Why Gov. Holcomb declared a state of emergency ahead of the solar eclipse

Governor Eric Holcomb signed an executive order in preparation for the April 8 solar eclipse. Here's what it says.

Did Holcomb declare a state of emergency?

Yes, in Executive Order 24-05 Holcomb declared a statewide disaster emergency "to ensure preparedness for the total solar eclipse."

The state of emergency went into effect immediately upon signing the order on March 26 and it will terminate at 11:59 p.m. on April 9.

Why is Indiana in a state of emergency?

Several cities in Indiana are directly in the path of totality so we are expected to have "several hundred thousands visitors" in our state the day of the eclipse. The sheer number of people in our state can affect any number of things including emergency response time.

"The massive number of people viewing this event in our state may well stress and/or interfere with first responder and public safety communications and emergency response systems such that a technological or other emergency may occur," the order read.

What is Indiana doing to prepare?

Indiana is a member of the Emergency Management Assistance Compact (EMAC) and any member state can call upon resources of another state when the governor issues a declaration of a disaster emergency.

"Other member states of the EMAC have communications and other equipment which can be provided in advance to the State of Indiana so it is in place and able to augment Indiana's resources should the need suddenly arise in connection with this very large unique event," the order read.

US 40 Intersection improvements project is set to begin on April 15

Travel advisory.

Lincoln County — The Colorado Department of Transportation will begin intersection improvement work on April 15 on two roadways, US Highway 40/287 and 3rd Avenue, in the town of Hugo. TLM Constructors is the contractor for this project.

The project will improve traffic flow for motorists and enhance pedestrian safety at crosswalks. Work will primarily consist of widening the south side of the intersection with concrete pavement for better truck turn movement, which will include inlet, sidewalk, curb and gutter, and curb ramp. Work will be done in the eastbound lane for less than a mile stretch of US 40. A smooth road or highway has many important benefits, including safety and improved quality for the driving experience. A smoother surface also offers safer driving for motorists.

Travel Impacts

  • Daytime work hours range from 7 a.m. to 7 p.m. Monday through Friday
  • Vehicles will be reduced to an eastbound single-lane throughout the duration of the project
  • The project is expected to last until the end of July

  • Do not speed in work zones. Obey the posted speed limits.
  • Stay Alert! Expect the unexpected.
  • Watch for workers. Drive with caution.
  • Don't change lanes unnecessarily.
  • Avoid using mobile devices such as phones while driving in work zones.
  • Turn on headlights so that workers and other drivers can see you.
  • Be especially alert at night while driving in work zones.
  • Expect delays, especially during peak travel times.
  • Allow ample space between you and the car in front of you.
  • Anticipate lane shifts and merge when directed to do so.
  • Be patient!

Indiana state of emergency declared for eclipse, hundreds of thousands expected to visit on April 8

INDIANAPOLIS (WLS) -- Indiana Governor Eric Holcomb has declared a state of emergency ahead of the April 8 solar eclipse in anticipation of massive crowds coming to see the celestial phenomenon.

The last time Indiana saw a total solar eclipse was in 1869, and the next total solar eclipse visible in the state is not expected to happen until 2099. As a result, Holcomb wrote , "it is anticipated the State of Indiana will see a significant influx of several hundred thousand visitors to witness, what will be for nearly all, a once-in-a-lifetime event."

Holcomb's order says he expects there to be "widespread and significant impact" on the state's critical infrastructure, including transportation, communication and emergency response services. As a result, the governor issued his declaration to be able to call upon other states that are also members of the Emergency Management Assistance Compact, or EMAC, in case they have a sudden need for additional resources or other help during the eclipse.

The emergency declaration remains in place until 11:59 p.m. on April 9, the day after the eclipse.

The total solar eclipse's path of totality - where the moon completely blocks the face of the sun - stretches across portions of 13 US states as well as parts of Canada and Mexico.

For some, plans for where to fly, drive and stay to hopefully catch a glimpse of the last total solar eclipse in the contiguous United States until 2044 have been in place for months or even years. For others, the concept that this event is not to be missed might just be starting to dawn. People in both camps are scrambling - factoring in escalating costs and weather concerns - to make last-minute decisions about where to try to see the eclipse.

The latest weather forecasts threaten to throw a wrench in people's plans, with cloud cover across much of the path of totality. Experts recommend staying mobile and flexible with your plans.
