If you're planning to visit Dubai, you'll find a stirring mix of profound traditions and futuristic vision wrapped into starkly evocative desert splendour.

You won't be short of things to do in the sci-fi-esque land of iconic skyscrapers, palm-shaped islands, city-sized malls and palatial beach resorts. Dubai embraces sunshine, innovation and cultural dynamism, and is known as a shopping haven with a vibrant nightlife and entertainment scene. Here are some great things to do to make the most from your trip.

Burj Khalifa

Dubai is famous for its dramatic skyscrapers, and above them all looms the Burj Khalifa , shaped like a deep-space rocket and, at 828m, the world's tallest building. It's a stunning feat of architecture and engineering, and a trip to the observation deck on the 124th floor (1483ft) is the most popular way to take in the amazing views it offers. You can also buy tickets for "At the Top Sky" on the 148th floor, which is the world's highest outdoor observation deck at 1820ft.

Clad in 28,000 glass panels, the Burj Khalifa also lays claim to several more superlatives, including the highest occupied floor and an elevator with the longest travel distance. On hazy days, it’s better to visit at night.

Al Fahidi Historic District

Wandering around this restored heritage area in Bur Dubai provides a tangible sense of historic Middle Eastern architecture and culture. Low-lying traditional courtyard buildings flank this quiet labyrinth of lanes in Al Fahidi Historic District , many of them featuring arabesque windows, decorative gypsum screens and wind towers.

Some contain craft shops, small heritage museums, art galleries, artsy guesthouses or cafés serving local fare, including Middle Eastern breakfasts and camel milk smoothies. The Sheikh Mohammed Centre for Cultural Understanding leads guided tours of the quarter.

Dubai Miracle Garden

Covering some 2000 sq metres and touted as the largest natural flower garden in the world, there’s a sense of Alice in Wonderland–esque surrealism when entering Dubai Miracle Garden . Wander past quirky bloom-covered peacocks, clocks and castles, or alternatively, chill out in a cabana with billowing drapes and floor cushions.

Home to 100 million flowers, and adjacent to the enormous nine-dome Dubai Butterfly Garden, it is incredibly popular, attracting 55,000 visitors a week. There are food outlets on site as well as a souvenir shop and small trampoline park.

Shop 'til you drop

Shopping malls represent an integral part of the culture and lifestyle in Dubai. Not merely places for maxing out your credit cards on fashion, electronics or gourmet foods, malls are also where locals go to socialize in cafés and restaurants, to catch a movie in a state-of-the-art multiplex or to get adrenaline kicks in an indoor theme park or game arcade. The best and biggest of the bunch is Dubai Mall, which features not only 1300 stores but also a giant aquarium, an indoor ice rink and a genuine dinosaur skeleton.

Serious shoppers can check out the Dubai Shopping Festival, which lures bargain-hunters from around the world. It takes place in January each year, and there are huge discounts in the souqs and malls. The city is abuzz with activities during the festival, ranging from live concerts to fashion shows and nightly fireworks.

Mushrif National Park

One of the oldest parks in Dubai, Mushrif National Park covers more than 5 sq km of natural ghaf forest. Mushrif is located around 15km east of the city centre, and is a haven for birds, including owls, Orphean warblers, hoopoes and black redstarts. Dating from 1974, the park has plenty of manmade attractions as well, including walking trails and bicycle tracks, a large children's playground, a swimming pool and barbecue pits.

Dubai Desert Conservation Reserve

On the outskirts of Sharjah , the 225 sq km Dubai Desert Conservation Reserve accounts for 5% of the Emirate of Dubai's total land. The reserve was established in 1999 and has been involved in projects to reintroduce mountain gazelles, sand gazelles and Arabian oryx.

It's possible to stay inside the reserve at Al Maha Desert Resort & Spa , which was designed for superluxe ecotourism. The reserve is divided into four zones, the third of which is only open to resort guests and the fourth to a small number of desert tour operators, including Arabian Adventures , offering a less costly admission than overnighting at the resort.

IMG Worlds of Adventure

In 2016, Dubai added four theme parks to its stable of attractions, including IMG Worlds of Adventure , the world's largest indoor theme park. Housed in an air-conditioned hangar the size of 28 football fields, the park is truly impressive, with more than 20 rides and attractions split across four themed zones – Marvel, Cartoon Network, Lost Valley Dinosaur Adventure and IMG Boulevard. You won't go hungry as there are 28 dining outlets to choose from.

Etihad Museum

Opened in 2017, the striking Etihad Museum engagingly chronicles the birth of the United Arab Emirates in 1971, spurred by the discovery of oil in the 1950s and the withdrawal of the British in 1968.

Documentary films, photographs, artifacts, timelines and interactive displays zero in on historic milestones in the years leading up to and immediately following this momentous occasion, and they pay homage to the country's seven founding fathers. Free tours of the adjacent circular Union House are available, which is where the historic signing of the Constitution of the United Arab Emirates took place.

For a dose of Arabian Nights flair, head to Dubai's historic core and plunge headlong into its charmingly chaotic warren of markets. The famed headliner is the dazzling Gold Souq . Even if you don't have a thing for bling, a walk through here will feel like you've entered a giant Aladdin's Cave. It's fun to just watch the action, especially in the evening. If you're buying, sharpen your haggling skills, no matter whether shopping for teensy earrings, an engagement ring or a dowry-worthy necklace.

White Dubai

Dazzling rooftop bars, chill beachfront lounges, classic pubs, cool karaoke joints, speakeasy-style nightclubs, live-music venues – with such variety, finding a party location to suit your mood is hardly a tall order in Dubai. One of the biggest draws for nocturnal action is White Dubai. The mega-venue with its impressive light and sound systems sits smack dab on top of the grandstand of the Meydan Racecourse.

Desert escapes

The Arabian desert, with its weathered mountains, undulating sand dunes and wide open spaces, exudes a special mystique that can easily be savored on a day trip from urbanized Dubai. There are numerous tour operators to set you up with everything from camel treks to sandboarding or overnight safaris. The best ones offer an authentic look at local culture through encounters with Bedouins and traditional meals. Alternatively, consider hiring a 4WD and staying at a desert resort, so you can appreciate the magnificent scenery on your own schedule.

Dubai Museum

Housed in Bur Dubai's Al Fahidi Fort, the city's oldest surviving structure, Dubai Museum, provides a well-laid-out introduction to the history of the emirate. Marvel at its turbo-evolution from simple desert settlement to futuristic metropolis in just a third of a century. Dioramas recreate traditional scenes in a market, at home and in the mosque, while other galleries focus on life at sea and in the desert. An archaeological exhibition illustrates the ancient history of the region with a display of items unearthed during excavations at local digs.

Dubai Design District

This hub for creatives lures visitors with its edgy architecture, contemporary restaurants, public art, galleries and calendar of cultural events. Visitors to Dubai Design District can tap into this laboratory of tastemakers by browsing showrooms and pop-ups, eavesdropping on bearded hipsters in sleek cafés, checking out art exhibits in building lobbies, or attending free screenings and workshops. The week-long Dubai Design Week is held there in November, with an extensive offering of talks, workshops, masterclasses and kids' activities.

Dubai Butterfly Garden

If you want to deepen your knowledge of these pretty flying insects, pop into the Dubai Butterfly Museum , located next to the Dubai Miracle Garden. Some 15,000 butterflies flutter around nine indoor domed gardens, and you can see for yourself how they begin as caterpillars and evolve into their flying adaptations. Don’t miss the Butterfly and Insect Museum, which features in-depth analysis and information about thousands of colorful butterfly species from around the world.

Museum of Illusions

It opened in 2018 and the Museum of Illusions in the Al Seef district is fast becoming a favorite for families and Instagram fans. Kids will love the 150-plus illusions, including the rooms of mirrors, distorted perspective and various other optical illusions, while parents can take memorably wacky photos. Avoid visiting at weekends if possible, as visitors are restricted by number and you may have to wait your turn.

Jumeirah Mosque

Snowy white and intricately detailed, Jumeirah is Dubai's most beautiful mosque and one of only a handful in the United Arab Emirates open to non-Muslims. It's particularly beautiful at dusk and visitors are allowed in six days a week. One-hour guided tours are operated by the Sheikh Mohammed Centre for Cultural Understanding , and while modest dress is preferred, traditional clothing can be borrowed for free.

Dubai Fountain

The dancing Dubai Fountain is spectacularly set in the middle of a giant lake against the backdrop of the glittering Burj Khalifa. Water undulates as gracefully as a belly dancer, arcs like a dolphin and surges as high as 140m, all synced to stirring classical, Arabic and world music soundtracks played on speakers. There are plenty of great vantage points, including a 272m-long floating boardwalk, which takes you just 9m away from the fountain.

Other good viewing spots include some of the restaurants at Souk Al Bahar , the bridge linking Souk Al Bahar with Dubai Mall, the Dubai Mall waterfront terrace, or aboard a 25-minute Dubai Fountain Lake Ride on a traditional wooden abra boat.

Emirates Airline Festival of Literature

The long-running annual Emirates Airline Festival of Literature brings authors and thousands of book fans together to celebrate all things reading and writing. Held over nine days in March, the festival hosts talks, discussions, panels and a special program just for children, with many activities free to attend. It offers attendees a chance to meet local and world-famous authors, attend literary debates and workshops, participate in competitions and be inspired by their literary heroes.

Global Village

The carnival-like Global Village is a bit like a ‘world fair’ for shoppers, and you'll find it on Sheikh Mohammed Bin Zayed Road (E311). Each of the 30-something pavilions showcases a specific nation’s culture and products. Aside from shopping, there's also lots of entertainment – from Chinese opera to Turkish whirling dervishes – as well as a funfair with dozens of rides from tame to terrifying.

Burj Al Arab

This landmark luxe hotel, with its dramatic design that mimics the billowing sail of a ship, floats on its own artificial island and has become the iconic symbol of Dubai’s boom years. The Burj Al Arab's interior is all about impact, drama and unapologetic bling, with dancing fountains, gold fittings, shiny marble and whirlpool baths your butler can fill with champagne if you so wish. If a stay exceeds your budget, you can still partake in the opulence by making reservations for cocktails, afternoon tea or dinner in the underwater restaurant.

Dubai Frame

Opened in January 2018, this 150m rectangular 'picture frame' sits in Zabeel Park , right between historic and modern Dubai, and provides grand views of both parts of the city. Galleries on the ground floor of Dubai Frame tell the story of Dubai (the past) before visitors are whisked up to a viewing platform at roof level (the present). The final stop is another gallery depicting a vision of Dubai 50 years from now (the future).

Al Qudra Lake

One for the nature lovers, Al Qudra Lake is a series of man-made lakes set amidst the rolling dunes of the Saih Al Salam desert on Dubai’s southern outskirts. Part of the Al Marmoom Desert Conservation Reserve, the surrounding area is unspoiled. Swap skyscrapers for wide open dunes and oasis-like pools where you can spot plenty of free-roaming wildlife, more than 100 species of birds and several desert plants.

This long, pristine stretch of white sand, off Jumeirah Road and next to a mosque, is superclean and has lots of activities, including kitesurfing, beach tennis, beach volleyball and kayaking. There are showers, wi-fi, toilets and changing facilities on Kite Beach , plus lots of food trucks and cafés. It offers great views of the Burj Al Arab, and gets very busy on Friday and Saturday when a seaside market with crafts and gifts sets up.

Perfume Museum

The waterfront Perfume Museum is part of the Al Shindagha Museum restoration project and is the former home of a Dubai sheikha who loved all things perfume. The old building has been restored and its interactive exhibits are based around scent, smells and fragrance. Keep your entry ticket and you’ll get free access to the nearby Dubai Creek House .

Steps from the Deira Old Souk abra station, the sound of Arabic chatter bounces around the lanes of this covered market. Dubai's famous Spice Souk is filled with intoxicating sights and smells. Its vendors work hard to unload cardamom, saffron and other aromatic herbs photogenically stored in burlap sacks alongside nuts, incense burners, henna kits, shishas and dried limes. Away from the tourist-oriented main thoroughfare, tiny shops also sell groceries and other household goods.

Burj Al Arab Burj Al Arab free

Overlooking the Persian Gulf from its perch between  Jumeirah Beach  and the Palm Islands, this stunning building has wowed architecture buffs since it opened in 1999. Its curved glass façade – modeled after the sails that have graced Dubai's waterways all these years – shelters a world-class, über-luxurious hotel located on its own man-made island. The hotel not only houses the tallest atrium in the world at nearly 600 feet high, but it is one of the tallest hotels in the world. Architecture aside, amenities include revolving beds in some suites, as well as a helipad, in case you thought arriving via a complimentary Rolls-Royce was too pedestrian. 

But you don't have to stay at the Burj Al Arab to enjoy it (and let's face it, most can't). Those who aren't crashing at the hotel can gain entry by grabbing a bite at one of the on-site restaurants. Among them are Nathan Outlaw at Al Mahara, which features floor-to-ceiling windows guarding a massive fish tank, and the sky-high Al Muntaha, located on the scenic 27th floor of the building.  

Dubai Mall Dubai Mall free

Skirting the  Burj Khalifa  in downtown Dubai is every shopper's paradise. The massive Dubai Mall is one of the largest shopping centers in the world and houses more than 1,300 stores. Even if you aren't interested in buying anything, a visit to this immense retail center is a must: The Dubai Mall also contains numerous entertainment facilities, such as an ice rink, a movie theater and several kid-friendly attractions, including an aquarium that houses thousands of underwater creatures. If you happen to be around at night, stop by the Dubai Fountain outside of the mall. Created by the team who designed the  Bellagio 's famous dancing fountains, the fountain features nightly shows set to a mix of western and eastern music. 

Visitors were taken by how much was at the mall – everything you could possibly need can be found inside its sprawling square footage. A few visitors were keen to point out that you might not want to shop here after all. Because so much is imported, some reviewers found prices to be higher in comparison to what they've seen at home. Still, many said that shouldn't stop you from popping in for a visit. Of course, if you're on the hunt for a taste of Middle Eastern culture, this isn't the place to experience it. It is, however, a great escape from the heat, according to travelers. 

Jumeirah Mosque Jumeirah Mosque

Jumeirah Mosque towers over the coast from its perch north of the Dubai Marina. Its detailed white façade – which graces the 500-dirham note – mimics the architectural style of the medieval Fatimid period. Unlike Dubai's other mosques, non-Muslims are invited inside to marvel at Jumeirah's ornate decor, featuring detailed painted panels against bright blue and yellow backgrounds. But a quick note on conduct: Those planning to enter the mosque should come in modest dress – that means long sleeves and long pants or skirts. Women will also have to cover their heads with a scarf. If you don't have traditional attire, the mosque is happy to provide you with traditional clothing necessary for entrance. 

Even if you're not religious, travelers strongly recommend a visit to this attraction for its educational value and cultural significance. Visitors loved the guides' informative presentation on the architecture of the mosque and informative talk on Islam.

Within walking distance of the  Burj Al Arab  is arguably Dubai's best strip of public sand. Sun-seekers come to this lively shoreline to revel in Dubai's bright rays, while water sports enthusiasts take advantage of the calm, turquoise waters of the Persian Gulf. Jumeirah Public Beach is also equipped with a children's playground and plenty of barbecue and picnic areas. Just make sure you come early as the area grows steadily more crowded throughout the day. 

Although recent travelers said that Jumeirah Public Beach is neat and clean, defined by white sands, the water itself feels like bathwater and doesn't feel very refreshing on a hot day. The cafes that back the beach offer better spots to cool down. 

Burj Khalifa Burj Khalifa

Although we don't recommend experiencing it the way Tom Cruise did in "Mission: Impossible - Ghost Protocol," the Burj Khalifa is a crucial item on any Dubai agenda. Rising 2,722 feet above the city (that's a whopping 160 stories), the Burj Khalifa proudly holds the title of "world's tallest building." But that's not the only title this tower's got under its belt. The Burj Khalifa is also the tallest free-standing structure in the world and home to the highest outdoor observation deck in the world. You know what that means: gorgeous views. Visitors are invited to ride the elevator to the 124th floor for breathtaking city vistas extending all the way out to the Persian Gulf. Special telescopes also show scenes of the city from different points in time, allowing you to experience every stage of Dubai's history. You can also travel higher to the 148th floor, the world's highest observation deck, but it will cost you extra. 

Traveler reviews were mixed for the world's tallest building. On the one hand, visitors say it's a must-see simply for its world-famous distinction, but on the other hand, some found the attraction to be overpriced with lackluster views. A few tips: If you to decide to take a trip to the top, book in advance because they sell out quickly. If you can, schedule your visit around sunset: According to travelers, the spectacular views more than make up for the long wait to the top. 

Bastakiya Quarter Bastakiya Quarter free

Amid the towering skyscrapers of downtown Dubai lies the Bastakiya Quarter, the city's historic district. This former fishing village earned its name from the numerous Bastak (Iranian) traders that settled here in the 19th century. The charming little neighborhood houses the popular outdoor café, the Arabian Tea House, and several art galleries that feature the work of local and international artists, among others. Some of the restored buildings also include wind towers, which was an early form of air conditioning. The Dubai Museum is also located here. 

Recent visitors found the Bastakiya Quarter to be a nice respite from the glitz and glam of downtown Dubai, and enjoyed seeing what the city looked like before all of its developments came to fruition. Some recommend taking a quick and affordable abra (boat) ride across the Dubai Creek to a market, where trying the street vendor's ice cream and purchasing Arabic perfume are musts. 

Gold and Spice Souks Gold and Spice Souks free

Dubai is and has been a titan of trade for centuries. To get a sense of what commerce was like back in the day, take a stroll through one of the city's traditional  souks , or bazaars. The Gold Souk, located on Dubai Creek's south bank in the Deira, specializes in glitz and glamour. Featuring glittering displays of necklaces, bracelets and earrings from more than 300 retailers, the Gold Souk is one of the most renowned gold jewelry trading centers in the world. In fact, approximately 20 percent of the world's gold passes through this market. But if you're not one for gold, don't fret. The souk also sells platinum, diamonds and silver. You're also guaranteed to get what you're paying for. The government tightly controls what is sold and by who in the souk, so you don't have to walk away thinking there's a chance you may be holding something counterfeit.  

On the other side of the creek lies the pungent Spice Souk, where vendors hawk flavors from across the globe, including cinnamon, ginger and chili. This is also the place to stock up on saffron, as you'll find this delectable spice at a much lower cost here than you would at home. 

Wild Wadi Waterpark Wild Wadi Waterpark

Located at the foot of the  Burj Al Arab , the Wild Wadi Waterpark is a collection of 30 water rides and play areas designed for all ages. The entire park is modeled after Juha, a character often referenced in Arabian folklore and featured predominately among the park. Thrill-seekers can slide down Tantrum Alley or the Burj Surj, while those looking for a little more relaxation can glide along the lazy river. There are also multiple moderate slide options, as well as a water park just for the kiddos and the Wipeout and Riptide, a simulated surfing ride that's one of only four of its kind in the world. 

Travelers say Wild Wadi is a guaranteed hit with kids of all ages, from toddlers to teenagers. However, despite all the fun-filled things to do, some found the park to a bit too pricey.

"Surreal" is one way to describe Ski Dubai. Even when the city is enveloped in sizzling triple-digit temperatures, this massive indoor winter wonderland is never without fresh powder. The Middle East's first indoor ski center, Ski Dubai boasts five ski runs (the longest of which spans more than 1,300 feet with a 197-foot vertical drop), a freestyle snowboard zone, a chairlift, as well as room for toboggan runs and snowball fights. Inside there's also the world's first indoor black run, ski lessons for the kiddos, as well as a penguin colony.   

Recent travelers loved the idea of skiing in Dubai, but warn that avid snow bunnies may lose interest. As one might expect, those who've never skied, or didn't do it often, were thrilled by the attraction, while those who knew their way around the slopes were quickly bored. Although proper gear is available at the facility, some travelers warned that it is very cold inside, and to bring any extra winter accessories you may have, especially a hat and gloves. Families, in particular, found this attraction to be a hit with their youngsters. But many travelers warn that the hidden fees for services, such as locker usage and pictures with penguins are pretty high –even unreasonable. 

Dubai Desert Conservation Reserve Dubai Desert Conservation Reserve

When the glitz and glam of urban Dubai grows tiresome, visitors strongly recommend escaping to the Dubai Desert Conservation Reserve. The UAE's first national park sits on the outer edges of the city, and occupies about 87 square miles of the Arabian Desert. The reserve mainly acts as a research unit, but travelers are allowed to explore the area – with one caveat: visitors aren't allowed to tour the reserve by themselves. 

Luckily, the park offers many different types of activities that will cater to travelers with varying interests. Thrill-seekers can go sand boarding, dabble in archery or go dune driving on a luxury four-wheeler. Those looking for a more relaxed experience can soak up the spirit of the desert on low cushions in Bedu tents for a delectable Dune Dinner, or arrange a more intimate Private Desert Dinner. There's also traditional camel treks available, as well as horseback rides, and even a class on falconry. Visitors can also camp on-site, or retreat to the luxurious Al Maha A Luxury Collection Desert Resort and Spa at the end of the day. The interesting flora and fauna, as well as all of the fun activities, including barbecues and camel rides, made the experience unforgettable for most travelers. 

Dubai Museum Dubai Museum

Sitting near the  Bastakiya Quarter , the Dubai Museum offers visitors a glimpse of where this monumental city has been and where it's going. The museum occupies the Al Fahidi Fort, which is the oldest building in Dubai, previously used by the monarch and as a defense station. Today, the museum features a variety of wings dedicated to Dubai's cultural, historical and geographical landscape. Wander around and you'll find everything from goods sold in the 1950s, located in the markets wing, to information about the marine life that lies under the Arabian Gulf, appropriately located in the sea wing. There's also a folklore wing that will likely keep younger ones entertained, and a courtyard equipped with models of local boats and bamboo houses decorated with furniture used during that time period. 

Travelers recommend a visit if you're into history, or looking to beat the heat for an hour or two. Many said it was a "must-see" if it's your first visit to Dubai.

Traveling to Dubai (United Arab Emirates) for the first time  and not sure where to start? Indeed, planning a trip to Dubai might be overwhelming, even more so if this is your first time in this rapidly growing and continuously changing city!

When is the best time to visit? How much time do you need in Dubai? What are the best areas to stay in and how to travel around? Do you need to pre-book tickets or can you just go with the flow? How to save time and money and still see the best that Dubai has to offer?

Dubai is a city of contrasts, a place where modern extravagance and traditional values go hand in hand. From its towering skyscrapers to its pristine beaches and bustling souks, visiting Dubai is like stepping into a different world…

To help you plan your first trip to this dynamic and unique city, in this guide we share some of our top travel tips for visiting Dubai .

We have visited Dubai several times and all the information and tips in this article are based on our personal experience. Some of these tricks we only learned after several trips…

This practical guide includes all the info I wish we had known before planning a trip to Dubai. These tips will not only help you plan your trip, but will also show you how to make the best of your visit, time, and budget. Find out!

Here are our top travel tips for visiting Dubai:

1. Avoid Traveling in Summer

Dubai is known for its scorching temperatures, especially during the summer months. To give you an idea, average daytime temperatures during June, July, and August are well over 40°C (104°F). Even in April or November, Dubai temperatures usually still exceed 30°C (86°F).

The best time to visit Dubai is during the winter months – between December and February. The daytime temperatures at this time of the year are usually around 25°C (77°F). So it’s still warm enough to enjoy beaches, pools, and waterparks, but the temperatures are also pleasant for sightseeing and outdoor activities.

Good to know: Winter is also the peak tourist season in Dubai. So expect accommodation prices to be higher and more crowds at the main attractions. However, with some advance planning and preparation, you can still have a very enjoyable visit, more than in the summer.

The shoulder season – the months of March-April or October-November – can be a good time to visit Dubai as well. If you don’t mind temperatures of around 30-35°C (86-95°F), you can take advantage of somewhat lower prices and fewer crowds than in the winter.

In addition, you may want to check when Ramadan is. During this month, most Muslims do not eat from sunrise to sunset, so many restaurants will be closed during the day. This may might impact your experience, depending on the places you visit.

TIP: No matter when you visit Dubai, be prepared for the heat by wearing lightweight, breathable clothing, using sun protection, and staying hydrated. Plan outdoor activities for the early morning or late afternoon to avoid the peak heat.

2. Book Attraction Tickets in Advance

One of the biggest mistakes you can make when planning a trip to Dubai is not to plan/book attraction tickets in advance.

Booking in advance means more time slots to choose from, better prices, and less time wasted queuing.  After all, you want to make the most of your trip to Dubai and not spend all your precious time standing in lines.

Good to know: Tickets to many popular attractions in Dubai are often sold out at least a few days in advance. Furthermore, many tickets are cheaper if booked online. In addition, some attraction tickets, e.g. Atlantis Aquaventure , cost less if you book at least a week before your visit.

For some places, not reserving in advance means that you won’t be able to visit at all.  For example, the Museum of the Future is so popular that all tickets are usually sold out at least 2-3 weeks upfront. If you want to be able to choose the time slot that fits you best, you need to book at least a month in advance.

If you want to visit observation decks at Burj Khalifa or Dubai Frame , you also need to book ahead. In most cases, a few days in advance is sufficient, but it really depends on the period when you travel and how flexible you are. Also, consider visiting these attractions early in the morning or late in the evening for smaller crowds and better photo opportunities.

PRO TIP: For Burj Khalifa, we recommend getting a ticket that includes Level 148 . Not only you get to visit another level which is not included with standard tickets, but you also get skip-the-line access through the security check and at the elevators, and it includes some snacks and drinks. It’s well worth it.

Overall, we always recommend booking tickets and tours at least a month before your trip. But keep in mind that for many popular destinations worldwide booking a month or even two upfront is not sufficient anymore.

Tickets don’t get cheaper and there’s less availability the longer you wait. Plus, if you use GetYourG u ide for all attraction tickets and tours like we do, you can take advantage of their very flexible cancelation policy.

Good to know: Booking tickets/tours via websites like GetYourGuide , Viator , or Tiqets also saves you money on exchange rates. The exchange rate they use is the official rate and transactions are in your currency. Whereas if you pay on the spot, it will usually cost you quite a lot more (not only because many tickets are more expensive at the counter, but also because of credit card fees, exchange rate deviations, etc.).

Plus, booking and paying ahead makes it easier to budget for your vacation and keep your credit card’s spending limit available for other expenses during your trip.

3. Foresee Enough Time & Plan Wisely

There is one thing that you may not realize as a first-time visitor to Dubai and that’s how huge the city is. It’s not a place that you can compare to cities like Rome or London , or even New York City where you can still walk between many attractions and see a lot in a short time…

Dubai is totally different! It’s big, not really walkable (except in some areas), and the attractions are spread out all over the enormous and ever-growing city.

Plus, road works and traffic jams turn every ride into an expedition. The same trip that takes 20 minutes at night or early in the morning can take you an hour or even longer during the day. And yes, public transport can be a good option, but it also has its limitations – more about it further below.

Good to know: When planning your sightseeing itinerary, you will see that most Dubai attractions work with timed entry slots. Be sure to foresee plenty of extra time everywhere though! Even with timed entry tickets, you will often be standing in line for an hour or even longer, not to mention the time that it takes to actually visit the place or get from one attraction to the other.

TIP: So while planning what to see and do, foresee enough extra time between the sights and don’t try to do too much in a single day. Also, group the attractions based on their location, and go for a mix of top attractions with some lesser-known ones. That way, you don’t have to rush from one queue to another and your trip will be much more relaxed.

This brings us to the next tip – see below.

4. Don’t Try to See Everything

There is so much to see and do in Dubai that you could easily stay here for a few months and still not experience everything the area has to offer. So resist FOMO and the urge of having to see ‘everything’. It’s simply impossible, especially if you are only traveling to Dubai for just a few days or a week.

TIP: Choose a few places, attractions, and experiences that interest you the most and focus on those rather than ticking off boxes just because some guidebook told you that one or the other place is ‘a must’.

If you absolutely want to go to the top of Burj Khalifa, well – just do it and tick it off your bucket list. After all, how often will you get a chance to visit the world’s tallest building… In that case, book tickets in advance and be prepared to queue, or save time and avoid the crowds with priority access .

On the other hand, maybe you are perfectly content just seeing the building from the outside and rather spend your time visiting other viewing platforms like Sky Views , the View at The Palm , or Dubai Frame …

Or maybe you don’t care about any of these at all and much rather spend a day at a water park , exploring the old town souks (markets), or enjoying the views from a luxury yacht …

Dubai has so much to offer to all types of travelers. So personalize your itinerary based on what you really want to do, taking into account the time that you have, your interests, and your budget. If you are visiting Dubai with the family, try to incorporate some fun activities for the kids in your itinerary as well, even if it means that you’ll have less time for sightseeing.

5. Consider Tours & Private Drivers

If you want to see a lot of Dubai in a short time or you don’t know where to even start deciding where to go, consider booking tours or private guides/drivers .

Sometimes, a private driver can also be cheaper than taking a taxi between all those places, and often, you can also find cars that can take up to 6 passengers (vs 4 in most taxis).

Just to be clear, I am talking about quickly seeing multiple places all over the city in a single day. If you want to spend more time exploring the sites, you better go on your own.

There are tons of different ‘city highlights’ tours that bring you to many of the main landmarks of Dubai in (half) a day. Keep in mind that in most cases, your ‘visit’ will be just a quick photo stop, so it’s not comparable to actually visiting the sights. But it’s a good way to get an introduction to Dubai and catch a glimpse of the top spots.

PRO TIP: If you do a city highlights tour, do it at the beginning of your trip! That way, you can later come back to some of the places that you like the most. An ideal way to explore Dubai is to take an introductory city tour first as you arrive and then thoroughly visiting some of the main landmarks and attractions on your own later.

6. Save Time & Money with Combination Tickets

Dubai is expensive, there is no arguing about it. But with some smart planning, you can save some money on some of the main attractions.

One of the best ways to do this is by opting for combination tickets and/or city cards that include several popular places.

Here are some of the most popular deals:

• Burj Khalifa + Dubai Aquarium (+-$20 savings per person).
• Atlantis Aquaventure + Lost Chambers Aquarium (+-$25-30 savings per person).
• GoCity Explorer Pass (up to 50% savings, depending on the attractions you visit).

Good to know: Some tickets cost more during the most popular times. For example, Burj Khalifa around sunset. So if you want to save money, be sure to check prices for different time slots/days when making reservations.

7. Stay Longer

You might be wondering how much time you need to see the best of Dubai. Well, there is really no straightforward answer to this and so much depends on your interests.

That being said, I recommend planning at least a week for a first visit to Dubai. But if you have time and your budget allows it, stay longer. You won’t get bored!

With a week in Dubai, you will be able to visit most of the top landmarks, explore several different parts of the city, and also find some time to relax and unwind. If you want to spend more time at the beach or by the pool, visit a water park or a theme park with your kids, or make a day trip to Abu Dhabi, ideally, you plan at least 10-12 days for Dubai.

But don’t worry if your trip is shorter and you can’t extend it. You can have a perfectly enjoyable visit and see a lot even if you only have a day or two in Dubai. Via the link below, you can find plenty of ideas for planning a shorter visit.

8. Choose the Location of Your Hotel Wisely

Deciding where to stay in Dubai might not be as straightforward as you may think, especially if the main purpose of your visit is to explore the city.

There is not one perfect place to stay in Dubai – it’s simply much too big and too spread out for that.

However, some areas are better than others and some are really a disaster for commute. If you pick the wrong location, you might be stuck in traffic for hours every time you want to go anywhere and do some sightseeing. On the other hand, that same spot might be perfect for those who are mainly interested in swimming and dining, and are just looking for a relaxing vacation with maybe one or two excursions that include a pick-up and drop-off at the hotel…

TIP: I strongly recommend that you look at the map and the location of the places that you want to visit before deciding where to stay in Dubai. Also, consider how you will travel around.

For example, staying within walking distance of a metro station might save you a lot of time and money on commuting if you plan to do lots of sightseeing. Whereas staying in a nice walkable area with lots of shops and restaurants will be ideal if you like to go out at night.

Here are two of the very best areas to stay in Dubai:

• Dubai Downtown (the area around Dubai Mall – Burj Khalifa) is very central and is perfect for those who want to do a lot of sightseeing, but also for shopping and dining. Sofitel Dubai Downtown is a great choice in this area, close to Dubai Mall and just near a metro station. Remember, however, that this is the heart of the city, so very busy and far from the sea.
• Dubai Marina in the south of the city is another popular area to stay in Dubai. It’s a great choice for those who are looking for a more relaxing vacation, boat trips, water parks, dining, shopping, etc. The beach is not too far from here, however, it will take at least 45-60 minutes to reach the city center. Millennium Place is a very popular hotel not too far from the main Marina area and close to the metro. On a somewhat higher budget, JW Marriott Hotel Marina is a wonderful choice if you want to be in the heart of the Marina.

TIP: On our most recent visit to Dubai, we stayed at Rove La Mer Beach Hotel . It’s close to the downtown area, so quite convenient for sightseeing, but also with direct access to a private beach – the best of both worlds. We loved this hip modern hotel, also because it’s much smaller and more intimate – a kind of place where you don’t have to worry about losing your kids at breakfast. It also offers great price/quality for Dubai. The only downside is that the area around the hotel is still developing with lots of construction going on, but it will only get more attractive in the future.

9. Beware of Tourism Taxes

Hotel stays (including hotel apartments, guesthouses, holiday homes, etc.) in the United Arab Emirates are taxed with various fees, surcharges, and taxes. These amounts might vary depending on the hotel, but it’s not abnormal that these taxes add over 20-25% to your room rate.

For example, our recent hotel invoice in Dubai showed a 10% service charge, 7% municipality fees, 5 % VAT, and an additional 10 AED (+-$3) Tourism Dirham Fee per night.

Altogether, we paid about 24,4% on top of the official room rate. The good thing is that we knew in advance how much we had to pay. Otherwise, this could be a very unpleasant surprise…

So when looking for accommodation in Dubai and comparing prices, make sure that you are actually comparing the same thing!

Many hotel websites show prices without (some/any) taxes, so you may think that booking directly with them is cheaper. Often, it’s not the case at all!

TIP: We always use Booking.com for our accommodation bookings, also in Dubai. With them, you see the total price, including all fees and taxes, so you know exactly how much you will spend. (Depending on booking conditions, you may have to prepay for the stay in advance whereas the taxes are charged separately when you arrive at the hotel, but the total amount you see when making a reservation is correct).

10. Use Public Transport & Local Taxis

Dubai’s public transport system is efficient and inexpensive. Depending on where you are staying and traveling to, it might be very convenient to use the Dubai Metro, Tram, Monorail, or even local buses.

However, this depends on the exact trip you are planning to make and also on the size of your group. Sometimes, public transport is the best way to get around the city quickly and affordably. But there are also many situations when it’s a real hassle and doesn’t make your trip faster or much cheaper.

In those cases, you will be glad to know that taxis are rather affordable in Dubai . The most expensive taxi ride we recently took in Dubai was 25 kilometers, it took over 50 minutes, and it cost us 76 AED (+-$21).

However, be careful that you only use official taxis! Because e.g. Uber is often quite a lot more expensive. Not even to mention that they sometimes charge twice the price during peak times of increased demand. We learned this the hard way, after taking a few overpriced Uber rides…

Also, unlike in many other countries where we use Uber all the time, in Dubai, you never really know how much you will pay until the end of the ride. The price you see in the beginning is usually just an approximate indication.

TIP: Install Careem app on your smartphone and use it to request ‘Hala Taxi’. That’s the best way to get an official taxi in Dubai. If you request ‘Rides’, it works similar as Uber and is more expensive. We learned this from a local taxi driver after a few very unpleasant experiences with Uber and private drivers randomly offering their services at the main tourist spots, and it saved us a fortune.

To give you an idea, we were quoted 120 AED ($33) by Uber and 150 AED ($40) by random ‘kind strangers’ for a ride that in the end cost us 22 AED ($6) by official taxi. When it comes to busy times and popular tourist hotspots, getting a taxi ride in Dubai can feel like navigating the Wild West…

11. Start Your Days Early

One of the best ways to make the most out of your trip to Dubai is to start your days early.

There’s much less traffic in the morning, so you can get everywhere much quicker. But the main advantage is that there are hardly any other people, even at the most popular attractions. In addition – if you are visiting Dubai in the warmest months – getting up early is the best way to avoid the biggest heat.

Good to know: Be sure to check opening times of the places you want to visit. While some attractions don’t open until noon, many others are open from 9-10 AM. There are also places – like e.g. Burj Khalifa – that you can visit at 7 AM, and on some days even earlier if you like…

For example, we recently went to the Aquaventure Water Park at Atlantis around opening time. There were no lines at the entrance and we could also do many popular slides without any wait. A few hours later, people were queuing for 45-60 minutes at the same rides…

In addition, the taxi ride to get there in the morning took us just 22 minutes. That same ride to get back to our hotel in the evening was over 50 minutes, not counting more than 10 minutes for a taxi to arrive… So yes, it really pays to explore Dubai in the morning!

12. Stay Connected

While pretty much all public places and tourist attractions in Dubai offer free Wi-Fi, we highly recommend getting a local SIM card for your visit to UAE. There are so many situations when it’s just much easier to stay connected. For example, if you need to book a taxi ride, or book some tickets on the go, etc.

Depending on your data plan, roaming can cost a fortune in Dubai. My provider sent me an sms saying that using data in UAE will cost me 15 euros per megabyte (ouch! and no, thank you!). So the first thing I did after landing in Dubai was disconnect roaming.

There are several ways to approach this:

• Pocket Wi-Fi. One of the easiest ways to stay connected on the go is by renting a pocket WiFi at Dubai airport . This is a very convenient option if you don’t want to change anything on your phone. It’s also convenient if you are traveling with a family/friends since you can connect up to 10 devices to it.
• Local SIM card. Alternatively, you can opt opt for a physical SIM card, which is also available at the airport . With this option, you will need to place this card into your phone. If you want to keep your ‘own’ phone number working as well, see if your phone has a dual SIM option – then you can use both. Otherwise, you may want to bring an old phone to use with this local card.
• eSIM. There are many providers available (just search online), but what’s included and the prices vary a lot. Depending on which one you choose and also on your device, this can be a very easy and simple process, but it’s also not very straightforward if you have never done it before. Also, not all phones allow eSIM – so be sure to double-check if your smartphone has this capability.

13. Respect Local Culture

While Dubai is a very cosmopolitan city, it’s also a place with different cultural norms and traditions. Overall, UAE is very ‘Western’ and Dubai in particular is very laid back and relaxed. With over 200 nationalities living in Dubai, it’s a true melting pot of different cultures. Still, remember that you are a visitor here, and be respectful.

Dress modestly, especially when visiting religious sites or public places. Also, avoid public displays of affection, as these can be considered disrespectful.

If you’re visiting during Ramadan, be mindful of local customs and traditions. Keep in mind that many traditional restaurants and cafes will be closed during the day but will come to life after sunset. If you are visiting during Ramadan and are planning sightseeing during the day or a day trip to e.g. Abu Dhabi, it’s advisable to pack your own lunch.

One of the most common questions we get is what to wear when traveling to Dubai. Well, you will see people wearing all kinds of clothing – from burkas that cover the entire body to revealing summer clothes that hardly cover much at all. However, while a lot is tolerated, it’s not always appreciated.

So when in doubt, remember that it’s always safer to cover your knees and shoulders. See-through clothing is also not the best idea, unless on a beach.

TIP: Wear loose light clothes – not as much for religious or cultural reasons, but also because of the heat. Long skirts/dresses or wide summer pants will be much more comfortable than tight clothes.

14. Use Credit Cards

The official currency in Dubai is the United Arab Emirates Dirham (AED) and all the prices are displayed in this currency. All regular businesses accept cash and electronic means of payment, such as credit cards or smartphone payments.

We haven’t encountered a single place in Dubai that wouldn’t accept a credit card. So if you want to make it easy and simple for yourself, you don’t even need to exchange money and can simply use cards everywhere.

Important! Inform your bank about your visit so that they don’t block your cards for ‘suspicious activity’. And even then… Despite precautions, one of my cards got blocked by a credit card company after a random payment at a restaurant in one of the main malls in Dubai. We had to call the bank to get them to unblock it again and they say that this happens when ‘the systems’ suspect anything suspicious, despite us having notified our bank in advance…

If you want to leave a tip to someone or purchase something small, you may want to have some local currency at hand. In that case, you can get some cash from local ATMs which you will find in malls all over the city. I strongly encourage you to only use ATMs attached to local bank offices as some others might charge additional fees and/or give the worst exchange rates.

PRO TIP: When using ATMs to withdraw money or paying by card, you always get an option between local currency (AED) and your own currency. Always choose local currency (AED) – that way, your bank will do the exchange and you will always get a better rate than the one offered by ATMs or pay terminals.

Good to know: We heard it on quite a few occasions that money is king in Dubai and it doesn’t matter in which currency you want to pay – they will accept it. Indeed, this is the case at the markets (souks) and some smaller private businesses. On a recent trip to Dubai, I could use Euros at the souk. The sellers also told us that they accept credit cards (just make sure to haggle – see below).

15. Shop Smart

Dubai is a shopper’s paradise, but prices can vary a lot depending on where you shop. The prestigious locations like the Dubai Mall are home to some of the most expensive brands in the world and the prices here are usually very high. You will be able to find much better deals at the Dubai Outlet Mall, for example.

Also, if you go to various local markets (souks), be sure to shop around for better deals. Also, don’t forget to haggle – and not a little! Many sellers take advantage of tourists asking ridiculously high prices. Often, 3-4 times higher than what you should pay, and likely even more… Don’t be shy, offer the price that seems correct to you, and be prepared to walk away.

On a recent trip, I got intrigued by a perfume someone put on me while walking through the Dubai Spice Souk (this is common practice – people will (try to) put all kinds of stuff on you – from scarfs to perfumes etc.). So I asked how much it was. The prices depend on the size and the design of the bottle, they said, and so we settled on a medium-sized simple bottle and they told me it was 280 AED (+- 70 euros).

No way I would pay 70 euros for a tiny bottle of perfume at a market! And so we started the negotiations. In the end, I paid 20 euros in cash which – to me – felt like a correct price. The seller was telling me that this was way too low and he was only willing to do it because it was our last day in Dubai and my kids were cute… 😉

After that, I saw similar perfumes at Dubai Airport souvenir store and indeed, most of them were about 20-25 euros for about the same size I got. So don’t be afraid to negotiate and if you don’t feel comfortable with the price or the quality, simply walk away.

16. Explore Beyond the Glitz

While Dubai is best known for its skyscrapers and extravagant landmarks, don’t miss out on its cultural gems as well.

One of the best places to catch a glimpse of authentic culture is Old Dubai. Visit the historic Al Fahidi neighborhood, explore the spice and gold souks, and take a traditional abra ride along Dubai Creek. These experiences are also quite touristy, but they are also totally different from the main attractions in Dubai.

TIP: There are many excellent guided tours that visit Old Dubai . They all take you to the same area, do the traditional boat ride on Dubai Creek, and visit the same local markets. Most tours also include local coffee and dades, and some also food tasting. While you can just visit the area on your own, these tours are really affordable and give you a somewhat deeper insight and insider tips.

On our recent visit, we chose this walking/food tour . It started with some traditional food tasting at a local restaurant, followed by a visit to the old town, a boat ride, and ended at the gold and spice souks. A nice way to spend a few hours and get to know a different side of the city.

17. Avoid Weekends

If you think Dubai is busy on a weekday, try to imagine it on a weekend or on public holidays.

So if you can adjust your plans, avoid visiting the most popular attractions on weekends (Friday afternoon, Saturday, and Sunday).

If you are in Dubai for more than a few days, this is really not difficult to do. Visit the most popular places such as Burj Khalifa, Dubai Mall, Global Village , Miracle Garden , or theme parks and water parks on weekdays.

On weekends, you can do more relaxing activities such as a sightseeing a yacht trip , a speedboat tour , spend time at the beach or by the pool, go parasailing or jetskiing , or take a desert tour – see below.

18. Experience the Desert

No trip to Dubai would be complete without experiencing its desert. Book a desert safari tour for an adrenaline-pumping ride over the dunes, followed by a traditional Bedouin-style dinner under the stars. It’s an unforgettable experience!

There are many desert tour options , but when you look closely, they are very similar in what they offer. Depending on the option you book, you have one main activity – usually, dune bashing in a jeep, quad, or camel ride. Afterward, you spend time in a desert camp where you can partake in all kinds of different experiences.

Some of these experiences include taking pictures with falcons and camels, sandboarding, various shows (traditional dance, belly dance, fire show), henna tattoos, etc. There is always lots of local food and it’s surprisingly good.

Our experience: We have done two desert tours in Dubai (on different trips) and they were both very similar and both excellent. The first time we went on this dune safari tour and on a recent trip, we opted for this highly-rated tour that includes a longer camel ride . In both cases, the second part of the tour was quite similar, the main difference was that the first tour included an exhilarating jeep ride through the dunes, and the second one – a 45-minute camel ride.

The whole family really enjoyed these tours and I couldn’t say which one is better. All I can tell you is that it’s a nice experience that will make your trip to Dubai even more memorable.

19. Don’t Forget Little Important Details

Here are some additional travel tips for Dubai:

• Bring a reusable water bottle. Dubai is so warm and dry that you will want to carry a bottle of water on you at all times. If you want to minimize plastic waste, you may want to bring your own reusable water bottle. Tap water is, in general, safe to drink. In addition, you will also see free water taps at some public areas, where you can refill your bottles.
• Pack a travel adapter. UAE uses  Type G  plugs, same as in the UK. However, we noticed that in most hotels you can also simply use European plugs and sometimes a simple USB cable. Still, we always pack a Type G adapter just to be safe.
• Bring a power bank to charge your phone on the go. Also, carry extra batteries for your camera.
• Know that you are not obliged to tip, but it’s also appreciated. Many people tip 10-15% at the restaurants or give a small tip to tour guides. If you like to tip, make sure you have some small bills of local currency.
• Bring a small crossbody bag for sightseeing. At some landmarks, you will be asked to leave bigger bags/backpacks in a locker. I like Hedgren crossbody bags for travel – they are light, sturdy, and very durable. The one I have is big enough to hold my camera, a power bank, documents, and even two water bottles, and I was never asked to use a locker. But pack the smallest backpack and you’ll often have to leave it behind…
• Don’t forget sun protection. A sun hat, sunscreen lotion, and sunglasses are a must when visiting Dubai!

The city has been an important trading port for many years but it was the discovery of oil in 1966 that kick-started the development of the cosmopolitan city of today. The ruler at the time, Sheikh Rashid bin Saeed Al Maktoum, realised that oil would one day run out, and began to build an economy that would outlast it.

In 1985 Emirates airline was established and soon passengers travelling between Europe and Asia began to stop off in the city. Dubai International Airport is now one of the busiest in the world.

In 1975 the city opened its first 5 star hotel. However, it was the opening of the super luxury Burj Al Arab in 1999 that really put Dubai on the world tourism map.

Dubai now has a higher percentage of 4 and 5 star hotels than any other city in the world and many more are planned. The ambitious Department of Tourism and Commerce Marketing is aiming to attract 25 million visitors a year by 2025 .

Visitors are drawn by the city’s mix of great weather , its shopping malls, groundbreaking developments, lively nightlife, plus a growing range of attractions and activities.

Relaxed immigration policies mean that guests from most developed countries receive a free visa on arrival at Dubai International Airport or other point of entry. Dubai is also effectively bilingual. The official language is Arabic, but English is widely spoken and a main language in local newspapers, magazines, TV and radio stations .

Dubai’s rapid growth has necessitated a massive influx of expatriates, so great that Emiratis now constitute a minority of the population . Despite this, tourists should remember that it is still a Muslim city. It is much more tolerant of other cultures than many of its neighbours but its religion should always be respected. Alcohol is sold to visitors and expatriates, but the penalties for drugs are very severe.

The time zone of Dubai is UAE Standard Time; 4 hours ahead of Coordinated Universal Time (UTC).

Tourist visa

A tourist visa is for those who are not eligible for  visa on arrival  or a  visa-free entry  to the UAE. You can apply for a tourist visa through airlines, hotels and travel agents. Read about the eligibility criteria and the steps to apply.

Multiple entry 5-year tourist visa

Who is a tourist visa for, who can apply for your tourist visa, related eservices.

The multiple entry 5-year tourist visa enables tourists to enter the UAE multiple times on self-sponsorship and remain in the country for 90 days on each visit, and can be extended for further 90 days. This type of tourist visa can be issued for all nationalities.

To obtain this visa, the applicant must have:

• a bank balance of 4,000 USD or its equivalent in foreign currencies during the last six months
• a valid health insurance policy applicable in the UAE
• a ticket to and from the UAE

Documents required

To apply for the multiple entry tourist visa, the applicant must provide the following:

• a colored photo
• a copy of the passport
• medical Insurance
• bank statement for the last 6 months with a balance 4,000 USD or its equivalent in foreign currencies
• tour programme
• a ticket for onward journey.

Tourist visa is for those who are not eligible for  visa on arrival  or a  visa-free entry  to the UAE. Tourist visa can be obtained for eligible individual tourists from around the world. Females below the age of 18 are not eligible to apply for this type of visa unless they are travelling with their parents.

According to a Cabinet resolution passed in July 2018, children under the age of 18 years who are accompanying adults, can get a  free visa for their visit from 15 July to 15 September each year.

Tourist visas through airlines

Tourist visas through agencies and hotels

Licensed travel agents and hotels in the UAE can arrange a tourist visa for you provided you purchase the ticket through them and maintain hotel reservation with the specific hotel.

You can also contact travel agencies in your country for any tourist packages available to the UAE in collaboration with a local tour operator.

It is important to check the authenticity of travel agents you are dealing with and refrain from paying or sending copies of your official documents until after you are 100 per cent sure the tour operator is genuine. You can seek the help of the  UAE embassy in your country  for verification.

Note: The UAE embassies do not issue tourist visas. In order to get a tourist visa to the UAE, you need to get in touch with one of the UAE-based airlines, a tour agency or a hotel (where you intend to stay) in the UAE who will apply for visa on your behalf to the official  visa-issuing authorities  in the UAE.

Dubai, although a Muslim emirate, is one of the most liberal of all emirates in the Middle East. However, there are some definite rules that need to be followed, in order to avoid any faux-pas, so as to not offend the local populace. Further, these tips may help you in taking care of everything that you need to, before planning a travel to Dubai .

Best time to plan a visit to Dubai

The best time to visit Dubai is during the period November and April, as the weather is rather pleasant during this phase (with temperatures in the low 30s). During the summer months, Dubai is horribly hot with temperatures even going up to 48°C. The Ramadan period may seem to be a good period to visit, only if you are interested in Islam. But, if you plan to shop and indulge yourself in the best foods served at restaurants and bars in Dubai, then the Ramadan period is best avoided. The exact dates of Ramadan vary from year to year.

There are plenty of sporting activities hosted by Dubai, including the Desert Classic, Dubai Tennis Championships and Rugby Sevens. If you are a sports buff, you may consider visiting Dubai during this period.

Travelling with Children

Small children are welcome in Dubai, just as in any other part of the world. Dubai is a destination that kids would love to visit, as there are plenty of activities for children , both in and around the star hotels , special amusement parks, green areas, museums, swimming pools, theme parks, and entertainment centres. The bigger hotels offer a good choice of kids’ meals, apart from baby-sitting services available at main hotels, if required.

Women Travellers

Dubai is a safe destination for women travellers. Women are permitted to drive, work etc, and lead a liberal lifestyle here, in comparison to several other Gulf counterparts. However, you may be in for unwanted attention if you are travelling alone. Women travellers should be aware that they are visiting a place that adheres to strong traditional roots. It would probably be better if you plan a relaxed visit and stay in one of the four or five star accommodations in Dubai, so that you can use the private beach facilities in the hotel. It is better to avoid wearing tight or revealing clothes when travelling away from the beach clubs and resorts. For instance, loose trousers and long sleeved cotton shirt may fit the bill. When socializing in local company, it is better to wait until a hand is offered to you for a handshake, as some devout Muslims do not prefer to shake hands with women. In UAE, usually women are given priority and attended first at banks , post offices, police stations, while the government offices have a separate queue for women.

Travellers with special needs

The Dubai International Airport has a special handling area for passengers with special needs. Therefore, wheelchair passengers will receive more personalized service. Several star hotels have rooms specifically meant for use of the disabled, while even major shopping malls have good access and facilities for people with special needs. Even the Transport Taxis in Dubai are fitted to accommodate wheelchairs.

Accommodation

Accommodation in Dubai is highly expensive. So plan in advance. The room rates drop considerably during peak summer, but, it may not be the best time to enjoy an outing in Dubai. Dubai has several other good and decent two-star accommodations too. If you find the five-star hotels too expensive, you may choose to stay in the two-star, and use the rest of your money food, purchase, and entertainment. Larger families can consider a shared accommodation.

The UAE is one of the very few nations that do not have any reported cases of holiday sickness, as reported by leading international magazines. This is due to major success of government immunization programs, the high standards of hygiene maintained in hotels and restaurants, and availability of clean drinking water.

As for vaccinations, no special immunizations are required. But, it would do good to find out in advance whether the area you are visiting is free from health-risks. Tetanus injections are usually recommended, if you are considering a long trip. Polio has been eradicated. Hepatitis A is rare, and can be avoided if precautions are taken. Hepatitis B, C, D is transmitted only through sexual contact, blood transfusions or use of un-sterilized needles. Mosquitoes are few in towns and cities, therefore it is not considered as a risk. In any case, it is better to use a suitable insect repellent, to avoid being bitten.

Dubai, being a hot city, the sun can be fierce all through the year, and travellers are at risk of heatstroke or heat exhaustion. Therefore, ensure that you carry adequate sunglasses, hats, and sun creams.

The medical facilities are generally very good in public hospitals , and may deal an emergency free of charge. However, it is wise to carry medical insurance to cover all eventualities, as, if you need to visit a private hospital, the treatment can be quite expensive.

Most medicines are available at the pharmacies. Some pharmacies open 24 hours a day. The Municipality emergency number, 04 2232323, lists the location of open chemists.

There are good dentists available, including orthodontists.

Personal Safety and Security

The UAE, particularly Dubai, is a safe place to visit. It is designated as one of the safest holiday destinations by the international travel industry. However, it is wise to carry travel insurance and follow normal precautions to safeguard yourself and your valuables.

On dialling 999 or 04 2821111, during an emergency, Dubai Police guarantee that a police helicopter will be there within 8 minutes at the location.

For non-emergency cases such as traffic queries, complaints or suggestions, general information like address or location, and police events, call 901 in Dubai.

Due to the low crime rates in Dubai, it ensures a trouble-free stay for visitors. Nevertheless, you are advised to take care of your valuables in busy public places and when using the public transport. Further, due to the present international scenario, visitors to Middle Eastern nations are advised to remain vigilant due to threat of terrorism. Special care is required when visiting entertainment venues that are largely western-oriented. Further, avoid participating in any sort of political gathering or demonstration.

Although tipping is not expected, it is a common practice to do so. For the staff at hotels, gratuities are given based on one’s discretion. Majority of the restaurants include service charges to the bill. In case this is not included, you may add 10percent of the total to the bill value. However, taxi drivers do not expect to be tipped. Supermarket baggers, bag carriers and windscreen washers at petrol stations are generally given Dh.2.

Photography

The films are readily available, and so are the processing facilities and colour prints. It is better to ask people before photographing. Avoid photographing Muslim women. Avoid taking photographs of docks, airports, government buildings, and telecommunication equipment, military and industrial installations.

Alcohol is permitted in Dubai. It can be purchased at the Duty Free Shop at the airport (limit per person is four bottles), as it cannot be purchased in the supermarkets or liquor stores here, unless you are a Dubai resident with an alcohol license . Dubai does not allow consuming alcohol on the streets. Drinking and driving is strictly prohibited. Also, no alcohol will be served on public holidays, periods of mourning, or in public places.

Dubai has absolutely no tolerance towards drug offences, and you may face serious consequences if caught. Dubai has its own regulations regarding controlled drugs. So, if visiting with prescription medicine, it is better to verify if your medicines have any particular restrictions. For instance, Tylenol 3 is restricted due to the presence of codeine in it. So it is best to check before travel. Also, if you are travelling with prescription medicine, it is better to carry only the amount required for your travel.

Public display of affection should be avoided, as it is considered offensive. Dubai follows the Sharia law, and hence, unmarried couples who are travelling together will have to look for separate accommodations. Homosexuality is also not permitted in any part of the UAE.

It is best to check with your local embassies for visa requirements, as they are likely to change often. Majority of nationals enter Dubai on a tourist visa for nearly 60 days. Some are not permitted entry without a valid visa on arrival . Check with your travel agent and confirm the visa requirements for your country, before planning your trip to Dubai.

When on a visit visa, you are allowed to use International driving license . But, when you are a resident, you will have to apply for a Dubai driving license. Dubai sticks to left-hand driving. Drinking and driving can attract huge fines, imprisonment, lashing or deportation. In case of any accident, remain there with your car, and call the police, who will handle it as per the local laws. Speeding is common in Dubai, and therefore, if you do not follow traffic rules, the chances of you being knocked out are also common. Taxis are expensive in Dubai , and therefore, renting a car is considered a better option.

Dubai Customs

UAE, being tax-free country with little import duties, there are few restrictions on the items that you are allowed to bring in and take out of the country. Dubai is liberal about the duty-free allowances, wherein nearly 2000 cigarettes, 400 cigars and 2kgs of tobacco are permitted. Alcohol is allowed to be imported only by non-Muslims.

Dubai forbids import of firearms or dangerous weapons, religious propaganda, unstrung pearls, and raw sea food.

Other general information

The Tourism Department has set up a series of tourist information bureaus in the city. Each of these offices will issue maps and brochures about the hotspots in the city, and other information on public transportation, shopping and accommodation.

The information counter at the Dubai Airport is open 24 hours. The main bureaus in the city are located in Baniyas Square and on SHK Zayed Road, while the smaller bureaus are located in several main shopping centres in the city.

The UAE is four hours ahead of GMT, and there is not time change during summer.

Electricity

Domestic supply is 220 volts.

Weights and Measures

The UAE uses the metric system, although even the British and US standard weights and measures are understood.

Typical light-weight summer clothing is ideal for Dubai weather. Usually casual clothing is used. It is best to avoid swimsuits, shorts, bikinis, and revealing tops, and confine it to beach resorts.

Most public toilets at the shopping centres, museums, public gardens, are clean and well-maintained. The public toilets in souq and bus stations usually have only gents toilet. On the city outskirts, although there are public toilets available at petrol stations and restaurants, they usually lack toilet paper and may not be in good condition.

Food and water

The standard of food hygiene and water quality is usually high, especially in larger centres, although in smaller cafes of remote areas, one cannot be very sure about the conditions. Water is usually desalinated, and so normally safe to drink, but, it better to use bottled water, and you may need to drink plenty of it, in the scorching Dubai heat.

The United Arab Emirates Dirham (UAE Dirham) is the local currency in Dubai. There are no currency restrictions in the UAE, and all major currencies in the world are accepted and exchanged. Bank notes come in denominations of 5, 10, 20, 50, 100, 200, 500 and 1000 dirham, while coins are used in denominations of 25 and 50 fils and 1 dirham. The dirham is pegged to the US dollar.

All banks in Dubai offer cash withdrawal facilities from ATM’s scattered across major hotels and malls. Do not involve in money exchanges on the streets, as it is not a permissible transaction, due to the possibility of fraudulent notes being offered.

Mobile Phones

GSM services are available and the mobile phone code within the UAE is 050. A particular Speak Easy GSM mobile service helps tourists and visitors who are unable to use their own mobile phones in the UAE. You also have the option of purchasing a temporary SIM card and use it in own handset with a temporary card. Etisalat can be contacted for further details by dialling 101.

Most five-star hotels in Dubai offer internet accessibility to their guests for free or with small hourly rates.

The General Post Authority in Dubai is quite efficient. The post offices function from 8am to 11.30pm (Saturday to Wednesday), while on Thursdays it functions from 8am to 1pm and from 4pm to 8pm. Fridays are closed. In Dubai, the main post office is located at Zaizabeel Road, Bur Dubai. The smaller post offices are scattered in Deira, Satwa, Karama and Jumeirah.

Shopping hours

Normal shopping hours are from 9:00am to 1:00pm and from 4:00pm to 10:00pm, although majority of the shops stay open all day. Some supermarkets are even open all 24 hours. However, on Fridays, being the Islamic day of rest, all shops close for prayers between 11.30am to 1:30pm.

Office working hours

All government establishments work from 7:30am to 3:00pm. But private offices have their own working hours that are usually longer. The government offices are usually closed for their weekend holiday at mid-day on Thursday, and open only from Saturdays. The weekend holiday of private offices, however, may vary.

Arabic is the main language in Dubai. Majority of the local people here can understand and speak English.

Religion and etiquette

Dubai strictly adheres to the Islamic Laws. Islam, being the official religion in Dubai, it is better to not publicly criticize or distribute any material against it.

Eating in public is prohibited from sunrise to sunset during the month of Ramadan .

Other common western habits that attract stiff penalties are swearing, rude remarks, public display of affection, choices of clothing such as women revealing bare arms, legs or midriff.

Also refrain from eating, drinking or smoking in public places between sunrise and sunset, during the month of Ramadan.

Taking photographs of sensitive UAE military and civilian sites or foreign diplomatic missions could result in arrest, detention, and prosecution by local authorities. Further, engaging in mapping activities using GPS equipment, without co-ordination of UAE authorities, will have serious consequences.

Dubai is one of the safest places in the world, given, the tough laws that it implements. Respect the laws and their culture, while also enjoying your vacation in Dubai .

H elen and Roman from Manchester should be heading home from New Zealand today after visiting family near the capital, Wellington. The couple have been told their Emirates flights via Dubai are cancelled and there is no clear timetable for getting them back to the UK ; Helen is running short of medication.

Gwen and her husband are stranded in paradise – Bali , to be precise – with no certainty about when they might leave. “We can’t seem to get any contact with Emirates to be advised of another flight to the UK,” Gwen tells The Independent . She adds: “We don’t want to be stuck in Dubai at the airport. Can you update us on the position and offer any advice?”

They are just four of the hundreds of thousands of passengers who have been stranded by the unprecedented storm and flooding in Dubai.

On a typical day, 250,000 people pass through the world’s busiest international airport; Dubai overtook London Heathrow for this title several years ago.

But over the past 48 hours the vast majority have seen their flights cancelled, diverted or heavily delayed due to flooding.

Bizarrely, the way that air passengers’ rights rules are structured means that people who have yet to leave the country are in a far stronger position than those in far-flung corners of Asia , Australasia and Africa.

These are the key issues.

What’s the problem?

A severe storm began in the early hours of Tuesday 16 April. Dubai was drenched in a year and a half’s worth of rain in a single day , killing at least one person and disrupting travel through the airport that handles more international passengers than any other.

Flooding and associated disruption is continuing to cause widespread cancellations.

All airlines using Dubai International Airport affected, with British Airways flights from London Heathrow diverting in successive days to Bahrain and Abu Dhabi .

But passengers on Emirates – which flies more people on intercontinental journeys than any other airline – are collectively facing far bigger problems.

How bad are things?

A snapshot by The Independent of all the overnight Emirates departures due to arrive in Dubai from the UK on Thursday morning shows the scale of the problem. Bear in mind that most of the aircraft used are Airbus A380 “SuperJumbo” planes carrying more than 500 passengers.

• Cancelled: London Heathrow (three), London Stansted, Birmingham and Glasgow. That represents around 3,000 people who did not arrive as expected on Thursday. Crucially, because the outbound flights were cancelled, a similar number did not fly out from Dubai to the UK.
• Delayed: The minimum delay arriving in Dubai was two hours, for a single flight from Heathrow. A second Stansted flight was three hours late, while arrivals of another flight from Heathrow and one from Newcastle were four hours late. But the standard delay was six hours, affecting passengers from Gatwick, Heathrow, Glasgow and Manchester.

Once in Dubai, though, their problems could just be beginning. Hundreds of flights are delayed, and onward connections on Emirates to destinations such as Colombo in Sri Lanka , the Seychelles and Kolkata in India are cancelled.

Many Emirates flights are resuming, but with planes, pilots and cabin crew scattered around the world it will be some time before a full schedule is running again.

When flights resume, the passengers who are booked on those departures take priority – with people who may have been waiting for days at the back of the queue.

What does Emirates say?

“Emirates extends our sincerest apologies to impacted customers who have experienced delays and disruption to their travel plans caused by bad weather and road conditions.

“We appreciate how difficult it is for everyone affected. While some customers have been able to return home or reach their destination, we are aware that many are still waiting to get on flights.

“Our teams are working hard to restore our scheduled operations, as well as secure accommodation and other amenities for affected customers at the airport. Our primary concern will always be the safety of our customers and crew, and this will never be compromised.”

The airline adds that Dubai airport “remains congested” and warns: “There may still be delays to arriving and departing flights.”

Emirates says: “Customers impacted by flight cancellations should contact their booking agent, DM us [@EmiratesSupport on X/Twitter], or visit emirat.es/support for rebooking.”

What is the position for British travellers due to be flying out to or via Dubai?

Air passengers’ rights rules mean they are in a strong position. Any airline that cancels a flight from a UK airport, for any reason, must provide passengers with:

• An onward flight as soon as possible, including on a rival airline if seats are available. For example, a passenger from London to Sydney could expect to be rebooked via Hong Kong, Singapore or Doha if Emirates has no room but Cathay Pacific, Singapore or Qatar Airways does.
• Hotels and meals as appropriate until they can reach their destination.

No cash compensation is payable because the cause of the delay is beyond Emirates’ control.

Passengers in Dubai awaiting an onward connection – what is the outlook?

Emirates says: “While some customers have been able to return home or reach their destination, we are aware that many are still waiting to get on flights. Our teams are working hard to restore our scheduled operations.”

The airline says it is trying to “secure accommodation and other amenities for affected customers at the airport”.

Anyone who arrived from the UK (or anywhere in the European Union) is entitled to a hotel, meals and an onward flight on any airline as soon as possible.

Passengers travelling in the opposite direction have no such legal protection.

Airlines generally provide stranded passengers with accommodation and meals, but such is the pressure on hotels that this may not happen. There is no legal obligation to arrange care.

What about people stranded in Asia, Africa or Australasia with connections via Dubai?

As they are flying on a non-British/non-European airline from outside the UK/EU, they have no formal rights besides the general principle that the airline will get them home when possible.

Travel insurance may cover added costs, and possible make a modest payment (typically £25 for each 12 hours) for the length of the delay.

I’m booked on a package holiday. Does that make a difference?

If you have bought flights and accommodation at the same time from the same provider, you have an extra layer of consumer protection. The Package Travel Regulations mean that the company that sold you the trip is responsible for ensuring the holiday goes ahead as planned – and must take action if it does not. For example:

• If you are booked to travel to the Maldives via Dubai, the holiday firm could look for alternative flights.
• Should your short break to Dubai be impossible because of cancelled flights or conditions on the ground, you are due a full refund.
• Stranded on the other side of the world? The holiday company must find a solution for you, and ensure your welfare while you wait.

If I pay for my own hotel or alternative flight, can I claim it back from Emirates?

That depends. If you are in the UK – or stranded in Dubai en route from the UK to a third country – and Emirates has been unable to provide you with these, then you should be able to claim. In all other circumstances, such as being stranded in Bali, it is unlikely the airline will pay up.

Travel insurance may help.

What about other airlines flying in and out of Dubai?

They are also facing big problems. Flydubai, the short-haul cousin of Emirates, made dozens of cancellations on Tuesday and Wednesday, with many flights on Thursday heavily delayed.

FlyNas, the Saudi budget airline, has cancelled more flights than any other on Thursday.

Other carriers, including British Airways and Royal Brunei, have grounded some UK flights, but operations overall are not as badly affected because Dubai represents only a tiny proportion of flying for most airlines.

I have a flight to or via Dubai next week. Should I worry?

Probably not. Emirates and other carriers should be back on track, and as mentioned anyone with a booking for a flight that goes ahead takes precedence over those who may have been waiting a week after a cancelled flight.

Dubai clears up after epic rains swamp glitzy desert city

Dubai, a city in the desert proud of its futuristic gloss, was on Thursday busy clearing its waterlogged roads and drying out flooded homes two days after a record storm saw a year’s rain fall in a day .

Dubai International Airport, a major travel hub, struggled to clear a backlog of flights and many roads were still flooded in the aftermath of Tuesday’s deluge.

The rains were the  heaviest experienced by the United Arab Emirates in the 75 years that records have been kept. They brought much of the country to a standstill and caused significant damage.

Flooding trapped residents in traffic, offices and homes. Many reported leaks at their homes, while footage circulated on social media showed malls overrun with water pouring from roofs.

Traffic remained heavily disrupted. A highway through Dubai was reduced to a single lane in one direction, while the main road that connects Dubai with the capital Abu Dhabi was closed in the Abu Dhabi direction.

“This was like nothing else. It was like an alien invasion,” Jonathan Richards, a Dubai resident from Britain told Reuters.

“I woke up the other morning to people in kayaks with pet dogs, pet cats, suitcases all outside my house.”

Another resident, Rinku Makhecha, said the rain swamped her freshly renovated house she moved into two weeks ago.

“My entire living room is just like ... all my furniture is floating right now,” she said.

In Dubai’s streets, some vehicles, including buses, could be seen almost entirely submerged in water. Long queues formed at petrol stations.

Dubai airport had yet to resume normal operation after the storm flooded taxiways, forcing flight diversions, delays and cancellations.

Dubai Airports Chief Operating Officer Majed Al Joker told Al Arabiya TV he expected Dubai International Airport to reach 60-70% capacity by the end of Thursday and full operational capacity within 24 hours.

The airport struggled to get food to stranded passengers with nearby roads flooded and overcrowding limited access to those who had confirmed bookings.

The storm, which hit neighbouring Oman on Sunday, pounded the UAE on Tuesday, with 20 reported dead in Oman and one in the UAE.

While some roadways into hard-hit communities remain flooded, delivery services across Dubai, whose residents are used to ordering everything at the click of a mouse, slowly began returning to the streets.

Rains are rare in the UAE and elsewhere on the Arabian Peninsula, which is typically known for its dry desert climate. Summer air temperatures can soar above 50 degrees Celsius.

Following Tuesday’s events, questions were raised whether cloud seeding, a process that the UAE frequently conducts, could have caused the heavy rains.

But climate experts blame global warming for such extreme weather events.

Researchers anticipate that climate change will lead to heightened temperatures, increased humidity and a greater risk of flooding in parts of the Gulf region. Countries like the UAE where there is a lack of drainage infrastructure to cope with heavy rains can suffer the most.

A UAE government agency that oversees cloud seeding — a process of manipulating clouds to increase rainfall — denied conducting any such operations before the storm.

President Sheikh Mohammed bin Zayed Al Nahyan said in a statement he had ordered authorities to assess the damage and provide support to families impacted by the storm.

Dubai’s Crown Prince Sheikh Hamdan bin Rashid Al Maktoum said on X that the safety of citizens, residents and visitors was the utmost priority.

“At a meeting with government officials in Dubai, we set directives to prepare comprehensive plans in response to natural crises’ such as the unexpected current weather conditions,” he said.

Scenes of flood-ravaged neighborhoods in one of the planet’s driest regions stunned the world this month. Heavy rains in the United Arab Emirates and Oman submerged cars, clogged highways and killed at least 21 people. Flights out of Dubai’s airport, a major global hub, were severely disrupted.

The downpours weren’t a total surprise — forecasters had anticipated the storms several days earlier and issued warnings. But they were certainly unusual.

Here’s what to know.

Heavy rain there is rare, but not unheard-of.

On average, the Arabian Peninsula receives a scant few inches of rain a year, although scientists have found that a sizable chunk of that precipitation falls in infrequent but severe bursts, not as periodic showers. These rains often come during El Niño conditions like the ones the world is experiencing now.

U.A.E. officials said the 24-hour rain total on April 16 was the country’s largest since records there began in 1949 . And parts of the nation had already experienced an earlier round of thunderstorms in March.

Oman, with its coastline on the Arabian Sea, is also vulnerable to tropical cyclones. Past storms there have brought torrential rain, powerful winds and mudslides, causing extensive damage.

Global warming is projected to intensify downpours.

Stronger storms are a key consequence of human-caused global warming. As the atmosphere gets hotter, it can hold more moisture, which can eventually make its way down to the earth as rain or snow.

But that doesn’t mean rainfall patterns are changing in precisely the same way across every part of the globe.

In their latest assessment of climate research , scientists convened by the United Nations found there wasn’t enough data to have firm conclusions about rainfall trends in the Arabian Peninsula and how climate change was affecting them. The researchers said, however, that if global warming were to be allowed to continue worsening in the coming decades, extreme downpours in the region would quite likely become more intense and more frequent.

Hot oceans are a big factor.

An international team of scientists has made a first attempt at estimating the extent to which climate change may have contributed to April’s storms. The researchers didn’t manage to pin down the connection precisely, though in their analysis, they did highlight one known driver of heavy rain in the region: above-normal ocean temperatures.

Large parts of the Indian, Pacific and Atlantic Oceans have been hotter than usual recently, in part because of El Niño and other natural weather cycles, and in part because of human-induced warming .

When looking only at El Niño years, the scientists estimated that storm events as infrequent as this month’s delivered 10 percent to 40 percent more rain to the region than they would in a world that hadn’t been warmed by human activities. They cautioned, however, that these estimates were highly uncertain.

“Rainfall, in general, is getting more extreme,” said Mansour Almazroui, a climate scientist at King Abdulaziz University in Jeddah, Saudi Arabia, and one of the researchers who contributed to the analysis.

The analysis was conducted by scientists affiliated with World Weather Attribution, a research collaboration that studies extreme weather events shortly after they occur. Their findings about this month’s rains haven’t yet been peer reviewed, but are based on standardized methods .

The role of cloud seeding isn’t clear.

The U.A.E. has for decades worked to increase rainfall and boost water supplies by seeding clouds. Essentially, this involves shooting particles into clouds to encourage the moisture to gather into larger, heavier droplets, ones that are more likely to fall as rain or snow.

Cloud seeding and other rain-enhancement methods have been tried across the world, including in Australia, China, India, Israel, South Africa and the United States. Studies have found that these operations can, at best, affect precipitation modestly — enough to turn a downpour into a bigger downpour, but probably not a drizzle into a deluge.

Still, experts said pinning down how much seeding might have contributed to this month’s storms would require detailed study.

“In general, it is quite a challenge to assess the impact of seeding,” said Luca Delle Monache, a climate scientist at the Scripps Institution of Oceanography in La Jolla, Calif. Dr. Delle Monache has been leading efforts to use artificial intelligence to improve the U.A.E.’s rain-enhancement program.

An official with the U.A.E.’s National Center of Meteorology, Omar Al Yazeedi, told news outlets that the agency didn’t conduct any seeding during the latest storms. His statements didn’t make clear, however, whether that was also true in the hours or days before.

Mr. Al Yazeedi didn’t respond to emailed questions from The New York Times, and Adel Kamal, a spokesman for the center, didn’t have further comment.

Cities in dry places just aren’t designed for floods.

Wherever it happens, flooding isn’t just a matter of how much rain comes down. It’s also about what happens to all that water once it’s on the ground — most critically, in the places people live.

Cities in arid regions often aren’t designed to drain very effectively. In these areas, paved surfaces block rain from seeping into the earth below, forcing it into drainage systems that can easily become overwhelmed.

One recent study of Sharjah , the capital of the third-largest emirate in the U.A.E., found that the city’s rapid growth over the past half century had made it vulnerable to flooding at far lower levels of rain than before.

DUBAI, United Arab Emirates (AP) — The United Arab Emirates tried to wring itself out Thursday after the heaviest recorded rainfall ever to hit the desert nation , with its main airport allowing more flights even as floodwater still covered portions of major highways and communities.

Dubai International Airport, the world’s busiest for international travel , allowed global carriers on Thursday morning to again fly into Terminal 1 at the airfield. And long-haul carrier Emirates, crucial to East-West travel, began allowing local passengers to arrive at Terminal 3, their base of operations.

However, Dubai Airports CEO Paul Griffiths said in an interview with The Associated Press that the airfield needed at least another 24 hours to resume operations close to its usual schedule. Meanwhile, one desert community in Dubai saw floodwaters continue to rise Thursday to as much as 1 meter (3 feet) as civil defense officials struggled to pump out the water.

“We were looking at the radar thinking, ‘Goodness, if this hits, then it’s going to be cataclysmic,’” Griffiths said of the storm. “And indeed it was.”

The airport ended up needing 22 tankers with vacuum pumps to get water off its grounds. Griffiths acknowledged that taxiways flooded during the rains, though the airport’s runways remained free of water to safely operate. Online videos of a FlyDubai flight landing with its reverse thrust spraying out water caught the world’s attention.

“It looks dramatic, but it actually isn’t that dramatic,” Griffiths said.

Emirates, whose operations had been struggling since the storm Tuesday, had stopped travelers flying out of the UAE from checking into their flights as they tried to move out connecting passengers. Pilots and flight crews also had a hard time reaching the airport given the water on roadways.

But on Thursday, Emirates lifted that order to allow customers into the airport. That saw some 2,000 people come into Terminal 3, again sparking long lines, Griffiths said.

Others who arrived at the airport described hourslong waits to get their baggage, with some just giving up to head home or to whatever hotel would have them.

The UAE, a hereditarily ruled, autocratic nation on the Arabian Peninsula, typically sees little rainfall in its arid desert climate. However, a massive storm forecasters had been warning about for days blew through the country’s seven sheikhdoms.

By the end of Tuesday, more than 142 millimeters (5.59 inches) of rainfall had soaked Dubai over 24 hours. An average year sees 94.7 millimeters (3.73 inches) of rain at Dubai International Airport. Other areas of the country saw even more precipitation.

Meanwhile, intense floods also have struck neighboring Oman in recent days. Authorities on Thursday raised the death toll from those storms to at least 21 killed.

The UAE’s drainage systems quickly became overwhelmed Tuesday, flooding out neighborhoods, business districts and even portions of the 12-lane Sheikh Zayed Road highway running through Dubai.

The state-run WAM news agency called the rain “a historic weather event” that surpassed “anything documented since the start of data collection in 1949.”

In a message to the nation late Wednesday, Emirati leader Sheikh Mohammed bin Zayed Al Nahyan, the ruler of Abu Dhabi, said authorities would “quickly work on studying the condition of infrastructure throughout the UAE and to limit the damage caused.”

On Thursday, people waded through oil-slicked floodwater to reach cars earlier abandoned, checking to see if their engines still ran. Tanker trucks with vacuums began reaching some areas outside of Dubai’s downtown core for the first time as well. Schools remain closed until next week.

Authorities have offered no overall damage or injury information from the floods, which killed at least one person.

However, at least one community saw the effects of the rainfall only get worse Thursday. Mudon, a development by the state-owned Dubai Properties, saw flooding in one neighborhood reach as much as 1 meter. Civil defense workers tried to pump the water out, but it was a struggle as people waded through the floodwater.

Residents of Mudon, who spoke to the AP on condition of anonymity given the UAE’s strict laws governing speech, described putting together the equivalent of nearly $2,000 to get a tanker to the community Wednesday. They alleged the developers did nothing to help prior to that, even as they called and emailed. They also said a nearby sewage processing facility failed, bringing more water into their homes.

“A lot of people were in denial of how bad it was,” one homeowner said as civil defense officials waded through the water, bringing bottled water on a raft.

Dubai Holding, a state-owned company that has Dubai Properties as an arm, did not respond to questions. It’s part of a wider nexus that U.S. diplomats have called “Dubai Inc.” — all properties overseen by the city-state’s ruling family.

The flooding sparked speculation that the UAE’s aggressive campaign of cloud seeding — flying small planes through clouds dispersing chemicals aimed at getting rain to fall — may have contributed to the deluge. But experts said the storm systems that produced the rain were forecast well in advance and that cloud seeding alone would not have caused such flooding.

Scientists also say climate change is responsible for more intense and more frequent extreme storms, droughts, floods and wildfires around the world. Dubai hosted the United Nations’ COP28 climate talks just last year.

Abu Dhabi’s state-linked newspaper The National in an editorial Thursday described the heavy rains as a warning to countries in the wider Persian Gulf region to “climate-proof their futures.”

“The scale of this task is more daunting than it appears even at first glance, because such changes involve changing the urban environment of a region that for as long as it has been inhabited, has experienced little but heat and sand,” the newspaper said.
