Kuwait travel guide: everything you need to know as the country extends travel restrictions

Kuwait has extended travel restrictions in place across the country that prohibit non-citizens from flying into Kuwait International Airport.

The country's Civil Aviation Authority has banned non-Kuwaiti citizens from flying to Kuwait until further notice.

The decision was based on the instruction of health authorities and part of coronavirus restriction measures, the authority said on Twitter.

Kuwait Airport had been set to reopen to more travellers on February 21, when travel restrictions were due to ease.

Commercial passenger flights were gearing up to once again be allowed to accept non-Kuwaiti citizens.

Airlines had been advised they would have to bear the cost of Covid-19 testing for passengers, according to a circular from the Directorate General of Civil Aviation.

Travel to Kuwait has been restricted since February 7 when authorities closed borders to all travellers except Kuwaiti nationals and their first-degree relatives, domestic workers and medical professionals.

With the country extending restrictions and changing quarantine rules, here’s a guide to what you need to know if you’re planning to fly to Kuwait.

Who can fly to Kuwait?

Tourists and non-Kuwaiti citizens cannot fly to Kuwait.

Until further notice, only Kuwaiti citizens, their first-degree relatives, domestic workers, diplomats and medical professionals can fly to the country.

Who cannot fly to Kuwait?

Non-citizens including those with valid residency permits and GCC citizens will need to wait to travel to Kuwait.

When restrictions ease, travellers who have been in or transited through any country on the restricted list cannot enter Kuwait unless they spend 14 days in a non-restricted destination. This does not apply to Kuwaiti citizens..

Kuwait remains closed to tourists. No visitors have been permitted to travel to the country since March 2020 and visa on arrival facilities are suspended.

What do I need to do before I fly to Kuwait?

Anyone planning to fly to Kuwait must have a negative PCR test. The PCR test must be conducted no more than 72 hours before acceptance on any flight to Kuwait and the result should be in English.

Visitors from 15 countries must submit their PCR test result before arriving in the country. This can be done via Kuwait's Medical Utility Network Accreditor system. The rule applies immediately to visitors from India, the Philippines, Bangladesh, Sri Lanka and Nepal.

Travellers from the UAE, Oman, Saudi Arabia, Turkey, Qatar, Egypt, Jordan, France, the UK and the US must follow these new rules from Thursday, March 25.

Passengers must also download the Shlonik contact tracing app and the  Kuwait Mosafer app before travelling to Kuwait. Negative PCR certificates need to be scanned on the Kuwait Mosafer app.

When checking in for any flight to Kuwait, travellers will have to pay 60 Kuwaiti dinars (Dh729) for two subsequent PCR tests, as requested by Kuwaiti authorities.

What rules are in place at the airport?

Passengers arriving in Kuwait will be required to go through thermal screening and then undergo the first of their two prepaid Covid-19 PCR tests.

Kuwait Airli`nes has also reminded travellers of mandatory rules in place at the airport including compulsory face masks, social distancing and hand sanitising every 30 minutes.

Which airlines are flying to Kuwait?

Commercial flights to and from Kuwait are operating at a reduced capacity of 35 passengers per flight. Several airlines continue to fly to and from the country including Kuwait Airlines, Emirates, Flydubai, Etihad and Jazeera Airways.

Until further notice, only Kuwaiti nationals, their relatives and those on the exemption list will be accepted for boarding.

Do I need to quarantine in a hotel?

From Sunday, anyone arriving in Kuwait will have to undergo self-funded compulsory quarantine for seven days in a designated hotel, followed by a further seven days of home isolation. This is bookable in advance, via the Ministry of Health.

This has changed from the previous rule which demanded 14 days of home isolation.

Only diplomats, Kuwaiti patients who travelled overseas for medical treatment, Kuwaiti students studying overseas, medical crews and unaccompanied minors are exempt from hotel quarantine.

The Kuwait Hotel Owners Association (KHOA) has announced recommended prices for each hotel category, according to local media.

For three-star hotels, the room rate has been set at KD20 (Dh243) per night for a standard single room and KD30 (Dh364) for a double room with breakfast and airport transfer.

Four-star hotels will cost KD30 (Dh364) per night for a standard single room or KD40 (Dh486) for a double room with breakfast and airport transfer.

Those looking to quarantine in luxury look set to pay KD45 (Dh546) per night for a standard single room and KD55 (Dh668) for a double room with breakfast and airport transfer in a five-star hotel.

The hotel quarantine policy will run until at least Sunday, March 21, when it will be reviewed.

Arrival and Departure Guidelines for Residents of Kuwait

The Directorate-General of Civil Aviation (DGCA) issued the following advice to airlines on Kuwait travel based on a decision by the State of Kuwait’s Council of Ministers and health authorities.

With a new set of guidelines in place, both citizens and expats are required to adhere to the rules set by the government to ensure smooth and speedy travels to and from the Gulf nation.

Arrival and Departure Guidelines for Residents of Kuwait

For Kuwait Citizens – Departure from the State of Kuwait

For arrivals to the state of kuwait, for citizens and their first-degree relatives and workers that accompanies them, vaccines approved by the ministry of health in kuwait, categories that are excluded from the institutional quarantine, gov’t posts arrival and departure guidelines for citizens and expats in kuwait.

This circular supersedes any earlier circulars that contradict the new set of guidelines.

This circular will go into effect on August 1 at 00:01 Kuwait Local Time, the Arab Times Online reported.

  • Citizens who have not been vaccinated with the approved vaccines by Kuwait’s health ministry are not permitted to travel outside the country. The presence of green in their application (immune/Kuwait mobile ID) with the exception of following groups; Age that is not subject to immunizations.
  • Kuwaiti individuals can produce an official document from the Ministry of Health proving their incapacity to obtain immunizations due to medical reasons.
  • Pregnant women are required to provide a certificate proving their pregnancy. The Ministry of Health in Kuwait should issue and approve it.
  • Citizens must have health insurance that covers COVID-19 therapy for the duration of their stay outside of Kuwait.

Kuwait will not admit travellers who cannot provide a negative PCR test performed within the last 72 hours before to their departure. They should also not have symptoms such as a high temperature, a cold cough and sneezing, and so on.

Those who have completed Kuwait’s Health Ministry-approved immunizations and have a green color on their immune/Kuwait mobile ID application must register in the Shlonik Application and Kuwaitmosafer platform.

All immunized citizens must still be quarantined at home for one week after arriving in Kuwait. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.

Those who have received COVID-19 vaccines while traveling outside of Kuwait must obtain the permitted vaccines and visit the Ministry of Health website to complete the registration process in the Shlonik application and the Kuwait-Mosafer platform. They are also subject to a one-week home quarantine since their arrival. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.

Those who have not been inoculated with COVID vaccinations and have red or yellow colors in their immune/Kuwait mobile ID application must complete their registration in the Shlonik Application and the Kuwait-Mosafer platform. They must also pay for two PCR tests, the first of which will be performed upon their arrival in the State of Kuwait and the second on the sixth day of the institutional quarantine. They must also cover the expense of quarantine, which will be held at local hotels listed on the Kuwaitmosafer website. Once they are free of COVID-19, they will be subjected to a 7-day home quarantine.

Those who have been immunized with unauthorized vaccinations will be regarded non-immunized.

Expats who have been vaccinated with approved vaccines and have a green color on their immune/Kuwait mobile ID application must register at the Shlonik Application and the Kuwaitmosafer platform.

Expats who have been inoculated with approved vaccines are nevertheless subject to a one-week home quarantine from the date of their arrival in Kuwait. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.

Expats who have been vaccinated outside of Kuwait using vaccinations approved by Kuwait’s Health Ministry must check the ministry of health website before leaving their place of origin, as long as the vaccination is electronically documented. If they wish to be released from quarantine, they must pay for the PCR test performed during their quarantine term to demonstrate that they are free of COVID-19. Following a negative outcome. The period of quarantine at home will come to an end.

  • One dose of Johnson & Johnson vaccine
  • Two doses of Moderna vaccine
  • Two doses of AstraZeneca vaccine
  • Two doses of Pfizer BioNTech
  • Diplomatic missions and approved diplomats, as well as their domestic workers
  • Kuwaiti patients who were treated overseas, as well as their companions, would be reimbursed once the treatment is completed.
  • Government and private medical personnel, as well as their first-degree relatives and domestic employees.
  • Minors who are traveling alone

  • Kuwait makes COVID-19 booster dose mandatory for travelers
  • Booster shot is being given to those who have completed nine months of the second dose of the vaccine. The order will come into effect from 26 December. The announcement was made by the Kuwait Civil Aviation Authority. The authority in a statement stated that if a person hasn’t received a booster shot after nine months of vaccine, he or she won’t be considered fully vaccinated. Citizens of Kuwaiti will also not be allowed to fly out of the country if they haven’t received a booster shot. All travellers wishing to enter the Gulf nation will also need to show their negative PCR test report not older than 48 hours on arrival. If a traveller fails to show the PCR test report or if not vaccinated with a booster shot, they would not be accepted at the Kuwait International Airport. Not only this, a home quarantine for 10-days is mandatory for those who do not have a PCR test.
  • Passenger showing any symptoms of COVID-19 (High Temperature/Cold/Cough/Sneezing etc.) will not be accepted on the flight to Kuwait. No visa on arrival facility is available at Kuwait International Airport. RTPCR test does not apply to children below 6 years old.
  • Quarantine Protocol
  • 14 Days Quarantine if tested positive on arrival or at Departure
  • Guidelines for International Arrivals to India
  • This Standard Operating Procedure shall be valid w.e.f. 01st December (00.01 Hrs IST) till further orders. Based on the risk assessment, this document shall be reviewed from time to time.
  • A.1. Planning for Travel
  • i. All travelers should (i) submit self-declaration form on the online Air Suvidha portal ( www.newdelhiairport.in ) before the scheduled travel, including last 14 days travel details (ii) upload a negative COVID-19 RT-PCR report or Vaccination Certificate. This RT-PCR test should have been conducted within 72 hrs prior to undertaking the journey. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.
  • ii. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Govt. of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority to undergo home quarantine/ self-monitoring of their health for 14 days, or as warranted.
  • iii. Arrival in India without negative report shall be allowed only for those traveling to India in the exigency of death in the family.
  • iv. If they wish to seek such exemption under para (iii) above, they shall apply to the online portal ( www.newdelhiairport.in ) at least 72 hours before boarding. The decision taken by the government as communicated on the online portal will be final.
  • A.2. Before Boarding
  • v. Passengers originating or transiting from at-risk countries shall be informed by the airlines that they will undergo post arrival testing, quarantine if tested negative, stringent isolation protocols if tested positive etc.
  • vi. Do’s and Don'ts shall be provided along with ticket to the travelers by the airlines/agencies concerned.
  • vii. Airlines to allow boarding only those passengers who have filled in the Self Declaration Form on the Air Suvidha portal and uploaded the negative RT-PCR test report or Vaccination Certificate
  • viii. At the time of boarding the flight, only asymptomatic travelers will be allowed to board after thermal screening. viii. All passengers shall be advised to download Aarogya Setu app on their mobile devices.
  • ix. Suitable precautionary measures such as environmental sanitation and disinfection shall be ensured at the airports.
  • x. During boarding all possible measures to ensure physical distancing are to be ensured.
  • A.3. During Travel
  • xi.Suitable announcement about COVID-19 including precautionary measures to be followed shall be made at airports and in flights and during transit.
  • xii. While on board the flight, required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. are to be observed by airline staff, crew and all passengers.
  • A.4. On arrival
  • xiii. De-boarding should be done ensuring physical distancing.
  • xiv. Thermal screening would be carried out in respect of all the passengers by the health officials present at the airport. The self-declaration form filled online shall be shown to the airport health staff.
  • xv. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol.
  • Submission of sample for post-arrival COVID-19 test
  • at the point of arrival (self-paid). Such travellers will be required to wait for their test results at the arrival airport before leaving or taking a connecting flight.
  • If tested negative they will follow, home quarantine for 7 days. Re-test on the 8th day of arrival in India
  • and if negative, further self-monitor of their health for next 7 days.
  • However, if such travellers are tested positive, their samples should be sent for genomic testing at INSACOG laboratory network.
  • They shall be managed at separate isolation facility and treated as per laid down standard protocol including contact tracing mentioned in para (xiv).
  • The contacts of such positive case should be kept under institutional quarantine or at home quarantine monitored strictly by the concerned State Government as per laid down protocol
  • xvii. Travellers from Countries excluding those Countries at risk, will be allowed to leave the airport and shall self-monitor their health for 14 days’ post arrival. A sub-section (5% of the total flight passengers) shall undergo post-arrival testing at random at the airport on arrival. a. The 5% of such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). b. Such travellers shall be escorted by the concerned airlines/MoCA to testing area on arrival. c. The cost of testing of such travellers shall be borne by MoCA. d.Laboratories shall prioritize testing of samples from such travellers. e. If such travellers are tested positive, they shall be managed as per laid down standard protocol and samples would further send for genomic testing.
  • xviii. If travellers under home quarantine or self-health monitoring, develop signs and symptoms suggestive of COVID-19 or test positive for COVID-19 on re-testing, they will immediately selfisolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number
  • International travelers arriving at seaports/land portsg
  • xix. International travellers arriving through seaports/land ports will also have to undergo the same protocol as above, except that facility for online registration is not available for such passengers currently.
  • xx. Such travellers shall submit the self-declaration form to the concerned authorities of Government of India at seaports/land ports on arrival.
  • xxi. * Children under 5 years of age are exempted from both pre- and post-arrival testing. However, if found symptomatic for COVID-19 on arrival or during home quarantine period, they shall undergo testing and treated as per laid down protocol. # Contacts of the suspect case are the co-passengers seated in the same row, 3 rows in front and 3 rows behind along with identified Cabin Crew. Also, all the community contacts of those travellers who have tested positive (during home quarantine period) would be subjected to quarantine for 14 days and tested as per ICMR protocol
  • The restrictions imposed by the Government of India guidelines dated 28t' November, 2021 as well as future restrictions if any, shall act as minimum restrictions to be imposed.
  • DCP immigration and FRRO to draft a proforma of declaration for all arriving passengers on international flights to declare details of the countries visited in last 15 days. MIAL to share the proformas with all airlines and the information regarding travel in the last 15 days shall be cross checked by immigration on arrival.
  • The international passengers arriving from At Risk countries (declared by GOI front time to time) may be deplaned on priority and separate counters will be arranged by MIAL and Airport Authority for their checking. Such all passengers shall have to undergo mandatory 7 day institutional quarantine and RTPCR test to be carried out on days 2, 4 and 7 for these passengers. If any of the test is found to be positive, then the passenger shall be shifted to a hospital. In case of all tests coming negative. the passenger will have to undergo a further 7 days of home quarantine.
  • Passengers from any other countries except the at risk countries will have to compulsorily undergo RTPCR test at the airport on arrival valid on being found negative, will have to undergo 14 days of home quarantine. If found positive, they will be shifted to the hospital.
  • In case of an international passenger having a connecting flight to any other airport in India (without leaving the airport at all), passenger shall undergo a RTPCR test at the first arrival airport in Maharashtra and only on being found negative will he be allowed to board the connecting flight.
  • In the case of domestic air travel, passengers travelling within the state will either ha e to be fully vaccinated or compulsorily carry a RTPCR test within 48 hours of the time of arrival.
  • In case of passengers from other States, negative RTPCR test within 48 hours of arrival will be compulsory without exceptions.

  • All Overseas Citizen of India (OCI) cardholders and Person of Indian Origin (PIO) cardholders; and
  • Nationals of Kuwait intending to visit India for any purpose (including their dependents on appropriate category of dependent visa) except those on Tourist Visa.
  • Passengers carried from India to Kuwait will comprise of passengers destined for Kuwait only. Similarly, only passengers originating from Kuwait should be allowed to travel on the ights from Kuwait to India.

Kuwait Airways Reports Surge in Operational Activities

Kuwait Airways Company (KAC) revealed a notable uptick in operational activities, showcasing increased aircraft and passenger traffic across multiple months. In a recent press statement, KAC disclosed a significant rise in aircraft movements and passenger numbers during November and December 2023, as well as January and February 2024.

During November, aircraft traffic surged by 7%, with passenger traffic witnessing a remarkable 10% increase compared to the same period in 2022. Similarly, December experienced a 12% rise in aircraft traffic and a 9% spike in passenger traffic compared to December 2022.

January showcased even more impressive figures, with a remarkable 25% surge in aircraft traffic and a substantial 21% increase in passenger traffic compared to January 2023. The positive trend continued into February, with a 23% rise in aircraft traffic and a notable 13% increase in passenger traffic compared to February 2023.

As part of its strategic initiatives, KAC has adopted a new policy focusing on expanding direct operations on routes witnessing significant passenger growth. Moreover, the airline has introduced flights to new airports and chosen economically viable destinations to further enhance its services.

These encouraging results underscore KAC's commitment to achieving unprecedented levels of growth and excellence, aligning with its comprehensive development policy. The company remains dedicated to enhancing customer services while fostering collaboration with relevant authorities, particularly the General Directorate of Civil Aviation.

Looking ahead, KAC has unveiled plans to introduce new destinations for the upcoming summer season, including cities in the Turkish Republic and Egypt, as well as European destinations like Spain, France, and Bosnia. Additionally, the airline has increased flights to various European and regional destinations to meet the growing demand, signaling a promising outlook for Kuwait's aviation sector.
