Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel. 

The authorities in Costa Rica set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Costa Rican Embassy in the UK . 

COVID-19 rules 

There are no COVID-19 testing or vaccination requirements for travellers entering Costa Rica. 

Passport validity requirements  

To enter Costa Rica, your passport must have an ‘expiry date’ at least 1 day after the day you plan to leave. 

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.  

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen. 

Visa requirements 

British nationals do not need a visa to enter Costa Rica. You may stay as a visitor for up to 180 days under a tourist visa waiver, although the exact period is at the discretion of the immigration officer on arrival.

If you plan to work, or stay for a longer period, you should check the requirements with the Costa Rican Embassy in the UK .    

If you overstay, the immigration authorities can fine you 100 US dollars for each month and refuse future applications to enter Costa Rica.

Airport tax 

When leaving the country by air, you may need to pay a departure tax of 29 US dollars. Most airlines include this in ticket prices. If you need to pay it, you can use cash or card. 

Vaccination requirements  

At least 8 weeks before your trip, check the vaccinations and certificates you need in TravelHealthPro’s Costa Rica guide .  

Depending on your circumstances, this may include a yellow fever vaccination certificate. 

Customs rules 

There are strict rules about goods you can take into or out of Costa Rica . You must declare anything that may be prohibited or subject to tax or duty.  

Taking money into Costa Rica  

Declare cash, travellers cheques or goods if the value is 10,000 US dollars or more. You will get a certified declaration to show you brought it in with you. If you do not, your money or goods could be seized when you leave.

History and Legal Institutional Framework

The participation of the State in tourism development began in 1930 with the creation of the first private hotel called "Gran Hotel Costa Rica", a first class hotel built with the support of a private company and the incentive of the Government of the Republic. Back then, tourism was mainly foreign tourists who entered by sea through the Port in Limon, and from there they traveled to San Jose via the Northern Railway Company railroad.

The first tourism related regulation was passed in 1931 by Law 91 of June 16, 1931, which estates the creation of the "National Tourism Board", an entity that operated until August 09, 1955, when the institution known today as the "Costa Rica Tourism Board" was created by Law 1917.

Organization structure

Today the institution continues the course of organizational changes done to reinforce the processes carried out so far. Even more important is the series of proposals regarding new functions and processes the institute must assume so the Costa Rican tourism industry can be competitive and maintain its position in the international market.

The main changes involve: strengthening formulation processes and implementation of tourism development planning, investor attraction and consultancy, development of competitive and high quality systems, development of comprehensive marketing, customer service for tourists, generation of information for decision making processes, reinforcement of management improvement processes (service comptrollership, revenue, administrative analysis), among others.

This is the projected vision:

"By 2021, ICT is consolidated as the governing tourism entity in Costa Rica, guaranteeing a supportive and equitable sustainable tourism development model that uses innovation, the development of its workforce, and effective public management to promote new opportunities for tourism development that helps improve the competitiveness and the life quality that as a nation we aspire for."

The institutional mission is the following:

Become an institution that aims to strengthen the Costa Rican sustainable tourism development model through the definition of public policies, alliances, programs, and projects to encourage competitiveness, sustainability, equity, solidarity, and a pleasant stay for tourists, always looking to improve the living standards of Costa Ricans.

Institutional Policies

Institutional policies for tourism management correspond to the standards that apply within ICT to comply with the mission and vision of the institution. They correspond to the "rules of the game" that should be observed at all times as a part of the institutional mode of action.

Execution Policy:

ICT is always developing programs, projects, and processes with a proactive and effective focus on the elements of the Sustainable Tourism Development Model, through adequate and comprehensive resource allocation.

Management and Control Policies

General policies include the non-negotiable general dispositions that govern national tourism development, as well as the actions of the ICT for future projections 2002-2012 that have been discussed. They have a long term connotation and must consider becoming mandatory for the national tourism industry.

  • Human Resources: Comprehensive management of human resources is based on the development of competence, skills, and abilities that provide value to personal growth and work development; all this to promote a cultural and an organizational environment that supports the accomplishment of institutional objectives, knowledge update, the dignity of the employees, and the social responsibility for their actions.
  • Financial-Administrative Management: The operations of the institution are suggested from an organic and practical structure that is constantly evolving. They are based on flexible work procedures carried out considering criteria like ethics, efficiency, efficacy, transparency, responsibility in view of danger, and financial accuracy within the relevant legal framework, and in line with institutional objectives.
  • Knowledge and Information: The creation of strategic information involves transparency, opportunity, pertinence, and truthfulness, and aims to guarantee and maintain an adequate level of technical knowledge, as well as a flow of internal and external information for different clients in an efficient, effective, and opportune manner, in order to improve competitiveness, knowledge of the industry and decision making processes.
  • Technology: Institutional processes will have a modern technological management that adjusts to the needs of the institution and the clients, responding in an effective and flexible manner the touristic demands in the national and international reality through research, effectiveness, and innovation in its actions, thus facilitating the transmission of knowledge and the decision making processes.
  • Innovation: The institution and its employees are constantly innovating, creating new ideas and concepts, and new products and services, in order to improve institutional production and national tourism business; reason why employees are always up to date in topics of tourism and in every single area related to the endeavors of the tourism company.
  • Planning: Orient institutional endeavors towards successful management through the efficient appointment and use of the economic and human resources, as well as the clarity of process, monitoring, and feedback of the institutional management. Institutional planning will be framed within the National Tourism Plan, designed, executed, monitored, and updated by ICT, the governing entity; it will include the participation of those related to the tourism system, and it will display the desired sustainable model of development, including other State institutions, municipalities, tourism business chambers, associations, and other local organisms.
  • Control: Institutional management will incorporate good administrative practices that guarantee an adequate Institutional Control System to develop a favorable organization culture for the strategic control, allowing interaction between the institutional strategy, management, and evaluation, in order to accomplish an honest, efficient, and transparent administration.
  • Business Continuity: ICT guarantees its critical processes are being continuously verified through standard guidelines and procedures for both, internal and external clients, in case of events or incidents that affect the continuity of its activities.
  • Customer Service: ICT commits to manage its service processes for both, citizens and internal and external clients in order to guarantee transparency, efficiency, and quality in its services. It also commits to work towards a continuous improvement of its management in order to allow the detection, evaluation, and satisfaction of the requirements of its clients or groups of interest.
  • Administration: Tourism administration will be carried out through the development of mechanisms that allow the interaction of efforts, alliances, and action from different public and private stakeholders, to consolidate the sustainable development model for tourism. ICT employees will do everything in their power to get to know, interpret, and satisfy the needs of the sector in the frame of the tourism model desired for the country; thus providing an adequate, complete and opportune solution within the legal, moral, and ethical scope.
  • Project Management: ICT will actively encourage the attainment of national and international resources, or other mechanisms, to complement the resources the institution already has, and comply with the institutional objectives. These resources must allow the development of products and programs in benefit of the clients, the internal management and the destination.
  • Experience systematization: The systematization, transfer, and feedback of the experiences in tourism-related matters and activity management will be encouraged as a mechanism to generate internal and external skills, improve competitiveness, and promote an interaction process between public and private sectors and other parties related to the tourism activities, in order to consolidate the desired development model.
  • Gender: ICT will incorporate gender equality and equity in the institutional management by means of their procedures and action strategies

Institutional Objetives

Seven strategic objectives are proposed, all directly related to the accomplishment of the defined mission and vision:

  • Strengthen the management mechanisms, instruments, and instances in order to exert the administration, adaptation, and coordination of tourism growth in the direction of the sustainable development model for tourism.
  • Consolidate a comprehensive system of strategic information and knowledge for decision making processes, in public and private scopes..
  • Improve the positioning of Costa Rica as a distinguished destination through strategies in both, international and national markets, in compliance with the sustainable development model for tourism.
  • Promote competitiveness between tourism companies in the country through the differentiation of the tourism model, creation and transfer of knowledge, social responsibility, and sustainability to improve the positioning of the country.
  • Promote the sustainable use of the elements in the space and the heritage tourism through the planning, creation, and transfer of knowledge, and the development of local skills for its integration in the tourism products that contribute to the positioning of the destination.
  • Accomplish a productive (efficient and effective) financial administration management of ICT based on the development model.
  • Develop a model of organizational culture towards the accomplishment of objectives in the model of Sustainable Tourism Development, always working for the wellbeing of Costa Ricans, the communities, and the country.

Key focuses for 2021

Costa Rica ready to welcome back UK visitors

Costa Rica re-opened its borders to UK travellers on 1 August 2020, following their nearly four-month closure due to the Covid-19 pandemic. To allow visitors to enter Costa Rica, visitors will need to complete a digital epidemiological form and have travel insurance that covers accommodation in case of quarantine and medical expenses for acute illness. A negative result of the PCR Covid-19 test carried out in the 72 hours prior to the trip is not necessary for passengers who enter the country by air. Costa Rica’s two international airports, Juan Santamaría in San José and Daniel Oduber in Liberia, have also added new health measures for all passengers arriving into the country. Costa Rica’s sector-wide recovery efforts were recognised by the World Travel & Tourism Council (WTTC). The organisation gave Costa Rica its Safe Travels stamp – the world’s first global safety and hygiene stamp – which allows travellers to identify destinations and businesses which have adopted the global standardised health and hygiene protocols. WTTC’s Safe Travels scheme is supported by World Tourism Organisation (UNWTO).

Gustavo Segura Sancho, Costa Rica’s Tourism Minister from July 2020

The President of Costa Rica, Mr. Carlos Alvarado Quesada, appointed Gustavo Segura Sancho as the country’s new Tourism Minister and Executive President of the Costa Rica Tourism Board (ICT) in July 2020, replacing María Amalia Revelo Raventós as head of the department. Gustavo Segura Sancho has a degree in Economics from the University of Costa Rica and an MBA in Sustainable Development from the prestigious INCAE Business School. His professional career includes extensive experience in both the public and private sectors. He spent seven years in the hotel industry as well as six years as a member of the Board of Directors of the Costa Rican Tourism Board (ICT), five of them as its Vice President. Due to his vast experience in sustainable tourism, Segura Sancho was a key player in the implementation of Costa Rica’s Certificate for Sustainable Tourism (CST). Three clear areas are the main priorities for Gustavo Segura Sancho as Tourism Minister: the return of international flights gradually and safely; the implementation of tools to ease the financial difficulties of tourism companies; and the execution of measures to reactivate the economy.

Costa Rica’s Playa Hermosa, named as the next World Surfing Reserve

Costa Rica’s Playa Hermosa has recently awarded the next ‘World Surfing Reserve’, becoming the first beach in Central America to hold this prestigious title and the world’s thirteenth. Playa Hermosa, on the central Pacific coast of Costa Rica, is renowned for having some of the most consistent waves in the world and for holding the ISA World Surf Championship in 2009. Running some 5 miles long, it is one of the country’s most popular surfing beaches, welcoming surf enthusiasts from around the world every year. Playa Hermosa has been added to the list of World Surfing Reserves due to its world-class waves, the rich biodiversity of the area, strong community support and a clear conservation vision. Costa Rica joins now the likes of the Gold Coast in Australia and Malibu in California, positioning itself as a world leader in surfing.

San Lucas Island becomes Costa Rica’s 30 th national park

Costa Rica has welcomed its 30 th national park: San Lucas Island, located off the Pacific coast of the Gulf of Nicoya. The purpose of the new park is to develop sustainable tourism as well as contributing to the socio-economic development of the area. Previously a Wildlife Refuge, San Lucas Island National Park is made up of both land and coastal areas and covers 1.8 square miles. Howler monkeys, spiders, snakes, deer and pheasants are some of the wildlife that can be found on the island. With an investment of over £224,000, the new national park now features new trails, toilets, water and electricity systems and 24-hour surveillance. Over 50 tourist guides have been trained to show the historical island, which served as a prison until 1991. San Lucas Island is easily accessible by a 40-minute boat ride from the city of Puntarenas, located 60 miles away from San José, Costa Rica’s capital city. Costa Rica’s protected areas now encompass more than 28% of its land mass.

Costa Rica, recognised by the Global Sustainable Tourism Council for its efforts on sustainability

Costa Rica has been recognised by the Global Sustainable Tourism Council (GSTC) for the continuous efforts in developing and strengthening its sustainable tourism. The ‘GSTC-Recognised Standard’ status is related to the country’s Certificate for Sustainable Tourism (CST) and further strengthens Costa Rica’s position as a global leader in sustainability. Launched by the Costa Rica Tourism Board in 1997, the Certificate for Sustainable Tourism (CST) was created to provide guidelines for hotel properties and service providers to build their business model based on sustainable tourism practices. The CST is backed by the World Tourism Organisation (UNWTO) and, now, also by the Global Sustainable Tourism Council. Costa Rica is well known as a global leader in sustainability – the country produces nearly 99% of its electricity from renewable resources and it is currently home to over 6.5% of the world’s biodiversity. Costa Rica also aims to become one of the first countries to achieve zero carbon emissions by 2050.

Costa Rica creates an innovative proposal to mitigate deforestation by using Google Earth Engine

Earlier this year, Costa Rica submitted a pioneering proposal to reduce deforestation through the use of technology and space information generated by satellite imagery from the GEO-Google Earth Engine License Programme. The initiative, called Tackling deforestation and forest degradation in Costa Rica using Google Earth Engine, was submitted to the Group on Earth Observations (GEO) as part of a programme in partnership with Google. The two organisations will offer 25 licenses for the sustained use of Google Earth Engine (GEE) for projects using Earth observation data to address global challenges related to climate change, sustainable development and disaster risk reduction, among others.  The 2-year, full-access licenses aim to empower public sector and commercial recipients to tackle significant societal challenges and improve understanding of our planet.

Stress Awareness Month: How to Fight It on Social Media

From November 6 to 8, Costa Rica participated with more than 30 tourism entrepreneurs in the World Travel Market (WTM) fair in London, England, considered the largest tourism and travel trading exchange in the world, which allowed the country to exhibit its qualities and main attributes in one-on-one negotiations agreed with travel agents, tour operators, among other key partners and tourism professionals, eager to position Costa Rica as the ideal tourist destination to visit.

 As part of the activations carried out at this fair and in order to highlight the quality of Costa Rican coffee and encourage attendees to stop by the stand, there was the presence of David Mata Aguilar, a barista and coffee instructor. the Association of Fine Coffees of Costa Rica, which has 7 years of experience and is founder of the Encafeinados coffee brand, which during the three days of the event provided information about this drink so desired and appreciated in this country so that visitors can Learn more about its quality.  An interactive photobooth was also activated with a real hammock to take a photographic souvenir with the natural beauty of our country.

More positioning actions of Costa Rica

World Travel Market

World Travel Market, better known by its acronym WTM, is one of the main travel and tourism (B2B business to business) fairs in the world and the most important in the United Kingdom, bringing together the international leisure travel community providing inspiration, education, sourcing and benchmarking to travel professionals, while providing exhibitors a place to do business and showcase their services to the international press.  According to data from the organizers, in 2022, WTM welcomed more than 35,000 professionals from 184 countries.

Based on the most recent visitation statistics from the ICT, in the first nine months of the year, Europe added the arrival of 319,691 tourists by air and a positive variation of 4.9% compared to 2022. Between January and September 2023, 49,780 British tourists have visited our country.

I had very little time to change planes originally in Denver after my flight from Omaha. I had an hour and a half layover in Denver originally and my flight leaving Omaha was delayed an hour because they had to change a tire, which I can understand. When I reached Denver my other flight was late, fortunately, but I still had only 10 minutes to run about a mile through the airport to get to my flight. Again, fortunately, I am a healthy 71-year-old and was able to accomplish this feat. However, the stress was more than necessary to bear.

Nothing exceptional but all good. Business class seats are like the domestic Mint class on Jet Blue. Comfortable but not exceptional. Food is good but not superb. Flight attendants were better than US carriers but that is to be expected. However, not the caliber of Asian or Middle Eastern airlines. Very Lufthansa like but Lufthansa has slightly better seats, even though they are hardly best in class

Was delayed, did not end up flying to Victoria. Was not offered alternative accomodation or travel. Very dissapointed. Had to pay out of pocket for taxi, ferry, food etc.

Our flight to Chicago O'Hare was delayed an hour, causing us to miss our connection to MSP and spend an extra 3 hours at O'Hare so we could board a plane with a damaged door and wait another 45 minutes or so. The crew was great, the food decent, The drinks were great: 2 glasses of a nice South African Shiraz, an ice cold can of Beck's Beer, and Dewar's White Label on the rocks.

The crew on board were all very pleasant and happy to help. The flight had the old business class seats. The departure board in the business lounge did not update and kept on saying ' gate open' but never said boarding. When I got nervous about the departure time and walked to the gate I was told off rudely for being late.

The flight was delayed over 2 hours, we should off left the plane2 late passengers as it’s not fair on everyone who’s followed the rules.

Dreamliner. Yes great if maintained. I didn't see anyones screen work consistently during either of our flights. Worse was their ability to not only dump you out of premium but separate couples and seat someone's carer at the opposite end of the aircraft. This poor gentleman had no hand so his partner who assists him, being seated at the other end of the aircraft, well that really showed us all what Tui think :( It was fairly dire all in all, they advertise all the perks of the dreamliner only in reality you don't have the features and they change the windows and colours to suit their constant sales pitches. Ironically they were so low on stock for the return flight that all their sales pitches were a waste of time! Their contract only favours them and 'operational changes' well they cover every excuse and Tui use it. Surprisingly we haven't reinstalled the Tui app or booked with them since. It's a shame as I rated them highly during the pandemic.

One flight attendant not wearing a mask over nose, 50% of passengers not either, and no effort to correct. Boarding was very late with no information - lots of standing around waiting.

SAN JOSE, Costa Rica – July 26, 2017 – In just the first half of 2017, Costa Rica has reached a new record in clean energy production and received their latest Biosphere Reserve declaration by UNESCO (United Nations Educational, Scientific and Cultural Organization)—solidifying their unshakeable commitment to sustainability.

During the first six months of the year, 99 percent of Costa Rica’s electricity came from renewable sources, according to data from the National Energy Control Center (CENCE). In the last 30 years, renewable sources such as wind, geothermal, solar and hydroelectric have been responsible for production of nearly 93 percent of Costa Rica’s energy, but this July they broke their own record. With a goal to be the first carbon neutral country in the world by 2021, sustainable practices can be observed in every region of the country, across all industries, adopted by all citizens and embraced by visitors. With almost all of its energy being produced by renewable resources, it’s clear that sustainability is embedded deeply in the culture and traditions of Costa Rica.

On some dates, they fly LHR to SJO (with a stop in FRA and Santo Domingo), allowing you to avoid US immigration as well.

Toronto with AC-although the dreaded CR-Toronto section on the rouge franchise, think easyjet style, but for 5 hours- also avoids immigration, and Houston with United offer a fast track option.

Forgot to say as well that this November, Thompson are flying direct from LGW-LIR

Iberia was the worst flight experience I've ever had, coming back from SJO via Madrid. But it was quicker, easier, avoided US customs and IF it had been a modern plane would've been fine. Fair whack more expensive though.

Have you tried via NYC? We went that way once with Delta and everything was excellent. Great plane & service, smooth transition, all great.

If you want to fly faster - try Houston. They are well connected with SJO/CR and also immigration is not as big an issue as it may be with Miami.

But BA/AA combination via Miami may be cheaper.

Not sure if KLM via Amsterdam/Panama will be cost-effective, but if you get a good rate, why not. Stop by in Amsterdam as well for a few days.
