Who can use a temporary visitor visa, temporary visitors for business.

(1) The visa application form (see Documentation #1 below). (2) A valid passport (see Documentation #2 below). (3) A photo (see Documentation #3 below). (4) A certificate of completion of registration for the ERFS.

Temporary Visitors Visiting Relatives or Acquaintances (*) *Only those who are deemed to have a relationship equivalent to relatives (betrothed or common-law marriage) or those who are deemed to have a need to visit Japan (to attend a wedding or funeral or to visit an acquaintance who is ill).

Documentation

Please be aware that we will decline applications that have incomplete documents. Each Temporary Visitor Visa applicant must submit the following documents: * Consulate General of Japan will not make copies. If you need original documents, please bring the original plus one copy.

  • An application form completed and signed. Blank forms are available at Japanese consular offices. You can also download by clicking on visa application form ( Sample ) in PDF format. Chinese citizens must write their names in Chinese characters, as well as in Roman letters. Korean citizens in principle are asked to write their names in Chinese characters, as well as in Roman letters. Please include your e-mail address and contact phone information. An applicant with an arrest or criminal record must provide a copy of his/her court and/or arrest record (including cases that ended with an acquittal or pardon), along with an English translation of those documents if they are in any language other than English. Even if the case did not go to trial, please provide a letter that explains in detail the circumstances surrounding the arrest. We would like to know about the charges, time served, fees paid, and probation (if any).
  • Valid passport ( original plus one photo copy of the face page) with sufficient space for a visa (This means at least one empty, blank visa page. US passports use the rear pages for amendments, and are not acceptable as blank visa pages ). If you already have a valid Japanese visa in your passport, please include a signed consent form as shown in the sample at this link: http://www.ny.us.emb-japan.go.jp/en/d/Consent.pdf . If you submit a PERMIT TO REENTER THE UNITED STATES or a REFUGEE TRAVEL DOCUMENT issued by the U.S. government, it must have a validity date at least six months beyond the date of visa application.
  • A passport-sized photograph: 2-inch x 1.4-inch photograph on glossy photo paper taken within the last six months with plain background. Photograph may be attached to the application form with glue (not tape or staples) or you may submit the photograph unattached.
  • Green Card or valid I-94 and U.S. resident visa to re-enter the United States (F or J visa holder must show an I-20 or DS-2019 with the valid signature of an appropriate official in order for re-entry). If you will be entering a third country after leaving Japan, you must show a valid visa to enter that country (or a national passport of that country). We ask that all applicants submit their original immigration documents (green card, I-20, etc.) or a NOTARIZED copy of the documents. * Please note: In principle we do not accept an application from B-1 and B-2 U.S. visa status holders.
  • A confirmed reservation record of your round-trip flight to/from Japan. An e-ticket or print-out from a travel agency, airline or travel website is acceptable. The print-out should include: -Your name. -Your confirmation number/record locator. -Your airlines, flights and all departure and destination cities. -Your complete round-trip flight itinerary, starting and ending in the US. This should include all of the countries you are visiting other than Japan, if applicable. * Please note: We do not require the purchase of tickets, but we do require a confirmed reservation. We are not responsible for tickets which may be unusable due to the delay or denial of a visa. For those with non-revenue ticket holders: a) Actual Non-Revenue ticket (original plus copy of all pages), plus a printed entire flight information from the airline company b) A copy of the employee ID of the airline employee who obtained the flight coupon, or a letter from the airline proving the employee works for the airline, and that the applicant is authorized to use the non-revenue ticket
  • If traveling for BUSINESS, original letter from applicant’s company signed by an authorized executive officer, on company letterhead, stating: a) applicant’s position in the company, duration of employment, and monthly or annual salary b) nature/purpose of visit in detail c) dates/duration of stay intended d) contact person, company name, address and phone number of business contact in Japan e) guarantee of financial support during applicant’s stay in Japan and return transportation from Japan * Additional documents may be requested during the course of examination.
  • If going to attend a CONFERENCE, conference brochures plus a paid registration form and invitation will be required. In addition, a letter from the home institution/company giving the circumstances of the trip as in 6.a ) ~ 6.c ) from the visa applicant’s home institution/company, plus the applicant’s financial resources such as listed on 8.a) will be required.

Guide to the ERFS Certificate

The current pandemic had caused the Japanese government to put heavy restrictions on traveling and staying in Japan. This has more or less forbade any new entry into Japan for over a year. The good news is that the Japanese government has eased its travel restrictions starting from March 1st. However, this is not without its own caveats – all foreigners must complete the new “ERFS” in order to enter Japan.

What is the ERFS?

ERFS stands for the Entrants, Returnees Follow-up System (入国者健康確認システム / nyūkokusha kenkō kakunin shisutemu ). This is a new COVID tracking / follow-up system developed by Emergency Assistance Japan for foreigners entering Japan. The ERFS is completely online, therefore any foreign nationals can complete it with the assistance of a sponsor within Japan (more on this later). Finally, this procedure is required for both short-term (less than three months) and long-term stays. However, since more new foreign nationals enter Japan through the short-term stay method, this is what we’ll be discussing for the rest of the article.

Do I need to get an ERFS certificate?

In most cases, yes, you will need an ERFS certificate if you are entering Japan with a new visa. This is because the Japanese government wants to make sure they’re not letting too many people into the country at once. They also want to be certain that all foreign nationals entering Japan are accounted for and have Japanese organizations receiving them once they arrive in Japan. There were cases where foreigners who had entered Japan with special permits broke certain COVID rules which resulted in small outbreaks. The ERFS system was created, in part, to remedy this situation.

People who don’t require ERFS

You won’t need an ERFS certificate if You have a valid re-entry permit. This only applies to those who already have a status of residence in Japan. 

That being said, when traveling to and from Japan, the COVID quarantine measures remain the same for everyone whether they are new entries or returning to Japan. 

Depending on whether you have the booster vaccine shot or not. Your quarantine period may vary from none at all to around 7 days of self-quarantine. Click here to check the latest update from the Ministry of Foreign Affairs on the latest border measures.

Do I not need any of the other supporting documents?

You will still need your usual visa documents along with your ERFS certiificate in order to enter Japan.

Who can be my ERFS certificate sponsor?

Any company or registered business within Japan is allowed to sponsor the ERFS certificate for foreigners. Though it is a little more difficult, anyone who is self-employed in Japan is also allowed to sponsor your ERFS certificate. While it is common that your ERFS certificate sponsor is also your visa sponsor, there are also cases where they can be different organizations. Therefore, even though almost any company can be an ERFS sponsor, almost no one would offer this without also sponsoring your visa as well.

How does the ERFS application work?

There are two parts to complete for the ERFS for your short-term stay in Japan. First, you’ll need a guarantor that will sponsor your stay throughout the time you’re in Japan. If you enter for work this would be the company you will be working for; if you are coming to study in Japan this would be the institution you are attending. 

STEP ONE: The first part of this application is to be done by your guarantor. They must apply for a guarantor login ID under the ERFS. This will grant them access to the ERFS system. That’s the first part of the process.

STEP TWO: After your sponsor has registered on the ERFS, the next step is for you to provide the necessary information such that your guarantor can fill in your information in the system. 

You’ll need to provide the following to your ERFS sponsor: 

  • Your name (the exact name on your passport) 
  • country code (you can find your 3 digit iso code with this site)
  • your date of birth 
  • your passport number (exactly the same as your passport) 
  • the address you’ll be staying at during your time in Japan

Submitting and finalizing your ERFS application

With all the information filled in by your guarantor, they will now submit your request through the online system. Next, your guarantor will get a digital receipt certificate which they have to send to you. This will be the proof that you (and your guarantor) have completed the ERFS. 

That’s it for the ERFS! Although in addition to this system you’ll also need to complete the usual visa application process (Certificate of Eligibility, list other parts here) and have the respective documents ready as well. So don’t rephrase this on completing this procedure first.

How long does it take to complete the ERFS process?

Once your sponsor has filled in the required information to register for a login ID, it will take around 1 to 2 business days for the government to issue the login credentials to your sponsor. After that, you only have to provide the necessary information (mentioned in the previous section) to your sponsor. They will have to fill in the application and your ERFS certificate will be issued 10 minutes after filling out the application form. 

Please note that your sponsor will still have to manually send the digital certificate to you. Therefore, it might take longer for you to actually receive the certificate depending on your sponsor.

Do I need to renew the ERFS with my visa?

No, you do not. Unless there are changes to any of the information you’ve declared on the ERFS certification then no changes are needed even if your visa situation has changed. 

Based on the information you filled in on your application, the only thing you’ll have to be careful about is your passport number after renewing it (which might or might not change based on where you’re from). So make sure to double-check before giving it out to your sponsor.

How to fill in the ERFS system

This section is mainly aimed at organizations who want a brief rundown on how to apply and fill in the ERFS system. The Ministry of Health, Labor, and Welfare actually have a great step-by-step guide through the whole process (albeit only in Japanese). Click here for the official guide on the ERFS system.

For an English rundown of the application process, here's a screenshot of the application page and we’ll give a brief explanation of what to fill in for each column:

  • 受入責任者法人番号 ( ukeire sekininsha hōjin bangō ) / Corporate number for the sponsoring organization (find it here )
  • 水際対策措置代替法人番号 ( mizugiwa taisaku sochi daitai hōjin bangō ) / Border measures alternative corporate number (find it here )
  • 受入責任者名称 ( ukeire sekininsha meishō ) / Name of sponsoring organization
  • 受入責任者担当者名 ( ukeire sekininsha tantōshamei ) / Name of person in charge of sponsorship (E.g Personnel Department Manager it’s a company and your name if you're self-employed)
  • 受入責任者担当者メールアドレス ( ukeire sekininsha tantōsha mēruadoresu ) / Email address of the person in charge of the sponsorship
  • 受入責任者担当者メールアドレス(確認用) ukeire sekininsha tantōsha mēruadoresu ( kakuninyō ) / Email address of the person in charge of the sponsorship (for confirmation)
  • 受入責任者担当者電話番号 ( ukeire sekininsha tantōsha denwa bangō )
  • gBizID if you have one. Find out more here (Japanese site)
  • 委任状等 ( ninjōtō ) / Authorization letter if you’ve hired a lawyer to apply the ERFS ID for you
  • その他必要書類 ( sonota hitsuyō shorui ) / Any necessary documents to upload if you’re self-employed (usually proof of your employment status)

After filling in all the necessary information and clicking apply you will receive an email to confirm your application. After 1 to 2 business days you will receive another email with your ERFS ID and password if the application is successful. 

Now you’ll have to log in to file for an ERFS certificate for the foreigner coming into Japan. Consult this article on how to fill in the ERFS certificate application (the site is Japanese but Google Translate works quite well, any new English guide will be updated here).

Is there anything that would disqualify you from getting the ERFS certificate?

No, nothing would disqualify you from getting the ERFS certificate. However, you will get questioned or even deny entry if you filled in your personal information incorrectly. So please check whether the information on your ERFS certificate is correct before coming to Japan.

Is my ERFS certificate valid if I change my flight and decide to come to Japan later?

Since there’s no expiry date for your ERFS certificate, your ERFS certificate is still valid as long as you’re sticking with the same sponsor. However, if there is a change in your accommodation in Japan, then you will have to contact your sponsor to issue a new ERFS certificate.

What happens if I give the wrong personal information to my sponsor?

Say you have forgotten to check whether the information you gave is correct and there’s a small mistake on your ERFS certificate. Don’t panic! All you have to do is to contact your sponsor again and have them issue a new ERFS certificate with the correct credentials. It only takes around 10 minutes for the system to issue another digital certificate so this is not a difficult fix. Though we recommend that you double (or triple) check the spelling of everything before you submit!

Why can’t I apply for the ERFS myself?

Because a company / sponsor can only have one account at a time under the ERFS system. All foreigners who are sponsored by a company will be issued their certificate under the same ERFS system account. This means companies would naturally like to keep you from peeking into other people’s applications. Although it is possible for you to fill in and issue the certificate yourself if your sponsor is willing to divulge its ERFS login credentials with you.

What do I need to prepare for the ERFS certificate application?

While we’ve mentioned this briefly in a previous section, here’s the concise version of the information you will need to send to your sponsor:

  • Full Name as shown in your passport
  • Date of birth
  • Passport Number ( exactly the same as your passport! )
  • Nationality ( as shown in your passport )
  • Address of the accommodation during your time in Japan
  • Name of the accommodation (hotel / building name)

Your sponsor will then fill in the rest of the required credentials. After that, you should receive a PDF version of your ERFS certificate from your sponsor. Although you can show the digital version of the certificate to customs when you arrive, we’d advise you to have a physical copy printed out as well.

Note that aside from the ERFS certificate, you’ll also need to prepare all the necessary documents based on the visa you’re entering with. Usually, this will be your Certificate of Eligibility (among other things) for short-term stays. Make sure, not to focus just on the ERFS certificate and forget everything else!

What happens if I don't stay with the company or school that provided my ERFS certificate?

Say you have changed your mind or the sponsor of the ERFS certificate is no longer willing to give you your documents. Evidently,  you will have to find a different school / company that is willing to sponsor your ERFS certificate. However, because the organization that sponsors your ERFS certificate is also the one that is responsible for sponsoring your visa, you will ultimately need to find a new visa sponsor.

Since Japan Switch sponsors the ERFS, you will not have to worry about your ERFS as long as you’re a student. 

Do I need to keep my ERFS Certificate after the customs check?

No, after going through Japan’s customs then there’s no need to keep your ERFS certificate. This is because the ERFS certificate is only used to show you have registered on the ERFS system to the customs. After showing the certificate to the customs, the ERFS system will handle the rest. We recommend you keep a copy for your records but you will not need to present it again.

Does the ERFS certificate have an expiry date?

Once your ERFS certificate is issued, you’ll notice that it has no expiry date. That’s because it doesn’t! The government is quite loose on when you and your sponsor have to apply for the certificate. However, because your Certificate of Eligibility usually lasts for only 3 months, you’re still on a timer in terms of when you can enter Japan. Speaking of which:

You will still need your Certificate of Eligibility

Keep in mind that the ERFS certificate is only a letter of guarantee to the government that you and your sponsor would follow any COVID restrictions and check-ups. This is not the same as your Certificate of Eligibility, which you will need regardless of the pandemic. The Certificate of Eligibility is a document that basically describes you have met the conditions for landing in Japan and the activities you're engaged in are approved by the Japanese government. This is the most crucial document for your entrance to Japan as you’ll need it to obtain your first residence card . Furthermore, based on the visa types you’re entering Japan with, your period of stay might also differ.

While there are technically 7 visa types in Japan, most foreign nationals entered through one of the following 4 visa types - Professional visa, Working visa, General visa, and Specific visa. Here’s a quick summary of these visas:

Professional Visa: 

If you have certain outstanding abilities and credentials, (e.g. athlete, experienced researcher, etc.) this will be the visa you apply for. It gives you a 5 years period of stay upon arrival in Japan. Although in this case no one is required to sponsor your visa, thus you’ll have to find an employer who is willing to sponsor your ERFS certificate.

Working Visa:

The most common visa type foreign nationals use to enter Japan. From professors to English teachers to engineers, they all fall under this category. In most cases, this type of visa will need to be sponsored by an employer located within Japan. 

General Visa:

Students of language schools or universities fall under this category. In all cases, you will have some receiving organization in Japan so the ERFS should not present an issue.

Specific Visa:

If you have a spouse in Japan or you’re a spouse of a permanent resident, then you’d apply for this visa. Although with the current regulation you will still need an ERFS certificate sponsor if you wish to enter Japan with this type of visa. 

*Special COVID measures have extended the expiry date of some Certificates of Eligibility (COE), here’s the TL;DR version of the measure:

  • If your COE was issued between January 1, 2020 to January 31, 2022, then it is valid until July 31, 2022.
  • If your COE was issued between February 1, 2022 to July 31, 2022, then it is valid for 6 months from the date of issue

Every sponsor is different

It’s an important point to note since every company / school has different conditions and policies on their ERFS sponsorship. What happens after you land in Japan?

Well it's more or less the same as anybody entering Japan. You will take a COVID test at the airport and if the result is negative, you will either go free or enter self-quarantine based on whether you have taken the booster vaccine shot.

*Side note for those who’ll need to enter self-quarantine: You are now allowed to take public transport from Narita Airport to Tokyo provided that you go directly to your accommodation and have complied with relevant COVID regulations. (link to regulations) You are only allowed to take public transportation within the 24 hours of the initial PCR test you’ve taken at the airport (same for Haneda Airport).

Are there any differences in quarantine measures compared to people who don’t have to get the ERFS certificate?

In terms of actual regulations (i.e. travel on public transportation), they are the same.. However, there are two major differences compared to a normal entry. 

First is that your sponsor will receive a notice if you failed any of the COVID restrictions implemented by the Japanese government. For example, if you failed to respond to any follow-up checks conducted by the Health Monitoring Center for Overseas Entrants (HCO), then your sponsor will receive an email notifying them of your misconduct. Based on the conditions / policies of your sponsorship, this might have significant consequences for your visa in Japan. 

Second is that, since your sponsor is making a guarantee of your visa in Japan, they have a responsibility to manage your behavior in Japan. Therefore, if you’ve breached any of the COVID restrictions, not only you but your sponsor might also get in trouble for sponsoring your visa. In other words, make sure to follow your COVID restrictions/rules and everything will be just fine.

Current COVID quarantine regulations

We’d also thought it helpful to put in a brief summary of the current COVID restrictions for your reference (as of March 1st, 2022):

  • In principle, all foreign nationals who are entering Japan would have to go through at least 3 days of self-quarantine if they have not taken a booster vaccine shot.
  • If you have taken the booster shot and displayed the relevant valid vaccination certificate, then you can walk right out of the airport! No quarantine required!
  • If you have not received your booster shot, then you’ll be required to self-quarantine at home / designated accommodation for 7 days. You can further reduce this to around 4 days by taking a COVID test on the third day and submitting the result to the Health Monitoring Center for Overseas Entrants (HCO)
  • Some additional measures are in place for certain designated countries. Click here to find out whether your country falls within this category.

Final Thoughts

The ERFS certificate is a crucial requirement for any new foreign nationals who wish to enter Japan. However, do not forget that the Certificate of Eligibility is also equally if not more important to your entrance into Japan. So take care of that first before worrying about your ERFS certificate. Finally, while the relaxed measures have allowed more foreign nationals to enter Japan compared to the past two years, it is still way below the number of people Japan used to receive. Japan travel updates (Foreigners traveling to Japan – How restrictive entering country)

Are foreigners allowed to enter Japan? Yes, starting from June 10th, 2022, not only business travelers but also tourist from countries on the “blue list” are able to enter Japan. The number of Japanese traveling abroad has drastically declined since March 2020 due to COVID as well. In December 2019, 1.7M Japanese traveled oversea. The lowest number was April 2020 when only less than 4,000 people traveled. JAL/ANA update of flight operations in COVID-19

Japan Domestic Domestic flight operation of JAL and ANA has recovered to nearly the pre-COVID level. In December 2021, JAL operated 91% of scheduled flight – it was the first time they recorded more than 90% since COVID hit the travel industry. In January 2022, JAL’s operation rate will be 97%. As for ANA, the flight operation in December 2021 is 86% and in January 2022 will be 95%. JAL and ANA also announced the number of reservations made for the New Year holiday. JAL saw 0.98M reservations were made, 84.3% compared to 2019 and 64.8% increase since last year. ANA marked 1.08M reservations, 71% compared to 2019 and 12.3% increase since last year. How to Travel in Japan as a Tourist Since June 2022

Updated with september 7’s measures.

Tourists have been allowed again in Japan since June 10, but under very specific conditions.

Given Japan’s poor communication and the last months’ ever-changing requirements, it seems that the gradual tourism resumption framework is somehow unclear or blurred by older measures. We thus summarized what travelers need to know to take a trip in Japan this summer 2022 and after, under the current requirements.

Students, businesspeople and residents’ relatives whose situations fall under other requirements since March are out of the scope of this article that will only focus on tourists.

📝 General requirements

During his visit in London in early May , Japanese Prime Minister Fumio Kishida promised the reopening of the borders in line with the other G7 countries for June.

Technically, tourists are indeed allowed entry to Japan, but there are specific requirements as explained below:

🛃 Daily entry cap

Since September 7, the daily entry cap in Japan has been raised to 50,000 (it gradually raised since early 2022 in a trend that is expected to continue).

However, it is not really something to worry about .

The limit is indeed on the number of slots allotted to the airlines landing every day in the archipelago. If you bought a flight  ✈️ to Japan, you may land anyway .

That is to say, provided you can find an affordable flight this summer, given the lengthening of flight duration consequence of the war in Ukraine, the flaring up of the kerosene prices due to the worldwide inflation, the staff shortage…and strikes that may occasionally disturb the beginning of the vacations’ period.

📄 Getting a tourist visa

Since March 2020, touristic trips reciprocity in the visa waiver program agreements with several countries in the world has been suspended by Japan, something that the European Union has been recently holding against the country. Even so, Japan resumed visa issuance for tourism purpose from 2022, June 10.

However, a travel agency based in Japan must act as a sponsor for any touristic trip . The agency must declare each of their travelers beforehand through the Japanese immigration’s ERFS system, in order to get a PDF authorization called " UketsukeZumisho ".

Then, prospective travelers must go - generally in person – to their nearest Japanese Embassy or Consulate with the following documents to apply for a visa:

  • This filled-in form ;
  • An ID photo ;
  • Their passport;
  • The " UketsukeZumisho " authorization received from the travel agency;
  • Cash to pay the visa fee; and,
  • A lot of patience (the wait can last several hours even with an appointment).

They must make sure to book their appointment at the embassy leaving enough leeway to complete the whole process.

Naturally, the documents list is non-exhaustive and details for application are to be checked with the Japanese Embassy or Consulate in your area. Make sure to book your appointment as soon as possible as the earliest date available may be scheduled several weeks later.

Afterwards, the passport stamped with a tourist visa is usually returned in about 5 working days (timelines may vary depending on the area).

🏥 Health insurance

Travelers must subscribe to their own health insurance that must cover medical costs in case of hospitalization due to a severe form of Coronavirus  🦠 .

Many clients who pay at least a part of their reservation with a bank card  💳 (especially the "Gold" or "Premier" holders) may already have such a coverage, but each traveler is advised to check the conditions of their insurance contract.

If not covered, subscribing to a third-party insurance is mandatory and fortunately not that expensive. Kanpai suggests several reliable companies here:

👃 PCR test before departure

In the same way as to travel in many other countries in the world, it is still mandatory for travelers aged 6 years and older to get a negative Covid test before departure , regardless of their vaccination status. The test must be made at the earliest 72 hours before the departure of the flight for Japan .

Important notice : you must fill in this specific certificate and submit it to the Japanese immigration (a physician’s signature or a laboratory stamp are not necessary anymore to validate it).

The PCR test is not required anymore since September 7th to flight to Japan, but only for travelers who received their three vaccine doses (being infected with Covid is not considered being vaccinated). The authorized vaccines are:

  • Comirnaty (Pfizer)
  • Spikevax (Moderna)
  • Vaxzeveria (AstraZeneca)
  • Jcovden (Janssen)
  • Nuvaxovid (Novavax)
  • Covaxin (Bharat Biotech)

💉 No mandatory vaccine or quarantine

Japan includes the United States, Canada, and the United Kingdom (98 countries in total) in its blue countries list. Therefore, travelers who stayed in these countries during the 14 days-period prior to their arrival on the archipelago do not need to be vaccinated to enter the country (see the PCR test information above). Moreover, they don’t need to be quarantined .

If your country happened to be downgraded to the yellow countries list (which is not impossible considering the recent BA4/BA5 variants wave, even if Portugal went through it without being demoted from the blue countries), only triple-vaccinated travelers would be exempted of quarantine . For the others, 3 to 7 5 days of isolation in a hotel  🏨 could be required depending on the results of a PCR test after 3 days.

📲 App to download

Each traveler arriving in Japan must have their own smartphone  📱 and download the Japanese government’s app " MySOS " .

The " Fast Track " system has the additional advantage to fill personal information beforehand in MySOS such as:

  • Passport number;
  • Vaccination certificate, and more importantly;
  • A negative test certificate.

It helps save time with the arrival procedures at the airport: Tokyo -Narita, Tokyo-Haneda, Nagoya - Chubu , Osaka - Kansai , Fukuoka , and recently Naha ( Okinawa ), Sapporo New Chitose ( Hokkaido ), Sendai, Hiroshima and Takamatsu.

The renting of a Pocket Wi-Fi to be permanently connected to the internet  📶 in Japan is all the more necessary.

👨‍👩‍👧‍👦 Group Individual travel

That is the most confusing point. From May 24 to June 4, the Japanese government conducted test package-group tours from various countries, but this test period is now over.

There is no limit (minimum or maximum) anymore regarding the number of travelers : you can travel alone, in couple, with family or friends, regardless of the number of travelers.

Entering a package group tour is not mandatory ! Some travel agencies may offer this kind of service to compensate for the shortage of guides or to make the cost of the guide more affordable (see below) but it is not a condition required by the Japanese government.

🚶 Planned itinerary

Your trip must, to a certain extent, be planned and organized by a travel agency . While travelers could book their flights and hotels themselves between June 10 and September 7, it is now required to go through a travel agency (staying at relatives’ homes is therefore not possible).

Moreover, the whole country is accessible to sightseeing and there is no longer any prefecture restriction, and you can naturally benefit from the famous JR Pass to travel in Japan at an affordable price.

The itinerary is not planned with compulsory visits or schedules to follow! If a travel agency tries to impose such travel and if it does not suit you, feel free to check other travel agents.

😷 Face mask and sanitary guidelines

While wearing a face mask  😷 outdoor is not recommended anymore in Japan since May 14, most of the Japanese population is still wearing it.

As for tourists, according to the Japan National Tourism Organization and Health Minister's guidelines , the mask must always be worn indoor (unless you can keep your distances and do not need to speak!) and outdoor only if you need to speak to someone standing within a 2 meters radius.

Of course, travelers must respect all the other sanitary recommendations (such as washing hands frequently and keeping social distance). It is also recommended to avoid places that are too crowded and the rush hours in transports and restaurants.

🙇🏻 Mandatory guide (only from June 10 to September 7)

In addition to providing the authorization for requesting a tourist visa (see above), the Japanese travel agency is the guarantor of your abiding to these guidelines.

Consequently, at the resuming of international travel, each "group" (from 1 traveler) had to be permanently escorted by a tour-guide , including during meals. Its means there was no leeway for an autonomous trip , except in the hotel room, toilets  🚽 (naturally), and at the onsen   ♨️ .

The guide had to keep records of the visits, transports and restaurants used every day may the Japanese immigration request a reporting in the event of a Covid case.

Naturally, this responsibility and the large working hours of the guide (without any day-off) generated very expensive rates , usually amounting to several hundred dollars per day.

Considering their very limited number, few guides are still available, especially for the traditional touristic peak season.

🗾 When will these restrictions end?

That is THE question in everybody’s mind… to which nobody can answer yet . It is very difficult to find any logic in the decision-making process when taking into account the choices made over the past 2 years.

July 10th’s parliamentary elections are likely key to the evolution of the situation, but it is unrealistic to expect any easing for the next weeks to come.

It is highly probable that the system implemented on June 10th, and modified on September 7th, will stay in place for quite some time . Travel restrictions are gradually eased but no one knows when they will be totally lifted, or which ones will remain, especially the visa and planning with a travel agency requirements.

Depending on the evolution of the sanitary, economic and diplomatic conditions as well as domestic and international pressures, an easing can reasonably be envisioned by the end of 2022.

In the week following the implementation of these measures, only 1,300 authorization requests were made to the Japanese immigration. Many agencies have been taken aback and have been gradually organizing the trips for summer and autumn   🍁 .

Later, the number of 252 entries in Japan for sightseeing purpose between June 10 and 30 was disclosed, 7,903 in July, and 10.826 in August . About 20,000 tourism visa applications have been made for September, and nearly 36,000 for October and later. The top 5 of tourist visa applicants includes South Korea, the United States, Thailand, France, and Australia.

Anyone is free to enjoy this possibility to go (again) to Japan after 30 months of complete closure to tourism, or to wait without knowing until when these restrictions will last.

What is certain however, is that those who have the motivation and the budget to travel in the next months will both benefit from a historically low Yen  💴 (and consequently a high purchase power in Japan, that partially compensates the additional cost for the guide) and a travel exclusivity that will not happen again anytime soon!

How to Enter Japan

Conditions of entry into japan.

Note that ALL foreign nationals need visa at present. To apply for visa, the certificate for completion of registration to the Entrants, Returnees Follow-up System ( ERFS ) which receiving organization located in Japan is necessary.

So, please contact our official travel agency ([email protected]) for ERFS and visa applications.  You can see further information on the registration site including the service fee. Deadline for the visa application is also June 15th, 2022.

Border measures (Ministry of Foreign Affairs of Japan) (As of May 20, 2022)

<UPDATE (as of May 20, 2022)> MOFA (Ministry of Foreign Affairs of Japan) updated information about entering into Japan. Self-quarantine period and place of accommodation after entry into Japan will be changed according to the grouping ("Red", "Yellow" and "Blue" categories) of the countries/regions from June 1st, 2022.

Group "Yellow":  On-arrival test and 7-day home quarantine (or 3-day home quarantine + negative result of a voluntary test) are required, however, those who obtain a valid vaccination certificate are not required to have on-arrival test, home quarantine and other measures .

Group "Blue":  Regardless of the vaccination status of the entrants/returnees, on-arrival test, home quarantine and other measures are not required .

<UPDATE (as of May 27, 2022)> Good news! Grouping of the countries/regions has been announced.

Update: Japan to Relax Its Restrictions for Autumn Travel

How to Enter Japan with ERFS Certification

Update: JGA is no longer offering ERFS, as Japan soon plans to relax its restrictions that require tourists travel on a package tour and apply for a visa (even for tourists from the U.S. and other countries that were visa-waiver countries prior to the pandemic). Japan's relaxed restrictions could occur as soon as October, 2022 and Prime Minister Kishida is expected to make an official announcement “in the coming days,” according to Nikkei Asia .

Need to Enter Japan with ERFS Certification but wish to book your own flights and hotels? For those traveling to Japan within the next 90 days, there seems to be a good solution: Japan Guide Agency, or JGA. It's one of the few that for Entrants, Returnees Follow-Up System (ERFS) certification doesn't require travelers to book a hotel through the agency. There are already tourists in Japan who have received an ERFS certificate from JGA, gotten a Japanese Visa, and been able to enter Japan. Here are the details:

1 Go the JGA ERFS Site to Apply and Pay

Go to the JGA ERFS site , select the number of travelers, then checkout. Note that you'll need to supply the details of your flights to and from Japan, as well as the first hotel you stay at. The hotel will appear on your ERFS. At time of writing, the fee is JPY 30,000 per person (same per person pricing for adults and children, including infants).

After checking out, you'll receive a confirmation of your purchase as well as a tour itinerary to complete. You'll need to complete and return the itinerary to JGA before JGA can issue the ERFS certificate to you, typically the following working day.

2 After Receiving the ERFS Certificate, Apply for a Japanese Visa

U.S. and Canadian citizens may apply for a Japanese eVISA . The site says to allow at least 5 working days, but many have had their visas issued faster. Here's a good summary from Flyertalker seigex on the various status updates that can apply once you've applied for the eVisa:

  • Application Not Made -> You didn't submit your application yet, you need to check the box to the left of the application and then click the orange “[ Application >” arrow on the bottom right of the application list to actually submit it.
  • Temporarily Received -> You've successfully submitted it, there will be an OK next to it saying the basic check has been completed
  • Accepted -> It's been accepted and moved in to the queue for someone to verify it, this took me about 12 hours to see the change, i would suspect yours will change in a few hours.
  • Examined and Passed -> It's pending issue
  • Ready for Issuance -> should be quick (thanks  sensei  )
  • Issued -> You have an eVisa, and you should have an expiration date showing up as well. Soon after this you should be able to download the eVisa, though I've heard you need to be able to pull it up on your phone at the Japanese airport as it has a rotating QR code that needs to be refreshed.
  • Withdrawal Requested -> You requested it to be withdrawn to fix an issue they alerted you about, like no middle name.
  • Withdrawn -> The withdrawal has been completed, this takes about 12 to 24 hours in my experience.

3. Pre-Register on the MySOS Web Site or App Prior to Flying to Japan

As of September 7, 2022, U.S. citizens who have been fully vaccinated and boosted (triple vaccinated) with vaccines approved by Japan do not require a pre-travel COVID-19 test. See Current Japanese Border Measures .

Go to the Fast Track page . Posters have noted that the Web site tends to work better than the app; go to Web Sign Up page to register, the Log In . You'll ultimately need to upload your vaccination certificate and complete the questionnaire and pledge so as obtain the green or blue screen that you'll show at Immigration along with your eVisa and passport, to enter Japan.

My Trip to Japan is in Spring 2023; Can I Apply for an ERFS Now?

No, it's too early, because the ERFS is only valid for 3 months from the date of issue. Those with travel within the next 3 months (or a little more, given processing times) may apply for an ERFS certificate. You'll want to ensure that your ERFS is valid for stay dates in Japan, since Immigration can review ERFS validity at the time of entry into Japan. Also, it's possible that by the time of your future trip, Japan will downgrade COVID-19 from its current status (roughly equivalent to Category 2) such that independent tourists will again be permitted, without requiring ERFS certification or a Japanese host organization.

What If I Need to Postpone My Trip to Japan?

As long as you enter Japan within the validity of the original visa, you can change your dates. But if your postponed trip has you entering Japan after your original visa has expired, you'll need to redo the process of obtaining an ERFS and reapplying for a Japanese visa.

So does this mean no one can enter the country until October?

No, some visitors have already successfully applied for ERFS, received their visa and gone to Japan or will go to Japan using a visa. But for those who haven’t yet applied for ERFS and aren’t traveling until late October or later, we recommend waiting until the official announcement, which should be any day now, so as to know the exact date when individual travel without ERFS or a visa will be permitted.

As a result of this change, visas are no longer required for countries that required no visas before COVID-19, effective October 11. In addition, registration in ERFS is no longer necessary. To apply for a visa, you must submit the required documents for visa application and your hosting organization (JTB, in the case of IROS2022)’s certificate for ERFS registration to the Japanese overseas establishments in your country/region. Our travel agency (JTB) will contact with the conference registrants if VISA (including ERFS) support is required. The contact will start after 1st August, based on a first-come, first-served basis.

About ERFS (Enters, Returnees Follow-up System):

The ERFS is a new system required to abide by the quarantine measures and report their whereabouts and health condition through the ERFS system.

About the visa type:

Our travel agency (JTB) could help you and your accompanying persons apply for business visas after you pay the visa application fee in their registration system. The visa allows you and your accompanying persons to stay in Japan for 90 days, fully covering the conference period. Please contact JTB if you have other requests about visa applications.

About the payment :

The visa application costs charged by JTB could include paperwork and ERFS registration carried out by JTB staff. They will contact you (by email) for basic information, examine and update your data, and return a list of materials ready to be submitted to your local Japanese oversea establishments. We have been notified by some of our IROS participants that the local Japanese embassy/consultants could need different paperwork. We advise you to contact the Japanese embassy/consultants in your region before requesting the paperwork from JTB.

We have also been notified that the local Japanese embassy/consultants charge extra costs for issuing visas. We, the IROS2022 organizing committee, thus share this information. Please follow the set rules by the Japanese government if such additional visa costs are applied at your local embassy/consultants.

About accompanying person:

We charge registration fees for all accompanying persons and have the following restrictions in issuing Japanese visas to them: 1. Accompanying persons should visit the conference venue as the issued visas are for business purposes. 2. Accompanying persons can access the conference’s exhibitions, competitions, and social events.

However, I won't label the fee as a scam though. Registered local TAs are legally responsible for the tourists and to the local authorities as stipulated.

How to Apply for Japan Tourist Visa?

  • Client contacts Rajah Travel (or any travel agency accredited by Japan Embassy) to book a package tour. The package tour does not only refer to group tours organized by the travel service provider in Japan. It is possible to organize a package tour for a private party (for example, a family of 4), but this customized arrangement will be between Rajah Travel and the travel service provider in Japan.  
  • Rajah Travel coordinates with the travel service provider in Japan about the package tour request. Rajah Travel will request specific documents from the package tour participants as required by the travel service provider in Japan in order to apply for the ERFS.  
  • The travel service provider in Japan registers the package tour participants with the ERFS (Entrants, Returnees Follow-Up System) in Japan. The travel service provider in Japan must be accredited with the ERFS first to proceed with the registration of the package tour participants.  
  • If successful, the ERFS will then provide a "Certificate for Completion of Registration to the ERFS" to the travel service provider in Japan for each participant.
  • The travel service provider in Japan then sends the Certificates to Rajah Travel.  
  • Rajah Travel then applies for the ERFS single-entry tourist visas at the Embassy of Japan in the Philippines. Travel agencies in the Philippines cannot apply for the ERFS tourist visa directly unless acquired accreditation from the Embassy of Japan in the Philippines.  
  •   If successful, the Embassy of Japan in the Philippines will then issue the ERFS single-entry tourist visas and send them back to Rajah Travel.   
  • Rajah Travel then returns the passports with the ERFS single-entry tourist visa to the package tour participants.

Japan reopens at last to international tourists today following a near-complete two-year ban on foreign arrivals.

However, only a select few may go – namely those booked on to private group tours approved by the Japanese government.

Those who are eligible must still test before travel, fill in a health form and wear masks for much of the trip. Meanwhile, individual tourists remain barred from the country.

The Japanese prime minister Fumio Kishida last month confirmed that, from 10 June, international tour groups from certain “blue list” countries including the UK would be permitted entry.

The country’s daily entry cap on tourists has also been doubled to 20,000,

Today’s updated Foreign Office (FCDO) advice reads: “From 10 June, tourists will be allowed to enter from the UK and other ‘blue list’ countries provided they are sponsored and registered on the Entrants, Returnees Follow-up System (ERFS) by an approved Japanese travel agency.”

Travel hopefuls will need the assistance of a Japan specialist tour operator, since the ERFS website is entirely in Japanese.

Once booked on an approved tour, tourists must:

  • Take an approved Covid-19 test within the 72 hours before their flight departure time - this can be a nucleic acid test such as an RT-PCR or LAMP test, or a “qualitative antigen test”
  • Sign a written pledge that commits them to abiding by the quarantine and self-isolation rules and to a number of other requirements
  • Complete an online health questionnaire and obtain a QR code

A full list of valid and invalid Covid test types are outlined here , with the clarification that rapid antigen tests and kits are not accepted.

Previously a bucket list favourite, Japan has retained some of the world’s tightest travel restrictions as the pandemic lingers on.

The country saw 32 million international tourists in 2019, a figure that slipped down to 4 million in 2020 and 0.25 million in 2021.

The government attempted to ease its travel restrictions in summer 2021, before making the decision to close its borders once more in November 2021.

Business travellers, foreign workers and visitors such as entertainers have been allowed into the country only since 1 March 2022, subject to the same strict rules as group tour arrivals.

Speaking in Tokyo in late May , Mr Kishida said: “We will resume accepting tourists on package tours with guides from the 10th of next month.

“Step by step we will aim to accept tourists as we did in normal times, taking into consideration the status of infections.”

Yesterday three of the the country’s biggest business lobbies – Japan Business Federation, the Japan Chamber of Commerce and Industry and the chambers of commerce of the US and other G-7 nations – published a statement urging Mr Kishida to make a more dramatic change to still-strict border rules.

The trio called on the government to restore visa waivers for business travellers, resume individual tourist travel and eliminate the cap on daily international arrivals, among other measures.

“These additional steps will help to ensure that Japan’s entry policies are better aligned with those of G-7 partners and will contribute to a more rapid recovery of Japan’s economy,” said the organisations.

Seino Satoshi, president of the Japan National Tourism Organization (JNTO), said: “Despite the pandemic, we have worked with people in inbound tourism to prepare for its recovery.

“We will welcome the return of international tourists to Japan as the first step in the recovery of inbound tourism.”

Because of the sheer volume of applications, the Japanese Embassy doesn’t accept direct or walk-in applications, except in rare special cases. Instead, tourist and visit visa applications must be coursed through an officially designated travel agency, which will then compile and submit the applications in bulk.

The downside of this system, of course, is the service fee. The embassy’s processing of the visa is FREE-OF-CHARGE. But the travel agency will collect a service charge per application. But this system has ensured a fast, efficient way to process visa applications. In fact, the Korean Embassy has followed suit and employed a similar model recently. The fee varies from agency to agency, so if budget is a concern, contact them before showing up at their office.

Hi Mat, I think legit naman sya kasi yung accreditation ng Japan Embassy yata ay per company, hindi per branch. So since accredited yung Universal Holiday, most likely kasama lahat ng branches nila.

Update! I applied for multiple entry at the Cebu branch and thankfully na.approve naman. I asked them why they were not listed and I think it has something to do with limitation of what type of visa they were allowed to apply. Nakalimutan ko ano exactly yun. Hehehe. Yung inaply ko tourist visa w/o sponsor which is pwd nila i.process.

All applications will go through an accredited agency. But you can apply at other non-accredited agencies, but they will still course it through an accredited agency rin so mas mahal sya.

Hi For the visa application, since I just had my passport renewed, and of course it is all empty though i had made multiple travels in the past 5 years and it is all in the old passport. What can you advise for such? Would it matter if my new passport is empty? or should i send in also the copy of my old one? just to show that i have record of my old trips?

Hi Nel, I can’t say for sure because I had a different experience each time I applied. There was a time when the agency also took my old passport too. There were also times when they did not. So I’m not sure what the protocol is.

My advice is to just bring your old passport when you visit the agency and ask them for their reco. :D

I just wanted know po if it is possible that the applicant, being a student, his guarantor will not be his parents? His girlfriend will have to support and shoulder his travel expenses as a graduation gift for him. Would this be acceptable? Thank you in advance po.

Hi Charmaine, I haven’t tried something like this, so I don’t know for sure. But the biggest challenge here is proving the relationship.

According to the travel agency we consulted before, it’s still better if the sponsor is a close relative because you can easily prove the relationship using birth certificates.

Many documents needed from my japanese guarantor …and i comply it all but im waiting the original documents from japan because traveland ask me to bring along with me original documents from my guarantor or the person who invites me ..im hoping you will answer me about my few questions …it is needed to have an interview in japanese embassy? Can i do interview in cebu City only?

Hi Maji, if you’re visiting Japan for a short stay only, usually there is no interview.

Hi ian, ang alam ko po, if kayo ung sasagot ng gastos, no need na for your wife and child. Basta same time kayo mag-apply.

Yung experience ko po kasi nung sinagot ko ung trip ng nanay ko and pamangkin ko, documents ko lang po ung sinubmit.

Pero tawag na lang din po kayo sa agency kung saan kayo mag-apply to be safe.

Depends on agency and type of visa. Tourist visas usually range P700-1000, Visit visas P1500-P2000. Call the agency where you plan to apply to be certain.

Hi, I am a bit confused because there is actually another list in the Japan embassy website specifying the accredited agencies. I think there were only 7 listed (UHI, friendship, Panpacific, Reli, etc.). For the list you specified here, ang nakalagay sa embassy site is List of Registered Agencies. May difference ba ang dalawa?

Perhaps di lang naupdate ni Japan Embassy yung website nila? When I checked din kasi sa website ng Japan Embassy, sa lower part, it shows na parang 2014 pa yata yung last update nila dun sa site.

I just received feedback from the embassy. Here’s their reply:

Accredited agencies are agencies that directly submit visa application to our office. Registered agencies are those allowed to handle package tours for Japan and they need to submit the applications to any of our accredited agencies.

Been to Japan twice (with guarantor) planning to go there next year January pero without guarantor na. I can provide bank certificates, COE and ITR but I am a minimum wage earner sa province. Makaka apekto kaya ito sa pag apply ko? Salamat.
