Best Budget: Staten Island Ferry

The best budget sightseeing cruise isn't a cruise at all, but rather a free mode of local transportation: the Staten Island Ferry. While many of even the most basic harbor cruises start at about $20, this ferry offers a completely free, ticketless cruise in the New York Harbor, bypassing the Statue of Liberty and Ellis Island along the way. With service every 30 minutes and no reservations or tickets required, the ferry is not only a steal price-wise, but also a convenient option for travelers who don't want to be tied down to a ticketed departure time.
Stand out on deck and admire views of Lady Liberty during this journey that crosses about 5 miles from Whitehall Street at the tip of lower Manhattan to St. George on Staten Island. The only drawback is that you must depart the ferry in Staten Island and reboard for the trip back to Manhattan – a small "price" to pay for a free boat ride in NYC.
Local tip: Visitors will want to avoid rush hour; these commuter boats can be crowded. Choose a time outside commuting rush hour to maximize the peaceful experience.

Our Favorite Statue of Liberty Cruises
First of all, let us reiterate that the only way to set foot on Liberty Island is by taking the ferry. This can be done with an appropriate ticket or within a guided tour. Any other Statue of Liberty Cruise will be cruising around the Statue of Liberty . They may make a stop on the water, but they do not stop at the island . For us, however, cruises around the Statue of Liberty are the perfect way of combining panoramic scenes of Manhattan’s skyline with a close view of the Statue of Liberty. If you do want to visit the island, be sure to be informed about all the different ticket types in advance.
There are also a bunch of private tours that are offered to explore the Statue of Liberty. Even though the reviews are excellent, we do not believe a private tour is necessary. A guided tour in a small group is just as good and much more affordable.
Should you want to climb all the way to the top, into the crown of the Statue of Liberty , you would need a different ticket. Those tickets are limited and sell out many weeks in advance, so be sure to secure your tickets.

This sailing tour is one of the most enjoyable boat tours I’ve ever done in New York! On board on this 105-foot schooner you sail from the Chelsea Piers to the Statue of Liberty and can always see the beautiful skyline of Manhattan and New Jersey. Included in the price is a drink and guaranteed a lot of fun.

Go and see one of NYC’s most famous attractions: the Statue of Liberty. Don’t miss out seeing this iconic attraction up close! You will also get to visit the Ellis Island Immigration Museum which is a great educational experience for adults as well as kids.

Circle Line - New York Landmarks Cruise
This Circle Line cruise will take you past NYC’s most famous attractions and landmarks. You will head past the Statue of Liberty, the One World Trade Center, the Empire State Building, Ellis Island, the Brooklyn Bridge, amd much much more. If you are looking to explore Manhattan from the water and learn some of the history of NYC at the same time, this is definitely the cruise for you. At a lenght of approximately 1.5 hours, this cruise will take you half way around the Island of Manhattan as well as once around the Statue of Liberty for the ultimate photo opportunity.
60-Min Statue of Liberty & Ellis Island Sunset Cruise
You start at the South Street Seaport right next to New York’s most famous bridge – the Brooklyn Bridge. From there, you will make a leisurely drive to the southern tip of Manhattan and you will be in the Port of New York where you can see the Statue of Liberty for the first time. On the way there you can also clearly see the new highest building in the evening skyline: the One World Trade Center.
Circle Line - Harbor Lights Night Cruise
The Harbor Lights Cruise by Cricle Line is an amazing way to see the NYC from the water. As the lights start to sparkle across the Hudson and East Rivers at dusk you see the beauty of the city at night from a whole different angle.
Classic Harbor Line: Architecture Yacht Cruise
The architecture boat tour takes you around Manhattan in 2.5 hours. On a 30 meter long wooden ship in the style of the 1920s you can relax and learn a lot of interesting facts about the many small and large buildings of the city. The tour is super-relaxing and the price includes a drink (vino, soft drinks) and small snacks.

CRUISES TO LIBERTY AND ELLIS ISLANDS
The Statue of Liberty is one of the most noteworthy symbols in the United States of America, and you can actually visit the island where it is located.
While you won’t pay for admission to the island, you will have to pay for the ferry travel.
If you want to enter the landmark itself, you can also purchase either a pedestal or crown access ticket.
There are both reserve and flex tickets available.
Reserve tickets are timed, so they must be used on a specific day and time while flex tickets allow you to visit whenever you want.
The main difference between these types of admission is that flex tickets do not include visitors' access to either the pedestal or the crown.
If you want to enter the statue, you will need a reserved ticket.
Each ticket includes access to Liberty Island, Ellis Island, and the Statue of Liberty Museum. However, you must purchase a pedestal or crown ticket for access to these areas.
The Ellis Island National Museum of Immigration houses many historic artifacts from immigrants who came to this country through this port of entry.
Ticket prices range from $24.50 - $24.80 depending on what you want to see and do while you’re there.

A hop-on-hop-off boat tour allows you to jump on at any designated stop and jump off whenever you want, so if you’re only interested in seeing Lady Liberty, you can just take that portion of the trip.

Sadly, the last departure for City Sightseeing’s hop-on-hop-off cruise is at 4:30 p.m., which means you won’t be able to enjoy the Statue of Liberty either at sunset or after dark by using this service.

STATEN ISLAND FERRY
If you really want to save some money on a Statue of Liberty cruise, the Staten Island Ferry is the best deal in New York City.
This ferry is actually entirely free to use, and it passes by the Statue of Liberty several times every day.
Admittedly, this won’t get you very close to the Statue of Liberty, but you can still see Lady Liberty from the ferry.
This boat travels back and forth from Manhattan to Staten Island several times both day and night, so you can enjoy the Statue of Liberty after dark as well.

Tips From Locals and Travelers
If you're still wondering which cruise to take, we have gathered a lot of helpful advice members of our New York City Travel Tips group on Facebook.
Before we get started with their suggestions, it must be noted that an overwhelming majority of locals recommend sticking with the Staten Island Ferry.
While this is an excellent way to see the statue, many travelers feel that the cruises are even better.
One of our users managed to take video from both the Harbor Lights cruise after dark and the Staten Island Ferry during the day.
As you can see, the view from the Harbor Lights cruise does indeed appear to be much closer than the ferry.
If you want to get as close as possible without actually going to the island, it's definitely worth considering.
As you can see, multiple commenters noted that the Harbor Lights cruise offers excellent views and is absolutely worth the additional cost.
Even so, since one of these options is free, you might want to consider doing both if you have enough time.
One thing that travelers always seem to get confused about is the difference between the Staten Island Ferry and the ferry that takes you directly to Liberty Island.
Please keep in mind that the ferry to the island is not free. The Staten Island Ferry only passes by the statue, but it does still offer some of the best views of Lady Liberty.
As you can see, locals really do prefer the ferry to Staten Island, because it runs frequently, quickly, and it's widely considered one of the best ways to see this famous landmark.
That said, there are some who also recommend using the NYC water taxis, as they also pass by relatively close to the Statue of Liberty.
As Chris notes, one of the big reasons to consider this option is because you'll also get to see other major landmarks around Manhattan and Brooklyn.

The Statue of Liberty’s right hand proudly holds up a torch that symbolizes enlightenment. In fact, the statue’s official name is “Liberty Enlightening the World.” However, the torch you see today is actually a replica. After the original torch suffered extensive damage over the years, it was replaced in 1986 by a new copper iteration covered in 24K gold. The original torch is displayed inside Liberty Island’s Statue of Liberty Museum.
In her left hand, Lady Liberty cradles a tablet that is inscribed with the United States of America’s independence date, July 4, 1776, in Roman numerals. Édouard de Laboulaye, the Frenchman who originally came up with the idea of the monument, wanted the Statue of Liberty to arrive in the United States by 1876, in time for the centennial of American independence. However, the completion of the statue took longer than expected and missed the deadline by 10 years, ultimately arriving in New York Harbor in 1886.
Lady Liberty wears a seven-spiked crown, but the exact symbolism of these seven peaks is still debated. Some say the seven spikes represent the seven seas and seven continents, while others argue that the spikes are sun rays that symbolize the statue’s divinity.

Culture and History of the Statue of Liberty
In 1865, French historian Édouard de Laboulaye proposed gifting the United States a statue in order to commemorate the centennial of the Declaration of Independence and as a symbol of friendship between the two nations.The large-scale statue was designed by sculptor Frederic Auguste Bartholdi, who hammered large copper sheets for the exterior and modeled Lady Liberty’s face after his mother’s. The steel skeleton of the sculpture was designed by Alexandre-Gustave Eiffel, the visionary behind the Eiffel Tower.
Once the statue was completed in 1885, it was displayed in France before being taken apart to be sent overseas to New York. It arrived a few months later, and after being re-assembled, it was placed on top of a pedestal on Liberty Island. The Statue of Liberty was officially dedicated by President Grover Cleveland on October 28, 1886 in front of thousands of cheering spectators.

Sales for other attractions may be misleading, sending people to ferries that only sail around the Hudson River, never reaching the actual monuments. In some cases, the experience begins and ends with a bus ride from Manhattan to New Jersey, adding hours to the failed adventure.

Visitors to Ellis Island are given a unique view of American history. Beautifully restored to its peak operating period, the Island allows park-goers to step into Ellis Island travelers’ shoes for a sense of the immigrant journey.
