Part of a larger "Go To" campaign intended to restart the Japanese economy following the damage caused by the coronavirus , Go To Travel is a campaign by the national government that offers big discounts on travel inside Japan. Only residents of Japan (including foreign residents) are eligible to take advantage of the campaign.

What is Go To Travel?

  • A 35 percent discount on the total cost and
  • Coupons worth 15 percent of the total cost to be spent on other travel expenses during the trip

Is there an upper limit?

Yes, there is. The maximum discount that can be received for overnight trips is 13,000 yen per person and night, while the maximum amount of coupons that can be received is 7,000 yen per person and night. In other words, the upper limit applies to travel plans that cost more than 40,000 yen per person and night.

In case of daytrips , the travelers can receive a discount of up to 7,000 yen and coupons of up to 3,000 yen per trip.

Note that children are counted the same as adults. For example, a family of four with two kids can receive a discount of up to 52,000 yen (4 x 13,000 yen) and coupons of up to 28,000 yen (4 x 7,000 yen) on an overnight trip, even if the kids stay for free.

Furthermore, note that only up to seven nights per trip are covered by the campaign. On trips that are longer than eight days, travelers will not be able to profit from the campaign from the 8th night. Note that there is no limit on how many trips can be made during the campaign.

Who is eligible?

All residents of Japan, including foreign residents.

Can temporary visitors to Japan use the campaign?

No, only residents of Japan are eligible.

How long does the campaign last?

The campaign started in late July 2020, but was suspended in December 2020 due to rising coronavirus infection numbers. It is expected to resume once the infection numbers have decreased and continue until at least summer 2021.

Are there any other conditions for participating?

Yes, all participating travelers are requested to follow the "new travel etiquette" with regards to preventing the spread of the coronavirus on their trips. Please visit our page about coronavirus manners for more details.

What is covered?

  • Overnight stays at registered lodgings
  • Travel plans purchased through registered travel agents

A large majority of hotels and travel agents across the country are registered. Lists of registered businesses are available on the campaign's official website .

Are all regions of Japan covered?

All regions of Japan are covered by the campaign. There is a possibility for some areas to be temporarily excluded from the campaign depending on the spread of the virus.

Does the campaign also apply to transportation, activities, meals and shopping?

The discount applies only if they are part of a travel plan. For example, the discount cannot be applied to regular purchases of flights or rental cars ; however, it does apply if a flight or rental car is part of a travel package sold through a registered travel agent. Likewise, if an activity or meal is part of the travel package, the campaign applies.

What type of daytrips are eligible?

The campaign applies only to daytrip travel packages sold by registered travel agents. The packages have to include 1) transport starting and ending at the same place on the same day and 2) at least some form of travel service besides transport in the destination area, e.g. meals or activities. For example, it does not cover 1-day bus tours that do not include any activities at the destination.

There is no limit on how many trips you can make during the campaign period. However, there is a limit of seven nights per trip that can be covered, meaning that those traveling for more than eight days are not able to profit from the campaign from the 8th night.

How can I use it?

There are mainly two ways to profit from the campaign:

  • Book a stay at a registered hotel through the hotel, a travel agent or a reservation website that participates in the campaign.
  • Purchase a travel package through a registered travel agent.

At the time of your booking, you pay 65% of the total cost for the accommodation or package, while the 15% in coupons will be issued to you by the travel agent or hotel.

A list of registered hotels and travel agents can be found in Japanese on the campaign's official website . Many hotel reservation websites are also participating in the Go To Travel campaign, including Booking.com and Agoda .

How do I use the coupons?

Coupons can be used to make payments at registered stores and restaurants and for transportation and other travel services in the prefecture visited and surrounding prefectures during the day(s) of your trip. They cannot be refunded. A map showing registered businesses can be found on the campaign's official website .

Due to the sudden flood of reservations, there is concern among those unable to make their bookings. However, a national budget of 560 billion yen has been allocated for this campaign. So, travelers can expect to benefit from the generous subsidies offered by this program.

Outline of the Domestic Travel Subsidy Program

What are the dates of this program.

The discount campaign runs from October 11 until December 20, 2022. Starting dates can differ slightly depending on the prefecture.

How Much Are the Travel Discounts?

Travelers will receive a 40% discount. The discount is capped at 8,000 yen per person per night for tours that include transportation and accommodation. The discount is capped at 5,000 yen per person per night for accommodations only.

Discount coupons can also be used in certain regions for restaurants and souvenirs. Additionally, there are 3,000 yen discounts for weekday accommodations and 1,000 yen discounts for accommodations on national holidays. These are available directly at the accommodation facility.

Here are some key things to keep in mind with this subsidy program.

Limited to Japanese Citizens and International Residents

The program's main criteria for eligibility is that applicants live in Japan. This applies to Japanese citizens and international residents. A driver's license, My Number card, or another form of identification is required to show proof of Japanese residency.

Unfortunately, the discount campaign is not available to international visitors but only to international residents of Japan.

Vaccine Passport (3 Shots) or a Negative PCR Test Required

Travelers who want to receive discounts on this campaign will need to present a vaccination certificate showing they've had three shots. Those who haven't received three vaccinations must provide a negative PCR test.

To receive an accommodation discount, please remember that all group members must present their vaccine passport (3 shots), not just the group representative.

How the Word "Holiday" Is Defined

The monetary amount of discount coupons differs depending on whether it's a weekday or a national holiday. Fundamentally, a "holiday" refers to a one-night, two-day stay on Saturdays and Sundays. In other words, a one-night, two-day stay on Friday-Saturday or Sunday-Monday will be considered a weekday accommodation.

Program Details Differ Depending on the Prefecture

Each prefecture in Japan is included in the Domestic Travel Subsidy Program, making it different from the Go To Travel Campaign launched in 2020.

This is why the details of the subsidy program differ in each prefecture. Some prefectures even offer original travel discounts―in addition to the 11,000 yen maximum subsidy offered by the national campaign.

Which Accommodation Facilities Offer Discounts?

Keep in mind that not all accommodation facilities and tours are part of the Domestic Travel Subsidy Program.

Please note that at the end of this article, there's a list of websites for each prefecture's subsidy campaign. This article also features information on tours.

We Recommend Making Reservations ASAP!

Presently, accommodation facilities have received a flood of reservations, prompting travel agencies and tour companies to shut down their website reservation sites temporarily.

However, the subsidy program is backed by a 560 billion yen budget. Although many places have stopped taking reservations, there's a good possibility that they will resume bookings in the near future. So, please keep checking back with them.

Discounts in Addition to the Travel Subsidy Program

As previously mentioned, each prefecture's details concerning the Domestic Travel Subsidy Program will differ. Next, we'll introduce some of the prefectures offering original discounts in addition to the national subsidy program.

Tadaima Tokyo Plus (Japanese) is the website for accessing the Domestic Travel Subsidy Program in Tokyo. This can be used in conjunction with Motto TOKYO (Japanese), a discount service for travels in the greater Tokyo area for locals.

Motto TOKYO offers a 5,000 yen discount on one night's accommodation. With the national program, travelers can enjoy a maximum discount of up to 16,000 yen!

The start date for Motto TOKYO was October 20, 2022.

Nagano Prefecture

Nagano Prefecture's Shinshu Wari SPECIAL (Japanese) offers a 1,000 yen discount (500 yen coupon x 2) on transportation for a one-night stay per person. This will help keep transportation costs down when visiting spots within the prefecture.

Nara Prefecture

Nara Prefecture's Ima Nara Campaign 2022 (Japanese) offers discount coupons for souvenir shopping and other items at participating shops in the prefecture. 1,000 yen coupons are issued for national holidays, while 2,000 yen coupons are available for prefectural citizens.

Kochi Prefecture

In Kochi Prefecture, the Kochi Kanko Recovery Campaign (Japanese)―Kochi's original discount campaign―can be used with the Kochi Kanko Tokuwari Campaign (Japanese), the national program.

The Kochi Kanko Recovery Campaign offers travelers a 5,000 yen cashback on money spent on highway fees and public transportation.

Tokushima Prefecture

Tokushima Prefecture's Minnade! Tokushima Travel Wari (Japanese) is aimed at travel packages within the prefecture that include accommodation and travel fees. It plans on giving each person a maximum of 5,000 yen cashback in addition to the national campaign's benefits.

Which Travel Sites Deal With the Travel Subsidy Program?

With the Travel Subsidy Program, discounts can be received when making a reservation directly with the accommodation facility. Travelers can also make a booking via a hotel reservation site.

Discount campaign aims to revive tourism after COVID hit

TOKYO -- The Japanese government will extend its national travel support program into next year, Tetsuo Saito, minister of land, infrastructure, transport and tourism, said on Friday, to stimulate tourism demand and help prop up the still-fragile economy, which is recovering from the COVID-19-induced slowdown.

The subsidy program, launched in October for residents of Japan, had previously been set to end in late December, but the government decided to extend it after the travel industry and prefectural governors requested the extension.

Japan residents can get up to 40 percent discount on domestic travel – here's how

Save up to ¥8,000 per night on transport and accommodation with the National Travel Discount Programme

To boost the local tourism industry, Japan has introduced a nationwide travel subsidy programme for residents. The National Travel Discount Programme is available across almost all prefectures until late December, with discounts of up to 40 percent (a maximum of ¥8,000 per person per night) on transport and accommodation. This will come in very handy for those on a budget who’re planning to visit the country’s most beautiful autumn destinations .

What is the National Travel Discount Programme?

The travel promotion offers discounts on public transport and accommodation packages up to ¥8,000 per person per night. For accommodation alone, you can save up to ¥5,000 per person per night. The deal also includes discount coupons for local restaurants and other attractions worth up to ¥3,000 on weekdays and ¥1,000 on weekends and holidays, which you’ll receive during check-in at your hotel or ryokan . 

Note that this travel subsidy is only available to those with residency status in Japan , so don’t forget your residence card when checking in. You’ll also have to either submit a negative PCR test result or be triple vaccinated to be eligible for the discount. The accommodation will check your negative PCR test certificate or vaccination status during check-in. 

The campaign is currently ongoing and runs until December 20  (including check-out on December 21). However, there are a few exceptions: Gunma prefecture’s discount deals are only available until October 31 (check-out on Nov 1 included), while Tokyo joins the National Travel Discount Programme only from October 20. The discount deals are also limited, meaning the campaign in each prefecture will end when the capacity has been reached.

How to book

Bookings can be made in person at any national travel agency office such as HIS , JTB or Nippon Travel Agency . You can also book directly at the hotels. 

The easiest and fastest way, however, is via a travel booking site. Jalan and JTB are the most straightforward.

Booking via Jalan is by far the easiest option. Here's how.

  • Access the campaign website and enter your preferred travel dates and destination under the subhead ‘今すぐプランを探す(国内宿・ホテル専用)’.
  • Click the ‘検索する’ search button and all the participating accommodations will show up.
  • Look out for the red icon attached to each deal reading ‘全国旅行支援対象’ to identify the participating accommodations.

As of now, Jalan’s package tours only include trips to Okinawa via flights with ANA or JAL. To book a package tour, follow these steps.

  • Fill in the required fields here and choose from the available plans.
  • Make sure to select the ‘全国旅行支援クーポン’ coupon during the booking process. It will be available on the payment page.

If you want to book through JTB, here are the steps.

  • Access JTB’s campaign website and scroll down to the two tabs that read ‘Hotels and ryokan' (ホテル・旅館) and ‘JR or flights + accommodation' (JR・飛行機+宿泊).
  • Pick the prefecture you want to visit and select the number of people.
  • A coupon code and a password for that specific area will be displayed, divided by travel on weekdays and weekends.
  • Note down the codes before clicking the button under ‘Step 4’ to see the available deals.
  • Choose an accommodation or package deal and proceed to the booking page. Here you will have to insert the coupon code and password in order to apply the discount.

The Japan Domestic Travel Subsidy Program is a “nationwide tourism demand stimulation measure” that offers discounts on travel prices and grants regional vouchers.

Unlike GoTo Travel, which was a national collective initiative, the Japan Domestic Travel Subsity is organised on a prefecture-by-prefecture basis.

Therefore, the start date can also be after 11 October, starting with those prefectures that are ready.

The end date is also set for the end of December (most prefectures have set to end on 20 December), but it is up to each prefecture to decide whether or not to extend the date.

Please note that some of the contents may differ from prefecture to prefecture.

The discount is 40% off the price of a trip (maximum per person per night: 8,000 yen for overnight travel with transport, 5,000 yen for others).

Along with this, you will receive a regional voucher worth 3,000yen for weekday use and 1,000yen for holiday use. These regional vouchers can be used at restaurants and other local businesses in the travel destination.

For day trips, you can get 40% off with maximum 5,000 yen support per person, along with regional voucher for 3,000yen for weekdays and 1,000yen for weekends.

The discount is valid for up to seven consecutive nights per trip, with no limit on the number of times the campaign can be used.

The programme will be implemented from 11th October to 20th December 2022 (starting 20 October for Tokyo). After the new year, the decision on whether or not it will be continued will be based on the infection situation and demand trends.

In order to qualify for the discount, make sure to bring your identification documents such as a driver’s licence. You also need to present proof of three previous vaccinations (an image or a photocopy is acceptable) or a negative result of a PCR test or similar test is required.

In the past, for Go-To Travel, half of the trip price was subsidised up to JPY 20,000 per person per night (35% travel discount + 15% common regional voucher), and the high discount limit made it popular with expensive accommodation. 

It was also pointed out that tourist attractions were crowded on weekends and consecutive holidays. There were talks that the increased human traffic may have contributed to the spread of infection.

Because of these issues, even before taking office, Prime Minister Kishida had launched Go-To 2.0, an evolved approach to infectious disease control, and decided to utilise the vaccine and testing package. The new system was based on the premise of safety and security, with a difference in discount rates between holidays and weekdays to disperse travel demand.

The discount rate and maximum discount amount have also been reduced to avoid concentration on luxury accommodation, and discounts are more generous when using transport operators, to support the recovery of tourism demand from transport operators and rural areas.

The first place was Nara prefecture travel became popular with + 235.6% compared to the previous year. Discounts are given in the form of subsidised lodging and ‘common coupons,’ which can be used at participating retailers, restaurants, and other locations.

[UPDATE - December 13, 2022] - Japan’s tourism agency announced Tuesday that the second phase of the country’s domestic travel subsidy program will begin from January 10, 2023, following a decision to extend the program into the new year.

The subsidy for 2023 will be based on the current National Travel Discount with its implementation dependent on the situation regarding COVID-19 cases. 

Periods of availability for the subsidy will be set by prefectures based on budgets that have been allocated so far, with the program to be closed upon these budgets being exhausted.

The second phase of the subsidy will offer domestic travelers in Japan a reduced form of financial assistance - a maximum subsidy of 7,000 yen per night, down from 11,000 yen under the current National Travel Discount. It does not look like the new subsidy will be available over the New Year holiday period.  

Currently, travel packages that include accommodation and certain forms of transportation are subsidized under the National Travel Discount to 8,000 yen per night. This will be reduced to 5,000 yen from next year. 

The accompanying coupons currently valued at 3,000 yen per night on weekdays will be reduced to 2,000 yen. Weekend and national holiday coupons look set to stay at 1,000 yen per night. 

Next year’s subsidy will be reviewed and potentially adjusted to cope with any sudden fluctuations in travel demand. 

Japan’s current National Travel Discount will run until December 27, 2022 (including check out on December 28), according to the tourism agency.

Japan’s latest domestic travel discount program will start in October, covering up to 40 percent of the cost of travel packages for destinations across the country. 

The National Travel Discount - 全国旅行割 / zenkoku ryokou wari - is scheduled to become available from October 11 and run through to late December this year, according to the Japan Tourism Agency. 

While there are still details about the program to be worked out, the key points of Japan’s latest domestic travel discount, aimed at stimulating travel and tourism following the coronavirus pandemic, as revealed by the tourism agency on September 26 are thus far:

A potential 40 percent discount off domestic travel packages.

Maximum discount of 8,000 yen per person per night on transportation and accommodation packages. (Transportation includes trains, buses, taxis, hire cars, flights, and ferries, among others.)

Maximum discount of 5,000 yen per person per night on packages booked without transportation, for example, when booking accommodation only. 

Coupons to the value of 3,000 yen per person per night for weekdays.

Coupons to the value of 1,000 yen per person per night for weekends. 

Travel subsidy will, in principle, be available in any destination prefecture. 

In order to qualify for the subsidy, travelers will be required to show proof of having received three doses of the COVID-19 vaccine, or be able to show proof of a negative result from a test for COVID-19. 

While the National Travel Discount will be made available for destinations nationwide, in order to encourage travel to more remote areas of Japan prefectural authorities will be given autonomy to opt out of, or determine the duration of, the program depending on the virus situation on the ground. 

In short, the National Travel Discount will afford travelers up to 11,000 yen in support per person per night, in the combination of a direct discount and coupons. 

Japan's National Travel Discount price examples

Local travel agencies are already providing examples of the kind of cost-performance the Japan's domestic travel discount program will offer. 

In one case, prospective travelers are given the example of a three-day / two-night package to Okinawa covering flight and accommodation on weekdays for 40,000 yen. 

Under Japan's National Travel Discount the traveler will be able to take advantage of a 40 percent discount (up to a maximum of 8,000 yen per person per night = 16,000 yen total) so will pay 24,000 yen.  

Staying for two weekday nights means the traveler will also be able to make use of two sets of coupons at a total value of 6,000 yen. 

Another example from a local travel agent presents the case of a hotel stay without transport. 

A one-night / two-day package is presented as 12,500 yen per person during weekdays. The 40 percent discount (up to a maximum of 5,000 yen per person per night) means that the traveler will bear the cost of 7,500 yen, after a 5,000 yen discount. The traveler will also receive coupons to the value of 3,000 yen (for the one night). 

For the sake of convenience maybe, the travel agent in this case has presented examples where the maximum discounts of 8,000 yen / 5,000 yen at 40 percent per person per night are available. 

Let’s say that the hotel package is a little more luxurious, around 40,000 yen for the room per night (with or without meals) which might be more in-keeping with lower-end prices for a 5-star hotel in Tokyo. 

40 percent of the total cost in this case is 16,000 yen. However, this is a package without transport so the maximum discount available to us is still just 5,000 yen per person per night. In which case then, it looks like the traveler will pay 35,000 yen for the room, if traveling solo. They may also be able to make use of the 3,000 yen in coupons at the fancy hotel bar, which would probably cover two drinks.

It’s more likely to be the case that two people will stay in the 40,000 yen-a-night hotel room. In which case, each guest will be afforded the 5,000 yen discount, taking the price of the room down to 30,000 yen, with 3,000 yen in coupons for each guest. A combined subsidy of 16,000 yen. 

If it’s two people staying in a budget hotel of, say, 8,000 yen per night per room, then Japan’s National Travel Discount will comfortably cover 40 percent of the cost: 4,000 yen per person subsidized to the tune of 1,600 yen means the outlay on the room per person will be 2,400 yen. A total outlay of 4,800 yen. Someway short of the maximum 10,000 yen discount available. 

Amidst all the fanfare and controversy that has surrounded the Japanese government’s original Go To Travel program and the prospect of the latest program (originally slated to start in July), another travel subsidy program has quietly remained in place. 

Along with the announcement of the new subsidy, authorities have extended the period of the current prefectural travel subsidy, which covers the traveler’s prefecture of residence as well as neighboring prefectures, until October 10 (until check-out the next day) this year. 

Time is ticking then for those travelers that want to take advantage of their prefectural subsidy before it ends. 

What is the difference between Japan's National Travel Discount and prefectural discount?

While the prefectural subsidy offers a potential discount of up to 50 percent off travel packages, this is limited to 5,000 yen per person per night with coupons worth 2,000 yen per person (per night in the case of hotel plans, or per bus tour, for example).

The discount of up to 50 percent seems to be something of a fluid one. In the case of some prefectures, for example, a hotel stay (per night) priced between 4,000 - 10,000 yen will be eligible for a 50 percent discount, while for stays priced over 10,000 yen the discount be fixed at 5,000 yen (per person per night).

In other prefectures, a stay priced at 6,000 - 7,999 yen per person per night will be eligible for a discount of 3,000 yen, for example. 

What does seem to be clear when comparing the two travel subsidies, is that if the traveler is looking to use one of these subsidies for a more extravagant travel splurge, then the new National Travel Discount would appear to offer the best value. 

How does Japan’s new travel discount program compare to Go To Travel?

It’s been clear for some time now that the new domestic travel subsidy program would not be another Go To Travel , which first launched in July 2020 as an early attempt to stimulate tourism nationwide following the outbreak of the novel coronavirus in Japan. 

While Go To Travel also covered (in principle) destinations across Japan, the subsidy rate on overnight-stay packages (including transportation) - combining flat discount and coupons - amounted to 50 percent. 

Breaking it down, 35 percent of the subsidy was a straight discount off the travel package with a maximum discount of 20,000 yen per person per night. The remaining 15 percent of the subsidy was given in the form of coupons limited to use at or around the destination.

For day trips the discount was limited to 10,000 yen per person.

The Go To Travel numbers didn’t add up, for tourism and accommodation options at the lower end of the budget scale at least.  

The potential savings available through Go To Travel were such that travelers were using the program almost exclusively for splurges on more luxury accommodations and packages. Tourism-related businesses that were really struggling to survive the pandemic were missing out.  

A quick look at the numbers this time around with Japan's new National Travel Discount and it appears to be less weighted in the favor of more luxury operations.  

Details of how the travelers can actually access Japan’s new domestic travel discounts are yet to be revealed. If it’s anything like its predecessor Go To Travel, the subsidies will be available at the point of making bookings with travel agents, tour operators, and hotels who have opted to be affiliated with the program. 

Issuing of the Go To Travel coupons got off to a rocky start, insofar as the coupons were still not ready in time for the program’s launch. When they did become available, the coupons came in either paper or digital form.   

87.81 million people made use of Go To Travel subsidies during its running period from July 22, 2020 through to December 28, 2020, amounting to some 539.9 billion yen in support given, according to tourism agency data.

With the National Travel Discount scheduled to start on October 11, the same day that Japan plans to remove its entry cap and other virus-related restrictions on overseas arrivals, time appears to be short for program organizers to have everything ready. 

Land, Infrastructure, Transport and Tourism Minister Tetsuo Saito was asked about the timing of the program's launch during a press conference following its announcement on Monday. 

“Tourism and transportation-related businesses are suffering greatly. This program will help to bring support to these people so I have asked the prime minister to implement the plan as soon as possible,” Saito told reporters.

“Now that the program is about to begin, we will do our utmost to make it a success.”

“Stay One More Night” campaign (平日にもう一泊)

Running in conjunction with the National Travel Discount the Saito also highlighted the implementation of a “Stay One More Night” campaign. Through this separate campaign the Japan Tourism Agency will work with private-sector businesses in tourism and transportation to develop travel products and services that encourage travel on weekdays as opposed to weekends. 

The agency plans to launch a website as a platform to deliver information about the campaign.

"Wakuwari" event discount

October 11 will also mark the start of the Ministry of Economy, Trade and Industry’s “Wakuwari” campaign which will offer a discount of 20 percent on entrance tickets to events and other entertainment venues. 

The campaign aims to stimulate demand for events related to culture, arts, and sports that suffered during the pandemic.  

Wakuwari is scheduled to run through January 2023, depending on the available budget.

The Japanese government has launched the Go To Travel Campaign to encourage people to travel around Japan from July 22, 2020 onwards. This is a great opportunity to travel cheaply in Japan! This campaign is not for international travelers but only for residents in Japan. So if you already live in Japan, why not go for a trip around Japan with the Go To Travel Campaign? In this article, we will explain what the Go To Travel Campaign is and how to travel cheap with it!

What is the Go To Travel Campaign?

The Go To Campaign consists of 4 different campaigns which will support the industries which have been severely affected by COVID-19 such as travel, food, and entertainment industries, etc. Go To Travel Campaign is one of these campaigns and the government will cover half of the domestic travel costs up to ¥20,000 per person per day (up to ¥10,000 for a day trip) by issuing coupons that are worth 15% of travel costs (up to a total of ¥6,000 per day) and giving 35% off discount on the travel package. There is no limit on the number of traveling with the campaign, so you can repeatedly travel at half-price in Japan during the campaign.

Go To Travel Campaign has been suspended since March 2021 .

Meanwhile, there are alternative campaigns such as the prefectural campaigns which are quite similar to the Go To Travel Campaign. (we will explain it later in this article)

Go To Travel campaign will be resumed as GoTo 2.0 when it’s ready, and the discount rate is likely to change. The discount rate is originally 35 percent of the trip cost (up to 14,000 yen) and comes with local coupons that are 15% worth of the whole travel costs (up to 6,000 yen). ▶See how it works GoTo 2.0, however, will give a 30% discount (up to 10,000 yen) with 3,000 yen (weekdays) or 1,000 yen (weekends) coupons.

At the moment, what we expect for the new Go To Travel campaign is as follows; 

  • More discounts may be applied on weekdays than on weekends
  • It’ll be required the vaccination certificate or certificate of the negative test result to apply for the campaign.

We’ll update the latest information accordingly when the official announcement is made.

Pre-Go To Travel Campaign 2022

From October 11 to the end of December or early January , the government decided to launch a new campaign (全国旅行支援, zenkoku ryoko shien) to encourage people to travel more. During this campaign, you can travel anywhere around Japan with a discount as long as you already got vaccinated three times or get a negative test result on the PCR test.

The prefectural discount offers to the residents of Japan, giving a discount on travel packages and a coupon ticket for local restaurants. It gives you a maximum of 7,000 yen for both a travel package and a coupon ticket (5,000 yen for accommodation + 2,000 yen for coupons).  This discount is valid until September 30th, 2022 , and you can use this discount only in the region you live in. Regions and prefectures that you can currently use Prefectural Discount (as of September 13)

From September 1st, 2022, the Motto Tokyo campaign will resume for Tokyo residents. If you plan for an overnight trip that costs over 6,000 yen, you will get a 5,000 yen discount! For a day trip, if your travel costs over 3,000 yen, you will get a 2,500 yen discount. The Motto Tokyo campaign will be valid until September 30, 2022.

How does the Go To Travel Campaign work?

It is basically a package deal, and the campaign will cover half of the travel costs up to ¥20,000 per person per day. About 70% of reimbursement is an actual discount on the package and about 30% of it is with coupons that you can use for gift shops, restaurants, amusement parks, and transportation.

Here’s how it works;

  • If your travel package costs ¥20,000, you can save half of the cost which is ¥10,000 with the campaign. You will pay ¥13,000 for your trip but you will get coupons with a total value of ¥3,000. With that, you can save ¥10,000 in total.
  • If your travel cost is ¥50,000, half of the costs will be ¥25,000, however, the reimbursement is up to ¥20,000 per day. So you will pay ¥36,000 of the total costs and will get coupons with a total value of ¥6,000. With the coupons, eventually, you can save ¥20,000 in total.

How to apply for the Go To Travel Campaign

Book a package via travel agencies or book the accommodation directly. If you book a package via a travel agency, accommodations and transportation (trains, highway fees, airplanes, buses, etc.) will be included but if you book accommodations directly, transportation will be excluded from the discount. However, we cannot only book your accommodation, as a travel agency we need to sell packages (transportation & accommodation + optional activities). If you are looking to only book a motel I recommend you do this yourself (as this is the cheapest way). Japan to extend travel subsidy program until around June

The Japanese government is set to extend until around June next year its domestic travel subsidy campaign aimed at boosting the economy amid the novel coronavirus pandemic, sources familiar with the matter said Thursday.

The "Go To Travel" campaign will continue beyond its original end date in late January as the government sees the need to keep backing the tourism industry and regional economies, despite recent record numbers of infections and patients with serious symptoms, the sources said.

Prime Minister Yoshihide Suga, a strong proponent of the campaign, said the government will extend the program "based on the infection situation and travel demand," when he attended a meeting on tourism.

The extension will be stipulated in the government's additional economic stimulus package, expected to be approved in early December.

The program, which was launched in late July, effectively covers about half of domestic travelers' expenses.

Recently, however, trips to Sapporo in northern Japan and Osaka in the west have been excluded and residents of the two cities are asked to refrain from using the campaign amid a recent resurgence of coronavirus cases across the country.

Facing a coronavirus resurgence, Osaka Prefecture has decided to raise its original virus alert level from "yellow" to "red," meaning "emergency" and a first since the system was implemented in May, as it asked residents to refrain from nonessential outings from Dec. 4 through 15.

"I would like to officially announce a state of emergency for medical facilities," Osaka Gov. Hirofumi Yoshimura told reporters, signifying how the medical system was on the brink of collapse.

Businesses, which had been asked to shorten operating hours and close by 9 p.m. until Dec. 11, will extend the duration of its request to the 15th. They will receive four extra days of government funding to total 580,000 yen ($5,580).

The government and Tokyo Gov. Yuriko Koike are also asking people aged 65 and older and those with underlying health conditions to refrain from making trips to or from the capital using the scheme.

Tourism minister Kazuyoshi Akaba said Thursday those people who are at a higher risk of serious symptoms can cancel their reservations for subsidized trips without paying cancellation fees if they do so by Dec. 13.

Qualifying for the cancellation fee waivers are trips by visitors arriving in Tokyo and residents departing the capital by Dec. 17, according to the Land, Infrastructure, Transport and Tourism Ministry.

Businesses in the tourism industry will be compensated by the state for 35 percent of travel expenses, capped at 14,000 yen per person per night.

Tokyo, the hardest hit among Japan's 47 prefectures, reported 533 new cases of infections Thursday with the daily figure topping 500 for the second consecutive day. The capital's accumulated number of infections now stands at 42,344.

Japan saw a total of over 2,500 new infections on Wednesday, bringing the nationwide tally to more than 156,000, while severe cases across the country reached a record 497.

The Tokyo metropolitan government raised its virus alert to the highest of four levels last month, requesting that restaurants and other establishments serving alcohol close at 10 p.m.

The ruling Liberal Democratic Party and its junior coalition partner Komeito have been asking for the scheme to be extended until the end of the Golden Week holidays in early May.

As there are concerns that ending the campaign right after the holidays may cause travel demand to plunge, the government is considering keeping the scheme until around June but gradually reducing discount rates.

Under the 1.35 trillion yen scheme, a 35 percent discount is given for hotel and package tour expenses, while an additional 15 percent discount is offered in the form of coupons for shopping and dining at travel destinations.

The overall discount is capped at 20,000 yen per person per night and 10,000 yen for a day trip.

As of Nov. 15, a total discount of 250.9 billion yen was provided for 52.6 million overnight stays under the campaign, which initially excluded travel to and from Tokyo due to a high number of coronavirus cases there. The capital was added to the program on Oct. 1.

The Japan Tourism Agency said coupons for use at travel destinations worth a total of 57.1 billion yen have been distributed as of Tuesday since becoming available on Oct. 1.

Domestic travel subsidy program restarts but with smaller discount

The central government’s subsidy program to promote domestic tourism resumed on Jan. 10 but with a drastically reduced discount rate.

Up to 20 percent of a trip’s cost will be subsidized, down from 40 percent when the national travel program was implemented from October to December.

The discount is capped at 5,000 yen ($38) a night per person for tours that include transportation and accommodation. For day trips or accommodations only, the discount is capped at 3,000 yen per person.

Travelers can also receive regional coupons worth a total of 2,000 yen that can be used at restaurants and shops where they are traveling on weekdays. The coupon amount is 1,000 yen for trips on weekends and holidays.

The coupons are electronic, in principle, and cannot be used for reservations made before Jan. 10.

The Japan Tourism Agency said it has already distributed nearly all of the project ’ s 270 billion yen to almost all prefectures.

The program’s end date differs from prefecture to prefecture. Essentially, it expires when they have used up their budgets.

“The program will continue through the tourist season in spring in some areas,” the agency said.

One concern about promoting travel now is that the number of new COVID-19 cases has reached record daily highs in some prefectures this month.

The agency said it will strike a balance between tourism industry recovery and measures to prevent infections.

“The program will be implemented unless the government issues new restrictions on activities,” an agency official said.

Prefectural governments will decide whether to continue the program or suspend it based on the infection situation in their areas.

“We would like people across Japan to make trips while taking basic measures to prevent infections, such as wearing masks indoors,” tourism minister Tetsuo Saito said at a news conference on Jan. 6.

Japan set to boost prefectural travel subsidy programs

TOKYO -- Japan is expected to extend and expand its prefectural travel subsidy programs to revitalize the tourism industry hit hard by the coronavirus pandemic, but the central government's "Go To Travel" subsidy campaign will remain suspended.

The 47 prefectures' subsidy programs were launched as substitutes for the national "Go To Travel" campaign and are sponsored by local bodies for prefectural residents. The programs had initially subsidized only inner-prefecture travel, but the areas were expanded to neighboring prefectures in November 2021. Since April 1 this year, Japan has been divided into six regional blocs under the tourism initiative, and those who are traveling within each area have been eligible for the subsidies. The central government is subsidizing the cost to local bodies that implement the programs.

The central government is now considering extending and expanding the prefectural travel subsidy programs, which were to end this month, on the grounds that Japan has been seeing the COVID-19 infection situation falling to a moderate level and that the country would officially resume accepting foreign tourists from June 10.

Local governments can decide whether or not to implement prefectural subsidy campaigns and the applicable destination areas, making it easier for them to respond to the true state of local infections. Meanwhile, the resumption of the "Go To Travel" campaign, which had been uniformly implemented across the country, will remain suspended after its resumption was deemed "too early," according to a Japanese government affiliated source.

I certainly hope they apply rules and common sense restrictions to this waste of tax dollars … ie: a maximum limit per person…. Must be responsibly vaccinated and boosted ! Looks interesting, though I suspect there's a catch... there always is ... sadly :(

If not, and that's taken with a HUGE pinch of salt, then this could actually really, stimulate a domestic travel growth.

Foreigners can apply for a Japan Rail pass... but why can't local's do the same ??? Even a Once per Year JRP would help local Permanent residents travel around the place and as such stimulate the regional Economies.

Japan is an incredible place, it's people and surroundings are incredible, it has so much to offer.

I typically disagree with Steven on a lot of what he says. But deriding the specific semantics and not the actual content of his arguments themselves is a little bit unproductive in my opinion.

I find myself referring to "tax revenue" in Japan as "tax dollars" out of habit rather frequently as well. It doesn't matter, because the idea is still the same. And how Japan spends the money collected through taxes is something that should definitely be considered and debated in good faith.

Previous GoTo campaign worked also through booking/agoda/Rakuten travel and Airbnb etc…it took time for it to be setup but once it worked you could take good advantage of it. However at that time border were closed so I wonder how they will manage to check your residency status which may lead to it being more cumbersome hopefully not… because discounting JTB is just getting close to a normal price.

Fantastic way to stimulate domestic tourism. @diagonalslip: You did not have to book through a travel agent last time, just register your reservations on the 'GoTo' website..and no, it wasn't difficult. Turned up and Hotels, they would deduct their bit from final bill and give you a wad of vouchers to spend about whichever town/city you were visiting.

Hotel should not be asking for resident card, and one is not required to be shown.

If the purpose of checking residency is because a subsidy is given to visitors from certain prefectures, then a driver's license is all that is needed for residents in Japan.

Any 5 Star Hotel will always ask for some form of ID if you are NOT in their system already as previous guest or a Loyalty member.

For any adult, Japanese or non-Japanese, who has an address in Japan, ID is not required.

That is true in several countries.

Not Japan, where it is illegal to refuse a room to someone who is a resident in Japan if they do not show any type of ID.

The science is in the vaccine.....there is absolutely and unequivocally ZERO chance of stopping infections...this is now (and has been for a long time) a disease that we can live with, with no need for silly pre-vaccine measures. If you don't wanna use it, that's cool....but let everyone else return to normal.

Japan travel subsidy rollout stunted as firms spend quota prematurely

The government's rollout of a new travel subsidy program aimed at boosting domestic tourism has hit a snag , with some travel-related firms having already spent allocated funds.

Launched on Tuesday, the same day COVID-19 border controls were eased for international arrivals , the program provides the equivalent of up to ¥11,000 ($77) in discounts and coupons per traveler per day . The money can be used for meals, shopping and accommodation expenses.

The program is being implemented through the use of state funds, including ¥560 billion left over from its Go To Travel predecessor, and ¥330 billion from similar existing programs operating at the prefectural level.

Budgets have been allocated to all 47 prefectures, with the amount each receives based on criteria such as local accommodation figures. The prefectural governments then redistribute the funds between local businesses such as travel agencies and hotels to sell their products and services within the scope of the program.

Authorities of Yamagata Prefecture had planned to use the funds they were granted over three months from October through December, but have since decided to divert some of their November budget to this month after local businesses spent all of the government's initial subsidy.

"In some cases, too much funding has been given to local businesses, while estimates for others have fallen short," one government source said, requesting that prefectures redistribute their quota based on past tourism data.

Meanwhile, high consumer interest in the program has overwhelmed some participating travel agencies.

Seanuts, which manages accommodation bookings for around 5,100 hotels and other facilities, said that high traffic caused by a large number of hits to its website led to a system malfunction, leaving customers unable to book, while also possibly canceling existing reservations.

The outage has persisted since Tuesday morning — when the National Travel Discount was launched — and was still unresolved as of Friday, according to Seanuts.

"If sales are strong, the number of businesses that suspend participation in the program could increase further," one local government official said, adding that it could be the case regardless of whether quotas were reviewed.

While the tourism agency has indicated it will continue funding for the program until late December, Chief Cabinet Secretary Hirokazu Matsuno told a news conference Wednesday that the government would "make appropriate additional allocations as necessary."

The new program was initially planned to be introduced in July but was postponed due to the nation's seventh wave of coronavirus infections.

A total of 87.81 million people took advantage of the Go To Travel program from July 22, 2020, until it ended on Dec. 28, 2020, due to a large increase in COVID-19 cases.
