Starr’s travel insurance   Starr TraveLead Comprehensive is a leader in terms of how customisable their insurance is. When signing up, medical coverage (including COVID-19 coverage) is automatically included in all plans, but you can choose whether or not you want to add trip coverage (e.g. document loss, travel delay) and baggage coverage (e.g. baggage delay). Then, you can also easily add riders for Golf Protection, Cruise Vacation, Scuba Diving, and Snow Sports.

Starr TraveLead Comprehensive comes in 3 tiers: Gold , Silver and Bronze . While all are pretty comprehensive (as the name suggests), we advise you go for at least Silver . This affords you $500,000 overseas medical coverage, as well as $30,000 medical coverage for COVID-19 and $250 coverage for COVID-19 related trip curtailments and cancellations. You won’t get the COVID-19 trip curtailment/cancellation coverage in the Bronze plan, which only offers $15,000 for COVID-19 medical coverage. Better be safe and  go for Silver or Gold.

Do you hate making travel insurance claims? I do. That’s why when a friend of mine told me that you don’t need to make any claim on Etiqa to receive compensation for your flight delay, I was very intrigued.

I’ve been fortunate—all my recent flights have left on time. But from what I’ve heard from friends who weren’t as lucky on their recent travels, it’s true that Etiqa has the most seamless claim process for flight delays . All you need to do is enter your flight details when purchasing your insurance. Etiqa will monitor your flight and know if your flight is delayed (to count as a delay, it needs to be pushed back at least 3 consecutive hours). 9. Does travel insurance cover COVID-19?

When the COVID-19 pandemic started, most insurers did not extend their coverage to COVID-19-related mishaps. (Read more here .) The pandemic was quickly considered a “known event”, which insurers usually do not offer compensation for. So, if your flight got cancelled because of COVID-19, you’d be out of luck trying to get your insurance claims approved.

Now that practically all travel restrictions are lifted, insurance companies are rushing for a slice of the pie. Since the virus looks like it’s here to stay, most insurers are offering coverage that includes specific benefits for COVID-19. Where COVID-19 benefits aren’t already included in the policy, insurers offer an optional COVID-19 rider you can pay for to add on to the existing regular coverage.

Read your policy documents carefully to see if COVID-19 is covered, and add it on if you need to.

10. How do I choose the best travel insurance with COVID-19 coverage?

COVID-19 coverage  can vary quite a bit from insurer to insurer . When you’re shopping for the best insurance policy,  there are 4 things you want to look out for when it comes to choosing the best travel insurance with COVID-19 coverage:

  • Medical expenses coverage

Do note that the plans still exclude travelling against a travel advisory put in place by the Singapore government or by the local authority at your trip destination. Meaning, if your destination country goes on red alert for COVID-19, visitors are highly likely to come into contact with the virus and your insurance is highly likely to reject any COVID-19 claims. So be sure to check announcements on both ends before you depart.

Another common exclusion is failing to take precautions against COVID-19. This is worded kinda vaguely in those lengthy insurance policies, but could include not following any COVID-19 regulations at your destination or on the plane. So make sure you wear your mask whenever it’s required (or even when it’s not, if you want to play extra safe) and don’t attend any illegal raves.

11. What do I do if I get COVID-19 during or after my travels?

First of all, when booking your trip, you should retain all receipts, tickets and itineraries in case your trip has to be cancelled or altered.

At the first sign of a COVID-19 infection or related travel disruption, you should call your insurer and ask for guidance. Many insurers maintain a 24-hour hotline for travel claims. Save that number before you depart Singapore so that you aren’t stuck somewhere without wi-fi or 4G to Google the hotline.

To make a claim , you will usually have to submit your insurer’s form with supporting documents by the deadline mentioned in your contract (usually 30 days). Don’t wait until you’re back in Singapore to check which documents you need.

If you catch COVID-19 while you’re in Singapore , you will likely have to submit the results of a PCR Swab Test or Antigen Rapid Test conducted at a clinic or hospital.

It gets a bit more complicated if you’re overseas . The insurer will likely require documentation from the hospital as well as a doctor’s letter stating that you are unfit to travel and/or recommending treatment.

If you need to be quarantined overseas , you should make sure you have a quarantine order from the government, otherwise you may not be able to claim for quarantine allowance. Remember to ask for this as not all countries automatically issue such documentation.

Premium plans are based on a basic tiered single travel insurance for a five-day trip to Thailand (ASEAN Region). The coverage also differs according to different tiered plans. Do note that FWD and TIQ offer COVID-19 coverage in the form of an additional rider; the rest of the providers offer plans with built-in coverage.

There are sub-limits for different age groups in terms of COVID-19 medical expenses overseas, with up to S$250,000 coverage if you purchase the Premier plan.

3. FWD Travel Insurance - COVID-19 Rider

Of all the plans listed here, the FWD travel insurance is one of the few that gives you access to COVID-19 benefits only if you add on the COVID-19 rider, while the benefits are all the same regardless of the tier of the travel insurance plan that you choose.

For medical expenses coverage, this plan may not have the highest coverage as it only covers up to S$200,000 for medical expenses if you are hospitalised either overseas or after returning to Singapore. You’ll also get a hospital cash allowance of S$100 per day for up to 14 days if you’re hospitalised overseas or locally due to COVID-19. 

There is also a quarantine benefit of up to S$50 per day, up to 14 days due to COVID-19.

This rider thankfully covers trip cancellation and loss of deposit. You can get up to S$5,000  if you have to cancel your trip within 30 days of the departure date. This also includes close contact cover.

4.Tiq Travel Insurance

As the newest addition to the list, Tiq travel insurance is finally offering COVID-19 coverage, albeit as an add-on rider. The rider comes in three tiers — entry, savvy and luxury, based on the coverage tier you opt for.

The highest tier coverage gives you up to S$300,000 medical coverage for COVID-19 incurred overseas, as well as up to S$5,000 coverage for trip cancellation and loss of deposit. If your trip is postponed, you are insured up to S$1,500.

On top of that, there is also a quarantine allowance of up to S$1,500, S$100 for every 24 hours, and up to S$500,000 emergency medical evacuation & repatriation to Singapore. It now also offers coverage for Cruise To Nowhere. For hospitalisation in Singapore after returning back from your trip, you get a payout of up to S$300.

Since the COVID-19 coverage is only available as a rider, you'll just have to top up an affordable amount to enjoy the benefits offered, to grant you a peace of mind for you and your loved ones.

5. Seedly Travel Insurance

Seedly Travel Insurance has two types of plans — Safe and Secure, with Secure being the highest tier-ed plan. If you choose the Seedly Travel Secure plam, you'll get up to S$500,000 coverage for overseas medical expenses, including COVID-19. The great thing about this plan is that they also offer coverage if you decide to receive Traditional Chinese Medicine (TCM) treatment, offering u to S$500 per trip, up to S$100 per visit.

Aside from that, this plan is also suited for families with children. Not only does it offer complimentary coverage of up to 4 children when you purchase the Family Plan, but it also offers a Child Support Grant of up to S$30,000, up to S$6,000 per child, and a Child Companion Benefit of up t S$10,000, allowing an adult to fly from Singapore to the destination to accomany the child in the unfortunate event of the insured is injured or hospitalised overseas wile travelling with a child.

6. Singlife Travel Insurance

Singlife travel insurance has three plans that you can choose from — Lite, Plus and Prestige. If you’re comparing overseas medical expenses, the Prestige plan covers up to S$200,000, the Plus plan S$100,000 and S$50,000 for the Lite plan if you get COVID-19. For the highest Prestige tier, you have unlimited coverage for emergency medical evacuation and repatriation.

They also provide an overseas quarantine allowance of up to S$100 per day, and up to S$2,000 for the Prestige plan, while the Plus plan offers S$50 per day up to S$1,000. The Lite plan does not offer any coverage.

For any trip cancellation, postponement or interruption, the Prestige plan will cover you up to S$2,000, while the Plus plan reimburses you up to S$1,500 and the Lite plan offers S$500.

Singlife also recently rolled out their new rainfall protection that provides a payout of up to S$150 should your trip be affected by excessive rainfall. This is applicable only for single trips (minimum 3 days) where more than 50% of the trip duration is affected by rainfall levels of >6.4mm in a 24-hour period.

7. Allied World Travel Protector

Allied World Travel Insurance offers three tiers of coverage — Classic (Plan 1), Superior (Plan 2) and Premier (Plan 3). While their plans do not have COVID-19 coverage as a default, you can opt for it as a rider.

Their COVID-19 coverage is pretty decent. If you opt for the Premier plan, you'll get up to S$250,000 of coverage for any overseas medical expenses due to COVID-19, up to S$6,000 in claims for any trip cancellation or curtailment due to the infection, and up to S$500,000 coverage for COVID-19-related medical evacuation or repatriation. 

If you are hospitalised overseas, you'll also receive a hospitalisation allowance of S$250 for every 24 hours of hospitalisation. You can claim up to S$1,000 for the Classic Plan, S$1,500 for the Superior Plan and S$2,000 for the Premier Plan. You'll even receive a local hospitalisation allowance of S$100 for every 24 hours in Singapore.

8. AIG Travel Guard® Direct

Know why AIG Travel Guard® Direct stands out from the rest? It gives you the most flexibility to choose the kind of coverage you want, as it allows you to choose from the four plans that they provide — Basic, Standard, Enhanced and Supreme.

On top of that, it has the second-highest reimbursement coverage on the list for trip cancellations. If your trip is cancelled, or if you have to return to Singapore earlier due to you or a family member contracting COVID-19, you can get a reimbursement of up to S$7,500. If your trip is altered pre-departure due to you or your relative being diagnosed with COVID-19, you are covered for up to S$1,500 under the Supreme plan.

In terms of overseas medical expenses, you’ll get very decent coverage of up to S$250,000 with the Supreme plan, while the lowest-tier Basic plan covers you for up to S$50,000.

For quarantine orders abroad, you’ll receive an allowance of S$100 a day for up to 14 consecutive days under the Supreme plan and Enhanced plan, and S$50 a day for the Basic and Standard plan.

9. Sompo Travel (COVID-19) Insurance

Sompo Travel COVID-19 Insurance offers two plans with different levels of coverage — the Essential Plan offers relatively basic coverage while the Superior Plan provides more comprehensive coverage.

If you get COVID-19, you will be covered up to S$100,000 for any medical expenses abroad, and any overseas quarantine or hospitalisation will get you an allowance of S$50 a day up to 14 days, for the Essential Plan. If you opt for the Superior plan, you'll get medical coverage of up to S$200,000 instead and an overseas hospital allowance of up to S$100 per day.

If your trip has to be cancelled or postponed due to COVID-19, you can get up to S$4,000 reimbursement for the Superior Plan. On top of that, you’ll also be covered up to S$200,000 worth of emergency evacuation and repatriation for COVID-19 if required under the same plan.

One advantage is that it offers a wider-than-typical range of benefits without the need to purchase add-ons. 

The high personal accident cover and emergency evacuation benefits provide up to S$500,000 in personal accident cover, bumped up to S$1 million thanks to its double indemnity benefit for public transport. This means that if accidental death or disablement should occur arising from the use of public transport overseas, your personal accident payout will be doubled.

GE TravelSmart Premier also shines in medical expense coverage, offering up to S$150,000 in overseas medical cover for COVID-19. As for trip cancellations due to COVID-19, you can claim up to S$5,000 for the highest tier plan.

They also provide hospital cash and quarantine benefit of up to S$100 per day, up to 14 days, due to COVID-19.

11. HLAS CovidSafe Travel Protect360

With the HLAS CovidSafe Travel Protect360, you’re able to choose from the three plans — Basic, Enhanced and Superior — that differ in the level of coverage.

The Superior plan offers up to S$150,000 in overseas medical expenses coverage against COVID-19 and the Enhanced plan offers up to S$50,000. However, the Basic plan does not offer any coverage.

You can expect a fairly decent hospital cash benefit of up to S$2,000 that pays out S$100 per day of hospitalisation, as well as an overseas quarantine coverage of up to S$1,000 for the Superior plan, with a daily payout of S$100.

For trip cancellations or curtailments related to COVID-19, you’ll get a reimbursement of up to S$2,000, while any postponements will grant you up to S$1,500. There is unlimited coverage for emergency evacuation and repatriation for the Enhanced and Superior plans, while the Basic plan does not offer any coverage for COVID-19 medical expenses or travel inconveniences due to COVID-19.

12. Allianz Travel Hero

As the newest kid on the block, Allianz Travel Hero do not offer any tier plans to customise your coverage. Instead, it offers three types of plans — ASEAN, APAC and Worldwide depending on the travel destination you're heading to.

You will receive the highest coverage if you buy the Worldwide plan, offering coverage of up to S$500,000 overseas medical expenses, including COVID-19 related expenses. You'll also enjoy up to S$50,000 coverage for any continued medical treatment you receive when you're back in Singapore, up to 14 days.

If you need to cancel your trip due to any valid reason including contracting COVID-19, you can get up to S$15,000 coverage. For baggage delay and loss, you are entitled to a maximum of S$3,000 (min 6h of delay required) and S$7,000 respectively (up to a sublimit of S$1,000 for all high-value items). If you lose your travel documents, you can claim up to S$8,000, while any loss of personal cash will cover up to S$500. Thinking of going on a road trip? Fret not! Allianz Travel Hero also offers rental vehicle excess of up to S$3,000 (no coverage for ASEAN Plan).

Which is the best travel insurance plan for COVID-19 coverage?

If you’re looking for one with the best coverage, Allianz Travel Insurance offers the highest medical expenses coverage that is unlimited if you opt for their highest-tier plan (though that comes at a comparatively heftier price), while AIG Travel Guard® Direct ranks second by offering up to S$250,000 coverage.

If you’re worried about the possibility of your trip being cancelled due to you or a loved one contracting COVID-19, Allianz Travel Insurance once again offers the highest amount of reimbursement of up to S$25,000. Despite this, their insurance plan does not come with any quarantine or hospitalisation allowance if you get the virus overseas.

Singlife Travel Insurance is also noteworthy as it offers up to S$2,000 of coverage for both hospitalisation and overseas quarantine, though the medical expenses coverage offered is not the highest.

For those on a budget, you can opt for the Starr TraveLead Travel Insurance that is the cheapest of the lot, from as low as S$18 for the basic tiered plan.

Importance of buying travel insurance early 

Frankly, no one could have predicted the onset of the Coronavirus or the severity of its impact globally. 

What we can do, however, is to protect ourselves from similar future outbreaks and unknown situations. You can consider purchasing a single trip travel insurance policy the moment you confirm the destination and dates of your overseas trip. Frequent travellers can opt to purchase an annual travel plan. 

For most cases, if you've bought your travel insurance before the advisory was announced (different insurers may use different dates), the trip disruption, postponement or cancellation will be covered up to your policy's benefit limit.

You should also pay closer attention to the T&Cs of the insurance policy documents. For example, some travel insurance plans offer trip cancellations for any reason (be it as part of the policy or as an upgrade or add-on), which would then cover you for a situation like the Coronavirus outbreak. 

The truth is a lot of us end up buying travel insurance at the very last minute. At times (we’re all guilty as charged), we buy it minutes before stepping onto the airplane. However, purchasing our travel insurance weeks, or even months, before the actual trip can save our wallets from unprecedented costs incurred when we are pushed to cancel our trip.

Q: can i continue my medical treatment for injury or sickness sustained overseas when i return to singapore.

A: Yes. We pay for the medical expenses, up to the Sub-limit, reasonably incurred by you in Singapore within 30 days after your return from the trip.

Q: If I was injured or sick overseas but did not seek medical treatment, can I do so upon my return to Singapore?

A: Yes. The Company will indemnify you up to the Benefits Payable under the Policy for the treatment sought within three (3) days after your return from the Journey where initial treatment for Bodily Injury or Sickness was not sought overseas, up to a maximum of thirty (30) days from the date of first treatment in Singapore.

Q: What is the time frame for submitting a travel claim when I return to Singapore?

A: You will need to submit a claim within thirty (30) days upon returning to Singapore.

A: If your loss arises out of robbery, burglary or theft, you should report the loss to the local police within 24 hours after the loss / incident and obtain a written statement from the police to substantiate your travel insurance claim.

Remember the good old days when lost luggage was your biggest worry? These days, the most likely mishaps to happen are related to Covid-19, whether they be an infection or a trip cancellation.

Not all insurers cover Covid-19, but a handful do - to varying extents. Here's a comparison of the five best plans in Singapore.

Does travel insurance cover Covid-19?

When the Covid-19 pandemic started, most insurers did not extend their coverage to Covid-19-related mishaps.

The pandemic was quickly considered a "known event", which insurers usually do not offer compensation for. So, if your flight got cancelled because of Covid-19, you'd be out of luck.

Now. as travel restrictions get lifted, insurance companies are rushing for a slice of the pie. Since the virus looks like it's here to stay, insurers are starting to offer coverage specifically for Covid-19.

But Covid-19 coverage is such a new thing that it can vary quite a bit from insurer to insurer. Given a bit of time, insurers will start to understand what their competitors are offering and coverage across the board is likely to become more similar.

Do note that the plans still exclude travelling against a travel advisory put in place by the Singapore government or by the local authority at your trip destination. So be sure to check announcements on both ends before you depart.

Another common exclusion is failing to take precautions against Covid-19. This is broadly worded in the insurance policy but could include not following any Covid-19 regulations at your destination or on the plane. So make sure you wear your mask whenever it's required and don't go attending any illegal raves.

Best travel insurance with Covid-19 coverage

1. FWD travel insurance + Covid-19 coverage

FWD offers some of the cheapest travel insurance plans in Singapore, so this is a budget-friendly option if you're already baulking at the cost of all the antigen tests you'll have to take before and after your trip.

Here's a quick run-through of the Covid-19 coverage offered by this plan:

  • Trip cancellation and loss of deposit
  • Trip disruption
  • Overseas hospital cash
  • Hospital cash while in Singapore
  • Medical expenses
  • Emergency medical evacuation and repatriation

The plan reimburses some of your travel-related expenses if you are diagnosed with Covid-19 no more than 30 days before your scheduled departure date, or if you have to change your itinerary because of a Covid-19 diagnosis while overseas.

You also get to claim medical expenses and a hospital cash benefit if you get hospitalised overseas or for up to 14 days in Singapore upon your return.

The coverage is very bare bones but the plan is frickin cheap. Get this if you can't afford anything else.

2. AIG Travel Guard insurance

Here's a quick run-down of the plan's main offerings:

  • Trip cancellation
  • Early return home
  • Overseas medical expenses
  • Emergency medical evacuation
  • Overseas quarantine allowance

This plan offers compensation if you catch Covid-19 in Singapore and have to postpone your trip, or if you or a family member catch the virus before your departure date and you have to cancel your trip because of that. You also get medical coverage and a quarantine allowance.

This is quite a decent list of benefits compared to what the other plans are offering, but there are a few perks missing from the list, including a daily hospital cash benefit, early return home and trip interruption due to quarantine or other government advisories.

Overall, the plan is on the cheap side but honestly quite bare bones. If you can afford this plan, you could also just spend a few more bucks to get a better one.

3. AXA SmartTraveller travel insurance

Here's what this plan gets you:

  • Pre-departure trip cancellations and postponement
  • Trip curtailment or rearrangement losses
  • Overseas hospitalisation allowance

The medical expenses category is quite generous here. You can claim for costs incurred within 90 days of your trip.

One perk that not all insurers offer is overseas quarantine allowance if you're forced to hole up in a hotel or quarantine centre overseas due to a Covid-19 infection.

You can't claim for this if you're already claiming for hospitalisation, though you'd have to be really unlucky to get both quarantined AND hospitalised in one trip.

AXA also tends to be quite flexible when it comes to trip curtailment or rearrangement.

You can claim under this section not only if you yourself catch Covid-19 but if there is a death in your family due to Covid-19, public transport gets cancelled due to Covid-19 or there is a Covid-19 outbreak at your destination which prevents you from continuing on your trip.

In short, this plan has one of the most comprehensive benefits lists available, and it isn't even that expensive. This one gets a thumbs-up.

4. Sompo Travel (Covid-19) Essential travel Insurance

The key benefits are as follows:

  • Trip postponement
  • Trip curtailment
  • Medical expenses overseas
  • Overseas hospital income

Compensation for trip cancellation or postponement is offered if you, an immediate family member or a travelling companion also insured by Sompo, got diagnosed with Covid-19 not more than 30 days before your departure date.

If your travel partner gets infected you can choose to claim for your travel expenses rather than go alone.

The same goes for trip curtailment while overseas. While on your trip, you can make a claim for having to change your itinerary if your travelling companion or an immediate family member back in Singapore gets diagnosed with Covid-19 and you need to cut short your trip to return to Singapore.

Medical expenses can be claimed for a period of up to 45 days (the first day being the day you first seek treatment while overseas) or when the limit in your benefits table is first reached, whichever happens first.

Note that you might be left high and dry if you are ill for more than 45 days.

Overall, this plan is generous when it comes to changes to your travel plans, but not so much when it comes to medical treatment. It's probably best if you are young, have no existing health issues and have already been vaccinated.

5. NTUC Income travel insurance

Here's a run-down of the key benefits:

  • Cancelling your trip due to Covid-19
  • Postponing your trip due to Covid-19
  • Shortening your trip due to Covid-19
  • Trip disruption due to Covid-19
  • Emergency medical evacuation due to Covid-19
  • Sending you home due to Covid-19

NTUC Income offers up to $150,000 worth of overseas medical expenses and up to $150,000 worth of evacuation or repatriation expenses if you contract Covid-19 overseas. This coverage is valid for the first 90 days of your trip.

They have recently enhanced their Covid-19 cover to allow claims for trip cancellations and postponements due to you (or your travel companion) being diagnosed with Covid-19 or getting issued an isolation order by the government.

Covid-19 vaccine complications are now covered under medical expenses as well. For more details on what is covered, refer to the NTUC Income website and policy conditions.

There are no excluded countries due to Covid-19 except for Afghanistan, Iraq, Liberia, Sudan and Syria, which are normally excluded from the regular travel insurance plan as well.

What to do if you get Covid-19 during/after travel?

First of all, when booking your trip, you should retain all receipts, tickets and itineraries in case your trip has to be cancelled or altered.

At the first sign of a Covid-19 infection or related travel disruption, you should call your insurer and ask for guidance. Many insurers maintain a 24-hour hotline for travel claims.

To make a claim you will usually have to submit your insurer's form with supporting documents within the deadline mentioned in your contract (usually 30 days). Don't wait until you're back in Singapore to check which documents you need.

If you catch Covid-19 while you're in Singapore, you will likely have to submit the results of a PCR Swab Test or Antigen Rapid Test conducted at a clinic or hospital.

It gets a bit more complicated if you're overseas. The insurer will likely require documentation from the hospital as well as a doctor's letter stating that you are unfit to travel and/or recommending treatment.

If you need to be quarantined overseas, you should make sure you have a quarantine order from the government, otherwise you may not be able to claim for quarantine allowance. Remember to ask for this as not all countries automatically issue such documentation.

New insurance coverage for inbound travellers to cover Covid-19 related costs in Singapore

SINGAPORE 18 November 2020 – Changi Airport Group (CAG) and the Singapore Tourism Board (STB), on behalf of the Emerging Stronger Taskforce Alliance for Action (EST-AfA) on Enabling Safe and Innovative Visitor Experiences[1], announced today that foreign visitors will now be able to buy inbound travel insurance coverage for Covid-19 related costs incurred in Singapore.

Inbound insurance coverage has been identified as a key enabler to facilitate the resumption of travel to Singapore. In line with the EST-AfA’s focus on public-private partnerships, CAG, STB and the General Insurance Association of Singapore (GIA) led an Expression of Interest (EOI) exercise to reach out to interested private sector insurers to provide such coverage.  In response to the EOI, three insurance companies, AIG Asia Pacific Insurance Pte. Ltd., Chubb Insurance Singapore Limited and HL Assurance Pte. Ltd., have developed travel insurance products which provide at least S$30,000 in coverage for Covid-19 related medical treatment and hospitalisation costs. A minimum of S$30,000 in coverage is recommended by the Ministry of Health based on Covid-19 bill sizes at private hospitals, which is where inbound travellers typically receive care for Covid-19. (Please see Annex for the list of insurers and their insurance plans).

Inbound foreign travellers entering Singapore via the various Safe Travel Lanes are required to bear the full cost of medical treatment, tests and isolation, should they be suspected of being infected with Covid-19, or require medical treatment for Covid-19 while in Singapore. With immediate effect[2], they will be able to purchase a travel insurance plan to help them cover some of these costs.

 “We have been actively engaging the insurance community since August this year, through an Expression of Interest (EOI) exercise[3], to develop inbound travel insurance products as Singapore progressively reopens. We noticed such products were not available in the market, and wanted to encourage insurers to develop such products and offer them to travellers at a reasonable price.” said Mr Lee Seow Hiang, Changi Airport Group’s Chief Executive Officer and co-lead of the Alliance.  

“With the gradual resumption of travel and the re-opening of borders, having robust travel insurance options in place is integral to ensuring a successful and sustainable revival of inbound travel to Singapore. The general insurance sector is committed to providing travellers visiting Singapore the protection they need to travel here with confidence.” said Mr Ho Kai Weng, General Insurance Association (GIA) of Singapore’s Chief Executive.

Earlier in September, the EST Alliance for Action on Enabling Safe and Innovative Visitor Experiences announced that it will be testing a prototype for safe tradeshows and exhibitions, as well as safe itineraries for event attendees. The new insurance products will complement this earlier work in resuming safe travel.

“As we gradually re-open for safe travel, Covid-19 insurance coverage is a key enabler to rebuild traveller confidence and provide peace of mind. We are heartened that the public and private sectors have come together to provide solutions, and we look forward to more collaborations that will help Singapore lead the way as a safe, trusted and innovative destination.” said Mr Keith Tan, Singapore Tourism Board’s Chief Executive.

Premiums for these inbound travel insurance plans start from S$5.35 (inclusive of GST) and can be purchased directly from the insurers through their respective websites.

Ensure to insure: Which travel insurance policies provide Covid-19 coverage?

SINGAPORE - With the Vaccinated Travel Lane (VTL) agreements paving the way for two-way quarantine-free travel, stir-crazy Singaporeans are dusting off their passports and making up for lost time.

But travel during a global pandemic is fraught with uncertainty, and if travel insurance was a good idea pre-Covid-19, it is practically essential now. In fact, it is literally essential for certain VTL countries such as Malaysia and South Korea, which require foreigners to purchase travel insurance with Covid-19 medical expense coverage as a condition of entry.

Fortunately, the majority of travel insurers now provide Covid-19 coverage, either integrated into the main policy or as an add-on rider.

It is not going to burn a hole in your pocket either. With the various ongoing promotions, coverage can be had for less than $10 a day (see chart on Sample Coverage Of Covid-19 Travel Insurance Policies).

What you need to be covered for

Medical expenses.

Assuming you are vaccinated and in good health, any Covid-19 infection should be fairly mild.

However, it is still important to have coverage for Covid-19 medical expenses, whether it is as simple as an outpatient consultation with a doctor or as serious as admission to hospital.

Moreover, some VTL countries require foreigners to buy travel insurance with a specified minimum coverage for Covid-19 medical treatment. You will usually need to present your insurance certificate before boarding the flight.

Emergency medical evacuation

In the event that you contract Covid-19 and your situation deteriorates, doctors may decide that evacuation to Singapore for further treatment is necessary.

This can be a very expensive process. According to examples from insurance company Chubb, medical evacuation via air ambulance can cost upwards of US$100,000 (S$136,700). You will want to ensure your travel policy has adequate coverage in this area.

When choosing your policy, make sure it provides separate coverage for medical expenses and emergency medical evacuation.

For example, MSIG TravelEasy (Standard) provides $65,000 of combined coverage for overseas medical expenses and emergency medical evacuation.

Allianz Travel Insurance (Bronze) provides $1 million of coverage for medical expenses and a separate $1 million of coverage for emergency medical evacuation.

If your situation is serious enough to warrant repatriation to Singapore, you may well have incurred significant overseas medical expenses already, so it is vital you have something left over to cover the evacuation.

Quarantine allowance

If you receive a positive Covid-19 result while overseas and are asymptomatic or mildly symptomatic, the standard procedure in most VTL countries is to self-isolate in a hotel.

The two situations where travellers are most likely to receive a positive Covid-19 result while overseas are:

  • Upon arrival overseas: Assuming the country requires a further Covid-19 test on arrival (most European countries and the United States do not); and
  • Pre-departure to Singapore: All VTL travellers to Singapore must take a Covid-19 antigen rapid test/polymerase chain reaction (PCR) test within two days of departure.

Getting a positive result on arrival is not a great way to start your vacation, but is unlikely to incur much incremental accommodation costs because you can use the hotel already booked for isolation. However, getting a positive result on your pre-departure test could be expensive because you need to book additional accommodation beyond your originally envisioned return date, as you wait for the all-clear.

A quarantine allowance helps defray some of the additional expenses involved. While most policies offer $50 a day, you are strongly advised to top up a little extra for a policy with $100 a day, to cover the cost of a decent hotel. Also, check how many days of quarantine are covered - some policies offer seven days, others 14 days.

Note that quarantine allowances do not cover situations where quarantine is a published requirement for travel. For example, Singapore residents travelling to Indonesia must undergo a 10-day quarantine on arrival . No claims will be allowed in this respect (travel insurance is meant to cover the possibilities, not the certainties).

There is one thing the quarantine allowance will not cover.

The Immigration & Checkpoints Authority has a policy that says travellers who have been diagnosed with Covid-19 in the last 14 days should not travel to Singapore.

Suppose your pre-departure test in Germany is positive and you are issued a seven-day self-isolation order. After seven days, you clear a Covid-19 PCR test and are released.

You can claim a quarantine allowance for the seven-day period indicated on the self-isolation order, but not the additional seven days you need to wait in Germany before returning to Singapore.

Trip cancellation

Many VTL countries require a pre-departure test before leaving Singapore. Should your result come back positive, you will almost certainly need to cancel your trip.

Trip cancellation protection offers reimbursement for forfeiture of deposits or charges that are unrecoverable - for example, flights, hotels and tickets to attractions.

The emphasis is on the word "unrecoverable". You will usually be required to submit proof that you contacted the merchant to request a refund and were denied. If the merchant agrees to refund you a portion of your costs, that portion is not recoverable from your travel insurer.

But trip cancellation does not cover situations where you get spooked out of travelling because of quarantine requirements or travel advisories.

Certain travel insurance policies may also provide coverage for trip postponement which, as the name suggests, covers the costs incurred in postponing your trip as opposed to cancelling it.

What you should know about Covid-19 coverage

Coverage applies to overseas expenses.

With the exception of trip cancellation or postponement, travel insurance is generally meant to cover you for things that happen outside of Singapore.

In other words, if you require overseas medical treatment for a Covid-19 infection diagnosed in Britain, you can file a claim with your travel insurer.

But if you are diagnosed with Covid-19 after returning to Singapore from Britain, you need to file a claim with your regular health insurance provider for medical treatment received in Singapore.

While the Singapore Government is currently picking up the tab for Covid-19 medical bills for fully vaccinated Singaporeans, permanent residents and long-term pass holders, an exception applies to those who test positive for Covid-19 within 14 days of their arrival in Singapore.

However, these individuals will still be able to tap government subsidies and insurance coverage where applicable. According to the Ministry of Health, the median acute hospital bill for patients who end up in the intensive care unit and require Covid-19 therapeutics is $25,000, although means-tested government subsidies and MediShield Life coverage can reduce the bill to about $2,000 to $4,000 for eligible Singaporeans in subsidised wards.

Covid-19 coverage will be less than general coverage

While travel insurance policies may offer very generous coverage of overseas medical expenses, Covid-19 treatment is usually a much smaller amount.

For example, AXA SmartTraveller offers up to $600,000 of overseas medical expenses, but only up to $150,000 for those specifically related to Covid-19.

I can only surmise that it is because Covid-19 is a relatively novel disease and underwriters prefer to err on the side of caution by limiting their liability.

Mandatory quarantine is not grounds for cancellation

If there is one thing the Omicron variant has done, it is remind people that border restrictions and quarantine requirements are liable to change at short notice.

In recent weeks, for example, Sydney and Melbourne have imposed 72-hour quarantine for all international arrivals, and India reinstated seven-day home quarantine for travellers from Singapore. While both these measures have since been lifted, they are reminders of how fast things can change.

As inconvenient as these things may be, changing regulations, government advisories against travel and border closures are generally not grounds to claim trip cancellation.

Most policies will cover only trip cancellation if you, a travelling companion or family member test positive for Covid-19 prior to departure.

To put it another way, while it is unfortunate you need to spend precious overseas time in quarantine, that is not really the insurer's concern.

If you want a policy that covers such situations, you might want to consider Aviva's travel insurance and its "cancel for any reason" clause.

This covers 50 per cent of your unrecoverable travel and entertainment costs (capped at $5,000) should you decide not to travel, claimable a maximum of once per period of insurance (that is, annual policy-holders can use it only once).

Travel insurance policies with Covid-19 coverage

Travel insurance policies have different tiers and coverage. The chart, Illustrative Pricing For Travel Insurance Policies, uses a seven-day trip to South Korea as the basis for comparison.

My advice would be to look for an insurer that provides coverage for all four areas discussed previously (some policies do not provide quarantine allowance).

Generally, there is no harm in purchasing travel insurance well in advance of your trip, since you are charged only for the days overseas.

For example, an insurance company charges the same for a seven-day trip to South Korea whether you buy it the day before departure or a month in advance. But buying it earlier means you will be covered for specified events that occur in the pre-departure period, such as a positive Covid-19 diagnosis.

Should you eventually decide not to travel, most Singapore-based insurers allow you to cancel and refund your policy, provided no claims have been made. Some may charge an administrative fee.

Other travel insurance options

From airlines.

Instead of purchasing travel insurance from a bank or underwriter directly, passengers flying on certain airlines can purchase or enjoy complimentary travel insurance with Covid-19 coverage.

For example, passengers flying with Singapore Airlines can purchase a policy underwritten by Allianz, which provides up to $1 million of overseas Covid-19 medical expense coverage and trip interruption coverage of up to $150 a day that would cover additional costs incurred due to quarantine.

Likewise, those flying with Scoot can buy a policy underwritten by AXA with $10,000 of overseas Covid-19 medical expense coverage and a daily quarantine allowance of $100. But do note that the relatively low medical coverage will make this unsuitable for certain VTL countries such as Malaysia or Thailand.

Passengers flying on Cathay Pacific, Emirates and Etihad will also enjoy complimentary Covid-19 medical insurance, with no action needed from them.

From overseas

Travellers can also consider purchasing insurance from overseas companies such as SafetyWing and World Nomads. These policies provide coverage for Singapore residents and may be more cost- effective in certain scenarios.

However, it is important to read up on both the seller and underwriter, since you will not have access to mediation bodies like FIDReC in the event of a dispute.

In a nutshell

Remember that travel insurance provides no coverage should your trip be impacted by new quarantine requirements and even border closures. Likewise, there is no coverage against a disinclination to travel, so if you are still on the fence, it is a good idea to hold your fire on any non-refundable bookings.

Venturing overseas without travel insurance was always a foolhardy endeavour prior to Covid-19 and to do so now is borderline insanity.

Do not pinch pennies when it comes to protection - no one ever enjoyed a mai tai on the beach while looking over his or her shoulder.

A Medical practitioner is a person who is registered and legally qualified as a doctor, has a medical degree in Western medicine, and is authorized by the medical licensing authority of the relevant country to provide the medical or surgical services their licence and training relate to.

The medical practitioner cannot be the insured or an insured person, or:

  • their husband, wife or unmarried partner;
  • their business partner, employer, employee or agent;
  • their travel companion; or
  • any person who is related to an insured person or the insured in any way, including by marriage or adoption.

The policy is designed to protect you during your overseas journey. If you are diagnosed with COVID-19 upon arriving in Singapore, after your journey, you will not be covered by the policy.

Family plan

SINGAPORE: Travel insurers have revised their coverage for COVID-19-related incidents, as measures ease and borders open up in Singapore and overseas. 

Insurers here told CNA they have observed that customers’ travel needs are changing amid the pandemic, and there are many considerations when planning for an overseas trip. 

“There is still a lot of hesitation when it comes to travelling overseas because the COVID-19 situation in many countries is still volatile,” said vice-president and head of personal lines at Income Annie Chua. 

Hotels and airlines have also revised cancellation and refund policies so that customers have recourse if they have to cancel their trips, she said.

Singapore launched its  first two vaccinated travel lanes with Germany and Brunei on Sep 8. The first two designated flights returning from Frankfurt and Munich arrived on Sep 8 and 9 respectively. 

Travellers who return on the designated vaccinated travel lane flights do not have to serve a stay-home notice, and only need to do routine tests for COVID-19. Germany also does not have restrictions based on vaccination status or quarantine requirements for visitors from Singapore.

Income said it has offered COVID-19 coverage for overseas medical expenses under its travel insurance plans since November last year. This includes coverage of up to US$100,000 for COVID-19-related hospitalisation expenses overseas and costs incurred for medical evacuation of up to US$100,000. 

The COVID-19 benefits are excluded from travel insurance plans bought for trips to countries that the World Health Organization has deemed “high-risk” for COVID-19 at the time they are purchased. 

“We are currently looking into adding suitable coverage for trip disruptions which are the result of having to serve a quarantine order or stay-home notice, or if a family member of the insured party is diagnosed with COVID-19,” said Ms Chua.

Singapore to launch its first vaccinated travel lanes with Germany and Brunei

“We understand that customer needs are changing as a result of COVID-19. There are many considerations one has to make when planning for a trip or even deciding whether or not to travel,” said managing director of retail and health at AXA Insurance Julien Callard. 

AXA has enhanced two of its travel insurance plans – the AXA SmartTraveller and AXA Wanderlust – since December 2020 and July respectively. 

The enhancements provide coverage for pandemic-related scenarios that have “generally been excluded” from travel insurance plans since COVID-19 was declared a pandemic, said Mr Callard. 

For example, the plans cover scenarios like having to cancel the trip after failing the temperature screening at the departure gate at the airport, and later testing positive for COVID-19. 

Some other possible scenarios include having to cancel or postpone the trip when a family member or sole travelling companion tests positive for COVID-19, if a family member who is to host the traveller overseas during the trip tests positive, or if the traveller tests positive during the trip and needs to be hospitalised or quarantined. 

The plans also cover situations where a traveller has to curtail or rearrange their trip due to an outbreak while overseas, “unavoidably incurring” additional accommodation costs to extend their stay in the country, or where they have to rearrange their itinerary while overseas if there are no flights due to the pandemic. 

Some countries also require inbound visitors to have travel insurance that covers COVID-19-related medical expenses with a minimum amount, Mr Callard noted. 

AXA also has a 24/7 hotline for travellers to provide assistance on policy coverage and where they can get information on the nearest hospitals or clinics, as well as receive medical consultations over the phone, he added. 

AIG Asia Pacific Insurance revised its Travel Guard insurance plan in June to cover overseas COVID-19-related medical and evacuation costs incurred if travellers test positive on their trip, its head of auto and travel Teo Ser Foong told CNA. 

For return trips, the enhanced plan covers trip cancellations or postponements if the traveller or their relatives are diagnosed with COVID-19 before the date of departure, subject to terms and conditions, he said. 

“You are also covered for travel curtailment if you or your relative are diagnosed with COVID-19 whilst travelling and need to return to Singapore earlier than planned,” Mr Teo added. 

The plan also includes quarantine allowance if individuals test positive for COVID-19 and are unexpectedly placed in mandatory quarantine outside of Singapore, he noted. 

However, insurers CNA spoke to said their travel insurance plans do not cover incidents where a traveller discovers that they have caught the virus upon their return to Singapore. 

The policies also do not cover trip cancellations or postponements due to changing regulations in the country the individual is travelling to, they said. 

“Even though there continues to be some COVID-19 exclusions with our travel insurance plans, we are working to keep our offerings relevant to meet our customers’ evolving needs,” said Income’s Ms Chua.

“On top of that, travel insurance also remains important to cover other losses that are not related to COVID-19 while travelling, such as damage to personal belongings, personal accident or travel delays.”

AXA offers 3 levels of travel insurance : Silver, Gold, and Platinum . Each level offers different limits, but all of AXA’s policies have 100% trip cancellation coverage, emergency medical coverage and medical evacuation, baggage delay and loss, and missed connection coverage.

Let’s compare what you get with each policy:

With plans as low as $16 and minimal coverage, AXA recommends the Silver plan for domestic travel. You can cover 100% of your trip cost for trip cancellation and interruption coverage. If your travel is delayed, you can get up to $100 per day for expenses, up to $500 total, and $200 for delayed baggage.

There’s also $500 in missed connection coverage. The $25,000 in emergency medical expense coverage isn’t much, but it might be adequate for domestic travel if you’re using your primary health insurance first.

Gold plans start at $36 but add more coverage and are appropriate for cruises or Schengen travel . Like the Silver plan, the Gold plan offers up to 100% trip cancellation coverage but bumps trip interruption to 150% of your trip cost. Limits for all coverages are higher, with $200 per day and $1,000 maximum in trip delay coverage and $1,000 for missed connections. Baggage delays offer up to $300, and you can get up to $1,500 for lost baggage and personal effects.

The health coverage is also much higher at $100,000, and it adds a $50,000 non-medical emergency evacuation option on top of the $500,000 medical emergency evacuation benefit. This plan also offers an optional $35,000 collision damage waiver.

The Platinum plan , starting at $52, steps up coverage and offers additional options. You’ll get 100% trip cost coverage for trip cancellation and 150% for trip interruption. Trip delay coverage offers up to $300 per day and a $1,250 maximum, plus $600 for baggage delays and $3,000 for lost baggage and personal effects.

Emergency medical treatment is also higher at $250,000, and you’re covered for $1 million in emergency medical evacuation — $100,000 for non-medical evacuation.

The Platinum plan also offers additional coverage for sports, with $25 per day for lost skier days, $500 for lost golf rounds, and $1,000 for sports equipment rental. It also offers optional coverage for up to 75% of trip cost with Cancel for Any Reason coverage and a $50,000 collision damage waiver.

Unless you’re taking a trip with expenses higher than $10,000, the trip cancellation coverage should be about the same whether you’re using an Amex Platinum card, Chase Sapphire Reserve card, or the AXA Platinum plan. However, the AXA Platinum plan comes out ahead with 150% of your trip cost for trip interruption.

We see a major difference in coverage for emergency medical treatment and evacuation. The Amex Platinum card doesn’t offer emergency medical coverage, but you can arrange an emergency medical evacuation using the Premium Global Assist Hotline. The Chase Sapphire Reserve card offers up to $2,500 in emergency medical coverage and $100,000 for emergency evacuation. Neither of these offerings compares to the $250,000 in emergency medical coverage and $1 million in emergency medical evacuation coverage you can get from AXA Platinum.

Credit card travel insurance coverage is complimentary if you already have the card, but it is lacking in some areas. It’s a good idea to use your card’s travel insurance as a backup for trip cancellation, interruption, travel delays, or lost baggage, but use the AXA Platinum plan for its superior emergency medical and evacuation coverage.

It’s always a good idea to compare travel insurance quotes across multiple providers so you can find the best price and coverage. We used Squaremouth , a travel insurance comparison website, to see how AXA’s policies compare to those of other companies.

As with the initial price quotes we pulled from AXA’s website, our sample trip on Squaremouth had:

  • Traveling to Japan a month from now
  • Trip cost: $2,500
  • Initial trip deposit paid within the last 24 hours
  • State of residence: Texas

We limited results to policies that offer at least as much coverage as the AXA Platinum policy does on major benefits:

  • COVID-19 coverage
  • Minimum $250,000 emergency medical benefit
  • Minimum $1 million emergency medical benefit
  • 100% trip cancellation
  • 150% trip interruption

Each policy offered nearly identical coverage for these major benefits, and Tin Leg ‘s Silver plan had the lowest cost at $164.35, followed closely by $165.84 from HTH Worldwide ‘s TripProtector Classic plan.

AXA Squaremouth alternatives

If you’re mainly concerned with full coverage for trip cancellation and interruption along with $250,000 in emergency medical and $1 million for emergency medical evacuation, you can save if you go with Tin Leg .

However, the higher-priced policies offer additional coverage and options. For example, AXA Platinum offers the option to add Cancel for Any Reason coverage and includes sports equipment rentals and missed ski days or golf rounds. Tin Leg doesn’t have missed connection coverage, but Seven Corners Trip Protection Choice and AXA Platinum offer up to $1,500 for missed connections on cruises or tours.

All of the policies we quoted except for Tin Leg Silver offer employment layoff as a covered cancellation reason, and AXA Platinum allows you to cancel your trip for work reasons, though none of the other policies do. AXA Platinum also offers $100,000 in non-medical evacuation , which Tin Leg Silver and HTH Worldwide TripProtector Classic policies do not, and is much higher than the $20,000 benefit offered by the Seven Corners Trip Protection Choice policy.

AXA Platinum has a higher cost than competitors but offers more robust coverage. If you’re mainly concerned with major coverage for trip cancellation and interruption, emergency medical, and emergency evacuation, other travel insurance companies may offer a better quote.
