Eligible purchases

To be eligible, you’ll need to reside in Australia and:

  • charge at least $500 of your prepaid travel costs to the accountholder’s card account before leaving Australia
  • have a return overseas travel ticket before leaving Australia
  • be aged under 81 years at the time you become eligible for the cover by meeting the conditions above.

If, during the period of cover available, you (including your spouse and/or dependants who are eligible for cover) are positively diagnosed as suffering a sickness recognised as an epidemic or pandemic, such as COVID-19, cover may be available to you under the following sections:

If your travel companion is positively diagnosed as suffering a sickness recognised as an epidemic or pandemic, such as COVID-19, which impacts your journey, cover may be available to you under the following sections:

What isn’t covered

Examples of what’s not covered include claims arising directly or indirectly because of:

  • any pre-existing medical condition of any person including you, your travel companion or a relative unless Allianz Global Assistance has confirmed in writing to you that the pre-existing medical condition causing your claim is covered by the Group Policy. Before going overseas, you can apply for assessment of whether your pre-existing medical condition is covered by the group policy online or over the phone. If after assessment, Allianz Global Assistance confirm to you that your pre-existing medical condition is covered by the group policy, you will need to pay an administration fee of $75.
  • childbirth at any gestation (except when arising from an injury or sickness) and pregnancy related sickness if you have had complications in your pregnancy before you became eligible for cover  
  • your participation in any dangerous activities or your exposure of yourself to danger unless in an attempt to preserve your life or the life of another person

How to make a claim

If you’re making a claim on your travel insurance, the easiest way to claim is by using the online claims portal. For claims relating to any other type of cover (including domestic travel insurance), please contact our team via email or phone.

For claims relating to international travel insurance only , you can submit an online claim.

Which NAB credit cards have complimentary travel insurance?

  • NAB credit cards with complimentary international travel insurance offer comprehensive cover for up to 3 months with a Level 2 card and up to 6 months with a Level 1 card.
  • You'll get cover when you meet the requirements before travelling (e.g. by paying for your trip with the card).
  • Your spouse and dependants travelling with you can also get cover, but there are some requirements and exclusions .
  • Do you have a question or need to make a claim right now? Call the insurance provider, Allianz Global Assistance, on 1800 187 025 (from Australia) or +61 7 3305 8800 (from overseas).
  • Use your NAB credit card to pay for at least $500 of overseas travel costs before you leave Australia (e.g. your overseas airfare or accommodation bookings).
  • Have a return ticket to Australia before the start of your trip.
  • Permanently live in Australia or have a visa that entitles you to residency under the Migration Act (1958).
  • Be under 81 years of age at the time you meet the rest of these requirements.
  • Make sure your trip is for 3 consecutive months or less with a Level 2 Card (e.g. NAB Rewards Platinum) or up to 6 consecutive months with a Level 1 Card (e.g. NAB Qantas Signature). Trips over these length requirements won't be covered by this policy.

When you meet all of these requirements, cover is automatically available to you and eligible family members travelling with you (when they also meet the requirements).

Here, we've broken down the key options for different types of claims and situations. But remember: you should always read the insurance policy booklet for complete details of the cover.

Medical, dental and emergencies cover with a NAB credit card

Example of when you might use this cover on an overseas trip.

If you got sick overseas and had to go to hospital for a few days, you could get cover for costs related to:

  • Doctor's fees
  • Hospital fees
  • Changes in your travel plans

Just keep in mind that each travel claim is subject to an assessment and there may be excess payments if you're eligible for a payout.

NAB complimentary international travel insurance for cancellation, delays, accommodation and transport

⚠️ Keep in mind: Cancellations and other changes to your travel plans are only covered under specific circumstances. For example, if you missed a flight because you needed urgent medical treatment for a covered health issue.

Luggage and personal items cover offered with NAB credit card complimentary insurance

Hijacking, personal liability, death and other cover offered with nab complimentary credit card travel insurance.

Claims under these benefits are less common and usually only apply in extreme circumstances. None of them have an excess payment but we have listed their claim limits.

  • Hijacking: Up to $10,000 per cardholder or spouse
  • Emergency accommodation due to terrorism: Up to $300 per day and a maximum of $3,000 per cardholder or spouse
  • Personal liability: Up to $2.5 million for Level 1 cards and up to 1 million for Level 2 cards
  • Legal expenses: Up to $15,000 per cardholder or spouse
  • Accidental death: $50,000 per cardholder or spouse, up to $25,000 per dependant and a maximum total of up to $150,000.
  • Funeral expenses: Up to $60,000 for a cardholder or spouse

Note: Unless a specific limit is listed for dependants, any claims related to them will come out of the limit for the cardholder and/or their spouse.

Some of the key things you won’t be covered for with NAB credit card complimentary international travel insurance include:

  • If you don’t follow advice from any government, official body or mass media announcements
  • Issues related to drinking alcohol or taking non-prescription drugs
  • Travel that’s for the purpose of medical treatment
  • If you or your partner give birth during the trip, or there are complications arising after week 26 of the pregnancy
  • Dangerous activities including rock climbing (with equipment), white water rafting, bungy jumping, off-piste snowboarding or skiing and quad or motorbike riding if the engine has a capacity of 200cc or more

Does NAB complimentary credit card travel insurance cover COVID?

Yes, if you are diagnosed with COVID-19 or another epidemic/pandemic illness, this insurance offers cover for claims relating to:

  • Overseas emergency assistance
  • Overseas emergency medical
  • Cancellation
  • Additional expenses

If you're travelling with someone who tests positive for COVID-19, some cover is also available under the cancellation and additional expenses benefits.

⚠️ Remember: Check the NAB credit card insurance policy booklet or call Allianz on 1800 187 025 for more details about COVID-19 claims and any exclusions.

Does NAB credit card travel insurance cover family members?

Yes, your spouse and dependants (i.e. your children) can also get cover when they are travelling with you for at least 50% of your trip. They also need to meet the same travel booking requirements and other conditions of the insurance policy. Check the policy document for full details.

This travel insurance doesn’t automatically offer cover for any pre-existing conditions. But you can apply for an assessment of your pre-existing condition/s by calling Allianz Global Assistance on 1800 187 025.

If you are eligible, you will get written confirmation from Allianz that a pre-existing medical condition is covered. A $75 administration fee applies as part of this process.

What if I don’t apply or get approval for a pre-existing condition?

You won't get cover for any claims related to the pre-existing condition/s. This includes conditions that you've had professional treatment for and untreated conditions you're aware of before you travel.

Got a pre-existing health condition? Compare other travel insurance policies that offer cover for conditions including anxiety, high blood pressure and knee replacement.

If it's an emergency, call Allianz on +617 3305 8800 when you're overseas or 1800 010 075 in Australia. You can also submit a claim online by following these steps:

  • Go to the online claims portal at https://claimmanager.com.au/nab/agreement
  • Confirm you agree with the terms and conditions, then select "Create new claim"
  • Select the "Credit card insurance" option and provide details of your card
  • Fill in the details on the claim form and upload your supporting documentation

You will be contacted about your claim within 10 business days, according to the online claims website.

What to include in your claim

With insurance claims, include as many details as you can. This makes it easier for the insurer to look at the claim and your eligibility for a payout. Some examples include:

  • A referral or letter from a doctor or other professional you see in relation to a claim
  • Photo evidence
  • Police reports

Tip: Use a travel wallet or create an online folder to keep all your important documents together. This could include your passport, itinerary, printed tickets, a copy of the NAB card insurance policy booklet – plus anything that could become supporting documentation for claims.

Domestic travel insurance

  • What is it? Cover for specific issues that come up when you're travelling to a different state or territory in Australia. This includes:
  • Cancellation: Up to a maximum of $3,000.
  • Flight delay expenses: After 4 hours or more, $125 per person up to a maximum of $300.
  • Additional expenses: Up to $3,000.
  • Luggage: Up to $750 per covered item with a maximum of $2,000.
  • Luggage delay: After a delay of 12 hours or more, $150 per person up to a maximum of $400 for all claims combined.
  • When can I use it? If you have paid for your return domestic flight with your eligible NAB credit card before you leave. Or, if you have a return domestic flight and have paid for at least $250 domestic travel costs with your NAB credit card before you leave (such as accommodation).
  • Is there an excess cost? There is a $75 excess for cancellation, additional expenses and luggage claims.

Rental vehicle excess in Australia insurance

  • What is it? Cover for damage or theft of a car or other vehicle you have hired in Australia, up to a maximum of $5,000 for Level 2 cards and a maximum of $10,000 for Level 1 cards.
  • When can I use it? If you’ve used your NAB credit card to pay the full cost of the vehicle rental. The rental contract also needs to specify an amount that you would need to pay if the vehicle is damaged or stolen while you have it.
  • Is there an excess cost? $100 per claim.

How to make a claim under one of these policies

You can also get access to other types of insurance for items you buy with an eligible NAB credit card. Here's a basic explainer of each one:

  • Purchase protection insurance: Offers cover for up to 90 days when you buy a new item with your eligible card and it's then stolen, accidentally damaged or lost. It covers household and personal items such as jewellery, watches, glasses and new works of art. There is no excess but specific claim limits may apply.
  • Extended warranty insurance: Cover that doubles the manufacturer's warranty for items bought in Australia, up to a maximum period of 12 months.

What travel insurance policies does nab offer.

Travel insurance is only accessible if you’re a cardholder with NAB, as they ceased offering standalone policies in March 2020. If you have a NAB Signature, Platinum or Premium debit or credit card, you can be automatically covered for the following:

  • International Travel Insurance: if you’re a NAB cardholder who spends more than $500 on prepaid travel costs, you can get complimentary international travel insurance coverage. This policy covers you for overseas medical expenses, evacuation and repatriation, expenses while in hospital, cancellation or travel delays and the loss or damage of your luggage. You mustn’t be over 91 years old to take out a policy. However, if you’re over 75, your benefits will be limited.
  • Interstate Flight Inconvenience Insurance: NAB provides you with free domestic travel insurance coverage if you pay for the entire cost of your interstate trip on your credit card. This coverage includes cancellation, flight delays, luggage and funeral expenses if you die on your holiday.
  • Transit Accident Insurance: this unique travel insurance policy covers you in the event you suffer an injury or die while travelling to your destination. This type of domestic travel insurance policy covers you or your partner for loss of life, limbs or eyesight up to a specific claim limit. For example, NAB will pay out $750,000 if you die on your holiday or $250,000 if you lose both hands.
  • Vehicle Excess in Australia Insurance: this NAB policy covers you if a rental car company makes an excess payable if your hire car is damaged or stolen. The maximum amount you can claim per event is $5,000.

What optional extras are available through NAB?

NAB does not offer any additional coverage, in contrast to other travel insurance providers. Some of the extras offered by most other travel insurers include adventure sports and snow sports coverage.

What exclusions should I be aware of when buying travel insurance through NAB?

General exclusions are part and parcel of any travel insurance policy with no company willing to cover you for absolutely anything or everything that can happen while you’re abroad or overseas. As such, NAB has a slew of exclusions including:

  • Acting irresponsibly
  • Unapproved pre-existing medical conditions
  • Items stolen while left in a car or tent
  • Personal items, such as a mobile phone , packed into your check-in luggage
  • Intentionally injuring yourself or attempting suicide
  • Knowingly travelling to a country with a ‘do not travel’ warning
  • Illegal or criminal acts

One of the beauties of complimentary travel insurance is that you can be covered instantly as soon as you make a purchase towards your holiday, saving you the hassle of looking at different options.

24/7 support

NAB promises travellers support over the phone or online 24 hours a day, seven days a week. This extends to if you need to make a claim.

Generous claim limits

By taking out NAB’s international policy, you get covered for an unlimited amount of hospital, cancellation and additional emergency costs, which can be capped by other insurers.

What we don't like

Only available to credit card customers.

Only people who have Platinum, Premium or Signature credit cards are eligible for coverage for travel with NAB, as they don’t provide any independent travel insurance products.

No optional extras

NAB doesn’t include any add-ons or optional extras as part of its policies, which is a rare move for a travel insurance provider.

Limited coverage for seniors

While you can technically take out a policy up until you’re 91 years old, senior travellers won’t be covered for overseas medical costs or emergency expenses if you’re over the age of 76.

Types of travel insurance

International.

International travel insurance can offer cover for a range of events, including medical expenses, lost luggage or items, cancellation fees and more when you're overseas and a long way from home.

If you're journeying within Australia, domestic policies are designed to offer many of the same protections as international travel insurance (with the exception of medical expenses).

Single trip

The most standard and common type of travel insurance, this policy can cover you for one trip starting and ending in Australia (and is available for both international and domestic travel).

Annual multi-trip

As the name suggests, this type of travel insurance covers multiple trips over a 12-month period. Depending on your insurer, you may be able to take an unlimited number of trips up to 90 days each.

You don't have to have a return ticket booked to take out cover while you're overseas. One-way travel insurance enables you to access cover without a set end date, such as if you're moving temporarily.

You may need to take out specialist coverage if you're setting sail on a cruise. Fortunately, cruise insurance can cover emergency evacuation, cabin confinement and more.

Just because you're older doesn't mean travel insurance isn't still important. If you qualify for cover, seniors' travel insurance can offer greater peace of mind for included events while you're travelling.

Adding winter sports or ski cover to your policy can add protection against damage to your equipment, piste closure due to bad weather and activities such as back-country skiing, heliskiing and more.

Adventure sports

Looking to enjoy some adventure sports on holiday? An adventure sports pack can grant you cover for a range of activities, such as hiking, scuba diving and motorcycle or scooter riding.

Jetsetting with the whole clan in tow? Some insurers offer family travel insurance, which enables you to include yourself, your partner and your dependent children under one policy to help you save.

If you're travelling interstate or overseas with your partner (or simply another friend or family member), you may be able to access a discount by taking out a joint or duo travel insurance policy.

Frequently asked questions about NAB travel insurance

Yes – if you test positive for COVID-19, NAB can accept claims for overseas emergency assistance or medical treatment, cancellations, additional expenses and repatriation or evacuation. You or your spouse will need to have tested positive for you to make a claim on your policy.

You can either submit a claim online or over the phone with NAB. If you’re lodging a claim over the internet, you’ll need to use NAB’s claim manager portal. This is where you’ll provide details of the incident you’re claiming for and upload any supporting documents. Alternatively, you can call Allianz, who underwrites NAB’s travel insurance, and make the claim over the phone. You should allow for about ten days for your claim to be processed.

There’s no one average cost of travel insurance to follow, with the price of premiums determined by a unique set of variables including:

  • Destination (for example, travel to the USA can be more expensive than travel to Italy due to the lack of universal health cover)
  • Level of coverage you buy
  • Any optional extras you need
  • Pre-existing medical conditions you need to disclose
  • Excess you choose
  • Type of insurer and insurance policy you buy

Yes – NAB will provide coverage for travellers up to the 26th week of their pregnancy if they get sick or hurt while travelling and give birth. However, no coverage is offered if you’ve already experienced difficulties as a result of your pregnancy or have used IVF to try to conceive.

Our complimentary credit card insurance cover is issued and managed by AWP Australia Pty Limited (trading as Allianz Global Assistance) on behalf of the insurer Allianz Australia Insurance Limited.

For each complimentary insurance cover you are eligible for, please ensure you take the time to review the full terms and conditions. When you do, make sure you pay special attention to the benefits, eligibility and exclusions. It is particularly important to do this before travelling or purchasing goods as your cover may not be sufficient for your personal circumstances.

International Travel Insurance

Eligibility

Citi Prestige and Premier cardholders can access to up to 6 months complimentary International Travel Insurance cover when meeting the eligibility criteria as set out in the Citibank Credit Card Complimentary Insurance Policy including:

  • spending at least $500 of prepaid travel costs on an eligible card or through a frequent flyer or travel program as outlined in the Policy Information Booklet
  • holding a return overseas travel ticket before departing Australia
  • you are aged under 81 years at the time you become eligible.

Your spouse and your dependants travelling with you may be covered by this policy. Eligibility criteria, terms, conditions, exclusions, limits and applicable sub-limits apply.

Domestic Travel Insurance

Citi Prestige and Premier cardholders can access to up to 28 days complimentary Domestic Travel Insurance cover when meeting the eligibility criteria as set out in the Citi credit card complimentary insurance policy:

  • the entire cost of your return domestic flight ticket is charged to the accountholder’s card account prior to commencing the journey; or
  • before commencing your journey, you spend at least $250 on your prepaid travel costs and you charge these costs (e.g. cost of your return domestic travel ticket; and/or airport/departure taxes; and/or your prepaid domestic accommodation/travel; and/or your other prepaid domestic itinerary items) to the accountholder’s card account and you have a return domestic flight ticket prior to commencing the journey.

Rental Vehicle Excess Insurance in Australia

Citi Prestige and Premier cardholders are covered when the entire payment for the vehicle rental was charged to the accountholder's card account.

The cover available begins when you collect the rental vehicle from the rental vehicle company or agency you have entered into a rental vehicle agreement with and ends when you return the rental vehicle to the rental vehicle company or agency or at the expiry of the rental vehicle agreement, whichever occurs earlier.

The amount specified in your rental vehicle agreement up to the maximum total limit of $10,000 for all claims combined during the rental period.

An excess of $100 applies to each claim payable under Rental Vehicle Excess Insurance in Australia.

Purchase Protection Insurance

Citi Prestige and Premier cardholders are eligible for Purchase Protection Insurance for covered items or valuables:

  • purchased anywhere in the world; or
  • purchased and given as a gift to any permanent Australian resident,

provided the whole purchase price of the covered item is charged to the accountholder's card account.

Please note you are covered for 90 consecutive days after the date you take possession of the covered item or valuable.

You are covered for the purchase price charged to the card account except for jewellery, watches and new works of art which are limited to $5,000 per claim. Maximum total limit for all claims in any twelve (12) consecutive month period is $200,000 per card account.

No excess applies to any claim under Purchase Protection Insurance.

Extended Warranty Insurance

Citi Prestige and Premier cardholders are eligible for Extended Warranty Insurance when the whole purchase price of the covered item is charged to the accountholder’s card account.

Only items with a manufacturer’s unique identification serial number on them and a manufacturer’s warranty period are covered under this insurance.

You are covered for the purchase price charged to the card account limited to $10,000 per covered item up to a maximum total limit of $40,000 per card account in any 12 month period.

What documents should I take with me when I am travelling overseas?

In the event that you need to make a claim under this cover (especially if claiming whilst overseas), it will be necessary for you or your agents to provide information to establish your eligibility as reasonably requested by Allianz Global Assistance or its agents. Without this information it may not be possible for Allianz Global Assistance or its agents to give approval for overseas medical attention or assistance.

With this in mind you should make sure you can access the following documents when you travel.

  • The Citi Credit Cards Complimentary Insurance Policy Information Booklet
  • Copies of your overseas travel ticket; and either:
  • your eligible credit card account statement and/or credit card receipt to confirm the purchase of your overseas travel tickets; or
  • evidence confirming that your overseas travel ticket was arranged under the required travel program or the required number of reward or Qantas Frequent Flyer points were transferred or redeemed in exchange for your overseas travel ticket.

When the case came before the court, the judge noted that "an agent who makes the contract in his own name for an undisclosed principal is liable as a principal." Here, the defendant had failed to disclose the identity of Lotus Tours, and so, it was responsible as the principal. The couple had paid $2,059 in advance. The judge awarded them reimbursement of $1,312, plus costs and disbursements.

In another lawsuit, Touhey v. Trans National Travel , a travel agent did not check to see if the hotel a client had booked was duly constructed. The plaintiff-client was awarded $25,000 in special damages because of the mistake.

How to make a Travel Insurance claim

  • Your policy number and personal details
  • Supporting documentation for your claim (this could include your itinerary, receipts, authorisation letters, medical records, police reports, or flight details)
  • Bank account details for payment of your claim

Tracking and updating your claim

If you don’t have all the information or documentation to complete your claim online, you can save it at any point and come back to it when you’re ready. Once your claim has been submitted online, you won’t be able to edit the details of your claim submission. You can email additional information together with your Online Submission Number (OSN) to Travel Claims . Your OSN is a unique number attached to your claim so we can identify it. It’s given to you when you submit your claim.

You can also track the progress of your claim online . You’ll need your OSN, last name and date of birth.

What happens next?

Once we’ve received your claim, we’ll do the following:

  • Send you an email confirmation with a summary of your claim, including your OSN.
  • Contact you within 10 business days to give you an update on the progress of your claim and encourage you to contact us if you have any questions.
  • Assess your claim and contact you if we need more information.
  • Provide you with a written outcome of your claim. If your claim is accepted, we’ll make prompt payment and provide transaction details. If your claim isn’t accepted, we’ll advise you of the reasons and your right to request a review.

If you receive medical treatment overseas, you can either:

  • pay for your reasonable medical bills and submit a claim for reimbursement or 
  • submit the account with your claim form to Allianz Global Assistance to pay the provider directly. 

In both scenarios, the expenses will be reviewed to determine if coverable by the policy.

Medical expenses must be incurred on the advice of a Medical Adviser. Make sure that you obtain a detailed medical report outlining the condition treated and treatment received.

Base excess

Every travel insurance policy has a base excess, which will be shown on your Certificate of Insurance. It'll apply to all insured events causing a claim, except under certain benefits. Refer to the Excesses section of the Product Disclosure Statement (PDS) for the benefits that don’t have an applicable excess. 

When buying your policy, you’ll have the option to choose your base excess amount. You may vary the base excess on any of our plans by choosing to:

  • pay an additional premium to decrease the base excess or
  • reduce the premium you pay for your policy by increasing the base excess. 

Medical excess

Additional excess.

Some benefits attract an additional non-removable excess which is applied on top of the base excess.

Snow and Adventure packs have an additional excess of $500 per pack meaning you’ll need to pay a $500 excess in addition to your chosen base excess for Overseas Medical & Hospital Expenses or Cancellation claims resulting from your participation in snow sport or adventure activities. Refer to the Excesses Section of the PDS for more information.

If you're still not happy with the outcome of your claim, you can have your situation reviewed as part of the Allianz Global Assistance internal dispute resolution (IDR) process. Hot Oceans Worsened Dubai’s Dramatic Flooding, Scientists Say

An international team of researchers found that heavy rains had intensified in the region, though they couldn’t say for sure how much climate change was responsible.

Scenes of flood-ravaged neighborhoods in one of the planet’s driest regions stunned the world this month. Heavy rains in the United Arab Emirates and Oman submerged cars, clogged highways and killed at least 21 people. Flights out of Dubai’s airport, a major global hub, were severely disrupted.

The downpours weren’t a total surprise — forecasters had anticipated the storms several days earlier and issued warnings. But they were certainly unusual.

Here’s what to know.

Heavy rain there is rare, but not unheard-of.

On average, the Arabian Peninsula receives a scant few inches of rain a year, although scientists have found that a sizable chunk of that precipitation falls in infrequent but severe bursts, not as periodic showers. These rains often come during El Niño conditions like the ones the world is experiencing now.

U.A.E. officials said the 24-hour rain total on April 16 was the country’s largest since records there began in 1949 . And parts of the nation had already experienced an earlier round of thunderstorms in March.

Oman, with its coastline on the Arabian Sea, is also vulnerable to tropical cyclones. Past storms there have brought torrential rain, powerful winds and mudslides, causing extensive damage.

Global warming is projected to intensify downpours.

Stronger storms are a key consequence of human-caused global warming. As the atmosphere gets hotter, it can hold more moisture, which can eventually make its way down to the earth as rain or snow.

But that doesn’t mean rainfall patterns are changing in precisely the same way across every part of the globe.

In their latest assessment of climate research , scientists convened by the United Nations found there wasn’t enough data to have firm conclusions about rainfall trends in the Arabian Peninsula and how climate change was affecting them. The researchers said, however, that if global warming were to be allowed to continue worsening in the coming decades, extreme downpours in the region would quite likely become more intense and more frequent.

Hot oceans are a big factor.

An international team of scientists has made a first attempt at estimating the extent to which climate change may have contributed to April’s storms. The researchers didn’t manage to pin down the connection precisely, though in their analysis, they did highlight one known driver of heavy rain in the region: above-normal ocean temperatures.

Large parts of the Indian, Pacific and Atlantic Oceans have been hotter than usual recently, in part because of El Niño and other natural weather cycles, and in part because of human-induced warming .

When looking only at El Niño years, the scientists estimated that storm events as infrequent as this month’s delivered 10 percent to 40 percent more rain to the region than they would in a world that hadn’t been warmed by human activities. They cautioned, however, that these estimates were highly uncertain.

“Rainfall, in general, is getting more extreme,” said Mansour Almazroui, a climate scientist at King Abdulaziz University in Jeddah, Saudi Arabia, and one of the researchers who contributed to the analysis.

The analysis was conducted by scientists affiliated with World Weather Attribution, a research collaboration that studies extreme weather events shortly after they occur. Their findings about this month’s rains haven’t yet been peer reviewed, but are based on standardized methods .

The role of cloud seeding isn’t clear.

The U.A.E. has for decades worked to increase rainfall and boost water supplies by seeding clouds. Essentially, this involves shooting particles into clouds to encourage the moisture to gather into larger, heavier droplets, ones that are more likely to fall as rain or snow.

Cloud seeding and other rain-enhancement methods have been tried around the world, including in Australia, China, India, Israel, South Africa and the United States. Studies have found that these operations can, at best, affect precipitation modestly — enough to turn a downpour into a bigger downpour, but probably not a drizzle into a deluge.

Still, experts said pinning down how much seeding might have contributed to this month’s storms would require detailed study.

“In general, it is quite a challenge to assess the impact of seeding,” said Luca Delle Monache, a climate scientist at the Scripps Institution of Oceanography in La Jolla, Calif. Dr. Delle Monache has been leading efforts to use artificial intelligence to improve the U.A.E.’s rain-enhancement program.

An official with the U.A.E.’s National Center of Meteorology, Omar Al Yazeedi, told news outlets that the agency didn’t conduct any seeding during the latest storms. His statements didn’t make clear, however, whether that was also true in the hours or days before.

Mr. Al Yazeedi didn’t respond to emailed questions from The New York Times, and Adel Kamal, a spokesman for the center, didn’t have further comment.

Cities in dry places just aren’t designed for floods.

Wherever it happens, flooding isn’t just a matter of how much rain comes down. It’s also about what happens to all that water once it’s on the ground — most critically, in the places people live.

Cities in arid regions often aren’t designed to drain very effectively. In these areas, paved surfaces block rain from seeping into the earth below, forcing it into drainage systems that can easily become overwhelmed.

One recent study of Sharjah , the capital of the third-largest emirate in the U.A.E., found that the city’s rapid growth over the past half-century had made it vulnerable to flooding at far lower levels of rain than before.
