New report identifies issues, recommends how to boost Niagara Falls tourism - all year round

Niagara Falls Mayor Robert Restaino speaks during the Niagara Global Tourism Institute's presentation of its new tourism report Monday, Oct. 4, 2021.

The Niagara Global Tourism Institute has released its study of tourism in Niagara Falls, and the challenges to grow it coming out of the COVID pandemic. The study’s creators and backers are also addressing the latest vision, and how it differs from past plans.

The Niagara Falls, USA tourism industry is still facing the obstacle of a restricted border with Canada, but three themes stand out in the report just released by the Niagara Global Tourism Institute : Not enough visitors are coming in the winter; visitors coming to Niagara Falls aren’t staying long enough; and there are local problems holding back growth, including poverty, crime, workforce gaps and negative attitudes by many locals.

“It's a simple and coordinated approach throughout the state that really will push for extended visitor stays,” said Roscoe Naguit, associate director of the Institute. “It creates a better economic activity for local businesses, and really a more consistent career pathway for a workforce. And let's face it, there are businesses historic and Niagara Falls that deserve a year round destination for sustainability.”

Backers of the Institute’s plan are counting on the creation of year-round attractions in order to, in turn, generate jobs which will help restore a sense of civic pride.

“These types of developments provide jobs. And when you provide jobs, you improve the entire community. Poverty is the critical piece to improving the City of Niagara Falls, if we attack that,” said Niagara Falls mayor Robert Restaino. “I've been saying this since January 2020. The key is, how do we develop projects that put people to work, so that homeownership becomes not just a dream, but a reality and starts to improve neighborhoods via their personal pride in your space?”

The plan, stakeholders also point out, avoids the “silver bullet” one-shot approach that past strategies relied upon to spark economic growth.

While discussing wintertime attractions, it was pointed out the Aquarium of Niagara is one such longtime venue. But its president and chief executive officer, Gary Siddall, says while it’s pleased to serve as an anchor, it’ can’t be the only anchor.

“We hope that in the coming years we'll see other partners join us become part of really establishing our year-round seasonality for the City of Niagara Falls,” Siddall said. “We certainly have seen the benefits from creating year round employment opportunities, full time good paying jobs that draw people in from out of country, out of state. Then they're seated into the community here and participating economically in a variety of different ways.”

Just as a river naturally flows to the sea so do Mayor Dyster and the council majority inevitably make their way toward an ever-growing city government with an increased taxpayer burden.

The latest example of this municipal mismanagement is the Mayor/council expressed interest in creating another city hall job: Tourism Director. The city’s Tourism Advisory Board (created nine years ago by then councilman Sam Fruscione) pleaded their alleged need for the position in a presentation at the October 4, council meeting.

An October 6,Gazette story by Philip Gambini, “City council discussing Falls tourism post,” reads, “The position is of importance to Touma, who said he is willing to make budgetary sacrifices to institute it.” The story quoted councilman Charles Walker, saying, “We talk about becoming more of a tourism city, we need to have somebody in-house looking at those issues…Looking at how we connect to the rest of the city, the rest of things going on in the city, to what is happening downtown.”

The story quoted tourism board member Lisa Vitello (sister in law to Dyster campaign manager Craig Touma, who is cousin to council chairman Andrew Touma), “Residents, tourism, businesses, often bring concerns to this board and those concerns need somewhere to go.” The implication seems to be that the city’s tourism needs are unmet by John Percy’s NTCC. Dyster remarked in the story, “Nobody, I think, is arguing about the need for that position.”

While the city has a deficit of  $7.6 million and while millions of dollars in casino funds were abused by Dyster to balance the 2016 budget, the mayor and council are now taking direction from the tourism board as the city hall “friends and family employment machine” gears up to create another job. All the while Dyster blames personnel costs as the root of city fiscal woes. Hypocrisy? It’s truly stunning all the way around…mayor to council to citizen advisory board.

The fact of the matter is that there currently is no “tourism director” in city hall because in 2003 a tourism promotion reorganization plan supported, at the time, by Senator Maziarz, Assemblywomen Del Monte, the city council and the county legislature closed the Niagara Falls Convention and Visitors Bureau (NFCVB) and the Niagara County Tourism Department. The closing of those two organizations put more than 20 people out of work and left in its wake, the Niagara Tourism and Convention Corporation (NTCC).

Two individuals, John Percy from the NFCVB and the county’s sport fishing coordinator, were absorbed by the NTCC with the county government continuing, to this day, to pay the expenses of the sport fishing program.

The creation of the NTCC was historic in that it remains as the only known example of Maziarz and DelMonte having ever worked cooperatively on anything. It also ushered in the era of the NTCC with that agency being funded annually with approximately $900,000 of bed tax and $1,000,000 from the city’s casino revenue. The NTCC agency, flush with taxpayer funds, has, over the years, set off on any number of junkets across North America to Europe to Asia.

So, while the new, well-funded NTCC has taken the lead role in local tourism promotion, the mayor and council now want to hire their own tourism director. Not content to leave (one would assume) well enough alone the high-flying (with taxpayer cash) city administration is once again dipping into the taxpayer pocket to dish out another serving of political patronage employment.

Dyster, Walker and Touma, to a man, have remarked on the need to fund such a city position. Which raises two questions: 1) why, if the NTCC is performing the miraculous deeds that the mayor has ascribed to them does the city need this job, and 2) why doesn’t the mayor/council simply advise John Percy as to the city’s exact tourism needs rather than turn the situation into a limp excuse to create a job?

Our Mission

The Niagara USA Chamber is the recognized voice for business, advocating and communicating on behalf of the membership and promoting the Niagara region.

A message from our president

niagara falls tourism board of directors

The Niagara USA Chamber of Commerce has been the driving force for building a strong economy and vibrant business community since its inception in 1918.  Even though our name and location has changed and we merged with other organizations we have the same solid foundation that the Chamber originated.  We believe in unity, strength in numbers and a regional approach to do what is best for the communities we serve.  And we never forget where we came from but like so many of you, transition in any organization forces you to reassess, adapt to change and forge ahead.  Today, we are the largest business advocacy organization in Niagara County, (and one of the largest in the region) whose leadership spans diverse sectors, enabling the Chamber to be the go to agency to work with and for you to make this region a better place to do business.

We provide members with marketing opportunities, economic indicators, listings in the area’s only business directory, legislative bulletins, representation in local, state and federal government, and so much more. The Niagara USA Chamber sits on a number of important boards including the  Niagara County Workforce Development Board, Economic Development Alliance, Niagara Falls International Airport Stakeholders Group and others. Our office and website make thousands of referrals each year by providing potential customers and clients with information about your business.

A direct benefit of your membership is having the Chamber’s board of directors, committees, and staff working on your behalf on pro-business issues, legislative policy, tourism and economic development. The Chamber encourages all members to be involved in events or programs and to provide input on the direction and focus of our activities.

Chamber membership is a declaration of loyalty and support to the local business community. Be proud to be a Chamber member and support Chamber member businesses.   Our strength is in our membership. Our strength is you. Thank you for your continued support of the Niagara USA Chamber.
