Dumezdweni Mthimkhulu appointed Botswana’s new Minister of Environment and Tourism
Botswana’s President, Dr. Mokgweetsi Masisi has appointed Dumezdweni Mthimkhulu as the new Minister of Environment and Tourism in a latest cabinet change that was announced on February 26.
Mthimkhhulu takes over from Philda Nani Kereng who has been designated by the President as Botswana’s High Commissioner to Nigeria.

National Workshop with Tourism Stakeholders in Botswana in Maun on 9 February-Project of the Development of National Tourism Strategy and Master Plan of Botswana
UNWTO and the Ministry of Environment, Natural Resources Conservation and Tourism of Botswana are collaborating to prepare a National Tourism Strategy and Master Plan which will guide tourism development from 2022-2032.
The Tourism Strategy and Master Plan come at a strategic time- where it will address not only measures to stimulate the recovery of the tourism sector during COVID times but also pave the way for the sustainable development of Botswana through tourism. The workshop was organized to convene the stakeholders to prioritize issues to be addressed in the National Tourism Strategy and Master Plan for Botswana.
“We are looking for a Tourism Strategy and Master Plan which is robust, practical and implementable and which will enable Botswana to become the destination of choice” stated Dr. Oduetse Koboto, Permanent Secretary, Ministry of Environment, Natural Resources Conservation and Tourism stated at the Opening Ceremony of the National Workshop.
The current phase of the project includes a detailed review of the tourism sector in Botswana, taking into account the Government’s Vision 2036 and Revised Tourism Policy for future tourism development and the role the sector will play in the country’s socio-economic advancement. in addition to the identification of the key areas and issues that should be addressed through the preparation of a long-term National Tourism Development Strategy and Master Plan for Botswana 2022-2032 which will be the next step of the project.
The National Strategy and Master Plan will provide guidance in terms of implementing and managing the Revised Tourism Policy of Botswana with a view toward the efficient management of tourism resources, both cultural and natural; the mainstreaming of tourism in the Government planning process; and the increased participation and ownership of the local communities in the development of the sector.

#ATLF2023: Botswana Tourism Minister Makes Case For Digital Tourism

Botswana Minister of Environment and Tourism, Ms Philda Mani Kereng, acknowledged the opportunity to incorporate innovative technological solutions to support industries and to embrace new ones such as digital tourism.
Ms Kereng noted that the incorporation of technology and innovative solutions will also facilitate and support the upscaling of the industries to support existing supply chains and develop new ones such as digital tourism.
The Botswana Minister of Environment and Tourism submitted this during her welcome remakes on Wednesday, October 4, at the 2023 Africa Tourism Leadership Forum and Award , held at the Gaborone International Conference Centre, Gaborone, Botswana. The 6th ATLF conference is themed themed Demand Dynamics to Shape the Future of intra-Africa Travel.”
She also analysed how innovation, small and medium-sized businesses (SMEs), creative industries, and culture could affect how Africa’s tourist industry develops in the future while emphasising the necessity to coordinate these sectors to completely expand opportunities for young people and industry stakeholders.
Ms Kereng, who expressed satisfaction towards the participation of representatives of Community Based Organisations throughout the country at the conference lauded their pivotal role in growing tourism enterprises and associated value chains in the country.
“Local communities continue to demonstrate a leading role in promoting sustainable tourism by integrating nature and cultural practices. Through this, much-needed jobs particularly for the youths are generated at the local level,” she said.
Ms Kereng then reeled out some of the milestones recorded by the Botswana Government, which she ascribed to key outcomes for hosting ATLF 2022.
These, according to her, include the development of a national MICE strategy for implementation with immediate effect; the partnership with the AfCFTA Secretariat to mainstream the role of tourism, creative and cultural industries through the inaugural AfCTA Forum on Tourism, Creative and Cultural Industries as a key contributor to intra-Africa travel.
She added that hosting the ATLF 2022 also led to the establishment of the Africa Tourism Private Sector Alliance to be endorsed by the FCFTA Secretariat during the ATLF 2022, and the launch of the Africa Tourism Partners and UNISA Women Tourism Entrepreneurship Programme.

Botswana commits to MICE with new strategy in the offing

Botswana’s Ministry of Tourism has assured the private sector of its commitment to accelerating the tourism industry’s recovery. The Ministry through several initiatives is keen to see the industry surpass the pre-pandemic levels.
Speaking at the just-ended 2023 HATAB conference, Botswana’s Minister of Tourism Philda Nani Kereng revealed that Botswana Tourism Organisation is developing a Meetings Incentives Conferences and Exhibitions (MICE) strategy to increase destination competitiveness and a diverse product offering.
The strategy will assist in promoting the country as a MICE destination to the international markets, and identify and address the infrastructure and skills gaps that need to be addressed to support the growth of the MICE industry.
“The MICE industry is changing and adapting itself to the growing demand, both globally and in Botswana and this is an opportunity not to be missed. We are currently working on the MICE strategy so we may inform the growth potential for the sector,” the Minister indicated.
Through the strategy activities suitable for local entrepreneurs will be identified in the tourism value chain which is aligned to Botswana’s reset agenda.

Hon. Philda Nani Kereng
Hon. Philda Nani Kereng, is the Minister of Environment, Natural Resources Conservation & Tourism of Botswana. She has brought a new impetus to the tourism industry of her country by revising the tourism policy so as to enhance the participation of the country’s citizens in the tourism industry and to diversify the tourism products across the country.
She has devised strategies to accelerate the recovery of Botswana tourism industry through the networking of its different partners so as to achieve synergy while improving sustainable conservation practices and positioning her country as a tourism and investment regional hub.
Hon. Philda Nani Kereng efforts earned due recognition as she was recently acknowledged as one of Africa’s Tourism Board Key Leaders in Africa.
She has also been active on the social front since 1995. She held until 2001 the post of Chief of Surveys and Follow ups of the Rural Industries Innovation Center, planning and managing nation-wide sociological research projects to improve industrial and farming activities.
Furthermore, she has also been a Project Officer for Community Development of the Action for Economic Empowerment Trust, a local partner of the US African Development Foundation (ADF), working closely with rural communities to identify, plan and manage community ecotourism projects.
Her grassroots knowledge of the Botswana’s society led the United Nations Children’s Fund (UNICEF) to appoint her as Child Protection Officer to drive the national programme on orphan care and child services in collaboration with NGOs and CBOs. She was also instrumental in the development of the Children’s Act of 2009.
Hon. Philda Nani Kereng received an award for being one of Africa’s Tourism Board (ATB)’s Key Leader in Africa at the first East African Regional Tourism Expo on the 9 October 2021. The award recognizes her excellence in driving development of sound tourism recovery strategies. Such strategies include the review of tourism regulations, the Tourism Policy, development of climate change and response and integrated waste management Policy amongst the few.
Hon. Philda Nani Kereng holds a B.A. in Public Administration and Sociology as well as a Masters in Sociology of Development (UK).
In parallel to her State responsibilities, she is an associate pastor in a local church and often acts as counselor and life coach for families, women and young people.

A NATIONAL TOURISM STRATEGY AND MASTER PLAN FOR BOTSWANA
The Government of Botswana wishes to review and update its national tourism development strategy to build upon the Tourism Policy of 2021. As a result, the Botswana government has embarked on a plan to produce a national tourism master plan and tourism Strategy by July 2022.
Tourism is recognized as one of Botswana’s key growth sectors capable not only of generating valuable foreign revenues and providing substantial employment, especially in rural areas, but also able to act as a catalyst of socio-economic change.
‘Tourism’ is the term used to describe the travels of people to a place outside their normal environment, for any purpose (business, leisure or personal, including visiting friends or relatives, medical, study etc.) and not directly connected with their everyday employment or activity. As a result, when people undertake this travel, they are categorized as ¨visitors¨.
In Botswana, the tourism sector has come to be seen as over-reliant on the high value/low impact approach that has created a valuable international reputation for sensitive wildlife and environmental conservation but resulted in a low average length-of-stay among foreign visitors and a lack of product diversity. One of the key objectives in tourism development therefore is to diversify the product offering to attract a broader diversity of markets, increase the average length of stay and expenditure, create more jobs and provide better opportunities for local communities to share in the economic benefits of tourism.
The production of national tourism master plan and tourism Strategy has resulted in the UNWTO which is contracted to undertake countrywide research consultative process. The consultations involve a wide range of public and private sector stakeholders in Gaborone and across the country, in person or remotely.
It also involves desk research into all available statistical data, research studies, tourism strategies, legislation, and other relevant documentation. It also a regular consultation with the Department of Tourism and her colleagues. There was an extensive field trip to all main tourist areas, involving interviews with local officials and stakeholders, including Tsabong, Kgalagadi Transfrontier Park, Tswapong Hills (Moremi Gorge), Selebi-Phikwe, Tuli Block, Francistown, Nata, Makgadikgadi Pans National Park, Maun, Moremi Game Reserve, Okavango Delta, Panhandle (Shakawe, Mohembo Bridge, Tsodilo Hills) and Ghanzi. Similarly, the Chobe District had been explored in detail for the Kasane-Kazungula Master Plan project. The UNWTO also visited several community trusts and community tourism projects in rural areas consulting them on the proposed national tourism master plan and tourism Strategy. A full day consultation workshop in Maun and Gaborone with local/regional tourism and hospitality stakeholders were conducted. Finally, written surveys of private sector stakeholders were also received.
The provisional recommendations take heed of national strategic objectives, namely product and market diversification, the need for greater citizen and local community engagement and the desire to grow the domestic leisure market. These sit alongside the ever-present goals of how to increase foreign revenues and create more jobs while protecting and conserving Botswana’s invaluable natural and cultural assets. It is from this background that the UNWTO team of ten (10) consultants should produce the Botswana Tourism Master Plan and Tourism Strategy by July 2022.

The Mokoro is a common type of canoe used to move around in the Okavango Delta's shallow waters. Oarsmen stand in the stern and push with a pole. Traditionally, Mokoros are dug-out from trunks of a large straight tree, like ebony or kigelia.
Old Palapye is a significant multicultural historical site containing artefacts from the Middle Stone Age, the Late Stone Age, and the Early Iron Age. In contemporary times, the village became the 19th century capital of the Bangwato (led by Khama III), who occupied the area from 1889-1902.

Application for Tourist Enterprise Licence (TEL)
Tourist enterprise licence is a permit issued to entities that operate businesses or services that directly deal with tourists e.g. Travel agencies, Tourist Accommodation facilities. Find the description for all the licence categories below.
Categories A & B
This service is open to both citizens and non-citizens in Botswana EXCEPT for the following tourist enterprises; guest houses (corporate guest houses and Bed & Breakfast), camp and caravan sites.
Categories C, E & F
100% citizens or wholly-owned citizen companies.
Categories D, G, J, K & L
Citizens and non-citizens.
Tourism I Licence
Operators based outside the country
- Download, complete and submit Tourism Enterprise Application form with all supporting documentation either in person or by post/courier.
- Notice of Approval, Deferral or Rejection for the Licence will be shared by mail.
- Application form.
- A detailed Business Plan (guidelines provided).
- A certified copy of the Certificate of Incorporation and/or a copy of the Certificate of Registration of the business-trading name.
- Certified copies of share certificates.
- Companies Proclamation i.e. Form 2.
- Certified copies of valid Omang or passport of the shareholders and for expatriate employees, copies of resident/work permits.
- Title deed or lease agreement/rental agreement- if the land was acquired for a different purpose other than for the project you wish to undertake you should apply for change of use or planning permission, from your local authorities or Land Board.

Botswana Tourism Organization (BTO) has extended an invitation to all licensed tourism enterprises based in Botswana to register for participation in the upcoming World Travel Market (WTM) Africa.
The event is scheduled to take place from April 10th to April 12th, 2024, at the Cape Town International Convention Centre (CITCC) in Cape Town, South Africa.
With an array of attractions ranging from wildlife safaris to cultural experiences, Botswana aims to captivate the global tourism market at WTM Africa.
This strategic initiative aligns with Botswana’s commitment to enhancing its presence in the global tourism landscape and fostering fruitful collaborations within the industry.
They encouraged to seize this opportunity to promote Botswana’s diverse tourism portfolio and forge valuable partnerships with stakeholders from around the world.
“BTO wishes to invite Botswana based and licensed tourism enterprises to register for below stipulated fairs for World Travel Market (WTM) Africa that will be held on the 10th – 12th April 2024 in Cape Town International Convention Centre (CITCC), Cape Town – South Africa,” the company wrote.

Herds of hippos stranded in drying ponds as drought ravages Botswana
- Southern Africa has been devastated by an ongoing drought, originating in Botswana in October 2023
Herds of endangered hippos are facing death in the blistering heat of Botswana, left stranded and unable to move in drying ponds as drought ravages the southern African country.
Harrowing views show clusters of animals boxed together in the mud as they desperately try to cool off and avoid sunburn, with temperatures soaring and moisture evaporating from the earth.
While seasonal flooding usually makes the Okavango Delta a lush habitat for wildlife, the dried-up Thamalakane River has forced herds of hippos to head for natural water reserves close to the tourist town of Maun or risk slow and painful deaths from dehydration and heat exhaustion.
Botswana is home to one of the world's largest populations of hippos living in the wild, estimated at between 2,000 and 4,000 by the International Union for Conservation of Nature (IUCN).
'The riverine vegetation is poor and the hippo in Ngamiland (northwestern district) depends on the water flowing through the Okavango Delta systems,' said Lesego Moseki, spokesperson for Department of Wildlife and National Parks (DWNP) in Botswana's capital Gaborone.
They were still looking into the how many hippos had died in the pools, he said.
Hippos have thick but sensitive skin, meaning they need to bathe regularly to avoid sunburn and usually live in humid areas.
Without water, they can become aggressive and approach villages.
Local authorities are calling for hippos to be relocated to reserves to avoid conflict with humans.
Southern Africa has been affected by severe drought in recent months, caused by the El Niño weather phenomenon, which has threatened harvests and plunged millions into hunger.
El Niño is a naturally occurring climate pattern typically associated with increased heat worldwide, leading to drought in some parts of the world and heavy rains elsewhere.
Several countries in the region have recently declared a state of national disaster, with an estimated 20 million people in the south facing 'acute hunger', per the United Nations.
Malawi, Zambia and Zimbabwe are among those warning of catastrophe and a potential risk to life with droughts decimating livestock and causing dramatic spikes in the price of staple crops.
In February, Zimbabwe, Zambia, Malawi, Angola, Mozambique and Botswana received just a fifth of the rainfall they would typically expect.
Thousands of cattle were reported to have died in Malawi after walking into fields still muddy from last year's rain and getting stuck, according to relief organisation CARE.
The temperature in southern Africa has also risen by between 1.04 and 1.8 Celsius in the past 50 years, according to the intergovernmental Panel on Climate Change, creating a climate change 'hot spot' in terms of 'extremes'.
The drought in Botswana began as early as October 2023, according to a report by the European Commission.
It then spread to Angola, Zambia, Zimbabwe, and Namibia, and continues to affect most of southern Africa today.
Botswana alone lost at least 300 elephants in mysterious circumstances last year, according to Grace Muzila, the permanent secretary of the Ministry of Environment and Tourism, reflecting on the devastation brought by the drought.
'Wild animals get stuck in the mud desperately looking for water and they die. The experience is heartbreaking,' she said.
Southern Africa's human population has also been blighted by the reduced availability of food and water, reporting tragic losses.
Francesca Erdelmann, the World Food Programme's country director for Zimbabwe, said last year's harvest was bad, but this season is even worse. 'This is not a normal circumstance,' she said.
Joseph Nleya, a 77-year-old traditional leader in Mangwe, Zimbabwe, said he doesn't remember it being this hot, this dry, this desperate.
'Dams have no water, riverbeds are dry and boreholes are few. We were relying on wild fruits, but they have also dried up,' he said.
American aid agency USAID has since stepped in with a life-saving handout, bringing some relief to the area.
An estimated 9 million people, half of them children, still need help in Malawi.
More than 6 million in Zambia, 3 million of them children, are impacted by the drought, UNICEF said.
That's nearly half of Malawi's population and 30% of Zambia's.
'Distressingly, extreme weather is expected to be the norm in eastern and southern Africa in the years to come,' said Eva Kadilli, UNICEF's regional director.
With this year’s harvest a write-off, millions in Zimbabwe, southern Malawi, Mozambique and Madagascar won’t be able to feed themselves well into 2025.
USAID’s Famine Early Warning System estimated that 20 million people would require food relief in southern Africa in the first few months of 2024.
Many won’t get that help, as aid agencies also have limited resources amid a global hunger crisis and a cut in humanitarian funding by governments.
