Meghalaya Chief Minister Conrad K Sangma launched the Prime Tourism Vehicle Scheme on June 30. The scheme aims to provide high-quality mobility solutions to tour operators and individuals, ensuring a seamless and enjoyable tourism experience in the state.

Under the scheme, 16 Innova Crysta vehicles have been rolled out, offering luxurious and comfortable transportation for tourists exploring the picturesque landscapes of Meghalaya. Expressing his enthusiasm for the scheme, Chief Minister Conrad Sangma took to Twitter, stating, "In our continuous endeavor to promote tourism, I am pleased to launch the tourism vehicle for tour operators and individuals. As part of the scheme, we have rolled out 16 Innova Crysta today. The luxury vehicles will provide high-quality mobility and will enhance the overall experience of the tourists."

The Tourism Department shortlisted 50 individuals and groups from over 600 applicants who had applied for the scheme. To encourage participation, the government is offering a 50 percent subsidy under the Prime Tourism Vehicle Scheme, including loan repayment for the next two years.

Chief Minister Conrad Sangma highlighted the government's commitment to promoting tourism and fostering a conducive ecosystem for the sector. He stated, "As a government, we have rolled out various schemes to promote tourism, and providing luxury vehicles to individuals and groups will only add to creating a better ecosystem for the tourism sector."

Looking towards the future, CM Sangma outlined the long-term vision for the scheme, stating, "We will be giving a total of 50 vehicles in this financial year, minimum. Depending on the response and utility, we intend to continue this program every year. By doing so for the next five years, we expect to have a minimum of 250 vehicles. However, our decision will be based on market demand, vehicle utility, and the response we receive. We may even increase it to 500 vehicles in the next five years."

CM Sangma also emphasized the government's commitment to bridging gaps in various sectors, drawing a parallel to the agricultural sector where subsidized Mahindra Pick-ups were provided to farmers and associations. Meghalaya: PRIME tourism vehicles unveiled to boost tourism in state

Shillong: Chief Minister Conrad K Sangma unveiled the PRIME Tourism Vehicles on June 30, a new initiative aimed at enhancing the high-value tourism experience in Meghalaya.

The chief minister officially flagged off 16 out of 50 vehicles in the first phase of the program.

The introduction of PRIME Tourism Vehicles comes as a response to the demand from high-value tourists who seek an exclusive experience during their stay and expect high-quality transportation services.

In order to meet the expectations of these discerning travellers, Meghalaya recognised the need for luxury infrastructure and personalized travel options.

After conducting market research and engaging with stakeholders, including tour operators and the Tourism Department of the Government of Meghalaya, it was concluded that there is a lack of suitable transportation options to cater to the travel needs of high-value tourists.

To address this gap and promote high-value tourism in an entrepreneurial manner, the Tourism Department of Meghalaya has launched the “PRIME Tourism Vehicle” scheme, targeting entrepreneurs, tour operators, and tourism cooperative societies.

Meghalaya, known for its stunning landscapes, majestic waterfalls, deep gorges, diverse flora and fauna, and pristine water bodies, is a paradise for visitors.

The state also boasts a rich cultural heritage, indigenous customs, and exquisite handicrafts. However, the development of infrastructure is crucial to support and promote tourism, considering the delicate nature of the state’s tourist sites.

During the flag-off ceremony, Chief Minister Sangma expressed his enthusiasm for the initiative, stating, “We are thrilled to launch the PRIME Tourism Vehicles scheme, which represents a significant step forward in unlocking Meghalaya’s tourism potential. By offering luxurious travel options, well-trained drivers, and prioritizing safety, our aim is to curate unforgettable experiences for our esteemed visitors. This initiative not only drives economic growth in the state but also empowers entrepreneurs and skilled drivers, fostering the holistic development of Meghalaya.”

Meghalaya boasts a lot of tourist spots. The Chief Minister of Meghalaya Conrad Sangma has launched a scheme in order to boost tourism in the state. The scheme is called Prime Vehicle Tourism Scheme and it aims to make travelling within the state more comfortable and plush. Under this scheme, a total of 16 new Innova Crystas have been rolled out. Travelling in these brand-new vehicles would be very comforting for all those who are touring the state.

In order to improve tourism, the chief minister has launched the New Prime Vehicle Tourism scheme. Under this scheme, SUVs and electric vehicles will be distributed to tour operators at subsidised rates. This will be done in order to boost furnish the tour operators with the means to provide adequate services to tourists.

On the 30th of June, a total of 16 new Innova Crystas were launched. These vehicles will be given to selected tour operators at a 50 per cent subsidy. As per the CM’s statement, a total of 50 vehicles will be dispensed in the duration of the current financial year.

According to what the Chief Minister has stated, this scheme is being implemented after conducting various studies which showed the need for such programmes. Out of 600 applicants, the department shortlisted 50 who will get to avail of the scheme.

Will Encourage High-End Tourism

Given that high-value tourists prefer travelling more comfortably, furnishing local tour operators will equip them to cater to their needs, thus increasing their investment and tourism in the state. The CM has also stated that a minimum of 250 vehicles will be distributed for the purpose over the next five years.

The government is also saying that it is dedicated to providing support and bridging the gaps when it comes to the tourism industry. However, one might wonder what the environmental impact might be of such a scheme. More vehicles will only increase the carbon emissions in the state and ruin its natural beauty.

Meghalaya launches new Tourism Policy & Prime Tourism Vehicle

Conrad Sangma, the chief minister releases the Meghalaya Tourism Policy 2023 in the state capital on June 30. The Tourism Minister of the state Paul Lyngdoh was also present for the event at the State Convention Centre . 

“The policy broadly has two sections. One is the vision statement core guiding principles and two is the part which deals with the thrust areas.” Said the tourism minister while talking to the media. He also added that the government has already identified 10 thrust areas under this policy. And that this policy will propel the state towards becoming a major tourist destination.  

Conrad Sangma also launched the Prime Tourism Vehicle Scheme on Friday. This scheme aims to provide high-quality travel solutions across Meghalaya. It is aimed at supporting tour operators and individuals working in the sector. And a comfortable and seamless travel experience for the tourists. 

He also flagged off 16 Toyota Innova Crysta vehicles under the Prime Tourism Vehicles Scheme. These vehicles are expected to provide comfortable transportation while exploring the state. By enriching the travel experience, the government wants to boost the tourism sector. 

Earlier the tourism department had shortlisted 50 out of 600 applicants for the scheme. The government is offering a 50% subsidy to these people for procuring these vehicles. The Prime Tourism Vehicle Scheme also gives a loan repayment time of two years. 

The CM mentioned that his government is committed to promoting tourism and creating a better ecosystem for the entire sector. He added that a minimum of 50 such vehicles will be financed in the current financial year. And based on the response and usability of these vehicles, the scheme will be extended. Also, the government aims to extend the number of such vehicles to 250 at the end of five years.

SHILLONG, June 30: Aiming to provide a much-needed fillip to the tourism industry of Meghalaya, the state government on Friday launched 16 vehicles, provided under 50 per cent subsidy for tour operators and individuals. Launching a total of 16 Innova Crysta during a programme here on Friday, Chief Minister Conrad K Sangma said, “Tourism department has shortlisted 50 individuals and groups from over 600 applicants, who had applied for the scheme. Government is providing a 50 per cent subsidy under the scheme, which includes repayment of loan for the next two years.” “As a government, we have rolled out various schemes to promote tourism and providing luxury vehicles to individuals and groups will only add to creating a better ecosystem for the tourism sector,” he added. The chief minister also informed that the government will be giving away a total of 50 vehicles in the current financial year. “Depending on the response and the utility that we see, we intend to do this every year,” he said. “So if we do it for the next five years, we are expecting that we should be having a minimum of 250 vehicles but after seeing the response and utility, we may increase it to 500 in the next five years,” he added. Asked if similar intervention will be initiated for buses, the chief minister said that if there is a gap, the government will be happy to examine it. “There is a special gap that we are looking at. We had done it in the agricultural sector and we had given Mahindra pickups to farmers and associations at subsidised rates,” he said. When pointed out about apprehensions among commoners that only those close to the government have high chances of availing such schemes, Conrad said, “Our process of selection has been very transparent. In fact, you can see the people who have received it are entrepreneurs and operators who have been linked with the tourism sector.” “There are people who may say that but since we want impact to be felt on the tourism sector through our schemes, it will be counterproductive for us to do that kind of thing. We have gone ahead ensuring that these kinds of vehicles are given to people who truly deserve it and I know there are many more who deserve it; that is why we will be coming up with a minimum of 250 vehicles and hopefully we will be able to double it to 500 vehicles,” he added.

Chief Minister Conrad K Sangma said this during the distribution of 16 Toyota Innova cars to tour operators under the ‘PRIME Tourism Vehicles scheme’.

Conrad K Sangma on Friday said the state government along with the Tourism Department is making all-out efforts to render a fillip to the tourism sector as well as to create employment opportunities for the youth of the state.

“The idea of subsidising the cost of high-end vehicles was taken after studying the tourist footfall and the government felt that it could create more opportunities in the tourism sector by providing good transportation facilities,” he said.

“What we’re doing today is not just a distribution of vehicles. It’s part of a very well-thought out programme and vision that we have. Today, in the first phase 16 Innova cars have been distributed to tour operators and individuals of the state,” said Sangma.

He further added the government is planning to distribute 50 cars in this financial year. “If all goes according to our plans, we hope to touch at least 250 to 300 vehicles in this five-year term,” the chief minister added.

“We have realised that it is not just the Innova cars but we can also give Scorpio vehicles, mini-buses and electric vehicles. All these vehicles will be given at subsidised rates to travel agency, entrepreneurs and other stakeholders as well,” Sangma said.

The tourism industry in Meghalaya plays a vital role in providing livelihood opportunities for nearly 50,000 people and contributes approximately 4.1 per cent to the Gross State Domestic Product (GSDP).

Through the ‘PRIME Tourism Vehicles’ scheme, the government has provided 50 per cent financial aid on on-road cost of the vehicle at an approximate investment of Rs 6 crore. This financial aid includes 90 per cent down payment support, which has ensured that the beneficiary can get a luxury vehicle just with an initial payment of Rs 1 lakh as down payment.

Over 600 applicants applied for the scheme. In the first phase, 47 beneficiaries were selected through a rigorous assessment process based on their communication skills, knowledge of the tourism sector, and understanding of basic road safety rules as drivers.

  • The cost of the project should be within Rs 16.00 Lakhs for homestays and within Rs 100.00 Lakhs for resorts. In case the project cost is above Rs 16.00 Lakhs for homestays and above Rs 100.00 Lakhs for resorts the assistance would be limited to 30% of the amount of Rs 16.00 Lakhs for homestays and 30% of the amount of Rs 100.00 Lakhs for resorts.
  • The entrepreneur should own the land for the project in the case of Resorts and should be the owner of the property with built-up houses in the case of homestays.
  • The project should be completed within a period of 18 (eighteen) months from the date of disbursement of the incentive for the Resort and within a period of 12(twelve) months in case of homestays.
  • The scheme is available only for units set up on or after the date of notification of the incentive scheme.
  • The entrepreneur will have to follow the Minimum Wage policy of the Government.

Objectives of the Program

Economic growth of the state.

The program envisages to accelerate and sustain economic development of the state through entrepreneurship development, job creation, infrastructure development, tourism promotion and investing in businesses to increase capacity and expand potential.

Increase credit flow into the economy

The credit linked program will improve access to loans for aspiring individuals and businesses who face difficulty in obtaining credits through traditional channels especially marginalized communities, small and medium sized enterprises (SMEs) etc. This will also encourage individuals to open bank accounts and use of digital financial service, thereby, promoting financial inclusion.

Encourage entrepreneurship

The objective of the program is to encourage entrepreneurship among local youth by providing them with necessary access to capital in getting a business off the ground. The entrepreneurs will also be equipped with necessary knowledge and skills through various capacity building programs and trainings needed to successfully implement and run their businesses.

Increase employment opportunities

By encouraging entrepreneurship and helping existing businesses to increase their capacities, the program is intended to create jobs for the local population. This will provide several benefits to the state in terms of its economic, social, and overall wellbeing.

Encompass diverse needs of the people

The program is designed to cater to diverse needs of the people spanning across sectors such as agriculture, horticulture, animal husbandry, tourism, entertainment, wellbeing, power etc.

Single window portal for entrepreneurs to apply

The individual entrepreneurs, various registered and unregistered entities of the state will have a unified online platform to apply for any business venture across various sectors tailored to their specific needs.

Financial and handholding support

To minimize the risks associated with credit flow, financial support on various schemes ranging from 35 to 75 percent of the project cost shall be provided to selected applicants. A complete handholding support in several forms of assistance and capacity building programs will be provided so as to ensure effective access and utilization to the resources provided by the government

Sectors covered under CM-ELEVATE

Sports & wellness.

Aimed at promoting establishment of sporting units in Meghalaya which will serve as centers for sporting excellence, providing institutions that will create platforms for potential sportsmen to grow and develop their skills, regular sporting activities can also be conducted at both local and national levels, allowing participants to showcase their abilities.

Agriculture

Designed to uplift the rural economy among the 77% of the Meghalaya’s population residing in rural areas through promotion of entrepreneurship and community involvement. The agriculture schemes under the program encompass wide range of farmers’ needs in terms of facilitating agro-logistics services, infrastructure developments such as building warehouses, polyhouses and common facility centers.

Envisioned to promote tourism in Meghalaya through strategic initiatives by promoting affordable homestays, luxurious agro-tourism villas, luxury tourism transport and caravan tourism through youth and community engagement, entrepreneurship, and job creation at local level.

Animal Husbandry

Aimed at uplifting the livelihoods of farmers and entrepreneurs by fostering piggery, poultry, goatery farming and dairy development as significant economic activities. The program provides financial aid, training, capacity building, and mentorship to help farmers improve their production, boost their income, and address nutritional challenges in the state.

Entertainment

Aimed to enrich the cultural and recreational experience of the community by establishing Cinema Theatres across Meghalaya which will not only screen movies but play a pivotal role in promoting local film talents by acting as platform for emerging filmmakers to showcase their works in nurturing and amplifying the unique voices and stories from the community.

Open Ventures

Aimed at providing support to entrepreneurs an opportunity to turn their innovative ideas into thriving businesses which may include music studios, restaurants, food trucks, handicraft and handloom units, processing units, production units, packaging units, cultural and heritage units etc.

The Government has envisioned to double its GSDP to make Meghalaya a USD 10 Billion economy by 2030. It aims to be among the top states in the country in terms of per capita income and to achieve the Sustainable Development Goals. To accomplish this ambitious vision, the government is prioritizing infrastructure development, promotion of ease of doing business, designing, and implementing programs that would engage and empower its people to attain the desired economic growth. Furthermore, entrepreneurship and youth empowerment are identified as two critical pillars that hold the potential to transform Meghalaya’s economy into a dynamic and thriving one. By harnessing the productivity of the youth by engaging them in various economic generation activities in multiple sectors such as agriculture, horticulture, animal husbandry, tourism, entertainment, wellbeing etc., the state can unlock opportunities for growth and development. Encouraging individuals to manifest their innovative ideas into tangible businesses, providing them with necessary resources, and creating an enabling ecosystem will not only lead to the creation of new job opportunities but also fuel local innovation, attract investments, and contribute to overall economic resilience. Thus, investment and enhancing productivity are necessary to accelerate Meghalaya’s economic growth to equalise its per capita income with that of the country’s average by 2030.

The CM-ELEVATE  is a State funded flagship program, aiming to make the youth partners of development by engaging and empowering them through entrepreneurship. This program is specifically designed to provide support to individual entrepreneurs, collectives, village organizations and traditional institutions to take up various businesses. To financially assist such initiatives and ensure easy access and affordable credit to the aspiring entities, Government of Meghalaya has partnered with various public and private sector banks. Adequate credit availability will encourage aspiring entrepreneurs to secure loans to start new ventures; to expand their existing businesses and invest in new technologies and increase capacity; and encourage growth of SMEs leading to higher employment generation and increased income of the local population. In this way, the program will increase the credit flow, thereby, significantly stimulating economic growth and development. 

However, the State Government also understands the various potential risks associated with credit flow such as financial instability, over indebtedness etc. To minimize such risks, Government of Meghalaya has decided to provide necessary financial assistance to the tune of 35% to 75% of the project cost in the form of capital subsidy and operational subsidy as EMI co-payment. Additional handholding support such as trainings, skill development programs and capacity building programs by various government departments to successfully implement individual projects will be provided. Under the program, the individual entrepreneurs, various registered and unregistered entities of the state will have a single window portal to select and apply for any business venture spanning across various sectors based on their specific needs.

  • Program Details

The eligible criteria below are general guidelines for the program. However, kindly refer to the individual scheme guidelines for specific eligibility requirements.

Individual entrepreneurs

Must be permanent residents of Meghalaya

  • Must be above 18 years of age and below 58 years of age
  • Must provide valid residential ID proof which includes Aadhar Card, voter ID, Passport, Driving License.
  • Should be eligible to apply for loan and not be a defaulter at any financial institution
  • Should not have any pending criminal or legal case
  • Applications from following individuals, (currently employed as full-fledged or contractual, or retired and drawing pension) and their Immediate family members which includes spouse, parents, and children up to the age of 30, are ordinarily not considered

Registered entities

  • Any registered entity such as cooperative, societies, companies, corporations etc. can apply
  • Should be registered with Government of Meghalaya and must provide a valid registration certificate
  • President and Secretary must provide valid residential ID proof which includes Aadhar Card, Voter ID, Passport, Driving License.
  • Should not have any pending criminal or legal case 
  • Pressure groups  and organizations that are primarily political in nature shall not be ordinarily considered.

Non-registered entities

  • Any unregistered but recognized entity such as village organizations, self-help groups, producer groups etc.  based in Meghalaya can apply
  • President and Secretary must provide valid residential ID proof which includes Aadhar Card, Voter ID, Passport, Driving License
  • Should not be a defaulter at any financial institution

Submission requirements as proof of eligibility:

The applicants are required to provide proof of their eligibility for the scheme by submitting the required documents as mentioned in the individual scheme guidelines. 

However, in general the following documents are required.

  • Residency proof which includes Aadhar card, voter id, driving license, passport.
  • Land ownership/lease certificate such as sale deed, registration certificate etc wherever applicable
  • No objection certificate from the headman wherever applicable
  • Letter of certification from the Block Development Officer (BDO) as a proof of involvement with the sector related to the scheme
  • Reefer Trucks under PRIME-ARVS
  • Warehouse Scheme
  • Common Facility Center Scheme
  • Pan card, if available
  • Income tax return copy, if available
  • Latest bank statement, if available
  • GST certificate and statement of return, wherever applicable
  • Any other document as specified by the department and the partner banks.

The entrepreneurs can apply for the scheme “online” through CM-ELVATE Program Portal. Applicants can visit the portal, select, and apply for any scheme based on their needs.

General Application Procedure:

Implementing and monitoring departments/agency:

  • Implementing departments and agencies responsible for the implementation of individual schemes to issue notifications from time to time on formation of shortlisting, screening, and evaluation committees at district and/or state level as required.
  • Since all the schemes under the program are credit linked, the financing partners/banks for the program will be integral part of the evaluation committee.

General Criteria:

General criteria for evaluation of applications will be based on the following. 

  • Scrutiny of suitably filled online forms and submitted documents
  • Entrepreneurs’ residency proof since only permanent residents of the state are eligible 
  • Current occupation of the entrepreneurs and their immediate family members
  • Entrepreneurs’ need, sincerity, expertise, and knowledge on the sectors related to the scheme they have applied
  • Required credit score of entrepreneurs to get loan from the partnered banks
  • Entrepreneurs’ business acumen and their willingness to repay the loan on time
  • Entrepreneurs’ willingness to attend trainings, knowledge sessions and capacity building programs to be provided by the implementing agencies from time to time
  • Pressure groups and organizations that are primarily political in nature shall not be ordinarily considered.

3. The specific criteria for evaluation of applications may differ for individual schemes

4. Personal interviews may also be conducted by implementing departments, whenever required

5. The program is designed to promote entrepreneurship and provide employment across the State. Thus, to ensure fair and equitable opportunities to all, the nodal agency shall notify the block-wise/district-wise allocations from time-to-time.

The funds will be made availablefrom state’s own resources by leveraging funds from Meghalaya Basin Management Agency, MBMA under Meghalaya Livelihood and Access to Markets Projects, Megha-LAMP (External Aided Project funded by International Fund for Agricultural Development, IFAD).

        Upfront support:

  • Considering thelow per capita income of the state’s population limited size of the market and private investments, the Government realises theneed of providing upfront financial aid to the entrepreneurs.
  • The upfront financial aid will also support the entrepreneurs by reducing the risks associated with credit from the banks.

        Operational subsidy in the form of EMI Co-payment:

  • Since the program consists of various schemes which are credit linked, the Government has mutually partnered with several public and private sector banks to finance the Program. The detailed list of the schemes and their financing partners have been provided in the Table#4 below.
  • Entrepreneurs can choose to partner with any bank listed under the schemes to apply for credit based on their choice and ease of banking.
  • To support the entrepreneurs in paying the EMIs to the banksin the initial months of the project, government has decided to co-pay the EMIs in most of the schemes.For details, entrepreneurs can refer to the table#4 below.
  • Reducing the risks associated with credit/loan from banks
  • Reducing operational cost of their businesses in the initial years of establishment.

 Loan amount/loan-term/Moratorium period/Annual rate of interest

The figures below show the overview of Financing Plan for different Subsidy schemes (75%/ 50%/ 35%). They also depict the total financial share between Government of Meghalaya and Entrepreneur.

Quantum and nature of assistance:

The total financial aid in the form of upfront capital support and operational supportin the form EMI co-payment will be provided on the total project costs for respective schemes.

The table below provides the information on scheme wise support being provided by the government to the entrepreneurs.

  • Disbursement of subsidy by the government
  • Margin money/upfront support from the Government will be transferred to the bank in favour of the entrepreneur within 15 days of receipt of request from the bank.
  • EMI support, where applicable, will be submitted to the financing partners directly by the government based on the terms and conditions defined by the department in the respective schemes.
  • Completion of loan process
  • Banks are required to complete the loan process within the specified period defined by the department as per  the Memorandum of Understanding (MoU) .
  • In case the entrepreneurs fail to pay their contribution of upfront amount within the specified time after the announcement of the results, the allotment will be passed on to the entrepreneurs in the waiting list.

The terms and conditions for the entrepreneurs varies from one scheme to the other. However, below are the general terms and conditions for the overall program.

  • A triparted contract shall be signed at the time of sanctioning of the loan by each entrepreneur with the department and bank from which the credit has been taken.
  • Must attend training programs conducted by the implementing agencies.
  • Government has the right to terminate the contract and following which entrepreneurs are required to return the entire fund support received from the government with an additional annual interest charge and may also include legal action on the entrepreneur for following reasons,
  • any breach in utilization of funds, 
  • if entrepreneur is found not to abide by the terms and conditions of the contract and found to be engaged in fraudulent /illegal/criminal activities.

The table below shows the indicative number of units and approximate investment by the Government of Meghalaya planned for three years under the Chief Minister’s Elevate Program. 

However, the numbers and project costs may differ based on decisions taken by the nodal agency for the program and various departments responsible for implementation of the schemes.

Through the CM-ELEVATE program, it is envisioned that ₹1,368 Crores shall be added to the State’s GDP in the next three years.

It is a state funded flagship program, designed to provide support to individual entrepreneurs, companies, collectives, village organizations and traditional institutions to take up various businesses.

Planning, Investment Promotion & Sustainable Development Department is the nodal department for overall implementation of the program.

CM Elevate program covers various sectors, including agriculture, horticulture, veterinary and animal husbandry, tourism, entertainment, sports, wellness, and any business venture of economic interest for the people of the state. Please refer each scheme under the Programme for more detailed information.

  • Individuals from Meghalaya
  • Registered entities from Meghalaya such as societies, companies, corporations, organizations etc.
  • Non-registered entities from Meghalaya such as Self-Help Groups (SHGs), Village Organizations (VOs), Producer Groups (PGs) etc.

Individual entrepreneurs must be between 18 and 58 years of age.

One can apply “online” through CM’s Elevate Program Portal by selecting any scheme based on his/her need.

The deadline for submitting applications in the first phase is 31 st October 2023.

The applications will be processed by the implementing agencies responsible for implementing the schemes.

No changes will be applicable after submission. It is advisable that the applicants read and answer each question carefully and all changes should be made before submitting the application.

Yes, you can choose any bank from the partnered banks for the scheme.

The repayment period is different from one scheme to another.

The subsidy from the government will be disbursed through the partnered banks.

Yes, the implanting agency will notify on the trainings to be provided to the entrepreneurs.

The training to be provided by the implementing agencies will be mandatory for the entrepreneurs.

The implanting agency will notify on the trainings locations from time to time.

Applications shall not be ordinarily considered for the following

  • Government employees (currently employed / retired and drawing pension) and their dependents.
  • Pressure groups and organizations that are primarily political in nature.

No, only residents of Meghalaya are eligible to participate in the scheme.

The required documents as mentioned in the individual scheme guidelines are required to be submitted to eligibility.  However, in general the following documents are required.

  • Any other document as specified by the implementing agency and the partner banks.

Aadhar linkage is mandatory to receive the benefits of annual rate of interest subvention up to 3%  for the following schemes under the Interest Subvention Scheme implemented by  Reserve Bank of India (RBI) and National Bank for Agriculture and Rural development (NABARD). However, entrepreneurs are requested to visit any of the partner banks for more information on the same.

No, you cannot apply for more than one scheme.

There is no application fee.
