Baltimore bridge collapse wasn't first major accident for giant container ship Dali

Propulsion failed on the cargo ship that struck the Francis Key Bridge in Baltimore early Tuesday as it was leaving port, causing it to collapse into the frigid Patapsco River. Its crew warned Maryland officials of a possible collision because they had lost control.

“The vessel notified MD Department of Transportation (MDOT) that they had lost control of the vessel” and a collision with the bridge “was possible,” according to an unclassified Department of Homeland Security report. “The vessel struck the bridge causing a complete collapse.”

An official speaking on condition of anonymity confirmed to USA TODAY that the DHS’ Cybersecurity and Infrastructure Security Agency is working with federal, state, and local officials “to understand the potential impacts of this morning’s collapse of the Francis Scott Key Bridge.”

Clay Diamond, executive director, American Pilots’ Association, told USA TODAY power issues are not unusual on cargo ships, which are so large they cannot easily course correct.

“It’s likely that virtually every pilot in the country has experienced a power loss of some kind (but) it generally is momentary,” Diamond said. “This was a complete blackout of all the power on the ship, so that’s unusual. Of course this happened at the worst possible location.” 

The ship in Tuesday's crash, Dali, was involved in at least one prior accident when it collided with a shipping pier in Belgium.

That 2016 incident occurred as the Dali was leaving port in Antwerp and struck a loading pier made of stone, causing damage to the ship’s stern, according to VesselFinder.com, a site that tracks ships across the world. An investigation determined a mistake made by the ship’s master and pilot was to blame.

No one was injured in that crash, although the ship required repair and a full inspection before being returned to service. The pier – or berth – was also seriously damaged and had to be closed.

VesselFinder reports that the Dali was chartered by Maersk, the same company chartering it during the Baltimore harbor incident.

The 9-year-old container ship had passed previous inspections during its time at sea, but during one such inspection in June at the Port of San Antonio in Chile, officials discovered a deficiency with its "propulsion and auxiliary machinery (gauges, thermometers, etc)," according to the Tokyo MOU, an intergovernmental maritime authority in the Asia-Pacific region.

The report provided no other information about the deficiency except to note that it was not serious enough to remove the ship from service.

Why did Dali crash into the Baltimore bridge?

Officials said Tuesday they’re investigating the collision, including whether systems on board lost electricity early Tuesday morning, which could be related to mechanical failure, according to a U.S. official who was not authorized to speak publicly.

Accidents at sea, known as marine casualties, are not uncommon, the source told USA TODAY. However, “allisions,” in which a moving object strikes a stationary one with catastrophic results, are far less common. The investigation of the power loss aboard the Dali, a Singapore-flagged vessel, will be a high priority.

In a video posted to social media, lights on the Dali shut off, then turned back on, then shut off again before the ship struck a support pier on the bridge.

Numerous cargo and cruise ships have lost power over the years.

The International Convention for the Safety of Life at Sea requires all international vessels to have two independent sources of electricity, both of which should be able to maintain the ship's seaworthiness on their own, according to a safety study about power failures on ships , citing the International Convention for the Safety of Life at Sea.

The Dali's emergency generator was likely responsible for the lights coming back on after the initial blackout, Diamond said.

“There was still some steerage left when they initially lost power,” he said. “We’ve been told the ship never recovered propulsion. The emergency generator is a diesel itself – so if you light off the generator, that’s also going to put off a puff of exhaust.”

Under maritime law, all foreign flagged vessels must be piloted into state ports by a state licensed pilot so the Dali's pilot is licensed by Association of Maryland Pilots .

Diamond described the incident based on information from the Maryland agency that licensed the pilot aboard the ship. His organization represents that group and all other state piloting agencies in the US.

“The pilot was directing navigation of the ship as it happened,” he said. “He asked the captain to get the engines back online. They weren’t able to do that, so the pilot took all the action he could. He tried to steer, to keep the ship in the channel. He also dropped the ship’s anchor to slow the ship and guide the direction.

“Neither one was enough. The ship never did regain its engine power.”

How big is the Dali ship?

The Dali is a 984-foot container vessel built in 2015 by Hyundai Heavy Industries in South Korea. With a cruising speed of about 22 knots – roughly 25 mph. It has traveled the world carrying goods from port to port.

The ship, constructed of high-strength steel, has one engine and one propeller, according to MarineTraffic.com.

The Dali arrived in Baltimore on Sunday from the Port of Norfolk in Virginia. Before that, it had been in New York and came through the Panama Canal.

It remains at the scene of the collapse as authorities investigate.

Who owns and operates the Dali?

It is owned by the Singapore-based Grace Ocean Pte Ltd but managed by Synergy Marine Group, also based in Singapore. It was carrying Maersk customers’ cargo, according to a statement from the shipping company.

“We are deeply concerned by this incident and are closely monitoring the situation,” Maersk said in the statement. 

Synergy, which describes itself as a leading ship manager with more than 600 vessels under its guidance, issued a statement on its website acknowledging the incident and reporting no injuries among its crew and no pollution in the water. There were two pilots on board and 22 crew members in all, according to Synergy, all of them from India.

USA TODAY reached out to Synergy on Tuesday, but the company did not immediately return a call seeking comment.

The Singaporean-flagged cargo ship that struck the Francis Scott Key Bridge in Baltimore Tuesday altered course and veered toward a pillar shortly before impact, a CNN analysis of MarineTraffic ship-tracking data confirms.  

It’s unclear what caused the ship to crash into the bridge or why its lights were flickering. CNN has reached out to the National Transportation Safety Board to inquire about a possible power failure. 

The container ship DALI, which was en route to Colombo, Sri Lanka, begins to change course toward the bridge’s pillar at 1:26 a.m. local time, striking the bridge at 1:28 a.m. ET, according to MarineTraffic data and video from the scene. Video from 1:25 a.m. ET shows a plume of dark smoke billowing from the ship. DALI's lights flicker at least twice before the incident.  

In video, as it navigates down the Patapsco River, the ship’s lights can be seen going out at 1:24 a.m. ET, before turning back on, and then flickering off and on again between 1:26 a.m. ET and 1.27 a.m. ET, just before it hits the bridge.  

Maryland transportation secretary says contractors were working on bridge at time of collapse

Maryland State Transportation Secretary Paul Wiedefeld told reporters there were workers on the Francis Scott Key Bridge at the time of its collapse.

"We know there were individuals on the bridge at the time of the collapse, working on the bridge, contractors for us," he said at a news conference Tuesday morning.

Wiedefeld said the workers were "basically doing some concrete deck repair," but said they did not know how many vehicles were involved.

He added that the transport authority has set up a facility for family members of those who were believed to be on the bridge at the time of its collapse.

Baltimore fire chief: Sonar has detected the presence of vehicles submerged in the water

Baltimore Fire Chief James Wallace says authorities have detected vehicles submerged in the water.

“Our sonar has detected the presence of vehicles submerged in the water,” said Wallace at a news conference on the collapse of Francis Scott Key Bridge. “I don't have a count of that yet.”

He said emergency services are using sonar, drones and infrared technology as a part of their search for people and vehicles who may have fallen from the Key Bridge into the Patapsco River.

No indication of "terrorism" or intent in Baltimore bridge collapse, police chief says

Baltimore Police said there was no evidence that the ship collision that caused the collapse of the Francis Scott Key Bridge was intentional.

“There is absolutely no indication that there's any terrorism, that this was done on purpose,” Chief Richard Worley said at a news conference.

The FBI  said  that it was joining the investigation into the cause of the collision.

Rescue crews have determined there are vehicles in the Patapsco River following the bridge collapse.

“Our sonar has detected the presence of vehicles submerged in the water,” said Fire Chief James Wallace. “I don't have a count of that yet.”

Wallace said they are waiting to make sure that the ship is secure and stable before investigators board it.

“Never would you think that you would see, physically see, the Key Bridge tumble down like that,” Mayor Brandon M. Scott said.

The collapse of the   Francis Scott Key Bridge over the Patapsco River outside the Port of Baltimore threatens to disrupt shipping operations at a major US trade hub for autos, container traffic and commodities. Baltimore also has a cruise terminal.

Closer to the Midwest than any other port on the East Coast, Baltimore ranks first in the United States for autos and light trucks, handling a record 850,000 vehicles last year. It was also the leading port for farming and construction machinery, as well as imported sugar and gypsum. It was second in the country for exporting coal.

Overall, Baltimore ranks as the 9th biggest US port for international cargo, handling a record 52.3 million tons, valued at $80.8 billion in 2023.

“The immediate focus is the rescue operation, but there will clearly be a highly-complex recovery phase and investigation to follow and we don't know what impact this will have on operations at the Port of Baltimore," said Emily Stausbøll, market analyst at Norway-based shipping analytics company Xeneta.

“While Baltimore is not one of the largest US East Coast ports, it still imports and exports more than one million containers each year so there is the potential for this to cause significant disruption to supply chains," she added.

Baltimore's cruise terminal serves ships operated by Royal Caribbean, Carnival and Norwegian. Cruises carrying more than 444,000 passengers departed from the port last year.

According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.

Rescue operations are underway near the wreckage of the Francis Scott Key Bridge in Baltimore, as crews look for people who fell into the Patapsco River.

“We are still very much in an active search and rescue posture at this point, and we will continue to be for some time,” Wallace added.

Baltimore Fire says two people have been rescued from the river – one who was uninjured, and another in hospitalized “very serious condition.”

“This is an unthinkable tragedy,” Mayor Brandon Scott said. “We have to first and foremost pray for all of those impacted.”

The container ship that collided with the Francis Scott Key Bridge in Baltimore on Tuesday was chartered by Maersk and carrying their customers' cargo, the Danish shipping company told CNN.

"We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected," The company said in its statement.

The company, which has a full name of A.P. Moller - Maersk, said no company crew and personnel were onboard the vessel. It said the ship, DALI, is operated by charter vessel company Synergy Group. 

"We are closely following the investigations conducted by authorities and Synergy, and we will do our utmost to keep our customers informed," the statement said. 

CNN is attempting to contact the owner and managers of the ship, including Synergy.

FBI Baltimore on the scene at the Key Bridge

FBI Baltimore personnel are on the scene at the Francis Scott Key Bridge, they have said in a post on X.

The agency said it was working "side by side with our local, state and federal partners."

Baltimore fire emergency chief says 2 people saved from water after Key Bridge collapse

The Baltimore Fire Department Chief James Wallace says authorities rescued two people from the water this morning, one without injury and the other who has been transferred to hospital in a serious condition.

Authorities are continuing their search for upwards of seven people, Wallace says. But, he says that number could change as it is a "very large incident." Earlier on Tuesday, an official said as many as 20 people could be in the water.

Wallace added that the crew remains on board the ship, and are communicating with the US Coast Guard. He added that emergency services are looking into reports that there were workers on the bridge at the time of the incident.

Speaking at the press conference, Baltimore Mayor Brandon Scott also described the incident as an “unthinkable tragedy,” and offered his prayers for all those affected, as well as his thanks to first responders.

A bridge in the US city of Baltimore has snapped and collapsed after a ship collided with one of its support columns. Rescuers are searching the water for survivors and the state’s governor has declared a state of emergency.

Joe Biden has said search and rescue efforts remain a “top priority”, as six people are still missing. The president added there was no evidence the collapse of the bridge was intentional, calling it “a terrible accident”.

Here is what we know about the bridge, the ship and the port.

Baltimore’s 1.6-mile (2.57km) Francis Scott Key Bridge was built out of steel and opened in 1977. With four lanes, the bridge is part of Interstate 695 and served as a major route along the ring road that encircles the city in the US state of Maryland.

It is named after the author of the American national anthem, The Star-Spangled Banner. The Maryland governor, Wes Moore, said the bridge had been “fully up to code” before Tuesday’s collision and collapse, indicating it met safety standards.

Live video posted on YouTube showed the ship ploughing into the bridge in darkness, with its main section collapsing into the Patapsco River below.

Several vehicles fell into the water, and officials said eight construction workers assisting with a project fell off. Six people remained unaccounted for.

One official said that sonar had detected cars in the water, which is about 50ft (15 metres) deep.

The National Transportation Safety Board is dispatching a team to investigate the disastrous collapse. Andrew Barr, an expert in civil and structural engineering at the University of Sheffield, said: “The video doesn’t show any obvious structural deficiencies with the bridge, but it will not have been designed to survive a head-on collision with such a large vessel.”

Ship-tracking data showed a Singapore-flagged container ship, the Dali, at the location of the bridge where the accident occurred at about 1.30am ET (0530 GMT) on Tuesday.

The Dali, a 290-metre (948ft) cargo vessel, left Baltimore at 1am and was headed for the Sri Lankan capital, Colombo, according to the maritime data platform MarineTraffic. The shipping company Maersk said it had chartered the vessel.

The Maritime and Port Authority of Singapore (MPA) confirmed that the vessel was registered in Singapore and said the agency was coordinating with the US Coast Guard and the ship’s management company to help. It also said it would investigate the incident itself.

Moore said the ship had lost power around the time it hit the bridge and the vessel’s crew had issued a “mayday” radio call. The ship then appeared to catch fire as part of the bridge collapsed over it, sending plumes of thick, black smoke into the air.

The shipping company Maersk said that it chartered the container ship in Baltimore, with the operator named as Synergy Marine Group. Maersk confirmed that there were 22 crew, and said they were all Indian. None of them were Maersk crew or personnel.

Reuters cited the manager of the ship, Synergy Marine Group, as saying the crew, including the two pilots, had been accounted for and there were no reports of injuries onboard.

Maersk added that there were 4,679 containers on board, roughly half of its 10,000 capacity.

The same vessel was also involved in a collision in 2016 in Antwerp, Belgium, according to VesselFinder and the maritime incident archive Shipwrecklog. At the time, the stern scraped the side of the quay, significantly damaging several metres of the hull. There were reportedly no injuries or adverse pollution and the weather was reported to be fine at the time. The incident was reportedly blamed on the ship’s master and pilot onboard.

The harbour is one of the busiest in the country and an important hub for shipping on the US east coast, especially in transporting road vehicles. It also handles farming, construction machinery and coal, according to a Maryland government website.

Port traffic was suspended until further notice after the bridge collapse.

A container ship crashed into a major bridge in Baltimore early Tuesday, causing its collapse into the Patapsco River.

A livestream showed vehicles traveling on the Francis Scott Key Bridge just moments before the impact at 1:28 a.m. ET.

Baltimore first responders called the situation a "developing mass casualty event" and a "dire emergency," per The Associated Press.

James Wallace, chief of the Baltimore Fire Department, said in a press conference that two people had been recovered from the water.

One was uninjured, but the other was transported to a local trauma center in a "very serious condition."

Wallace said up to 20 people were thought to have fallen into the river and some six people were still missing.

Richard Worley, Baltimore's police chief, said there was "no indication" the collision was purposeful or an act of terrorism.

Wes Moore, the governor of Maryland, declared a state of emergency around 6 a.m. ET. He said his office was in close communication with Pete Buttigieg, the transportation secretary.

"We are working with an interagency team to quickly deploy federal resources from the Biden Administration," Moore added.

Understanding why the bridge collapsed could have implications for safety, in both the shipping and civil engineering sectors.

The container ship is the Singapore-flagged Dali, which is about 984 feet long, and 157 feet wide, per a listing on VesselFinder.

An unclassified Cybersecurity and Infrastructure Security Agency report said that the ship "lost propulsion" as it was leaving port, ABC News reported.

The crew notified officials that they had lost control and warned of a possible collision, the report said, per the outlet.

The Dali's owner is listed as Grace Ocean, a Singapore-based firm, and its manager is listed as Synergy Marine, which is also headquartered in Singapore.

Shipping news outlet TradeWinds reported that Grace Ocean confirmed the Dali was involved in the collapse, but is still determining what caused the crash.

Staff for Grace Ocean declined to comment on the collision when contacted by Business Insider.

"All crew members, including the two pilots have been accounted for and there are no reports of any injuries. There has also been no pollution," Synergy Marine said in a statement.

The company did not respond to a request for further comment from BI.

'Horrified'

Maersk chartered the Dali, with a schedule for the ship on its website.

"We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected," the Danish shipping company said in a statement.

Maersk added: "We are closely following the investigations conducted by authorities and Synergy, and we will do our utmost to keep our customers informed."

Per ship tracking data, the Dali left Baltimore on its way to Colombo, the capital of Sri Lanka, at around 1 a.m., about half an hour before the crash.

The Port of Baltimore is thought to be the largest in the US for roll-on/roll-off ships carrying trucks and trailers.

Barbara Rossi, associate professor of engineering science at the University of Oxford, told BI the force of the impact on one of the bridge's supporting structures "must have been immense" to lead to the collapse.

Dr Salvatore Mercogliano, a shipping analyst and maritime historian at Campbell University, told BI: "It appears Dali left the channel while outbound. She would have been under the control of the ship's master with a Chesapeake Bay pilot onboard to advise the master.

"The deviation out of the channel is probably due to a mechanical issue as the ship had just departed the port, but you cannot rule out human error as that was the cause of the Ever Forward in 2022 just outside of Baltimore."

He was referring to the incident two years ago when the container ship became grounded for a month in Chesapeake Bay after loading up cargo at the Port of Baltimore.

The US Coast Guard found the incident was caused by pilot error, cellphone use, and "inadequate bridge resource management."

Claudia Norrgren, from the maritime research firm Veson Nautical, told BI: "The industry bodies who are here to protect against incidents like this, such as the vessel's flag state, classification society, and regulatory bodies, will step in and conduct a formal investigation into the incident. Until then, it'll be very hard for anyone to truly know what happened on board."

This may not have been the first time the Dali hit a structure.

In 2016, maritime blogs such as Shipwreck Log and ship-tracking site VesselFinder posted videos of what appears to be the stern of the same, blue-hulled container vessel scraping against a quay in Antwerp.

A representative for the Port of Antwerp told BI the Dali did collide with a quay there eight years ago but couldn't "give any information about the cause of the accident."

The Dali is listed as being built in 2015 by Hyundai Heavy Industries in South Korea.

Who owns the ship that struck the Francis Scott Key Bridge in Baltimore?

The collapse of  Baltimore's Francis Scott Key Bridge on Tuesday after being struck by a cargo ship has raised questions about who owns and manages the ship, as well as on the potential impact on one the busiest ports in the U.S.

Called the Dali, the 948-foot vessel that hit the bridge is managed by Synergy Marine Group, a Singapore-based company with over 660 ships under management worldwide, according to its website . The group said the ship was operated by charter vessel company Synergy Group and chartered by Danish shipping giant Maersk at the time of the incident, which sent vehicles and people tumbling into the Patapsco River.

"We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected," Maersk said in a statement to CBS News on Tuesday, in which it also confirmed the ship was carrying cargo for Maersk customers. The company had no crew or personnel aboard the ship.

The Dali, which can carry up to 10,000 twenty-foot equivalent units, or TEUs, was carrying nearly 4,700 containers at the time of the collision. It was operated by a 22-person, Indian crew. It was not immediately clear what kind of cargo the ship was carrying. 

Who owns and manages the Dali?

The Dali is owned by Grace Ocean Private, a Singapore-based company that provides water transportation services. The ship was chartered by Danish container shipping company Maersk at the time of the collision.

Synergy Marine, founded in 2006, provides a range of ship management services, including managing ships' technical components and their crews and overseeing safety, according to S&P Capital IQ. Its parent company, Unity Group Holdings International, an investment holding company, was founded in 2008 and is based in Hong Kong.

Where was the ship headed?

The outbound ship had left Baltimore and was headed for Colombo, the capital of Sri Lanka, Synergy Marine Group said in a  press release . 

How busy is the Port of Baltimore?

In 2023, the Port of Baltimore handled a record 52.3 million tons of foreign cargo, worth $80 billion, according  to the office of Maryland Gov. Wes Moore. The port is also a significant provider of local jobs. 

The top port in the U.S. for sugar and gypsum imports, it is the ninth busiest U.S. port by the total volume and value of foreign cargo handled. All vessel traffic into and out of the facility is currently suspended, although the port remains open and trucks continue to be processed within its terminals, according to a statement released by Port of Baltimore officials. 

What is the potential local economic impact?

Directly, the port supports 15,300 jobs, while another 140,000 in the area are related to port activities. The jobs provide a combined $3.3 billion in personal income, according to a CBS News report . The Port of Baltimore said Tuesday that it is unclear how long ship traffic will be suspended.

The disaster also caused chaos for local drivers. The Maryland Transportation Authority said all lanes were closed in both directions on I-695, with traffic being detoured to I-95 and I-895.

How could the bridge collapse affect consumers and businesses?

Experts say the bridge collapse could cause significant supply chain disruptions.

"While Baltimore is not one of the largest U.S. East Coast ports, it still imports and exports more than 1 million containers each year, so there is the potential for this to cause significant disruption to supply chains," Emily Stausbøll, a market analyst at Xeneta, an ocean and air freight analytics platform, said in a statement. 

She added that freight services from Asia to the East Coast in the U.S. have already been hampered by drought in the Panama Canal, as well as risks related to conflict in the Red Sea. Nearby ports, including those in New York, New Jersey and Virginia, will be relied on to handle more shipments if Baltimore remains inaccessible. 

Whether ocean freight shipping rates will rise dramatically, potentially affecting consumers as retailers pass along higher costs, will depend on how much extra capacity the alternate ports can handle, Stausbøll said. "However, there is only so much port capacity available and this will leave supply chains vulnerable to any further pressure."

Marty Durbin, senior vice president of policy at the U.S. Chamber of Commerce, said that the bridge is a critical connector of "people, businesses, and communities."

"Unfortunately, its prolonged closure will likely disrupt commercial activities and supply chains that rely on the bridge and Port of Baltimore each day," he said in a statement.

What other industries could be affected?

Trucking companies could be severely affected by the disaster. 

"Aside from the obvious tragedy, this incident will have significant and long-lasting impacts on the region," American Trucking Associations spokesperson Jessica Gail said, calling Key Bridge and Baltimore's port "critical components'' of the nation's infrastructure.

Gail noted that 1.3 million trucks cross the bridge every year — 3,600 a day. Trucks that carry hazardous materials will now have to make 30 miles of detours around Baltimore because they are prohibited from using the city's tunnels, she said, adding to delays and increasing fuel costs.

"Time-wise, it's going to hurt us a lot," added Russell Brehm, the terminal manager in Baltimore for Lee Transport, which trucks hazardous materials such as petroleum products and chemicals. The loss of the bridge will double to two hours the time it takes Lee to get loads from its terminal in Baltimore's Curtis Bay to the BJ's gasoline station in the waterfront neighborhood of Canton, he estimated.

Cruise operators are also being affected. A Carnival cruise ship that set off Sunday for the Bahamas had been scheduled to return to Baltimore on March 31. Carnival said Tuesday that it is "currently evaluating options for Carnival Legend's scheduled return on Sunday." The company also has cruises scheduled to set sail from Baltimore through the summer. 

Norwegian Cruise Line last year introduced new routes departing from the Port of Baltimore. Its sailings are scheduled for late this year. The company said the Key Bridge collapse doesn't immediately require it to reroute any ships.

Who will pay to rebuild the bridge?

President Biden said Tuesday that the federal government, with congressional support, would pay to rebuild the bridge.

"We're going to work with our partners in Congress to make sure the state gets the support it needs. It's my intention that the federal government will pay for the entire cost of reconstructing that bridge," Biden said in comments from the White House. "And I expect the Congress to support my effort. This is going to take some time. The people of Baltimore can count on us though, to stick with them, at every step of the way, till the port is reopened and the bridge is rebuilt."

US Coast Guard and Maryland State Police officials say that based on the frigid temperature of the water and the length of time that had elapsed since the bridge came down there was little if any chance that the six missing could be found alive.

Maryland's senator has praised the work of first responders, saying their heroism is a "ray of light on this dark day". 

Emergency workers managed to stop traffic along the Francis Scott Key Bridge after the Dali container ship put out a mayday call.

Chris Van Hollen said their actions "saved lives" and he was "thankful for them". 

A team of construction workers were repairing potholes along the bridge at the time it collapsed. 

Eight people were initially reported missing, but two people were found, with one suffering serious injuries. 

A short while ago, we heard from the executive vice president of construction company Brawner Builders, who confirmed the six workers still unaccounted for are presumed dead.

Jeffrey Pritzker told our US partner site NBC News that there was one survivor. 

The company is not releasing names at this time.

Eight people, who were working on the bridge at the time it was struck by the Dali cargo ship, were initially reported missing. 

Two of them were found, with one suffering serious injuries. 

The other six have been missing for more than 12 hours. 

Maryland's emergency management department has raised its state activation level. 

It is now registered as 'full' - meaning an incident has occurred that may require significant resources. 

As a result, the state's emergency operations centre has been "fully staffed". 

The state's activation levels change based on a variety of factors.

The most influential factor is the occurrence of a significant incident, which is a term used to describe a single or multi-jurisdictional incident. 

A construction worker has said he was told his missing colleagues were on a break when the Dali ship crashed into the Baltimore bridge. 

Jesus Campos told the AP news agency some members of staff were sitting in their trucks when the bridge collapsed. 

The Brawner Builders employee said he learned about the disaster from a co-worker and immediately worried about colleagues he knew were working on the bridge. 

"When he told me that, they came to mind and I was praying to God that nothing had happened to them," he added.

"It is so hard for me to describe. I know that a month ago I was there, and I know what it feels like when the trailers pass.

"Imagine knowing that it is falling. It is so hard, one would not know what to do," he said. 

One person involved in the Baltimore bridge collapse has been discharged from hospital, an official at the R Adams Cowley Shock Trauma Centre has told AP. 

Dr David Efron did not comment on the nature of the patient's injuries, and the hospital has not released their name. 

Eight people were initially reported missing after the collapse. 

Two people have been found - one was said to have serious injuries, while the other did not require hospital treatment. 

Search and rescue operations are continuing this evening to find the six construction workers still missing. 

The US transportation secretary has said the path to rebuilding the collapsed Baltimore bridge will not be quick or easy. 

Pete Buttigieg described the bridge as "one of the cathedrals of American infrastructure". 

"It has been part of the skyline for this region for longer than many of us have been alive," he said.

He has also taken the time to thank first responders and offered comfort to those "who woke up today to the news that no one wants to receive". 

"This is an excruciating day for several families," he said. 

Clearer satellite images have emerged of the moment the Dali container ship hit the Francis Scott Key Bridge.

The vessel crashed into the structure after issuing a mayday call and losing power.

Earlier, Maryland governor Wes Moore said the ship was travelling at a speed of eight knots at the time it sent out its distress call.

Within minutes of departure on Tuesday, the faltering container ship crashed into the Francis Scott Key Bridge.

Here is a timeline of the Singapore-flagged vessel's collision, in local time (four hours behind British time).

1.04am: Loaded with shipping containers, Dali departs from Baltimore's port, heading to Colombo, Sri Lanka.

1.24am: Dali slowly approaches the Key Bridge, according to video captured by StreamTime Live.

1.24am and 33 seconds: The ship appears to suffer a total power failure as all its lights go out.

1.25am and 31 seconds: About a minute later, the ship's lights flicker back on. Black smoke starts rising from somewhere aboard the ship.

1.26am and 37 seconds: The ship's lights go dark again.

1.27am: Dali appears to be colliding with one of the Key Bridge's piers. The US Coast Guard receives the first report of a collision.

1.27am and 10 seconds: The ship's lights come back on.

1.28am and 48 seconds: The roadway of the Key Bridge begins collapsing.

1.29am: Most of the bridge's span has plunged beneath the water.

1.40am: Baltimore City Fire Department has dispatched rescue teams for the Patapsco River, with reports of multiple people in the water.

Cargo ship’s owner and manager seek to limit legal liability for deadly bridge disaster in Baltimore

The owner and manager of a cargo ship that rammed into Baltimore’s Francis Scott Key Bridge before the span collapsed last week filed a court petition Monday seeking to limit their legal liability for the deadly disaster.

The companies’ “limitation of liability” petition is a routine but important procedure for cases litigated under U.S. maritime law. A federal court in Maryland ultimately decides who is responsible — and how much they owe — for what could become one of the costliest catastrophes of its kind.

Singapore-based Grace Ocean Private Ltd. owns the Dali, the vessel that lost power before it slammed into the bridge early last Tuesday. Synergy Marine Pte Ltd., also based in Singapore, is the ship’s manager.

Their joint filing seeks to cap the companies’ liability at roughly $43.6 million. It estimates that the vessel itself is valued at up to $90 million and was owed over $1.1 million in income from freight. The estimate also deducts two major expenses: at least $28 million in repair costs and at least $19.5 million in salvage costs.

The companies filed under a pre-Civil War provision of an 1851 maritime law that allows them to seek to limit their liability to the value of the vessel’s remains after a casualty. It’s a mechanism that has been employed as a defense in many of the most notable maritime disasters, said James Mercante, a New York City-based attorney with over 30 years of experience in maritime law.

“This is the first step in the process,” Mercante said. “Now all claims must be filed in this proceeding.”

Cases like this typically take years to completely resolve, said Martin Davies, director of Tulane University Law School’s Maritime Law Center.

“Although it’s a humongous case with a very unusual set of circumstances, I don’t think it’s going to be that complicated in legal terms,” he said. “All aspects of the law are very clear here, so I think the thing that will take the time here is the facts. What exactly went wrong? What could have been done?”

A report from credit rating agency Morningstar DBRS predicts the bridge collapse could become the most expensive marine insured loss in history, surpassing the record of about $1.5 billion held by the 2012 shipwreck of the Costa Concordia cruise ship off Italy. Morningstar DBRS estimates total insured losses for the Baltimore disaster could be $2 billion to $4 billion.

Eight people were working on the highway bridge — a 1.6-mile (2.6-kilometer) span over the Patapsco River — when it collapsed. Two were rescued. The bodies of two more were recovered. Four remain missing and are presumed dead.

The wreckage closed the Port of Baltimore, a major shipping port, potentially costing the area’s economy hundreds of millions of dollars in lost labor income alone over the next month.

Experts say the cost to rebuild the collapsed bridge could be at least $400 million or as much as twice that, though much will depend on the new design.

The amount of money families can generally be awarded for wrongful death claims in maritime law cases is subject to several factors, including how much money the person would have likely provided in financial support to their family if they had not died.

Generally, wrongful death damages may also include things such as funeral expenses and the “loss of nurture,” which is essentially the monetary value assigned to whatever moral, spiritual or practical guidance the victim would have been able to provide to their children.
