GNWT announces enhancements to Student Financial Assistance

Yellowknife — June 5, 2023

The Government of the Northwest Territories (GNWT) has enhanced the Student Financial Assistance (SFA) program to better support students and remove barriers to post-secondary education.  SFA provides financial assistance to eligible Northwest Territories (NWT) residents to assist with post-secondary education-related expenses.

Program enhancements include:

  • Increasing benefit levels for tuition, books and monthly living allowances,
  • Increasing the Grants for Students with Disabilities and expanding supports to students with persistent or prolonged disabilities,
  • Improving access for Northern Indigenous students by removing the semester limits and providing additional funding for tuition and book costs,
  • Removing the semester limit and expanding remissible loans for all NWT residents (within the  loan limit of $60,000), and
  • Removing suspension penalties for withdrawing from or failing a course or program.

The GNWT recognizes the importance of education and the need to better support students in achieving their post-secondary goals. Program changes will be in effect for the 2023-2024 academic year.

SFA Applications for students wishing to attend the fall semester are due by June 30. To learn more about the SFA program and the changes, students are encouraged to review the SFA Handbook [link] or visit www.gov.nt.ca/sfa .

Quick facts

  • The program changes are based on feedback received through a client satisfaction survey and an internal review that focused on aligning the SFA program with the Truth and Reconciliation of Canada Calls to Action, the Missing and Murdered Indigenous Women and Girls Final Report and Calls for Justice, and the United Nations Declaration on the Rights of Indigenous Peoples.
  • The purpose of SFA is to assist with the cost of obtaining a post-secondary education, but not cover all expenses.
  • SFA applications are due by June 30th for students attending post-secondary studies this fall. Late applications are accepted, but payment is not guaranteed for the start of the program.

Medical Travel

Medical Travel is a service provided by the Government of the Northwest Territories to eligible persons in the NWT who must travel in order to access necessary and appropriate insured health services. To be eligible for this benefit, travel must originate in the NWT and service must not be available within the resident’s home community. Furthermore, the medical referral from the resident’s home community must be to the nearest insured centre that offers the required treatment.

How do I access Medical Travel?

NWT residents may access medical travel through many different benefit programs. Some are accessed through GNWT programs, while others are accessed through employers and private insurance. Regardless of what type of benefit program patients access, all medical travel originates from clinical decisions within the NWT health system.

Prior to any medical travel taking place, the referring Northwest Territories Health Care Provider MUST submit a benefit application form to the Medical Travel Office for approval.  Once the medical travel benefits are approved clients may choose to have their travel arranged by their regional medical travel office or may choose to make their own arrangements and seek reimbursement through the medical travel expense claim process.  Failure to have your medical travel pre-approved will result in your medical travel claim being rejected. Clients who choose to submit a claim must contact Medical Travel for guidance. The staff at Medical Travel will provide the proper claim forms and verify the current daily rates for meals, accommodations and transportation to and from appointments. Please be aware that if you were previously approved for travel to an appointment outside the NWT, travel for all follow-up appointments must also receive prior approval by the medical travel office. This may require you to bring your follow-up appointment information to your NWT clinic when you find out about it, as they may not be aware of your appointment and would not know to send the medical travel benefit application to the Medical Travel Office.

Medical Travel

The Government of the Northwest Territories will provide medical travel benefits to eligible persons in the NWT who must travel in order to access necessary and appropriate insured health services. To be eligible for this benefit, travel must originate in the NWT and service must not be available within the resident’s home community. Furthermore, the medical referral from the resident’s home community must be to the nearest insured centre that offers the required treatment.

The medical travel benefit extends only to individuals who do not have similar coverage through an employer or some other program. The benefit provides for return airfare, inter-facility ambulance services on emergency medical evacuations, and limited support for meals, accommodation and ground transportation.

Medical Travel will make all arrangements for travel once the medical referral is received and travel is approved. Clients may choose to make their own arrangements and claim their expenses after the fact.

Clients who choose to submit a claim must contact Medical Travel for guidance. The staff at Medical Travel will provide the proper claim forms and verify the current daily rates for meals, accommodations and transportation to and from appointments.

The Student Financial Assistance (SFA) program provides financial assistance to eligible Northwest Territories (NWT) residents to assist with postsecondary education-related expenses.

The purpose of SFA is to assist with the cost of obtaining a post-secondary education, not to cover all expenses. SFA provides financial assistance through a variety of grants and loans.

The SFA also offers loan remission (forgiveness) and repayment programs for eligible students who received loans.

Depending on eligibility,  Student Financial Assistance may provide post-secondary students with assistance for:

  • Basic Grant – Funding for tuition and fees, books and travel costs
  • Supplementary Grant or Remissible Loan – Monthly living allowance
  • Repayable Loan – Funding for tuition and fees, books, travel and a monthly living allowance
  • NWT Grants for Students with Permanent Disabilities
  • Course Reimbursement - Up to $880 per course

Eligibility

To qualify for the Student Financial Assistance (SFA):

  • You must be a Canadian citizen, a permanent resident of Canada or a protected person of Canada.
  • You must be a resident of the NWT according to program criteria
  • You must study at an approved designated institution (Please refer to the  Master List of Designated Educational Institutions .
  • You must be enrolled in an approved, post-secondary program or course as defined by SFA.
  • You must ensure your previous SFA student loans are up to date.
  • You must make arrangements to repay any outstanding Government of Northwest Territories (GNWT) debts; and
  • You must not be receiving student financial aid from another provincial, territorial, or federal program.

Identification needed to be provided

Social insurance number.

For example:

  • confirmation of SIN letter
  • plastic SIN card (non-expired)

Proof of  residency in Province

  • lease agreement
  • rent receipt
  • electricity
  • cable television
  • driver's license
  • vehicle registration or car insurance
  • membership in social or professional organization
  • bank information
  • employment information

How to apply

To apply for Student Financial Assistance:

  • You must complete and apply each academic year. Applications are found at Forms and Applications | Education, Culture and Employment (gov.nt.ca)  or you can apply online.
  • Students applying for SFA online for the first time will need a Web Access Code (WAC).  The WAC is a unique code used to link your personal information to your MyECE account so that you can apply for SFA. You can request a Web Access Code (WAC) .
  • Once submitted, SFA staff will forward your WAC to the email address provided. Upon receiving your WAC, you can log into MyECE and apply for SFA.  You will only need your WAC the first time you log into MyECE.
  • You can also visit the SFA office located in Yellowknife at the Lahm Ridge Tower – 1st floor or at your local  ECE Service Centre .

Annual deadlines for SFA applications are :

  • June 30 for programs starting between August 16 to September 30,
  • October 31 for programs starting between December 1 to January 31, or
  • One month prior to the program start date for all other months.
  • You must apply for SFA each year to continue to receive funding.
  • The course reimbursement application deadline is one year from the start of your course.
  • Applicants do not have to be accepted into a program before applying for SFA.

Duty Travel Rates

Duty Travel Rates  - An employee who is authorized to travel on Government business will be reimbursed for reasonable expenses incurred.

The Government of the Northwest Territories adjusts these rates as the Federal rates are changed.

Federal kilometric rates are reviewed four times a year: January 1, April 1, July 1, and October 1. NWTTA Members - Review the NWTTA Collective Agreement  for your rates.

You are here

Once you cease full-time studies for a period of six months or longer, you are required to contact the Student Financial Assistance (SFA) office to make arrangements for the repayments or remission of your student loan. 

Ceasing full-time studies means you:

  • Have competed your program of study;
  • Are no longer enrolled in full-time post-secondary studies;
  • Are enrolled in part-time post-secondary studies or upgrading;
  • Withdrew, or are withdrawing from post-secondary studies;
  • Are taking a semester off, or
  • Dropped some classes and are no longer considered a full-time student according to SFA.

During your six-month interest-free period, the GNWT will not charge interest on your outstanding loan(s). The six-month interest-free period gives you an opportunity to a get a job, plan your budget, and make plans to prepare for loan repayments. 

After the six-month interest-free period expires, interest will commence and you will be required to start monthly payments.

SFA is not responsible for any outstanding interest or principal charges that may incur. Any payments made during the interest-free period are applied directly to the principal of your loan.

There are repayment incentives to encourage northern students to return and reside in the NWT and to help alleviate the burden of student debt. 

Students that have received a student loan under the NWT Student Financial Assistance Act and Regulations may apply for:

  • loan remission
  • zero percent interest
  • the Northern Bonus

Applications are accepted twice a year and must be submitted by April 15 and October 15, the Northern Bonus can only be received once in a 12-month period. Late applications will not be accepted.

  • April 15 applications will be accepted between March 1 through April 15
  • October 15 applications will be accepted September 1 through October 15
