Locate your stop. Arrive 5 minutes early and check for your bus number on the sign.

'Bus rapid transit' is coming to Louisville. Here's what to know about TARC's new line

The first “bus rapid transit” line in Louisville is launching in January and will aim to quickly take commuters between downtown and Dixie Highway.

Construction on the new line began in December 2017 and is part of the New Dixie Highway Project , a $35 million plan from Louisville Metro and Transit Authority of River City to improve safety, mobility and livability along one of the the city’s busiest, widest and most dangerous corridors.

Several federal, state and local leaders — including Kentucky Transportation Cabinet Secretary Jim Gray, Louisville Mayor Greg Fischer, U.S. Rep. John Yarmuth and TARC Executive Director Ferdinand Risco Jr. — will be at Kroger, 4915A Dixie Highway, on Monday morning to cut a ribbon and officially launch the new service.

The rapid transit line will give buses priority at stoplights and includes special lanes to enter traffic.

Each day, more than 60,000 drivers and more than 4,000 transit riders travel the Dixie Highway corridor, according to city data. 

Over the years, the busy stretch has also seen an alarming number of deadly crashes that killed both drivers and pedestrians, with city officials saying the fatal crash rate is several times greater than the rate for similar roadways in Kentucky.

TARC riders will notice a few changes to the line — dubbed "The Rapid" — that will run from the Gene Snyder Freeway along Dixie Highway to downtown.

Drivers have already likely felt some of the changes, as crews ripped up parts of Dixie Highway over the past two years while working on the new project.

2020: How TARC's leader wants to 'change the perception' of public transit in Louisville

Perhaps the biggest change is that buses will come more frequently and make fewer stops than they do on TARC's express and fixed routes.

That's all part of the plan to make the commute to and from downtown more convenient and enjoyable.

Here’s what to know about the New Dixie Highway Project and the new bus rapid transit line.

What exactly is bus rapid transit?

That’s a good question.

On a simple level, bus rapid transit, or BRT, involves more frequent and faster service.

Bus rapid transit also involves several more features that make it stand out from existing "express" routes.

For example, The Rapid will travel along the Dixie Highway corridor and make use of TARC-designated “queue jump lanes” and “bus turnouts” that allow buses to more safely and easily reenter traffic after stops.

Another key aspect is the use of a traffic signal priority system and “intelligent transportation system” technology that gives buses priority to travel through certain lights while other vehicles are stopped.

How frequently will BRT buses run?

According to TARC, this is the weekday frequency:

From 4 until 5:30 a.m. — Every 20 minutes

From 5:30 a.m. until 7 p.m. — Every 15 minutes

From 7 p.m. until 1 a.m. — Every 20 minutes

And here is how often the BRT buses will run on weekends:

From 4:30 to 7 a.m. — Every 30 minutes

From 7 a.m. to 7 p.m. — Every 20 minutes

From 7 p.m. until 12 a.m. — Every 30 minutes

Will Louisville's BRT route get its own dedicated lanes for travel?

While some cities carve out bus-only lanes for BRT routes, The Rapid will travel in the same lanes as other vehicles between Dixie Highway and downtown.

But the "queue jump lanes" will gives buses priority to reenter traffic at certain intersections after making stops, TARC officials said.

How many stations or stops are there?

There are 37 distinctive BRT stops along the Dixie Highway corridor and into downtown.

Many will include "upgraded facilities," including shelters and plantings, according to officials.

Digital signs that feature timetable information on next-arriving buses for both the BRT line and intersecting routes will also be at the stops in the coming months, according to TARC officials.

How much will it cost to ride the route?

Fares for the bus rapid transit route will be the same as they are for TARC's fixed routes: $1.75 with cash or $1.50 with a MyTARC card.

Who is paying for the project?

The $35 million New Dixie Highway Project has been funded by a combination of federal, state and local sources and grants.

What other changes are part of the New Dixie Highway Project?

The project not only features a new bus rapid transit route but upgrades meant to improve the experience for drivers, pedestrians and businesses along Dixie Highway.

They include:

  • Roadway safety and design improvements, including raised medians along the most congested and dangerous section from Crums Lane to Greenwood Road
  • A new Intelligent Transportation System that will improve and coordinate traffic signal timing along the entire corridor
  • More sidewalks and pedestrian pathways
  • Some driveway consolidations
  • Signage and striping upgrades for lanes and crosswalks

The project is the first under Mayor Greg Fischer's MOVE Louisville initiative, a 20-year plan to modernize and improve transportation across the metro area.

Do other cities like Louisville have bus rapid transit?

Cities on both coasts as well as larger urban centers like Chicago and Minneapolis are known for their more robust public transit systems.

BRT routes are often part of that mass transit infrastructure.

It’s safe to say that places like Louisville and Indianapolis have been known as car-centric cities for quite some time, but bus rapid transit projects aim to slowly change that.

Indianapolis launched its 13.1-mile Red Line this past September  and also plans on starting construction on two additional bus rapid transit lines in the next few years.

Up the Ohio River, Cincinnati is debating whether to fund a new bus rapid transit line.

Could more BRT routes come to Louisville?

No concrete plans have been announced as of now, but it's not far-fetched to think that a similar bus rapid transit line could come to the city's busy Broadway corridor at some point.

City planners have said that a team of urban planning consultants looking at a planned revamp of Broadway will likely propose the addition of “premium transit"  — such a bus rapid transit — as well as some combination of lane reductions and traffic light and sidewalk modifications.

What other recent changes have come to TARC or are in the works?

In May 2019, TARC rolled out a mobile app that allows users to plan trips across multiple modes of travel.

For example, say you live in Fern Creek and are planning on heading downtown for an evening show. 

The mobile app allows you to find a bus route that gets you downtown and then maybe book a Lyft ride or find a scooter that can finish the last mile or so of your trip. It’s all part of what officials call “Mobility as a Service,” or MaaS.

TARC also launched a “dynamic trip planner” on its redesigned website this past year that helps travelers plan out commutes.

Additionally, a $17.3 million federal grant awarded in late 2019 will allow TARC to upgrade a portion of its 277 buses with a new, fuel-efficient fleet.

The next phase of the MaaS platform, according to TARC officials, is adding real-time parking availability information and allowing customers to pay for their full trip, across all modes, via the TARC app.

It's all part of TARC's efforts to boost ridership and improve mobility in the Kentuckiana region.

The agency had seen a steady decline in ridership from roughly 15 million riders in fiscal year 2014 to 12.4 million in fiscal year 2018, according to TARC data.

Don't count out additional modes of transit (light rail, streetcars, trains) possibly coming ( or returning ) to Louisville.

"I do think they are in our future," Risco  told The Courier Journal in late 2019 . "We are finishing up a comprehensive operations analysis with what routes we have now."
