You can apply for a national visa at the German visa sections in Türkiye without Turkish citizenship if your permanent residence is in Türkiye. This means that the main focus of your life is in Türkiye. It is not sufficient to have a Turkish residence permit or shares in a Turkish company and live elsewhere. Permanent residence is usually established by living in Türkiye uninterruptedly for at least 6 months without longer stays in another country at the date of your visa application. Permanent residence is also established without a stay of 6 months minimum if you have a long-term right of residence in Türkiye (i.e. as a registered refugee or with a residence permit for family reunion). The Turkish short-term residence permit (“Kisa Dönem / Short Term”) – even if issued for 6 months or longer - does not establish permanent residence. In this case, the directive mentioned above for a stay of 6 months minimum applies. Please provide proof of permanent residence in Türkiye when applying for your visa.

Non-Turkish foreign nationals having their permemant residence in Türkiye can only apply for national visas at the visa section of the Consulate General in Istanbul.

If your family member in Germany has subsidiary protection status ( subsidiärer Schutz ) : Please register for family reunion here. Currently, due to the high demand waiting times of more than two years arise. Please wait for the International Organisation for Migration ( IOM -FAP) to contact you.

If you have only Syrian citizenship and your family member in Germany holds German citizenship, refugee status, long-term residence permit (“Niederlassungserlaubnis”) or another residence permit not based on subsidiary protection, please register for family reunion online with our external service provider iDATA here.

For work visas as an artist or au-pair, for a voluntary service, internship, recognition of your foreign qualifications, self-employment or research and all other national visa categories please prepare your documents according to the information sheets on national visas for Turkish citizens (German/Turkish).

In most cases you can only submit your application directly at the visa section. Please come on time and in person to your appointment. Each family member applying for a visa must be there in person. The staff at the visa section speaks Arabic, English, German or Turkish. If you do not speak any of these languages very well, you must bring an interpreter with you.

It has also become possible to submit your visa application for certain visa purposes directly with our external service provider iDATA. Applicants for family reunion visas with persons of subsidiary protection status (s ubsidiärer Schutz ) in Germany submit their applications directly at IOM -FAP Istanbul.

You will receive the information where to file your application after booking an appointment. If you can submit your application at iDATA or IOM -FAP, you will pay the visa fee (and for iDATA a service fee additionally) and submit all documents there. Your application will be forwarded to the visa section. iDATA or IOM -FAP do not have any influence on the decision of any visa application.

After the visa section has undertaken a first check of your application and if all documents are complete (otherwise you will be informed), the necessary authorities in Germany will be consulted, depending on the planned visa purpose. The visa section cannot influence the processing periods at these authorities. The table below provides an overview of the usual processing periods:

As soon as we have taken a decision regarding your application, you will receive your passport together with all original documents you submitted and the final decision.

Information how to pick up your passport or how to have it sent back to you will be available during your visa appointment. If your application had to be denied, you will receive a written notification explaining the main reasons for this decision together with your passport. The rejection letter will also contain information on possible legal rights of appeal.

The German missions abroad are not authorized to grant asylum. An application for asylum can only be filed with the responsible authorities in Germany.

Can I visit Germany?

Foreign citizens who want to travel to Germany need a visa, except for citizens of other EU and Schengen countries - and some other third countries whose citizens are allowed to travel to Germany visa-free. You can find out whether you need a visa for Germany at  auswaertiges-amt.de .

Here you can find information about the visa for visiting Germany, i.e. the visa for a (short-term) trip to Germany, which is officially known as "Schengen Visa Type C", "tourist visa" or "visitor visa".

What do I need to know?

A so-called "Schengen Visa Type C" is the visa you need to visit Germany for a few days or weeks- it allows you to stay in Germany for up to 90 days within 6 months in total . This is the type of visa you need if, for instance, you are visiting family or friends in Germany, want to travel to Germany as a tourist or for a business trip. 

A visa can be issued for a few days or for 4 years, for example. The diplomatic missions abroad decide whether to issue a visitor visa– the validity duration depends on your travel plans and the documents you submit. If you regularly visit your family or friends in a Schengen state or have to travel frequently to the Schengen area for professional reasons and can prove that, you can obtain an annual visa with multiple entries.

It is important to note: If your Schengen visa is valid for more than 6 months, you must ensure that you do not stay in Schengen countries for more than 90 days within 6 months (180 days). That means you need to watch out as not to exceed the permitted length of stay each time you visit.

Good to know : If you have a visitor visa valid longer than 90 days, you can divide your visit into 90-day slots within 6 months. You can calculate the remaining days of your visa using the Short-stay Visa Calculator on the European Union website.

To have a chance of obtaining a Schengen visa, you must meet the following requirements:

  • You have to offer an adequate, credible reason for your trip. You can read more about this in our chapter " Invitation Letter for a visitor visa ".
  • You must be able to secure your travel and living expenses during your stay. You can prove that, for example, by showing your bank statements from the previous three months, proof of your assets, etc. If you cannot prove that you have enough money, someone living in Germany can submit a so-called "declaration of commitment" for you. You can find out all about that in our chapter " Declaration of commitment for a visitor visa ".
  • You need to have travel health insurance with a minimum coverage of €30,000 for the Schengen area for the entire duration of your trip. Such travel insurance costs around €10 per week.
  • The staff at the embassy/consulate must conclude that you will leave the country after your visa has expired. Possible evidence of your willingness to leave the country is, for instance, having a job or educational commitment in your home country, showing a purchase contract for a flat in your home country, having underage or dependent family members in your home country, etc. You need to submit relevant, convincing evidence when applying.

Please Note : You must meet ALL of the above requirements to obtain a visa. The decision on whether you should be issued a visa is up to the embassy/consulate. Unfortunately, it could be pretty hard to obtain a visa when numerous people from your home country flee to Germany.

You need to apply for a Schengen visa in person at the German embassy/consulate in your home country or a neighbouring country (if there is no German embassy or consulate in your home country) or the country where you reside. You can find the addresses of all German embassies and consulates on  the website of the German Foreign Office . You have to make an appointment in advance to submit the application. 

You can usually download and print out the form for the visa application on the website of the embassy/consulate. There you will also find a list of all the documents that you have to submit. If you cannot print out the form yourself, you can find it in your language free of charge on-site and fill it out.

Alternatively, you can fill out the form online at  videx.diplo.de   and then print it out. The website works in many languages.

Yes. When you apply for a Schengen visa, you must briefly describe the reason for your trip (e.g., attending a wedding, a holiday with friends, etc.) and your travel details and prove it, e.g., through hotel bookings or invitations.

  • As a tourist , you must describe your travel plans in a detailed daily programme. You can do so by providing a clear schedule (e.g. a list of the museums or sights you want to visit), the destinations you want to see and preferably also present the reserved tickets for the cities you want to go to in Germany.
  • If you are planning a business trip or a visit to a trade fair , you must be able to show an invitation or ticket for the event. It will also be checked whether your area of work has a meaningful connection with the planned visit.
  • If you wish to apply for a visitor visa for a short stay (up to 90 days in total within 6 months) for medical treatments in Germany, you will need an invitation from the clinic where the treatment will take place, confirmation of funding for the treatment, confirmation of accommodation for you and your accompanying person, medical documents and a medical certificate as well as other documents proving your travel plans. Further information can be found on the website of the German diplomatic mission or consulate where you wish to apply for your visa. For a Schengen visa, you usually need at least the following documents:

  • A valid passport
  • Current biometric passport photos
  • A completed visa application
  • Proof of your accommodation
  • (If you want to visit someone) an invitation from relatives or acquaintances or an institution or company. You can learn more in our chapter " Invitation Letter ".
  • Your travel dates according to your tickets
  • Proof of your financial resources or a letter of commitment. You can learn more in our chapter " Declaration of commitment for a Visitor Visa ".
  • Schengen visa travel insurance

Important : The documents must always be complete, i.e. you must bring all documents with you to the appointment . In individual cases, it may be possible to submit documents later within a certain period of time but only by prior arrangement! Otherwise, the embassy will reject your application directly (without informing you beforehand).

The processing fee for a Schengen visa is €80, and you have to pay the money when you apply. Important: You will not get this money back even if your visa application is rejected.

In principle, the application procedure takes up to 14 work days until the embassy/consulate decides on your visa application.

Please note , however, that this deadline is not always met. So book your appointment at least 2 weeks to a month before your planned trip.  You can apply for the visa up to 6 months before the planned trip, and you can make an appointment for the application in advance.

If your application is rejected, you will receive written notification with the reason behind the rejection. You can object to the decision within a month. T o find out where and how to file your objection, check the notice of rejection (usually at the end) .  

To object the rejection of your application, you must prove that the reasons for the rejection are not valid. When filing an objection, you have the opportunity to submit all the documents that were previously missing.

For example, it could be said that you have not provided enough proof of funds. However, if you are sure that you have enough money for your trip, clarify it in a letter and prove it with bank documents and other financial proof.

If you stay in Germany after your visa has expired, your stay will be considered illegal. The authorities will demand that you leave the country - and if you don't, you could get deported.  In such a case, you would also receive an entry ban of several months.

A Schengen visa can only be extended in exceptional cases. For example, if you are ill and unable to travel. However, for you to be considered “unable to travel”, significant requirements must be met. Even an illness that is proven by a medical certificate is often not considered sufficient ground if the person concerned is still able to travel or be transported by plane. The local Immigration Office where you are staying will decide whether your visa should be extended.

You can enter Germany with a Schengen visa and then apply for asylum  as you always have the right to apply for asylum . But  whether your asylum application will be approved depends on the circumstances in your home country. In principle, people who have a chance of asylum usually are not issued a visa at all. Please note : Until a decision has been made on your asylum application, you or the person who has made a declaration of commitment for you must cover all upcoming costs (accommodation, food, medicine, etc.)- including expenses of possible deportation. If you enter Germany with a Schengen visa and find a job that meets the considerable requirements of the EU Blue Card after entering the country, you can apply for the EU Blue Card under the new regulations. Please note , however, that the employment contract may only be signed after you have entered the country.

Important : Since the law is new, it is also possible that the Immigration Office initially rejects your application for an EU Blue Card because there is not yet much practical experience with the new regulation. But in principle, if you meet the requirements, you should be able to obtain an EU Blue Card.

How to apply for a Schengen visa from Turkey

Turkey does not have visa-free access to the Schengen area, meaning that if you are a Turkish citizen who is looking to visit multiple countries in Europe, you will likely need to apply for a  Schengen visa . If you receive a Schengen visa from Turkey, you will be able to travel throughout the entire Schengen area, which includes 26 of the most vibrant and visited states in Europe, including France, Germany, and Italy. Read on for an overview of how to apply for a Schengen visa in Turkey, including Schengen visa requirements for Turkish citizens and Turkey residents, and for other essential Turkey and Schengen visa info. 

Turkey and EU Visa

  • Despite years of complex political and economic negotiations, Turkey has yet to become an official member of the EU. Because of this, the relationship between Turkey and Schengen area countries remains unformalized: Turkey remains outside the Schengen area; its citizens lack visa-free access to the individual Schengen Member States.  
  • As a result, Turkish citizens and nationals who seek to enter the Schengen area or any of its 26-Member States need a visa to do so. 
  • Turkish citizens looking to travel to Europe have several options when it comes to visas. 
  • Turks who want to enter a single country in Europe could potentially apply for a national visa to that specific country. For example, if you want to travel from Turkey to France, and not go anywhere else in Europe, you should probably apply for a French National visa. 
  • However, if you want to visit several countries in Europe on one trip, you should apply for a Schengen visa. Unlike a national visa, which limits you to a single country, a Schengen visa will allow you entry to as many Schengen countries as you can visit during your visa validity period! 
  • Therefore, while there is no Turkey and EU visa, a Schengen visa gives Turkish citizens access to the majority of EU states (with the exception of Bulgaria, Croatia, Cyprus, Ireland, and Romania, which collectively remain outside the Schengen area).
  • Depending on the Schengen country you are applying to, you may need to make a Schengen visa appointment prior to handing in your application. 
  • The majority of Schengen countries require visa-seekers to hand in their application in person, and most require applicants to schedule an appointment beforehand. Alternatively, some will allow you to drop off your application during normal operating hours. To be safe, you should contact the embassy of the country you are applying through in order to find out if you need to make an appointment to submit your application. 
  • Your Schengen visa appointment is likely where you will hand in your Schengen visa application, pay your Schengen visa fee, have your biometric information collected, and submit to a short interview. 
  • Schedule a Schengen visa appointment by contacting the embassy/consulate of the Schengen country you are applying through. You can often schedule a Schengen visa appointment by accessing the official embassy website of the country you are applying through in Turkey. 
  • The majority of countries accept the universal Schengen visa application, which is available for download online here .
  • Print out and fill out the above form. You will likely submit this form in person, with the rest of your application at your Schengen visa appointment in Turkey. 
  • Alternatively, some countries prefer that applicants fill out an online Schengen visa form via a country-specific online visa portal. For example, if you are applying for a Schengen visa from Denmark, you should apply via their online portal, here . 
  • Once you have filled out your Schengen visa application form, you will submit it along with the rest of your completed Schengen visa application (including your required documents, supplement materials, passport and visa fee) at your Schengen visa appointment in Turkey. 
  • You should ideally apply for a Schengen visa in Turkey no earlier than three months before your intended departure, and no later than 15 days beforehand (to allow for the visa to be processed in time). 
  • You should receive a decision on your Schengen visa within 15 days, although it can take longer (up to 30 days) depending on the nature of your application.
  • If you are approved for a Schengen visa, you are all set for your trip.

Where to a apply for a schengen visa from turkey.

  • If you are applying for a Schengen visa from Turkey, you should apply embassy, consulate, or visa-application associated with the Schengen country you are applying through. 
  • While the majority of countries will allow you to apply for Schengen visas through their respective embassy in Ankara or their consulate in Istanbul, countries may also allow you to apply via consulates or visa application centers in other Turkish cities. 
  • For example, if you are applying for a Schengen visa to the Netherlands, you have the option of applying through a visa application center affiliated with Holland in both the Turkish capital and Istanbul, but also in Izmir, Gaziantep, Antalya, Bodrum, Bursa or Edirne. 
  • Another example: if you are applying for a Schengen visa from Denmark, you have the option of applying though a visa application center located in Ankara, Antalya, Istanbul or Izmir. However, whichever visa application center you apply through, your Schengen visa application will ultimately be processed by the Danish embassy in Ankara.  
  • The Schengen country you are applying through will be your primary destination in the Schengen area. This is the country in the Schengen area that you intend to spend the most time in on your journey. 
  • For example, if you are planning a trip to multiple countries in the Schengen area, and you plan to spend the majority of your time in France, you should apply for a France Schengen visa. If you are confused about which Schengen country is your primary destination (because you are spending the same amount of time in more than one Schengen country) you should apply to the Schengen country of your first entry. For example, if you will be spending an equal amount of time in Germany and France, but you will be first entering the Schengen area in Germany (for example, if you intend to fly directly from Istanbul into Berlin) you should apply for a Germany Schengen visa.

  • In addition to the above required documents/materials, you must also submit a number of supplemental materials that will depend on the specific type of visa you are applying for.   • Unless you are a child or have previously applied for a Schengen visa within the past 59 weeks, you will almost certainly be subject to the requirement to submit your biometric information alongside your Schengen application. 
  • Biometric information includes your fingerprints and photo, and is collected in person at your Schengen visa appointment, wherever it is held.

  • The basic Schengen visas cost for Turkish citizens and Turkey residents is €80, which is the same price paid by all Schengen applicants, regardless of what country they are from.

  • The type of Schengen visa from Turkey you should apply for depends on your reason for travel. 
  • Schengen visas from Turkey are available for multiple different types of purposes, including medical, business, and tourism ( click here for a complete list of all the Schengen visa types ).
  • Think about your reason for traveling to the Schengen area and select the Schengen visa type that best applies to you. For example, if you are traveling to the Schengen area to simply see the sights, you should apply for a Schengen tourist visa . However, if you are traveling specifically to conduct business in a Schengen Member State, you should apply for a Business Schengen visa.

Who can Apply Schengen Visa from Germany Consulate in Istanbul, Turkey

IData visa application center at Istanbul, Turkey allows to make appointments between 9 am to 5:00 pm, according to availability. Access is restricted to applicants who have an appointment confirmed by the Embassy or whose interview has been scheduled through the Visa Centre. Please, always remember to print and bring your appointment confirmation received from the Embassy or from the Visa Centre. Proof of appointment will be asked both by guards at the main gate on the street and by security at the entrance of the Embassy.

Applying for Schengen business Visa is a simple and quick process if you prepare documentation carefully. If you follow steps below you can apply visa without any worries. You need to apply atleast 2 -3 weeks prior to travel date so that you give enough time for embassy to process your application

Step 1: Choose right visa category and Complete Schengen visa application

Applying for a Germany Schengen Visa, your main destination should be Germany. Depending on your reason for trip select the right Schengen visa type for traveling to Germany. Fill the Schengen Visa Application for the selected visa type. Print the form and attach a photo. Note that these documents will be requested when submitting your visa application to the IData center .

Step 2: Prepare for supported documents

One of the most critical steps for getting visa is to get all required documents which need to be submitted along with your visa application. Below is the list of documents needed which may be needed depending on visa type.

2. Are the Covid-19 restrictions taken away. Can I apply for a Schengen Visa and make an appointment for visa interview?

You can enter the required information correctly by pressing the “Make An Appointment” button above to apply for a visa in July 2021 and make an appointment to apply from our office in Turkey for the date and time you want.

3. I haven’t completed my vaccination, Can I still apply for visas from all categories?

Yes, there is no requirement for vaccination to be completed at the time of applying for a visa. However, airlines and/or border passport checkpoints review that you were vaccinated only with one of the vaccines listed on the Paul Ehrlich Institute’s (PEI) website and that it has been at least 14 days since the second dose was administered. Please make your Schengen visa flight itinerary with this information in mind and with these documents with you.

4. I want to do payment by credit card to apply for a Schengen visa and make an appointment be deducted from the service fee at the time of application?

Yes, your payment is not an extra payment and will be deducted from the iData service charge when you arrive at our offices for your Schengen visa application.

Step 4: Attend Schengen Visa Interview at iData Visa Center for Germany Consulate in Istanbul

What To Do on the Date of Visa Interview

Go to iData Germany Visa application center in Istanbul, Turkey on the date of interview atleast 30 min before your interview so that you can relax and have an overview of the location to get yourself comfortable. Ensure you got all required documents along with photocopies for your visa application. During the interview process you may be required to give biometrics data depending on embassy requirements. After the biometrics is done you need to pay the required Schengen visa fee & service fee and submit your application.

Step 5: Processing the visa Application

At iData visa application center for Germany Consulate, you will be taken care of by an agent who will check that all the documents necessary for your application are present in your file. A fact sheet will be given to you. If your file is complete, your application will be forwarded to the Embassy.

If documents are missing or do not meet the requirements of the Embassy General of Germany, you can:

  • Request the shipment despite everything the application, at the risk of losing the visa application fee and being refused by the Embassy;
  • Withdraw your application and recover the visa application fee. You will be able to re-file a complete application at a later date.

If you decide to send your file to the Embassy, you will proceed, after payment of the fees, to deposit your biometric data directly with the iData Visa center.

Step 6: Return of Passport

You can track the progress of your application using track your Germany Schengen visa application . Applicants can use the barcode present on the invoice/receipt issued by the Visa Application Centre along with your Passport to access this service. Once your visa application is decided by the Consulate General of Germany, your passport will be returned to the IData visa application Centre or have your documents returned to you by  courier  (if offered by the Visa Application Centre) for an additional fee. You will be notified to collect your passport either in person or through a representative. In some cases, due to incomplete/insufficient supported documents provided, visa application can be rejected.

Negative decisions on applications are notified to the applicant. In the refusal letter reasons on which refusal decision was taken are clearly stated. Visa applicants whose applications are refused can decide to apply again or to appeal.

Exercise increased caution when traveling to Turkey due to terrorism and arbitrary detentions. Some areas have increased risk. Read the entire Travel Advisory.

Do Not Travel To:

  • Sirnak province, Hakkari province, and any area within six miles (10 kilometers) of the Syrian border due to terrorism.

Country Summary:  Terrorist groups continue plotting possible attacks in Turkey.  Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, local government facilities, hotels, clubs, restaurants, places of worship, parks, major sporting and cultural events, educational institutions, airports, and other public areas.

Security forces have detained tens of thousands of individuals, including U.S. citizens, for alleged affiliations with terrorist organizations based on scant or secret evidence and grounds that appear to be politically motivated.  U.S. citizens have also been subject to travel bans that prevent them from departing Turkey. Participation in demonstrations not explicitly approved by the Government of Turkey, as well as criticism of the government (including on social media), can result in arrest.

Do not travel to Sirnak province, Hakkari province, or any area within six miles (10 kilometers) of the Turkey/Syria border due to the continued threat of attacks by terrorist groups, armed conflict, and civil unrest.  Terrorist attacks, including suicide bombings, ambushes, car bomb detonations, and improvised explosive devices, as well as shootings, and illegal roadblocks leading to violence have occurred in these areas. U.S. government employees are subject to travel restrictions in the entire provinces of Sirnak and Hakkari, and any areas within 10 km of the Syrian border.

Entry, Exit and Visa Requirements

Visit the Embassy of the Republic of Turkey  website for the most current visa and residency permit information.

  • In Turkey, contact the nearest Directorate General of Migration Management office to obtain a residence permit.

Obey all Turkish visa regulations and maintain valid residence permits at all times.  The U.S. Embassy is unable to assist with Turkish immigration or visa-related matters.  Turkish authorities enforce immigration laws.

  • Passports must be valid for six months beyond your entry date.  You will be  denied entry  into Turkey if there is not enough space for  entry and exit stamps  in your passport.
  • Official passport holders are required to have visa to enter Türkiye .
  • Ordinary passport holders are exempted from visa up to 90 days in any 180-day period.
  • Get entry and exit stamps . You must have a Turkish entry stamp to fly domestically.  Get an exit stamp in your passport when leaving the country  or you may face  difficulties re-entering Turkey in the future  and  a fine .
  • If you are planning to  work, study, or conduct academic or scientific research  in Turkey, you must receive a visa from a Turkish embassy or consulate before arriving in Turkey. Visit  “Living in Turkey”  on the U.S. Embassy’s website.

Syria:  See the  Syria travel advisory.  The U.S. Embassy in Damascus suspended operations in February 2012.  The Department of State continues to warn U.S. citizens against all travel to Syria.  At this time, the Turkey-Syria border is closed except in cases of urgent medical treatment or safety from immediate danger as defined by the Government of Turkey.

Iraq:  See the  Iraq travel advisory .  The Department of State continues to warn U.S. citizens against all travel to Iraq.  The Turkish Government tightly controls entry and exit on the border.

HIV/AIDS restrictions:   The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to or foreign residents of Turkey.

Safety and Security

Terrorism:  The potential for terrorist attacks in Turkey, including against U.S. citizens and interests, remains high.

  • Terrorists have previously attacked U.S. interests in Turkey, including the U.S. Embassy in Ankara, the U.S. Consulate General in Istanbul, and the U.S. Consulate in Adana.
  • Terrorist groups continue plotting possible attacks in Turkey. Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, local government facilities, hotels, clubs, restaurants, places of worship, parks, major sporting and cultural events, educational institutions, airports, and other public areas. Terrorists have also previously targeted Western tourists and expatriates.

Under laws passed in 2018, Turkish security forces have an expanded legal ability to stop and search individuals and to  detain individuals without charge.

For your own safety:

  • Carry a passport or identity document at all times.
  • Follow local news sources during your stay to remain abreast of any potential areas, dates, or times of concern.
  • Exercise caution and good judgment, keep a low profile, and maintain a high level of vigilance.
  • Avoid demonstrations, which may become violent and unpredictable.
  • Obey the instructions of Turkish security personnel at all times.

There have also been threats and acts of violence targeting religious minorities, groups, institutions, and places of worship in Turkey. The level of anti-Israeli and anti-Semitic sentiment remains significant.

Protests and gatherings:  Public gatherings are common in Turkey and can include protests or demonstrations, holiday celebrations, family events, sporting events, and political events in the lead up to elections and following the announcement of election results. U.S. citizens should

  • Avoid demonstrations and gatherings, as they may become violent and unpredictable. 
  • Be aware celebratory gunfire is common in some areas and has resulted in deaths in recent years. 
  • Follow local authorities instructions, police may take action to disperse the group, including possibly using teargas or detaining participants, even when the government has approved gatherings.

Crime:  Overall street crime in Turkey is low; however, you should use the same precautions you would take in the United States. The following types of crime have been reported in Turkey:

  • Pick-pocketing ,  purse snatching , and  mugging.  Carry only necessary items when in tourist areas. 
  • Residential crime  occurs more often in major cities, with criminals targeting ground floor apartments for theft.
  • Sexual assault  has occurred in Turkish baths ( hamams ) or spas, in taxis, and when traveling alone at night. Assaults involving  date rape drugs  have also been reported.
  • Confidence schemes  occur where travelers are tricked into ordering food or drinks at a restaurant, and then are charged incredibly high prices. Patronize well-established restaurants and ask to see a menu with prices before ordering anything.
  • Scams  are common in Turkey, particularly internet scams involving people who met online. Typically, the person in Turkey asks the other person to wire large sums of money to provide financial assistance.  Do not send money to someone you have never met in person.  Exercise due diligence when purchasing jewelry, rugs, or real estate. Eastern and Southeastern Turkey: We strongly recommend that U.S. citizens reconsider travel to specific areas in eastern and southeastern Turkey, and do not travel to areas near the Syrian or Iraqi borders.

U.S. Government employees are subject to travel restrictions  to the provinces of Batman, Bingol, Bitlis, Diyarbakir, Gaziantep, Hakkari, Hatay, Kilis, Mardin, Sanliurfa, Siirt, Sirnak, Tunceli and Van.  Mount Ararat , in Agri province, is a special military zone, and  access permission must be obtained before coming to Turkey  from a Turkish Embassy or Consulate.

The following incidents and activities have taken place in eastern and   southeastern Turkey :

  • Terrorist attacks:  Terrorist groups, including Da’esh, also referred to as The Islamic State of Iraq and the Levant (ISIL) or The Islamic State of Iraq and ash Sham (ISIS), and the PKK (the Kurdistan Workers’ Party), have conducted large-scale attacks in the area, including suicide bombings, ambushes, and the detonation of car bombs, improvised explosive devices, and other homemade weapons. The PKK has attacked Turkish military and police personnel in the eastern and southeastern provinces, occasionally harming bystanders.
  • Restricted access:  Turkish security forces control access to the southeastern provinces of Hakkari, Mardin and Sirnak along the Iraqi border, and the entire Turkey-Syria border.  Do not photograph or video Turkish military operations or attempt to enter military installations anywhere in Turkey.
  • Shootings:  Turkish towns located along the border with Syria have been struck by bullets and artillery rounds that originate in Syria, some resulting in deaths or injuries.
  • Roadblocks:  Use commercial air travel whenever possible while traveling to southeastern Turkey.  If road travel is necessary, drive only during daylight hours and on major highways.  The Turkish  Jandarma  (rural police) monitors checkpoints on roads. Cooperate if stopped at a checkpoint. Be prepared to provide identification and vehicle registration. Remain calm, do not make any sudden movements, and obey all instructions.  We strongly discourage the use of public transportation in the southeastern region.
  • Demonstrations:  Violent clashes have taken place between Kurdish groups and Turkish police resulting from organized demonstrations.
  • Curfews:  The Turkish Government has instituted temporary curfews in cities throughout the southeast due to blockades of certain neighborhoods by the PKK. Adhere to any locally imposed curfews.

Victims of Crime:  Report crimes to the local police by dialing 155 and contact the U.S. Embassy or nearest consulate. Remember that local authorities are responsible for investigating and prosecuting the crime.  We can:

  • help you find appropriate medical care
  • assist you in reporting a crime to the police
  • contact relatives or friends with your written consent
  • Provide general information regarding the victim’s role during the local investigation and following its conclusion.
  • provide a list of local attorneys
  • provide our information on  victim’s compensation programs in the U.S.
  • provide an emergency loan for repatriation to the United States and/or limited medical support in cases of destitution
  • help you find resources for accommodation and flights home
  • replace a stolen or lost passport

Domestic Violence:  U.S. citizen victims of domestic violence may contact the Embassy for assistance and visit the  Embassy webpage  for resources.

Tourism:  The tourism industry is generally regulated and rules with regard to best practices and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance .

Local Laws & Special Circumstances

Criminal Penalties: You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned.

  • Always carry with you a form of official government photo identification, such as a residence permit or copy of your passport.

Arrest Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately.  Turkish authorities may not inform U.S. officials of dual nationals arrested in Turkey.  See our  webpage  for further information on arrests.

  • Insulting the State:  It is illegal to show disrespect to the name or image of Mustafa Kemal Atatürk, or to insult the Turkish Government, flag, President, or security forces,  including on social media . Erase any sensitive photos, comments, or other materials from your social media pages, cameras, laptops, and other electronic devices that could be considered controversial or provocative.
  • Drug offenses:  Turkish law enforcement is  very aggressive  in combating illegal drugs. Penalties for possession, use, or trafficking of illegal drugs are very strict, and include heavy fines and jail sentences between four and 20 years.
  • Cultural artifacts:  Turkish law has a broad definition of “antiquities” and makes it a crime to remove any from the country. If you buy antiquities, use authorized dealers and get museum certificates for each item. Failure to have a receipt and certificate at departure can result in  your arrest , and  jail time . Contact the  Embassy of the Republic of Turkey  in Washington for specific information regarding customs requirements.
  • Male dual nationals over the age of 18 may be subject to Turkish conscription and compulsory military service. Consult officials at Turkish Embassies or Consulates with any questions before entering Turkey.
  • Counterfeit goods:  Do not buy counterfeit or pirated goods, even if widely available. They are both illegal to bring back into the United States and to purchase locally.
  • Religious proselytizing:  There is no law against religious proselytizing.

LGBTI Travelers:  Homophobia, transphobia, and intolerance towards homosexuality are widespread throughout Turkey. Lesbian, gay, bisexual, transgender, and intersex (LGBTI) individuals are  not protected by anti-discrimination laws  and have been the targets of violence in recent years. References in the law relating to “offenses against public morality,” “protection of the family,” and “unnatural sexual behavior,” are sometimes used as a basis for abuse by law enforcement officials. In addition, the law states that “no association may be founded for purposes against law and morality,” a clause which has been used by authorities in attempts to shut down or limit the activities of associations working on LGBTI matters.

Travelers Who Require Accessibility Assistance:   The Turkish constitution prohibits discrimination against persons with disabilities in the provision of state services, employment, education and access to health care. However, access to buildings and public transportation for the disabled in most cities is quite limited, and generally, accessibility for people with disabilities in Turkey is poor. Airports and metro stations are typically accessible, but other forms of public transport (buses) are not.

Women Travelers:  The Embassy is aware of multiple sexual assaults against U.S. citizens in Turkey, including assaults against tourists traveling alone or in small groups, and at spas and  hamams.

  • If you are sexually assaulted, please seek immediate help from the Turkish National Police, Turkish Health Services, or nearest hospital if you feel safe doing so.
  • We urge you to contact the closest U.S. Embassy or Consulate for assistance.

Medical care provided in Turkish hospitals varies greatly. Though new private hospitals in Ankara, Antalya, Izmir and Istanbul have modern facilities, equipment, numerous U.S.-trained specialists, and international accreditation, some still may be unable to treat certain serious conditions. Health care standards are lower in small cities in Turkey.

We do not pay medical bills.  Be aware that U.S. Medicare does not apply overseas.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. See our webpage for more information on insurance overseas.

We strongly recommend  supplemental insurance   to cover medical evacuation.

If traveling with prescription medication, check with the government of Turkey to ensure the medication is legal in Turkey. Always carry your prescription medication in original packaging with your doctor’s prescription. Some medications may be unavailable in Turkey.

For U.S. citizens who live in Turkey , please see the Embassy’s website for  information on the Turkish General Health Insurance (GHI) law . If you are considering enrolling in Turkish GHI, carefully research what is and is not covered. Once you enroll in GHI, your coverage can only be cancelled if your residence permit expires or if you no longer reside in Turkey.

Vaccinations:  Be up-to-date on all  vaccinations  recommended by the U.S. Centers for Disease Control and Prevention.

Travel and Transportation

Road Conditions and Safety:  Roads in Turkey range from single-lane country roads to modern, divided motorways. Highways in the tourist-frequented western, southwestern, and coastal regions of Turkey are generally in good condition and are well maintained, while conditions in other areas vary.

Be extremely cautious while driving at night.  Driving after dark, especially in rural areas, requires extra caution due to dangers such as livestock on the road or narrow unmarked or unpaved roads.

In case of an  accident  or  car trouble :

  • Pull to the side of the road, turn on hazard lights, and use reflector triangles.
  • For accidents with only vehicular damage, exchange insurance information, take photos of the accident before moving the vehicles, and depart if both sides agree. Turkish law requires drivers to fill out a Turkish-only form and provide pictures of the damage. Non-Turkish speakers should call and wait for the police.
  • For accidents with injury  or a disagreement, remain at the site of the accident.  Do not move the vehicle  – even out of the way – until the Traffic Police arrive. Report the accident to the Traffic Police (dial 155) or Jandarma (dial 156). Get a certified copy of the official report from the Traffic Police office (this can take several days).
  • The owner of the damaged vehicle should also apply to the customs authority with his passport and accident report before attempting to repair the vehicle or leave the country without the vehicle.
  • When in doubt, it is best to call the Traffic Police or the Jandarma in the event of an accident.

Traffic Laws:  Drive defensively at all times. Drivers routinely ignore traffic regulations, including driving through red lights and stop signs, and turning left from the far right lane. These and other similar driving practices cause frequent traffic accidents.

  • Penalties for  driving drunk  (blood alcohol levels at or above 0.05 percent) include a  fine  and the individual’s license being confiscated for  six months .
  • Using cell phones while driving is  illegal  and can lead to a  fine .

Driver’s license requirements include:

  • For stays up to 180 days : A valid U.S. driver’s license or an International Driving Permit and a U.S. driver’s license is acceptable.
  • For stays longer than 180 days : Obtain a Turkish driver’s license from the Turkish Security Directorate, Traffic Department (Emniyet Müdürlüğü, Trafik Hizmetleri Başkanlığı).
  • A vehicle can be brought into Turkey for up to six months. Find information at the Turkish Touring and Automobile Club.

Public Transportation:  Major cities in   Turkey have extensive public transportation options including taxis, subways, ferries, trains, buses and mini-buses. Licensed cabs are metered. Between cities, Turkey has bus routes, train, and air services.

Aviation Safety Oversight:   The U.S. Federal Aviation Administration (FAA) has assessed the government of Turkey’s Civil Aviation Authority as being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of Turkey’s air carrier operations. Do I Need A Tourist Visa To Visit Germany?

This will depend on your nationality. If you are from an EU country, you can travel to Germany without a visa, but if you are not, you need a German Schengen visa. The Federal Republic of Germany is a member of the European Union and has been a member of the Schengen region for years, so citizens from these regions can freely enter and exit the country with only their passports.

Others who are not citizens of the region need national visas issued by the German embassy.

Germany Tourist Visa

The tourist visa is a short-stay visa for no EU citizens. The visa allows the holder to stay in the country for 90 days maximum and is valid for 180 days. Holders of the German tourist visa may enter Germany by air or sea, allowing them to travel to any part of the country for vacation or sightseeing. However, the applicant must provide travel information about the places they wish to visit and their entry and exit date.

What You Should Know

Germany operates very strict immigration rules, and many argue that their system is one of the strictest in Europe. This visa is only issued for tourism, not work, study, or other purposes. You will be sanctioned if caught working on a tourist visa. Sanctions range from fines to deportation or imprisonment and bans in the worst cases.

Furthermore, tourists are not allowed to overstay their visas beyond the 90 days of grace. Furthermore, they are advised to obtain the right type of visa to suit their needs. Single-entry visas can only be used once, while double-entry visas can be used twice. If you wish to visit Germany several times but wish to save yourself the trouble of applying for the visa before every trip, you may need to apply for a multiple-entry visa.

Germany Tourist Visa Requirements

There are more than a few requirements, but remember that it will depend on your passport. While the German government may request certain supporting documents from some nationals same may not be required from other nationals. Here are the common documents all applicants must provide.

Visa Application Form: A visa application form containing information about the applicant. Endeavor to present personal details; otherwise, your application will be rejected.

Valid Passport: Your passport must be valid for at least 6 months and contain nothing less than 2 pages for visa stickers. Copies of old passports and visas are required if available.

Photos: 2 recent passport photographs in colored form. The photographs should be taken on a white background showing your face, shoulders, and neck clearly.

Travel Itinerary: Copy of your travel Itinerary showing the date of arrival and departure, places you plan to visit, and other details.

Reserved return flight ticket: A reserved flight ticket for your return trip to your country.

D levels pursuant to international student exchange programs, cultural programs as well as under EU Education and Youth Programs. - For foreigners wishing to enter Türkiye via naval ports with touristic purposes, visa-free entry permits may be issued by the local governorates. These permits shall have a maximum 72 hours duration of stay and will be only valid for sightseeing purposes in the vicinity of naval ports where they entered the country. This practice, as it intends to facilitate entry for those visitors subject to visa, does not entitle visitors to visa. Passports of these visitors are not retained by the border authorities; however, visitors are given "Harbor City Entry Permit" which is required to be returned to the authorities upon their exits. - Any piece of data submitted here may be processed and stored in database accessible to the relevant Turkish authorities in accordance with their respective mandates. Tourist Visa - If an invitation letter is submitted for a Touristic Visa application, it must include the inviting person's TR Identity Number, clear identity, the list of invitees, permanent address, contact number, length and purpose of stay and the affinity with the applicant must be stated in the letter. If the inviting side is an organization or a company, tax registration certificate of the organization will be required. In the invitation letter it is also required for the inviting person/authority to pledge for covering victuals and accommodation expenses and for taking their own responsibility. The applicant is required to have sufficient and/or regular remunerations. Working Visa: - Foreigners lay their applications for work permit through our consular offices in the country of their residence or nationality. - To work in Türkiye, you must apply to the nearest Turkish mission to obtain work permit and visa. Your passport, visa application form and a letter from your employer are the necessary documents for your application. Other documents should be submitted to the Turkish Ministry of Labor and Social Security (MLSS) by your employer within ten working days after your application. - Work Permit Applications are concluded positively or negatively by the Ministry of Labor and Social Security. Work Permits have equivalence to residence permits. Thus, should a working permit is approved by the Ministry, the foreigner is charged an Entry Visa Fee, Work Permit Certificate Fee and Residence Fee by the Turkish consular offices. Since Work Permit Card substitute residence permit in Türkiye, "Work Annotated Visa" issued by these offices can only be used for entrance and for 90 days at maximum. - You may find the list of those documents in the MLSS’s website ( http://www.csgb.gov.tr ). Applications are finalized by the MLSS within thirty days at the latest. Right after your arrival in Türkiye (before starting to work), you should be registered at the local police department within one month to obtain the necessary residence permit. - Work permit is granted to foreigners who will work in Free Zones in our country by the Ministry of Economy, to those to work in units under Ministry of Culture and Tourism by the mentioned Ministry and to foreign national personnel to work in universities by the Higher Education Board. Internship Visa / Work Permit Exemption: - Applicants need to obtain a work permit from the Ministry of Labor and Social Security pursuant to the Law numbered 4817 for private internship applications outside the provisions set forth in the Article 55 "Work Permit Exemption" title of Law Enforcement Regulation about Working Permits of Foreigners. - Article 55 of the Law Enforcement Regulation on Working Permits of Foreigners no. 4817 regulating working permit exemptions, the extent and the lengths of time the foreigners are exempt from working permit are stated. Those who meet the requirements below do not need to obtain a work permit. (1) Without prejudice to the provisions set out in specific laws and on condition that the foreigner and the employer fulfill their obligations resulting from other laws; a) The persons exempted from work visa under the bilateral or multilateral agreements to which Türkiye is a signatory party, b) the foreigners holding permanent residences abroad and wishing to visit Türkiye temporarily with purposes of scientific studies, cultural and artistic activities for a period shorter than a month and with the aim of sporting activities for a period less than four months, c) For the purpose of installation, maintenance and repair of machinery and equipment imported to Türkiye, providing training for their utilization or transporting of defective equipment from Türkiye and provided that they do not exceed the total stay of three months within a year as of the date of entry into Türkiye and verify this condition with the documents that they will submit, the ones coming to Türkiye, ç) For the purpose of training in the use of goods and services exported from or imported to Türkiye and provided that they do not exceed three months totally within a year as of the date of entry into Türkiye and verify this condition thanks to the documents that they will submit, the ones in Türkiye d) Being an entertainer, performer and etc. in charge at fair and circuses which are going to carry out activities outside the borders of certificated tourism establishments and provided that they do not exceed six months as of the date of entry into Türkiye and verify this condition with the documents that they will submit, the ones in Türkiye e) On condition that it does not exceed two years and it will be limited to the period of study, the foreigners coming to state institutions and organizations together with the universities so as to enhance their information and good manners by verifying their state via the documents that they will submit, f) Persons who notified the Turkish authorities on the fact that they will provide important services and contributions socio-cultural and technological fields and educational fields within a period not exceeding six months. g) Persons visiting Türkiye under the programs of the Center for European Union Education and Youth Programs (National Agency), ğ) The foreigners to go on a training under the framework of international trainee programs sanctioned by the Higher Education Board, the Ministry of Interior and the Ministry of Foreign Affairs. h) The foreigners who are the representatives of tour operators coming to Türkiye on condition that the term of contract does not exceed eight months, ı) During the contracts of other athletes, trainers, football players whose requests are approved by Turkish Football Federation or General Directorate of Youth and Sports i) By the bilateral protocols signed under the Rule no. I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, the foreign seafarers serving on vessels which have received " Conformity Approval Certificate" from the related administration and is registered in Turkish International Ship Registry Law and operate outside the cabotage line, j) Foreign experts employed in the projects that are conducted within the scope of Türkiye-European Union Financial Cooperation Programs are not in need of obtaining a work visa during their term of office. - Within the scope of article 55, residence permits of the foreigners coming to Türkiye are given as “Short Term" residence permits by Provincial Directorate of Migration Administration. Exemption periods cannot be extended, the foreigners under this provision can make use of exemption rules only once within one calendar year. However, it is required that it must have been three months as of the expiry date of the residence permit granted to the foreigner with the same purpose in order to exercise this right. In case of the need of working longer than the exemption period allows, the foreigner has to obtain a work visa through the Ministry of Labor and Social Security. Tour Operator Representative Visa - The foreign representatives of tour operators, are exempted from obtaining a work visa for their duties for up to eight months. The applications of the foreigners asking for a residence permit from Provincial Directorate of Migration as the representatives of tour operators are processed under rules regulating touristic visits. Transportation Visa - The foreigners applying for visa for transportation may be given a multiple entry visa valid for one year in case they submit the required documents. - Visa regime for truck drivers of a country may differ from the overall visa regime effective for citizens of that particular country. The Personnel Assigned for Foreign Religious Foundations - The personnel employed officially in foreign religious foundations in Türkiye - Work permits of the foreigners employed in religious foundations are under the framework of exceptional condition. Applications of permission are made via our Ministry and residence permits are issued by the Ministry of Internal Affairs so that they can work in our country. Archaeological Excavation, Exploration, Documentary Purpose Visas - Foreigners who will shoot a documentary film conduct a research or an archeological excavation should get a special permission from the Turkish authorities in advance. - It is necessary that the one should enter Türkiye by obtaining a relevant visa via our foreign representatives for excavation and research. - The foreigners to come to our country for the purpose of movie and documentary shooting should obtain a permit document from the Ministry of Culture and Tourism, Directorate General of Cinema and the provincial Governorate. - One can directly apply to the related institutions for scientific researches, sound track recording, filming documentaries and movies, photo shooting to be carried out on archeological, historical, geological, sociological and natural issues in Türkiye, on land, in the air, at sea, at river and at lake. Political and diplomatic relations between Germany and Turkey are marked by dissent, but the numerous flashpoints in the Middle East are now bringing the two countries closer together. The German President's deft balancing act on his trip to Turkey points the way toward a pragmatic policy on Turkey

Seven years into his term of office, German President Frank-Walter Steinmeier has finally paid a visit to Turkey – far too late, in the eyes of many Turks. In contrast, those in Germany who are sceptical of Turkey contend that the visit gave an unnecessary boost to President Erdogan .

The three-day state visit stands in the tradition of diplomatic visits between Germany and Turkey. German Chancellor Olaf Scholz travelled to Turkey for an inaugural visit in March 2022, and Foreign Minister Annalena Baerbock went there in July 2022.

The subsequent visit to Ankara by Robert Habeck, Federal Minister for Economic Affairs and Climate Action, at the end of October 2023, the first by a German economic minister since Peter Altmaier's working visit in 2018, did not have the desired positive signal effect. No agreement could be reached on further modes of cooperation.

Between charm offensive and criticism

Most recently, the extraordinarily short working visit by Turkish President Recep Tayyip Erdogan to Germany in November 2023 showed just how great the political tensions between Berlin and Ankara really are. Steinmeier's state visit was less frosty, and the feared clash did not occur – not least thanks to the German president's skilful balancing act between charm offensive and criticism. His "kebab diplomacy" will linger in the collective memory for a long time to come – not so much as a creative tour de force, but above all because of the attention it attracted. 

It was clever public diplomacy to relocate the first stop on the trip to Sirkeci Station. It was here that hundreds of thousands of young women and men boarded the train to Germany after the recruitment agreement with Turkey was signed in 1961.  With his appearance there, the German President wished to honour the contributions of Turkish migrants to the German economic miracle and to emphasise that they were now a part of Germany. He therefore included politicians, artists and cultural workers of Turkish origin in his delegation.

In Istanbul, Steinmeier also met with  Lord Mayor Ekrem Imamoglu , who was able to defend his office in the recent local elections, as well as representatives of the Turkish opposition and civil society. 

He then proceeded to meet with people who had been injured during the Gezi Park protests in 2013, to speak with the Nobel laureate in literature Orhan Pamuk , who has already been tried several times for his views, and with Ozgur Ozel, the new leader of the opposition party CHP, which rose to the status of strongest political force in the local elections in March.

The economy – a force for cohesion

Steinmeier's cultural diplomacy was aimed at sending a message to German majority society, among which cooperation with Turkey is more unpopular than ever before. This represents a further challenge for bilateral relations, as does the fact that a significant proportion of the Turkish population is dissatisfied with what is perceived as Germany's unconditional support for Israel . Young protesters gave voice to this disapproval in derisive chants outside Sirkeci Station. And there is also widespread discontent with the EU's refugee policy , for which Germany is likewise held responsible.  A significant share of the Turkish population rejects the refugee agreement between the EU and Turkey, believing that it degrades Turkey to act as a catch basin for floods of refugees. Steinmeier's one-day visit to Gaziantep and his praise for Turkey's achievements in integrating Syrian refugees will do little to change this.

Germany's Turkish diaspora: a strong link

The large and vibrant Turkish diaspora in Germany, which numbers around three million people, is a key factor in society and builds a strong bridge between Germany and Turkey through family ties and other alliances. It is not only these transnational links, however, but also Turkey's economic and geopolitical importance and its military strength that make it so valuable to NATO that Germany has no choice but to make the country a diplomatic focus. 

Germany needs Turkey – for example as a partner in controlling migration movements and as a mediator vis-à-vis Russia in the Ukraine war . As a regional power, Turkey is helping to contain Russia's aspirations for influence in the Black Sea region, the eastern Mediterranean, the Balkans and the South Caucasus.

Turkey at the same time functions as a counterweight to Iran by supporting Azerbaijan , maintaining good relations with Georgia, cautiously working toward a rapprochement with Armenia, and deepening its economic and political relations with Iraq . In short: Berlin needs Ankara as a cooperation partner in tackling a number of global and regional challenges.

Economically as well, Turkey is an attractive partner for Germany, even though its economy is facing colossal challenges such as combatting inflation, which currently averages 67 percent per annum, stabilising the exchange rate and attracting foreign direct investment as capital inflows. Due to diverse economic interdependencies, a growth crisis in Turkey would also affect Germany.

And the German economy is not exactly running smoothly either: Gross domestic product and exports are stagnating, and the decarbonisation of production is jeopardising the international competitiveness of German industry. But even more than that: Energy security and the competition with China in the international market for machinery, capital goods, electric cars and high-speed trains require concerted action to be taken.

The volume of German-Turkish trade has been increasing for years. It reached a record level of 51.6 billion euros in 2022. Turkish exports to Germany came to 24.6 billion euros, up by one quarter from the previous year. With an 8.3 per cent share in Turkey's total exports, Germany is the country's largest export partner and its third largest import partner after Russia and China.

Key economic factor

High-tech products, motor vehicles, machinery and chemical products account for a sizeable proportion of goods imported into Turkey from Germany. Turkish exports to Germany include textiles, leather goods, motor vehicles and various automotive components, and increasingly also food and machinery. 

Turkey attracts billions in direct investment from Germany. The investment volume since 1980 is equivalent to around 16 billion US dollars. Currently, over 8,100 companies with German participation, in other words Turkish companies with German capital, are active in Turkey.  These enterprises employ more than 100,000 people in Turkey. A considerable proportion of the capital consists of long-term new investments that will create hundreds of thousands of jobs.

This all goes to show that Turkey is an important supplier of finished industrial products as well as input products for Germany – numerous Turkish companies and production facilities are an integral part of German value and supply chains – as well as an important sales market and lucrative investment area.  Finance Minister Christian Lindner was part of the Steinmeier delegation, and Turkish Finance Minister Mehmet Simsek will be coming to Berlin next month – further proof of the importance of and interest in economic cooperation. 

Diplomatic tensions

The fact that political and diplomatic relations between Germany and Turkey have not been going smoothly for years despite these far-reaching economic interdependencies and multiple forms of cooperation can be attributed to diverse differences of opinion, for example on the Aegean and Cyprus issues, in dealings with Russia and in the Gaza conflict .  

In the dispute between Greece and Turkey over territorial waters and Greece's arming of the Aegean islands, Berlin shows more understanding for Athens; Berlin opposes the two-state solution favoured by Ankara for Cyprus; and in the Gaza conflict Berlin supports Israel , while Ankara takes the side of Hamas . Berlin is furthermore dissatisfied that Ankara is not supporting the sanctions against  Russia . 

Additional stumbling blocks in bilateral relations are Erdogan's authoritarian and undemocratic politics and often erratic negotiating methods – Berlin policymakers consider him to be among the most difficult of all negotiating partners. His restriction of political freedoms, disempowerment of parliament, and domination of the media and the judiciary, resulting in the imprisonment of many of his critics, have met with criticism in Germany and fuelled diplomatic tensions. 

Nevertheless, no matter how much Germany dislikes the authoritarian course adopted by the Turkish government, it still relies on a functioning relationship with Turkey. The abrupt ups and downs harm the national interests of both states and leave potential for economic cooperation and conflict resolution untapped.  Germany must master a delicate equilibrium, maintaining trade, diplomatic relations and strategic cooperation with Turkey on the one hand and opposing Ankara's authoritarian course on the other. 

Steinmeier succeeded in walking this thin line by addressing the opposition and civil society and conveying the message that Germany supports democratisation in Turkey, while also seeking dialogue with President Erdogan.  

This presents a sound approach to a pragmatic policy on Turkey that is geared toward reconciling the interests of both sides but is by no means normatively blind. Such an approach shows empathy for Turkish security interests in a region wracked by wars and conflicts and at the same time demands consideration for historical German sensitivities.  And it entails not seeing Turkey as a geopolitical rival, for example in the Balkans or the Middle East . Christoph Heusgen, security advisor to former German Chancellor Angela Merkel, offers an example of this viewpoint in his book Führung und Verantwortung. Angela Merkels Außenpolitik und Deutschlands künftige Rolle in der Welt  (Leadership and Responsibility: Angela Merkel's Foreign Policy and Germany's Future Role in the World, available in German only, Siedler Verlag, 2023), mentioning Turkey in the same breath as Russia, China and  Saudi Arabia .  

One thing is for sure: German-Turkish relations can be made more dynamic primarily through economic and, of late, also municipal cooperation.

Visiting Germany as a foreign tourist: Who needs a visa?

W hether you're into high culture, beer festivals or football — Germany makes for a fabulous holiday destination. But who needs a visa to visit?Germany is a fantastic holiday destination year-round. With more medieval castles than you can count, vibrant cities, a rich history, famously hearty fare and Oktoberfest, the world's biggest beer festival, Germany offers something for everyone. Plus, this summer, it's playing host to the UEFA 2024 European Football Championship. So that's plenty of good reasons to spend a vacation in Germany.

But what documents do tourists need to visit the country? Will a valid identity card or passport do? And is any additional paperwork needed? Well, that depends on your nationality.

Last year, most foreign tourists staying in German holiday accommodations hailed from the Netherlands.

Dutch tourists, like all EU nationals, can visit Germany without any particular visa.

EU tourists

That is because EU citizens have the right to freedom of movement within the bloc, meaning they can enter and stay in any member state they choose for up to three months, provided they hold a valid identity card or passport.

So that makes it very easy for any citizen of the EU's 27 member states -- which include France, Italy, Spain, Poland and others -- to spend a holiday in Germany.

Swiss tourists

What about Swiss nationals? After all, last year, Swiss citizens made up the second-largest group of tourists in Germany according to holiday accommodation stays.

Although Switzerland is not a member of the EU, its nationals enjoy freedom of movement in the bloc and vice versa. This means they, too, don't need a visa to visit Germany.

US tourists

In 2023, US nationals constituted the third largest group of tourists in Germany. Do they need a visa to enter the country? No, all that is required is a valid US passport.

This document is enough to freely enter and stay in any European Schengen area state -- including Germany -- for up to 90 days within a 180-day period.

The Schengen area currently comprises 29 European countries that do not conduct checks at their internal borders, thereby enabling easy cross-border travel.

US tourists should check, however, that their passports are valid for at least three months after the intended date of departure from Germany.

UK tourists

Although Britain left the EU in 2020, British passport holders may still visit any European Schengen area state -- including Germany -- without needing a visa, provided they do not stay for more than 90 days in a 180-day period.

Chinese tourists

Last year, Germany was also very popular with Chinese visitors, who made up the largest group of Asian tourists in the country.

Chinese nationals, however, require a Schengen area visa.

To apply, Chinese nationals need a range of documents including two recent passport-style photos, a Chinese passport that has been issued in the last 10 years, proof of medical travel insurance and proof of sufficient financial means for the entire stay, a travel itinerary and proof of accommodation.

A Schengen visa costs E80 ($85) for adults and usually takes 15 to 30 days to be processed.
