Health & Safety

Protocols for cruise travel:.

As of July 18, 2022 the CDC's Program for Cruise Ships is no longer in effect. Each cruise line will be revising their own safe cruising protocols and they see necessary.  Protocols are changing rapidly and vary according to individual cruise lines as well as individual ports visited.  Outside of each company's vaccination protocols, some countries have more stringent requirements. For itineraries calling on those ports, the country's protocols will supersede the cruise line's protocols. The following protocols are current as of September 18th, 2022 and are specific to U.S. Ports, unless other specified. 

Princess Cruise Line welcomes all guests onboard their ships. Vaccinated travelers are not required to test prior to sailing on most itineraries. Unvaccinated guests 5 years of age and older are required test negative (self-test acceptable) within 3 days of sailing. 

Carnival Cruise Line welcomes all guests onboard their ships. For vaccinated guests, pre-sailing test is not required for cruises 15 days in length or less. Unvaccinated travelers 5 years of age and older will be required to show a negative test result within 3 days of sailing. Self-tests are acceptable as long as the local authorities in all of the ports visiting allows it. Otherwise, home-based tests will need to be proctored. Everyone 5 years of age and older are required to show a negative PCR for cruises 16 days or longer within 3 days of sailing. 

Celebrity Cruise Line and Royal Caribbean Cruise Line welcomes all guests onboard their ships departing from U.S. and European ports . Testing protocols have also eased.  For sailings 9 nights or less, vaccinated guests will no longer need to test to board one of our ships, where destinations allow; and will have 3 days prior to boarding to test for sailings 10 nights or more. Unvaccinated travelers 5 years and older will have to test within 3 days of sailing for cruises of all lengths. Self-tests are now acceptable for U.S sailings (with the exception of sailings that call on Canada and Bermuda) and many European sailings. 

Norwegian Cruise Line removed their vaccine requirement for all guests who sail with them. Kids ages 11 and under are not required to show a negative covid test. Those ages 12 and over must show a medically supervised negative test, taken no earlier than 72 hours prior to embarkation. 

Virgin Voyages now welcomes all guests to sail on their Lady ships. For those who are vaccinated, testing requirements have been removed. For their guests who are unvaccinated, a negative test taken within 72 hours of sail will be required to board (they can also test at the port for a fee). 

Disney Cruise Line requires guests ages 12 years of age and older to be vaccinated prior to boarding their ships. The younger passengers, ages 11 and below, are not required to be vaccinated. Effective September 23rd, vaccinated passengers will not be required to submit a negative test prior to boarding. Unvaccinated passengers will still need to submit a negative test taken 1-3 days prior to embarkation.

Amber Alert issued for baby who may be with former police officer suspected in 2 murders

Authorities in Washington state have issued an Amber Alert for a 1-year-old boy after police said a former police officer reportedly killed two women − his wife and ex-girlfriend − and allegedly kidnapped the baby.

Washington State Patrol issued the alert Monday night on behalf of the  West Richland Police Department, who reported the baby, identified as Roman Huizar, missing.

The city of West Richland is in Benton County about 35 miles north of the Oregon state line.

The child' father, 39-year-old Elias Huizar, is wanted on two homicide charges, police also announced Monday.

Police: Elias Huizar killed his ex-wife, girlfriend before fleeing with baby

According to information from law enforcement, Huizar killed a woman outside William Wiley Elementary School i n West Richland, Washington on Monday then fled the scene before officers arrived.

While later serving a search warrant at Huizar's home,  West Richland Police reported, detectives and partner agencies discovered a second woman’s body at his residence.

Police have not released additional details about the women's deaths including how they were killed.

As of Tuesday police had not released the victims' names.

USA TODAY has reached out to West Richland police.

Missing baby and father last spotted in Portland

On Tuesday morning, West Richland police reported that Huizar was seen in Portland, Oregon overnight, possibly driving a black sedan.

"All resources are following up on this lead," the agency wrote in the post.

Elias Huizar is former police officer in Yakima

Huizar is a former police officer with the Yakima Police Department , the agency's spokesperson Yvette Inzunza told USA TODAY Tuesday.

The city of Yakima is about 70 miles northwest of where the baby disappeared.

Huizar was hired by the agency in 2013 and resigned in February of 2022, Inzunza said.

USA TODAY has also reached out to Yakima police.

Double homicide suspect Elias Huizar considered armed and dangerous

Police said its possible Huizar and the child may be heading to Mexico.

Investigators said he is considered armed and considered dangerous, and likely to "commit more violent crimes."

Officials have not said whether the baby belongs to one of the homicide victims.

What does Elias Huizar look like?

At 9:45 p.m. on April 22 an Amber Alert was issued for Roman in a 2009 silver Toyota Corolla, West Richard Police Department said in a press conference on Tuesday.

Huizar is believed to be the suspect driving the vehicle. The alert displayed the license plate CBZ-745.

Police described Huizar as 5 feet 6 inches tall, weighing 170 pounds with brown hair and brown eyes. He was last seen wearing a black hat, black long-sleeve shirt, light blue jeans and black shoes.

According to an Amber Alert poster, the baby is 2 feet 6 inches tall , weighs 25 pounds and has brown hair and brown eyes.

Anyone who spots the suspect or the baby is asked to call 911.
