UF demands RTS operating costs in letter to Gainesville mayor following threat of bus route cuts

Gainesville leaders have proposed cutting bus routes around uf due to a plan for the university to pay less for rts.

UF official sends letter to Gainesville city leaders about RTS contract negotiations

GAINESVILLE, Fla. (WCJB) - The University of Florida is inviting Gainesville city leaders back to the negotiating table after leaders announced plans to cut Regional Transit System (RTS) bus routes for students due to UF’s proposed payment reductions. In a letter to Mayor Harvey Ward, university officials demanded a breakdown of operating costs for the bus system.

David Kratzer, the senior vice president of construction, facilities, and auxiliary operations for UF, sent the letter on Thursday, two days after the city held a press conference announcing 22 routes would be reduced or eliminated if the university cut funding. UF officials created a draft bus contract proposal in March offering to pay about $570,000 a month for RTS services starting on July 1, about half of the $13.7 million annually the university is currently contracted to pay.

RELATED: Gainesville city leaders propose cutting RTS bus routes due to possible UF funding reductions

University officials say the press conference came as a surprise and say they are “still at the table” and would welcome the city back. The letter formally asks the city to provide operating costs for RTS to the university and the public to ensure the students are paying a fair price.

Kratzer notes RTS currently charges $1.50 for non-student riders and $2.86 for UF students. He says the data they have now does not “align with the city’s price.” Data released by the city shows fares make up just 1.1 percent of the RTS budget, while UF’s payments make up 49.2 percent. Other funding sources include grants, the gas tax, Alachua County, Santa Fe College, advertising, and the city’s general budget.

A special city meeting is scheduled for 3 p.m. on Thursday to allow a staff presentation on the RTS issue, hear from residents, and allow commissioners to discuss. The full letter sent to the mayor is below:

City: UF's plan to scale back bus program would slash RTS revenue in half, force route cuts

journey planner bus timetable

The city of Gainesville announced Tuesday that half of its Regional Transit System (RTS) budget is at risk of being lost if the University of Florida were to move forward with a proposal to scale back its prepaid bus fare program.

The program, responsible for $6.8 million of RTS’ $13.7 million budget this year, may end at the beginning of July, according to a press release. UF cited cost sustainability as a primary factor in the decision, the release said.

“Since 1998, this partnership has been woven into the life of our community,” said Gainesville Mayor Harvey Ward in the release. “It is a shining example of a strong, working town-gown collaboration. It’s good for the environment, it reduces traffic congestion and it has become an integral part of the way UF students come to learn about and love the City of Gainesville.”

At a press conference Tuesday Ward said the reduced budget would force RTS to eliminate buses and routes, and as a result, ridership.

If UF moves forward with its plans, the cuts would force the city to eliminate Routes 17, 25, 28, 34, 46 and 150 in July, Ward said. The city would also have to reduce Routes 1, 5, 8, 9, 12, 16, 20, 21, 33, 35, and 38.

“This is very drastic. I don't think we've ever faced this before, but to take student fees and where they have directed these fees, and to say that now you're going to cut these routes, is just unbelievable,” Commissioner Cynthia Chestnut said. “We must not allow this.”

This year, approximately 68% of RTS riders are participants of the UF program, according to Ward. A dramatic reduction in ridership could mean losing state and federal funding and other grants that are dependent on ridership volume, according to the release.

UF spokesperson Steve Orlando said in a statement to The Sun that there has been no decisions or announcements made on UF's behalf about the RTS program. The statement said UF was surprised to learn of the press conference held by the city.

"There seems to be a major misunderstanding on the city's part. The University of Florida has made no announcements and believed that our good faith talks were ongoing. We were surprised to learn about this press conference, because we recently asked the city to give us transparent data on their operating costs," the statement reads. "We’re still working in good faith. This is unfortunate, but we agree with the mayor that a good outcome is possible, and we hope they share their data and come back to constructive talks as partners. We’re committed to doing what’s right for our students and the community."

City leaders, who said they were made aware of UF’s proposal in March, hope that UF and the city can work out an arrangement that works for both parties and does not force RTS to make such dramatic changes.

“We're not going to walk away from this amazing partnership, that's what I want you to know. We will find a way to make this happen, but you also need to know what will happen if these cases come into effect,” Ward said. “The biggest take away, I would say, is that we intend to find a way to work with our partners at the University of Florida to continue this service, but that the offer that they have made is not going to work and there are very real world results that will flow from that offer.”

SEPTA bus overhaul will not exacerbate inequalities, new study says, despite critics’ concerns

The study measured the number of jobs a rider could reach within 30 and 45 minutes and average travel times to the nearest hospital, rec center, library, and closest supermarkets.

The SEPTA route 7 bus drive along Oregon Avenue.

A new independent analysis of SEPTA ’s bus network overhaul contradicts a major concern raised by critics of the project: that proposed service changes would reinforce transportation inequities.

The latest complete version of SEPTA’s bus network overhaul, a plan developed over the last three years, would deliver increased access to opportunity or preserve existing levels of access for most Philadelphia riders compared with current routes, according to an equity analysis by the nonprofit TransitCenter think tank.

Overall, the study found that the December 2023 draft of the Bus Revolution would result in minor changes, up or down, in the numbers of jobs, hospitals, libraries, rec centers and supermarkets that riders could reach and travel times needed to get there.

“The way I read it, Bus Revolution is neither as bad as anyone fears nor as good as some people would like it to be,” said Connor Descheemaker, coalition manager for the nonprofit advocacy group Transit Forward Philadelphia.

And SEPTA planners were constrained by a mandate to keep the route reorganization cost-neutral, meaning that every boost in bus service in one area had to be balanced by a cut somewhere else, a kind of mathematical taffy pull.

“The only way to more substantively improve access is to invest money on more service hours,” Descheemaker said.

Access to hospitals, groceries, and rec centers

New York-based TransitCenter conducted the equity comparison analysis of the December 2023 Bus Revolution plan and the current network for Transit Forward Philadelphia.

The researchers used several periods throughout the week to show differences and similarities.

They found average travel times to the nearest hospital, rec center, library, and three supermarkets fell within one minute of current times for all demographics measured in both the proposed and current network.

The analysis also measured the number of jobs a rider could reach within 30 and 45 minutes of their starting point at different times in each network.

It found some improvements in access to jobs under the Bus Revolution Plan, including:

Asian residents would be able to reach more jobs within 30 minutes on weekday afternoons and evenings than today.

The number of jobs accessible within 30 minutes on weekday mornings increased across all demographics. Notably, one of the biggest improvements was for households without access to a car.

Black residents would see an increase number of jobs accessible within 45 minutes on weekend afternoons .

Outcomes were broken out for white, Black, Asian and Hispanic people , as well as people age 65 and over. The study also looked at access for households living in poverty and people who don’t own a car.

It relied on population demographics and employment data from the U.S. Census, TransitCenter said.

Descheemaker cautioned that the analysis looks at bus service in the city and does not cover Bus Revolution changes proposed for the other four counties in SEPTA’s service area.

Allocating limited resources

Like many peers, SEPTA faces an operating deficit, $240 million in its case, as federal pandemic aid sunsets.

The transit agency last week concluded a series of eight final community meetings and one virtual meeting after City Council members asked for more time to engage their Black, brown and lower-income constituents on the plan.

SEPTA paused the project in February, just as its board was poised to adopt the final draft of route changes after more than two years of public question-and-answer sessions and surveys.

“There were areas that kind of fell through the cracks a little bit” earlier, said Dan Nemiroff, SEPTA’s director of service planning. He said the latest meetings reached people who might not ordinarily come to such events, thanks to Council members who helped organize and publicize them.

A SEPTA map shows the agency conducted widespread outreach during the redesign process, but with gaps in neighborhoods west of Broad Street like Strawberry Mansion , Brewerytown -Sharswood, Nicetown - Tioga , and Fairmount . The areas range from more affluent, to gentrifying, to historically disinvested.

While acknowledging the difficulty of making a budget-neutral plan, SEPTA officials maintain the result will still serve riders better than the current network does.

“It better allocates those limited resources of bus hours and miles to when people are using the system, said Deputy Chief Officer Colin Foley. “It’s no longer a 9-to-5 a.m./p.m. commute as much as it used to be.”

SEPTA has already made some changes to the December version of the plan, the fourth draft, in response to questions and concerns expressed in the recent round of meetings, officials said.

For instance, planners have committed to keeping Route 32 in its current alignment — a priority that Strawberry Mansion residents have pushed for over a number of months. The route had been marked for elimination.

Route 32 travels from Roxborough down to North Philadelphia, goes through Strawberry Mansion and Fairmount, serves the Benjamin Franklin Parkway and then proceeds down South Broad Street to South Philly .

Route 16 would be kept at its current alignment, running from Cheltenham, straight down Broad Street, to its end point at City Hall, Nemiroff said. The earlier proposal would have shortened it. Route 57 also would be kept as is, Nemiroff said.
