Today, I’m proud to announce five major actions to continue to relieve student debt for more than 30 million Americans since I started my administration. And starting this fall, we plan to deliver up to $20,000 in interest relief to over 20 million borrowers and full forgiveness for millions more. And again, it’s for the good of our economy that’s growing stronger and stronger, and it is, by freeing millions of Americans from this crushing debt of student debt. President Biden released details on Monday of his new student loan debt forgiveness plan for nearly 30 million borrowers.

The proposal still needs to be finalized and will have to withstand expected legal challenges, like the ones that doomed Mr. Biden’s first attempt to wipe out student debt on a large scale last year.

Biden administration officials said they could begin handing out some of the debt relief — including the canceling of up to $20,000 in interest — as soon as this fall if the new effort moves forward after the required, monthslong comment period.

Here’s what is known so far about the program:

Who would benefit from the new plan?

The plan would reduce payments for 25 million borrowers and erase all debt for more than four million Americans. Altogether, 10 million borrowers would see debt relief of $5,000 or more, officials said.

The groups affected include:

— Borrowers whose loan balances have ballooned because of interest would have up to $20,000 of their interest balance canceled. The plan would waive the entire interest balance for borrowers considered “low- and middle-income” who are enrolled in the administration’s income-driven repayment plans.

The interest forgiveness would be a one-time benefit, but would be the largest relief valve in the plan. The administration estimates that of the 25 million borrowers that could see relief under this waiver, 23 million would see their entire interest balance wiped out.

— Borrowers who are eligible for, but have not yet applied for, loan forgiveness under existing programs like Public Service Loan Forgiveness or the administration’s new repayment program, called SAVE, would have their debts automatically canceled.

— Borrowers with undergraduate student debt who started repaying their loans more than 20 years ago, and graduate students who started paying their debt 25 or more years ago, would have their debts canceled.

— Borrowers who enrolled in programs or colleges that lost federal funding because they cheated or defrauded students would have their debts waived. Students who attended institutions or programs that left them with mounds of debt but bleak earning or job prospects would also be eligible for relief.

— Borrowers who are experiencing “hardship” paying back their loans because of medical or child care costs would also be eligible for some type of relief. The administration has not yet determined how these borrowers would be identified, but is considering automatic forgiveness for those at risk of defaulting.

How is this different from the last plan?

Mr. Biden initially tried to grant $400 billion in debt relief for 40 million borrowers by using the Higher Education Relief Opportunities for Students Act of 2003, or HEROES Act, which the administration argued allowed the government to waive student debt during a national emergency like the Covid-19 pandemic.

The Supreme Court blocked that move , saying that Mr. Biden had exceeded his authority.

The new plan would forgive some or all loan debt for nearly 30 million borrowers under the Higher Education Act, the federal law that regulates student loan and grant programs. By targeting specific groups of borrowers — instead of offering broad loan forgiveness — the administration believes it can act within the narrower confines of that law.

The Biden administration said lawyers for the White House and the Education Department studied last year’s Supreme Court ruling and designed the new program to make sure it did not violate the principles laid out by the justices.

Still, there could be questions about whether the borrowers under the latest plan would be considered “limited,” as the Supreme Court said the Higher Education Act requires, or whether the administration again overstepped its authority.

What’s the timeline?

The new plan still needs to be published in the Federal Register, which then will start a monthslong public comment period. Administration officials have said they hoped some of the provisions would begin going into effect in “early fall.”

That could leave the debt relief plan unresolved as voters go to the polls in November to choose between Mr. Biden and former President Donald J. Trump.

But Biden campaign officials hope the latest effort will help rally voters who were sorely disappointed by the Supreme Court’s decision last year.

Capital One Miles can be transferred to well over a dozen airline and hotel partners, most at a 1:1 rate. Partners include Air Canada’s Aeroplan, British Airways Executive Club, Choice Privileges, Virgin Red, and Wyndham Rewards, among others. Other ways to book travel include redeeming miles through Capital One’s portal or making the purchase directly, paying with your card like normal, then using miles for a statement credit to cover the transaction. 

The Venture One also offers a 0% intro APR on purchases for 15 months (after that, the variable APR will be 19.99%–29.99%). There’s an intro balance transfer fee of 3% of the amount of each transferred balance that posts to your account during the first 15 months that your account is open , then 4% per transfer for any promotional APR offered after. 

Come to think of it, provided you have the excellent credit needed to apply, the VentureOne could make a great travel companion for a grad student given its simplicity, lengthy intro APR period and low spending threshold required to trigger the welcome bonus.

Zero foreign transaction fees is actually a common benefit among travel rewards cards, including many with no annual fee. For example, neither the Bilt Mastercard nor the United Gateway card charges a foreign currency conversion fee.

To bring you our top picks for the best travel rewards cards with no annual fee, the Fortune Recommends surveyed more than a dozen cards currently available from today’s top issuers. From there, we ranked each one based on the following core categories and weights:

• Welcome bonus (10%): Some cards—even those with no annual fee—offer welcome bonuses that you can earn once you make enough purchases within a certain time frame, such as spending $1,000 within three months of account opening.
• Travel earnings (25%): These are the point rewards you’d earn by making travel-related purchases (e.g. 3X on hotels, 2X on airfare).
• Car rental insurance (15%): Many, but not all travel-centric rewards cards include an auto rental collision damage waiver, which allows you to decline a portion of the rental company’s insurance and save potentially up to $30 per day. We gave extra consideration to if a card offers primary rental car insurance versus secondary, because primary kicks in immediately in a covered scenario—whereas secondary only applies after your own, personal insurance. 
• Travel insurance benefits (15%): Some travel rewards cards automatically apply trip cancellation/interruption insurance, lost/delayed luggage reimbursement and even travel accident insurance on travel bookings made using the card.
• Gas earning (5%): Since road trips remain a common form of travel, whether or not a card offers points rewards at the pump factored into our rankings.
• Dining earning (10%): If a no-annual-fee travel rewards card offered 2X or more on restaurant purchases it favored well in this category.

The remaining 20% was based on the card’s main focus: hotel, airline or general travel rewards. 

• For general travel—points transferrable to partners (20%): Points are literally worth more if you can transfer them to certain partners, so a card’s ability to transfer rewards to airline and hotel partners factored into our rankings.
• For hotel rewards—free award night with booking (20%): Some hotel rewards cards offer a BOGO-like perk where if you redeem a certain number of nights with points you get an extra tacked on for free.
• For airline rewards—ability to spend towards status (20%): Most airline rewards cards allow you to earn miles, but not all of them count those miles towards your next loyalty status. If a card treated them as “qualifying miles,” it fared better in this category.

A Los Angeles woman fatally stabbed her partner and possibly threw her two children from a moving SUV on the freeway before she fatally crashed into a tree Monday morning, authorities said.

An 8-month-old girl died and her 9-year-old sister was injured in the violence, which began around 3:40 a.m., Los Angeles police said Tuesday.

The children’s mother, Danielle Johnson, 34, got in an argument with a man whom she lived with, Jaelen Chaney, and stabbed him with a knife, police said.

Johnson then took her two children in a Porsche SUV, and at 4:30 a.m. that car was seen driving on Interstate 405 "when the two children were expelled from the vehicle while it was moving,” police said in a statement .

Investigators believe the children fell or were thrown out of the moving vehicle, the California Highway Patrol said. The infant died, and the 9-year-old was taken to a hospital with what police said were moderate injuries.

Johnson then sped into a tree in Redondo Beach, a coastal city in the Los Angeles region, at more than 100 mph, police said. She did not survive the crash, which occurred around 5 a.m.

Investigators later found Chaney, 29, dead in the Woodland Hills home where they lived with Johnson's children, police said. The deadly incidents were later connected and determined to be a double murder and a suicide, police said.

“We really don’t know why this incident escalated to such violence,” Police Lt. Guy Golan said, according to NBC Los Angeles .

The highway patrol said it was broadcast a medical emergency at 4:29 a.m. about the injured children on the freeway, and authorities found the infant with major injuries. The Culver City Fire Department pronounced her dead at 4:44 a.m., the highway patrol said.

Redondo Beach is around 30 miles south of Woodland Hills, which is in the San Fernando Valley in Los Angeles. The 405 Freeway is the main artery linking the western part of the valley to the Los Angeles basin.

The surviving child is in the care of Child Protective Services, NBC Los Angeles reported.
