Providence mulls shutting down bike lane to ease bridge closure congestion

E AST PROVIDENCE, R.I. (WPRI) — Chris Martin has been riding his bicycle to work every single day since the westbound side of the Washington Bridge closed last December .

Martin told 12 News that, by riding across the bridge via the East Bay Bike Path, he’s been successfully avoiding the traffic that has plagued the I-195 corridor since the sudden closure.

“It was kind of tough in the winter,” Martin said. “But it’s been a reliable 33-to-35 minute ride.”

Martin said if he were to drive over the bridge, it would take him anywhere between 20 minutes to an hour to get to work.

But Martin’s supposed bridge closure hack could soon come to an end.

The capital city is debating whether to convert the bicycle lane on South Water Street, which links the East Bay Bike Path to downtown Providence, into an additional lane for vehicles. It’s a bid to ease traffic congestion caused by the bridge closure.

But the Providence Streets Coalition believes closing that lane would be counterproductive, since more residents on both sides of the bridge will be biking as the weather gets warmer.

“We don’t think it will work,” Providence Streets Coalition’s Liza Burkin said. “The backup is on the bridge, as we know, and widening the funnel to the bottleneck is very unlikely to have any real reduction in travel times.”

Burkin argued that the city should be supporting alternate modes of transportation to alleviate the traffic instead, such as biking and public transit.

In a statement to 12 News, city spokesperson Josh Estrella explained that the additional traffic poses a safety hazard for bicyclists and pedestrians.

“We are taking a serious look at the areas in the city that have been the most impacted so that we can implement permanent solutions to reduce congestion and improve the flow of traffic while keeping pedestrians and bicycles users safe,” Estrella wrote.

Meanwhile, the Providence City Council is trying to put weight limits on certain streets to prevent tractor-trailer trucks from attempting to circumvent the bridge traffic.

Providence Mayor Brett Smiley said there’s been an uptick in trucks using the heavily-traveled bridge detour routes, which is straining the city’s roads.

“If you’re an 18-wheeler that is trying to go from Massachusetts to Connecticut, there’s no reason for you to detour down Angel Street and Gano Street,” Smiley said. “It is tearing our streets apart.”

The Providence Committee on City Property is mulling an amendment to the weight limit proposal that would fine truckers $200 for using the detours anyway.

There are exemptions to the weight limit, which include state and city trucks, such as school buses and garbage trucks. An exemption would also be made for delivery trucks.

The Providence City Council approved the weight limit proposal for the first time last week. It must be passed a second time before it can be enacted.

The Rhode Island Department of Transportation (RIDOT) has begun making room for a third lane in each direction on the eastbound side of the Washington Bridge to try and ease congestion on the highway. RIDOT expects those additional lanes are slated to open on April 22.
