international activities to promote safe travel by students, faculty, and staff to and from activities or events that advance the University’s mission of research and discovery, teaching and learning, and community and cultural engagement.  

(CDC) has issued Travel Notices as well as countries for which there is a reasonable concern for the health and security of travelers even if they are not specifically identified on either list, a Risk Designated Travel Petition must be submitted for special review by the International Travel Advisory Committee (ITAC).

Students, faculty and staff will need to consult the policy for specific details before making arrangements for travel to countries where there are recognized dangers, instabilities or severe health risks. The WVU ITAC is responsible for implementing this policy, including review of requests and recommendations. However, final authority and approval for activities covered by this policy rests with the Provost. This policy stands in addition to all other relevant WVU policies and procedures for travel. West Virginia University International Travel Policy for Students

This procedure below applies to all undergraduate, graduate and professional student travel sponsored, organized, supported or recognized by WVU.  Travel is sponsored, organized, supported, or recognized by the university when any of the following occurs:

• Programs organized and/or sponsored by West Virginia University that are part of or contribute to an academic course or degree program including internships, practicum, and research;
• Academic related international service learning, internships, practicum, research, and volunteer opportunities organized and/or sponsored by WVU;
• Travel by members of a registered student organization regardless of whether or not the organization requires its student members to attend the activity or event;
• Other trips organized or sponsored by WVU including the activities of sponsored student organizations;
•  A program or trip administered by another institution or organization under an agreement with WVU;
• Travel to meetings of academic-related, professional associations including conferences;
• Any programs organized by WVU groups such as parents club, alumni organizations, etc.

Travel to countries under a Level 4 travel Advisory even during independent breaks during an approved international program may jeopardize a student’s continued participation in the program. 

If a Level 4 Travel Advisory/CDC alert is issued while a student is already in the subject country, the International Risk Manager in conjunction with the International Travel Advisory Committee will review and assess the situation and make appropriate recommendations and decisions based on concerns for the safety and security of student participants.  The International Risk Manager and ITAC may recommend immediate departure and/or suspension of the program if applicable. 

If a student wishes to travel to a destination for which there is a Level 3/4 or CDC warning, the student must complete a Risk Designated Travel Petition 3 months prior to travel.  This Petition will be reviewed on a case-by-case basis by the ITAC and the Associate Vice President for Global Affairs.  Notification of approval of permission for travel or denial will be provided to the student in writing by the International Risk Manager. Approval of travel to a Risk Designated country may be revoked at any time due to a change in a Travel Level Advisory or CDC alert.

All students who are United States citizens traveling are required to sign up for the State Department’s Smart Traveler Enrollment Program at https://step.state.gov/step/ .

WVU recognizes that when conducting research, teaching, or public service on a global level, opportunities will arise for faculty and staff to travel to countries that are under a Travel Warning, or Center for Disease Control warning/advisory.  The University does not prohibit such travel, but does endeavor to balance the risks of travel against the value and necessity of the travel.  The following rules and conditions may apply to such travel:

• All faculty or staff who are traveling for a university related purpose, must register their travel at:  https://international.wvu.edu/travel/registration When completing the travel registration, all WVU employees are required to provide information concerning Federal Export Controls regulations.  The gathering of this information is part of the travel registration process.  Completion of the registration automatically enrolls you in WVU’s international insurance and emergency response program. 
• Faculty or staff who wish to travel to countries under Level 3 or 4 Advisories are urged to review the Consular Information Sheet and the Advisory ( http://travel.state.gov/ ) and other available materials concerning the conditions in the destination country and to continue to evaluate the value and necessity of the travel against the risks that he/she will encounter if he/she chooses to travel.
• The Faculty/Staff will take precautions concerning his/her personal safety.  He/she must recognize that the University and the US State Department may not be able to help in the event that difficulties abroad are encountered. 
• Approval for travel with be at the discretion of the Chair, Dean and/or Associate Vice President for Global Affairs.  They may authorize, prohibit, or require modification to the travel schedule as needed to manage risk.
• Faculty/Staff who are already in country when a Level 4 Advisory is issued, will be contracted by the International Risk Manager.  The Faculty/Staff member must communicate with his/her Chair, Dean, and/or the Associate Vice President for Global Affairs concerning whether he/she will be required to return to the US or relocate to a safer area.
• If the Faculty/Staff elects to travel to a country under a Level 3 or 4 Travel Advisory or to remain once an Advisory has been elevated and is against the direction of the Chair/Dean and Associate Vice President, then the travel and all associated activity will be deemed outside the scope of his/her employment with WVU.  In this situation, WVU funds may not be used for travel or any associated expenses.

International Travel Tips

Traveling with phones, tablets or laptops can mean increased risks to both your privacy and the university’s data..

When traveling internationally for work, only use university-owned devices to access University systems. The use of personal devices to access University data, software or enterprise applications when traveling internationally is permitted provided the device meets the security requirements within the Bring Your Own Device Standard.

Before You Go

• Register your trip with the Office of Global Affairs at https://international.wvu.edu/travel/registration .
• Review the International Travel Security Standard .
• Consult as soon as possible with your department or college IT support staff to discuss what data you plan to generate and/or collect and what WVU systems you plan to access while traveling abroad. ITS recommends using devices specifically reserved for international travel. Your college or department may have a loaner device you can take just for your trip.
• Your department or college IT support staff will need to check the device you are taking abroad to ensure it is configured securely and will update any software, including anti-virus protection, to make sure you are running the most secure version available.
• Turn on “Find my Device” tracking and/or remote wiping options in case your device is lost or stolen.
• Clear your device of any content that may be considered illegal or questionable in other countries, and verify whether your destination country has restrictions on encryption and/or encrypted digital content. Encrypt your device to the highest standards allowed.
• Back up WVU data on your devices to OneDrive.

Protecting Devices and Data During Travel

• Always maintain Effective Control of your device(s). This means keeping them with you at all times or securing them in a locked environment, like a hotel safe.
• Turn off Wi-Fi and Bluetooth to avoid automatic connections, and assume that your data is being monitored on any wireless network you use.
• Avoid connecting to public USB charging stations. Bring an AC adapter to use instead of USB.
• Pay attention to people nearby who may be monitoring your activities.
• Only connect to secure HTTPS sites.
• NOTE: The General WVU and HSC VPN are not available outside of the United States; instead use the clientless (SSL) VPN if you need to access a WVU system abroad, including email. Access your WVU email on your WVU laptop using the Outlook web client (instead of the desktop client) when you are not in the United States.
• If you only plan to check your email while you are out of the country, ITS recommends installing the Outlook mobile app on your smartphone and leaving your WVU device at home. Instructions to download the Outlook app can be found on the ITS Self-Service site.

After Your Trip

• Change your WVU Login password and personal passwords for all the services/systems you accessed while abroad.
• Perform a full virus and malware scan on your device before connecting it to the WVU network.
• If you have particular concerns that your University Device may have been compromised, take it to your department or college IT support staff for inspection before connecting them to the University network.

Travel to Embargoed Countries

Devices may not be taken to a destination that is identified as an embargoed country or region by the U.S. government. Embargoed countries include Iran, Cuba, North Korea and Syria. Certain other countries require a license to import technology. For more information on these restrictions, contact the Export Control Office at [email protected] or (304) 293-8614.

Travel to the European Union

The General Data Protection Regulation (GDPR) in the European Union (EU) creates stricter penalties for member nations that fail to secure personal data. This regulation requires greater accountability for storing, processing and transferring data, including personally identifiable information such as name, email address or financial information. WVU strongly recommends that anyone traveling to the EU follow the guidelines in this document to help keep your personally identifiable information protected.

Getting Started

Step 1: Complete the Education Abroad Advising Request

Student seeking to study abroad should begin by completing the Education Abroad Advising Request. This application provides Education Abroad information regarding your interests, needs, and goals for your time abroad. The Education Abroad team will provide a curated list of program options based on your input. 

Step 2: Review Program Options

Review the options that Education Abroad sends based on your Advising Request. Working with your Education Abroad advisor, you'll schedule an appointment to further explore options and find the program that best fits your goals and academic needs.

Step 3: The Application Process

Once you’re confident about a program, it’s time to apply! Follow the guidance from your education abroad advisor and start on your application. Be sure to read each part of application carefully, and only submit your application once you're ready to fully commit to the program.

Some programs require a deposit at the time of application, so be sure and review the process before completing.

Step 4: Pre-Departure Session

Pre-departure sessions are required for every Education Abroad program. These sessions, led by Global Affairs team members, cover travel health, safety, and other important information needed before you leave for your program. Participants can attend any session, so based on your schedule, find the date and time that works best for you using the link above.

Note: Short-term group programs will have additional required meetings prior to departure.

We recommend that you stay in touch during your study abroad experience! Letting your family and friends know that you are well during your time abroad will help make the experience more enjoyable for them, as well as yourself. Employee Travel Reimbursement

These instructions show you how to submit an expense report in MyExpenses for business travel expenses that you paid with your own funds. Examples include airfare, lodging, transportation, conference registration.

• Access MyExpenses via WVU Portal.
• Click  +Create  in the middle if the page.
• Create a Report Name. Example: “Travel Expenses for ABC Conf 1/6-1/9/2020.”
• Leave as defaulted - USD – US Dollars
• Employee: You, the employee, receives reimbursement.
• Non-Employee: You are preparing a reimbursement request for an outside party (i.e., job candidate) for his/her travel expenses. Refer to Article  FAQ - PCard Travel Expenses
• PCard Reconciliation : This report type is only used for reconciliation of PCard expenses, not travel reimbursement.
• Travel : This report type is used for travel-related expense reimbursement.
• Employee Reimbursements – Non-Travel : This report type should only be used for expenses paid out of pocket that are NOT travel-related.
• WVU Athletic Recruiting Expenses (Main Campus) : This report is only used by WVU Main Campus Athletics department.
• Education Abroad : This report is only used by the Office of Global Affairs.
• WVU Parkersburg Only : This report is only used by the WVU Parkersburg independently-accredited community and technical college that maintains an affiliation with West Virginia University.
• International
•  Only use this field when Affiliation is Non-Employee , which includes Research Corp and WVU Medicine employees; This is the name of the person receiving reimbursement
• Travel Country
• Travel State
• Travel City
• The address the employee would like the check to be sent (must match his/her HR assignment address)
• The start date of your business travel
•  The end date of your business travel
• The purpose of your business trip (Example: Attended ABC Conference 1/6-1/9/2020 for professional development course)
• Click Save in the upper right corner.
• Click the category of expense you are requesting to be reimbursed, such as Air Travel.
• Complete the details for the expense. The required details will vary, depending on the category of expense.
• If you do not know the account number, search and select “I do not know my funding.”
• After completing the account number, you can click Add Allocation to add another account and split the cost between two or more accounts if needed.
• Attach your itemized receipts for the transactions listed on the report.
• For each additional expense, click the “ + ” and repeat steps 5-9.
• Click Submit to certify the expenses are for legitimate business purchases.
• Enter any required responses.
• Click Submit again.

City utility, road work on Downtown Campus to start in May

The City of Morgantown and Morgantown Utility Board will begin projects on North High Street beginning May 6, coinciding with the end of the University’s spring semester.

During Phase 1, North High Street between Maiden Lane and Prospect Street will be closed to replace a water line. Vehicles coming across Maiden Lane will be diverted up North High Street to Fife Street. At some point, Maiden Lane could be closed, but it will reopen to traffic during non-working hours.

Vehicles typically parked in Lot 32 between Boreman North and Boreman South should relocate to the Mountainlair parking garage during the work. The exit to the upper level of the parking garage onto North High Street will also be closed at this time.

At certain points, there will be interruptions to domestic water and fire services for University buildings and fraternity houses.  

Phase 2 of the project is expected to begin June 1 with the paving of North High Street.

Work will begin with the removal of the brick street surface at Prospect Street and progress up the hill. During this time, Maiden Lane will be closed and only authorized vehicles will be permitted. Travel on North High Street will also be restricted.

All of the utility and road work is expected to be completed by July 1.

WVU QB Sean Boyle Enters Transfer Portal

Just over a year after signing with WVU out of high school, quarterback Sean Boyle is now entering the transfer portal. Boyle announced his decision on Thursday afternoon.

“I have entered my name into the transfer portal with 4 years of eligibility remaining. Grateful for my time at WVU. Excited for the next opportunity!!,” said Boyle on X (Twitter) .

Boyle will have four years of eligibility at his next school. He was never able to experience an opportunity to play beyond practice due to Garrett Greene , Nicco Marchiol and others ahead of him on the depth chart.

Boyle, a North Carolina native, flipped to West Virginia in October of 2022 after initially committing to Charlotte.

At the time of his recruitment, Boyle was listed as a pro-style quarterback and the No. 62 rated quarterback and No. 30 rated player from North Carolina on 247Sports Composite. He was also the No. 50 rated quarterback and No. 29 player from the state of North Carolina on On3.

When talking about Boyle’s development, WVU head coach Neal Brown often referred to him as a “work in progress.”

BREAKING: Illinois Transfer Sencire Harris Commits to WVU

The West Virginia Mountaineers’ basketball roster grew today with the addition of Illinois transfer guard Sencire Harris. 

Harris appeared in 33 games two years ago as a true freshman for the Fighting Illini and made seven starts. He posted 3.7 points, 2.1 rebounds, and 0.9 assists per game with his best performance coming against No. 5 Purdue where he produced 11 points (5/8 FG), five rebounds, and one steal.

This past season, Illinois head coach Brad Underwood and Harris mututally agreed to utilitze the redshirt so that he could continue to develop and put on more weight. 

“Thank you all for respecting my decision to redshirt for basketball. Your understanding and support mean the world to me. Knowing that you all respect and stand by this choice allows me to focus on my personal growth and development, also be there for my team during this time,” Harris posted on X.

Coming out of St. Vincent-St.Mary High School in Akron, Harris received offers from Illinois, Maryland, Xavier, and several others.

Harris will have three years of eligibility left.

Erin Goodykoontz Recognized with Professor of the Year award

Erin Goodykoontz , a Teaching Professor in Eberly College’s School of Mathematical and Data Sciences , has been named 2023 Professor of the Year by the Faculty Merit Foundation of West Virginia.

The Professor of the Year award is given annually to members of the faculties working in West Virginia’s public and private colleges to recognize their innovation and creativity in teaching.

“Dr. Goodykoontz has made a number of key innovative changes in her own classroom. She was also key in systematically changing how the Math 121 and Math 150 courses were taught so that all students could benefit,” said Associate Provost for Faculty Development and Culture Melissa Latimer , who nominated Goodykoontz for the award. “Her students leave these courses with more confidence, motivation, and skills, they are retained at the university, and they stay on track for graduation. The changes made across these courses have helped improve student success outcomes such as exam and final averages. In addition, Goodykoontz has published at least nine scholarship of teaching and learning products including the custom textbook she helped create for the Math 150 course.”

Goodykoontz is the first member of West Virginia University’s faculty to receive the award since 2011. She accepted it during a ceremony on April 10 in the Culture Center in Charleston.

Goodykoontz began her career at WVU as a Teaching Assistant Professor (Fall 2008 – Spring 2014) and Teaching Associate Professor (Spring 2014 – Spring 2020). In her first two roles, she taught Introduction to Math Concepts and Applied Calculus and was the coordinator for both courses, responsible for researching, altering, and updating the curriculum. As Teaching Professor, she serves as lead instructor for the Applied Calculus course and maintains her position as course coordinator for Introduction to Math Concepts.

She is an active participant in institutional committees at WVU. She is the faculty associate for the STEM Learning Community, which she was tasked to create and organize, and has been awarded the distinction to maintain this role for the last four academic years. She also serves on the university’s Calculus Advisory Committee; Communication Committee; Assessment Committee; and Work-Life Balance Committee. In 2020, she was elected a representative of WVU’s Faculty Senate.

Goodykoontz has been published in a variety of conference proceedings and education-based publications, including Proceedings of the Association for the Advancement of Computing in Education: World Conference on E-Learning; Proceedings of Hawaii University International Conference on STEM/STEAM and Education; Mathematics and Computer Education; Applications of Calculus; and Curriculum and Teaching Dialogue. She also is a frequent lecturer and presenter at annual conferences such as the Association for the Advancement of Computing in Education; International Conference on Technology in Collegiate Mathematics; National Council of Teachers in Mathematics; West Virginia Council of Teachers in Mathematics; and American Association for Teaching and Curriculum. Dr. Goodykoontz has been awarded numerous grants over the years to promote and encourage the pursuit of mathematics.

In addition to the 2023 Professor of the Year honor, Goodykoontz has been presented with the WVU Foundation’s Outstanding Teacher of the Year award (2023) and the WVU Eberly College Outstanding Teacher award (2022).
