COVID-19 Holidays and Travel

Spring term holidays in Hamburg are from 1 to 12 March 2021. This is what applies to holiday and travel plans during the COVID-19 pandemic.

Travel Restrictions in Hamburg During Spring Holidays 2021

The days are getting longer and many people feel the urge to get out of the domestic lockdown for a few days - walk along a beach, go skiing, visit friends and relatives. But would-be travellers would do well to wait just a bit longer; although travelling is not prohibited as a whole, a rise in mobility over the holidays could result in another increase in COVID-19 infections. As hard as it may be, it is still best to stay home whenever possible.

The current measures to contain the pandemic restrict travel in many ways, not only to contain the virus, but also to prevent its new more infectious variants from spreading. This is an overview.

Domestic travel

Tourist accommodation in hotels, guest houses and private accommodation, as well as at camp sites and other locations is prohibited in Germany at least until 7 March 2021.

Private visits are largely limited due to the contact restrictions and distancing rules: in private as well as public spaces, persons belonging to the same household may meet only one other person.

Museums and other cultural institutions, restaurants, cafés, bars, and many other leisure facilities as well as retail shops remain closed.

Please note that booking cancellations may only be refundable if the transaction is restricted by an official order. Crises in certain destinations, and thus the consequences of the COVID-19 pandemic, may not be covered by travel cancellation insurance.

Travel in Europe

Almost all European countries, including Germany, are classified as high-risk areas. There are warnings against international travel by the Federal Foreign Office. Re-entry from abroad is subject to restrictions, such as isolation orders and a negative COVID-19 test.

In certain areas with a significant incidence of highly contagious variants of the SARS-CoV-2 virus, tourist travel is prohibited altogether. This means that no tourists may be commercially transported into these areas by air, land or sea.

Many popular holiday destinations for tourists from Hamburg are affected by these restrictions, for example, Denmark, Italy, France and Austria. In Spain, tourism has not been prohibited yet, but an overall state of alert applies to the whole country, including the Balearic and Canary Islands, and bans on tourist travel may be implemented at short notice.

Testing and isolation orders

All travellers returning from high-risk areas must be registered digitally for their entry and tested without exception. It makes no difference whether you are entering by plane, train, bus or car. Testing costs are not covered by insurance. Testing may also take a considerable amount of time.

Travellers returning from high-risk areas must undergo domestic isolation immediately after entry for 14 consecutive days . The isolation period may only be shortened with testing both upon entry and 5 days after starting the isolation period; both tests must show negative results.

Germany is currently classified as a high-risk area. Travellers may have to undergo testing and isolation upon entering another country. This means that quarantine orders and isolation periods may apply both at the holiday destination and after returning home.

Any persons travelling to a high-risk area who cannot work from home while in isolation are not entitled to continued sick leave.

High-risk areas

Almost all European countries, including Germany, are currently classified as one or more of the following areas:

  • high-risk areas are places in which there are more than 50 newly registered infections per 100,000 inhabitants over a period of 7 consecutive days ( Risikogebiet );
  • places with more than 200 newly registered cases per 100,000 inhabitants over a period of 7 days may show further restrictions due to the particularly high incidence rate ( Hochinzidenz-Gebiet );
  • in addition, several places have been classified as areas in which significant rates of highly contagious variants of the SARS-CoV-2 virus have emerged ( Virusvarianten-Gebiet ).

European regions showing exceptionally high incidence rates (currently, for example, Poland and the Czech Republic) or significant incidences of the virus variants (currently, for example, Tyrol in Austria and Great Britain) may have further rules and restrictions on entry and departure.

Tourism from or to areas with significant incidents of the virus variants are currently prohibited.

ERIE COUNTY UPDATES TRAVEL RESTRICTIONS AS OF MIDNIGHT ON SUNDAY, NOVEMBER 20

Effective midnight tonight (Sunday, November 20 at 12:00 a.m.), Erie County will update the list of travel restrictions for municipalities in the region.

The City of Lackawanna, the City of Buffalo south of William Street and the towns of Hamburg, Orchard Park and Evans will continue to have a driving ban until further notice.

County officials are urging all residents to follow these travel restrictions to prevent additional blocked roads from vehicle accidents or stranded vehicles and also to help allow snow removal crews, tow trucks and first responders to complete their work.

The updated map shows the current travel restrictions for Erie County, with red-shaded areas having a Travel Ban and yellow-shaded areas having a Travel Advisory.

Travel bans eased in some spots, but more lake-effect snow still expected

The National Weather Service is still predicting another day of heavy snow across the region with totals expected close to two feet in some spots.

  • A series of Lake Effect Snow Warnings remain in place
  • A State of Emergency in Erie County continues indefinitely
  • A Travel Ban is in effect for most of Erie County— but has been downgraded to just an advisory in several locations.

Two intense plumes of lake effect snow with snowfall rates of at least 3 inches per hour will continue northeast of the lakes into Friday night, the National Weather Service says.

"It'll probably just remain over the Southtowns of Buffalo into ... the city of Buffalo out throughout the day, today and tonight, " said Liz Jurkowski, a meteorologist in the Buffalo forecast office of the National Weather Service

The weather service has measured about 11.5 inches at the airport as of 5 a.m. Friday, Jurkowski says. Depew reported 13 inches, with 18 in the Boston Hills.

Visibility remains an issue, especially where the lake-effect snow bands form.

"As that band heads north into Niagara County, things should start to lighten up a bit, you should be able to be able to get outside and start clearing out some of that snow," Jurkowski. "And then as that band shifts out Saturday night ... you'll wake up just a couple more inches Sunday morning."

Travel is still not advised nor easy, but an outright ban in Erie County has been changed to an advisory only for Amherst, Buffalo, Brant, Colden, Collins, Concord, Grand Island, Newstead, North Collins, Sardinia, and the Town and City of Tonawanda.

As of 11:30 a.m. Friday, the NFTA says bus service will return to areas in Erie County outside of the travel ban beginning at noon. The NFTA-Metro is still operating and bus service continues in Niagara County. Paratransit has been suspended but the NFTA is asking riders to reschedule if possible.

As of 11 a.m. Friday, Erie County Executive Mark Poloncarz has issued travel ban for the City of Buffalo south of William Street.

"We do want to express our sincere appreciation to the residents of Erie County who for the most part heeded the warning that we have out there to stay off the roads they they took our advice and the travel ban and we really think that that is a major reason why and I'll things are getting up to speed," said Erie County Emergency Services Commissioner Dan Neaverth Jr., in announcing the travel ban change, early Friday morning

Neaverth cautioned, however, that while some areas might not have seen as much snowfall as others, no one should be lulled into a false sense of security.

"So this thing is still moving ... even though you might not have snow in your area you could. There is still a winter storm watch for southern area in Chautauqua County," he said

Northern Erie County and Genesee County - including Buffalo and Batavia WARNING IN PLACE UNTIL 1 P.M. SUNDAY Heavy lake effect snow expected. Total snow accumulations of 2 to 4 feet in the most persistent lake snows. The heaviest snow is expected late Thursday evening through Friday night when snowfall rates could exceed 3 inches per hour. Snowfall totals of up to 4 feet will be possible if the main snow band remains stationary for longer period of time. Winds gusting as high as 35 mph with produce patchy blowing snow. Travel will be very difficult to impossible. Heavy snow could also bring down some tree limbs and cause scattered power outages.

  Niagara County - including Niagara Falls WARNING BEGINS AT 7 P.M. FRIDAY UNTIL 7 A.M. SUNDAY Heavy lake effect snow likely. Total snow accumulations of 8 to 16 inches in the most persistent snow areas. Wind gusts as as high as 35 MPH will produce patchy blowing snow. Travel could be difficult to impossible. Tree limbs and wires may fall, causing power outages.

In advance of the storm, Gov. Kathy Hochul on Thursday urged residents in Western New York to stay home

“We’re expecting upwards of two to four feet. It’s not just the volume, two to four feet the first night, we could possibly see anywhere from four to six feet between now and Sunday. It is the rate of snow that is most concerning,” Hochul said.

Initial snow projections stated snow would fall at a rate of up to two inches per hour but the National Weather Service now says the rate is now expected to be two to four inches per hour which the governor called “extraordinary.”

“That level of snow coming down with that intensity is what creates the dangerousness and the lack of ability to see on the roads,” Hochul said.

The warnings created a flurry of activity at area grocery stores, with a run on some basic items like milk, bread and cold cuts.

A Tops Market in Depew had no bread — only hamburger or hotdog rolls available — by 6:30 p.m. Thursday evening. A similar rush was reported at a Target store in North Buffalo and elsewhere.

Hochul said the state and local officials have taken steps in preparation for the snow storm including activating the National Guard, pre-salting the streets and the closure of schools.

Buffalo Mayor Byron Brown said Buffalo Public Schools will be closed Friday garbage and recycling collection for Friday has been postponed in preparation for the storm.

“I want to ask people in the city of Buffalo and throughout our region to stay off the roads between Thursday at seven and Friday at seven. If you have to get items if you have to stock up if you have to do things. The time to do that is right now before the snow starts to fly,” Brown said.

“If you must go out, you have to leave plenty of time and go very, very slowly," said New York State Division of Homeland Security and Emergency Services Commissioner Jackie Bray. "Visibility will likely be next to zero. The National Weather Service has deemed the event an extreme winter storm on its severity index for Jefferson County, Genesee County and Erie County."

The Wyoming County Sheriff's Office issued a travel advisory for the entire county Friday morning.

Travel Bans in Place Due to Heavy Snow in Erie County

Erie County, New York, declared a number of travel bans early on Wednesday, January 17, after heavy snow fell in the region overnight.

County Executive Mark Poloncarz said roads were closed in Hamburg, Orchard Park, Lancaster, and other communities, and all county and Buffalo city offices were closed for the day.

A heavy band of snow was set to move north through the morning, he said.

The Town of Hamburg Office of Emergency Services posted video of private contractors clearing snow from a local parking lot.

The National Weather Service said more than 4 feet of snow was expected in some areas.

Travel Ban Updated In Erie County

The historic storm that effectively shut down Buffalo and Western New York for several days has left a lasting impact on Western New York.

During the height of the storm, the Buffalo area has seen nearly 4 feet of snow, hurricane-force winds, sub-zero windchills, and below-freezing temperatures that left thousands of people without power and have, unfortunately, been the cause of several deaths.

To help prepare for the storm and give emergency crews an opportunity to get access to streets for repairs and clean up, State and Local officials issued a state of emergency, along with several different travels and driving bans around the area in an attempt to keep cars and people of the roads.

The original travel bans applied to all roads and highways in Erie County, some roads in neighboring counties, and the New York State Thruway. Also, snow and weather conditions resulted in the closure of the Buffalo-Niagara International Airport and the suspension of Metro Bus and Rail service throughout the area.

Weather conditions have improved enough in some areas for officials to adjust the travel ban rules, opening roads in some areas, while keeping roads closed in other areas.

According to Erie County Executive Mark Poloncarz , the travel ban remains in effect for the Towns of Amherst, Cheektowaga, Clarence, Evans, Hamburg, Orchard Park, and West Seneca, along with the Cities of Lackawanna and Buffalo. The restrictions are lifted for all other areas of the county. This includes the City and Town of Tonawanda, Kenmore, Grand Island, and other areas.

The New York State Thruway and other NYS highways like the 33, 219, and 400 remain closed until further notice. The Peace Bridge remains closed, while the Rainbow Bridge and Lewiston-Queenston bridges are open.

Multiple government officials have reminded people a few times that driving when travel is banned is a class 'B' misdemeanor.

Officials have also said that one of the major things that are hampering storm response is the large number of abandoned vehicles that are being left in the middle of the road, which when combined with the snow, leaves many roads impassable.

No legal basis to ban Islamist protest in Hamburg, police say

Another demonstration by the Islamist organization Muslim Interaktiv in Hamburg will be allowed to proceed, less than two weeks after an earlier demonstration caused a national uproar in Germany.

Hamburg's police chief Falk Schnabel said on Wednesday that the group's planned demonstration called for Saturday will be subject to strict conditions by authorities. Muslim Interaktiv is classified as an extremist group by the German authorities.

Schnabel said that police intensively examined options for an outright ban on the group's demonstration, and reviewed footage from the group's previous demonstration on April 27.

But authorities again could not find a solid basis for an outright ban on the demonstration, a conclusion that was also reached before the April 27 march, Schnabel said.

The answer from experts was that "a ban will not be legally enforceable," he said.

However, as in April, authorities have warned the group that incitement to violence or comments denying Israel's right to exist would not be tolerated.

As an additional condition, calls for establishing a caliphate on German soil will also not be permitted.

At the first rally at the end of April, which was organized by Muslim Interaktiv, around 1,000 demonstrators denounced what they saw as Islamophobic politics and media coverage in Germany.

Some protesters also called for establishing a caliphate as a solution to social problems, something that sparked nationwide outrage in Germany and denunciations from leading politicians.
