Dislocation Allowance (DLA)

The purpose of DLA is to partially reimburse a member, with or without dependents, for expenses incurred in relocating the member's household during a PCS move.

DLA Eligibility:

DLA is not authorized if:

  • This is your first PCS move and you do not have dependents
  • You are ordered to Active Duty and you do not have dependents
  • You are performing separation or retirement travel
  • You have already received reimbursement for DLA within the same fiscal year (exceptions apply, please see Joint Travel Regulations (JTR) U5450 for further information)

Note: If you hold a Government Travel Credit Card, the credit card must be used for DLA expenses.

Determining DLA Rates:

DLA rates can be found on the  DoD Per Diem, Travel and Transportation Allowance Committee’s website     The DLA with dependent rate will only be paid if all criteria are met.

Partial DLA

Partial DLA may be authorized if a Member is ordered to occupy/vacate family-type Government Quarters for the Government’s convenience.  Refer to JTR U5446 for eligibility requirements.

Advanced Dislocation Allowance for authorized Soldiers

Advance travel payments may be authorized for the below entitlements if the Member is not a Government Travel Charge Card (GTCC) holder or an advance is not specifically prohibited in the orders.

If an Army member is a card holder,  an advance travel payment may only be authorized for DLA.   The GTCC must be used for all other PCS travel expenses.  For additional information, please see this memo .

Joint Travel Regulations

The Joint Travel Regulations (JTR) implements policy and law to establish travel and transportation allowances for Uniformed Service members (i.e., Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, National Oceanic and Atmospheric Administration Commissioned Corps, and Public Health Service Commissioned Corps), Department of Defense (DoD) civilian employees, and others traveling at the DoD’s expense.

The JTR is published on a monthly basis; however, policy changes may occur at any time during the month. In each issue of the JTR, the cover letter outlines all policy changes from the previous version and the updated sections are highlighted throughout the document. Refer to the travel regulations archive for previous versions.

For Uniformed Service members, the JTR's authority is primarily derived from U.S.C. Titles 10 and 37 statutes. For DoD civilian employees, the JTR's authority is primarily derived from U.S.C. Title 5 statutes, General Service Administration's (GSA) Federal Travel Regulation (FTR) , and the Department of State's Standardized Regulations .

Provisions of the JTR are also determined by decisions of the Comptroller General (CG), the Civilian Board of Contract Appeals (CBCA), the Defense Office of Hearings and Appeals (DOHA), and DoD General Counsel.

The Per Diem Travel and Transportation Allowance Committee (PDTATAC), or Per Diem Committee, has oversight of the JTR, per DoD Instruction 5154.31, Volume 5 [PDF, 8 pages] . Two working level advisory panels support the subcommittee – the Military Advisory Panel (MAP) and the Civilian Advisory Panel (CAP). The Defense Travel Management Office (DTMO) serves as the administrative staff for the PDTATAC by developing, administering, and maintaining JTR.

MAP and CAP meet monthly and evaluate issues pertaining to travel and transportation allowances for Uniformed Service members and DoD civilian employees respectively.

Proposed changes to the JTR may be submitted through a MAP or CAP member or the PDTATAC’s staff. Some changes to the JTR are required by changes to law and Service or DoD policy, or decisions of the Comptroller General, the Civilian Board of Contract Appeals, or the Defense Office of Hearings and Appeals.

To request a JTR policy change, submit your recommendation through your chain of command to your component’s MAP or CAP member.

7th Pay Commission Report – Advances for Central Government Employees

7th cpc recommendations for abolishing 12 types of interest fee advances for festival, ta, tour, ltc advance, leave salary, etc.  out of interest bearing advances, hba and pc advance have been retained all other advances are to be abolished.

7th CPC has submitted its recommendations to the Central Government to abolish interest free advances  which are Bicycle Advance, Warm Clothing Advance, Advance of Pay on Transfer, Advance of TA to the family of a deceased government employee,  Advance of LTC, Advance of Leave Salary, Advance in connection with medical treatment, Festival Advance, Advance in the event of natural calamity like flood, drought, cyclone, etc., Advance for training in Hindi through Correspondence Course, and Advance for Law Suits.

Two types of advances are granted to government employees: Interest-free and Interest-bearing.

Interest-free   Advances

Presently 12 interest-free advances are permissible. Their details are as follows:

There is a general demand from the JCM-Staff Side to increase all interest-free advances to three times their present value.

Analysis   and   Recommendations

As can be seen from the table above, the amount of most of the advances is quite low. With the increased salary packages provided after successive Pay Commissions, these advances have lost their relevance. Hence, to do away with outdated provisions and thereby save on the costs involved in administering these advances, it is recommended that all Interest-free advances should be abolished.

Interest-bearing   Advances

The following four Interest-bearing advances are presently admissible:

The present position is that meagre funds are allotted for these advances and only a few manage to avail this facility. In fact, budget provision for all of them, except Advance for purchase of Personal Computer, has been reducing over the years, as can be seen from the graph below 35:

Regarding Motor Car Advance and Motor Cycle/Scooter/Moped Advance, we are of the view that quite a few schemes for purchase of vehicles are available in the market from time to time. The employees should avail of these schemes and both these advances should be abolished.

GSA ORDER  

SUBJECT:  Travel Advances

1.  Purpose . This Order provides guidance for the issuance and management of travel advances. The GSA SmartPay® travel card provides a means of funding travel advances through ATM withdrawals so that travelers do not need to separately request travel advances or use personal funds to travel on official business. However, when an employee or expense is exempt from travel card use or due to a regulatory exception or extenuating circumstances, an advance of funds may be authorized to perform official travel.

2.   Scope and Applicability . This directive provides standards, instructions and procedures governing the management, authorization, issuance, repayment, and collection of travel advances. The provisions apply to all GSA employees. This order applies to the Office of Inspector General (OIG) to the extent that the OIG determines it is consistent with the OIG’s independent authority under the Inspector General Act and does not conflict with other OIG policies or the OIG mission. This policy applies to the Civilian Board of Contract Appeals (CBCA) only to the extent that the CBCA determines it is consistent with the CBCA’s independent authority under the Contract Disputes Act and does not conflict with other CBCA policies or the CBCA mission.

3.  Cancellation . This directive cancels and supersedes OAS 5735.1, Travel Advances.

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

The President and Dr. Biden are delighted to welcome members of the public to tour the White House. Public tour requests are scheduled through your Member of Congress and their Congressional Tour Coordinator. Constituents may reach your Member of Congress and Congressional Tour Coordinator through the U.S. House of Representatives Switchboard at 202-225-3121, the U.S. Senate Switchboard at 202-224-3121, or online at  www.congress.gov/members .

Consistent with prior practices, public White House tour requests must be submitted a minimum of 21 days in advance and no more than 90 days in advance of the requested tour date(s). Reservations cannot be accepted for tour dates outside this 21 – 90-day window.  

Public tours are typically available from 9:30 AM to 12:30 PM Tuesday, Wednesday, Thursday, Friday, and Saturday, excluding Federal holidays or unless otherwise noted. If your tour is confirmed, please note that you will be assigned a specific time.  All White House tours are free of charge. The White House tour schedule is subject to change, with little notice, based on inclement weather or official use.

If you are a citizen of a foreign country, please contact your embassy in Washington, D.C. for assistance in submitting a tour request.

Identification Requirements

All U.S. citizens ages 18 and older, and foreign nationals of all ages (including children), must present a valid, government-issued photo ID upon arrival for their tour. Acceptable forms of identification are below.

A U.S. driver’s license is not an acceptable form of identification for foreign nationals. No foreign-issued state IDs, foreign-issued driver’s licenses, expired passports, photocopies, other transmissions of these documents, or other forms of identification will be accepted. Individuals without acceptable identification, or whose identification does not exactly match the information previously registered, may be denied entry.

Getting Here

Use of public transportation is strongly encouraged, as there is no parking available on the White House complex and street parking is limited. The closest Metrorail stations to the White House are Federal Triangle (blue and orange lines), Metro Center (blue, orange, silver, and red lines), and McPherson Square (blue, orange, and silver lines).

The White House Tour entrance is located in Sherman Park at 15th Street NW and Alexander Hamilton Place NW. If arriving by rideshare, use the White House Visitor Center (WHVC) as the drop-off address. The WHVC is located at 1450 Pennsylvania Avenue NW, Washington, D.C. 20230, which is one block from the White House.

Restrooms are located at the White House Visitors Center, located at 1450 Pennsylvania Avenue NW, Washington, D.C. 20230. There are no restrooms available once you arrive for your tour.

Camping Rules & Info

  • All Campers must have a Festival Pass.
  • Camping is 18+ (unless accompanied by your parent/ legal guardian).
  • All festival attendees may visit Car & Tent Camping.
  • Camping is only allowed in designated camping areas.
  • No camping allowed between festival weekends.
  • No RV/Motorhome camping is allowed. This means your vehicle:
  • Does not have a Toilet in it, regardless of working order.
  • Does not have running water. No water that runs.
  • No vehicle ins/outs are allowed in Car or Tent Camping.
  • Camping vehicles will not be allowed to exit during lock down hours on show nights.
  • Amenities/Activities posted closer to show dates.
  • All the rest of the 2025 onsite camping details and info will be posted on the 2025 version of Coachella.com.

Camping Hours

  • All Camping is open and sites valid Thu 9am-Mon 10am (each weekend).
  • Check out time is strictly 10am.
  • Any items left after 10am will be scooped up and donated to charity. You snooze you lose.
  • Camping Vehicle & Camping Companion Parking Check-In Thu 9am-2am; Fri & Sat 9am-8pm; -Sun 9am-3pm.
  • Pedestrian check-in is open 24 hrs (Thu 9am-Sun 8pm).
  • Camping and Companion Camping Parking are on lockdown Fri-Sun 9pm-2am. No vehicles will be allowed to enter or exit. Please plan your arrival times accordingly.

Car Camping Info

  • Sites are 10’×30′
  • Sites REQUIRE 1 car parked in each site.
  • You can have as many people camp in your site as you can comfortably fit. Yes, share a camp site.
  • Additional vehicles must be parked in Companion Camping Parking. (Sold separately)
  • Once a vehicle exits, camping site is forfeited.

Tent Camping Info

  • Sites are 10’×15′
  • Tent Camping area is tents only (no cars).
  • Sites come with one [1] Tent Camping Parking Pass in an adjacent lot.
  • You can have as many people camp in your site as you can comfortably fit.
  • Once a tent exits, camping site is forfeited.

Lake Eldorado Info

  • Secluded camping area. Only Lake Eldorado campers allowed.
  • Ready-to-go 2-person 8' x 12' x 8 wood lodges or 12’×14’ safari-styled 4-person tents.
  • Comes with cots, sleeping bags and pillows.
  • The sleeping bags and pillows are yours to keep or to donate to charity.
  • Comes with 1 designated parking space in adjacent lot.
  • Additional overnight parking available for purchase (see Camping Companion Parking).
  • Lake Eldorado sites come with Festival Passes.
  • Hotel Packages bundle local hotel accommodations with festival passes and Coachella Shuttles passes and are on sale 5/3 at 11am PT via Valley Music Travel for Weekend One and Weekend Two.
  • Includes three- or four-night stay for two or four people at a participating resort. Three night packages check in on Friday, four night packages check in on Thursday. All packages check out on Monday.

Final rules announced last week requiring airlines to disclose all fees and mandating prompt refunds for canceled or significantly delayed flights should be made law, said U.S. Rep. Josh Gottheimer, D-5th Dist., who will introduce legislation to do that.

Gottheimer announced the legislation at a Newark Airport press conference Monday saying he seeks to make permanent consumer protection rules announced by the Biden administration five days ago.

Dubbed the “Enhancing Transparency for Airlines Act,” the legislation will make law the two rules announced by the Biden administration and the Department of Transportation last Wednesday on airline refunds and fare transparency, Gottheimer said.
