3 suspects in killing of yoga teacher, backpacker set to be arraigned

SAN RAFAEL, Calif. (KGO) -- Two touching prayer services were held Tuesday to honor a pair of Bay Area murder victims.

Sean Angold, Lila Alligod and Morrison Lampley are accused of murdering a Canadian tourist in San Francisco and a hiker in Marin County. They'll make their first court appearance Wednesday.

According to the criminal complaint filed by the Marin County District Attorney's office, 23-year-old Morrison Haze Lampley is the accused trigger man in Steve Carter's murder . All three are charged with murdering Canadian tourist Audrey Carey .

In Golden Gate Park Tuesday a prayer vigil was held in her honor. She was found beaten and shot to death there Oct. 3. Father Daniel Nacimento said he hopes her family in Montreal knows that residents in the city of Saint Francis are honoring her.

Steve Posin and his dog Maggie are in Golden Gate Park nearly every day. Posin said he believes he met two of the accused killers. He recognized Alligood's frizzy hair.

"A week and a half ago or something, they were sitting at the table, a woman and a man. We had a few pleasant words about the dog, about my dog," Posin said.

Alligood has since shaved her head.

At a hiking trail near Fairfax, about a dozen friends of the second victim Steve Carter paid their respects this morning.

"We're going to sing our prayers and say our prayers for all the people who were, who are affected by this," said Carter's friend Kacey Carmichael.

The group formed a semi-circle around a collection of flowers and pictures marking where Carter was found shot to death. He was still hanging on to his dog's leash. He had just returned to the Bay Area to care for his wife who's battling cancer. They had prayers for his wife and the three accused.

If convicted, the three suspects could face the death penalty.

Gun Used in Homicides of Canadian Tourist, Tantra Teacher Stolen From Fisherman's Wharf: San Francisco Police

This is the second high-profile homicide where a stolen gun was used to kill an innocent victim., by jodi hernandez and lisa fernandez • published october 9, 2015 • updated on october 11, 2015 at 8:42 am.

The gun used to kill both a tantra teacher hiking in Fairfax, California, and a Canadian tourist in San Francisco was stolen from a car parked near Fisherman's Wharf, San Francisco police revealed in a news conference Friday.

And the motive for both homicides appears to be robbery, Cmdr. Toney Chaplin said — the first time a possible reason for the seemily bizarre and violent deaths on two innocent victims was revealed. It also marks the the second and third times in less than three months that a stolen gun was used to kill someone  in the Bay Area in a high-profile homicide.

Chaplin said the gun was stolen Sept. 30 from a lock box in the car, which had been parked in a residential neighborhood near the wharf. Chaplin said the driver accidentally left the car unlocked. The owner reported it stolen Oct. 1.

Two days later, on Oct. 3, Audrey Carey, 23, who lives near Montreal, Quebec, was found shot in the head in Golden Gate Park as thousands gathered nearby for the annual Hardly Strictly Bluegrass festival, according to police. She had been on a solo backpacking trip, Chaplin said, "doing what young people do." Her body was found in a wooded area. Carey's mother, through a statement, has asked for privacy. But Chaplin said that Carey's family is glad that suspects are behind bars. "They've endured a great tragedy," he said.

Then, on Monday, tantra teacher Steve Carter, 67, was shot multiple times and killed while hiking with his dog on a popular trail in Fairfax, police said. Carter had recently moved from Middletown, California, to be with his wife, Lokita, as she sought breast cancer treatment at the Marin Cancer Institute. A memorial for Carter is scheduled for Halloween. [[331794931, C]]

Authorities arrested the drifters  on Wednesday in Portland, Oregon. And on Friday, the Marin County District Attorney formally charged drifters Sean Michael Angold, 24, Morrison Haze Lampley, 23, and Lila Scott Alligood, 18, with the murder of the hiker, even though they were still being held at the Multnomah County jail without bail. Detectives tracked the three to Portland using the GPS tracking in Carter's stolen Jetta, which he left near the trail head before his hike. And Chaplin said on Friday that they also found some of Carey's personal belongings, including her camping gear, with the suspects, too.

San Francisco police said the trio will also be arrested on charges of robbery and murder in connection with Carey's death. They could be extradited to the Bay Area next week.

MARIN — Convicted murderer Sean Angold testified against two fellow defendants Tuesday, wiping away tears as he described two deadly robbery schemes in Fairfax and San Francisco last year.

Angold, 25, testified that he held down a Canadian hitchhiker in Golden Gate Park and roped her legs while co-defendant Lila Alligood, 19, straddled the victim’s torso and Morrison Lampley, 24, shot her in the head.

They needed money, and they assumed the Canadian, being a foreign tourist, was carrying some, Angold said.

Two days later, after the three drifters had wandered into western Fairfax, they decided they needed to steal a car to head north, Angold said. They saw a driver pull off Sir Francis Drake Boulevard to walk his dog on a trail and waited for him. When he came back up the trail to return to the car, Lampley shot the man dead and rifled through his pockets for money, Angold said. Then the trio stole the victim’s car and headed for Oregon.

“We didn’t really plan it out,” Angold said of the homicide. “We just said we were going to rob someone of a vehicle.”

Angold testified at the preliminary hearing in Marin Superior Court as part of his plea deal with the prosecution. Angold pleaded guilty to second-degree murder for the death of Steve Carter, 67, the man who was walking his dog in Fairfax.

After the preliminary hearing, Judge Kelly Simmons will decide whether there is sufficient evidence to order a trial for Lampley and Alligood. They are charged with the murders of both Carter and the Canadian tourist, 23-year-old Audrey Carey.

Carey’s body was found Oct. 3, 2015, and Carter was killed two days later. The three suspects were arrested on Oct. 7, in Portland, Oregon, with Carter’s stolen car and Carey’s belongings, authorities said.

Prosecution Inquiry

At the preliminary hearing Tuesday, Angold referred to his co-defendants as “Mr. Lampley” and “Ms. Alligood” as he answered questions from prosecutor Leon Kousharian. Angold’s hair has returned to bushy and collar-length since last October, when he and the co-defendants were buzz cut and deloused after their capture.

Angold testified that he had met Lampley and his girlfriend Alligood in San Francisco about a week before the homicides. Angold said he was selling drugs in the city.

Angold said he was hanging out in Golden Gate Park with Lampley and Alligood, smoking crystal methamphetamine, when Carey encountered them. The Canadian tourist befriended them and offered them marijuana.

Some time later they went to get pizza at a 7-Eleven and then walked to Ocean Beach. As Carey and Alligood walked ahead a bit, Lampley and Angold decided to rob the tourist, Angold said. Alligood came in on the plan later, he said.

The money would help them get north to Oregon, where Lampley claimed to know of a property where they could grow marijuana.

‘She’s dead, dude. Don’t worry about it’

As night fell and the foursome camped in Golden Gate Park, Angold said he stepped away to “take a leak.” When he came back, he said he saw Alligood tackle Carey and restrain her while she lay face up.

Alligood allegedly sat on Carey’s midsection. Lampley allegedly sat on her shoulders and reached into his things for a gun the suspects had recently stolen from a vehicle in the Coit Tower area.

Angold said he grabbed some rope to bind Carey’s legs in case she tried to run.

Lampley allegedly smacked Carey in the face as she yelled for them to release her.

“I heard Mr. Lampley say, ‘Shut up bitch or I’ll kill you,’” Angold said. “She said, ‘Just kill me then.’ I heard a pop. I said, ‘What the hell happened?’ He said, ‘She’s dead, dude. Don’t worry about it.’”

Angold said he gathered up his things while Lampley went through the dead tourist’s backpack and belongings.

Eventually Angold went off to Berkeley for a while — he said he had difficulty remembering time spans because of drug use and prolonged sleep deprivation — before reuniting with Lampley and Angold in the Fisherman’s Wharf area. They continued with their plan to head to Oregon.

Journey into Marin

During the next two days, the trio wandered north through Marin. Angold rode a stolen bike and the others used longboard skateboards.

By the time they reached Whites Hill in Fairfax, they decided they needed to steal a car because it was taking so long to travel, Angold said. That was when they saw their next target pull off the road to walk his dog, he said.

Angold said it was Lampley who fired the gun when Carter returned. Angold said he was laying his bike down in some bushes when it happened.

Carter was shot in the face, abdomen and leg, according to prior law enforcement testimony. His dog was shot in the eye but survived.

“The dog cried,” Angold said.

He said he got in the car with the others and Alligood drove west. They stopped at the gas station in Point Reyes Station, where Angold took some of Carter’s blood-spattered money into a bathroom to wash it off.

Lampley and Alligood have pleaded not guilty through their court-appointed lawyers. In addition to the two murder counts, they are charged with robbery, vehicle theft, possession of a stolen vehicle, animal cruelty and being in possession of property stolen from both victims.

They could face life in prison without the possibility of parole if convicted.

Dutch Tourist Dies Following Scooter Collision In Downtown San Francisco

A 55-year-old Dutch man who was visiting San Francisco earlier this month has died from injuries he sustained after being struck by a scooter on Market Street.

The incident happened on July 8 on a Saturday morning just before 11 a.m.. 55-year-old Frans Alst, a pedestrian and a tourist from the Netherlands, was reportedly struck and injured by a scooter on Market Street between Fourth and Fifth streets. His injuries were reported by the Chronicle at the time to be life-threatening.

Police did not specify what type of scooter was involved — the moped type, or the stand-up type — or whether it was privately owned or one of those that are rentable around the city.

As Sietze Vermeulen, head of communications and public diplomacy for San Francisco’s Consulate General of the Netherlands, announced Tuesday, Alst died from his injuries on an unspecified date. The Chronicle says that the date of death is unclear, however a photo caption suggests he may have been declared dead today.

Patricia Lee, owner of Union Square Flowers, which is located at Market and Fourth streets, told the Chronicle that Mr. Alst's family visited San Francisco this week and purchased flowers that they then placed at the crash site, along with an orange ribbon symbolizing the Netherlands.

The scooter rider, who has not been publicly identified, reportedly stayed at the scene and cooperated with police.

Scooter injuries and deaths have not been infrequent on San Francisco streets since various types of mobility devices have been permitted here in the last decade. A woman on a scooter was killed in a hit-and-run in the Tenderloin in May 2022. And an elderly woman was seriously injured in a collision with someone on an e-scooter on the Embarcadero in January 2020.

Two Canadians were killed Friday and another was wounded in a shooting at a hotel along Mexico's Caribbean coast, state authorities said.

Quintana Roo state security chief Lucio Hernandez said via Twitter that authorities were searching for a Hotel Xcaret guest in the shooting. He shared a photo of a man walking with a handgun.

The Xcaret resort is south of Playa del Carmen.

Authorities said all three victims were taken to a hospital, but two died.

The Quintana Roo state prosecutor's office said via Twitter that the suspect in the shooting was also apparently a guest and that Canadian police had informed them he was a known felon with a long record related to robbery, drug and weapons offences. The office said both of the slain victims also had criminal records.

In a statement, Global Affairs Canada said the federal government is aware of reports that Canadian citizens had been affected by "an incident in Mexico," and that consular officials are contacting local authorities to find out more.

It is just the latest brazen act of violence along Mexico's famed Mayan Riviera, the crown jewel of its tourism industry.

In November, a shootout on the beach of Puerto Morelos left two suspected drug dealers dead. Authorities said there were some 15 gunmen from a gang that apparently disputed control of drug sales there.

Canadian killed in southern Mexico, 2nd tourist slain in Oaxaca in less than a week

MEXICO CITY (AP) — A Canadian man was shot to death in Mexico’s Pacific coast beach town of Puerto Escondido, prosecutors said Tuesday.

He was the second foreign tourist killed in the southern state of Oaxaca in less than a week.

Oaxaca state prosecutors said Tuesday the Canadian man was found dead in a car with a bullet wound on Monday in a neighborhood of Puerto Escondido where few tourists stay.

Prosecutors did not provide any possible motive in the slaying. The dead man was identified as Víctor Masson, 27, but no information on his hometown was available.

The killing comes three days after a man from Argentina was seriously wounded in a machete attack in another coastal town in Oaxaca.

Prosecutors said Monday the Argentine tourist — whose name was not released — died of his injuries at a hospital in Mexico City.

He was among a group of three Argentines were attacked by a Mexican man with a machete on Friday in the hamlet of La Isla, at the mouth of the Laguna de Chacahua, on the Pacific coast. The other two tourists were also wounded in the attack, but their injuries do not appear to be life-threatening.

Laguna de Chacahua is about 60 miles (100 kilometers) west of Puerto Escondido.

Shattered glass on the street and broken car windows are not an uncommon sight in San Francisco—the city clocked over 22,000 thefts from vehicles last year, according to police data.

The tourism-friendly North Beach neighborhood , which includes Fisherman’s Wharf and is famous for its Italian restaurants , old-school bars and storied cafes, is the worst for car break-ins in San Francisco, according to police incident report data analyzed by The Standard and broken down by neighborhood. 

There were 190 thefts from vehicles in North Beach in the past 30 days as of July 14, according to police incident reports data. There were 2,432 incidents in the 12 months before July 14, 2023, compared with 1,611 during the same time period ending in July 2019.

Citywide, the number of theft from vehicle incidents has dropped since pre-pandemic 2019, from 288 to 269 incidents per 10,000 residents.

The five neighborhoods in San Francisco with the highest number of car break-ins per 10,000 residents in the 12 months prior to July 14, 2023, are:

  • North Beach: 2,285.
  • Japantown: 1,835.

  • Financial District/South Beach: 790.

Jose Luis, a cashier at Buster’s Cheesesteak, said car break-ins around North Beach have drastically affected the Columbus Avenue business.

“It’s clear as day. The tourists see all of the damage the thieves cause, and of course, they aren’t going to come,” Luis said. “In all honesty, this business has gone down because of this.”

Staff at Gemme Verdi, a North Beach dispensary, said thieves in the area usually target open-air parking lots and places where tourists often park.

“If you go up the Lombard Street hill , that’s where you’ll find a lot of the ‘ bipping ’ around here,” said one dispensary worker, who declined to be named for fear of being targeted. “Of course, there’s stuff that happens on the regular streets, but there are also those areas that locals know not to park at because you will get broken into.”

A North Beach corner store owner who also wished to remain anonymous for fear of being targeted told The Standard that he witnessed a person break into a car in the middle of the day in May.

“The car pulled next to the parked car, and someone broke the window before stealing everything and driving away,” he said. “It definitely affects the reputation San Francisco has as a place with a lot of thefts from cars.”

The city’s reputation for frequent “bipping”—a local term used to describe car break-ins—has prompted Supervisor Dean Preston to call for a special hearing to see what city officials and the police are doing to combat the issue.

“Despite many announcements, the city has made no noticeable progress in addressing this persistent issue,” Preston said in a press release, adding that a hearing may come soon during the Board of Supervisor’s Government Audit and Oversight Committee.

International tourists and businesses who spoke with The Standard around North Beach last Wednesday had mixed feelings about crime in the area. Some said they took steps to protect themselves while visiting and knew not to leave anything on display in their vehicles. Others were unaware of the rampant theft issue.

Canadian tourists Zach and Courtney Banda decided to use public transit or walk around the city during their Union Square stay. They also opted not to wander around San Francisco late at night.

“We’re not from here, but it kinda feels like we are with how easy the city has been to navigate,” Zach said. “We haven’t run into any crazy situations but planned ahead of time to hopefully avoid anything like that.”

Matthew O’Reilly, who was visiting San Francisco from Florida’s West Palm Beach with his wife and two sons, said he initially had concerns about visiting the city but has tried to combat his uneasiness with careful planning.

“My friend, who we are going to visit in Sacramento, gave us a protocol,” he said. “We made sure to park our car in an enclosed parking garage. I feel better that it's in there. I didn’t want to play around; we are only here for a day.”

German tourists Samet Kocabay and his wife, Ronja, were also visiting San Francisco for the first time during a trip that included stops in Las Vegas and Los Angeles.

The couple said they were unaware of the city’s reputation as a hot spot for property crime as they boarded the cable cars near the intersection of Taylor and Bay streets.

“It is our first full day here,” Kocabay said. “We haven’t felt uneasy about our safety so far. The only complaint we have is that it’s kind of cold.”

The San Francisco Police Department declined to comment for this story when asked about what measures were being taken to address car break-ins in North Beach and citywide. 

A masked vigilante, who runs a business in North Beach, was recently arrested on suspicion of carrying an imitation firearm around the neighborhood in the hopes of scaring off would-be thieves. 

“We understand everyone’s frustration. Officers are frustrated in taking the number of police reports regarding auto burglaries occurring throughout the city,” said San Francisco Police Department spokesman Robert Rueca in a TV interview about the vigilante known as “Boots.”

Rueca asked members of the public not to intervene when they witness crimes.

Canadian shot to death in beach town, 2nd tourist killed in southern Mexico in 3 days

A Canadian man was shot to death in Mexico's Pacific coast beach town of Puerto Escondido, prosecutors said Tuesday. He was the second foreign tourist killed in the southern state of Oaxaca in less than a week.

Oaxaca state prosecutors said Tuesday the Canadian man was found dead in a car with a bullet wound on Monday in a neighborhood of Puerto Escondido where few tourists stay.

Prosecutors did not provide any possible motive in the slaying. The dead man was identified as Víctor Masson, 27, but no information on his hometown was available.

The killing comes three days after a man from Argentina was seriously wounded in a machete attack in another coastal town in Oaxaca.

Prosecutors said Monday the Argentine tourist - whose name was not released - died of his injuries at a hospital in Mexico City.

He was among a group of three Argentines were attacked by a Mexican man with a machete on Friday in the hamlet of La Isla, at the mouth of the Laguna de Chacahua, on the Pacific coast. The other two tourists were also wounded in the attack, but their injuries do not appear to be life-threatening.

Laguna de Chacahua is about 60 miles west of Puerto Escondido.

The two killings follow a flurry of other tourist deaths this year in Mexico. A  U.S. tourist was shot in the leg  in Puerto Morelos in March. The U.S. State Department  issued a travel  alert that month warning travelers to "exercise increased caution," especially after dark, at resorts like Cancun, Playa del Carmen and Tulum.

That warning came in the wake of the  kidnapping of four Americans  in Mexico earlier this month. The State Department posted a "Level 4: Do Not Travel" advisory for Tamaulipas, the Mexican state the Americans were in when they were kidnapped. 

In June 2022,  two Canadians were killed  in Playa del Carmen, apparently because of debts between international drug and weapons trafficking gangs. Last January, two other Canadians were killed and one injured in a shooting at a resort near Cancun.

In March 2022, a British resident of Playa del Carmen was  shot and killed  in broad daylight while traveling with his daughter in his car.

In October 2021, farther south in the laid-back destination of Tulum, two tourists - one a  California travel blogger  born in India and the other German - were killed when they apparently were caught in the crossfire of a gunfight between rival drug dealers.

A Canadian tourist was shot to death in Mexico’s Pacific coast beach town of Puerto Escondido, marking the second foreign tourist to be killed in the state of Oaxaca this week.

The Attorney General’s Office of Oaxaca reported that a Canadian man was found dead in a car with a bullet wound on Monday. The man’s body was found in the neighbourhood of Arroyo Seco in Puerto Escondido, an area not well-frequented by tourists.

The dead man was identified as Víctor Masson, 27, but prosecutors did not release his hometown. Quebec news outlet Le Quotidien reported that Masson was from Chicoutimi, in Quebec’s Saguenay–Lac-Saint-Jean region.

Mexican prosecutors wrote that an investigation is underway. So far, no motive for the slaying has been released.

“You understand that the family of Victor Masson is in shock and that members learned of the death through the media,” Viau told The Canadian Press in an emailed statement written in French and Spanish.

Viau said the family was asking for privacy, “fearing that the dissemination of false information in the context of this file could interfere with the investigation.”

The killing comes three days after a tourist from Argentina died in a machete attack in another coastal town in Oaxaca.

On Friday, a man wielding a machete attacked a group of three Argentinian tourists in the hamlet of La Isla, about 100 kilometres west of Puerto Escondido.

Benjamin Gamond died of his injuries on Monday at a hospital in Mexico City. The two other tourists were wounded in the attack but did not suffer life-threatening injuries. A suspect is in custody on suspicion of homicide, prosecutors said.

In recent months, a spate of high-profile killings has shone a spotlight on rising violence in Mexico as Canadian and U.S. tourists gear up for summer vacation.

Less than a month ago, authorities in Cancun discovered eight dead bodies dumped close to each other in the city. Mere weeks before that, four men were shot dead in Cancun’s hotel zone near the beach. Mexican authorities believe those killings are linked to drug gang leader Hector Elias Flores Aceves, also known as “The Panther.”

In March, two U.S. tourists were killed and two others were kidnapped after they crossed the border so one of them could get a tummy tuck surgery from a doctor in the Mexican border city of Matamoros.

The U.S. State Department issued a travel alert that month warning travellers to “exercise increased caution,” especially after dark, at resorts in places like Cancun, Playa del Carmen and Tulum.

In 2022, two Canadians were killed in Playa del Carmen, apparently because of debts between international drug and weapons trafficking gangs.

The government of Canada does not have a standing alert for the Oaxaca region, but warns that all travellers to Mexico should “exercise a high degree of caution.”

“There are high rates of violent crime, such as homicides, kidnappings, carjacking and assaults, including in popular tourist destinations such as the Mayan Riviera (Cancún, Playa del Carmen, Puerto Morelos and Tulum), and Acapulco,” the advisory states.

“Criminal groups and drug cartels are present in tourist areas. Inter-gang and cartel fighting has taken place in restaurants, hotels and nightclubs frequented by tourists.”

Two Canadians were killed Friday and one more wounded in a shooting at a hotel along Mexico’s Caribbean coast, state authorities said.

Quintana Roo state security chief Lucio Hernández said via Twitter that authorities were searching for a Hotel Xcaret guest in the shooting. He shared a photo of a man walking with a handgun.

The Xcaret resort is south of Playa del Carmen.

Authorities said all three victims were taken to a hospital, but two died.

The Quintana Roo state prosecutor’s office said via Twitter that the suspect in the shooting was also apparently a guest and Canadian police informed them he was a known felon with a long record related to robbery, drug and weapons offenses. The office said both of the dead also had criminal records.

It is just the latest brazen act of violence along Mexico’s famed Mayan Riviera, the crown jewel of its tourism industry.

In November, a shootout on the beach of Puerto Morelos left two suspected drug dealers dead. Authorities said there were some 15 gunmen from a gang that apparently disputed control of drug sales there.

In late October, farther south in the laidback destination of Tulum, two tourists — one a California travel blogger born in India and the other German — were caught in the apparent crossfire of rival drug dealers and killed.

Following those events, President Andrés Manuel López Obrador sent nearly 1,500 members of the National Guard to reinforce security in the area.

More Canadians murdered in Mexico over past six years than anywhere else abroad

Mexico tops the list of countries with the highest number of Canadians murdered abroad since 2016, according to internal documents from Global Affairs Canada (GAC).

Twenty-five Canadians have been murdered in Mexico since 2016, with 2018 being the highest reported year of deaths. The U.S. is the second highest ranked country in which Canadians were murdered abroad (22), followed by Jamaica (17), Philippines (13), and Burkina Faso (10).

CTVNews.ca obtained the information through an access to information request.

In total, Global Affairs has recorded 207 Canadians murdered abroad in 66 countries from 2016 to Nov. 29, 2021. This list does not include family, friends, or other acquaintances who chose not to contact GAC for consular assistance.

Sixteen were murdered from Jan. 1 to Nov. 29 2021, with the U.S., the Philippines, and Jamaica all recording the highest deaths with two each.

This information is made available only by request in Canada, unlike the U.S. which hosts a public database with details about the location and cause of death.

In a statement to CTVNews.ca, the department said in respect to confidentiality and protection of Canadians seeking consular assistance, Global Affairs takes “appropriate steps to remove direct and indirect information” that could comprise security.

Leo Adler, a criminal lawyer specializing in Canadian and international law, says Canadian families have long struggled to gain access to information about the death or incarceration of a loved one overseas.

“You come to the realization that you get off at some other country, you’re in their hands, you’re not in Canadian hands. The Canadian government, even assuming all the best efforts, can’t do much to help you. And frankly, it’s not as if we’re the United States that has the military, economic and other powers to be able to pressure a country,” he said in an interview with CTVNews.ca.

Adler added that while Global Affairs does provide a list of legal representatives, beyond that the department is also somewhat restrained from being able to act.

His advice to Canadian travellers: don’t think the Canadian badge makes you immune from violent acts in other countries.

“Take a deep breath before you start yelling out, ‘I’m Canadian,’ take a deep breath, you have to play their game if you want out as cheap as possible,” he said.

“The bottom line is when you travel, you have to be aware that if you get into any kind of legal issues, you’re subject to the laws of that country.”
