriculated student does not guarantee admission to an academic program.
• It is my responsibility to pay for all charges in full by the payment deadline or immediately after registration has been performed if that date is after the payment deadline for the term in question. (Visit www.rowan.edu/bursar for further details regarding payment).
• I understand that any changes to my registration (including drops) must happen within the drop/add period for the course; otherwise, I will be responsible for all the charges incurred. Keep in consideration that as per the regulations, you must be registered for a minimum of 12 credits.
• I understand that non-matriculated students are not eligible for financial aid.
• I understand that, per Rowan University policy, failure to attend does not constitute a drop or withdrawal and only a drop within the proper deadlines will provide a refund of charges.(Visit http://www.rowan.edu/provost/registrar/courseschedule.html for deadlines.)

2 Women Who Survived the Same Serial Killer Speak Out: 'I Didn't Pray to Live, I Prayed to Die'

Morgan Rowan and Tali Shapiro share their near-escapes from the so-called “Dating Game Killer” on the premiere episode of 'People Magazine Investigates: Surviving a Serial Killer'

• In 1968, he attacked 16-year-old Morgan Rowan. Weeks later, he raped and nearly killed 8-year-old Tali Shapiro
• Alcala was arrested in 1979 for the murder of 12-year-old Robin Samsoe. He was convicted of seven murders, although he is believed to have killed dozens more young women. He died in prison in 2021

Terrified and utterly alone in a locked bedroom with a man who had lured her and two friends to his house in Los Angeles, 16-year-old Morgan Rowan felt certain she would die .

The man took off his belt and wrapped it around his fist. 

“I watched his transformation,” Rowan, now 72, recalls of that life-changing night in August 1968. “I watched his face turn purple. He punched me between my eyes with a belt buckle. I saw stars shooting, and I dropped to my knees.” 

The man bound Rowan’s wrists with a necktie, punched her until her ribs broke, removed his pants and raped her. 

“I wanted it to be over,” Rowan says. “I wasn’t praying to live. I was praying to die.”

A friend broke through a window to get inside. 

Wearing only a ripped shirt, Rowan ran from the house to a nearby alley, where she hid with her friends in a dumpster shed. 

Rowan didn’t know it then, but she had just escaped a lethal predator.

Known as the "Dating Game Killer" because he once appeared on the iconic 1970s TV show of the same name, Rodney Alcala, a smooth-talking professional photographer who is believed to have killed dozens of women in the 1960s and 1970s, was eventually convicted of seven murders. 

Rowan’s harrowing story of being viciously attacked by him as a teenager and, years later, finding a healing friendship with another survivor in whom she could confide is told in “Surviving the Dating Game Killer” on People Magazine Investigates: Surviving a Serial Killer , premiering May 5 at 9/8 C on ID and streaming on Max.

Weeks after her attack, Rowan had moved to Upstate New York with her family and received a letter with a newspaper clipping inside from a friend back in L.A.: Alcala, the man who had attacked her, was wanted by police for the kidnapping and rape of another girl who was just 8 years old. 

On the morning of Sept. 25, 1968, Tali Shapiro , dressed for school in a white dress and Mary Jane shoes, was walking on Sunset Boulevard when Alcala persuaded her to get into his car and drove her to his house, where he knocked her unconscious.

He was assaulting her when police, tipped off by a bystander who had seen Shapiro get into Alcala’s car, arrived at the scene and caused him to flee. 

“They made a choice of saving me or chasing him,” recalls Shapiro, 64, whom police found near death in a pool of blood.

After more than a month in a coma, Shapiro — who has no memory of the attack — emerged and lived for decades without knowing the severity of what happened to her.

In 2010 she testified at Alcala’s trial for the murders of five women, helping to convict him and keep him in prison for the rest of his life. (He died behind bars in 2021.)

That’s when Rowan learned that the 8-year-old she had read about decades earlier had survived. 

“I had always felt responsible for her,” says Rowan, who later reached out to Shapiro on Facebook. “I just poured my heart out that I was sorry, and I should have done something.” 

Shapiro says, “I told her there’s nothing to forgive. There’s only one person that’s responsible for this, and he’s pure evil.”

The two women, who live a few hours apart in California, began to get together every few months and now consider themselves close friends. 

And while at first their conversations focused on the trauma they share, “neither of us want to be defined by it,” Rowan says. She and Shapiro haven’t discussed Alcala in years. “Tali does not ever see herself as a victim, and I’m learning from her to see myself as strong also.” 

“She’s the sister I always wish I had,” Shapiro adds. “We’re chosen family.”

California Governor Newsom launches abortion travel ban ad campaign in Alabama

California Governor Gavin Newsom is taking aim at states considering abortion travel bans with the launch of a new ad campaign.

Newsom's Campaign for Democracy ad is set to air in Alabama starting Monday. The governor tweeted out the ad in a social media post Sunday morning.

The text with the video post reads, "Alabama's abortion ban has no exceptions for rape or incest. Now, Republicans are trying to criminalize young women's travel to receive abortion care. We cannot let them get away with this."

The 30-second commercial shows two nervous young women driving in a car passing a sign that reads "State Line 1 Mile." 

"We're almost there. You're gonna make it," the passenger tells the woman behind the wheel just before they hear a siren and are pulled over by a state trooper.

"Trump Republicans want to criminalize young Alabama women who travel for reproductive care," a voiceover says as the state trooper walks up to the car.

"Miss, I'm going to need you to step out of the vehicle and take a pregnancy test," the trooper says, waving a test stick in one hand. The next shot shows the driver leaning on the hood of her car as the trooper puts her in handcuffs.

"Stop them by taking action at RightToTravel.org ," the voiceover intones as the ad ends.

Alabama is currently weighing a bill that would make it a crime to help women travel outside the state in order to receive an abortion. The ad is part of a larger effort to combat travel bans across the United States. Newsom was behind a similar ad that ran in Tennessee.

The RightToTravel.org website says that those two states and Oklahoma are considering bills that ban minors from traveling out of state to get an abortion without parental consent, even if it's a case of incest or if there is abuse in the family.

It isn't the first action the governor has taken in the political battle over abortion since the U.S. Supreme Court overturned Roe v. Wade in June of 2022. Two days after the ruling, Newsom partnered with the governors of Oregon and Washington to issue a multi-state commitment promising to defend access to reproductive health care, including abortion and contraceptives.

In September of that year, he launched a billboard campaign in seven of the most restrictive anti-abortion states urging women seeking the procedure to come to California for treatment. He also signed more than a dozen new abortion laws  protecting women's reproductive rights and ordered the state to end its contract with Walgreens after the pharmacy giant  indicated it would not sell an abortion pill by mail in some conservative-led states .

Putin announces plans to visit China in May

Russian President Vladimir Putin said Thursday he plans to visit China in May, in what could become the first foreign trip for the Russian leader after he extended his rule by six more years in an election that offered voters little real choice.

Putin announced the plans for the visit at a congress of the Russian Union of Industrialists and Entrepreneurs in Moscow. He didn’t say when exactly it would take place and didn’t offer any other details.

Putin’s inauguration is scheduled for May 7, Russian lawmakers said earlier this week. Last month, the 71-year-old Russian leader secured his fifth term in office in a vote with no real opposition, extending his 24-year rule.

Russia’s growing economic and diplomatic isolation because of its war against Ukraine has made it increasingly reliant on China, its former rival for leadership of the Communist bloc during the Cold War.

According to a recent U.S. assessment , China has surged sales to Russia of machine tools, microelectronics and other technology that Moscow in turn is using to produce missiles, tanks, aircraft and other weaponry for use in the conflict.

China has repeatedly said it isn’t providing Russia with arms or military assistance, although it has maintained robust economic connections with Moscow.

Beijing has not provided direct lethal military support for Russia and has sought to project itself as neutral in the Ukraine conflict. It has refused to condemn Moscow’s actions and declared in 2022 that it had a “no-limits” friendship with Russia. The country has denounced Western sanctions against Moscow, and accused NATO and the United States of provoking Putin’s invasion.

China has also proposed a peace plan that was largely dismissed by Ukraine’s allies, who insisted that Moscow must withdraw its forces from the neighboring country as a condition for peace.
