L.A.’s COVID rules: Mask and vaccine guidance for out-of-town visitors

COVID-19 won’t keep families apart for the holidays this year, but it may still crimp their activities in Southern California. That’s because of the rules that the city and county of Los Angeles have imposed on theaters, restaurants and other venues to slow the spread of COVID-19.

The good news is that if you’re fully vaccinated — and can prove it — there’s little you can’t do as a visitor to L.A. County.

A year ago, when vaccines were still in clinical trials, there was little you could do. Gov. Gavin Newsom placed much of the state under a curfew last year shortly before Thanksgiving, barring people from leaving home for non-essential activities after 10 p.m. As infections surged in L.A. County, health officials here banned outdoor gatherings involving more than one household, allowed only takeout service at restaurants, sharply limited the number of customers at movie theaters and other indoor businesses, and required masks and social distancing seemingly everywhere.

This year, theater companies, concert halls, comedy clubs and other nightspots are back in full swing. Restaurants are seating patrons indoors and out. Family reunions can proceed unimpeded. Mask mandates are still around, but “nonessential activity” has dropped from the lexicon.

Which is not to suggest that COVID-19 has vanished from this Earth. The more time you spend with people from other households, the greater your risk of infection.

Here’s a quick roundup of the requirements that public health officials in the city and county of Los Angeles have in place as we go into the holiday season.

Where proof of vaccination is required

Under a Los Angeles city ordinance , a slew of indoor businesses are required to demand proof of full COVID-19 vaccination before letting you inside. “Full vaccination” means you had received the second Moderna or Pfizer-BioNTech vaccine shot or the first Johnson & Johnson vaccine shot at least two weeks previously.

The city won’t begin enforcing the ordinance until Nov. 29. But numerous L.A. establishments have been demanding proof of vaccination for several months.

The affected establishments include:

  • Restaurants, bars, food courts and coffee shops
  • Gyms and group fitness classes
  • Shopping centers
  • Pool halls, bowling alleys, arcades and card rooms
  • Cinemas, theaters and concert venues
  • Salons, barber shops and tattoo parlors

Also, outdoor events and attractions in the city that are attended by 5,000 to 9,999 people must require either proof of vaccination or a negative COVID test result obtained within the previous 72 hours. Tests are available free from the city and the county at more than 200 pharmacies, clinics and pop-up sites .

L.A. businesses are set to enforce proof of vaccine requirement.

Unvaccinated people can ask for an exemption by attesting to a medical condition or sincerely held religious belief that precludes them from getting inoculated, but even in those instances, businesses don’t have to serve them indoors. Instead, businesses can steer unvaccinated customers to outdoor seating or demand proof of a negative COVID test result before allowing them indoors.

In the rest of Los Angeles County, proof of full vaccination is required only at bars, breweries, wineries, distilleries, nightclubs and lounges. Unvaccinated people may use the outdoor portions of those businesses, if they have outdoor space.

How do you prove you’ve been vaccinated?

The city and county offer several ways to document your inoculation :

  • Show a vaccination card from the Centers for Disease Control and Prevention (the white one), the World Health Organization (the yellow one) or a similar foreign agency.
  • If you don’t want to risk losing your card, show a photocopy — either on paper or on your phone.
  • Show a digital vaccination record from the state of California or a recognized issuer, such as Healthvana, or a QR code from a company participating in the SMART Health Card program.
  • Provide some other form of documentation from a healthcare provider.

You may also be asked to show a photo ID to verify that the vaccination record belongs to you.

If you are unvaccinated and are asked to show proof of a negative COVID test, the city says you’ll need “a printed document, email, or text message displayed on a phone from a test provider or laboratory” that shows your name, the type of test performed, the date of the test and a negative result.

Here’s how to access Healthvana and other COVID-19 vaccination records

If you were vaccinated in L.A. County, you’ll have access to a digital vaccine record through Healthvana. It’s not a vaccine passport, though. There are also other ways to get your COVID-19 vaccination records.

Don’t forget your mask

Vaccinated or not, you’re going to need a mask to take advantage of the lighter COVID restrictions.

The county’s public health order states that with very limited exceptions, customers and guests age 2 and older at businesses, venues, public indoor settings, gatherings and large outdoor events must wear a face mask except while eating or drinking, showering or remaining alone in a room. The mask mandate also applies to anyone riding public transit (including taxis and ride-share vehicles), at transportation hubs, indoors at schools or other “youth settings,” at healthcare facilities, at prisons or jails, or at a shelter.

No, you will not have to wear a mask to hike to the Hollywood sign. Just don’t try to grab a grilled lemongrass beef num pang from Gamboge for the trek without one.

La county lifts quarantine requirement for vaccinated travelers.

LOS ANGELES (CNS) -- Following the lead of federal health officials, Los Angeles County today revised its COVID-19 travel advisory, lifting the mandate for fully vaccinated travelers to quarantine upon their return to the county.

The county's advisory continues to urge residents to avoid all non-essential travel, but those who do travel should continue to take precautions, such as face coverings and distancing, even if they are fully vaccinated.

Under the new advisory, if travelers are fully vaccinated and they have no symptoms of COVID-19, there is no quarantine or testing requirement upon their return. Travelers who are not fully vaccinated must quarantine for seven full days if they have a negative test within three to five days after arriving in the county. If they do not get tested, they must quarantine for 10 full days.

All travelers must self-monitor for symptoms of COVID-19 for two weeks, and avoid being near people who are at heightened risk of severe illness from the virus.

Fully vaccinated people can travel again, says new CDC guidance

The U.S. Centers for Disease Control and Prevention on Friday revised its travel guidance, saying that people who are fully vaccinated against COVID-19 can safely travel domestically.

You do not need to get tested or self-quarantine if you are fully vaccinated or have recovered from COVID-19 in the past three months,'' CDC officials said. You should still follow all other travel recommendations.''

Los Angeles County's previously travel advisory required all travelers who enter or return to the county from other states or countries to self-quarantine for 10 days.

The CDC's new guidance does not eliminate the requirement to be tested for COVID-19 before or after travel if their destination requires it.

Vaccinated travelers still must follow safety guidelines while traveling, including wearing a face covering, maintaining six feet of social distancing and frequently washing hands or using hand sanitizer.

People who are not vaccinated are still urged by the CDC to delay any travel, "because travel increases your chance of getting and spreading COVID-19."

Do I Need a Passport or Visa for the United States?

Travellers to the United States can venture visa-free through the Electronic System for Travel Authorisation, if they are British citizens. Some exclusions can apply such as travellers to Libya, Iran and other Middle Eastern or North African countries since 2011. Passports must be valid for the duration of the stay.

What Is the Climate Like in United States?

The climate in the United States varies based on the state and region.

The Southwest region has a dry, desert climate with hot days and cold nights. Temperatures can range from near zero to 40.

The Gulf Coast has a humid subtropical climate with mild winters and hot summers. Temperatures can range from the zero to 35.

The Southern Plains has a temperate climate with cold winters and hot summers. Due to this, the temperature can change due to what season it is. Temperatures can get as high as 35 in the summer and as cold as -5 in the winter.

The Northern Great Plains hosts a humid continental climate. This climate hosts four distinct seasons with temperatures and precipitation varying. In the summer, it can get as hot as the 30 and the winter can see temperatures in the negative teens.

The Pacific Northwest has an oceanic climate. The weather is wet and cool in most seasons, but becomes drier in the summer. Temperatures usually range from 10 to 20.

How Safe Is United States?

Theft and pick-pocketing are common in urban areas in the United States. Never leave your valuables alone or out of sight in heavily populated areas.

Credit card fraud can also be common, especially during holiday periods. Ensure your card is always in sight and ensure to check into your current account regularly.

Violent crime can occur in disadvantaged areas due to gang violence. The chance of a tourist being involved in violent crimes such as this is low.

National Parks in the United States

Due to its diverse landscapes and many different climates, the United States is home to a variety of natural wonders. It is home to 58 National Parks and each of them offer something new and beautiful for travellers.

One of the most popular national parks in the United States is Yellowstone National Park. This national park located in Idaho, Wyoming, and Montana, spans over 7,500 square kilometres. The park hosts natural wonders such as Old Faithful (a geyser), wildlife such as bison and wolves, and the Rocky Mountains.

If you travel to Yellowstone National Park, you should be educated on how to stay safe, especially when you encounter a bear. Bring bear spray and study how to approach the situation.

The entrance fee to the park is $30 a vehicle and the pass is good for seven days.

What Should I Take to the United States?

Though your packing list will probably vary depending on what region you’re travelling to, here are some essential items to consider for your trip to the United States:

  • Bring layers so you can be comfortable in a variety of temperatures.
  • Good walking shoes for visiting tourist areas
  • Rucksack, purse or other carrier for any layered clothing
