SG Tourist Pass

The Singapore Tourist Pass is available for 1 to 3 days and costs $12 / $19 / $24 respectively with an additional $10 rental deposit refundable upon return of the tourist pass applicable to children, adult and senior citizens. There is also a $29 3 day tourist pass with no deposit. If you are coming from Changi Airport, you can also buy the Singapore Tourist Pass Plus for $48 with no deposit. This tourist pass is non refundable and comes with additional perks including a free 1 hour walking tour.

The SG Tourist Pass must be used on consecutive days and the card must be returned within 5 days from the date the tourist pass is issued to get the refund . If you need to extend the card, you must first return the card at the transit link offices listed below , get your deposit refunded and buy another 1-3 days tourist pass and pay the deposit again. There is no limit on how many times you can buy the tourist pass. Failure to return the card will forfeit the deposit but you can keep the card as a souvenir. The card can also be used as a regular EZ Link card and can be used to top up for regular fares.

If your tourist pass is already expired (after 1-3 days validity) and you need to go to the MRT station for the refund, you can either top up your ezlink card or use your debit / credit card with paywave (NFC) feature to pay for your Bus or MRT fare. Single Journey Tickets are no longer available. Note that using your debit / credit card are subject to currency fluctuations and surcharges. The fares are computed based on the distance but there if you are connecting from bus to train, certain criteria must be met to consider it for a single charge.

Singapore Tourist Pass Refund Locations

You can buy and refund the Singapore Tourist Pass (SG Tourist Pass) in Simply Go (Transit Link) office located in the following MRT Stations: Ang Mo Kio , Bayfront , Bugis , Changi Airport (Terminal 2 MRT) , Chinatown , City Hall , Farrer Park , HarbourFront , Jurong East , Lavender , Maxwell , Orchard , Raffles Place , Somerset and Woodlands with schedule ranging from 8:00 AM – 9:00 PM from Mondays to Sundays. Note the schedules are different per station.

To buy or refund the STP in Changi Airport, From Terminal 3 walk towards the walkalator leading to Terminal 2. Once you reach the end of the walkalator, go down to the MRT Station in Terminal 2 and follow the sign that says Transitlink office (Singapore Tourist Pass). If coming from Terminal 4, ride the bus to terminal 2 and go down to the MRT station. If you buy the Tourist Pass at the airport and not in the Transitlink office, you will be paying the $38 Singapore Tourist Pass Plus and the deposit will not be refunded.

You can check this map to find the MRT locations where to buy and return the Singapore Tourist Card. You can buy the tourist pass in an office and return it in another transitlink office. Note that the transitlink offices are located in the MRT Stations and not in the Bus Interchanges or Terminals.

How to use the Singapore Tourist Pass?

The SG Tourist pass can be used for unlimited bus, mrt and lrt rides except for premium services such as Sentosa Express, RWS8 (Bus to Resorts World), Night Owl, NightRider, Chinatown Direct, Express buses as well as other premium and niche bus services. To use the Tourist Pass, tap it upon entry on the bus or MRT Station and tap out upon exit.

If you are in VivoCity Harbourfront going to Resorts World Sentosa, you cannot use the Tourist Pass to Ride the RWS8 bus. You will be asked to pay separtely. Alternatively, you can ride the Sentosa Express Tram which is offering free ride until Dec 31, 2022. You can also choose to walk from Vivo City to Resorts World.

Maximizing the Singapore Tourist Pass

Singapore bus fares typically range from SGD $0.73 to S$1.66, while MRT fares range from S$0.83 to S$1.95. If you are using the 3 days pass for $24, that will be an average of $8 or 6 bus and train rides per day. If coming from the airport, you will be able to make the most of the tourist pass going to your hotel and then to the tourist spots you have planned for the day. If you are staying for 4 to 5 days in singapore, plan out to return the tourist spot on the 4th day and buy another 1-2 days tourist pass. You will just have to pay separately for the fare going to the MRT Station from your hotel by topping up the tourist pass as a regular ezlink card or use your debit / credit card with paywave (NFC) / Apple Pay.

The validity of the card is up to the last train or bus for the day.

If you are thinking whether to use the train or bus to go to your destination, check the bus routes first as some buses will pass several stops before reaching the destination. Meanwhile, the trains are split from 1-2 kms and there may not be a nearby train station from your destination. It is best to combine the train and buses for maximum efficiency and to save time.

What to know and look out for, to clear immigration swiftly.

Automated Clearance System

Travellers eligible for automated immigration can enjoy contactless clearance if their facial and iris data have been enrolled with ICA. Enrolment is available at immigration counters.

The section below outlines the eligibility requirements for automated immigration on departure. Please note that if you are ineligible for automated immigration, you can still enjoy contactless clearance at immigration counters after enrolment of your facial and iris data. 

Travellers eligible for Automated Immigration at Departure

Automated clearance is extended to the following categories of travellers automatically, as long as they hold valid International Civil Aviation Organisation (ICAO)-compliant, machine-readable passports which have been updated with ICA or Ministry of Manpower (MOM): 

  • Singapore Citizens  and Permanent Residents above age 6 whose fingerprints have been enrolled with ICA; 
  • Long-Term Pass holders above age 6 whose fingerprints have been enrolled with ICA; and 
  • Work Pass holders (i.e., Work Permit, S-Pass, Employment Pass and Dependent Pass) who have enrolled their fingerprints with MOM.
  • Travellers who are registered under ICA's  Frequent Traveller Programme

Immigration Procedures

When you buy goods in Singapore, you are required to pay GST on your purchases if the retailer is registered for GST.

The Tourist Refund Scheme (TRS) allows you to claim a refund of the GST that you paid on goods purchased from the participating retailers if they are brought out of Singapore via Changi International Airport or Seletar Airport, subject to the criteria and conditions of the scheme.

The Tourist Refund Scheme (TRS) allows eligible tourists to claim a refund of the GST that you paid on goods purchased from the participating retailers if they are brought out of Singapore via Changi Airport or Seletar Airport.

To be eligible for a GST refund under this scheme, you must satisfy all the following criteria:

  • You are 16 years of age or above on the date of the purchase;
  • You are not a citizen or a permanent resident of Singapore;
  • You are not a member of the crew of an aircraft on which you are departing Singapore; and
  • on the date of the purchase;
  • at any time within the period of 3 months immediately before the date of purchase; or
  • on the date you submit your claim for a refund of the GST charged on your purchases at the airport;

As of 1 April 2019, the eTRS will be a paperless process; you will no longer receive an eTRS ticket and purchases will be tagged to the your passport. If you wish to claim GST Refund on your purchases, you should present your passport at the retailers upon payment. To review or select your purchases for GST Refund, you may wish to visit the e-services portal at  https://touristrefund.sg .

Applying for GST Refund can be done at GST Refund facilities at the terminal of your departure. For claims on items to be checked-in, GST Refund has to be done before your flight check-in. For claims on hand-carried items, GST Refund has to be done in departure transit after clearing immigration.

Don’t forget to collect your original receipt or invoice before leaving the shop.

As eTRS is a voluntary scheme, not all retailers in Singapore operate the scheme. GST-registered retailers may choose to operate the scheme on their own or engage the services of a Central Refund Agency. There are currently three Central Refund Agencies in Singapore: Global Blue Singapore Pte. Ltd.

  • Global Blue retailers affiliated with this agency display a 'Global Blue' sign in their shops.

Global Tax Free Pte. Ltd.

  • Global Tax Free retailers affiliated with this agency display a 'Global Tax Free' sign in their shops.
  • Website:  http://www.global-taxfree.com.sg

Retailers who operate the scheme on their own usually display signs that indicate 'Tax Refund' in their shops. However, it is best that you check with the retailers if they are operating the scheme.

The actual amount refunded may be lesser than the GST you have paid as a handling fee for the refund service will be deducted by the retailer, Central Refund Agency or operator of Central Refund Counter.

Do arrive at the airport early to allow sufficient time for your GST refund to be processed and goods to be inspected, if necessary. You are required to seek endorsement at the Customs Inspection Counter in the terminal where you will be checking-in your goods or where your flight will be departing from. You must also depart with the goods on a flight within 12 hours after obtaining approval of your GST refund.

For check-in items: Prior to checking-in the goods, please proceed to the eTRS self-help kiosk at the Departure Check-in Hall (before Departure Immigration) to apply for GST Refund.

For hand-carried items: Please proceed to the eTRS self-help kiosk at Departure Transit Lounge (after Departure Immigration) to apply for GST Refund.

At the kiosk, you will be asked to:

  • Select your preferred language
  • Scan your passport
  • Declare your eligibility and acceptance of the TRS conditions
  • Select / Deselect the purchases you wish to apply for GST Refund
  • Select your refund options; Cash, Credit Card or Alipay

Once you have completed the steps above, you will be shown the status of your refund on the kiosk. If your purchases need to be inspected, please proceed to the Customs Inspection Counter for the physical inspection of the goods. Please present the goods, together with your passport, the original invoice(s) or receipt(s) and your confirmed flight itinerary or boarding pass to the Customs Inspection Counter for endorsement.

Refund via Credit Card The approved refund amount will be credited to the specified credit card within 10 calendar days.

Refund via Cash Please proceed to the GST Cash Refund Counter in the Departure Transit Lounge (after Departure Immigration) to collect your cash.

Reporting Cash

A traveller who enters or leaves Singapore is required to give a report if he carries with him an amount exceeding S$20,000 (or its equivalent in a foreign currency).

The report shall be handed over to the Immigration Officer at the Customs Red Channel on arrival in Singapore and at the Immigration Counter on departure from Singapore.

The form 'Physical Currency and Bearer Negotiable Instruments Report (Traveller)', which is available in English, Chinese, Malay and Japanese, can be obtained from the Immigration card counter, police post(s) and the airlines. Do approach any Immigration Officer for assistance to complete the report.

You may wish to visit the Singapore Police Force website for more information as the law also covers receipts from outside Singapore as well as movement through cargo, post and other means.

Please note that this is NOT a currency control regime. There is no restriction on the type or amount that can be moved into or out of Singapore as long as a report is given.

Which type of visitors will benefit from buying a Singapore Tourist Pass?

Singapore Tourist Passes are ideal if you are a very busy tourist . In this case, by ‘busy’ we mean somebody who plans on seeing a lot of different sights in many different areas of the city. These passes are ideal for somebody that wants to use the MRT and buses a lot. This means you do not plan on using taxis and private vehicles to get to different areas throughout the city. 

It is completely possible to land at Changi Airport and then use only public transportation while you are in Singapore. This includes getting to and from the airport.  If this sounds like your personal preference then you want to read further and consider purchasing one of these passes to make your trip more efficient and affordable. 

And, let’s not forget about being more environmentally friendly as well!

Types of Singapore Tourist Passes

To understand the true benefits of using a Singapore Tourist Pass you first have to understand how they work and what kind of passes are available.

At the time of writing, there are four different types of tourist passes that are available to short-term visitors to Singapore.

  • Singapore Tourist Pass
  • SG Tourist Pass
  • Singapore Tourist Pass Plus

Ultimately, all four of these passes are similar in that you are allowed unlimited public transportation rides within a specific period of time.  For example, the Singapore Tourist Pass (option #1 above) allows cardholders the opportunity to enjoy unlimited rides on public transportation options such as the MRT, LRT and bus network. 

The basic Singapore Tourist Pass includes an upfront refundable deposit that you can get back when you are leaving Singapore. The other three options do not include a down payment. But they do have some slight variations in terms of offers to visitors. For instance, the Singapore Tourist Pass Plus (option #3 above) allows pass holders the opportunity to get bundle deals on major attractions in the city. 

The Benefits of Getting a Tourist Pass

There are some clear advantages of purchasing a Singapore tourist pass or one of its variations. As mentioned before these mainly benefitted tourists who are going to be using public transportation a lot while they are in the city.

Therefore, we recommend that you think about your itinerary and where you plan on staying while you are in Singapore.  Ideally, you should try to get a tourist pass right at Changi Airport when you land.  This will make sure that you start maximizing the use of the card once you land in Singapore.  Then over the next few days while you are in Singapore you have to use the card a lot to make it worthwhile from a financial perspective.

Saving Money with the Pass

Singapore’s public transportation networks are actually quite affordably priced. But, the cost can add up if you are going all over the place. For example, if you travel 5-6 times in a day then you will be close to exceeding the $10-dollar a day average price for the pass.  This means that if you plan on travelling like 10 different places per day you will be saving a considerable amount of money over a three-day period! 

Take a look at your own individual itinerary including trips to and from Changi Airport. If you find that you are going to be making over 5 trips per day on the MRT then you are probably better off getting a tourist pass. If you have a Singapore tourist pass all you simply have to do is tap to enter and exit the MRT Network and buses throughout the city.  Not only does this save considerable time over the course of a three-day visit, but it also relieves unnecessary headaches as well.  Nobody wants to be worried about purchasing a ticket when you are right in the middle of checking out major attractions in Singapore.  You want to maximize your time and eliminate as much stress as possible. If you get a Singapore tourist pass that is valid for 3 days you may want to relax for half that period of time.  In this case, you would be better off either getting single journey tickets or purchasing just a one-day pass. again, it really comes back to whether you have planned a specific itinerary that consists of a lot of different transport connections.

Although Singapore Tourist Passes are actually quite affordable some budget-conscious tourists may not want to spend $30 on a pass that they are not going to maximize!  Another potential downside risk of getting a pass is that they are valid on the day that you begin using the pass and not necessarily a 24-hour period. 

An example of this would be landing at Changi Airport at 6 pm. If you activate your Singapore tourist pass that evening that will count as the first complete day on your pass even though you may only use it 1-2 times before you sleep.

Our recommendation is that you buy a Singapore Tourist Pass on your first intended full day of sightseeing .  This means waking up early, getting a pass and using it for the entire day. This will ensure that you get your money out of the card before the day is up.

How can you buy Singapore Tourist Passes?

Buying a Singapore tourist pass has a very straightforward process assuming that you know where you can get one!

You can buy a Singapore tourist pass at two main potential locations:

  • Selected TransitLink Ticketing Offices
  • Automated STP Kiosks

The best place to find a complete list of TransitLink ticketing offices that sell the passes is from the official website of the Singapore Tourist Pass . Simply click the ‘listing’ tab on the page to see the exact locations and opening hours of the ticketing offices.

If you are flying into Changi Airport then you will be delighted to hear that you can get Singapore Tourist Pass once you land.

There is a TransitLink office that is open daily from 8 a.m. to 9 p.m. in Terminal 2 of Changi Airport.  

Alternatively, you can get a Singapore tourist pass at automated STP kiosks in the airport that are open 24 hours a day. They are located in Terminal 2 and Terminal 3 of Changi Airport.

Buying Singapore SG Tourist Passes

If you are not planning on getting a normal Singapore Tourist Pass, but rather an SG Pass (option #2 from above) then you can purchase these at Cheers Outlets. You can refer to this webpage for information about Cheers outlets and when they are open to customers.

In case you are flying into Changi Airport, you can pick up these passes in Terminal 1 Terminal 2, Terminal 3 and Terminal 4 of the airport.

Buying Singapore Tourist Pass Plus

You can purchase one of these three-day cards from Changi Recommends counters that are available at the airport.  These counters are physically located in Terminal 1, Terminal 2, Terminal 3, and Terminal 4 of Changi International Airport.

How much do the passes cost?

The amount of money that you spend on your pass for Singapore really depends on what type of card you plan on using, how long you want to use it for.  For example, if you want to use just the basic Singapore Tourist Pass, the cost for one day is $10 Singaporean dollars. However, this will require an additional $10 refundable rental deposit. You can get this $10 back when you return the car at a later point in time.

These basic cards cost $16 for two days and then $20 for 3 days.  

SG Tourist passes cost $25 Singaporean dollars and they allow you three days of unlimited rides on public transportation. These cards do not require a rental deposit, and therefore, you can keep the card as a souvenir on your departure from the city.

The Singapore tourist Pass Plus cards are also valid for 3 days in Singapore and provide unlimited trips on public transportation such as the LRT, MRT and bus system. They cost $38 Singaporean dollars.

The STP Charm was actually sold out at the time of writing this article, but the listed price is $36.60. It provides holders with unlimited transport for 1 day, but you get to keep it as a souvenir!

Important Reminders about the Passes

Although there has been a lot of detail provided in this article we want to spend a few minutes summarizing the information above.  The first big idea is that if you are a busy traveller and spending only one to three days in Singapore then these passes are the best option for you in terms of saving time and money.

You can select between the type of tasks that you want to use which makes them quite convenient. Regardless, you really have to think about your planned itinerary and how close you are staying to an MRT Station. Singapore has tons of hotels that are within direct walking distance of stations . We strongly recommend staying as close as possible to a station if you are going to get a Singapore Tourist Pass.  This will help you to eliminate the need for getting taxis to and from the closest station every time you want to go somewhere.

So if you are arriving late at night you probably just want to get a single journey ticket from the airport to your hotel. Then, purchase a pass the next morning when you plan on doing the bulk of your sightseeing.

2.5km underground link to be built between Changi Airport T2 and future T5

SINGAPORE – A 2.5km-long underground link will be built to connect the future Changi Airport Terminal 5 (T5) with the existing Terminal 2 (T2). It comprises tunnels for an automated people-mover system – similar to today’s Skytrain – and a separate system to handle baggage.

Part of ongoing infrastructural works at the new 1,080ha Changi East development, the T2 Connection will link T5 with Changi’s existing terminals when the mega terminal opens in the mid-2030s, the Civil Aviation Authority of Singapore (CAAS) told The Straits Times in response to queries.

New details about this inter-terminal underground link were first reported by Chinese-language daily Lianhe Zaobao on April 14.

Earlier in February, construction work for the T2 Connection at Changi East appeared as a new line item in the Government’s projected development expenditure for Budget 2024, with a total project cost exceeding $722 million.

Preparatory work for the new underground link is already under way.

According to stock exchange filings, the Singapore subsidiary of Chinese construction firm Shanghai Tunnel Engineering Co was awarded a $622 million contract in October 2023 by airport operator Changi Airport Group (CAG) to design and build underground structures for the new T2 underground link.

The contract, which also includes the restoration of airport infrastructure and road surfaces that are affected by the works, has a projected completion date of October 2028.

Plans to dig a series of tunnels to move bags and people between the future T5 and the current airport, which will be separated by surface taxiways and one of the airport’s runways, have been in the works for years now.

ST reported in 2017 that CAG already had plans then to build a 9m-wide tunnel for bag transfers for travellers with connecting flights, and tunnels more than 6m wide in each direction for an underground train system between T5 and T2.

It is not clear if these plans have changed since then, given the Covid-19 pandemic and subsequent redesign of T5 to make it more modular. CAAS and CAG did not respond to queries asking for more details about the future T2 Connection.

Mr Mayur Patel, head of Asia at aviation data consultancy OAG Aviation, said inter-terminal connectivity is a key element for a major air hub like Changi, and an underground link between T2 and T5 will allow for seamless transfers between flights.

He mentioned, for instance, passengers who may need to arrange their own flight connections at the airport, usually from a full-service airline to a low-cost carrier under two different tickets, or from one low-cost carrier to another.

“For this, you need a good transport network within the airport environment,” Mr Patel said. “With changing consumer trends among next-generation travellers, airports will need to be built to accommodate the changing demographics.”

He said a useful benchmark for T5 could be Hong Kong International Airport, which is also being expanded.

A new 2.6km underground automated people-mover system is being built there, which will operate at a top speed of 80kmh and transport 10,800 passengers per hour. The expanded Hong Kong airport will also get a new underground baggage handling system capable of moving 9,600 bags per hour.

Meanwhile, public transport and road connectivity will be an integral part of the supporting infrastructure for T5 as well, said Mr Patel.

He cited future plans for a direct connection between T5 and Tanah Merah Ferry Terminal, as well as a future Thomson-East Coast MRT Line extension that will pass through T5, linking the upcoming Sungei Bedok station with Changi Airport.

Transport engineering consultant Gopinath Menon said the new T5 cannot do without driveways, service roads and linking roads.

While the MRT may be the major public transport mode for travellers, buses and taxis are also important, and surface roads are a fallback for connectivity should there be a failure in any other moving systems, he said.

“Much attention has to be paid to way-finding on the approaching roads, outside and inside the terminals,” Mr Menon added.

First announced in 2013, construction of T5 was meant to start around 2020, but the project was paused for two years due to the Covid-19 pandemic.

Work resumed in 2022, and construction of the new terminal is now expected to start in 2025.

When operational, T5 will be able to handle up to 50 million passengers a year. This is more than the current capacities of Terminals 1 and 3 combined.
