Best Napali Coast Boat Tours

If a sunset sail is at the top of your Hawaii to-do list, consider this cruise. Aboard the company's 65-foot catamaran, you'll be treated to views of a sunset, rocky cliffs, sea caves and local sea life while gliding along the Napali Coast . Cruises are limited to 49 passengers. The tour also includes a hot dinner, as well as mai tais, beer and wine. Tourgoers describe the crew as exceptional and say the views are fabulous. Many of these Kauai tours will allow you to explore everything this great island has to offer. From flying over and in-between untouched valleys, exploring dramatic coastlines from the sea, or diving with unique marine life, there is so much to see on these Kauai Tours.

One of the most popular tours in Kauai is a helicopter ride over the island. Tours typically last about an hour and fly over the famous natural wonders on the island of Kauai. 

Highlights of this tour are Manawaiopuna Falls (the famous waterfall from the Jurassic Park Movie), Waimea Canyon, Napali Coast, Hanalei, and Waialeale (the wettest spot on earth). 

There are many different tours to choose from, such as photography tours, doors-off or doors-on tours, and/or private tours. In our opinion, a small 4-person, doors-off helicopter tour will provide the best overall experience.

For the adventure of a lifetime, choose a specialty helicopter tour that has exclusive access to land at Olokele Canyon and/or Jurassic Falls. 

Most tours typically leave from the nearby Lihue Airport. 

All the helicopter tours will be pretty expensive. So if you are looking for a cheaper way to fly over Kauai, consider an airplane tour. Do note, airplanes can not get very low, therefore tours won’t be able to fly down into the valleys like many of the helicopter rides.

Another awesome way to experience the Napali Coast, and other areas along the Kauai Coast is a boat tour. Boat tours are typically half-day (4-5 hours), with a tour leaving in the morning and afternoon. Generally, most tours will take off from the north or south shore and head toward the Na Pali Coast for some epic sightseeing. 

Guests can witness spinner dolphins, humpback whales, sea turtles, monk seals, and other marine life on their journey. Along the breathtaking shoreline, there are tons of sea arches, hidden caves, and the magnificent lush green valleys of the Napali Coast. 

There are tons of different tours and boat types tourists can choose from. Smaller boats might offer a unique ride into sea caves. But larger boats might ride better through the rough sea. Additionally, some tours might offer meals or additional snorkel tour.

The best time for a boat tour along the Na Pali Coast is in the summer when the ocean is calmer. Winter weather can bring rougher seas, and sometimes even cause tours to be canceled.

Go To A Luau

One of the most authentic Kauai tours is to attend a local Luau. Most luaus will include food and drink, a traditional imu pig roast ceremony, and an entertaining hula Kahiko (ancient hula) dance with ​​flame throwers. 

There are a few different luau’s around the island. So whether you are staying on the east or south side, you can attend a famous Luau. Do note, luaus often reach their capacity limit well in advance, so book your tickets before traveling to Kauai if you can.

The journey starts with a 2-mile paddle up the river to the Secret Falls trailhead. Guests will “beach” their kayak and hike 1 mile (one-way) to the Secret Falls. 

Once you reach the falls, there is a nice swimming hole where guests can take a refreshing swim. 

Do note, there are a few river crossings along the hike where the water might be up to knee-deep. There are also boardwalks in place where the ground is a bit soft and/or muddy.

There are many activities on the island of Kauai. The number one activity is just exploring this beautiful place. You’ll get to see a variety of natural wonders, experience incredible adventures, enjoy delicious food and culture and so much more while you explore this paradise.

Other popular activities include hiking (with or without waterfalls), watching dolphins, helicopter tours over Napali Coast, scuba diving, or snorkeling at any of the amazing beaches on the east side like Tunnels Beach or Ke’e beach. If you want something different from your typical tropical vacation then try paddle boarding in Anini Beach Park. The place is suitable for beginners attempting to do this for the first time. You can even do this while enjoying the views and spotting tropical reef fish, eels, seahorses, eagle rays, green sea turtles, and different types of fish.

Another great activity is a visit to any farmers market, where they sell fresh produce, flowers, honey, and homemade items like jams & jellies, pickles & relish, and locally made crafts. These markets are open daily and are great places to explore the culture while enjoying fresh fruit usually source by locals directly from the region.

That is a question that I always get from clients. The answer to how many days in Kauai depends on what you want to do and see while you are here. You will probably need at least two full, consecutive days if your plan includes exploring the Napali Coast by boat or helicopter tour. You would also need more than one day if your plan includes taking in the sights and enjoying more than one activity or adventure on this big island.

I recommend a minimum of three days for any first-time visitor to Kauai. As for me, it’s best to try to stay a week on Kauai as it gives you time to get out and explore things at your own pace without rushing around too much from one place to another. That is my personal preference though! Your mileage may vary depending upon what exactly are your plans when you visit.

When you have limited time though, know that I offer tours where you can still enjoy Kauai in just six hours . We will maximize your stay and make sure that it will still be remarkable. Kauai is an amazing place for anyone looking for outdoor adventure, relaxation or even just time catching up with family and friends. So enjoy yourself while experiencing what Kauai has to offer.

The best time to visit Kauai is from April to June and September to November. In the off-peak months, the weather is still very comfortable without as many tourists around. The weather from September to November is equally beautiful with fewer tourists and more events and festivals. Since it’s the low season airfare and hotel rates drop during this time. Prices are slightly more expensive during the peak season, they become cheaper after the peak season ends and before families begin their summer travels. But any time of year can be a great time to go as long as you plan ahead and pick your activities wisely based on weather conditions for a given month or day.

It’s also important to check out weather conditions before your island adventure. This is for you to know what type of activities you can do and what clothing to bring with you. You don’t want to get caught off guard without the proper gear, especially if it is raining! Places to bookmark in your weather app would be Waimea, Poipu, Kapaa and Princeville.

Only on the tours originating from the cruise ships do I combine the tours but I do offer a premium private tour for those wanting the privacy and attention not found on the motor coaches from the ships.(See Kauai cruise ship passenger tour) . I also go where the motorcoaches don’t go on the Waimea Canyon State Park tours.

Warm sunshine and gentle rains are ideal conditions for a healthy green environment. While Hawaii is well known for its sunny, dry weather, Kauai’s climate includes periodic showers that provide the island with the necessary moisture.

Whether you are visiting during the winter or summer, sun exposure should be a consideration when planning your Kauai vacation. Poipu and Waimea on the Southside are ideal for sunny days. The driest areas on Kauai are the southern part of the island, like Poipu or Waimea and Kekaha. But even if rain showers pop up from time to time – these tend to pass quickly through with sunshine returning soon after.

However, it’s always best to check the forecast or ask locals for advice. Spending hours taking safety measures like researching the weather is all worth it. Even if there is rain on one side, it can be dry and sunny just a few miles away! So do your research in advance to ensure that weather conditions are perfect for what you plan to do while visiting Kauai.

Kauai has relatively mild weather year-round with warm temperatures, trade winds, and little seasonal temperature variation. But there is a rainy season that runs from November to March which can sometimes extend into April depending on how the seasons progress in Hawaii.

Rain is beneficial to the island environment by providing moisture for growth and replenishing groundwater. The rain in Kauai provides various benefits that tourists also enjoy. The rain makes the beautiful waterfalls flow and refreshes the flowers to make them bloom. Also, a rainbow may also appear after some showers.

The best way to tour around Kauai is by car . Driving through all four corners of the island will give easy access to different locations. It is also a great sightseeing opportunity.

There are many public buses on Kauai and they are affordable. However, they don’t always go to most of the tourists’ destinations. Buses stop near hotels and the airport, but attractions, such as Napali Coast, can be difficult to reach without a car. You can also check the public transportation schedule if you wish to try this option. They have detailed info included with per adult fee, seniors and kids get a discounted rate. It is surely another level of experience to explore a place with its public transportation.

Captain Steve and his son were so knowledgeable about everything, from the names of the waterfalls to the legends the cliffs and valleys hold. I’ve only done a tour like this once before, and it was on a zodiac boat, which was bumpy and not as enjoyable. This boat was the ideal size to handle the waves, as well as fit into sea caves along the Napoli Coast. It’s the perfect way to close out your vacation in paradise watching a remarkable sunset over the Na Pali Coast before heading back to shore. If you visit anytime during December and May, you might be able to see some whales in the water since this is humpback whale season. 

Go Snorkeling On The Southern Shore

Best Snorkeling Tours from Kauai’s North Shore

The name says it all, this snorkeling tour is an adventure ! You’ll get the chance to drive beneath waterfalls and through sea caves as well as spot playful monk seals and spinner dolphins all while exploring the breathtaking NaPali Coast both above and below the water. This tour leaves from Hanalei Bay and is only suitable for those who are age 4 and up. A light lunch with sandwiches, juice, and water is included, as well as all the snorkeling gear you’ll need!

This tour is onboard the 32’ Cave Catamaran. Guests will need to make sure they can climb a ladder in light surf for boarding and for getting out of the water when it comes time to snorkel. Because this snorkeling tour is more on the adventurous side it’s also not suitable for pregnant women or those who’ve had a recent surgery.

This is a great option if you want to combine a boat trip to see the NaPali Coast and snorkeling. It’s a two-for-one! Keep in mind that this tour only operates from March to October due to Kauai’s intense north shore swell. This is an adventurous snorkeling tour and there’s no bathroom on board the boat. The ride back to Hanalei Bay is nicknamed the “Hawaiian Rollercoaster Ride” for a reason! It’s bound to be bumpy.

Tours that go along Kauai’s NaPali Coast are an adventure! While this is one of the draws of this kind of snorkeling tour, it can be too much for some. Keep in mind that Kauai’s north shore has notoriously strong currents and you’ll need to be a strong swimmer to partake in the fun. It can also be a rough ride to get where you’re going. If you’re prone to seasickness, this is definitely something to keep in mind!

Departing from Port Allen on Kauai’s leeward side, you certainly won’t go hungry on this tour as both a continental breakfast and a deli-style lunch are provided. Beer and wine are also served after you’re finished with the snorkeling portion of the tour. All your snorkeling gear is included, as well as floating noodles for breaks in between your snorkeling sessions. This is a seven-hour tour that runs year-round and is only suitable for guests who are age 5 and up.

If you’re looking for a one-of-a-kind experience, this is it! There’s even a chance to see whales during their migration .

This 3-hour snorkeling tour off Kauai’s southern coast departs just a few minutes north of downtown Poipu. Its location, along with low time commitment, make this option great if you have a busy schedule without a ton of time to devote to an all-day snorkeling tour. Maneuverability is the name of the game for this excursion as you jet around in a zodiac to reach the snorkeling spot. 

The Sheraton Caverns dive site, also known as Honu Hale, is your final destination and one of the best areas off the southern coast to explore underwater. This area is awesome for spotting eels among the rocks, as well as colorful reef fish, but the true star? Sea turtles (honu)! Several other fun spots are included like the Spouting Horn and serene Kipu Kai Cove.

Four different tours depart every day of the week, winter or summer. This tour is only suitable for proficient swimmers and those aged 5 and older. Light snacks and drinks are included.

Kauai Z Tours also offers a shore snorkeling experience , a wonderful option if you’re prone to seasickness or have little ones in tow. Also leaving from Poipu, this tour includes a dedicated 45-60 minutes of unfettered snorkeling in one of two destinations, depending on the conditions, and is great for both experienced snorkelers and novices.

You might be wondering, why would I pay to go on a shore snorkeling tour when I could probably do it for free? We love shore snorkeling excursions because they’re usually less expensive than a full-blown boat tour but still offer a great experience. This is also a good base and introduction to snorkeling if you’re a beginner. If you want to do a longer or more intensive snorkeling session but need a refresher – this is for you!

Which side of kauai is the best for snorkeling.

The best snorkeling on Kauai depends almost entirely on the season. The north shore has some of the most beautiful spots for snorkeling on the island – but it is only safe and accessible in summer. Winter brings difficult snorkeling conditions to Kauai’s north shore. The only place to snorkel during this time is on the leeward side of the island, as waves and currents are far too strong elsewhere. Poipu is your best bet if you’re hoping for a winter snorkeling session on Kauai .

Are snorkeling tours on Kauai worth it?

We used to find ourselves squarely on one side of this debate: snorkeling tours were not worth the money. However, as we’ve done more of them (and gone on great tours), we’ve come to really appreciate that a good snorkeling tour is definitely worth the time and money for a number of reasons: 

  • You can snorkel in hard-to-access areas: Some tours will take you to spots that are easily accessible from the shore. But others treat you to spots that would be challenging (or impossible) to reach without a boat, like Ni’ihau and Honu Hale.
  • Access to a naturalist: You’re there to snorkel and have fun, but there’s also something to be said about actually learning more about Hawaii, the ocean, and sea life while you’re on your tour. The best boats come with fantastic naturalists who can educate you on what you’re seeing and answer your questions.
  • A crew dedicated to keeping you safe: Snorkeling is a fun activity but there are times when it isn’t so safe. When you head out on a quality boat tour, you have a crew that is dedicated to making sure their passengers stay out of danger. That means providing you with good gear, having people in the water to help anyone in distress, and making sure to take you to safe places. 
  • Excellent gear: We own our own snorkeling gear but we almost always leave that at home and use what our tour provides. Why? The quality of the equipment is great, they take away any hassle of cleaning it, and we get to try out new brands. 
  • Easy and all-inclusive: Beach days require some planning — bringing the gear, finding a spot, and packing enough food and water. A snorkeling tour requires a lot less planning. They take care of the food and drink for you. Just bring your towel and your favorite reef-friendly sunscreen!
  • Better reef and environmental protection: Protecting the reef and the sea life in Hawaii is very important. When you travel on a guided snorkeling tour, there is little chance that you’ll find yourself stepping on and damaging coral or violating any of the animal protection laws that are in place. 

While there are a lot of benefits of snorkeling with a tour, that’s not to say that you should skip snorkeling from the shore. Still, we think that doing one good, quality snorkeling tour on Kauai is worth it for just about everyone.

What can you expect on a Kauai snorkeling tour?

Each snorkeling tour on Kauai is just a little different from the next. Here’s what you can expect from practically all of them.

  • A knowledgeable guide or naturalist. All of Kauai’s snorkeling tours are led by a team who knows Kauai and its snorkeling spots like the back of their hand. Not only will they take you to the very best locations but they’ll also give you tips on how to snorkel, what to look for, wildlife, and safety measures. Some even give a little history or geography lesson along the way and help point out dolphin, seal, and turtle sightings. 
  • Snorkeling gear. Every tour comes with the necessary gear you’ll need for snorkeling including masks, snorkels, and fins. There’s no need to pack your equipment or go out and buy it! Wetsuits aren’t typically included but Kauai’s water is warm enough to swim in no matter the season. 
  • Drinks and snacks. Most snorkeling tours on Kauai include drinks, like juice, soft drinks, water, and snacks. Longer tours typically include one to two meals. If you’re hoping for a cocktail or two on your snorkeling excursion, some of them include beer and wine after you’re finished swimming for the day.

How to Get Around Kauai With and Without a Car

Trying to figure out how to get around kauai i’ll teach you some tips for getting around kauai without a car so you can see if getting a rental car is the right choice for you.

Kauai is such an amazing island that you could very well spend your entire vacation there. You could also choose to split your time between some of the other islands as well.

No matter what you choose, the way you get around the island will depend on what you plan on doing.

In my personal experience, I have found that not all transportation options are the same! That’s why I have compiled a list of the best ways to get around Kauai locally and long-distance!

The best ways to get around in kauai.

Let’s first take a look at how you can get around if you stay locally!

Walk Around Town

Because the island is so small, it is actually really easy to get around easily by walking in whichever town you stay in!

If you are staying in Poipu , there are many different places you can easily walk to. There are a lot of cool walking paths along the beaches, and shops, food trucks, and restraints are all easily walkable as well!

You can also walk around Princeville and Hanalei on the North Shore. Princeville is more of a resort, and it is easy to get around by bike or walking on the available paths. 

Hanalei is also easy to walk around as well, but if you are hoping to head out further from the town, you may want to think about taking the bus or a shuttle.

The East Shore is also a great place for tourists and it is also easy to walk around there as well if you don’t want to use a car.

No matter if you stay in Kapaa , Wailua , or Lihue , getting access to transportation isn’t a challenge, as there are all sorts of things to check out along the streets, and if you don’t want to walk it, you can always take the bus or ride a bike.

Finding transportation won’t be hard if you stay in Lihue, Wailua, or Kapaa. You can also ride bikes or take the bus.

Rent a Bike or Scooter

Tons of great rental shops can get you a bike that will help you get around the city much easier.

The Hele on Kauai is a great place to get a rental bike that you can also book online.

Lihue also has Kauai Mopeds that you can rent out. These can be a bit pricy, but if you rent them for multiple days, most places will give you a discount to help with the price.

It is also important to remember that if you want to ride a moped in Hawaii, you will need a motorcycle license. You only need a driver’s license if you want to ride on a scooter.

Take the Kauai Bus

If you are trying to get around the island on a budget, the bust is always a fantastic option! For just a couple of dollars, you can get almost anywhere you need, which is best for traveling locally in a city.

There are a couple of things to be aware of before taking the bus.

Firstly, the bus is not optimized for tourists, as it is mostly the locals who use the bus to get to and from school and work. So, this isn’t the best option if you must bring a lot of luggage.

Additionally, there is a limit on a bag for each person, and you have to be able to put it on your lap.

You can also only get from Kekaha to Hanalei using the bus, so if you are trying to get to a place like Haena State Park, this isn’t going to be an option.

Car Services and Ride Shares

There are a ton of different car services you can find on the island, ranging from private cars to taxis, to the more traditional ride-share services like Lyft and Uber. However, it can be difficult to get a car because the area is semi-rural.

You will find most of the taxi companies at the airport, and the government regulates the taxi fees, so you don’t have to worry about the taxi company hiking up the price.

Because the island is pretty small, this can be a convenient and affordable way to get around, but be sure to book a taxi in advance because the taxis can get taken up pretty quickly.

There are also luxury service companies like Kauai Luxury Transportation that can make the entire process even more stress-free.

There are also companies such as Execucar that are similar to rideshare apps in that they have their own app to communicate with the driver and figure out where they are.

Lyft and Uber are also great options that most people know how to use. The rates for rideshares are also less than car services and taxis, and it is cool to look at the app and figure out how much it is going to be.

If you want to head around the island at your leisure with the greatest amount of flexibility, getting a car rental on Kauai is going to be the best way to get around. 

Despite the ease of use of these cars, congestion of highways has gotten much worse on the island, even to the point where the local DOT is looking into having visitors pay parking fees to stay at public beaches.

However, don’t feel like you can’t use a rental car at all! The best thing that you can do to help is to limit how much you use the vehicle in the first place.

Try planning out your itinerary beforehand, and look for times when you can walk to your location or go on a larger tour that picks you up from where you are staying.

You can also pick a single day where you plan all of your parking and spend the day going out of the town you are in to explore!

Additionally, hotels also offer shuttles that can get you to and from the airport for free, so be sure to check it out before you book.

Shuttles are a fantastic way to travel if you don’t want to shell out the cash for a rental car, and there are companies such as Polynesian Adventures that provide a wide range of shuttles on Kauai that can take you sightseeing, or just get you from place to place!

As I mentioned earlier in the article, if you are planning on checking out Haena State Park , the park has its own shuttles that you can reserve beforehand for a quick trip to the park. Just head to Hanalei’s park and ride; the shuttle will get you to the park in just half an hour!

So, What’s the Best Way to Get Around Kauai?

Kauai is an amazing place with so many beautiful experiences to look into!

If you want to go farther than your city, getting a car rental, car service, or shuttle can get you to where you need to go. And if you are trying to stay on a budget, public transit is also another option that is available to you.

Remember that some places on the island aren’t fully developed, which can make it harder to get to those places specifically.

My personal recommendation for the best way to get around Kauai without a car is by booking shuttles. A shuttle can be a fantastic way to experience so many cool things, and they can sometimes be offered for free by your hotel. Also, you will help to clear up the highways, which is helpful for everyone.

Yes, there are Ubers available all around the island, and you can even book an Uber 30 days in advance to make sure that you have one there and ready for you. However, they aren’t as reliable as the ones on the mainland.

Not only is driving around the island easy, but it also offers some of the best views along the roads with views of the magnificent ocean and stunning beaches that truly make the driving experience incredible!

Corrections Commission ‘Taken Aback’ By Use Of Restraint Chairs In Kauai Jail

The Kauai jail and two other facilities in Hawaii have the chairs, which require high levels of force to immobilize inmates and can be dangerous if not used properly.

The state Correctional System Oversight Commission wants Hawaii jail and prison officials to suspend the use of potentially dangerous inmate restraint chairs after commission members discovered one in the Kauai jail.

Restraint chairs “have caused serious harm to people in custody, resulted in death, and have been subjected to lawsuits in many states. It is an area ripe for misuse and litigation,” according to a new commission report on the Kauai Community Correctional Center.

The commission also flagged an assortment of other problems at the aging Kauai jail, including a kitchen floor that has collapsed in places and jail staffers who appear to be exhausted from working 16- and 24-hour shifts.

Members of the commission were “quite taken aback” when they found the chairs designed to restrain prisoners during an inspection of riot control gear in a storage area of KCCC on March 21, according to the report. The commission also identified a “WRAP” restraint device in the same storage area.

Martha Torney, a commissioner and former deputy director of the Department of Public Safety, said in an interview she has never before heard of restraint chairs being used in Hawaii prisons or jails.

They are a concern because they involve use of high levels of force, with the inmates forcibly strapped into the chairs to immobilize them, she said. Staffers at the jail told commission members the chairs are used “as needed.”

Tommy Johnson, director of the Department of Corrections and Rehabilitation, said use of the chairs is governed by departmentwide policies and procedures for restraint and seclusion. He said the chairs can only be used under the supervision of a mental health professional, and staff are trained to use them.

Johnson said only Halawa Correctional Facility, the Women’s Community Correctional Center and KCCC have restraint chairs, but said Halawa and WCCC have never used them. The WRAP restraint device at KCCC has never been used, according to the department.

The policy on use of restraint and seclusion does not specifically mention the chairs, but covers “the whole gamut” of restraint equipment such as handcuffs and leg irons, Johnson said. The policy does specifically indicate it applies to other restraint equipment such as lockable helmets and spit hoods.

According to the restraint policy, inmates cannot be placed in restraints for more than two hours without a review, and prisoners in restraints must be constantly supervised visually, he said. Wellness checks are required every 15 minutes, and “range-of-motion” releases allowing prisoners to stretch are required every two hours.

But Christin Johnson, oversight coordinator for the commission, said KCCC staff were unable to describe any formal policies or procedures for safely using the chairs.

“Even if a policy does exist somewhere, I’m telling you right now that based on what I’m hearing from staff, it’s not known about, it’s not utilized and therefore it’s highly unlikely that it’s being followed,” she said.

Placing an agitated prisoner into one of the chairs may also involve a high degree of force and can be quite dangerous, Christin Johnson said. “It’s not something to mess with.”

The chairs are apparently used to restrain people who are in a mental health crisis and may be engaging in self-harm, such as banging their heads on cell doors, she said. But there were no log books or records commissioners could review to track how often the chairs were used, or for how long.

Christin Johnson worked at New York City’s Rikers Island complex of jails, which also had restraint chairs. But staff at those facilities are required to videotape each use of the chairs, keep records and notify jail oversight staff whenever the chairs were used, she said.

“It’s extremely important to be very knowledgable and aware of how to use these, when to use these, who to have involved in the usage, how often to check on people when they’re in these restraint mechanisms,” she said. “There’s just a lot that can go wrong if people are not familiar or aware.”

Apart from any potential harm to prisoners, use of the chairs could present legal risks for the state because use of restraint chairs has triggered lawsuits across the country.

Tommy Johnson said KCCC Warden Jerry Jona and the jail chief of security were unable to join the commission members on the tour, and “they would be the ones who know about the policy.” Health care staff who order the use of restraints notify the watch commander, who would oversee their use, he said.

When asked if he would suspend use of the chairs, Tommy Johnson said he would take the recommendation under advisement, and send the restraint and seclusion policy to the state Attorney General’s Office for review. But he said he believes the policy was already reviewed by the AG’s office when it was drafted.

The correctional system “will continue to use the chairs as needed, but I want to make it clear that we haven’t used the chairs in a while,” he said.

The commission report also remarked that “staff burnout was extremely evident during the tour,” with corrections officers sometimes required to work double and triple shifts.

“Pure exhaustion has been more evident in KCCC than in any other facility,” according to the report. “The Commission believes that KCCC staff are doing the best they can, but they have been forced to work in these same conditions for far too long, and relief is needed as soon as possible.”

Tommy Johnson said the department is stepping up recruitment and running more training classes for corrections officers in an effort to improve staffing, with six classes scheduled for this year. The department has also increased its emergency hiring under 89-day contracts to temporarily fill vacancies.

He estimated the department is short 30% of its authorized correctional officers because of vacancies, workers’ compensation injuries, military leave and other reasons. KCCC has 61 authorized corrections officer positions, and the department’s 2023 annual report shows KCCC had 18 vacancies.

The commission also questioned a decision by KCCC management to withhold wages that are supposed to be paid to inmates on work lines at the facility.

It’s state policy to pay 25 cents per hour for their jobs, but the warden told commissioners “the facility believes it is more rehabilitative not to pay people in custody such low wages,” according to the report. “The facility sees 25 cents an hour pay as disrespectful.”

Tommy Johnson responded to that finding by instructing his deputy director for corrections to “immediately ensure inmates participating on facility work lines receive the appropriate hourly compensation,” the department said in a written statement.

The new KCCC report also cites run-down facilities at the jail, parts of which are subject to flooding during heavy rains.

The kitchen floor of the Kauai jail needs immediate attention because it has collapsed in places, with plywood or mats used to cover missing floorboards. The report noted the commission raised the same concerns during a tour a year ago.

Tommy Johnson said a contract for nearly $4.47 million has been awarded to fix that problem. State procurement records show that the contract involves replacing the existing kitchen with a prefabricated unit, and work on that project was scheduled to begin Jan. 1.

During the commission’s visit KCCC also had two or three cells adjoining the jail administration area that were not being used because of flooding, he said.

The department is seeking another $4.5 million to $5 million to hire a consultant to help select a site for a new Kauai jail to move the facility to higher ground to deal with the flooding problem, Johnson said.
