California spent billions on homelessness without tracking if it worked

California has failed to adequately monitor the outcomes of its vast spending on homelessness programs, according to a state audit released Tuesday, raising questions about whether billions of dollars meant to thwart the crisis has been worth it as the number of people living unsheltered has soared.

A new report from the California State Auditor’s Office found that a state council created to oversee the implementation of homelessness programs has not consistently tracked spending or the outcomes of those programs.

That dearth of information means the state lacks pertinent data and that policymakers “are likely to struggle to understand homelessness programs’ ongoing costs and achieved outcomes,” the audit says.

“The state must do more to assess the cost-effectiveness of its homelessness programs,” California State Auditor Grant Parks said in a letter sent to Gov. Gavin Newsom and state lawmakers Tuesday accompanying the audit.

California has spent $20 billion over the past five years dedicated to the state’s homelessness crisis, including funneling money toward supporting shelters and subsidizing rent. Still, homelessness grew 6% in 2023 from the year prior, to more than 180,000 people, according to federal “point in time” data. Since 2013, homelessness has grown in California by 53%.

The California Interagency Council on Homelessness — created in 2016 to oversee the state’s implementation of programs dedicated to the worsening crisis — has not ensured the accuracy of the information in a state data system and has not evaluated homelessness programs’ success, according to the state auditor.

The audit recommends that the state Legislature require that the council report spending plans and outcomes of state funded homelessness programs annually and to make that information public. It recommends a type of “scorecard” to track the success of programs.

The council consists of state officials including Health and Human Services Secretary Dr. Mark Ghaly and California Department of Corrections and Rehabilitation Secretary Jeff Macomber.

The governor’s office referred questions about the audit to the California Business, Consumer Services and Housing Agency, which cited a law Newsom signed in 2021 that requires entities receiving state homeless funds to collect data. Since the law took effect last year, the California Interagency Council on Homelessness has made “significant progress,” spokesperson Russ Heimerich said in an email.

“The State Auditor’s findings highlight the significant progress made in recent years to address homelessness at the state level, including the completion of a statewide assessment of homelessness programs. But it also underscores a need to continue to hold local governments accountable, who are primarily responsible for implementing these programs and collecting data on outcomes that the state can use to evaluate program effectiveness,” he wrote on behalf of the California Interagency Council on Homelessness.

The response echoes frustrations among state and local leaders over which level of government is responsible for solving California’s homeless problem. In 2022, Newsom got tough on mayors when he rejected every local homeless action plan in the state , deeming them not ambitious enough.

Out of five state programs analyzed, auditors found that two were likely cost effective: Project Homekey — Newsom’s COVID driven project to convert hotels into housing — and the CalWORKs Housing Support Program, which offers financial assistance and other services to low income residents. The others analyzed, including a state rental assistance program, could not be reviewed because “the state has not collected sufficient data on the outcomes of these programs,” according to auditors.

“Collecting and reporting all state homelessness programs’ financial data allows for more complete and timely information about the state’s overall spending on homelessness. It also makes possible greater coordination of homelessness programs’ funding and may enable cost‑effectiveness comparisons,” the audit stated.

Based on the data available, the audit also revealed that most people involved in state programs are placed into interim housing such as shelters and do not end up in permanent housing.

A bipartisan group of lawmakers including state Sen. Dave Cortese (D-San Jose) and Assemblyman Josh Hoover (R-Folsom) requested that the Joint Legislative Audit Committee authorize a state audit of the efficacy of state homeless funding last year as California’s unhoused population — the nation’s largest — has continued to grow despite record state funding invested to combat it.

“The biggest conclusion that the auditors came back with is there’s just inadequate transparency and data and information available,” Cortese told reporters in Sacramento on Tuesday.

Cortese said the audit will act as a blueprint for the Legislature to consider stricter reporting on homelessness spending in the future and said it should not deter the state from funding homelessness responses.

“I think our constituents want us to continue to invest, and I think our constituents are going to want us to continue to audit the effectiveness of our efforts,” he said. “I don’t think it’s a time to stop.”

State Republicans chastised the Newsom administration for the lack of data and said it’s proof that Democrat-backed strategies are not working as the state grapples with a multibillion-dollar budget deficit.

“California is facing a concerning paradox: despite an exorbitant amount of dollars spent, the state’s homeless population is not slowing down,” Sen. Roger Niello (R-Roseville) said in a statement. “These audit results are a wake-up call for a shift toward solutions that prioritize self-sufficiency and cost effectiveness.”

Assemblymember Gregg Hart (D-Santa Barbara), chair of the Joint Legislative Audit Committee, said Tuesday he plans to conduct an oversight hearing to “further investigate” the audit results.

Tuesday’s audit comes just weeks after voters approved Proposition 1 , Newsom’s $6.4-billion bond measure that aims to address one aspect of homelessness by building more treatment facilities for people who have problems with drug addiction or mental illness.

Another part of the audit examined spending by the cities of San José and San Diego, which have both struggled to help unhoused residents. The audit found that neither of those cities have “evaluated the effectiveness” of their programs despite millions in funding to respond to homelessness.

“San José and San Diego identified hundreds of millions of dollars in spending of federal, state, and local funding in recent years to respond to the homelessness crisis. However, neither city could definitively identify all its revenues and expenditures related to its homelessness efforts because neither has an established mechanism, such as a spending plan, to track and report its spending,” the audit states. “The absence of such a mechanism limits the transparency and accountability of the cities’ uses of funding to address homelessness.”

Cortese — whose Silicon Valley district has long been home to some of the nation’s largest homelessness encampments , a stark juxtaposition against the backdrop of stunning wealth — said the findings regarding the two major cities could be a harbinger for future data discoveries.

“If those two cities are experiencing issues or if there’s symptoms of challenges that we need to correct, that probably exists in many, many other cities in the state of California,” he said.

Of all the early-game modules in Helldivers 2 , the Dynamic Tracking module is far from the flashiest. However, for anyone interested in automated weaponry, it is a sure-fire solution to the long deployment time of these gats. Let’s figure out how to use it and if it’s worth it.

How to get the Dynamic Tracking Ship Module in Helldivers 2

The Robotics Workshop Ship Module upgrades in Helldivers 2.

The Dynamic Tracking Ship Module in Helldivers 2 is the first upgrade of the Robotics Workshop Ship Module category . It costs 60 Common Samples and 20 Rare Samples to unlock, and has no other prerequisites to purchase. Once purchased, it is permanently online, and effects a group of Sentry Gun Stratagems .

How to use the Dynamic Tracking Ship Module in Helldivers 2

This Module makes the Call-In time for your Sentries significantly faster. Call-in time is the time it takes for a Stratagem to hit the ground after you throw the Stratagem Ball. Currently, the Call-in time is displaying a “100-second reduction,” but this message is bugged. Instead, you should expect a turret to land in around three seconds, rather than six, once you have the Dynamic Tracking Ship Module.

This upgrade affects the following Stratagems:

  • EMS Mortar Sentry
  • Rocket Sentry
  • Gatling Sentry
  • Mortar Sentry
  • Machine Gun Sentry
  • Autocannon Sentry

Any other automated weapon, such as the Tesla Tower, is unaffected by Dynamic Tracking.

Is the Dynamic Tracking Ship Module worth it in Helldivers 2 ?

The Dynamic Tracking Module is worth buying a bit later in your  Helldivers 2  career if only to unlock the further upgrades of the Robotics Workshop. Reducing the call-in time from around six seconds to three is very reasonable, letting you more readily get a turret online during a dangerous fight. However, there are other Ship Modules worth prioritizing early on, so save this one for later.

Despite its currently bugged messaging, the Dynamic Tracking Ship Module provides you with a little bit of a reprieve during fights. Sentry Gun Stratagems are quite powerful, especially during defense missions, and getting them to land a bit faster is worthwhile. The more you like bringing Sentries to missions, the more important it is to get Dynamic Tracking.

However, these aren’t the only Sentry upgrades in the game. The Engineering Bay features some additional upgrades to keep your eyes on, such as a faster cooldown for your Sentries. In addition, other Stratagems are a lot more flexible than Sentries—and less reliant on mediocre AI—so you might want to save your Samples for something more immediately impactful, like Hangar Bay Upgrades.

Explosions, sirens above Jerusalem as Iran launches air attack

Booms and air raid sirens sounded across Israel early Sunday after Iran launched dozens of drones and ballistic missiles toward Israel in a retaliatory barrage that pushed the Middle East ever closer to a region-wide war.

The Israeli military's spokesperson, Rear Admiral Daniel Hagari, said Iran fired scores of drones, cruise missiles and ballistic missiles — with the vast majority intercepted outside Israel's borders. He said warplanes intercepted more than 10 cruise missiles alone, also outside Israeli airspace.

Hagari said a handful of missiles landed in Israel. Rescuers said a seven-year-old girl in a Bedouin Arab town was seriously wounded in southern Israel, apparently in a missile strike, though they said police were still investigating the circumstances of her injuries. Hagari said a missile struck an army base, causing light damage but no injuries.

"A wide-scale attack by Iran is a major escalation," he said. Asked whether Israel would respond, Hagari said only that the army "does and will do whatever is required to protect the security of the state of Israel." He said the incident was not over, and dozens of Israeli warplanes remained in the skies.

U.S. forces downed some of the Iran-launched drones flying toward Israel, a U.S. defence official and two U.S. officials, who spoke on condition of anonymity to discuss the matter, told The Associated Press. Israel's military said its Arrow system, which shoots down ballistic missiles outside the atmosphere, handled most interceptions and noted that "strategic partners" were involved.

Air raid sirens were reported in numerous places, including northern Israel, southern Israel, the northern West Bank and the Dead Sea near the Jordanian border.

Retaliation for embassy strike

In a statement carried late Saturday by Iran's state-run IRNA news agency, the country's paramilitary Revolutionary Guard Corps acknowledged launching "dozens of drones and missiles towards the occupied territories and positions of the Zionist regime."

Tehran had vowed revenge since an April 1 airstrike in Syria killed two Iranian generals inside an Iranian consular building. Iran accused Israel of being behind the attack, but Israel hasn't commented on it.

"Should the Israeli regime make another mistake, Iran's response will be considerably more severe," the Iranian mission to the United Nations said of Saturday's barrage, warning the United States to "stay away." However, it also said Iran now "deemed the matter concluded."

Israel and Iran have been on a collision course throughout Israel's six-month war against Hamas militants in the Gaza Strip. The war erupted after Hamas and Islamic Jihad, two militant groups backed by Iran, carried out a cross-border attack on Oct. 7 that killed 1,200 people in Israel and kidnapped 250 others, according to Israeli tallies.

An Israeli offensive in Hamas-controlled Gaza has caused widespread devastation and killed more than 33,000 people, according to local health officials.

Almost immediately after the war erupted, Hezbollah, an Iranian-backed militant group in Lebanon, began attacking Israel's northern border. The two sides have been involved in daily exchanges of fire, while Iranian-backed groups in Iraq, Syria and Yemen have launched rockets and missiles toward Israel.

In a letter to the United Nations early Sunday, Israeli Ambassador Gilad Erdan requested an immediate meeting of the Security Council to condemn Iran's actions and to designate the Revolutionary Guard Corps as a terrorist organization.

"The time has come for the Security Council to take concrete action against the Iranian threat," Erdan wrote.

West denounces Tehran

Condemnation from Western countries was swift.

"Canada unequivocally condemns Iran's airborne attacks against Israel," Prime Minister Justin Trudeau said in a statement on Saturday night. "The Iranian regime's latest actions will further destabilize the region and make lasting peace more difficult."

In Washington, U.S. President Joe Biden cut short a weekend trip to his beach house in Delaware to return to the White House to convene a meeting with his national security team to discuss the attacks.

"Our commitment to Israel's security against threats from Iran and its proxies is ironclad," Biden said on social media.

British Prime Minister Rishi Sunak called Iran's actions "reckless" and said they showed it was "intent on sowing chaos in its own backyard."

The foreign ministries of Egypt and Saudi Arabia, meanwhile, called for the exercise of the "utmost restraint" to spare the region and its people from further factors of instability and tension.

United Nations Secretary General Antonio Guterres, who also condemned the attack, called for the immediate cessation of hostilities to avoid "major military confrontations."

Cargo ship seized

Hours earlier, Iran's Revolutionary Guards seized an Israeli-linked cargo ship in the Strait of Hormuz. The move came days after Tehran said it could close the crucial shipping route and warned it would retaliate for the Israeli strike in Syria.

Iran's state-run IRNA news agency reported that a Guards helicopter had boarded and taken into Iranian waters the Portuguese-flagged MSC Aries.

MSC (Mediterranean Shipping Company), which operates the Aries, confirmed Iran had seized the ship and said it was working "with the relevant authorities" for its safe return and the well-being of its 25 crew.

MSC leases the Aries from Gortal Shipping, an affiliate of Zodiac Maritime, Zodiac said in a statement, adding that MSC is responsible for all of the vessel's activities. Zodiac is partly owned by Israeli businessman Eyal Ofer.

Video on Iranian news channels purporting to show the seizure included a figure abseiling from a helicopter onto a ship. Reuters was able to verify that the ship in the video was the MSC Aries but not the date it was recorded.
