Updated to include information on Civil Unrest, Armed Conflict, Wrongful Detention, Arbitrary Enforcement of Local Laws, Land Mines and Unexploded Ordnance, and the “If You Decide to Travel to Burma” section.

Do not travel to Burma due to  civil unrest, armed conflict, and arbitrary enforcement of local laws . Reconsider travel to Burma due to  limited and/or inadequate healthcare and emergency medical resources, and areas with land mines and unexploded ordnances . Exercise increased caution due to  wrongful detentions .

COUNTRY SUMMARY : The Burma military regime detained and deposed elected government officials in a February 2021 coup d'état. Protests and demonstrations against military rule continue, often on significant dates. The military has responded to these protests by arbitrarily arresting individuals and with the indiscriminate use of deadly force against protesters and bystanders.

The Department of State has determined that the risk of wrongful detention of U.S. nationals by the military regime exists.

The U.S. government has limited ability to provide emergency services in Burma as U.S. government employees must obtain special authorization to travel outside of Rangoon. Dependents under the age of 21 cannot accompany U.S. government employees who work in Burma.

Civil unrest and armed conflict  occur throughout Burma. The level of civil unrest and armed conflict varies significantly between and within states and regions and may change at any time.

Civil unrest and armed violence due to fighting between the military regime and various ethnic groups and militia occur in parts of Chin, Kachin, Kayin, Rakhine, and Shan States, as well as in Sagaing, and Magway regions.

Improvised explosive devices (IEDs) are used in the ongoing armed conflicts, including in the Yangon urban area. From January to July 2023, the U.S. Embassy in Rangoon confirmed an average of fourteen IEDs per month detonated against regime targets in the Yangon urban area, while an average of nine unexploded IEDs were discovered and safely disposed of per month. IEDs used in Yangon urban area tend to be designed for smaller impacts against specific targets. Outside of Yangon, IED attacks against checkpoints and other critical infrastructure have been designed for larger impact.

While land mines and unexploded ordnance (UXO) exist throughout Burma, the greatest concerns are in the areas of Shan, Chin, and Kachin. The locations of landmines and UXO are often not marked or otherwise unidentifiable.

The military regime arbitrarily enforces local laws , including carrying out  random and wrongful detentions of U.S. citizens without due process . U.S. citizens traveling or residing in Burma may be detained without access to U.S. consular services or information about their alleged crime.

U.S. citizens and other foreign nationals are not exempt from prolonged interrogations and extended detention without due process of law. Local law enforcement officials may detain and/or deport U.S. citizens for speaking out or protesting against the military regime, including on their personal social media accounts, and for sending private electronic messages critical of the military regime. Facebook and Twitter are banned in Myanmar; police have sought bribes from individuals using a VPN to access social media sites even though VPNs are not officially illegal.

Burma has  limited and/or inadequate healthcare and emergency medical resources due to critical staffing shortages in the public sector health workforce. Importation of medical supplies, including medicine, into Burma is not consistent and medical prescriptions and over-the-counter medicine may not be available.

Entry, Exit and Visa Requirements

Since the February 2021 coup, Burma’s military regime controls travel to, from, and within Burma. To enter Burma, you must have a valid passport with at least six months’ validity remaining and a valid visa. You should apply for your visa at a Burmese Embassy or Consulate abroad before you arrive in Burma. Inside the country, you will be required to show your passport with a valid visa at all airports, train stations, and hotels. Security checkpoints are common outside of tourist areas. COVID-19 Vaccination Certificate and Negative Test Results are no longer required for the entry. Travelers are still required to show documentation for COVID-19 medical insurance AND a completed Health Declaration Form. The Myanmar Insurance website has additional information.

Visa Information: Burma's eVisa program allows tourists and business travelers to apply for a visa online rather than physically applying at an embassy or consulate:

  • You are generally notified within a few days whether you have been pre-approved for a visa.
  • You must present the approval letter at Immigration when you enter Burma.
  • Once you are approved for the visa, the visa needs to be used within three months.
  • Apply at:  Myanmar eVisa (Official Government Website) .  Be aware that non-official websites may be fraudulent; beware of scams.

Military Travelers: Active-duty U.S. military personnel are not authorized to travel to Burma.

Burma has a  visas-on-arrival program  for certain business travelers. The program is available only to those with a formal letter of invitation from a business registered with the Burmese Ministry of Commerce, NOT to tourists.

There is also a meditation visa for visitors planning long-term studies at monasteries and meditation centers.

The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to or foreign residents of Burma.

Safety and Security

Messages regarding security-related events are posted on the  Embassy’s website .

Fighting between the Burma’s military forces and ethnic armed groups and militia forces continues in border regions, including parts of Kachin, Kayah, Kayin, Shan, Rakhine, and Chin States, and as well as in Sagaing and Magway in the center of the country. Travelers should avoid travel to these areas.

The destinations frequented by most U.S. citizen visitors, including Rangoon, Bagan, Ngapali Beach, Naypyitaw, and Mandalay, are not currently affected by this fighting, but the security situation can change quickly. See our Travel Advisory for more information.

Land mines and unexploded ordnance:  Conflict-affected areas are of greatest concern, particularly areas of Shan, Chin, and Kachin States. The location of landmines is often not marked or otherwise identifiable.

The regime’s Ministry of Hotels and Tourism publishes information on restricted areas.

Due to travel restrictions placed on U.S. diplomats by the de-facto authorities, our ability to assist U.S. citizens affected by incidents in remote and/or conflict-affected areas of Burma may be limited.

Crime:  Crime rates in Burma, especially involving foreigners, are lower than those of many other countries in the region. Nevertheless, the crime rate has been increasing, particularly home burglaries and petty crime. Violent crime against foreigners is rare, but there have been incidents involving attacks by taxi drivers and muggings. Citizens are advised to take particular care when taking taxis late at night.

Domestic Violence:  U.S. citizen victims of domestic violence may contact the Embassy for assistance.

Disaster Preparedness

  • Cyclones and Tropical Storms:  Cyclones may occur in two, three-month seasons peaking in May and November, respectively, during which travel conditions may deteriorate significantly. In addition, intense rainfall and squalls may occur during the rainy season (approximately June to October annually). Travelers are encouraged to prepare for cyclone emergencies and monitor local news stations when cyclones are forecast. The Myanmar Department of Meteorology and Hydrology has a color-coded system for storm systems: red for storms approaching landfall in Burma, orange for storms moving towards Burma, yellow for developing storms, and brown for current storms. Tourism:  The tourism industry is unevenly regulated, and safety inspections for equipment and facilities do not commonly occur. Hazardous areas/activities are not always identified with appropriate signage, and staff may not be trained or certified either by the host government or by recognized authorities in the field.  In the event of an injury, appropriate medical treatment is typically available only in/near major cities.  U.S. citizens are encouraged to purchase medical evacuation insurance .  

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned.  Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities prior to practicing or operating a business.

Arrest Notification:  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy immediately.  See our  webpage  for further information.

Should you be detained, especially outside of Rangoon, we may not be able to assist quickly.

Law enforcement officials do not routinely notify us of the arrest of U.S. citizens, and prison officials have been known to obstruct regular access by consular officers to U.S. citizen detainees.

Dual Nationality: Burmese law forbids Burmese citizens from possessing dual nationality. On occasion, Burmese authorities have detained and pursued criminal proceedings against Burmese-Americans who have returned to Burma on U.S. passports and who have had in their possession evidence of Burmese citizenship, such as a National Registration Card.

Tourists Must Reside in a Registered Hotel or Guesthouse:  Burmese law requires that foreign tourists reside in registered hotels or guesthouses. Criminal penalties, including multiple years of imprisonment and deportation, apply for non-compliance.

Illegal drugs  carry severe penalties. Expect long jail sentences under harsh conditions, heavy fines, or even execution for possessing, using, or trafficking in illegal drugs.

Insulting Religion:  Under Burmese law, insulting religion is a prosecutable offense. ‘Insult’ is a very broad term that could include tattoos or other religious representations in a non-religious context.  Images of the Buddha can be particularly sensitive. In 2016, a tourist was deported for allegedly having a tattoo of the Buddha on his leg. In 2020, a Facebook user from Meikhtila who criticized monks on social media was sentenced to over a year imprisonment; two other individuals were arrested for drawing graffiti of a skull wearing a monk’s robe. As in any country, visitors are encouraged to be respectful of local customs when visiting religious sites.

Drones:  Importing unmanned aerial systems (drones) without prior permission from authorities and flying them in sensitive areas can result in criminal penalties, including jail time and the permanent confiscation of the drone. Sensitive areas include government buildings, famous tourist sites, and religious buildings. Because it is rarely clear what constitutes a sensitive area, all recreational use of drones is inadvisable.  Multiple foreigners have recently been detained for flying drones in sensitive locations.

Social Media:  You may be prosecuted for posting negative or derogatory comments on social media, including Facebook, under the 2013 Telecommunications Law, which criminalizes “extortion of any person, coercion, unlawful restriction, defamation, interfering, undue influence, or intimidation using a telecommunications network.” If convicted, you may face a fine and/or imprisonment.

LGBTQI+ Travelers:  Consensual same-sex sexual activity is illegal under section 377 of the Burmese penal code, which has provisions against “sexually abnormal” behavior and entails punishments up to life imprisonment. Laws against “unnatural offenses” apply equally to men and women. These laws are rarely enforced; however, LGBTQI+ persons have reported police using the threat of prosecution to extort bribes. LGBTQI+ activists have also reported allegations of rape by security forces in some cases, arbitrary arrest (for example for loitering), detention, and broad societal and familial discrimination.

Travelers with Disabilities:  Individuals with disabilities should be prepared to face difficulties throughout Burma. Roads and sidewalks are often difficult to cross. Ramps or handicapped-accessible facilities are rare.

COVID-19 Vaccines: The COVID-19 vaccine is available for U.S. citizens to receive in Burma. Some private clinics in Burma offer COVID-19 vaccination programs, including booster shots.  American citizens in Burma seeking vaccination should contact private clinics directly for more information.  The Embassy shares this information as a courtesy but does not endorse or recommend any specific vaccination program in Burma.

Ambulance services are:

  • not present throughout the country or are unreliable.
  • not equipped with state-of-the-art medical equipment.
  • not staffed with trained paramedics and often have little or no medical equipment. 

Given the above information, injured or seriously ill travelers may prefer to take a taxi or private vehicle to the nearest major hospital rather than wait for an ambulance.

Most medical facilities in Burma are inadequate for routine medical care. If you are seeking medical care in Burma, you will be asked to pay cash for all health care services and medicines before receiving care; credit cards are not accepted in most health care facilities and insurance will not be billed. Adequate Emergency Medical Services including ambulance care is not reliably available. Patients who are admitted to public hospitals typically need a family member or friend to assist them with care in the hospital, and food and medical supplies must be purchased for use in the hospital. Few medical personnel in Burma are trained to U.S. standards.

U.S. citizens needing urgent medical care have been denied treatment at public hospitals due to a lack of funds.  In an emergency, you would likely need to be medically evacuated to a hospital outside Burma . Medical evacuation from Burma is expensive and is most often transacted in cash, therefore medical evacuation insurance is advised.

We do not pay medical bills.  Be aware that U.S. Medicare/Medicaid does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. We strongly recommend  supplemental insurance  to cover medical evacuation (see above).

Medication:  Many pharmaceuticals on sale in Burma are counterfeit or adulterated, or may not be available. Travelers should consider Burmese pharmaceuticals generally unsafe to use and should bring their own medications for the duration of their stay in Burma.

If traveling with prescription medication, check with these authorities to ensure that the medication is legal in Burma.  Always carry your prescription medication in original packaging with your doctor’s prescription.

Travel and Transportation

Road Conditions and Safety:  Rangoon's roads are generally in poor condition, and traffic is congested throughout the day. Slow-moving vehicles, bicycles, animals, and heavy pedestrian traffic create numerous hazards for drivers on Rangoon's streets. If you drive in Burma, remain alert to avoid hitting pedestrians. If you are a pedestrian, remain alert even when you believe you have the right of way.

Most roads outside of Rangoon have one to two lanes and are potholed, often unpaved, and unlit at night.  Many of the truck drivers traveling between China and Rangoon reportedly travel under the influence of methamphetamines and other stimulants. Drunken and/or drugged drivers are common during the four-day Buddhist water festival in mid-April.

Driving at night is particularly dangerous. Most Burmese drivers do not turn on their headlights until the sky is completely dark. Many do not use headlights at all. Many bicyclists use no lights or reflectors.

Roadside assistance and ambulances are generally unavailable.

Traffic Laws:  Vehicles drive on the right side as in the United States, however, a majority of vehicles still have the steering wheel positioned on the right. The “right of way” concept is generally respected, but military convoys and motorcades always have precedence. Vehicles generally lack seat belts. Child car seats are unavailable.

Most accidents are settled between the parties on site, with the party at fault paying the damages. In the event of an accident with a pedestrian, the driver is always considered to be at fault and subject to fines or arrest, regardless of the circumstances.

Aviation Safety Oversight : As there is no direct commercial air service to the United States by carriers registered in Burma, the U.S. Federal Aviation Administration (FAA) has not assessed the Government of Burma’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. Myanmar Entry Requirements for Singaporean Citizens

In 2011, Myanmar (once known as Burma) opened its borders to international foreigners from around the world, including eligible citizens from Singapore . Due to this new opportunity of traveling to Myanmar for tourism, or even for business reasons, the government of Myanmar set up an eVisa to visit Myanmar in order to help facilitate this travel demand.

Over 200,000 foreign arrivals visit Myanmar each year , and 120,000 of those travel for tourism. In that sense, Singaporean nationals are eligible to apply for either a Myanmar tourist eVisa or a Myanmar business e-Visa .

Applicants of Singapore no longer need to book an appointment with a local Burma embassy or consulate to receive their visa to Myanmar.

Myanmar eVisa Types for Singaporean Visitors

The Myanmar e-Visa is divided into two main types; the Burma tourist online visa and the business eVisa to enter Myanmar.

Singapore visitors are asked to consider their reasons for traveling to Myanmar before applying as submitting information for the wrong eVisa type to Myanmar could result in entry denial when entering the country.

Conditions of the Myanmar Tourist eVisa for Singapore

The tourist eVisa to Myanmar allows a Singapore visitor single-entry into the country with a maximum permitted stay of 28 consecutive days over a visa validity period of 90 days from the date of eVisa issuance .

If a Singapore visitor exits Myanmar and wishes to later return to the country , they will need to apply for another tourist eVisa to Myanmar .

Myanmar Business eVisa Conditions as Singaporean

The business online visa to visit Myanmar also allows a Singapore visitor single entry to the country. However, the maximum stay under a Business e-Visa to Burma is 70 consecutive days over a visa validity period of 90 days.

Singaporean business travelers have the possibility to extend the Myanmar business eVisa by obtaining a current recommendation letter from the ministry . Singaporeans should contact their local embassy or consulate for assistance with the procedure.

There are various Myanmar eVisa requirements that have been set in place and that all eligible applicants, including citizens from Singapore, must abide by in order to successfully obtain an e-Visa to Myanmar.

Before applying online and traveling to Burma, Singaporeans are required to check and revise these requirements to ensure that they fully comply with the eVisa regulations for Myanmar:

  • A valid Singaporean passport . A copy or scanned image of the biographical page of the passport must be submitted. It must also have a minimum of 6 months’ validity from the expected arrival date
  • A passport-size photo . There are several Burma eVisa photo specifications that need to be met
  • A working email address in order to receive the visa electronically
  • A valid debit or credit card must be possessed by the Singaporean national so that the eVisa processing fee can be paid for at the final stage of the application

These prerequisites are valid to apply for a Myanmar tourist eVisa from Singapore. Now, if Singaporean travelers are applying for a business online visa to Myanmar, they will also need to add the following:

  • A Burma business letter of invitation from the relevant registered company in Myanmar
  • The registration number of the Burma company
  • A certificate of incorporation (for a local company) or a certificate of registration of Branch office (as a Foreign Investment Company)

Failing to meet these entry eVisa requirements could lead to the denial of a Burma electronic visa.

1. RENEWAL /DAMAGE OF PASSPORT

Applicants must bring along their own one photo. Photo-taking services are strictly not available at The Embassy.

  • (It is also required to take the photo at Embassy to be used in MRP Passport)
  • Original and a copy of Passport (Photo page and Observations pages)
  • Tax receipt ( Copy & Original )
  • WP/Spass/EP/PR Card ( Re-Entry Form ) (Original and Copy)
  • List of Households/Birth Certificate/Marriage Certificate ( Original And Copy )
  • Copies and Originals of Passport, IC of your host ( For PR, need to submit with Re-entry Form-7 )
  • He/She needs to submit Student Pass(Original And Copy)
  • If an Applicant is a seaman, It needs to provide CDC (Original and Copy) and Certificate of Completion on Basic Safety Training (4-Tickets)
  • For the applicants who want to change PJ type passport and holders of PJ type passport, it needs to provide copies and original of WP,S pass,EP&PR card with Re-entry Form-7. For the PR, it may need to show IRAS or Company letter.
  • If the applicant is female nationals who married to foreigners , she needs to submit the receipt of the air-Ticket fee deposit SGD$500.

If the applicant can not provide original documents, his/her application will be rejected . Please note that Consular Officer reserves the right to request additional documents as necessary

9. WITHDRAWAL FOR RETURN AIR TICKET DEPOSIT

        This is to inform you that those who have deposited the return air ticket fee can withdraw the deposit under the following conditions:

        i. when the applicant has divorced with the foreign spouse

        ii. when the applicants has already obtained other Nationality

        iii. when the applicants has cancelled stay permit in Singapore and returned to Myanmar for good.

        iv. when the foreign husband of the applicants has died

To withdraw the air ticket fee deposit, the required documents will be as follows:

  • Appointment Letter And Application Form taken by online >> Appointment Link
  • Personal Letter requesting for refund of Return Airticket Fee
  • Original and Copy of Passport and IC Copy of Husband
  • Original receipt of Return Airticket
  • Divorce Certificate(or) Embassy Letter for Renouncement of Citizenship if the applicant has already surrendered Myanmar Citizenship. (or)Death certificate of the husband

Note: (For those who have deposited the Return air ticket fee for over 3 years at the Embassy, they can withdraw the air ticket fee deposit by submitting the following documents:         (1.) Personal Letter requesting for refund of Return Airticket Fee         (2.) IC Copy & Original         (3.) Passport Copy & Original         (4.) Original receipt of Return Air ticket which must be over 3 year periods starting from the date of deposit.         After submitting the applications, the applicants will be informed when she can collect back the air ticket fee deposit. All the applicants need to submit from 9 am to 1200 pm (Mon to Fri)

10. INVITATION OF MONKS

  • Copy of Passport of applicant

  • Buddhist Monk registration ID Card of Venerable monk

11. Notary attestation

  • For Notary endorsement –
  • Notary must be endorsed by the Ministry of Foreign Affairs in Myanmar
  • Notary validity must be within (6) months
  • Notary must include counter signature of Ministry of Foreign Affairs (MOFA) official and official seal of the MOFA , Myanmar.

12. Legalisation of Documents

        Documents issued in Singapore (including Singapore Government documents, corporate documents, business agreements, others) will be acceptable in Myanmar only if they have consular authentication by Myanmar Embassy in Singapore. Each document that will be used in Myanmar must be individually legalized and certified by the Embassy.         Documents will be certified by the Embassy only after it has been completed the following steps:

Step 1)     Notarised by a Notary Public (any law firm offering notarial services) in                 Singapore Step 2)     Certified by Singapore Academy of Law

        Please kindly note that the applicants must bring the individual or Company request letter for legalization.         Submission Time : 9:30 am to 12 pm (noon)         Submission Place: Embassy Information Counter         Collection Time : 3 pm to 4 pm         Legalization fees: S$50 /- for each document, payable by Cash only         Processing Time : 7 Working days

My first course flight (Aor-Kul) was cancelled in the morning, and they asked me to board the night flight hence I need to transit overnight for the 2nd flight (Kul-Myy) that supposed to be on the same day. My experience with the flight was okay. My experience checking in was absolutely terrible. I was told I needed to change my e-ticket number to check in because I missed my flight in PDX. Even when shown the itinerary, they didn't budge and sent me to KLM across the airport. KLM wasn't open until 8pm and my flight was at 7:30pm. Nobody made accommodations in any way to get me to KUL. To add insult to injury, they rescheduled my flight to the very next day, creating a very long layover and did not offer any hotel stay. After this, even worse, I found out later they delayed the first 7:30pm flight to 9:10pm. Meaning, I could have still boarded but they refused to even try to get me on the plane. As a result, I missed a day of work and lost pay for the day. Also, when I went to get my luggage, it wasn't there. It was STILL in Singapore. They had from 5:30pm to 5am to get my luggage onto the plane and they still couldn't get that right. This is the worst experience I've had flying anywhere in the past decade I've been travelling.

MAE SOT, Thailand: Ms Phone Myat Maw is sweaty, tired and worried, pacing up and down the banks of the Moei River.

The 20-year-old is heavily pregnant and due to deliver her first child any day now.

But instead of preparing for labour at home or in a hospital, the Myanmar citizen is homeless and living along the riverbank in the town of Myawaddy, just across Thailand.

Her family had to flee their village when the Myanmar military regime conducted air strikes on Myawaddy during clashes with armed resistance forces.

“While I am running, I am concerned about the delivery as there are no nurses and the hospitals are closed down,” she said.

Her husband, a former construction worker, had lost his job when work stopped amid the conflict. 

“We are afraid to sleep in our home and so we live on the riverbank and spend our nights here. We go back and check on our home from time to time,” the 25-year-old, who goes by the name Shine, told CNA.

“When the fighting breaks out again, maybe the Thais can help us. I would feel safer here (on the Thai side of the border) as Myanmar is not that safe.”

They are one of many families that have made the river, which separates Myanmar and Thailand, their temporary home.

Many feel trapped and helpless – some are unable to cross into Thailand by official means as they do not have proper documents, but they cannot stay in Myawaddy because it is not safe.

Some parts of the river are narrow and shallow, and residents can easily wade across with water levels just up to their shins or thighs.

Since the anti-junta resistance wrested the strategically vital town from Myanmar government troops two weeks ago, the conflict has intensified.

Almost daily bombings and shootings as soldiers launched a counteroffensive to retake the town have left many residents uncertain about their future.

On Wednesday (Apr 24), the Karen National Union (KNU) – the rebel group which led the assault on Myawaddy – said it made a "temporary retreat" from the town.

Although the fighting has eased, Thailand said it is closely monitoring the situation along its border, which government spokesperson Nikorndej Balankura said is “highly uncertain and can change”.

FLEEING MYANMAR CIVILIANS

The spillover effects from Myanmar's political crisis has prompted Thailand to set up an inter-agency committee to monitor the developments and prepare initiatives to handle any problems.

Thai authorities are also putting in place measures to deal with Myanmar civilians fleeing across the border , should clashes intensify.

At least 3,000 Myanmar citizens have sought refuge in Thailand’s Mae Sot border town in the past two weeks. While many have returned home, some have chosen to stay behind as they are still concerned about their safety. 

The committee, led by Thai deputy prime minister and foreign minister Parnpree Bahiddha-Nukara, along with two other key ministers, visited Mae Sot on Tuesday.

Deputy prime minister and interior minister Anutin Charnvirakul said that Thailand is willing to provide humanitarian support to those fleeing from violence.

“For Thai cities that share the border with (Myanmar), we will have to prepare for if something (goes) wrong on the other side,” he told CNA during the visit.  

“If our friends from our neighbouring country (Myanmar) come in to seek safety, we will have to look after them and this is not extra work. We will at least provide safety for our friends first, and deal with other things later.”

BORDER SECURITY

Meanwhile, Thailand is also working to reassure its own citizens that the nation has stepped up border security and will protect its people and sovereignty.

This comes as stray bullets flew into the homes of some Mae Sot residents.

At Thai merchant Busayamas Pukhampan's home, a bullet from Myawaddy was fired into the room where her 72-year-old father sleeps. Luckily, no one was hurt.

“I was lucky the bullet didn’t hit my family members. Imagine, if my nephew was running around in that area (where the bullet came through), It could have hit him,” said the 36-year-old.

“I’m afraid for my own safety. What if more bullets hit my house? My biggest concern is that if more bullets fly over, I will not have a place to live.”

PROPOSED ASEAN MEETING

Although the situation in Myawaddy seems to have quietened down, Thai security forces are remaining alert, patrolling more spots along the border in case tensions flare up again.

Thailand has proposed that the Association of Southeast Asian Nations (ASEAN) convene a meeting to address the latest developments in Myanmar.

“A message (requesting for an ASEAN meeting) has been sent to members two weeks ago. We are waiting for responses,” said foreign minister Parnpree.

“(ASEAN chair) Laos is working very fast on this, but we must wait for answers from the other countries. We will hear from them soon so there could be another ASEAN-level meeting.”

While it is unclear when the meeting will take place, it is clear that Thailand is eager to try and play a bigger role in pushing for more progress in tackling the Myanmar crisis, before it spills over even more across its borders.

Hundreds flee Myanmar border town to Thailand after clashes break out

MAE SOT, Thailand – Hundreds of Myanmar civilians fled to western Thailand on April 20 after clashes broke out between Myanmar military and resistance forces near a bridge linking the two countries.

The Second Thai-Myanmar Friendship Bridge links the strategic border township of Myawaddy and Thailand’s Mae Sot district.

The fighting erupted more than a week after ethnic armed group Karen National Union (KNU) and its allies overran Myanmar military bases around Myawaddy – a key trading hub through which over US$1 billion (S$1.36 billion) of trade passed in the fiscal year ending March.

The military has been grappling with growing armed resistance since seizing power from the civilian government in a 2021 coup. Since October 2023, it has lost control of key territories near the China-Myanmar border to ethnic armed groups.

According to the KNU, troops from the Myanmar military’s Infantry Battalion 275 – whose base had been raided by the KNU and allied groups – had sought refuge in an area near the Myanmar side of the bridge.

This bridge is one of the two linking Mae Sot and Myawaddy through which Thailand had sent its first tranche of aid in March, as part of a plan to create a humanitarian corridor to Myanmar.

Thai Prime Minister Srettha Thavisin posted on X, formerly Twitter, on April 20 that he was “closely monitoring” the situation with concern.

“I do not desire to see any such clashes have any impact on the territorial integrity of Thailand, and we are ready to protect our borders and the safety of our people,” he wrote. “At the same time, we are also ready to provide humanitarian assistance if necessary.”

Thai media outlet Matichon reported that more than 1,200 people fled to Thailand on the morning of April 20 amid bombardment by military aircraft.

Earlier, the KNU said it had blocked the advance of the junta’s reinforcements at the foot of the Dawna mountains in eastern Myanmar.

Even then, locals were on alert for air strikes by the military.

Some Myawaddy residents told The Straits Times that they had sent their relatives over to Mae Sot for safety while they remained on alert in their half-empty Myanmar homes.

Beyond the battles against the junta, locals said they are unsure about the ensuing balance of power in Myawaddy.

Various ethnic Karen armed groups operate in the Myawaddy area. Myawaddy residents said the most visible troops within the town have so far been from the Karen National Army (KNA), a group which had up till January belonged to the junta-aligned Kayin state Border Guard Force.

Accused of shielding and profiting from international cyberscam operations in the nearby district of Shwe Kokko, the group had reportedly pushed back on the junta’s attempt to rein in these activities and declared its independence, renaming itself the KNA.

It is not clear what negotiations are taking place between the KNU and KNA, but speaking to ST on April 19, KNU spokesman Saw Taw Nee described the situation as “a little bit messy”.

Asked if the KNA was running Myawaddy town, he replied: “We cannot clearly say that. We are planning to introduce a KNU administration, but we cannot do that now, as we have to stop the State Administration Council from moving into Myawaddy town.”

The State Administration Council is the name the junta has given itself.

The KNU had earlier issued a statement where it, among other things, promised to “prevent illicit businesses, contraband trades and human trafficking” in Myawaddy, raising questions over whether it would trigger conflict with the KNA.

Some Myawaddy residents had already relocated across the border as a precaution before the April 20 clashes.

Ms Naw Nyimalay, who declined to reveal her real name for security reasons, packed the most expensive items in her clothes shop in Myawaddy and sent them to a friend in Mae Sot for safe keeping.

On April 8, the single mother, who is in her 40s, crossed the bridge to Thailand, hoping to settle in Mae Sot with her mother and two children, who had arrived separately.

Ms Naw Nyimalay took with her 200,000 baht (S$7,400) in savings, but left behind in Myanmar a house, shop and car – all of which she thinks will find few takers given these uncertain circumstances.

Struggling to find a suitable home in Mae Sot, she leased an old wooden house for 5,000 baht a month. It turned out to be haunted, she claimed. When ST visited her, her family had laid out their bedding in the patio.

“We can’t sleep peacefully in the bedrooms, so we are now looking for a new place,” she lamented, but added that there are not many houses to choose from because many Myawaddy residents are also looking for safe havens.

Still, she said: “I choose to stay here and struggle.”

Facing equal uncertainty is Mr Than Gae, whose family of six relocated to Mae Sot one month ago amid fears of air strikes near their village in Myawaddy township.

“We carried some clothes with us, and that was about it. And we buried our pots and pans under our house so that we can use them when we return,” he said.

Their house in Mae Sot is little more than a shack on stilts surrounded by walls of corrugated metal, rented for 1,000 baht a month. Showers are taken in the open, from a barrel of water.

As Mr Than Gae, 36, did not use an official border crossing to enter Thailand, he lies low to avoid arrest by the Thai police when he is not working as a labourer on a Thai construction site.

“Usually, during Thingyan (the Myanmar New Year festival), we would play with water in our village, drink and chat with friends and make donations to temples,” he said.

This year, his family shared a meal and watched updates about the situation in Myanmar on their mobile phones.

While the rest of his family are eager to return home when conditions are safe, Mr Than Gae plans to stay away to avoid being drafted under the conscription programme imposed by the junta in February.

“I worry about that as I don’t want to be a soldier.”
