Do I Need Travel Insurance for Israel?

Clalit : A healthcare system through Clalit Health Services. Clalit runs a network of clinics located throughout Israel, from Metulla to Eilat. All Clalit clinics offer the Insured the services of nurses, family physicians, pharmacies and laboratories. The Insured may use the Clalit health services by presenting a membership card at the time of the service.

Harel Private Services : A private healthcare system, which offers the Insured a choice of healthcare service providers from a list of contracted physicians, at a high level of availability. Harel is Israel's leading insurer for tourists and the only company that offers the option of private health services. Harel pays the service providers directly, so the Insured does not bear any expenses. There is no co-pay on Yedidim policies.

If you want health insurance to cover unexpected medical expenses while traveling to Israel including medical evacuation like ambulance coverage and repatriation, you can purchase Patriot International Lite . This policy is offered by IMG which is a well-known and long-standing travel insurance company. This insurance is very economical and comprehensive to take care of unexpected medical problems while you are away from home.

If you want to insure the value of your trip with a trip cancellation plan, we have two options from Trawick International . The plans are Safe Travels Flex and Safe Travels Rental Plus . However, these plans will NOT cover medical expenses you might incur while on your trip. Please note that these two plans are only available to US residents. (The Patriot International Lite plan can be purchased by most nationalities.)

To get complete coverage, you should purchase both the Patriot International Lite plan and one of the trip cancellation plans. The trip cancellation plan will pay out the non-reimbursable portion of your trip cost that you would lose should you be unable to go on your trip due to illness, family emergency, or other set reason (see brochure of policy for details). The Patriot International Lite plan will cover medical expenses, baggage loss, and other situations while you are on your trip. If you end up not going on your trip, you can simply cancel your Patriot International Lite plan for a full refund (before the day it starts).

If you don't need or want trip cancellation insurance, then you can simply purchase the Patriot International Lite plan by itself before your trip begins. Hopefully, the conflict in the region will end and there will be more policies to choose from for travel health insurance to Israel. While crime in Israel is extremely low, and you don’t have to worry much about being mugged or pickpocketed, it is still a good idea to be mindful of what you carry with you and how you carry it. Also, watch out for scams in markets. A perfect example is that you ask how much something is, and the vendor will give you a number that you think is in shekels, but then they demand that amount in dollars. You can avoid such incidents with clear communication and the willingness to walk away from a dishonest salesman. Another scam to watch out for is when a taxi driver wants to negotiate a price instead of using the meter. Insist they use a meter or seek the services of a different taxi driver.

Israel’s currency is called the shekel (ILS). While many places accept USD, it’s better for workers and businesses if you pay in shekels as they will have difficulty exchanging small foreign bills and get a less-than-favorable exchange rate. While ATMs are all over Israeli cities, be aware that if you’re headed for more rural parts of the country, you will need to withdraw plenty of cash beforehand as ATMs are fewer and further between. Using your US debit card to withdraw shekels, even with factoring in ATM fees, will get you the best exchange rates possible. You will need cash for street markets, food carts, taxis, and tips; otherwise, most businesses accept debit and credit cards.

Etiquette & Local Customs

Israelis are gregarious and friendly. They love to chat with others, be they, foreigners or locals. Many will be curious about your experience in their country, so feel free to speak with them in English. Most can manage conversations in English just fine, and many like native speakers. Don’t be surprised if many want to practice their English with you. And feel free to ask them questions about their country and culture as it is a source of great pride for them. They are also incredibly attentive hosts who will do their utmost to ensure you are comfortable and happy. You do not need to accept everything they offer, but always remember to say toda raba (thank you). Also, consider bringing a small gift, such as a bottle of wine. If an Israeli invites you out for a meal or coffee, they intend to pay for you. You can offer to pay, but being insistent is considered insulting. You can invite them out on a different occasion and foot the bill if you would like. In Israel, the work week is Sunday through Thursday, and the weekend is on Friday and Saturday. Shabbat, also known as the Sabbath, commences at sundown on Friday through sunset on Saturday. Avoid smoking on Shabbat, if possible, but at the very minimum, do not smoke near religious sites. While many businesses in Tel Aviv remain open on weekends, this is not the case for most other parts of the country. Expect religious sites to be closed and public transport to shut down. Many parts of Israel are very much orthodox, especially the communities around religious sites, and thus require that you dress modestly. For men, this means long-sleeve shirts and pants, and for women, long-sleeve shirts with long skirts or pants. Men will also need to cover their heads. Yarmulkes, or skullcaps, are typically handed out on-site to male visitors who do not have them. Keep in mind that Israel can get quite warm in the summer, so you will want comfortable, light-weight, breathable clothes. Do not photograph specific individuals or groups and avoid public displays of affection between men and women in these areas. Keep in mind that while many parts of Israel are LGBTQ-friendly, there are parts that are not, particularly in Gaza and Palestinian society. Same-sex sex is illegal in Gaza and punishable with a hefty prison sentence.

Food & Drink

For the most dynamic culinary experience, you will want to visit Tel Aviv and Haifa, where there is a mix of kosher and non-kosher foods, everything from sushi to steakhouses to vegan restaurants. Since Israel has such a diverse population, it’s safe to say that “Israeli” food is not a thing but rather a blend of food cultures with Middle Eastern foods at the fore. To experience traditional Druze dishes and more rustic cuisine, head to Golan Heights. And for a beach resort vibe and the typical international food scene you’d expect along with it, visit Israel’s southernmost port city, Eilat, where they have everything from cheap pizza and burgers to upscale European cuisine. Israelis are not big drinkers, but they love to have a good time and socialize, which is why major urban centers have a decent-sized bar scene. While they may go easy on the alcohol, Israelis love their coffee. Whether you like espresso-based drinks, creamy iced coffees or Arabic coffee, you’ll find something you enjoy.

Getting Around

Being a relatively compact country makes Israel easy to get around. Israeli cities have good public transport but remember that none of it operates on holidays or Shabbat. Israel has a relatively new train network that continues to be expanded. You can catch a train from Ben Gurion Airport to Tel Aviv, Haifa, Netanya and Herzliya, and some trains serve the coastal region. However, subway systems are in short supply. The four train stations in Tel Aviv are used for traveling outside the city, and the only subway is in the country’s third-largest city, Haifa, to help residents get around the hilly landscape. The most typical way of getting around is by bus. Israel’s cities have excellent bus networks, and the country’s cities are also linked by buses. While they may be crowded, they are known for being clean and comfortable. As in most places, tickets are available for purchase from the driver or at any bus station. If you want to visit the desert, Dead Sea, Caesarea National Park, Jaffa Port or Mar Saba Monastery, you may want to join a tour or rent a car. Renting a car in Israel is straightforward and similar to what one would expect in the US. Just remember to get your International Driver’s Permit (IDP) from your local AAA office before departing for your trip. The one major difference is that many car rental agencies in Israel limit how far you can drive the car (kilometers/day). After which, you will be responsible for overage fees. If at all possible, avoid having a rental car while you are staying in Tel Aviv, Jerusalem or any other city. Otherwise, you’ll have to deal with nightmarish traffic, moving the car frequently and the hassle of finding parking spots. Be aware that traffic cameras are all over Israel, so keep an eye on your speed and heed all traffic lights.

Immigration

Making your way through Israeli immigration can feel more intimidating than most places as you will undergo detailed questioning about yourself, your line of work, the purpose of your trip, your travel companions, your luggage, and more. You will also go through security, though this will be on par with what you’re used to in other countries. Travelers worldwide are concerned about being banned from entering other countries if they’ve visited Israel. For this reason, Israel will not stamp your passport. Instead, they will give you a visa card that you must always retain and carry with you, along with a copy of your passport photo page, as proof that you have entered the country legally. You will also need to present it with your passport to an immigration officer upon departure from Israel.

Israel’s official languages are Hebrew and Arabic, though many Israelis speak English since it is a required subject in school. Additionally, Israel gets English-speaking movies and television shows without dubbing, improving the people’s familiarity with the language.

Police & Military

Security is tight everywhere in Israel. Don’t be alarmed if you see military troops patrolling the streets or if you have to go through security and bag checks when entering malls, train and bus stations and other crowded venues. Security checks are the norm throughout the country, and as a result, Israel enjoys low crime rates, especially compared to western countries. Always have a government-issued ID on you and never photograph police or military troops and installations anywhere in the country.

Like in the US, tipping is a common practice in Israel. That said, the expectations are a bit different. For example, in restaurants and bars, an appropriate tip is 12-15% of the total and is never included on the bill. Always tip in cash. If you absolutely must add a tip to your card payment, ask if it is possible before paying. Not all payment processing systems are set up to accommodate this. If it is possible, you will have to tell the server how much tip you would like to add instead of writing it on the restaurant’s copy of the receipt as you do in the US. Tipping the hotel staff for good service has become standard practice. Expect to tip porters approximately 7 shekels per bag (always use bills, not coins) and tip room service staff 5% of the total bill. Leaving your housekeepers 7-15 shekels (ILS) each day will undoubtedly get you a sparkling room. Additionally, 7-15 ILS is adequate for valets, and you can tip a bit more for concierges who go above and beyond the call of duty. If you take a taxi within city limits, tips are not expected. However, you can round up to the nearest significant amount. Always tip a taxi driver who shuttles you to or from the airport. 10% of the total fare is suitable. If you have a taxi driver who shows you around for most of the day, you can tip them 15-20% of their daily rate. For guides on organized tours, consider giving them 10% of the tour per person fare. Salons and spas are the only places where tipping is not standardized, though most people round up a few shekels to the next significant amount. Of course, if you receive excellent service and want to show your appreciation, a 10% tip is always appreciated.

To fund this system, Israeli citizens pay a tax of 3% to 5% of their income, and the government funds the rest. Many new citizens are entitled to free healthcare for six months to a year.

To receive their healthcare, Israelis join one of four public healthcare providers collectively called “Kupot Cholim.” The health services companies are — Maccabi, Meuhedet, Leumit, and Clalit — offering a standard Health Basket and Medication Basket, required by law. They also provide unique basket options.

  • Dental: Dental is not included, but can be added as a supplement. A standard dental exam costs $60 to $90.
  • Optical: Some Kupot Cholim cover eye surgery and contribute to vision aids. Again, vision care can be added as a supplement.
  • Mental Health: Mental health services are included. The co-pay for a therapy session is around $10.
  • Physical Therapy: Included: for a patient from abroad, this costs $60 to $80 per session.
  • Alternative Care: Each Kupat Cholim provides some alternative care, such as reflexology and acupuncture, often with a co-pay. These services cost $75 to $250 independently.
  • Prescription Drugs: Prescribed medications are supported by government subsidies, but you may need to make a co-payment. A prescribed antibiotic costs around $6.

For Kupat Cholim Care, Register

Students and expats with visas can access Israel’s government healthcare system. They have options to register and pay to join Kupat Cholim. You can do so at Ben Gurion airport, online, or at a post office in Israel. When you sign up, you choose your plan, any sub-plans or supplements, and your specific clinic. You will then visit your specific clinic for your care.

For Expat Care, See A Private Doctor

Most visitors and foreigners are not covered by Kupat Cholim, which means they can’t go to a Kupat Cholim clinic. Instead, in Israel, they need to make an appointment to see a private doctor. A private doctor visit ranges from $80 to $300. Seeing a private specialist starts at $250 to $600.

Urgent Care and Emergency Rooms in Israel

If you need medical care urgently in Israel, you will choose between urgent care and emergency rooms.

Urgent care is for medical problems where you need treatment fast, but your condition is not life-threatening. If you are covered by a Kupat Cholim plan, your urgent care co-pay is usually covered with a co-pay, especially if you go to your recommended urgent care center. If you are not with a Kupat Cholim, you will pay out for your visit, between $90 and $150, more for prescriptions or treatments like an IV for dehydration.

Emergency rooms are for serious and life-threatening injuries. You must pay for your care there if you do not have a severe condition that gets an exemption. Examples of exempt conditions are fractures, dialysis, and hemophilia. If your condition is exempt, all fees will be covered by your Kupat Cholim. If you are not with a Kupat Cholim, you will have to pay, too, and the costs will be high, starting at $250.

When calling an ambulance in Israel, you must pay for the ambulance service. If you are insured by Kupat Cholim, you can get full or partial coverage, depending on the conditions.

Who is Eligible for Israeli Healthcare?

All Israeli citizens and official residents have a legal right to health care in Israel. New immigrants who already have immigration visas are eligible for Kupat Cholim cover immediately, too.

With the Rwanda bill becoming law this week and the PM announcing a commitment to increase defence spending, there's been plenty to talk about.

Embattled Humza Yousaf has told Sky News he will not resign as Scotland's first minister.

Pressure has been building on  the SNP leader  after he tore up the power-sharing deal with the Scottish Greens - prompting a no-confidence motion in his leadership and a threatened knife-edge vote.

However, Mr Yousaf, on a visit to Dundee that was arranged at short notice after he pulled out of a speech in Glasgow, insisted he was getting on with the job and accused the opposition of "playing games".

He said he would be writing to the leaders of all Scottish political parties to seek talks on making a minority government work.

He told Sky's Scotland correspondent Connor Gillies : "I intend absolutely to fight that vote of no confidence, I've got every intention of winning that vote of no confidence.

"And let me say to the opposition for minority government to work in the interest of the people of Scotland also requires the opposition to act in good faith."

Humza Yousaf's future as first minister is hanging in the balance ahead of a motion of no confidence next week.

Now, as leader of a minority government, his fate may be hanging on just one vote - that of a former SNP leadership rival.

The numbers

In the Scottish parliament, the SNP has 63 seats out of 129 , two short of an outright majority;

The Conservatives have  31;

Labour has 22;

The Greens have  seven;

The Liberal Democrats have four;

The Alba Party has one ;

There is also one presiding officer Alison Johnstone, who is both an MSP and Scotland's equivalent of the Commons speaker.

How the numbers are expected to fall

The motion of no confidence was brought by the Scottish Conservatives.

The Greens, Labour and the Lib Dems have all said they are backing the motion.

That would translate into 64 votes against the first minister versus 63 SNP votes.

So the one Alba vote is expected to be key.

How it may all come down to one ... Ash Regan

Once an SNP leadership rival to Mr Yousaf, Ash Regan defected to Alex Salmond's Alba Party last October. 

If she backs Mr Yousaf then that would mean both sides have 64 votes.

Ms Johnstone would then be expected to vote in favour of the status quo, so the first minister would survive.

But if Ms Regan votes against Mr Yousaf, then the opposition parties will have 65 votes against the SNP's 63, and the first minister would lose.

He wouldn't be compelled to resign in this situation, but he'd be under huge pressure to step aside.

The SNP leader triggered a crisis at Holyrood after he dramatically brought the power-sharing deal with the Scottish Greens to an end.

The backlash has plunged Mr Yousaf's future into doubt, although party colleagues insist he will not resign.

How did we get here?

The Bute House Agreement - signed back in 2021 and named after the first minister's official residence in Edinburgh - brought the Green Party into government for the first time anywhere in the UK.

It gave the SNP a majority at Holyrood when the votes of its MSPs were combined with those of the seven Green members, and also made Green co-leaders Patrick Harvie and Lorna Slater junior ministers.

Without it, the SNP would need to have operated as a minority administration at Holyrood.

What caused the relationship to sour?

There had been mounting tensions between the largest party at Holyrood and their junior partners in government.

The Greens were angered at the SNP-led administration's recent decision to ditch a key climate change target.

That, combined with the decision to pause the prescription of new puberty blockers to under-18s at at Scotland's only gender clinic, resulted in the Greens announcing they would have a vote on the future of the power-sharing deal.

With the local elections less than a week away, deputy political editor Sam Coates explains why they matter and what they might tell us about the upcoming general election.

Ash Regan - the MSP who could decide the future of Humza Yousaf - has appeared to name her price for her support in next week's no-confidence vote.

She has said, in a letter to Alba Party members, that investment in the Grangemouth refinery will be a key condition of her backing the first minister.

The refinery is currently due to shut as early as next year and move to being an import and export terminal.

Alba has launched a a campaign to sustain jobs at the refinery.

"A sign of good faith would be a significant government investment, reinforcing the campaign to save the Grangemouth refinery from closure," she says in her letter.

"I am requesting the undertaking to produce such an initiative in the early course.

"I am hopeful that the first minister will commit to such an initiative in the near future as a sign of our shared dedication to Scotland's welfare."

Ms Regan was once part of the SNP and ran in the contest to succeed Nicola Sturgeon as leader last year, the contest Mr Yousaf won.

She defected to Alex Salmond's Alba Party in October. 

The battle for a town that no one there wants.

Sky News is reporting from Grimsby in the run-up to the general election as one of its Target Towns - a key constituency prized by both Conservatives and Labour - Great Grimsby and Cleethorpes.

But it turns out that Grimsby doesn't really want them.

It hasn't always been a town doused in apathy. 

In 2016, 70% of people here voted to leave the EU - one of the highest results in the country - and in the 2019 election, the constituency turned Tory for the first time since the Second World War.

But five years on, polling by Sky News found that since then, the number of people saying they "almost never" trust the British government to place the needs of the nation above the interests of their own party has nearly doubled - from 26% to 49%.

It's a stark but bleak view. Voters described both leaders as uninspiring and uninteresting.

When asked what they make of the current prime minister, words like "weak" and "performative" were used. 

Voters couldn't make their minds up about the Labour leader, saying they were unsure about him or his policies.

The lack of a clear dividing line between the two parties could be a problem in the general election, especially as both parties have been trying to show a bit more leg this week ahead of a fully-fledged election campaign.

Labour has shown a hint of more radical policies, with their announcement on aiming to nationalise railways within five years. 

But have they waited a bit too long to impress the people of Grimsby?

The Conservatives ratified their Rwanda policy into law, but voters here weren't hugely enthused by that either, with one member of the audience tonight proclaiming they care much more about housing and the environment. 

They asked - why is the centre of political debate about Rwanda and a policy we don't really care about?

Voters in Grimsby - one of Sky News's election Target Towns - have been offering their views on politics, politicians and "broken promises".

The electoral battle in Grimsby and Cleethorpes,  the Target Towns , will be fierce. Labour will need an 11.7 point swing to win this newly-merged constituency back from the Conservatives.

In 2019, residents in Grimsby voted Tory for the first time since the end of the Second World War. The old Cleethorpes constituency was always more of a bellwether, having voted Conservative since 2010.

However, it has shed some of its rural, Conservative-voting residents in the merger.

Speaking on the  Politics Hub With Sophy Ridge , small business owner Shannon said she might not vote in the next general election later this year as she "just can't trust anything anybody says".

She said she has felt this way since Brexit - something Grimsby was overwhelmingly in support of - because "we were promised 'x' and 'y' and it hasn't happened, so I'm just totally disengaged from it".

Asked whether local MPs on the panel - Conservative Lia Nici and Labour's Melanie Onn - could change her mind, Shannon said "possibly", but reiterated how let down local people feel.

"We're promised a lot, but it's never delivered," she said. "Talk of things happening... and then it doesn't happen and people are just fed up... have been told this is what we're going to get, but it doesn't actually happen. And that's why people have just lost faith."
