SINGAPORE: A vessel that used to be operated by Genting Hong Kong-owned Dream Cruises will sail from Jun 15 under a new company called Resorts World Cruises.
The company was set up by Malaysian tycoon Lim Kok Thay, who is chairman and board executive of Genting Group. It was registered on Mar 9, less than two months after Genting Hong Kong filed to wind up the company after failing to secure funding to pay its debts .
Dream Cruises ran three ships - Genting Dream, Explorer Dream and World Dream. Resorts World Cruises has taken over Genting Dream and is currently in negotiations with banks and interested parties to acquire the other two ships.
World Dream, which operated cruises to nowhere from Singapore, stopped taking new bookings after its parent company ran into financial trouble. The ship ceased operations on Mar 2.
Resorts World Cruises said on Wednesday (May 18) that it would offer complimentary cruise credits of “equivalent value” for all paid affected passengers by World Dream’s cruise cancellations in Singapore between Mar 2 and Aug 31 this year as a “gesture of goodwill”.
The credits will be valid from Jun 15 to end-March 2023.
At a news conference on Wednesday, the company said this would only be applicable to affected World Dream customers who have yet to receive any refund from their original booking source.
“From our records, there were 13,000 (affected) customers but we also understand that many of our customers have actually got their refund through credit card companies,” said Mr Michael Goh, president and head of international sales of Resorts World Cruises.
He added that the company does not have a record of how many people have claimed their refunds so far.
What happened to Genting Hong Kong?
On Jan 19, Genting Hong Kong, which owns Dream Cruises, Crystal Cruises and Star Cruises, announced that it was filing for bankruptcy.
This came after a US$1.7 billion record loss for the company in 2020 and a US$743 million loss in the first half of 2021.
Its wholly owned shipbuilding subsidiary, MV Werften, also filed for insolvency in Germany after it failed to secure funding for the completion of its Global One mega-liner.
Genting Hong Kong, which was at that time 76 per cent owned by tycoon Lim Kok Thay, then filed a petition in Bermuda to wind up the company and appoint provisional liquidators.
The company also said its cash was expected to run out around the end of January and it had no access to further funding.
It added that it had "exhausted all reasonable efforts" to negotiate with its creditors and stakeholders.
NEW COMPANY "NOTHING TO DO" WITH GENTING HONG KONG
Although the new company has taken over the Genting Dream vessel, it maintains that Resorts World Cruises is separate from Genting Hong Kong.
“The provisional liquidator could not revive the (Dream Cruises) brand and so, we worked with the Chinese lessors who are the owners of the ship and decided to restart the cruise under the Resorts World brand,” said Resorts World Cruises’ CEO and executive director Colin Au, who was formerly deputy CEO of Genting Hong Kong.
“This new brand has got nothing to do with Genting Hong Kong, it’s a new cruise brand,” he added.
Mr Lim and Mr Au both resigned as CEO and deputy CEO of Genting Hong Kong respectively in January this year, after the cruise operator filed to wind up the business.
Trading of Genting Hong Kong’s shares has been suspended since Jan 18, and will remain so until further notice.
“Genting Hong Kong is under provisional liquidation, and (Mr Lim) is not joining any of the companies under provisional liquidation. This is a new cruise liner that is being set up,” Mr Au reiterated when asked about Mr Lim’s role in the new company.
Mr Lim, who is the executive chairman of Resorts World Cruises, holds shares in the new company, said Mr Au.
“There are many parties who would like to join the company and there are negotiations with them, and so this will be a work in progress in the next couple of weeks,” said Mr Au, adding that this should be finalised “in the next few weeks”.
LAUNCH OF NEW CRUISE IS IN “EVERYBODY’S OBJECTIVE”
When asked about the timing of the launch of the new ship, which will come about six months after Genting Hong Kong filed to wind up its business, Mr Au said it was in “everybody's objective to go back to normal ... as fast as possible" to protect jobs and to help the economy grow.
In response to CNA's queries, a company spokesperson said it has re-employed about 1,700 of its former employees based in Singapore. This comprises 1,600 former crew members from Genting Dream and about 70 former employees from its Singapore office.
In March, The Straits Times reported that at least 60 employees from Genting Hong Kong's Singapore office had been laid off, with no retrenchment benefits.
When asked about the remuneration packages for re-employed staff members, Mr Goh said this would be "based on experience" and did not disclose further details.
Mr Au said the launch of the new cruise will also help to give the Singapore Cruise Centre more revenue.
Noting the strong market appetite for cruises in the region, including Thailand, Malaysia and India, Mr Goh expressed confidence that Resorts World Cruises will be able to meet demand.
Genting Dream will launch several cruises to nowhere departing from Singapore on Wednesdays, Fridays and Sundays. It plans to launch destination cruises to Malaysia, Thailand and Indonesia from Sep 30.

Resorts World Cruises is rehiring about 1,600 employees for its new cruise business. - RESORTS WORLD CRUISES
SINGAPORE (The Straits Times/Asia News Network): Resorts World Cruises, a new cruise brand owned by Malaysian tycoon Lim Kok Thay, will debut in Singapore on June 15 with the cruise ship Genting Dream.
This comes just three months after the collapse of Genting Hong Kong - the cruise industry's highest-profile financial casualty since the pandemic started.
Resorts World Cruises is rehiring about 1,600 employees for its new cruise business, and has rehired about 70 of some 100 former employees from the sales and marketing and hotel operations of the defunct Genting Hong Kong, Michael Goh, president & head of international sales told a media briefing on Wednesday (May 18) morning.
The Straits Times broke an exclusive report last month that Resorts World Cruises, a company related to Lim, was registered in Singapore on March 9 and held by shareholder Two Trees Family Holdings.
Two Trees Family, an investment holding company incorporated in Singapore on March 19, 2021, listed Lim and his son Lim Keong Hui, along with Gerard Lim Ewe Keng as directors. The shareholder of Two Trees Family is an Isle of Man entity, Summerhill Trust.
Resorts World Cruises is a brand extension of Resorts World, a global brand with 46 properties worldwide with more than 30,000 employees. Bookings will be available from May 18 at this website.
In conjunction with the launch and as a gesture of goodwill, Resorts World Cruises will offer complimentary cruise credits of the equivalent value for all paid affected passengers affected by World Dream's cruise cancellations in Singapore between March 2 and August 31, 2022.
This is applicable to affected World Dream passengers that have yet to receive any refund from their original booking source, the company said.
To further reassure customers, all cruise payments made will be kept in a separate account that will be drawn down only prior to cruise commencement, it added.
In response to The Straits Times queries, Colin Au, chief executive of Resorts World Cruises, said: "The practice of all cruise companies is to use the cash for working purposes. But we have changed the practice to make sure whatever funds are paid will be kept in cash, and if the cruise itinerary is not performed, then the money will be refunded to customers."
Tan Sri Lim, the company's executive chairman, said in a statement: "We started our cruise operations 30 years ago in Singapore and we are excited to again launch the first Resorts World Cruises in Singapore, the first country to re-open cruising in the region,"
"Resorts World Cruises will have its headquarters in Singapore and is committed to making Singapore the leading cruise hub in Asia.
"We also appreciate the support and trust of the Chinese leasing banks in allowing Resorts World Cruises to charter the Genting Dream," he added.
Lim is the chairman and board executive of Genting Malaysia and Genting, also known as Genting Group, which owns Resorts World Sentosa among other ventures. He was also the chairman and chief executive of cruise operator Genting Hong Kong.

What’s inside the Genting Dream
It’s Asia’s first home-grown luxury cruise line. Now we can reveal what Genting Dream has on offer that will make it different to other luxury cruise ships.
Bookings have just opened for Australians and New Zealanders. So what’s the Dream difference?
The experience starts before you step on-board with an amazing piece of hull art created by Chinese pop-artist Jacky Tsai.
This is a ship that appears to cater for everyone from the seasoned cruiser to the family looking for an adventure together – there are over 100 connecting rooms.
More than 70% of the staterooms contain private balconies – and for the ultimate experience, there is the “Dream Mansion”, a ‘ship within a ship’.
Dream Mansion features two floors of lavish suites with European-style butler service and special guest experiences.
Dream Cruises – owned by Genting Holdings, which owns Crystal Cruises, one of the world’s most awarded luxury cruise lines – has borrowed some in-house expertise in designing amazing on-board experiences.
Foodies will be in heaven: there are 35 restaurant and bar concepts. An innovative wraparound promenade allows for an amazing seaside dining experience where windows and doors can be opened to allows the outside in.
The whiskey bar promises one of the largest collections of single malts anywhere in the world. Enjoy a Cuban cigar in the cigar bar, while learning the art of cigar making. Combine it with a salsa lesson.
But what about fun?
How about two submersibles. Each carries 4 guests and a pilot, what a dream experience!
The fun continues with six waterslides, rock climbing, kids water park, a ropes course as well as a heart pounding zip line this is over the side of the ship some 18-stories high!
At night the world famous Zouk nightclub comes to life both inside the ship and outside with an amazing outdoor party venue with shallow pool dance floor.
Now add a fireworks display in the middle of ocean.
The on-board entertainment extends from the likes of the Zodiac Theatre – fantastic tribute bands – or Silk Road, which transforms from a world class restaurant to a late night cabaret club.
On the wellness front, Genting Dream will cater for all guests with both Asian and Western Spa facilities.
Kids are looked after in the Little Pandas Club. Genting plans on hiring qualified staff in the area of child development to create enrichment and learning experiences along with traditional play.
The ship has huge guest rooms, amazing on-board facilities, a guest to crew ratio of 1.7 .
Genting Hong Kong is the only true Asian Cruise brand, and with over 25 years’ experience in the region. Their newest ship will be a worthy opponent to the major Western brands.

Genting Hong Kong's unfinished Global Dream cruise ship attracts investors
BERLIN (BLOOMBERG) - Billionaire Lim Kok Thay is among several investors interested in purchasing the Global Dream mega luxury liner that was under construction at Genting Hong Kong's now-insolvent shipbuilder, MV Werften in Germany.
Several serious interested parties are in talks to buy the unfinished ship, said Mr Christoph Morgen, the German court-appointed provisional insolvency administrator for the shipbuilder.
Mr Morgen is optimistic a deal could come together, but thinks it likely will not happen before next month because the case is complex, he said at a briefing at the shuttered shipyard in Wismar on Monday (Feb 14).
MV Werften's provisional insolvency in early January proved to be a turning point for Genting Hong Kong, which became the world's biggest cruise operator to seek court assistance to safeguard its assets during the coronavirus pandemic when it filed a wind-up petition days later. Genting reported a record loss of US$1.7 billion (S$2.29 billion) in May as the pandemic ravaged the cruising industry.
Mr Lim, who resigned as Genting Hong Kong's chairman and chief executive last month, contacted Mr Morgen to express interest in purchasing the ship at the beginning of the provisional insolvency process, Mr Morgen said. The insolvency administrator said he hopes to find "a better solution for the ship" than Mr Lim.
"My impression is that he would only like to buy it if nobody else would be interested in order to get it cheap and possibly to finish the ship somewhere else," said Mr Morgen, who added he has nor heard from Mr Lim since. "I hope that we won't depend on this, because we now have strong interest from many other possible investors."
The 342m liner was set to be the world's biggest vessel by passenger capacity. It was to usher in a new era of mega ships tapping Asia's growing cruising market.
The ship was about 72 per cent complete when the German government and Genting could not agree in December last year on plans to finance US$620 million to help finish it and keep the shipyard in business, according to a letter Mr Lim wrote to creditors.
A spokesman for Genting Bhd, which Mr Lim heads as CEO, declined to comment. Representatives for Genting Hong Kong did not immediately respond to a request for comment. Mr Lim still holds about 75 per cent of shares in Genting Hong Kong and heads other Genting businesses, although there are no cross shareholdings.
Mr Henning Groskreutz, a union leader from the local IG Metall chapter, said that the shipyard will still need between €500 million (S$762 million) and €600 million to finish the ship.
"We will need this money in order to be able to convince the workers to stay here," Mr Groskreutz said. Many workers have already left and have started at other employers because there is high demand for such skills.
Mr Habeck said the government would be willing to subsidise the final construction of the Global Dream with a "new reliable investor".
"If there's a reliable finance plan, we could make the same offer like over Christmas," Mr Habeck said, adding that Genting did nor want to contribute financially to complete the ship. "We don't want to throw money out of the window."
Genting's Crystal Cruises brand shut its United States office and terminated employees last week. The closing of Crystal Cruises' operation in Miami came after two of its ships were seized in the Bahamas after a fuel supplier sought the action for US$4.6 million in unpaid fuel bills.
Dream Cruises Holding, an indirect non-wholly owned unit of Genting Hong Kong that has also filed a winding up petition, will continue to operate its fleet in Asia, the company said.
