Indore (Madhya Pradesh): In a bold move to boost Indore's economic growth, MP Shankar Lalwani has unveiled an ambitious plan to double the city's GDP by 2030, focusing heavily on expanding its role in India's burgeoning medical tourism sector. 

A major meeting was recently held with key stakeholders, including representatives from hospitals, leading doctors, pathology centers, the hotel association, and the travel association, to discuss the development of a comprehensive ecosystem that would position Indore as a premier destination for medical tourism.

During the meeting, it was highlighted that the primary drivers behind the growth of medical tourism in India are low costs, state-of-the-art technology, high-quality medical facilities, and strong international connectivity. Experts underscored the importance of obtaining international accreditation for Indore's hospitals to enhance trust and attract more international patients. They also emphasized the need for these hospitals to maintain the highest standards and to develop specialized services to cater to various medical needs.

The discussion also touched on leveraging nearby cultural and religious sites, such as Omkareshwar, Mahakaleshwar, Mandu, and Maheshwar, to attract patients from across India and abroad.  These sites could play a pivotal role in enhancing the overall experience for medical tourists. Experts noted that there is growing interest from patients in countries like Bangladesh, Nepal, Indonesia, various African nations, as well as from Europe and America, who look to India for affordable and quality treatment options.

To cater to this demand, several requirements were discussed, including the provision of 12-month medical visas, the availability of skilled nursing staff, and the need to create opportunities for talented doctors. MP Lalwani emphasized that the initiative aligns with Prime Minister Narendra Modi's vision of making India a developed nation and superpower by 2047. He stated that achieving this goal requires developed states and cities, with medical tourism being a significant sector for potential growth. 

Economist Jayantilal Bhandari suggested that the extensive network of Indore residents living in 165 countries could serve as brand ambassadors to promote the city's medical tourism capabilities. Dr Sunil Banthia, President of the Madhya Pradesh Private Hospitals and Nursing Home Association, also supported the initiative, noting the collaborative effort required to transform Indore into a hub for medical tourism.

MP Lalwani concluded by stressing the need for Indore to establish itself as a reliable brand with trustworthy medical facilities. He proposed developing comprehensive packages that provide seamless services to international patients, from airport pickup to post-treatment care and departure, to ensure a smooth and comfortable experience.

Cabinet approves new railway line project between Mumbai and Indore; to promote regional tourism

The project covers 6 districts in 2 states i.e., Maharashtra and Madhya Pradesh will increase the existing network of Indian Railways by about 309 kms

The Cabinet Committee on Economic Affairs (CCEA), chaired by the Prime Minister Narendra Modi, has approved new railway line project under Ministry of Railways with total cost of INR 18,036 crore (approx.). The proposed new line between Indore and Manmad will provide direct connectivity and improve mobility, providing enhanced efficiency and service reliability for Indian Railways. It will also promote tourism in the region by providing shorter route between Western/ South-Western part of the country with Central India. This will increase the tourist footfall to various tourist/ religious places of Ujjain – Indore region including Sri Mahakaleshwar Jyotirlinga Temple.

The project is in line with Prime Minister’s vision of a new India which will make people of the region “Atmanirbhar” by way of comprehensive development in the area which will enhance their employment/ self-employment opportunities.

The project is result of PM-Gati Shakti National Master Plan for multi-modal connectivity which have been possible through integrated planning and will provide seamless connectivity for movement of people, goods and services.

The project covers 6 districts in 2 states i.e., Maharashtra and Madhya Pradesh will increase the existing network of Indian Railways by about 309 Kms.

With this project 30 New Stations will be constructed, providing enhancing connectivity to Aspirational District Barwani. New Line project will provide connectivity to approx. 1,000 villages and about 30 Lakh population.

Additionally, it will provide direct connectivity to Pithampur Auto Cluster (houses 90 large units and 700 small and medium industries) from gateway port of JNPA and other state ports. Furthermore, it will provide direct connectivity to millet producing districts of Madhya Pradesh and onion producing districts of Maharashtra which will further facilitates in the distribution of the same to northern and southern parts of the country.

Officials from the Indore Development Authority, Forest Department, Cultural Ministry of the state, were a part of this commencement ceremony. Reportedly, the night safari facility at the Ralamandal Wildlife Sanctuary will prove to be an attractive force for tourists and boost the state's tourism potential as well.

Mumbai: The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved a new railway line project that promises to significantly shorten the travel time between Mumbai and Indore. "The project, which aims to establish the shortest rail connectivity between these two major commercial hubs, is expected to be completed by 2028-29 at a total cost of Rs 18,036 crore" said an official.

"The new 309 km railway line will not only connect Mumbai and Indore more directly but also link several currently unconnected areas in Maharashtra and Madhya Pradesh. The route will traverse two districts in Maharashtra and four districts in Madhya Pradesh, providing a vital boost to the local economies and generating approximately 102 lakh man-days of employment during the construction phase" said official adding that, the project aligns with the PM-Gati Shakti National Master Plan, which focuses on enhancing multi-modal connectivity through integrated planning. This initiative will provide seamless movement for people, goods, and services, promoting comprehensive regional development .

Key Features of the Project

The new railway line will add 309 km to the Indian Railways network, covering six districts across Maharashtra and Madhya Pradesh. According to an official, project includes the construction of 30 new stations, which will improve access to approximately 1,000 villages and benefit around 30 lakh people.

Boost to Tourism and Agriculture

By providing a shorter route between the western and central parts of India, the project is expected to increase tourism in the Ujjain-Indore region, including popular destinations such as the Sri Mahakaleshwar Jyotirlinga Temple. Additionally, it will enhance the distribution of agricultural products from millet-producing districts in Madhya Pradesh and onion-producing districts in Maharashtra.

Economic and Environmental Benefits

The new line will facilitate the transportation of essential commodities such as agricultural products, fertilizers, containers, iron ore, steel, cement, and petroleum. It is projected to handle an additional freight traffic of approximately 26 million tonnes per annum. As an environmentally friendly mode of transport, the railway project is expected to contribute to India's climate goals, reduce logistics costs, decrease oil imports by 18 crore litres, and lower CO2 emissions by 138 crore kilograms—equivalent to planting 5.5 crore trees.

New Zealand nearly triples fees for international tourists

WELLINGTON, New Zealand — New Zealand will nearly triple entry fees for tourists, the government said Tuesday, spurring criticism from the key tourism sector that the higher levy will deter visitors.

The government said in a statement that it would increase the international visitor and conservation and tourism fees starting Oct. 1 to NZ$100 ($62.20) from NZ$35 to “ensure visitors contribute to public services and high-quality experiences while visiting New Zealand.”

Like many popular global tourism spots, New Zealand has struggled with the impact of tourists on the natural environment, with infrastructure stretched by the large numbers. The $35 fee was introduced in July 2019, but this was not sufficient to cover the costs associated with so many visitors.

The government said the fee was competitive and that it was confident New Zealand would continue to be seen as an attractive visitor destination.

However, the country’s Tourism Industry Association believes the higher fees will discourage visitors, especially as the sector, once New Zealand’s biggest export earner, is still struggling to recover from  strict border closures  implemented during the Covid-19 pandemic.

“New Zealand’s tourism recovery is falling behind the rest of the world, and this will further dent our global competitiveness,” said Rebecca Ingram, the association’s chief executive.

Data from Stats NZ released earlier Tuesday showed that travel export receipts for the year that ended June 30 were at NZ$14.96 billion, down 5% from before the pandemic. Visitor numbers, according to the bureau, are at roughly 80% of levels before the border closures.

The New Zealand government has also recently increased the costs of visitor visas and there is a proposal to increase charges on regional airports.

It is “a triple-whammy for our sector, which is trying to work hard for New Zealand’s economic recovery,” said Billie Moore, chief executive of NZ Airports.

Putin Begins Meetings in Mongolia in Defiance of I.C.C. Arrest Warrant

The Russian president is making a state visit to a country that is heavily dependent on Moscow for oil.

President Vladimir V. Putin of Russia began meetings with the leader of Mongolia on Tuesday in his first state visit to a member of the International Criminal Court since it issued a warrant for his arrest in March 2023.

In advance of Mr. Putin’s trip, the I.C.C. stated that Mongolia was obligated to arrest Mr. Putin, but Mongolia is heavily dependent on Russia for fuel, and an arrest was considered extremely unlikely.

Far from being arrested, Mr. Putin was given a red-carpet welcome in the central square of the Mongolian capital, Ulaanbaatar.

Ahead of the trip, the Kremlin had shrugged off the possibility of an arrest.

“There are no worries, we have a great dialogue with our friends from Mongolia,” Dmitri S. Peskov, the Kremlin’s spokesman, told reporters on Friday, noting that “all aspects of the visit have been thoroughly prepared.”

Mr. Putin was greeted when he arrived Monday night by what appeared to be a Mongolian military guard at the airport and spent the night in the capital, a sign that he is comfortable being in the country.

Mr. Putin’s visit on Tuesday, at the invitation of Mongolia’s president, Ukhnaa Khurelsukh, and in defiance of the I.C.C. arrest warrant, serves as a reminder that Russia still commands strategic sway over its southern neighbor despite efforts to hedge.

With the visit, “Putin gets a symbolic win for sure,” said Alexander Gabuev, the director of the Carnegie Russia Eurasia Center in Berlin. For Mongolia, he said, the visit shows that the need to maintain the relationship with Moscow outweighs the country’s pledge in 2002 when it signed the Rome Statute ratifying its membership in the I.C.C.

He added that Russia’s adversaries would have to “think twice” about the narrative that “Putin is pariah, he’s ostracized and whenever there is an I.C.C. warrant for a country that’s ratified the Rome Statute, that he will be arrested.”

The international court, based in The Hague in the Netherlands, issued a warrant for Mr. Putin’s arrest last year, accusing him of committing war crimes with the abduction and deportation of Ukrainian children. The court also issued a warrant for Russia’s commissioner for children’s rights, Maria Lvova-Belova .

The I.C.C. has no enforcement mechanism. Countries that have signed on to the court are supposed to detain those who are subject to its arrest warrants. Russia is not a signatory to the court and has consistently rejected its authority.

Mongolia, a landlocked democracy wedged between Russia and China, treads a careful political line in balancing between its two far more powerful neighbors. That has included taking a neutral stance on the war in Ukraine.

While it has looked to the West to ease some of its geopolitical pressure, hosting high-level guests like President Emmanuel Macron of France, Secretary of State Antony J. Blinken, and the British foreign secretary, David Cameron, it is also economically reliant on its far larger neighbors.

Mongolia shares a 2,100-mile border with Russia and relies on the giant gas-producing neighbor for 95 percent of its fuel. It tries to maintain steady ties with Moscow to help balance relations with Beijing, which also holds considerable influence over Ulaanbaatar by purchasing virtually all Mongolia’s commodity-driven exports.

“The Mongolian political establishment thinks it is easier to manage secure and predictable relations with Moscow” by hosting Mr. Putin, said Munkhnaran Bayarlkhagva, an independent geopolitical analyst who used to work at the National Security Council of Mongolia.

“Ulaanbaatar is choosing to have predictable relations with Moscow and do the damage control later,” Mr. Bayarlkhagva said. “After all, geography cannot be changed.”

Mr. Bayarlkhagva said Mongolia likely determined that there would be little blowback for Mr. Putin’s visit given that there is precedent for members of the International Criminal Court defying the Rome Statute. In 2015, South Africa refused to arrest Sudan’s then president, Omar al-Bashir, during his visit to Johannesburg despite the fact that he was wanted by the International Criminal Court for alleged genocide and war crimes in Darfur. Last year, Johannesburg asked the I.C.C. for an exemption from arresting Mr. Putin so he could attend the BRICS summit of Brazil, Russia, India, China and South Africa. When it was not granted, Mr. Putin chose to skip the summit instead.

Still, Mongolia’s decision to invite Mr. Putin was condemned by human rights watchdogs.

“Welcoming Putin, an I.C.C. fugitive, would not only be an affront to the many victims of Russian forces’ crimes, but also undermine the crucial principle that no one, no matter how powerful, is above the law,” Maria Elena Vignoli, international justice senior counsel at Human Rights Watch, said in a statement ahead of the visit.

There are strong connections between the ruling Mongolian People’s Party and Russia, a relationship that dates back more than a century to when the People’s Party helped establish Mongolia’s socialist republic with the backing of the Soviet Red Army. Even after Mongolia’s democratic revolution in 1990, ties between the Mongolian People’s Party and Russia remained as a source of its political legitimacy.

The stated reason for Mr. Putin’s visit — to commemorate the 85th anniversary of the defeat of Japanese forces at the Battle of Khalkhin Gol by the Soviet and Mongolian armies — provides an “ideological boost” for the Mongolian People’s Party, Mr. Bayarlkhagva said.

Mr. Putin sought to underscore his country’s role as a protector of Mongolia in a written interview for the country’s biggest daily newspaper Unuudur, noting, “More than ten thousand soldiers and commanders of the Red Army gave their lives in the battle for the freedom and independence of Mongolia.”

No announcements are expected to be made about the proposed Power of Siberia 2 gas pipeline, which would help redirect Russian gas supplies that had gone to Europe through Mongolia to reach China instead. In August, Mongolia’s parliament voted not to include the pipeline in its budget for the next four years, in what observers said was indication that it had low expectations that it would be built.

A Western diplomat who spoke on the condition of anonymity because of the sensitivity of the matter said the Mongolian government summoned Western envoys to explain their reasoning behind Mr. Putin’s visit. Among them was the need to secure more supplies of fuel and electricity from Russia to prevent a repeat of the shortages the country faced last winter.

The diplomat said Mongolian officials were asked not to give Mr. Putin a platform to propagandize the war in Ukraine.

Volodymyr Zelenskyy has dismissed the deputy head of the Ukrainian president's office, Rostyslav Shurma, according to a decree on the presidential website.

Ukrainian media outlets had been reporting that the dismissal of Mr Shurma, who took up the role in November 2021, was being considered by parliament.

The decree does not explain why he was sacked.

Meanwhile, Olha Stefanishyna, Ukraine's deputy prime minister responsible for European integration, has resigned, according to Ukraine's parliamentary speaker.

Her resignation comes after Ukraine's strategic industries, justice and environment ministers also tendered their resignation earlier today (see 15.37 post).

The major shakeup of Ukraine's government comes at a critical time during the war with Russia, and ahead of Mr Zelenskyy's visited to the US this month where he hopes to present a "victory plan" to Joe Biden.

The Ukrainian president said changes were being undertaken to ensure Ukraine had the strengthened government it needed. 

"Autumn will be extremely important. Our state institutions must be structured in such a way so that Ukraine can achieve all the results it needs," he said.

"For this, we must strengthen some areas of the government and changes in its makeup have been prepared. There will also be changes in the (president's) office." 

A volunteer has recalled how he knew "something evil" had happened as he heard the explosions caused by Russia's missile strike on Poltava today.

Yevheniy Zemskyy, who headed to the area of the attack to offer help, said: "I heard explosions... I was at home at that time. When I left the house, I realized that it was something evil and something bad, I was scared."

Mr Zemskyy said he was worried about the children and other residents of the city.

"That's why we are here today to help our city in any way we can," he said.

According to the prosecutor general's office of Ukraine, at least 51 people were killed in the ballistic missile strike by Russian forces earlier this afternoon. More than 200 people have been injured.

Regional head Philip Pronin called the attack  "a great tragedy" and announced three days of mourning starting tomorrow.

Ukraine plans to indefinitely hold Russian territory captured in its surprise invasion of the border region of Kursk last month, Volodymyr Zelenskyy has told our US partner network NBC News .

The Ukrainian president said in an exclusive interview that holding the territory was integral to his "victory plan" to force Vladimir Putin to the negotiating table and bring an end to the war

He said he would present the proposal to international partners, including the US.

Appearing to confirm Ukrainian troops would eventually withdraw, Mr Zelenskyy said Ukraine didn't "need their land".

"We don't want to bring our Ukrainian way of life there," he said.

The president declined to say whether Ukraine planned to try and take more Russian territory.

"With all respect, I can't speak about it, I think the success is very close to surprise," he said.

Ukrainian forces crossed the border into Kursk on 6 August in a shock attack which saw them seize a series of villages and take hundreds of prisoners. Moscow vowed to retaliate.

Volodymyr Zelenskyy says he has urged Canadian Prime Minister to "strengthen advocacy" for Ukraine's allies to allow it to strike deep inside Russia.

The Ukrainian president said he spoke with Mr Trudeau over the phone today, with the two leaders also discussing the ongoing rescue operation in Poltova.

Kyiv has long been calling for the ability to conduct long-range strikes against military targets in Russia.

Mr Zelenskyy said yesterday that Western partners should not only allow the attacks - but also supply the weapons for such strikes to happen.

US officials said Washington was close to a deal to hand Kyiv long-range cruise missiles that could reach deep into Russia - but it would face several months' wait for them as it works through technical issues.

The inclusion of Joint Air-to-Surface Standoff Missiles (JASSM) in a weapons package is expected to be announced this autumn, three sources said.

Mongolia's government has given an explanation as to why Vladimir Putin was not arrested when he landed in the country for an official visit.

The Russian president arrived in Mongolia yesterday on his first visit to a member of the International Criminal Court (ICC) since it issued a warrant for his arrest nearly 18 months ago on charges of war crimes.

ICC members are expected to detain suspects if an arrest warrant has been issued - but there's no sign that Mongolia will heed the demand.

Now, the Mongolian government has said in a statement to Politico that it was difficult to arrest the Russian president due to its position of energy dependence on Moscow.

"Mongolia imports 95% of its petroleum products and over 20% of electricity from our immediate neighborhood, which have previously suffered interruption for technical reasons. This supply is critical to ensure our existence and that of our people," a spokesperson said.

They added that Mongolia has "always maintained a policy of neutrality in all its diplomatic relations".

Ukrainian service personnel were killed when Russian forces struck a military institute in Poltova, according to officials.

Ukraine's ground forces said on Telegram that they were probing whether enough had been done to protect the personnel at the educational facility which was struck by a ballistic missile today.

They did not say how many people at the facility had died.

Safety measures will be strengthened at other military facilities, they said.

Ukraine is used to mass casualty missile attacks but this one is particularly devastating. 

The death toll makes it the bloodiest this year. You have to go back to May 2022 to find anything comparable, an attack on a military academy that killed more than 80 cadets.

There are scant details - a reflection perhaps of the fact this was a military facility, also a training facility according to reports from military bloggers, as yet unconfirmed.

But what the Ukrainians are saying is that the missiles came with very little warning, backing up their claim they most likely ballistic missiles fired from a long distance but moving fast.

The attack makes the point again that they need to strike this threat where it comes from. They have long range Western-supplied weapons, but their allies have not found the courage to let them use them, nervous about the risk of escalation. But the alternative as it stands is Ukraine is being given just enough to continue the war but not enough to defeat the invaders. That is the story of this war.

The timing of this attack may not be coincidental. Vladimir Putin is in Mongolia, a country that is a signatory to the treaty underpinning the International Criminal Court.

He will not be arrested, to Ukraine's frustration, because Mongolia cannot afford to alienate a powerful neighbour. Putin knows that and just be going he is flaunting that impunity in itself a propaganda victory that plays well back home.

But he is now it seems pushing the point further. By launching an egregious attack on his enemy he is rubbing salt into the Ukrainians' wounds, and thumbing his nose at their Western allies.

He can get away with it, he is saying, whatever the West says and does against him. 

He also knows this attack will go unpunished.

Ukraine has the means to strike the source of these ballistic missiles but not the permission to do so. Until policy makers in the West grasp that point and let Kyiv take the gloves off, these devastating aerial assaults will continue.

At least 51 people are now confirmed to have died in the Russian attack on Poltava today.

Ukraine's prosecutor general's office provided the update, saying the number was correct as of 6pm local time (4pm UK time).

Rescuers and an investigative team are still working at the site of the attack and the number of victims is still being clarified, it said in a post to Telegram .

Poltava regional head Philip Pronin said earlier that at least 219 people were known to have been injured.

Rescue operations in Poltava have been hampered by "multiple air raid alerts" and the threat of another "double-tap attack", a fundraising platform launched by Volodymyr Zelenskyy has said.

According to United24 Media, emergency workers have struggled to retrieve everyone stuck under rubble as sirens have continued to ring out in the city through the day.

An online air raid alert map shows there have been several alerts across the Poltava region today - including one which lasted nearly an hour.

Ukrainian foreign minister Dmytro Kuleba told CNN that the Russian missiles reached Poltava city in a short space of time and people were struck as they were making their way to a bomb shelter.

Referring to repeated calls from Kyiv for more air defences, Mr Kuleba said: "I don't know how many more tragedies like this have to occur for all promises to be fulfilled and for all new commitments to be made."

The number of people killed in the Russian ballistic missile strike on Poltava in central Ukraine has risen to 49, according to an official.

Regional head Philip Pronin said on Telegram that at least 49 deaths were known about, while 219 people have been injured.

"Debris analysis continues on site, search teams are working," he wrote.

"Unspeakable pain and sorrow. Eternal memory of the dead."

Two ballistic missiles struck an educational facility and hospital facility earlier today in what has now become one of the deadliest Russian strikes since the start of the conflict.

Volodymyr Zelenskyy said the attack left many people trapped under rubble, while video showed huge damage left by the deadly attack (see 14.45 post).

Moscow extends a warm welcome to Indian travellers with enhanced infrastructure and hidden gems

Russia actively promoting moscow as a tourist destination for indian travellers, improving infrastructure and visa process..

Russia is making an active bid to attract Indian travellers to visit Moscow -- a huge megalopolis and the historical, political and spiritual heart of the Russian Federation. The Moscow City Tourism Committee is promoting the city not only as a cultural capital but also as a business hub as it plans to onboard trade partners, tourists and vacationers. Moscow has also strengthened cooperation with the tourism sectors of allied nations, hosting familiarization tours for delegates and arranging business trips to showcase the city's tourism potential.

To accommodate visitors, Moscow is improving its infrastructure: signs are now available in English and Chinese, all announcements on public transport are repeated in English, and hotels are also adapting to cater to the needs of guests from various countries and ensure a comfortable stay. "We are still on our way to restore the flow of Indian tourists in Moscow like it used to be before the pandemic," said Bulat Nurmukhanov, Head of International Cooperation Division of Moscow City Tourism Committee.

Bulat further said that before the pandemic, there was a steady growth of 12-15 per cent on a year-on-year basis. In the first half of the year, Moscow received about 20,000 Indians, compared to the same period a year ago, it is about 56 per cent higher. In a bid to make Moscow a must-visit destination, the committee is actively working on improving the infrastructure for international travellers. Moscow is spearheading the development of innovative standards in catering to the needs of foreign travellers.

Tourists arriving in the capital can stay in hotels of various price segments. They can savour traditional Russian cuisine, and can also indulge in a diverse culinary experience, with options ranging from authentic Indian delicacies to continental dishes prepared to the highest standards. In 2022, the number of foreign tourists who visited Moscow increased by 6.3 per cent compared to 2021, reaching a total of 1.7 million.

Travelling to Moscow has now become easier as tourists from India and 54 other countries can apply for an electronic visa to enter Russia from August 1, 2023. The impact of e-visa rollout would be available by October this year after the quarterly data from the Russian border control agencies is analysed, Bulat said.

Moreover, the Russian government is planning to come out with a virtual 'Foreign Tourist Card' that will enable cashless payments for various services. "The idea behind this card is, a person back home in India can remotely apply for this card and then he/she can transfer money from the personal bank account to this bank account," Bulat added.

Meanwhile, sources in the Indian Embassy in Moscow told reporters that the Indian tourism ministry as well as the governments of Goa and Kerala are slated to participate in roundtable discussions this month. There are also plans to engage social media influencers to improve the inward traffic to India. Before the pandemic, around 3 lakh Russian tourists visited India annually. The numbers are down to around 80,000-90,000 of late.

To facilitate easy visitor movement across the city, there is "Discover Moscow" -- a navigation and travel web portal about Moscow and "RUSSPASS travel service" -- a digital platform designed for planning trips across Russia. The Discover Moscow portal features descriptions of over 1,200 architectural landmarks in Moscow. The site provides news, digests with festival and event information and curated lists of exhibition venues.

By availing the RUSSPASS travel service, tourists can access all essential information for a trip to Moscow on the site, including visa and currency matters, accommodation and transportation options in the capital. The site also offers a trip builder feature, allowing tourists to select pre-designed city routes or create their own itinerary from their favourite locations. There are versions of the site in Russian, English, Spanish and Arabic.

On the cultural scene, Moscow boasts 10,000 cultural venues including theaters, museums, libraries, parks, cinemas, concert halls, and more. In the last decade, around 900 parks and green spaces have been renovated.
